transportation
director
for
a
little
over
two
years,
close
to
three

have
previous
experience
with
dotd
and
I've
been
in
road
construction.
My
whole
career
dotd
uses
actually
150
psi,
and
this
is
in
the
Saul
cement.
This
is
not
asphalt.
This
is
the
Saul
cement.
The
whole
mindset
about
the
strength
of
the
soil
cement
is
not
only
the
strength
of
the
pavement
but
of
the
cracking.
The
salt
cement
typically
cracks.

So
what
dotd
found
out-
and
some
of
it
is
based
on
a
a
study-
that's
200
something
pages,
long
and
and
I
don't
understand
it
at
all,
but
I
know
the
conclusions
on
it
is.
You
know
there
was
actually
a
study
to
to
put
a
an
inner
layer
on
top
of
the
saw
cement
to
prevent
cracking
from
propagating
into
the
asphalt.

You
know
this
has
been
a
problem
for
everybody
that
builds
roads,
but
what
they
found
and
they
concluded
in
that
study
was
that
making
not
quite
as
strong
a
pavement
but
making
it
thicker
gives
you
the
strength
that
you
need
to
hold
up
the
roadway,
but
it
also
is
less
brittle.
So
it
doesn't
crack
and
propagate
into
the
asphalt,
so
your
asphalt
pavement
lasts
longer.
So
dotd
like
I,
said,
actually
uses
150
psi.

parish
has
always
used
250
and
what
I'm
proposing
to
do
is
to
drop
that
from
250
to
200
still
stronger
than
what
dotd
does,
but
the
the
counter
to
that
is
that
the
parish
already
uses
14
inches
of
soil
cement
dotd
actually
only
uses
12,
so
we
actually
still
have
a
stronger
saw
cement
base
than
what
do
TD
uses
on
a
much
higher
higher
ADT
a
much
more
traveled
roadway
with
typically
High
heavier
vehicles
on
it.

I
thought
this
was
a
you
know
an
easy
call
to
make
to
back
off
a
little
bit
on
that
and
concentrate
more
on
the
preservation
of
the
asphalt
as
far
as
the
amount
of
money
that
a
developer
needs
in
order
to
build
a
roadway,
Shifting

money
towards
the
asphalt
pavement
and
and
backing
off
of
the
the
really
rigid
saw
cement.

we
kind

start

hammer
out
some

finer
details
of
this
is
what's
working.

every
road
one
year
after
it's
built,
you
know
that's
built
into
the
the
our
procedure,
but
dotd
has
been
doing
it
for
20
I'd,
say
20
20
years,
plus
of
going
with
a
a
little
bit,
weaker
saw
cement
with
with
thicker.
You
know
early
in
my
career,
they
they
did
eight
and
a
half
inches
of
soil
cement,
but
they
used
a
three
300
PSI
and
it
made
for
a
very
strong
base.

So
they
have
a
history
of
that,
but
they
also
have
a
history
of
that
really
strong
thin
base
Kraken
like
the
Dickens
and
causing
problems.
So
now
they
have
about
20
years
of
actual
in-field
representation
of
this
weaker,
but
thicker
saw
cement
base,
and
we
can
always
do
that.
You
know
analyze.
We
try
to
keep
our
files
current
on
what
happened
on
a
certain
road.
So
whenever
it
fails,
we
can
go
back
to
that
file
and
find
out.

it
was
designed
and
how
it
was
put
together.
