West Ascension Drainage Board - November 3, 2022
A
A
B
A
Public
comment
period
is
there
anyone
wishing
to
speak
on
into
any
agenda
item
sign
in
with
the
green
sheet
and
give
it
to
miss
Peggy.
A
A
A
I
have
nothing
as
of
this
time
in
the
Chairman's
report.
A
Yes,
okay,
the
number
six
to
have
to
approve
of.
A
All
right,
the
Mrs
Sonja
is
that
right
falcon
come
please
come
to
the
mic.
Please
state
your
name
and
your
address,
please.
My.
C
Name
is
Sonya
Falcon
30419
denoo
Road
in
Donaldsonville
I
also
have
my
husband
miles
Falcon
how
you
doing
we
have
some
documentation
that
we
would
like
to
show
y'all
I
understand
that
y'all
are
doing
work
through
the
culverts
and
drainage
down
the
new
Road
and
I
would
like
to
present
this
to
you
you're
more
than
welcome
to
keep
it.
C
Back
in
2003,
when
I
built
my
house,
our
house
I,
should
say
we
are
not
in
a
flood
zone,
but
we
were
told
to
build
up
very
high,
so
rest
in
peace,
Harry,
Thibodeau
and
Junior
Thibodeau
helped
build
my
house
and
we
actually
a
foot
and
a
half
above
the
road.
Okay.
So
for
years
and
years
and
years
we've
had
horrible
drainage
problem
and
as
I
was
told,
it's
gonna
drain,
don't
worry
about
it!
It's
gonna
drain.
It's
gonna,
go
fast,
don't
worry
about
it.
C
B
D
D
D
A
A
lot
of
time
span
on
the
I
think
one
of
the
city.
C
C
C
C
For
years
our
nickname
was
Falcon
Island,
because
the
water
was
just
so
bad
when
it
would
come
up,
and
if
you
can
see
in
the
pictures
that
I
have
in
2014,
this
was
Jeff's
lot.
The
next
picture
is
actually
my
front
yard,
my
front
yard.
Again
it
was
just
in
2015.
We
have
a
canoe
and
we're.
My
kids
are
going
Boogie
boarding
all
over
the
water.
E
C
C
C
C
House,
no,
never
so
what
we
decided
to
do
on
our
bucket
list.
The
side
Lot
has
seven
ditches.
I
was
diagnosed
in
with
cancer
in
2016
and
my
daughter's
getting
married,
and
we
were
actually
going
to
give
the
side
lot
to
her
and
her
future
husband
to
build
so
no
matter
what
we
need
dirt.
On
the
side,
there
were
two
options:
I
could
bring
in
200
truckloads
of
dirt
for
44
000
or
build
me
a
pond
and
disperse
the
dirt
I
built
upon
retention
Pond.
All
that
water
goes
in
the
back.
C
C
The
reason
why
we
asked
them
to
leave.
It
was
pouring
down
rain
he's
in
a
wetsuit,
with
a
four
wheel
on
my
property
and
the
wet
on
the
the
truck
on
the
road
ready
to
go
ahead
with
this
with
shovels
and
CR
Tire
bars
to
try
to
open
up
my
catch
Basin.
That
has
never
been
open.
Since
2003,
when
my
Builders
built
that
catch
Basin,
we
asked
them
to
leave,
they
were
slipping
and
slide.
We
had
just
put
thousands
of
dollars
of
fresh
sod
on
top
of
that
property
and.
C
And
I
totally
understand,
but,
like
I
said,
we
were
not
aware,
they
just
show
up
in
wetsuits
and
four
wheelers
and
ready
to
get
on
my
property
and
do
whatever
they
needed
to
do
so.
My
husband
asked
him
to
leave.
They
were
slipping
now.
Moving
on
in
June
of
2021,
my
husband
and
I
come
back
from
Disney
World.
For
a
week
we
get
a
certified
letter
from
the
parish
because
Jeff
the
Nina
was
complaining
and
reported
us
to
the
parish.
What.
B
C
C
I
don't
know
I
want
to
show
y'all
what
Eric
poche
told
us
about
the
issue
of
the
drainage.
He
says:
Parish
staff
has
visited
the
site
in
attempt
to
determine
if
the
drainage
within
the
Parish
Public
servitude
is
adequate.
Should
it
be
found
that
drainage
improvements
are
necessary,
they
should
be
addressed
as
required.
B
B
C
C
B
D
D
B
F
D
A
F
Well,
I'm
not
sure
about
where
they
get
the
covers
being
pulled
up.
What
we're
doing
now
we
just
finished
blowing
all
the
road
coverts
and
the
cross
covers.
We
just
finished
blowing
that
and
we're
going
to
go
back
down
there
next
week,
weather
permitting
and
pick
up
whatever
excess
came
out
of
the
covers.
E
F
See
how
that
flows,
but
Christian
is
going
to
go
down
and
do
a
sizing
of
the
covers,
but
after
we
dug
them
and
blown
them,
it
wasn't
a
lot
of
a
lot
of
dirt
that
came
out
of
the
colors
so
as
in
insinuating
that
it
was
a
big
problem.
One
of
the
covers
we
reset
that
needed
to
be
reset
closer
to
all
the
the
back.
It
was
too
high,
but
other
than
that.
That's
that's
what
we
are
with
it
right
now.
A
So
so
moving
forward
to
answer
their
questions
and
the
things
that
they're
talking
about
what
is
our
position
in
terms
of
getting
this
settled
and
getting
this
move
to
move
on.
B
There
and
he's
going
to
analyze
to
see
how
the
coverts
are
as
far
as,
if
they're
efficient
for
the
cubic
feet
of
trains
going
through
then
he's
an
engineer
and
we
go
through
a
process.
That
process
is
going
to
be
headed
by
Regina.
B
But
we
have
to
go
through
and
that
will
actually
come
to
this
meeting.
I
would
suggest
maybe
Regina
or
coach
or
whoever
you
can
give
your
number
to
our
secretary
and
make
sure
someone
lets.
You
know
when
that's
coming.
A
Well,
my
recommendation
would
be
again,
as
you
just
said,
to
make
communication
with
Miss,
Felton
and
moving
forward,
as
as
we
take
care
and
do
what
we
need
to
do.
F
Well,
that's
what
I
I
told
her
this
week,
but
what
she's
wanting
to
know
is
in
the
meeting
in
September.
You
all
had
told
yeah
you
have
to
come
up
with
a
you
know,
plan
and
he
did
the
phases
she
was
wanting
to
know.
Where
did
that?
Come
from
so
I
sent
her
the
meeting.
So
she
can
look
over
herself
to
understand
what
you
all
was
saying
and.
F
B
C
C
B
It
and
didn't
inform
anybody,
we
don't
know
I,
guess
that's
just
something
in
maybe
more
so
on
the
East
Bank.
It's
more
of
a
reason
for
that
policy,
but
I
mean
once
we
have
right
away.
We
don't
go
out
and
get
in
touch
with
everyone
as
long
as
we're
staying
on
the
road
and
we're
staying
there,
we'll
keep
you
in
the
notes.
D
We
live
in
the
subdivision.
We
have
10
houses
down,
one
Street
in
an
area
that
doesn't
have
subdivisions.
This
is
way
out
in
the
country
is
sugarcane
Farmers.
We
don't
have
a
subdivision,
that's
200,
300
homes.
If
we
did,
we
probably
would
have
a
massive
problem
when
it
rains
Baghdad
to
the
gulf,
the
the
shooting
range.
D
Oh,
that's
an
island
when
you
go
back
further
enough,
that's
all
an
island
when
it
rains
like
that,
it's
an
island
all
the
way
from
assumption
Parish
a
culvert,
no
matter
what
size
you
put
down
is
not
going
to
handle
all
the
water.
We
have
coming
to
go
back
to
Lake
Barrette,
so
the
money
that
you
wasting,
trying
to
put
a
bigger
covert,
a
bigger
this,
a
bigger,
ditch,
a
bigger
Canal,
is
not
going
to
help
it's
just
a
waste
of
time.
And
that's
what
that's
my
point.
The
whole
the
fields
are
flooded.
D
You
can
go
miles
in
the
back.
My
property's
flooded
it
drains,
but
we
never
flooded.
We
never
had
a
problem
like
across
the
river,
but
we
have
one
person
that
just
is
not
content
on
a
situation
that
he
didn't
put
his
house
up
high
enough,
like
everybody
else
did-
and
this
is
this
is
our
reality
now
that
we
have
to
worry
about
what
the
parish
is
doing
next,
where
they're
going
to
do
this.
Do
this
and
this
it's
not
going
to
change
anything.
D
I
appreciate
that
you're
trying
to
alleviate
a
problem,
but
the
problem
is
not
going
to
get
solved
by
Ascension
alone,
it'll
take
assumptions
which
they
don't
have
the
money.
The
last
meeting
they
had
they
have
problems
with
their
drainage
too.
We
go
all
the
way
back
from
Bruley
St
Martin,
brully,
Saint
Vincent,
and
when
the
water
rises
back
there,
it
comes
back
on
hours.
It
comes
back
all
on
the
lemon
side.
D
D
A
Well,
I'm
gonna:
ask
that
you
get
with
a
DPW
director
I.
A
A
C
A
All
right
next
thing:
we
have.
A
Again
of
one
of
us
thank
everybody
for
coming
and
I
do
I
do
have
my
I
do
have
my
classmate
out
there
Mr
Phyllis
falcon
good
to
see
you
Mr,
my
husband,
my
classmate
I
definitely
wanted
to
recognize
it.
A
The
next
thing
we
have
is
a
is
a
number
six,
no
hold
up.
David
I
got
Mr
Hayward
William
Haywood
like
to
speak.
G
Good,
this
is
on
the
same
project
that
I've
been
working
on
on
the
place
for
a
while.
A
G
When
wa
in
it,
that
does
the
right
away
yeah,
but
he
came
out
and
done
the
right,
yeah
signed
up
again.
That's
the
third
time
I
didn't
sign.
But
anyway
he
came
out
and
I
asked
him
to
I
asked
him
when
they
were
going
to
start
the
job.
He
told
me
they
were
going
to
start
it
soon.
I
said:
well,
they
got
to
call
Dottie.
G
You
know
for
number
one
that
yeah
everybody
calls
Dottie,
you
know
and
when
I
came
back
off
a
vacation
they
were
hauling
dirt
to
bow
out
to
I,
don't
know
how
many
miles
they
went
with
that
dirt
about
10
loads
of
dirt
and
I
told
the
parish
president's
office
on
on
that
on
that
incident,
and
they
told
me
that
they
were
going
to
bring
the
dirt
back.
You.
A
Know
did
they
not
no.
A
Miss
Regina
speak
up
for
that
a
DPW
director.
That's.
G
On
the
same
project,
if
they
had
done
it
like
I,
asked
him
to
do
on
the
previous.
They
want
to
go
through
the
woods
man,
I,
don't
know
why
I
told
them
I
said
go
straight
on
down
I
said,
but
you
got
to
change
that
one
call
but
and
drop
it
or
they're
not
going
to
change
the
color.
Well,
they
changed
two
of
them
on
that
other
run.
G
That
is
abandoned
now,
but
that's
gonna
have
I'm
waiting
on
the
rain
right
now
to
see
how
good
that
thing
floats-
and
you
know
to
get
back
up
here
and
ask
y'all-
come
back
out
there
and
maybe
kind
of
trim
the
ditch
a
little
bit
but
I
think
that
covet
is
going
to
have
to
be
either
picked
up,
dropped
down
a
little
bit
or
whatever
did.
B
F
G
It's
an
old
it's
an
old
call,
but
the
the
wind
you
got
to
drain
the
water
now
and
they
shot
it
right
straight
down
the
ditch
and
it
stopped
at
that
Hill.
You
know
on
the
river,
you
got
those
Hills
going
through
there.
You
know
everywhere
you
go,
but
that's
that's
gonna
have
to
be
addressed
at
a
different
time.
I
mean
I'm,
not
worried
about
it
now
and
the
ditch
is,
is
wonderful
but
I
never
did
see
any
any
Dotty
tags
out
there
and
they
went
all
the
way
to
the
road.
I.
A
In
your
conversation
and
when
you're
saying
you,
you
don't
know
whether
you
thought
it
was
there,
no.
G
I
didn't
speak
up
with
Regina
I,
never
seen
no
I
never
asked
about
it,
because
I
didn't
see
no
Flags,
they
put
Flags.
G
G
B
B
B
Get
the
orders
and
stuff
because
they
they
have
list
of
all
the
stuff
they
do
and
and
we'll
get
that
to
you
just
to
show
that.
A
Yeah:
okay,
listen
to
this
Mr.
It
would
if
we
can
do
work,
we're
gonna
need
to
have
communication
I.
A
We're
gonna
need
to
have
communication
moving
forward
and
getting
what
you
need
done
and
making
sure
we
get
it
done
and
get
it
behind
us.
Because
again,
this
is
I,
guess
maybe
it's
the
second
second
or
third
time
that
we're
dealing
with
a
situation
that
we
should
have
been
taken
care
of.
But
as
of
right
now
you
telling
me
that
it's
not.
G
G
F
B
G
I
mean
I
got
a
closed
gate
there.
They
got
to
open
up
that
gate
to
come
through
there
and
I
ain't.
Never
like
I
said
when
they
started
that
project
this
shouldn't
it
was
against
my
wishes.
They
were
started
that
early
I
mean,
but
I
thought
the
daddy
would
take
care
of
not
be
off
a
home,
and
this
was
done
like
I
said
I
couldn't
even
imagine,
hauling
10
year
olds
of
dirt
or
whatever
all
the
way
to
Palo
Alto,
how
much
fuel
it
was
10
loads
of
dirt.
Here.
F
Is
the
daddy
oh,
the
dotted
ticket
and
the
Dottie
number
for
74
43
highway
405
Donaldsonville.
G
F
A
Good,
we
appreciate
it
Miss,
Regina
and
Mr
Hayward.
Yes,.
G
A
A
E
A
Better
communication:
thank
you
very
much.
Thank
you
all
right.
Moving
right,
along
with
the
number
six
approval
of
amendments
number
three
is
to
master
contract
for
professional
service,
with
McKee
and
Creed
in
corporations
to
extend
the
original
contract
for
an
addition
of
six
months
to
June
6
2023,
David,
wah,
Administrative,
Assistant,
yeah,.
H
No,
not
at
this
time,
I,
don't
think
we
we
need
anything.
We
we
do
have
some
money
now
we're
looking
at
some
other
projects
that.
H
A
F
Oh
no,
okay,
we're
currently
cutting
off
road
drainage
ditches
due
to
down
tractors.
The
spray
crew
are
currently
spraying
Highway
18.,
they
finished
spraying
the
modes
Highway
One
Bayou,
McCall,
Bayou
Napoleon
and
the
Irish
canal
drainage,
we're
currently
digging
on
by
BNB
trailer
park,
off-road
drainage
dish
that
runs
from
Bayou
McCall
into
Bayou
Lafourche
lemonville
Park,
when
installing
the
culverts
get
cash
basins,
we've
completed
that
and
we
just
have
to
do
the
dress-up
work.
Next
week,
Highway
308
by
the
grass
Farm
has
been
complete.
F
We
have
this.
Last
month
we
had
less
tires.
The
report
that
we
had
less
tires
picked
up:
the
Sheriff's
Office
they
caught
somebody
dumping.
A
F
B
F
F
A
Is
there
any
particular
time
they
need
to
come
or
just
come
anytime.
F
And
I,
just
just
to
reiterate
what
I
said
about
the
new
road
we
blew
out
all
the
culverts,
the
roadside
and
the
cross
covers
all
of
those
are
blowing
out
and
we're
going
to
go
back
weather
permitting
next
week
and
pick
up
any
excessive
dirt
that
came
out
of
the
culverts,
but
other
than
that.
The
residents
I
spoke
with
on
the
end
of
the
new.
E
F
We're
working
on
trying
to
get
permission
to
dig
that
ditch.
That
goes
to
the
end,
all
the
way
back
by
lemon's
property,
but
we
we.
What
we
want
to
do
is,
after
we
didn't
clean
out
the
roadside,
ditch
and
blowing
the
Culvers,
see
how
that
does.
If
that
does
anything
to
help
out,
because
the
cross
cover
we
went
through
the
instead
of
going
through
the
catch
Basin,
we
went
through
the
other
side
like
the
Iberville
parasite
and
blowed
it
off
from
that
side.
F
Okay,
good
all
of
them,
okay,
two
weeks
ago,
they
cleaned
them
up.
They
have.
They
had
three
cross,
the
one
at
the
main
entrance,
one
about
four
houses
down
and
the
one
by
Jeffrey
de
Nino
property.
F
B
A
A
I
like
to
regenerate
the
the
entire
situation
in
bringing
those
tires
in,
have
we
had
many
come
in?
No,
no!
No!
That's.
F
What
I'm
saying
I
spoke
with
a
gentleman
that
wasn't
aware
that
they
were
able
to
bring
them
so
I
just
would
like
to
publicly
put
it
out
there
that
they're
able
to
bring
them
to
the
parish
to
the
barn
five
tires
per
day,
and
they
have
to
bring
the
ID
to
fill
out
the
paperwork
for
them.
E
B
F
Highway
18,
okay,
Acosta
knock
Acosta
Lane.
It.
B
A
F
We
have
five
tractors
plus
an
extra
one.
That's
six!
Okay!
We
were
working
with
one.
We
got
the
tires
fixed
on
the
one
on
on
Highway
one,
so
we
have
those
two
tractors
running
so
we're
cutting
with
those
two
tractors,
the
areas
that
we're
able
to
cut
with
those
two
tractors.
That's
where
we're
cutting
it.
F
So,
whatever
ones
that
like
lemons,
we
try
to
go
through
them
and
we
can
do
a
wreck
requisition,
but
they
don't
have
the
parts
either.
