Description
Finance Committee - September 12, 2022
B
May
we
make
the
right
decisions
for
the
people
of
Ascension
Parish
regarding
the
finances
please
share
with
us
guide
us
bring
us
to
truth
in
all
that
we
do.
We
ask
your
blessings
for
all
those
who
live
in
Ascension
Parish,
those
who
work
in
Ascension,
Parish,
Parish,
Council,
Parish
president
and
all
the
administration
in
Jesus
name.
We
pray,
amen,
amen,.
C
D
A
All
right
roll
call,
councilwoman,
Caso,
councilman,
malossa,
councilman,
Thomas,
councilman,
overzeron
and
councilman
Lawler
and
councilman
Turner
are
absent.
We
do
not
have
a
quorum
so
a
little
bit
of
housekeeping
we're
going
to
go
over
some
we're
going
to
do
some
presentations,
we're
going
to
start
with
that
until
councilman
Turner
arrives
and
then
we
will
proceed
with
the
regular
agenda.
So
one
chair,
Edition
or
subtraction
I
guess
is
we're
removing
5-0
from
the
agenda
tonight.
A
E
Want
to
get
this
down
just
a
little
bit
good
evening,
how's
everyone
good
okay,
my
name
is
Sherry
dennig,
I'm,
executive
director
of
volunteer
Ascension
and
on
behalf
of
volunteer
Ascension
and
our
board
of
directors
we'd
like
to
thank
you
all
for
not
only
reconsidering
but
reinstating
our
Cooperative
Endeavor
agreement.
We
appreciate
your
support
and
the
confidence
that
you
placed
in
us
in
our
ability
to
serve
Ascension
Parish.
So
thank
you.
E
E
We
had
38
volunteers
that
gave
227
volunteer
hours
to
make
this
project
happen,
we're
very
blessed
in
that
area.
To
have
wonderful
volunteers,
I
want
to
tell
you
just
a
little
bit
about
how
the
program
works
and
I
will
be
brief,
but
it
is
a
five-day
event
for
us
and
on
Friday
we
collect
the
supplies
and
the
donations
from
our
community
businesses,
industry,
Civic
groups
and
individuals
and
we're
not
collecting
just
any
supplies.
We're
collecting
supplies
that
teachers
are
asking
for.
We
have
a
list
that
we
work
on
off,
of
because
that's
important
to
us.
E
E
So
that's
our
shopping
day
and
I
believe
we
left
Walmart
with
12
buggies
this
past
time.
They
love
us
at
Walmart,
Tuesday
and
Wednesday
are
our
packing
days.
All
the
supplies
are
packed
up,
labeled
for
pickup
and
placed
out
in
the
hall,
and
we
had
every
school's
name
on
the
wall
and
on
Thursday,
which
is
our
favorite
day.
Our
guidance
counselors
come
to
pick
up
the
supplies
and
we've
been
doing
it
for
so
long.
E
Every
30
minutes
we
have
another
school
that
comes
and
we
load
up
their
supplies
and
they
take
them
back
to
the
school.
This
is
all
made
possible
through
Partnerships
and
collaboration.
Our
community
drop-off
location
for
many
years
has
been
provided
by
rev,
formally
etel
and
most
recently
fire
district
one
which
served
as
a
perfect
location
when
heavy
rainstorms
came
in
the
day
of
our
event.
But
thanks
to
some
quick
Thinking
by
Sheriff
Weber
and
fire
chief
James
LeBlanc,
our
location
turned
into
a
drive-through
collection
site,
which
was
fantastic.
E
Next
is
our
school
uniform
program
and
during
the
2021-22
school
year
we
delivered
342
uniform
pieces
to
our
schools
and
that's
not
just
a
few
boxes
of
random
sizes
of
uniforms.
We
work
directly
with
our
school
counselors
and
they
are
able
to
email
us
a
size,
and
we
can
pull
that
from
our
inventory
at
our
office
and
in
most
cases
we
do
a
same-day
delivery
to
the
school
and
the
child
has
the
uniform
before
they
get
on
the
bus
in
the
afternoon.
E
What
we've
learned
is
if
a
child
needs
uniforms,
there's
a
good
chance
that
he
or
she
needs
socks,
underwear,
sometimes
also
belts
and
shoes.
So
we
have
set
aside
a
budget
during
the
year
to
be
able
to
address
those
needs
throughout
the
year
and
a
lot
of
supplies
and
uniforms
and
going
into
the
school
in
the
fall.
But
we
know
kids
grow
out
of
uniforms
and
supplies
will
be
needed,
so
we
are
able
to
have
a
budget
set
aside
to
address
those
needs
during
mid-year,
so
School
tools
and
uniforms.
E
How
do
these
programs
impact
our
community
since
1997
volunteer?
Ascension
has
provided
over
1.4
million
dollars
worth
of
school
supplies
and
school
uniforms
to
Ascension
Parish
students
who
need
the
most
next
is
our
connect
teens
program.
This
is
our
20th
year
of
connecting
our
youth
to
meaningful,
volunteer
opportunities
throughout
the
parish.
This
year
we
had
15
youth
volunteers,
who
gave
over
200
hours
of
their
summer
to
serve
our
community,
and
we
know
that
these
kids
are
our
future
leaders
and
we
want
to
instill
in
them
the
importance
of
serving
others
and
serving
our
community.
E
In
addition
to
the
excuse
me,
in
addition
to
the
volunteer
opportunities,
we
realize
that
technology
as
great
as
it
is,
has
left
some
of
our
youth
lacking
some
of
the
soft
skills
needed
that
they
need
day-to-day
to
communicate.
So
we're
also
trying
to
teach
those
to
our
connectings
as
well
eye
to
eye
contact,
a
good
handshake
communication
skills
with
both
adults
and
their
peers
and,
of
course,
problem
solving.
So
that's
all
part
of
our
connect
teens
program.
E
Special
Tuesdays
is
an
annual
summer
fun
event
for
our
community's
special
needs,
individuals
and
their
families.
This
was
a
program
originally
started
in
a
backyard
many
years
ago
by
Miss
Bobby
Blanchard.
It
was
an
opportunity
for
her
special
needs.
Grandson
to
join
with
other
special
needs,
children
to
play
and
just
be
kids.
E
Since
that
time,
the
program
has
grown
to
serve
over
125
special
needs,
individuals
and
families.
Every
Tuesday
in
June
we've
come
alongside
Miss
Bobby
to
make
sure
that
this
awesome
program
continues
to
thrive
and
to
grow
foreign.
The
impact
over
the
course
of
four
Tuesdays
in
June,
we
served
over
500
Burger
lunches,
complete
with
soft
drinks,
chips,
popcorn
and
nachos,
and
donuts
and
ice
cream
for
dessert.
E
Again,
all
this
is
made
possible
through
Community
collaboration,
BASF,
graciously
sponsors
the
program
and
provides
volunteers
each
summer.
In
addition,
Ascension
power,
Sheriff's
Office
and
a
team
with
motorcycle
units
and
patrol
cars
for
the
kids
to
check
out
and
take
pictures
that
was
very
popular.
In
addition,
the
State
Farm
Marshall's
office
and
a
team
with
the
spirit
of
Louisiana
fire
truck
both
were
a
huge
hit
each
week
and
the
teams
even
stayed
to
help
us
serve
lunch.
E
We
also
had
a
visit
from
a
miniature
horse
that
was
provided
by
Serenity,
sensory
healing
and
in
December.
Atmos
Energy
will
be
cooking
and
serving
gumbo
and
jambalaya
to
all
of
our
special
needs.
Individuals
and
their
families
for
our
special
Tuesday
Christmas
party
and
Gonzalez
primary
cafeteria,
provided
our
location
for
both
okay.
E
E
Resource
providers
is
of
Great
Value
to
those
who
call
into
the
citizen
service
center
for
assistance.
We
also
co-chair
the
Ascension
strong,
long-term
Recovery
Group,
which
was
started
with
the
2016
flood.
We
were
activated
after
Hurricane
Ida
and
to
date
we
have
provided
nearly
55
thousand
dollars
of
assistance
to
Ascension
Parish
residents,
who
were
impacted
by
Ida
as
a
part
of
a
partnership
with
BASF.
We
have
secured
a
multi-purpose
disaster,
trailer
that
can
serve
as
a
stand-alone
mobile
command
center.
E
E
E
In
addition,
this
grant
helps
with
basic
needs
of
the
owls
population,
which
is
asset
limited
income
constrained
employed.
This,
too,
has
been
extremely
beneficial
to
us
due
the
rising
cost
of
food
gas
electricity.
The
number
of
assistance
calls
has
greatly
increased.
Many
of
our
Working
Families
are
just
one
emergency
away
from
possibly
losing
their
homes
and
as
far
as
volunteer
management
goes,
you
guys
probably
know
a
bunch
of
this,
but
we
provide
volunteers
annually.
We
have
for
the
balloon
festival
and
we
will
continue
to
do
so
with
the
boucherie
group
dancing
for
a
cause.
E
We
just
recently
provided
volunteers
for
that
event
as
well,
and
we
also
provide
volunteers
for
the
parish,
hazardous
materials
collection,
we're
members
of
cap,
the
community
advisory
panel,
Louisiana
voad,
which
is
voluntary
organizations
during
disaster,
the
United
Way
Ascension
Vision
Council,
and
we
Tiffany
and
I.
Both
there
are
two
staff
members
with
volunteer
Ascension
and
we
both
have
served
as
officers
with
the
greater
Ascension
Rotary
Club
in
Prairieville.
E
D
Kind
of
toward
the
beginning
of
the
presentation
after
you
were
speaking
about
the
uniforms
and
whatnot,
you
said:
y'all
have
a
program
where
you're
teaching
children
interaction
eye
contact.
Yes,
all
of
that
type.
Yes,.
E
With
heads
in
the
phone
I
mean
I,
love
technology,
don't
get
me
wrong,
but
it's
really
hurt
our
kids
and
we've
been
trying
to
fill
that
Gap
too,
just
to
kind
of
help
them
in
those
areas
and
also
put
them
in
situations
where
they're
problem
solving,
and
also,
though
this
is
a
12
to
17
year
olds.
So
as
the
12
and
13
12
year
old,
you
know
matures
and
is
13
and
14
they're
able
to
be
in
leadership
roles
with
their
peers,
and
we
give
them
plenty
of
opportunities
to
do
that.
E
B
Cagnolatic,
no,
no
question
just
comment.
Thank
you.
So
much
for
all
that
you
do
volunteer.
Ascension
I
hope
you
all
have
come
to
the
to
the
table
and
come
to
bat
for
a
lot
of
situations.
A
lot
of
it
happening
during
disaster
relief
from
iodine
storms,
hurricanes,
the
flood
of
2016..
It
just
goes
on
and
on
and
on
so
thank
you
so
much
for
all
you
all
do.
E
A
All
right,
we're
gonna
we're
gonna
jump
to
item
six,
a
that's
the
parish
position
report,
Lucy.
I
I
So
in
this
first
page
it's
just
strict
employee
totals
as
of
May
1st
through
August
21st,
and
the
reason
why
that
is
that's
the
last
full
pay
period.
When
the
report
was
pulled,
it
has
our
total
employees
at
439,
but
actually
we're
at
434
as
of
today.
If
you
go
to
page
three,
which
we
will
in
a
second,
are
there
any
questions
before
I
move
forward
from
page
one
nope
page
two
is
employee
changes
now?
I
Actually
this
is
I'm
reporting
to
you
on
some
duplicate
numbers
of
promotions,
because,
as
I
said,
the
last
time
I
reported
to
you,
this
includes
January
1st,
all
the
way
through
August
22nd,
so
I've
already
reported
to
you
through
March
31st.
So
actually
right
here,
where
it
says
number
of
promotions,
is
20..
You've
already
seen
10
of
them,
so
we
actually
only
have
10
new
within
the
new
time
frame.
Does
that
make
sense?
Okay,
so
it
says
the
cost
of
those
promotions
were
95
000,
but
actually
the
cost
was
actually
only
35.
I
I
A
I
have
a
quick
question,
so
we
have
budget
coming
up.
Should
we
see?
Is
this
going
to
affect
a
lot
of
budgets
in
different
departments,
some
of
the
promotions
and
in
the
different
positions,
so
we're
going
to
see
an
increase
in
those
departments
for
or
are
we
still
will
within
the
budget,
counting
what
we
budget
every
year
actually.
I
I
I
J
I
A
A
We
also
have
a
question
from
councilman
Cagney.
Yes,
sir.
I
A
I
The
very
last
page
is
a
page
that
really
tells
the
biggest
story
for
us
this
year
in
Ascension
Parish
government.
As
far
as
fiscal
accountability
is,
we
are
over
a
million
dollars
Less
in
overtime.
Now
we
do
still
have
three
months
within
this
this
fiscal
year,
but
last
year
from
January
1
to
December
31,
we
had
1.5
over
1.5
million
in
overtime
and
this
year
we're
only
at
373
435
.,
so
the
big
departments
to
take
a
look
at
is
each
Ascension,
drainage
and
Fleet
way
down
from
720
000
to
65.
I
I
Any
questions
and
you'll
see
there
councilman
Robert,
that
they
Exempted
non-exempt
overtime
is.
Is
that
okay,
you
need
more
than
that.
A
Yeah
he's
he's
coming
he's
just
he's
getting
here:
yeah,
yes,
all
right
item
five
Double
K
is
the
contracts
report
for
the
month
of
August.
A
A
So
if
nobody
has
any
questions,
I
think
we're
gonna
have
to
take
a
brief
recess.
Till
councilman
Turner
arrives
and
I'll
I'll
make
a
phone
call.
He
should
be
should
be
arriving
shortly.
C
A
We
will
resume
or
I
guess
start
from
the
beginning
item:
5A
Ascension,
Economic,
Development
Corporation
to
introduce
project
Porto
origin,
U.S,
Mega
site,
one
LLC
for
participation
in
the
itep
under
the
post-executive
order.
2018
rules
Kate
welcome.
K
K
It
would
create
200
new
permanent
jobs
with
a
750
million
dollar
investment
and
almost
20
million
dollars
of
new
payroll
annually.
Construction
and
installation
is
expected
to
begin
in
late
2023
and
be
completed
in
2026,
with
500
construction
jobs
and
78
million
in
Construction
payroll
during
construction.
An
estimated
3
million
in
sales
and
use
tax
revenue
would
be
generated
for
the
parish
and
over
the
life
of
the
project.
Approximately
1
16.6
million
in
direct
property
tax
revenue
will
be
collected
for
a
total
of
28
million
in
direct
tax
collection.
K
F
L
Hi
there
thank
you
for
taking
the
time
to
hear
us
out
and
appreciate
the
warm
welcome
we've
received
in
Ascension
Parish
it.
You
know
it's
a
great
opportunity
for
us
and
we're
happy
to
answer
any
questions
that
you
have
about.
Our
project.
Kate
did
a
great
job,
doing
the
overview
of
the
project
and
as
we
we
look
to
scaling
here.
L
So
this
will
be
our
first
large
full-scale
commercial
plant
and
we're
looking
to
as
Kate
said,
hire
locally
and
also
think
about
how
we
can
bring
added
value
to
the
community
as
well
through
Partnerships
with
them.
You
know
the
schools
and
thinking
about
feeder
systems
and
in
creating
jobs
for
us
and
also
thinking
about
you
know,
leveraging
the
vast
wood
supply
that's
available
in
this
region
in
order
to
create
building
block
chemicals
that
can
then
go
into
everyday
things
that
we
all
use
and
things
like
your
carpets,
cars,
grocery
stores,
food
packaging.
D
L
So
what
we
do
is
we
take
plant
biomass
essentially
use
a
chemical
Sledge
Hammer
to
break
apart
the
all
the
different
molecules
so
like,
for
example,
the
carbon.
That's
in
trees
that
so
trees
are
essentially
an
evolutionarily
optimized
to
draw
down
carbon
dioxide
from
the
air,
and
it
goes
into
the
trunk
of
the
tree,
and
so
we
take
those
wood
wastes
a
wood
residues
really
and
convert
it
into
these
different
chemicals.
So
we're
extracting
the
the
carbon
and
putting
that
carbon
into
our
our
plant-based
materials.
Okay,.
A
A
Thanks
for
coming
in
and
giving
us
an
overview,
we
have
a
motion
in
a
second
so
that
passes
to
the
full
Council
for
approval.
A
A
K
All
right
so
Lindy
is
formerly
known
as
Praxair
is
looking
to
create
20
new
permanent
jobs,
with
just
over
2
million
in
new
annual
payroll
and
a
267
million
seven
hundred
fifty
thousand
dollar
investment.
It
came
in
as
two
different
project
applications,
but
on
their
contract
they're,
combined
into
one,
because
the
project
has
two
different
addresses,
so
it's
just
the
way
that
legally
it
had
to
be
set
up.
A
K
So
CF
Industries
is
evaluating
a
site
in
Ascension
Parish
for
a
construction
of
a
two
billion
dollar
blue
ammonia
production
facility
in
partnership
with
mitsui
and
Company.
This
project
will
produce
blue
ammonia
by
leverage
leveraging
carbon
capture
and
sequestration
processes
to
reduce
carbon
emissions.
It
would
create
103
new
permanent
jobs,
with
an
additional
11.4
million
in
new
annual
payroll
FID
is
anticipated
in
late
2023,
with
construction,
beginning
in
2024
and
during
construction.
K
Over
a
three-year
time
period,
8
million
of
sales
tax
revenue
would
be
generated
locally
for
the
parish
and
over
the
life
of
the
project.
101
million
in
direct
property
tax
revenue
would
be
collected
for
a
direct
tax
collection,
total
of
109
million.
The
itep
exemption
amount
over
10
years
is
83
million,
and
we
do
have
a
representative
from
CF.
If
there
are
any
questions
as
well.
K
All
right,
so
the
Shell
Oil
is
going
to
be
1.4
billion,
renewable
and
sustainable
aviation
fuel
facility
on
their
property
at
Shell
convin,
and
that's
in
both
Ascension
and
St
James
parishes.
The
majority
of
the
project
will
occur
on
the
St
James
side
of
the
property
and
the
Ascension
portion
of
the
property
will
be
used
primarily
for
real
Logistics
to
support
the
project,
so
the
capital
investment
for
this
project
would
be
140
million,
with
nine
new
permanent
jobs
created
in
Ascension
and
over
a
million
dollars
in
new
annual
payroll
over
the
30-year
life.
K
The
project
will
generate
approximately
5.3
million
for
Ascension
Parish,
with
an
estimated
property
tax
revenue
of
4.7
million
and
sales
and
use
tax
revenue
during
construction
of
575
000..
The
tax
incentive
under
this
program
is
a
3.8
million
abatement
from
the
parish
millage
over
10
years.
A
final
investment
decision
is
anticipated
in
late
2023,
with
construction
anticipated
to
start
in
late
2024,
with
30
temporary
construction
jobs
and
eight
million
dollars
in
Construction
payroll,
and
we
do
have
representatives
from
CF
here
as
well.
I
mean
sorry,
shell.
A
H
For
me,
oh
yes,
sir,
go
ahead
yeah,
so
you'll
just
proved
about
six
billion
dollars
in
investment
in
Ascension
Parish
year
to
date
about
65
million
dollars
in
permanent
payroll
and
about
1.8
billion
in
construction
jobs.
So
we
just
want
to
thank
Kate
and
her
team
for
an
outstanding
job
that
she
does,
and
we
also
like
to
thank
all
of
our
representatives
from
the
corporations
here
today
for
investing
in
Ascension
Parish
in
securing
our
economic
future.
It
means
a
lot
in
all
of
our
residents
will
benefit
somehow,
whether
directly
or
indirectly.
So
thank
you.
H
We
appreciate
it
and
we
look
forward
to
working
together
with
you.
Thank
you,
chair
all
right.
A
And
I
have
a
motion,
my
councilman

that

you

M
Yeah,
this
is
just
adding
the
gym
to
the
ordinance
so
that
we
can
make
sure
when
we
open
up
the
new
gym,
we
have
something
that
we
can
appropriately
charge
for
it
too.
Okay,.
A
That
motion

the

they

they

If
something
happens,
so
up

So
it's.

Around
we
own,
this
Henry,
yes
sure
do.
C
N
It
was,
we
did,
have
a
delay
with
a
tree.
We
had
a
tree
that
we
had
a
question
as
to
whether
it
was
trimmed
properly
and-
and
we
got
an
expert
involved
to
look
at
it,
so
we're
still
dealing
with
that
part,
so
we
had
just
a
little
pause
in
the
in
the
construction.
In
the
you
know,
this
is
a
clearing
and
grubbing
right.
N
So
we
just
had
a
little
pause
in
it,
but
it's
very
close
to
being
finished.

F
N
It
is
kind
of
misleading
what
you
know
the
the
business
was
there
for.
Oh,
you
know
they.
They
got
there
first
before
the
construction
actually
went
on,
so
what
I
had
them
do?
Is
they
had
to
put
a
pipe
in
for
their
driveway?
They
wanted
to
open
before
actually
during
the
construction,
so
they
actually
paid
for
their
driveway,
pipe
and
and
the
pipe
that
was
in
the
area.
So
I
did
make
them
pay
for
pipe
beyond
their
only
their
driveway,
so
it
was
kind
of
an
offset
trade-off.
N
I
couldn't
have
them
pour
that
concrete
driveway.
Yet
before
we
expanded
the
roadway,
so
it
was
a
way
to
get
things
done
in
sequence.
That
was
easily
constructible.
C
Joe,
the
Mr
chairman:
will
this
be
off
our
Airline
or
for
Germany.
N
This
is
off
of
Germany,
okay
right,
that's
the
McDonald's!
That's
on
the
corner!.
N
It
is
not
perfect,
but
it's
it's
like
what
we
what
we
could
construct
at
the
time.
So
we
did,
we
did
the
pipe.
You
know
as
long
as
we
could
go
from
catch
Basin
to
catch
Basin,
the
rest
of
it.
We
couldn't
do
right
away
because
the
we
needed
the
roadway
widening
to
be
done.
