couple
of

guess
items
of
just

point
out
to

I
think.
Last
year,
I
stood
in
front
of
you
and
said
in
my
29
years.
In
insurance
it
was
the
worst
property
Market
that
I'd
ever
seen,
and
well
now
it's
been
30
years
in
the
insurance
business,
and
this
is
the
worst
property
Market
that
I've
ever
seen
by
far
it
is
not
close.
It's
I,
don't
know,
could
be
a
hundred
times
worse
than
what
it
was
after
Katrina.

So
that's
a
big
issue
and
it's
a
problem,
although
with
State,
fortunately
we're
located
where
we
are
and
not
a
little
bit
further
south,
because
there
are
some
municipalities
from
the
south
that
are
struggling
to
even
get
coverage
period
from
talking
to
our
TPA
that
we
use
we're
not
there,
but
the
picture
is
not
as
rosy
as
what
we
had
hoped
it
to
be
by
no
means
a
couple
of
reasons
for
that.

Obviously
2020
was
a
bad
year
with
Ida
I
mean
with
Laura
and
Delta
2021
Ida
in
our
area,
all
together
since
2005,
which
was
Katrina's
year
until
now,
you're
looking
at
the
insurance
industry
has
lost
the
combined
13
billion
dollars
in
the
state
of
Louisiana
on
property
claims.
Obviously,
if
I
would
come
to
you
and
say,
hey
give
me
some
money
to
invest
and
you're
going
to
lose
that
much
money
over
that
length
of
time.

You
probably
would
not
be
willing
to
do
it,
and
that
has
led
to
a
serious
reduction
in
capacity
that
started
about
a
year
ago,
and
it's
still
going
on
with
these
insurance
carriers.
Just
do
not
have
the
capacity
to
ensure
total
insured,
valued
limits
in
Louisiana
like
they
used
to.
They
have
to
choose
where
they're
going
to
put
those
dollars
or
where
they're
going
to
write
that
coverage
and
they're
not
doing
it
in
our
state
right
now,
I
think.
Last
week
you
saw
where
the
legislature
passed,
the
45
million
dollar
insurance
fund.

That's
going
to
help,
but
it's
strictly
for
homeowners.
Insurance
has
nothing
to
do
with
businesses,
so
unfortunately
we
will
not
be
able
to
get
any
of
that
money
when
it
comes
to
this
type
of
stuff.
A
couple
of
things
I'm
going
to
point
out
coverage
wise.
Those
are
a
little
different.
One
thing
is
remember.
Last
year
we
had
to
reduce
the
total
amount
of
coverage
we
had
down
to
50
million
dollars.

We
did
not
have
to
reduce
that
anymore
this
year
than
what
that
50
million
dollar
limit
is,
so
we
still
have
that
same
total,
insured
value
of
50
million.
That's
the
good
news.
Bad
news
is
obviously
in
order
to
get
that
we
had
to
allow
the
companies
to
go
in
and
raise
some
deductibles
than
where
we
were.

We
had
a
fifty
thousand
dollar
aop,
which
is
an
all
other
payroll
deductible
last
year
this
year,
that
has
gone
up
to
a
hundred
thousand
the
wind
and
hail
deductible
last
year
was
one
percent
that
has
gone
up
to
two
percent
and
I
will
tell
you
they
wanted
three
upwards
of
five
percent,
and
so
it
took
a
lot
of
strong,
arming
and
negotiating
with
them
to
keep
it.

At
least
two
percent
this
year,
but
I
will
tell
you
the
caveat,
is
hey
we'll
do
it
this
year,
but
if
the
market
doesn't
improve
next
year
is
going
to
probably
go
up
again
and
I,
don't
see
the
market
by
the
way
improving
anytime
through
2023,
possibly
in
2024,
but
none
of
the
analysts
out
there
are
saying
that
it's
going
to
change
much
this
year.
So
that's
just
some
of
the
changes
from
the
last
year.

We
did
make
one
change
on
the
in
the
marine
policy
and
when
I
get
to
the
the
coverage
page
I'll
kind
of
go
over
that
with
you.
Well
actually
I'll
address
that
with
you.
Now
we
had
15
million
dollars
in
coverage
for
equipment.
The
most
we
could
get
this
year
is
5
million,
so
we
were
able
to
keep
the
property
coverage
at
50
million,
but
the
most
we
were
able
to
get
for
anyone
lost
on
equipment
was
5
million.
Now
we've
never
ever
come
close
to
anything
like
that.

If
you
remember
last
year
when
we
did
modeling
and
we
showed
that
the
50-
a
million
was
enough
to
cover
the
ten
thousand
year
event.
That's
still
the
case,
but
from
equipment
standpoint
we
could
not
find
a
single
carrier
and
you'll
see
when
we
get
to
the
marketing
summary.
How
many
we
went
to
that
would
write
more
than
five
million
dollars
of
equipment
coverage
in
our
area.

So
that's
one
change
as
well
flip
over
to
the
next
page
and
you'll,
see
where
it
says
the
central
Parish
governor
in
the
top
modeling
for
property
insurance
just
wanted
to
reiterate:
that's
the
modeling.
We
did
last
year
with
the
insurance
companies
and
also
the
broker
we
use,
which
is
U.S
risk,
and
so
we
are
ensuring
an
event
up
to
the
10
000
year
event.
Hopefully
we
never
need
that,
but
the
50
million
dollars
should
be
sufficient
based
off
of
their
recommendation.

It
goes

inland
marine,
the
boiler,
the
terrorism,
cyber
liability
and
crime
public
entity
policy

keep

renewed,

which
you

front

you,
the
spreadsheet
or
the
ones
that
are
renewing
the
effect
of
March.

year
term
and
three-year

just
wanted

point

our
excess
workers,
compensation
policy-
that
is
a
two-year
policy
that
we

not
renewing

just
going
to
be
paying
the
second
year

that
premium
at
the

they're

if
you
just
go
down
that

you'll
see
what
we
have
all
of
it
layered
and
we
have
a
total
of

million
dollars,

ironically,
it's
kind

good
that

asked

part

the

can
be
done
and
you
look
at
this
building.
For
instance,
it
is
built
to
much
different
standards
than
what
buildings
were
built
10
15
years
ago,
Alabama
has
been
very
I,
guess
successful
in
getting
a
program
that
is
in
the
name
of
it
is
just
left
with
fortify
homes,
the
fortify
home
program
up
and
running.

It
can
be
an
older
home
that
you
go
in
and
do
four
to
five
standards
with
it,
and
you
get
that
credit
Alabama's
been
very,
very
successful
in
that
I
was
at
a
presentation
last
year
for
the
commissioner
of
insurance
and
they
brought
in
Alabama's
folks
that
got
that
up
off
the
ground
and
running
and
it's
been
successful.
There
are
some
serious
talk
in
the
upcoming
session
that
they
think
they
will
be
able
to
fund,
at
least
a
portion
of
that,
so
it
will
help.

But
most
of
the
time
when
you
talk
to
insurance
carriers
from
Lloyd's
all
the
way
to
the
ones
here
in
the
states,
they'll
tell
you
that
is
one
of
the
big
issues
in
our
area
in
Louisiana
in
general,
is
just
a
construction
standards.
Now,
obviously,
we
have
much
better
standards
in
Ascension
than
a
lot
of
other
places
out
there.
But
that's
part
of
the
issue
keep
in
mind.
Louisiana
is
a
small
state
when
it
comes
to
insurance
premiums.

This
is
a
large
number
2.3
million
dollars,
but
it's
not
when
you
compare
it
with
these
insurance
companies,
so
they
decide
to
choose.
Okay
am
I
going
to
keep
my
capacity
in
Louisiana
or
am
I
going
to
move
my
insurance
capacity
out
because
we're
a
low
or
small
state
when
it
comes
to
premium,
but
we're
one
of
the
largest
when
it
comes
to
risk.
You
know
it
comes
to
claims
because
of
Storms,
and
that's
the
that's.

The
biggest
problem
we
have
right
now
is
that
the
capacity
is
down
their
reinsurance
cost
lost
insurance
companies,
the
majority
of
them
not
all,
but
the
majority
of
them
renew
their
reinsurance
policies.

up

45
percent
they're.

that
cost
on
to
you
to
the
parish.

me,
all
of
us
are
paying
that,
and
so
that's
one
of
the

can't
even
citizens
purchase

largest
reinsurance
policies

state,
like

in
the
country
last
year

million

think
in
premium,
if
I
remember
correctly,
and
it's
not
enough
based
off
of
what
their
current
guidelines
are.

the
reason
that
the
commissioner
is
trying
to
get
some
of
these
companies
to
come
back.

puts
money

definitely
want

be
on
the

getting

front

them

you

we

look
at
us
because
that's

went
out
and
said:

going

got
through

amendments
that
we
made
on
some
of
them
on
behalf
of
the
Sheriff's
Office.

first
one
just
clarifies
what
the
quarters
are
when
we
originally
did
the
agreement
we
had
set
certain
quarters,
for
you,
know,
payments
and
things
like
that
and
Reporting,
and
so
we
had
we,
we
clarified
those
to
make
them
actual
quarters.
Originally
they
were
for
for
other
purposes.

also
clarified
that
the
reporting
is
upon
request,
as
opposed
to
standard
reports.

mean
we
have
access
to
them
daily.
So
that's
not
a
big
issue,
but
the
biggest
thing
that
we
made
the
change
to
is
we
clarified
that
the
capital
money
that
we
turn
over
to
them
for
capital
projects
is
based
on
the
appropriated
amount
by
the
parish,
because
we
constitutionally
can't
give
more
than
is
appropriated
and
we
just
made
it
clear.

clarify

forward

we
appropriate

to
them
and

they

other
things
