a
great
project,

we
were
in
we
just
graduated
from
leadership
this
year,
leadership,
ascension
and
sorry,

we
just
graduated
from
leadership,

so
our
project
was,
you
know
we
wanted
to
decide
how
we
could
impact
the
parish
in
the
most
positive
way,
with
the
fewest
amount
of
dollars,
and
quite
a
few
people
in
our
group
are
passionate
about
mental
health
and
being
a
nurse
practitioner.

It's
one
of
the
most
difficult
things
to
refer
and
get
resources
and
stuff
in
the
community.
We
were
actually
at
an
event
this
weekend
and
and
just
there
are
so
many
resources
out
there
that
people
are
unaware
of.
So
our
project
is
to
bring
these
resources
together
for
our
parish,
whether
school-age
kids
parents,
teachers,
all
those
sort
of
things
to
be
able
to
have
that
resource
for
mental
health,
stuff.

So
we
developed
an
app,
and
so
with
that
app
people
can
download
it.
Our
citizens
can
download
the
app
and
they
can
access
mental
health
resources
along
with
the
web
page
and
so
what
we
did
we
went
through
and
we
vetted
through
all
mental
health,
a
variety
of
mental
health
resources
in
our
parish
and
outside
of
our
parish,
so
that
parents,
students,
community
members,
can
access
in
a
once
place
of
mental
health
resources
we
vetted
through
who
takes
medicaid,
who
takes
payments
a
payment
system.

also
have
an
opportunity
to
do
push
notifications.
So
when
we
have
like
the
event
this
weekend
in
donsonville,
we
can
push
notifications
through
the
app.
So
any
citizen
that
has
the
app
will
get
that
push
notification
about
different
community
events,
as
it
relates
to
mental
health
or
just
bringing
people
together
for
social
and
emotional
well-being.

couple

about
it,

this
app
that
you
develop
has
access
to
the
mental
health
in
the
parish
and
when
you're
saying
you
vet
em,
it
has
your
medicaid
your
what
payments
they
accept,
et
cetera,

now

far
as
vetting
them,
I
guess,
qualifications
and
which
psychiatrist
or
psychologist
or
counselors,
are
better
for
which
type
situations
or
anything
like
that.
How
did
y'all
go
about
that
process?
Or
did
you
involve
that
process.

there's
actually
a
a
national
database
that
allowed
that
rates,
psychologists
and
therapists
according
to
feedback
that
they've
received
from
patients
that
have
had
those
that
have
visited
those
therapists.
And
so
we
will
use
that
to
prioritize
the
the
ratings
of
the
therapist
and.

and
we
part
of
the
vetting
process
was
basically
to
go
ahead
and
make
sure
these
individuals,
whether
it
be
pediatric,
specialty,
adult
specialty
or
those
sort
of
things,
those
were
all.
We
had
developed
a
questionnaire
to
ask
and
as
far
as
insurances-
and
you
know
what
type
of
patients
they
see
and
all
that
sort
of
stuff,
so
we
we
we've
not
only
done
ascension
parish
but
also
surrounding
parishes,
including
these
baton
rouge,
just
as
options
for
treatment
in
the
you
know,
in
the
absence
that
we
don't
have
it
here
in
this
pair.
So.

And
as
far
as
the
national
company
that
you
use
to
go
through
and
rate
the
different
doctors,
which
is
great,
I
think
that's
a
great
thing.
Have
you
all
thought
of,
or
are
there
any
other
sources
you'll
give
or
give
access
to
for
these
particular
doctors,
whether
it's,
I
don't
know
if,
if
they
have
them
on
like
angie
list
or
whatever
those
types
of
platforms
are
or
is
there
any
way
you
could
leave
something
for
any
of
the
public?

other
thing
I
didn't
mention,
which
is
a
huge
fan
for,
is
we're
going
to
have
the
option
too,
for
especially
from
the
app
platform
to
be
able
to
detect.
So
if
somebody's
in
suicide
crisis,
you
can
actually
get
on

app
and
I
can,
I
can
be
talking
to
a
counselor
within
just
a
few
minutes
time
and
that
that's
actually
goes
through
the
national
center.
So
we're
not
staffing
that
we're
not.

know
we're
not
training
those
counselors
and
that
sort
of
thing.

the
plan
for
the
initial
out
we
are
going
to
basically
the
high
schools,
both
sides,
so
all
the
high
schools
in
the
parish
that
was
kind
of
part
of
our
plan
to
roll
out,
like
maybe
the
first
few
within

first

months

this
new
school
year,
we've
gotten
a
lot
of
feedback
from
the
counselors
and
stuff
within
the
school
system,
already
they're
very
excited
about
having
access
to
all
this
information
kind
of
in
a
hub
or
in
one
place.

particularly
as
it
relates
to
going
upstream
getting
into
high
schools
before
these
people
are
at
the
wits
end.

there's
some
some
identifiers,
that
you
can
catch
some
risk
factors,
and
so
it's
it's

we're
excited
about
it,
and
once
again
it
goes
back
to
that
public
private
partnership.

don't
have
to
come
up
with
all
ideas.

just
have
to
facilitate
good
ideas,
so

excited

outside

review

medical
contracts
and
liabilities
along
those
lines,
the
council
approved
that
contract

they're
going
to
be
looking
at
at
the
whole

mental
health
and

our
health
services
for
those
kind
of
issues.

not
aware
at
this
time
again
we're
deferring
to
them
on
this
matter.

law
firm
of
butler
snow
who
go
through
the
process
with
you
and
explain
the
legalities
behind
setting
up
this
district.
I
just
want
to
describe,
in
general
the
boundaries
of
the
district
kind
of
follows:
the
highway
30
corridor
going
from
interstate
10,
all
the
way
out
to
the
parish
line
with
everville
it.
It
basically
goes
down
into
the
river
we're
capturing
a
lot
of
the
industrial
property.
That's
along
that
corridor
and
I'll.

So,
for
the
most
part,
it's
no
different
than
the
west
bank
economic
development
district.
We
we
created
one
difference
is
that
we've
already
negotiated
an
agreement
with
the
governor.
It's
a
verbal
agreement.
We
have
to
get
our
stuff
in
line
first,
but
for
every
one
cent
we
dedicate
to
infrastructure
in
this
district
they're
going
to
match
it
with
one
cent
of
state
dollars.
So
just
to
kind
of
put
that
in
perspective,
a
two
billion
dollar
industrial
expansion
will
generate
in
three
years
about
8.8
million
dollars.

So
if
we
create
this
district
and
all
goes
well
through
the
joint
budget
committee,
we
can
then
match
that
with
the
state
one
cent
or
even
the
state,
two
centers
depends
on
how
far
you
guys
want
to
go.
You
may
just
say
john:
we
want
to
dedicate
a
half
a
cent,
but,
but
you
know
the
bottom
line
is
we
can
take
8
million
and
turn
it
into
19
million.
If
we
go
2
cents,
you
know
in
short
order.

can
have
a
significant
amount
of
money
and
our
whole
point
behind
this
is,
I
think,
most
of
us
know
why
piku
lane's
there
it's
not
there,
because
the
state
could
afford
to
build
it.
It's
there,
because
east
baton
rouge
can
step
up
and
help
the
state
afford
to
build
it,
and
that's
essentially
what
we
want
to
develop
on
the
highway
30
corridor.
The
ability
to
have
some
leverage
to
go
to
the
state
and
make
improvements,
and
it's
not
just
highway
30
includes
73,
includes
corner
view.

If
you
look
at
the
map
pretty
much
any
public
state
road
within
that
region,
and
so
it
just
gives
us
an
opportunity
over
the
next
three
to
five
years.
When
we
have
a
you
know
at
least
13
billion
dollars
worth
of
industrial
expansion,
to
capture
some
of
that
money
and
match
it
with
the
state
dollars.
And
so
that's
that's
the
the
gist
of
the
tax
structure.
So.

And
I'll
just
walk
adam
parker
with
butler
snow,
I'll,
walk
you
through
just
a
couple
of
you,
know
procedural
steps
and
also
kind
of
the
intended
purpose
behind
this
ordinance
to
create
the
economic
development
district.
So
this
obviously
is
the
first
kind
of
you
know:
you've
seen
it
in
the
finance
committee.
It
would
go
to
be
introduced
for
adoption
at
the
august
18th
council
meeting,
and
then
we
contemplated
adoption
on
september
15th.

So
a
couple
of
different
steps,
and
at
that
september
15th
meeting
there
would
also
be
a
baseline
tax
that
was
set
just
also.
This
sometimes
causes
confusion.
It's
not
a
new
tax
and
in
this
particular
instance
well
this
this
has
voters
within
it.
This
particular
district.
Sometimes
you
see
edds
or
districts
that
do
not
have
voters.
You
know.
If
you
levy
a
new
additional
tax
or
anything,
then
you
would
have
to
you.
Don't
necessarily
have
an
election
to
do
anything
in
regard
to
any
additional
taxes.

would
have
to
have
an
election
or
to
change
any
of
the
purposes
that
are
current.
Taxes
are
authorized
for,
you'd
have
to
have
an
election,
and
so
that's
one
feature
is
that
these
are,
for
you
know,
infrastructure
improvements,
as
mr
diaz
said,
I
mean
also
new
taxes
are
created
and
that's
kind
of
the
contemplated
structure.

Is
incremental
taxes
just
generated
by
the
district,
we're
contemplating
sales
and
potentially
ad
valorem,
so
you
have
a
baseline
set.
You
know
you
make
sure
that
no
bond
impairment
issues
exist
and
then
essentially
anything
that's
above
that
would
be.
You
know
pledged,
and
the
idea
also
is
to
catch
some
of
the
the
state
incremental
tax
revenues
that
are
required,
and
the
statute
requires
that
for
the
local
government
authority
to
have
a
matching
provision
for
the
state
sales
tax.
So
that's
where
he's
kind
of
saying,
hey
up
to
two
percent.
You
know
they're.

Basically,
how
much
can
we
pledge?
We've
looked
through
the
purposes
the
one
percent
general
alimony
parish
tax
would
fit
through
the
incremental.
We
also
believe
that
the
0.33,
which
is
essentially
two-thirds
of
the
half-cent
road
sales
tax,
may
be
the
drainage
we're
working
through
that
as
well,
but
really
as
we
work
through
this,
we
have
to
structure
and
make
sure
that
all
those
dollars
are
spent
and
the
purposes
that
the
voters
authorize.

also
looked
at
the
general
alimony
of
the
parish,
as
well
as
the
road
lighting
district
number
six.
Those
are
two
villages
that
are
currently
levied
and
the
purposes
fit
within
the
contemplated
structure.
Parent
parish,
council

So
it's
not
a
separately.
You
know
created
authority
parish,
council
as
sole
authority
to
do
as
it
will
with
this
district,
you
know
creating
it
and
then
governing
it
and
making
all
decisions
related
to
it
really
just
a
method
of
capturing.

their

Individual,
taxing
districts
right

well

you

whatever
funds

go
down
either
tango
to
cabela's
parkway,
I

to
say
each
one
has
an
extra
half
cent
sales
tax
or

something
like
that,
and
those
dollars
have
to
stay
within
the
boundary
of
that
district.
That's

we're
talking
about

benefiting,

immediately
adjacent
or

room

you

a
direct
benefit
to
the
district
to
spend
dollars
outside

the
same

we're
trying
to
benefit

particular
district
with
those
dollars.

a
result
of
a
two

was
talking
about
with
the
tiff
that
they
did
for
cabela's
and
they
did
for
tanger,
where
any
of
the
tax
dollars
that
are
created
are
spent
on

that
particular

can
be
expanded
a
little
bit
because
you're
going
to
have
more
impact
on
traffic
within
adjacent
areas,
but
I
don't
want
to
get
carried
away
with
it
and
spend
money
across

parish

a
project
that
really
doesn't

impact
on
any
type
of
you

traffic
congestion
or
anything
during
the
high
times
of
that.

district

connect

the
district,
the
residents

the
district,
the
businesses

the
district,
the
roads

district,
the
projects
that
you're
are
specific.

problematic

stretch

legal
brain,
a
little
bit
and
kind
of
explain,
here's
how
it's
directly
rated
and
why
it
fits.
But
so
I

advice
has
always
been

things

close

contiguous
as
possible,
or
if
you
have
some
reason
that
you
need
to
expand,
it
then
change
the
boundaries
of
your
district.

if,
if
it's
something
that's
far
away,
you

and
not
directly
in
the
district,
then
change
the
boundaries
to
include
that,
because
then
we
don't
have
to
deal
with
that
problem.

rather
have

in
the
district,
because
you

opine

it's

project
expense,
so
better
just
have
the
boundaries
include
all
the
area
that
you
would
like
to
benefit
as
far
as
the
local
government
authority.

lot
of
the
governing
authority.

districts
that
are
created
by
statute.
This
particular
one
is
local
governing
authority.
It's

statute
does
require
that
the
parish
council
would
be
the
governing
authority.

sort
of
committee,
or
you

some
local
ordinance
to
say,
but
we're
having
a
separate
committee
to
approve
any
sort
of
action
of
the
economic
development
district
in
this
area.

what's

councilman

that

they

to
have
a
unanimous
vote

expand

is

going

try
to
keep
it
brief.
This
is
actually
our
second
presentation
in
our
series
we're
hoping
to
slowly
work
for
the
different
departments.
We
had
transportation,
and
now
we
have
recreation
and
again,
this
is
just
a
a
brief
overview.
Obviously
there's
a
lot
of
details
we
can't
get
into,
but
we
would.

He
stepped
up
and
helped
us,
and
so,
when
you
look
in
the
budget,
you'll
see
a
lot
of
great
strategic
planning
information,
including
the
mission,
the
goals,
I'm
not
going
to
go
through
all
the
details,
but
just
want
to
point
out
that
that's
that's,
definitely
a
a
step
towards
you
know:
transparency
when
you
have
those
things
and
you
have
great
metrics
and
if
you
haven't
looked
at
them,
they
have
some
really
good
metrics
in
the
budget.

Part
of
what
they
had
in
in
in
their
strategic
plan
was
significant
accomplishments
and
you
can
see
there.
There
are
many
things
that
that
they
have
been
working
on
and
this
again
was
in
the
21
budget.

They
opened
the
dog
park
reopened,
skate
park,
near
completion
of
led
ballpark
lighting
projects,
secured
over
2
million
in
grants
for
recreation
projects,
and
so
on.
So
just
wanted
to
kind
of
highlight
a
few
of
those
things
and
also
point
you
back
to
the
budget
to
look
at
the
strategic
planning
part
like
we
did
with
transportation.
We
wanted
to
talk
a
little
bit
about
the
recreation
committee
and
what
the
responsibilities
are
for
our
ordinance.

It's
review
new
concepts,
recreation
programs
as
presented
by
recreation,
governing
board,
overseeing
finance
and
determining
solutions
for
any
problems
that
may
arise
just
a
suggestion,
and
this
is
purely
a
suggestion.
From
from
myself.
I've
done
a
lot
of
auditing
of
strategic
planning
and
missions,
goals
and
objectives
and
and
committees
and
different
things.
I
think,
there's
probably
an
opportunity
here
to
maybe
revis
revisit
these
and
when
you
can
contrast
it
to
the
transportation
committee,
it
talks
about
master
planning.

It
talks
about
moving
forward,
and
you
know
I've
been
to
the
recreation
committees
and
they
you
do
all
those
things
already.
It's
just
not
necessarily
in
the
responsibilities
in
the
ordinance.
So
there
may
be
an
opportunity
to
mend
that
ordinance
and
put
some
of
the
things
you're
already
doing
like
looking
at
the
master
plan
plan-
and
I
know
michael
and
ricky
have
been
working
on
that
for
a
while
and
and
those
type
of
things
might
be
good
to
add.

When
you
look
in
the
special
revenue
fund,
section
you're
going
to
see
the
recreation
fund,
that's
the
operating,
that's
what
you
think
about
the
staffing
the
personnel
cost,
the
the
site
work
at
the
parks,
the
community
centers,
the
sports
programming,
those
type
of
things
you're
going
to
see
when
you
look
in
that
side
of
the
budget.

The
other
piece
is
the
park
construction
fund
and
that's
the
capital
side.
That's
in
the
back
of
the
budget
in
the
in
the
capital
portion
and
those
are
the
major
projects,
and
you
know,
there's
6.3
million
of
those
going
on
right
now,
so
there's
the
capital
projects
and
then
the
operating.
So
you
need
both
sides
to
make
the
whole
and
just
to
talk
a
little
bit
about
where
the
the
funding
comes
from,
and
you
know
I've
been
asked
about,
can
we
do
a
schedule
of
presentations
and
part
of
my
thought
was
well.

You
know
each
presentation
takes
a
little
bit
of
time
because
they
tell
a
story
and
you
really
need
to
flesh
out
what
each
department
story
is.
Unfortunately,
recreation
story
is
similar
to
transportation
in
terms
of
dedicated
funding.
When
you
look
at
recreation,
you
see
there
is
sales
tax
number
one,
but
that's
ten
percent
of
the
net
revenues,
and
that's
just
in
the
budget
ordinance
each
year
there
is
no
set
dedication
like
a
specific
tax.

That's
set
aside
for
them
other
than
that
in
the
budget
ordinance
we
set
aside
10
percent
for
the
recreation
fund,
then
there's
a
small
amount
of
miscellaneous
the
park
construction
fund.
You
know
we'll
get
in
grants,
but
the
main
thing
is
transfers
from
recreation
if
it's
not
transferred
from
the
recreation
fund,
there's
really
not
a
lot
of
money
that
can
go
into
that
capital
side.
So
when
you
try
try
to
improve
a
park,
you've
got
to
find
find
funds
for
that
and
we'll
talk
a
little
bit
about
that
moving
forward.

The
only
other
thing
I
wanted
to
mention
is
y'all
have
been
sitting
in
the
budget.
Ordinance,
25
of
excess
sales
tax
gets
transferred
to
the
recreation
fund
and
it
it
is
pretty
significant
because
we've
been
fairly
conservative
with
our
revenue
projections
and
sales
tax
has
been
going
up,
which
is
good
for
recreation,
because
that
25
results
in
1.3
million,
1.1
million
or
so
each
year.
T
So
it
is
a
a
decent
set
of
amount
of
revenue,
but
it's
not
guaranteed
it's
not
consistent
and
if
sales
tax
doesn't
keep
going
up
like
it
has
been,
that
amount
will
go
down
now,
just
to
give
you
kind
of
a
graphical
picture
of
all
of
the
recreations
historical
spending,
the
recreation
fund
and
the
park
construction
fund
you'll
see
this
simple
graph
and
just
to
remind
you
again,
when
you
see
the
dotted
lines,
that's
the
budget.
We
try
to
make
sure
we
separate
those
out,
because
the
budget
is
a
plan.
T
It
doesn't
always
happen,
but
we
you
know.
So
if
you
see
a
huge
jump,
that's
the
plan
of
what
we
we
hope
to
do.

So
let's
talk
about
the
operating
side.
First,
the
historical
spending
and
probably
the
first
thing
you
notice
from
this
graph-
is
the
purple
line
where
other
financing
uses
the
transfers
out.
That
is,
where
you're
transferring
money
into
the
construction
fund.
So
that's
when
you're
transferring
it
to
the
capital
side.
T
Also,
you
see
that
for
the
operating
there
has
been
an
increase,
especially
for
for
the
budget
in
22,
and
that
is
because
of
site
work
at
parks.
I
know
there's
been
an
emphasis
in
increasing
that
site,
work
at
parks,
and
so
that
trend
started
and
I
think
you're
going
to
see
that
continue.

A
lot
of
that
is
the
increases
in
benefit
costs,
which
you
know
we're
seeing
everywhere.
I
think
insurance
and
other
things
are
going
up
and
then
a
260
000
increase
in
non-exempt
employees
for
the
operating
going
up,
1.48
million.

So
when
we
look
at
the
the
construction
fund,
now
we're
switching
over
to
that
side,
you'll
see
it's
it's
relatively
flat,
except
for
2019,
and
that
was
for
two
different
things.
There
was
a
large
transfer
from
the
recreation
fund
and
also
there
was
three
million
that
was
loaned
to
the
recreation
from
the
sales
tax
and
it's
being
paid
at
300
000
per
year
for
the
next.

You
know
for
10
years,
but
you
do
see
the
expenditures
increasing
starting
in
21,
and
I
think,
if
you
look
at
the
next
graph,
I
think
this
will
give
you
a
good
explanation
of
why
this
is
one
a
chart.
We
we
showed
in
the
transportation
slides
and
it
represents
that
fund
balance
and
what's
been
happening
to
the
fund
balance
and
also
what's
going
on
with
the
expenditures.
So
those
blue
bars
are
the
actual
expenditures
and
the
green
is
the
excess
of
revenue
over
expenditures.

So
you
can
see
that
big
jump
in
2019
from
that
infusion
of
cash
and
the
fund
balance
went
up.
It
continued
to
go
up
in
2020,
but
then
in
21
and
22
in
the
actuals
in
21.
You
see
that
three
million
dollars
of
park
expenditures,
so
a
lot
of
capital
work
started
getting
done
and
in
2022
you
see
6.3
and
again,
that's
the
plan
to
get
a
lot
done.

So
that's
going
to
be
a
nice
infusion
where
some
of
these
projects
may
actually
get
moved
up
as
long
as
we
can,
you
know,
get
them
underway
and
and
don't
have
any
supply
chain
issues.
We
can
really
get
things
moving
by
the
end
of
the
year,
just
a
quick
overview
of
what
those
rescue
plan
funds
are
going
for.

had
that
in
your
packet
last
thursday,
we've
got
the
health
and
wellness
center
site
work
at
parks,
new
restrooms
walking
paths,
playgrounds,
other
park
upgrades,
so
there's
a
lot
of
things,
good
things
that
will
happen
with
those
funds
just
in
the
next
year
or
so
again,
that's
just
a
very
quick
overview.

again
I

stevens
park
