If
public
comment
period.
Anyone
wishing
to
speak
on
any
item
on
the
agenda,
you
can
sign
the
green
card
and
present
it
to
miss
peggy.
If
there's
anyone
looking
to
speak.
A
Accepting
of
minutes
of
the
august
4th
20th
22nd
motion
by
mr
robert
second
by
mr
thomas
any
discussion.
Any
comment,
no
comment.
No
discussion
motion
passed.
I
got
the
chairman's
announcement
and
report
chairman.
I
want
to
thank
everyone
for
coming
tonight.
I
appreciate
those
of
us
that
are
here
with
their
concerns
at
this
time
we'll
have
I
like
to
start
off
with
the
the
pickup
and
the
of
the
trash
in
on
la-1
the
smoke
bend
coming
into
the
city
city
limits
coming
into
coming
into
the
parish.
A
We
also
have
two
two
tires
that
is
on
side
the
road
that's
coming
in.
It's
not
looking
pretty
good,
and
I
like
to
have
that
picked
up
asap.
I
like
to
make
a
motion
to
allow.
A
Just
the
spot
that
right
across.
B
A
Pretty
much
know
what
what
it
is.
They
had
a
motion
in
a
second
any
discussion
and
objection.
No
objection
motion
pattern.
We
have
in
discussion
with
mr
jeff
denino.
A
C
C
C
C
Basically,
what
I
presented
in
this
packet
is
a
two-year
data
log.
I've
been
keeping
just
trying
to
get
minimal
projects
done
just
just
some
help.
It
all
started
in
may
of
2020.
started
seeing
drainage
issues.
The
water
would
sit,
it
wouldn't
drain.
It
would
back
back
up
the
canal
in
nibbleville
had
two
beaver
dams
it
was
plugged.
Local
farmer
came,
did
a
little
bit
to
kind
of
help.
Well,
it's
kind
of
back
at
that
point
again.
C
My
elevation
at
my
home
is
8.7
feet,
I'm
not
in
a
flood
zone,
so
I've
never
really
had
any
flooding
issues
before
it
has
come
within
two
feet
and
I've
been
living
there.
10
years
october,
6
2020,
my
neighbor
digs
a
pond
disperses
a
bunch
of
dirt.
C
This
hasn't
helped
the
problem,
I'm
not
saying
it's
the
main
issue,
but
it
I
have
more
runoff
now
that
the
contractor
graded,
when
it
all
falls
on
me,
when
you
raise
a
piece
of
property,
roughly
16
inches,
you
know
a
foot
or
so
it
has
to
go
in
to
a
16
inch
pipe.
It
wasn't
designed
to
do
that
back
when,
when
the
lay
of
the
land
fell
from
10
feet
to
8
feet,
it
was
a
natural
fall.
C
C
A
You
say
they
left
who's.
They,
the
workers.
A
C
Came
I
have
a
picture
of
the
truck
leaving
in
my
report
at
that
particular
date,
so
we
move
along
to
july,
8
2028
I
reach
out
to
president
quinmar.
He
sets
up
a
meeting
with
me.
He
comes
out.
Mr
david
comes
out.
Ms
regina
comes
out.
We
spent
about
two
hours
riding
around
on
my
golf
cart.
Looking
at
the
layout
of
land,
I
know
how
to
water
drains.
You
know
some
preventive
measures
that
we
need
to
take
to
try
to
assist
the
residents
and
myself
on
the
new
road.
C
A
So,
excuse
me
just
just
to
make
sure
after
you
did
this
you,
you
didn't
make
any
contact
with
the
dpw
director
or
anyone
in
terms
of
what's
what's
the
status
of
where
they
are
and
I've.
C
I've
been
a
few
times
reached
out
to
a
few
people.
You
know
this
and
that
I
kind
of
felt
like
I
was
becoming.
Maybe
a
burden
I
could
tell
people
were
getting
agitated
and
aggravated
with
me.
You
know
because
my
home's
about
to
flood
and
I'm
concerned,
because
when
you
look
upstream
there's
nothing
green
grass,
I'm
the
only
one.
That's
got
three
foot
of
water.
When
you
look
downstream,
it
goes
a
little
piece
and
then
there
goes
another
leak.
You
know
so
something's.
Definitely
not
right.
C
No
sir,
if
you
look
late
in
my
report
on
page
19,
there
is
a
timeline
over
two
years
that
was
an
in-house
email
that
pretty
much
was
an
urgent
email
in-house
saying
someone
needs
to
resolve
this
man's
issues.
There
were
multiple
people
copied
on
it,
and
that
leads
me
to
my
fifth
statement
of
may
6
of
2022
this
year.
C
All
the
work
orders
I
submitted
prior
and
in
2022
have
all
been
cancelled,
part
of
the
old
system
and
the
app.
I
have
that
in
my
report
to
show
that
all
those
reports
and
tickets
I
submitted
were
cancelled,
not
completed
cancelled.
My
mosquito
one
got
closed
and
got
completed,
but
I
don't
understand
why
the
other
ones
aren't
so
june
9th
2022
I
reach
out
to
coach
thomas.
As
he's
my
councilman.
C
I
asked
him
if
maybe
he
could
help
me
out.
I
know
he's
busy.
He's
got
a
lot
of
things
going
on
and
see.
If
he
could
help
me,
he
said:
look,
I'm
gonna
look
into
it
and
you
know
kind
of
get
some
feedback
and
go
from
there
right
now,
we're
in
september
of
2022.,
I'm
in
the
same
boat.
I
was
in
two
years
ago:
nothing's
changed
nothing's
been
done,
while
I'm
here
asking
for
your
assistance
to
see.
Maybe
if
there's
something
we
can
get
moving
something
a
lot
of
the
culverts
down.
C
The
new
road
have
been
there
since
the
late
1980s,
a
concrete
with
the
old
bells
on
them.
Minimum
spec
today
is
16
inch
culverts.
Some
of
those
are
10.
Some
are
11.,
there's
a
10
inch
flow
rate,
but
there's
about
three
inches
of
daylight,
our
water
drains
downstream.
It
goes
to
the
parish
ditch
in
the
back.
Cuts
across
goes
out
through
the
back
of
bayou
mccall
and
goes
out
to
everfield
parish
caught
with
collapse.
There's
cross
culverts
underneath
the
ones
in
the
front.
C
B
Just
I
got
something
to
speak.
B
If
you
think
we
go
through
there
and
handle
those
culverts,
there's
a
few
crushed
culverts,
you're
saying
and
we
take
that
truck
and
blow
the
rest.
Are
you
saying
that
we
need
to
go
through
there
and
replace
these
10-inch
culverts?
12-Inch
culverts,
or
I
guess
the
best
way
to
put
it?
Is
we
need
to
start
somewhere
the
fact
that
you're
saying
that
we
have
work
orders
canceled
is
a
big
problem.
B
I've
had
from
day
one
working
with
the
administration,
myself
they'll
put
the
work
orders
in
you
can
look
on
several
of
the
meetings
we've
had
and
go
out
there
meet
with
the
people.
Call
next
thing:
you
know
it's
not
in
the
system
anymore.
I
wasn't
contacted
and
I
make
a
point.
I've
made
a
point
several
times
that
each
of
the
constituents
for
this
work
order
need
to
be
contacted.
Whether
it
means
hey.
We
can't
do
something
or
we're
going
to
do
something.
Obviously
that
hasn't
changed.
B
I
have
no
issue
having
some
type
of
plan
made
for
us
to
go
out
there,
but
it
needs
to
be
recognized
how
many
culverts
are
crushing
when
you
get
that
truck
out
there
and
if
we
have
any
issues
with
neighbors,
because
if
they
don't
want
you
to
go
blowing
the
culvert,
I
mean
they're
not
going
to
do
it.
I've
had
that
issue
on
the
east
bank
also,
where
neighbors
wouldn't
let
them
go
through
and
blow
the
coils.
C
I
spoke
with
phil
on
on
occasions,
they're
20
foot
right
away.
Those
culverts
fall
on
the
right-of-way.
That
is
drainage,
right
away.
No.
C
C
The
culverts
definitely
need
to
be
blown
out
something,
but
that
sediment
has
to
come
out
can't
just
blow
them
out
and
the
sediment
settles
back.
You
know
a
lot
of
those
old
covers
been
there
they're
galvanized,
they're
rotten,
there's,
there's
nothing
but
dirt.
So
you're
not
going
to
get
a
16
inch
minimum
you're
not
going
to
get
a
10
inch
minimum.
How.
C
C
C
B
I
mean
for
something
like
this,
but
what
we'll
need
to
be
done
to
expedite
it
for
myself
and
coach
expedited
is
for
some
type
of
plan
of
action
to
be
brought
to
us
and
if
you
can
say
look
we
have
so
many
culverts
these.
So
many
culverts
need
to
be
switched
to
swap
to
this
so
and
so
size
and
then
put
that
through
the
system.
Then
we
can
look
at
it
and
see
if
it's
a
cost
benefit
analysis
and
vote
on
it
and
then
have
them.
Do
it
if
they're
not
doing
it
without
without
that.
A
All
right
not
to
cut
you
off.
Are
you
finished
one.
C
More
thing,
I
have
three
plans
that
I've
already
drawn
out
of
what
can
can
be
some
relief
efforts,
but
I
just
don't
know
I
don't
want
to
propose
which
one
or
without
knowing
you
know
what's
the
budget.
No,
I
can't
come
here
and
say:
oh
yeah,
let's
just
strip
everything
out,
I
need
to
know
what
what
are
y'all
going
to
allow
to
do.
I
mean
I'm
not
talking
about
nothing.
A
Major
yeah,
my
suggestion,
is
that
you
get
with
the
dpw
director,
miss
regina
and
have
our
team
go
out
and
assess
what
you're
talking
about
and
come
back
to
this
council
to
me
and
joel
and
allow
us
to
see
what
exactly
can
we
do
as
the
west
ascension
drainage
that
that
you
would
get
get
with
our
dpw
director
and
and
move
and
go
from
that
point?.
C
A
A
Allow
me
to
get
with
the
director
and
mr
clint
and
himself
and
see
what
is
it
that
we
can
do
from
our
standpoint
in
west
ascension
drainage
and
correct
whatever
it
is
that
we
need
to
correct
in
that.
C
B
I
guess
what
he
coaches
trying
to
say
is
it?
Is
it
not
only?
Is
it
not
our
job,
but
we
are
incapable
or
not
allowed
to
instruct
any
of
the
parish
employees
to
actually
do
anything.
It's
got
to
come
from
the
administration.
What
we
can
do
is
if
we
do
have
a
plan
or
something
brought
to
us
like
coach
is
asking.
That
might
even
mean
you
happen
to
go,
get
a
little
bit
more
involved
here.
I
don't
know
I
mean,
but
that's
where
we
can
help
you.
B
A
Suggestion
is
that
you
get
with
regina
the
dpw
director
of
westbrook
and
myself
and
mr
roomba
to
come
up
with
something
that
that
would
satisfy
not
just
yourself
but
some
others.
That
is
back
there
in
terms
of
correcting
the
problem
that
you're
talking
about
a
deal
moving
forward
that
you
won't
have
to
come
back
back
here
today
with
this
situation
and
we'll
be
looking
at
doing
making
some
results.
A
Appreciate
you
coming
and
again
there's
the
number
of
times
that
I've
been
back
there
and
I've
looked
at
what
you're
talking
about.
We
do
have
a
problem
in
that
area
and
it's
something
that
we
need
to
try
and
correct,
we'll
be
working
that
out.
Thank
you
and
it
won't
be
a
long
drawn-out
situation
like
you
have
here
appreciate
it.
A
I
don't
I
don't
have
a
problem
with
that,
though
mr
robert
is
suggesting
that-
and
this
is
basically
what
he's
saying
it's
something
that
I
want
hit
with
my
director
and
allow
her
to
suggest
whatever
it
is
moving
forward
that
each
of
us
all
of
us
would
be
on
one
accord,
in
other
words,
be
on
one
page
moving
forward
and
trying
to
get
this
situation
corrected
and
and
we'll
go
from
there.
A
A
I
appreciate
you
like
to
meet
with
her
sit
down
and
see.
Is
it
anything
that
we
were
responsible
for
and
that
we
did,
and
I
appreciate
your
patience.
I
know
it's
been
a
long
time
and
I
appreciate
you
coming.
That's
that's
why
I
suggested
you
come
for
the
board.
A
A
second
that
motion
is
any
discussion.
Any
objection,
no
objection
motion
pass
that
the
engineers
get
with
our
dpw.
Thank
you
to
discuss
and
did
this
project
move
off
motion
pass.
A
All
right
we
have
mr
brett
burgess
is.
D
Sir,
I
live
on
the
new
road.
Also,
I've
been
there
for
28
years,
so
jeff
covered
a
whole
lot
of
ground.
I
mean
I've
seen
they
came
skim
the
ditches,
which
is
good
one
time
out
of
28
years.
They
actually
blew
the
cars
out
and
it
was
a
big
back
truck.
Like
jeffrey
said,
it
actually
took
the
water
and
the
dirt
and
separated
it
and
took
the
dirt
away
and
just
flush.
The
culverts
me
personally,
I
can
see
my
driveway
culvert
is
actually
a
quarter
of
an
inch
full
of
dirt.
D
That's
18
inch
carving
by
spec,
so
he
covered
a
lot.
The
water
does
back
up
and
take
takes
days
to
drain
off
and
the
main
drainage
ditch
in
the
back.
It
was
cleaned
out
one
time
in
28
years
now,
there's
trees
and
debris
crossing
the
drainage.
This
that's
the
main
drainage,
ditch
in
the
back
of
the
road.
D
A
Well
again,
his
suggestion,
mr
roman
suggestion-
and
I
suggested
it
also
that
we
get
the
engineering
to
give
us
an
idea
on
what
is
it
that
we
need
to
do
and
sort
of
get
the
experts
in
and
find
out
what
is
going
on
and
what
is
it
we
need
to
do
moving
forward.
Oh.
A
A
A
The
young
lady
in
the
back
you're
raising
your
hand
up.
I
needed
you
to
fill
out
a
cord
but
I'll
permit
you
to
come
come
forward.
E
You
know
we
work
together,
I'm
trying
to
hear
him
complain
about
his
plug
in
his
yard.
My
question
is
so
if
the
neighbor's
culvert
is
one
of
part
of
the
problem,
and
you
can't
compel
her
to
let
you
come
in
and
flush
it,
then
how
do
you
circumvent
that?
Or
how
do
you
remedy
that,
if
she's,
if
the
neighbor
is
holding
up
the
his
yard
and
his
house
is
flooding
because
she
simply
won't?
Let
you,
if
that's
one
reason
they
won't,
allow
you
to
there's
nothing.
E
B
B
A
Again
again,
mrs
identify
yourself
either
vaughn
miss
vaughn.
F
A
Ms
bond,
we
insisted
on
doing
I'm,
I'm
sure
you
understood
what
I
was
saying
and
we're
gonna
make
sure
we
get
into
that,
and
I
appreciate
you
coming.
G
You
cannot
block
drainage,
so
we
can,
we
can
get
in
there.
Just
do.
A
G
A
B
F
G
G
Yeah
that
can
be
done,
and
if
and
if
somebody
resists
the
servitude,
then
we
can
get
the
authorities
out
there
and
handle
it
and
or
we
can
use
the
legal
system
if
if
they
can
test
it,
but
they
certainly
have
a
right
to
get
in
there
and
get
it
fixed.
So
I
will
help.
However,
however,
you
need
to
if
you
need
a
legal
on
it
I'll
handle
it.
A
Again,
my
suggestion
was
to
get
with
dpw
director,
miss
regina,
thomas
and
we'll
go
from
there.
Mr
regina,
you
have
something
to
say:
that's:
okay,
okay,
all
right
and
we'll
go
from
there.
Mr
danita
and
thank
you,
mr
paul.
A
Okay,
moving
right,
along
on
the
number
six
approval
of
member
2
to
master
contract
for
professional
service
between
west
ascension
drainage
and
mckee,
and
mccree,
to
increase
the
contract
by
50
000
for
west
ascension
drainage
improvement.
Mr
david
wall,
administrative
assistant,
apg,.
H
Yeah,
you
know
this
is
just
a
follow-up
from
our
last
meeting.
We
had
to
amend
the
contract
and,
and
all
we
need
is
y'all
approve
to
okay,
the
increase
on
this
for
the
contract
to
mckim
mccree.
H
A
A
Thank
you,
mr
wow.
Mr
david
discussion
number
seven
discussion
of
cleaning
drainage,
ditch
at
1486,
highway,
308
down
syndrome,
the
situation
here
I
have
on
308
at
this
1486
we
have
a
ditch.
That's
that
sewer
been
on
the
book
for
a
year.
I
That's
the
work
order
for
that
address.
It
hasn't
been
on
the
books
for
a
year.
Okay,
I
spoke
with
the
son
as
well
as
the
father.
We
went
out
there
to
go
see
what
the
issue
was
with
the
ditch.
He
wanted
to
ditch
clean
out
the
tree
line
and
everything
the
grass
form
has
been
keeping
the
grass
cut,
because
it's
too
wet
for
us
to
get
in
there
to
do
it.
I
notified
mr
michael
that
we
would
come
and
dig
the
ditch.
I
A
We
are
in
process
of
getting
this
done.
How
long
has
this
fantasy,
where
how
long
it
was
february.
I
And
it
was
updated
in
march
and
then
we
switched
over
to
our
new
system,
but
I
spoke
with
their
son
and
I
also
spoke
with
the
resident
with
the
requester
to
let
him
know
that
we
would
come
and
dig
the
ditch.
We
went
out
and
checked
the
tail
line.
It's
not
underwater,
it's
not,
I
mean
we're
going
to
get
to
it,
but
prioritizing
is
what
we've
been
doing
lately
getting
to
the
ones.
That's
really
causing
problems.
A
I
I
Just
about
a
month
maybe
about
a
month-
and
he
told
us
that
we
want
that
he
wanted
the
ditch
cleaned
out
and
that's
what
I
told
him
we
were
going
to
get
around
to
cleaning
the
ditch
out.
The
ditch
is
actually
on
the
grass
farm
side,
it
belongs
to
the
grass
farm,
but
we're
going
to
go
and
clean
it
out.
I
F
I
B
I
I
I
I
We
blew
him,
there's
a
cross
cover
that
crosses
over
where
a
little
where
his
property
is
a
little
past
where
his
property
is,
and
it
goes
out
into
iberville
parish,
but
I
will
be
getting
with
mr
oventon
on
that
to
see
what
we
can
do
as
far
as
that,
because
the
water
actually
splits
half
of
it
goes
under
the
road
out
into
eberville
parish
and
the
other
half
goes
to
the
end
of
the
road.
That's
correct,
so.
I
I
Yeah
but
again
mr
villanova.
A
Will
be
addressing
your
problem
yeah
right
and
thank
you
again.
Okay,
thank
you
all
right
number,
eight.
During
this
report,
mr
regina,
you
could
say
regina,
thomas
supervisor,
iii,
dpw
and
ford's.
I
F
A
Mr
regina,
the
I
noticed
in
in
riding
my
district,
I
normally
do
in
smoke
bin
on
the
river
road.
I
noticed
there's
a
number
of
tires
that
have
accumulated
back
over
in
that
area.
New
york
picked
up
so
many
of
those
tires.
I
I
A
But
we
have
a
quite
a
bit
of
a
number
of
tires
that
that
that
we,
that
we
have
back
and
also
the
as
usual
as
we
pick
up
trash
they
put
down
trash,
the
trash
is
back
also
so.
A
B
B
I
No,
we
picked
up
again.
We
did
another
pickup
of
tires
this
report.
What
he
got.
Let
me
see
we
picked
up
tires
again,
it's
like
we,
I
mean,
even
today,
within
a
half
a
mile.
I
think
they
picked
up
five
tires.
It's
it's
just
a
lot
of
tires.
I
I
didn't
make
my
round
around
there,
not
because
I
had
been
out,
but
if
they,
if
there's
tires
back
down
there,
then
they
don't
put
them
back.
Yeah.
A
I
A
Also,
I'd
like
to
acknowledge
that
to
the
general
public
that
we
at
epw
are
receiving
tires
yeah.
I
I
Person
can
bring
us
five
five
yeah,
that's
the
limit,
come
to
the
front
office,
get
with
the
secretary
and
then
she'll
give
mr
great
birth
to
like
to
meet
him
over
there
to
dump
the
tires
off
okay.
So
we
really
would
appreciate
it
if
they
were
bringing
the
tires
in
that'll
help
us
help
us
out
a
lot.
