area
commander
for
southern
area,
command
of
northern
ireland,
fire
and
rescue
service,
I'm
effectively
in
charge
of
all
of
our
operations
in
county
down
on
county
armada,
all
of
county
down,
except
for
the
bits
of
county
down
that
fall
into
greater
belfast
so
effectively
from
ported
down
and
katie
crosman
glenn
right
across
to
bangor
and
down
to
porter
ferry.
That's
the
area
that
I
cover.
So
I'm
going
to
give
you
a
presentation
going
through
and
share
my
screen
on
our
proposed
district
structure
alignment.

People
like
me,
who
respond
along
with
fire
appliances,
and
so
really
what's
happening,
is
there's
a
review
of
the
design
of
the
current
headquarters.
Our
learning
and
development
center
and
our
service
support
center
functions,
including
alignment
reporting
structures
and
accountability
between
district
and
stations
and
headquarters.

We
want
to
fully
integrate
niffers
into
community
planning
structures
at
the
minute.
The
community
planning
structures.
I,
as
the
area
commander,
sit
on
those,
so
I
effectively
sit
on
three
of
those
from
my
area
command.
This
would
mean
that
you
would
have
one
single
person
from
nefer's
sitting
on
each
one
of
those,
so
you
and
an
abc
council
would
have
the
community
safety
manager
for
ported
iron,
district
or
or
abc
district,
depending
on
what
we
call
it.

So
the
consultation,
the
proposals
are,
that
13
district
months,
I
said
at
the
start
14,
so
we
do
historically
unofficially
have
14
district
months,
but
a
while
ago
we
absorbed
lisbon
district
and
the
eastern
area
command.
So
fact
that
we've
been
working
with
13
district
ones
and
we're
going
to
finally
move
to
bringing
them
into
line
with
the
local
government.

councils
and
the
current
stations
will
be
realigned
into
new
districts.

The
district
command
remit
will
change,
so
the
district
commander
will
no
longer
have
an
allocation
of
a
group
of
stations
that
would
the
stations
will
be
allocated
to
one
station
commander
per
group
of
stations
and
that
hasn't
been
decided.
Yet
the
new
district
commander
or
community
safety
manager
will
take
on
primary
contact
role
for
the
nominated
council,
so
each
council
will
have
a
dedicated
communist
community
safety
officer,
a
move
from
a
functional
role
to
all
aspects
of
station
management.
So,
at
the
minute
our
station
commanders
in
the
districts
manage
various
roles.

One
of
them
does
community
safety,
one
does
personnel
training
and
the
other
does
operations.
This
will
mean
that
we
removed
a
system
where
one
local
fire
officer
will
manage
all
of
those
aspects
supported
by
the
district
above
them
or
her
anticipation
of
a
positive
public
response
to
consultation.
Work
has
already
commenced
in
designing
the
following
changes.
The
station
location
will
identify
apparent
district,
a
respect,
irrespective
of
the
station
area
footprint
and
station
grippings
within
your
council.
Boundaries
will
be
detailed
on
the
next
slide.

So
the
next
steps
are
that
there'll
be
a
final
proposal
presented
to
the
board
on
proposed
headquarter
and
functional
structure
and
roles,
and
this
year
earlier
this
year,
that
hasn't
happened
yet
a
continued
design
on
planning
for
implementation,
pending.
Of
course,
the
outcome
of
the
public
consultation
we're
doing
an
equality
and
rural
impact
assessment
process.
Engagement,
consultation
feedback
to
inform
the
final
proposals
go
through
an
approvals
process
up
through
internally
in
the
organization
through
the
department
of
health
or
sponsoring
body,
and
then
there
should
be
further
engagement
and
consultation
as
appropriate.

Then
we'll
move
to
appointing
district
commanders,
I.e
the
community
risk
manager,
and
currently
we
have
no
new
post
holders
in
those
posts
substantively.
So
we'll
be
appointing

community
risk
managers
and
then,
of
course,
we
will
advise
the
councils
of
whoever
the
successful
candidates.
Are.
It's
likely
that
initially
we
would
have
people
doing
that
temporary,
but
we
certainly
made
the
councils
aware
that
pretty
much
ends
my
presentation
and
and
I'm
obviously
happy
to
get
questions.

question
is
what
what
do
you
see
is
the
major
advantage
in
having
this
alignment
with
the
local
councils.

I
think
the
main
advantage
is
going
to
be
that
the
councils
themselves
will
have
a
go-to
person,
a
single
nominated
community
risk
manager
for
the
fire
and
rescue
service,
something
they
don't
have
at
the
minute.
So
the
minute
the
go-to
person
for
three
counselors
is
myself
as
the
area
commander.
Obviously,
people
have
their
local
contacts
with
some
local
fire
officers,
but
it's
about
streamlining
and
identifying
a
particular
local
fire
officer.
That
is
the
council's
go-to
person,
and
that
should
help
us
to
work
better,
particularly
in
the
community
planning
structures.

hand

respond
and
mutually
support

other.

sort
of
you

continue
under
this
model,
or
is

impact

relation

the
operational
response

we

stations,

they
fall,

still
provide
response

their
own
station
areas.

only

administrative
administrative
change
in
relation
to
how
we
manage
the
stations
and
how
we
monitor
contact
with
the
with
the
local
councils.
There'd
be
no
change
whatsoever.

ensure
members
of
that
in
terms
of
where,
where
our
stations
respond
to
in
terms
of
timeline,
I
think
the
chief
is
keen
that
as
soon
as
we
get
out
the
other
end
of
the
consultation,
so
probably
around
the
start
of
the
new
financial
year,
he
is
intending
to
write
to
the
councils
and
advise
them
at
least
who
is
the
tambourine
incumbent
as
a
community
risk
manager,
so
pretty
quickly,
but
there
is
some
work
still
to
do
quite
a
bit
of
work
to
do
in
the
structures
above
this.

think
there'll
be
a
further
consultation,
then
about
what
happens
in
relation
to.
For
example,
the
job
I
do
in
terms
of
the
area
command
supporting
the
districts,
there's
quite
a
bit
of
work
to
be
done
around
that
and
of
course,
there
has
to
be
quite
a
bit
of
work
done
in
terms
of
internal
consultation
with
staff
and
stakeholders,
because
there
may
be
some
changes
required
as
to
where
people
work,
etc.

us

understand
how
things
are
looking

a
body
such
as
yourselves,
that's
so
vital
to
to
everybody's
well-being,

a

a
lot
of
confidence

you're
doing
all
your
your
impact
assessments

make
sure
any
changes
won't
adversely
impact
anybody.

know
recently
you
had

group
down

north
oregon

people

sort

work

are
doing

oregon
is
just
invalid,
invaluable
and
so
just
wanted
to
take
the
aubergine
opportunity

say

last
couple

years

haven't

able

things

hope
to
engage
a
bit
more

community

we
have
been
doing
all
of
the
the
vital
work
in
terms

prevention

the
last
couple
of
years,
but
obviously
some
of
the
stuff
in
relation

reaching
out

engaging
with
youths
and
young
people
hasn't.
We
haven't
been
able
to
do
it
as
well
as
we'd
like
to,
but
hopefully
we're
all
moving
the
position.

can
engage
more
fully
in
terms
of
the
work
we
were
historically
doing.

approve
these
draft
service
standards
contained
within
appendix
one
of
the

way

this

something
that
has
been
developed
on
the
back
of
our
medium
term
recovery
plan
and
through
the
performance
improvement
plan,
and
indeed
the
customer
care
action
plan.

That
council
has
committed
to
developing
a
set
of
service
standards
across
a
range
of
services
and,
and
the
report
also
contains
proposed
reporting
arrangements
in
relation
to
those,
I
suppose,
just
a
bit
of
detail
in
relation
to
the
fact
that
service
standards
help
us
define
what
individuals
our
businesses,
our
customers
and
service
users,
can
expect
from
council
and
in
some
cases
some
of
those
are
also
internal
customers
from
one
department
to
the
other,
but
by
and
large
you'll
see
that
they
relate
to
services
that
are
provided
to
members
of
the
public
so
happy
to
take
any
questions.

surprises
me

these
things
come
with
something
new?

would
have
thought

organization

this
would
have
had
service
standards
all
along.
I
know
in
the
in
the
old
council
they
did
and
probably
they

do
have,

it's
presented
as
if
it's
something
new
and
when
do
we
have
the
results.
When
do
we
see
the
outcomes
of
these
standards.

number
of
service
areas
across

the
legacy
councils
did
have
service
standards,
and
I
suppose
what
this
is
doing
is
taking
an
opportunity
to
review
those
to
pull
them
together
and
to
look
at
where
there
are
new
services
supposed
being
delivered
across
council
as
well,
and
it's
by
no
means
that
these
are
the
sata
service
standards
and
they
won't
change,
they
will
be
reviewed
annually
and
they
can
be
added
to
at
any
stage,
and
certainly
whenever
departments
are
undertaken,
things
like
service
reviews,
that's
that's
an
opportunity
for
them
to
look
at
it,
and
you
mentioned
in
relation
to
how
we
know
how
we're
performing
in
relation
to
it.

quarterly
monitoring
and
the
results
of
those
will
be
shared
internally,
but
then
annually
and
within
our
annual
performance
report
we
will
include
how
we're
performing
in
relation
to
the
service
standards.

emphasize
one
of
the
standards
there
is
the
time
scale
for
paying
local
businesses
and
it
says
30
days
that
90
percent
should
be
paid
within
that's
very
important
and
growing
more
important,
all
the
time
as
we
face
into
the
current
climate,
but
happy
happy
to
pose
on
that
basis.

seem

fall
short

environmental
services,
in
particular
the
neighborhood
services
sections,
one
one
of
which,

terms

street
cans,

it
says,
50
percent
of
street
sweeper
rates
are
completed
within
10
days
of
working
days
off
they're
scheduled.

I
presume
by
that
that
we're
saying
that
we're
not
a
hitting
our
targets
for
street
clinging
on
at
least
fifty
percent
off
occasions
and
going
by
the
the
issues
that's
raised
to
cancer
on
a
regular
basis.

think
this
will
be
of
any
surprise,
but
also
I
do
know
that
the
household
bin
collection
that
says
99
of
all
bins
were
collected
on
schedule
day
again
for
those
of
us
who
suffered
the
the
use
of
a
bryson
that

me
wasn't
reflected

even
as
I
set
the
scene
and
the
brown
bins
in
this
area,
weren't
empty
today
in
in
in
the
tasman
area,
so
and
likewise,
for
example,
the
clay
road
and
kitty
last
week.

we're
doing

review
of
our

that
service
department,
but
I
think
we
need
to
be
honest
with
ourselves
as
to
where
we
are
missing
targets,

you
know
whenever
you
see
it
down
here
in
black
and
white,

terms

cleans
street,
sweeping
we're
missing.

priorities

the

the

four

abuse
on
children
and
young
people's
mental
health.

is
proposed
that
council
support
all
of
those
proposals

equality
and
human
rights
screening
with
two
specific
amendments.

that
the

and

that's
both
individuals,
organizations,
parents,

anybody
that
engages

plan

urban
scale
interventions
usi,
who
were
the
consultancy
working
with
us,
and
this
pilot
came
to
committee

october
and
gave
a
full
presentation

the
draft
plan.

All
the
other
main
things
and
actions
remain
unchanged
as
a
pilot
with
community
planning
partners.
The
draft
plan
and
the
process
will
be
considered
and
receive
its
final
approvals
through
the
community
plan
on
strategic
partnership
later
this
month,

a
pilot
officers
are
considering
the
value
of
the
process
and
how
we
can
roll
it
out
to
other
places,
and
the
university
of
ulster
are
undertaking
a
post-project
evaluation
and
they've
worked
with
us
throughout
the
pilot
as
a
critical
friend.

addition,
the
ministerial
advisory
group
have
offered
a
review
panel
to
help
us
draw
out
learning.
These
evaluations
are
ongoing.
However,
the
interim
findings
are
positive
and
indicate
that
there's
value
in
the
process
and
that
it

replicated

committee
paper
summarizes
for
members
the
process
used
and
how
we
envisage
it
as
an
ongoing
monitoring
and
implementation.

first

I've

been
on
it
and
I
walked
the
whole
cemetery

it's
a
lovely
cemetery

issues
that
people
have
there
with
section

really
troubled
me
when
I
saw
it
on

day
and
our
workers
were
out
doing
what
they
could
to
alleviate

problem

temporary

right

something

discussed

the
governance
working
group

sort

raise

Therefore,
under
any
other
business
at
the
full
council
meeting,
unfortunately,

was
voted
down

the
process,

can't

after

voted

first
occasion

one
of
the
first
earliest
occasions
to
raise
the
issue
again
of
a
potential
irish
language,
working
group,
our
languages
in
general,
working
group
and
right
to
belfast
study
with
regards
to
determining
conditions

terms

reference.

reason
I'm
reason
a
point
of
order,
chair
or
mr
victor,
is
that
the
chair
took
a
very
undemocratic
decision
not
to
accept
my
on
the
other
business
request,
even
though
it
was
fully
compliant
with
the
standing
orders.

like

discuss
that

request
now

this
procedure,
given
it
was
submitted
in
proper
order
in
line
with
the

of
