Thank
you
dr.
mullen
good
evening.
Everyone,
I
hope
you
all
are
doing
well
welcome
to
another,
are
doing
well
welcome
to
another
beautiful
week.
I'm
christine.
I
words,
I'm
going
to
crc
project
manager,
I'm
going
to
go
ahead
and
do
the
roll
call,
starting
with
duane
barton
barton,
norma
bar
here
norma
bar
here,
renata
conyers,
conyers,
renetta,
copeland,.
B
A
A
A
A
So
nothing
really
stood
out,
but
I
do
encourage
you
to
make
sure
that
you're
reading
these
comments
so
that
everybody
can
get
their
thoughts
and
opinions
in
the
room
and
opinions
in
the
room
and
that's
pretty
much
it.
I
also
have
an
updated
version
of
the
agenda
so
that
y'all
can
receive
all
of
these.
A
A
Said
so
we're
actually
going
to
hear
from
health
and
wellness
tonight
and
education
and
we're
first
going
to
hear
from
the
health
and
wellness
is
a
facilitator
and
a
facilitator
and
spokespersons
again.
Y'all
have
the
the
I
say
will
have
15
minutes
to
go
over
their
presentation
ian,
I'm
going
to
be
facilitating
with
the
two-minute
warning
with
this
card
and
then
letting
you
know
your
time
is
up
with
this
letting
you
know
your
time
is
up
with
this
card.
I
think
we
should
be
good
on
time.
A
We
usually
do
pretty
good
with
that,
and
then
I
also
have
these
comment
cards.
If
you
don't
want
to
have
your
comment
in
the
room
or
you
don't
want
to
have
your
comment
in
the
room
or
you
want
to
submit
something
anonymously
or
you
want
to
make
sure
that
it
gets
put
on
the
record,
make
sure
you
write
your
comment
card
down
and
we
do
keep
these
on
the
record
all
comment
card
down
and
we
do
keep
these
on
the
record
all
right.
Take
it
away
misty
on.
Thank
you
you
good
evening.
D
D
D
D
D
Because
it
was
nice
to
be
able
to
linger
a
little
while
afterwards
we
can
meet
afterwards,
we
can
meet
longer,
but
what
you
also
know
is
that
what
we
decide
to
do
from
the
recommendation
of
sky
over
to
be
was
taken
category
because
we
had
multiple
categories.
You
see
in
your
notes,
had
multiple
categories
you
see
in
your
notes.
D
You
have
different
categories
of
the
right
commendations
and
you
have
different
categories
of
the
right,
commendations
and
tonight's
category
that
we're
looking
at
is
in
general,
stopping
and
decreasing
harms
we
did
notice.
Is
you
go
through
this?
That
we
are
overlapping
and
we'll
talk
a
little
more
about
that?
We're
excited
to
potentially
be
meeting
with
education
and
other
ifas
and
potentially
be
meeting
with
education
and
other
ifas
and
order
for
us
to
connect,
because
many
of
us
are
not
operating
in
silos
within
this
space.
D
That
miss
banks
that
miss
banks
will
help
us
with
it
a
little
bit
but
again
we're
excited
about
how
we
can,
based
upon
your
recommendations,
to
us
how
we
can
make
sure
that
we
have
recommendations
to
us
how
we
can
make
sure
that
we
have
opportunities
for
the
public
to
weigh
in
to
what
we're
doing
and
to
guide
this
work
work.
So,
within
the.
D
A
rubric
where,
in
the
past,
we've
looked
at
timing-
and
we
know
that
this
is
kind
that
this
is
kind
of
transitioned
a
little
bit.
We
went
from
time-stamping
things
in
the
past
to
priorities.
But
again
one
of
the
focus
questions
that
we
talked
about
is
where
we
want
health
and
wellness
to
be
in
the
next
three
years.
D
Next,
three
years,
three
to
five
years,
and
so
you
saw
the
the
time
frame
to
where
we
were
talking
about
an
intermediate
schedule,
her
intermediate,
immediate
and
intermediate
schedule,
her
intermediate,
immediate
and
long-term,
but
that
has
altered
a
little
bit
as
we're
looking
at
priority.
But
to
see
this
particular
recommendation.
Stopping
harms
and.
D
Counting
the
city,
health
care
services,
processes
and
policies
again
that
was
considered
by
the
entire
health
and
wellness
committee
to
be
a
critical
priority,
critical
priority
recommendation,
and
so
with
that
being
the
case,
what
what
can
we
get
copies
of
guidelines,
historic
guidelines,
where
their
audits
that
we
could
get
access
to
or
was
there
the
possibility
of
us?
Having
audits
around
some
of
these
guidelines
and
recommendations
around
some
of
these
guidelines
and
recommendations
and
again
we're
there
any
restrictions
around
and
again
we're
there?
D
D
Another
entity
in
the
network,
another
entity
in
the
region
that
particularly
gathers
data
around
some
of
our
questions
and
for
the
entire
region,
including
buncombe
county,
would
and
for
the
entire
region,
including
buncombe
county,
would
be
able
to
help
give
those
data
a
the
new
meaning
because
we
are
still
in
dr.
biden-
will
talk
about
that.
We're
still
really
looking
at
that,
but
I
understand
I'm
going
to
maybe
talk
a
little
more
about
data
understand
I'm
going
to
maybe
talk
a
little
more
about
data
requests
a
little
later
tonight.
D
Here
a
couple
of
interesting
things
here-
and
this
is
based
upon
some
of
the
recommendations
upon
some
of
the
recommendations
that
you
all
have
also
talked
to
health
and
wellness
about.
When
we
talk
about
the
we
talk
about
the
racism
around
environmental
issues,
that
was
a
great
article
racism
around
environmental
issues.
D
Homes,
the
fact
that,
on
a
national
level,
public
health
departments
were
entrusted
with
making
sure
that
individuals
had
access
to
healthy
housing.
That
did
not
always
happen
so
again.
Being
able
to
do
this
kind
of
research
to
read
in
to
where
things
were
dropped,
particularly
around
health
and
wellness
issues
on
a
national
level
of
state
level.
D
That's
critical
in
that
that
individuals
and
communities
that
critical
in
that
that
individuals
and
communities
that
were
told
that
they
would
be
moved
or
have
other
options
and
housing
with
gentrification
and
a
lot
happened
did
not
always
have
access
to
be,
and
a
lot
happened
did
not
always
have
access
to
be
able
to
get
into
a
safe
housing.
That's
a
housing
issue
that
also
affects
health
and
wellness,
so
we're
going
to
continue
we're
not
going
to
and
wellness
so
we're
going
to
continue
we're
not
going
to
allow.
I
D
D
J
Priority
request-
and
there
are
several
from
health
and
wellness-
there
were
some
snafus
and
the
logistics
earlier
on,
but
now
we
have
the
some
snafus
and
the
logistics
earlier
on,
but
now
we
have
the
request
submitted
and
officially
received,
and
so
we're
hopeful
to
get
more
information
to
support
support
our
work,
rotations,
to
name
the
harms
historically
and
currently
vice
city
and
county
name,
the
harms,
historically,
and
currently
vice
city
and
county
governments,
to
support
our
proposals.
What
else
to
say.
J
All
the
I
face
as
well.
Looking
at
the
template,
we
have
for
developing
recommendations,
there's
a
questionnaire
that
asks
something
along
the
lines
of
what
data
are
needed
to
support
this
proposal
and
so
want
us
to
continue
to
press
forward
and
proposal
and
so
want
us
to
continue
to
press
forward
and
making
sure
we
have
what
we
need
for
really
strong
proposals
and
recommendations
that
will
be
approved.
Thank
you.
J
D
D
Digging
it's
beyond
just
the
local
resources
and
resource
for
research.
So
yes,
that's
something
that
we're
talking
about
research.
So
yes,
that's
something
that
we're
talking
about
what
are
the
local
governing
bodies
that
would
have
affected
health
care
policy?
What
are
the
state
levels
policy?
What
are
the
state
levels
when
we
talk
about
multiple
things
that
have
happened
around
healthcare
systems
and
particularly
whether
or
not
buncombe
county
was
even
more
stringent
than
some
of
the
state
accreditation
agencies
or
accountability,
agencies,
agencies
or
accountability
agencies
agencies
are,
at
their
accountability,
a
that.
D
D
B
D
Correct
and
there's
a
health
policy
initiative
is
out
of
unc
there's
a
health
policy
initiative
is
out
of
unc
asheville.
That
also
deals
with
some
of
these
policy
issues
and
intersections
of
that
with
intersections
of
that
with
hca
and
mission.
So
we
have,
I
have
a
long
list
of
questions,
hca
and
mission,
so
we
have.
I
have
a
long
list
of
questions
and
I'm
trying
to
to
use
some
alternate
routes
to
get
the
answers
to
know.
So,
thank
you
for
pointing
that
out.
K
D
K
D
D
L
L
D
Again
immediately,
some
of
our
recommendations
address
the
fact
that
exactly
do
some
of
our
recommendations
address
the
fact
that
exactly
do
we
have
birthing
what
happened
to
our
birthing
centers,
what
happened
to
it,
organizations
and
departments
within
hospitals
that
did
community
outreach?
What
community
outreach?
What
happened
to
the
conversation
on
friday
with
the
health
policy
institute
in
several
senators
about?
Why
do
we
have
such
discrepancies
and
what
happened,
discrepancies
and
what
happened
to
the
closing
of
hospitals
that
used
to
address
these
inequities,
particularly
in
communities
of
color?
The
answer
was
that
they
couldn't
say
anything.
D
So
there
has
not
been
a
lot
recently
immediately
to
be
done
to
address
this,
and
so
our
thing
is
is:
if
we
talk
about
a
time
frame,
then
that's
a
critical
need
that
we
need
to
be
able
to
progress
this
sooner
than
later
and
you're
right
there.
It
just
seems
like
we're
running
into
a
lot
of
you're
right
there.
It
just
seems
like
we're
running
into
a
lot
of
holes
to
answers,
and
some
of
it
means.
N
I
Loved
one
go
into
a
nursing
home,
you
should
stay
on
top
of
it.
You
should
be
there
visiting
and
should
be
there
visiting
and
making
sure
that
medication
that
is
given
is
the
right
medication
and
I'm
sure
we're
going
to
look
into
that
because
almost
minor
has
has
someone
in
a
in
a
nursing
home.
You
know,
sometime
or
maybe
ladies
went
out
when
I
do.
I
My
husband
was
in
wonderful
for
a
while,
while
while
and
it
was
important
that
I
kept
on
location,
he
was
selling
out,
they
were
deliberately
that
medication
to
him
because
sometime
they
will
overmedicate
or
something
like
that,
and
you
don't
want
that
to
happen
or
the
other
patients
happen
or
the
other
patients
given
the
wrong
medication.
If
they're
not
been
followed.
D
Partners
that
come
to
our
meetings,
also
when
we're
talking
about
how
those
benefits
look
about
how
those
benefits
look
for
everyone,
regardless
of
regardless
of
socioeconomic
status.
That
is
obviously
a
long-term
recommendation
when
we
talk
about
policy
but
there's
about
policy,
but
there's
something
that
has
been
in
our
radar
because,
again,
if
you
don't
even
have
the
benefits
should
should
be
able
to
access
the
assisted
living
care
or
the
long
term
that
you
may
not
even
be
able
to
get
into
a
facility.
D
It
would
be
able
to
provide
the
care
you
need
so
care
you
need.
So
thank
you
for
that
reminder,
but
we
are
also
looking
into
how
on
thank
you
for
that
reminder.
But
we
are
also
looking
into
how
on
local
state
and
even
national
letter
level.
We
know,
unfortunately,
again
with
house
and
political,
unfortunately
again
with
house
and
political
things
are
happening
in
north
carolina-
that
governor
cooper's
kind
of
facing
a
battle
when
it
comes
to
care,
medicaid
and
medicare
expansion
for
medicare
expansion
for
for
individuals.
A
A
A
One
has
to
do
with
black
teacher
retention
and
the
other
one
has
to
do
with
student
and
the
other
one
has
to
do
with
student
suspension.
So
all
of
those
are
also
pulled
up,
so
last
thing
I'll
say
is
when
you're
ready
to
switch
to
the
other
document.
You
can
just
let
the
facility
manager
know
and
he'll
switch
it
over,
and
we
can
put
it
on
the
screen.
Okay,.
O
O
O
O
Q
A
Can
read
it
on
your
own?
There
are
no
doctors,
notes
and
things
like
that.
Second,
I'm
so
sorry
to
interrupt
you,
I'm
just
so
y'all
can
follow
along
it's
not
the
pigs
are
not
numbered,
but
it
y'all
can
follow
along.
It's
not.
The
pigs
are
not
numbered,
but
it
looks
like
this.
It's
got.
Education
on
the
top
says,
stop
the
harm
and
it's
on
the
left
side
of
your
packet.
It's
printed
on
the
back.
It's
on
the
left.
Q
Q
Q
Q
Solutions
that
don't
involve
removing
removing
students
in
the
classroom
establishment
the
classroom,
establishment
of
community-based
act
advocates
who
would
attend
pre-suspension
meetings
as
a
parent
or
student
representatives
that
are
parents
of
our
of
our
students,
have
somebody
who
knows
the
laws.
You
know
who
understands
the
protocols
in
the
room
with
him
when
these
decisions
are
being
made,
decisions
are
being
made
establishment
of
the
day
treatment
program.
Q
Q
Q
S
S
S
Last
year
I
would
volunteer
there
and
they
had
like
maybe
two,
but
I
think
maybe
now
they
may
be
up
to
like
five
staff
members.
So
even
going
that
far
as
like
reaching
out
to
some
of
the
educators,
the
educators
like
up
that
you're
making
some
countries
and
even
outreach
to
the
hbcus
is
a
good
way
to
start
with.
Recruiting
is
a
good
way
to
start
with,
recruiting
recruiting,
also
direct
compensation,
a
black
educators.
S
S
S
E
Respond
to
the
system
ingrained
in
our
schools,
the
unwillingness
of
district
leaders,
school
of
district
leaders,
school
administrators
and
teaching
staff
to
accept
shared
responsibility
for
the
consistent
under
performance
of
black
students,
the
unwillingness
of
district
leaders,
district
leaders
and
school
administrators
to
hold
individual
teachers
accountable
when
that
students
in
their
classes
consistently
underperform
underperform.
So
when
this
letter
was
sent
to
school
board,
of
course,
they
do
not
have
a
superintendent.
K
K
K
T
T
That
this
commission
does
have
a
really
interesting
decision
to
make
ahead
of
itself
to
write
things
in
a
way
in
which
we
believe
they
may
be
passed.
But
we
know
that,
historically
speaking,
the
things
are
washed
down.
They
end
up
are
washed
down,
they
end
up
whitewash
and
not
serving
our
students,
or
we
can
maim
what.
T
True
is
that
there
are
different
pockets
and
money
and
people
in
which
we
can
go
to
to
serve
so,
while
the
entire
compensation
compensation
package
to
say
that
the
government
can
give
direct
benefits.
Just
a
black
people,
you
know,
is
not
legally
found
in
the
state
of
north
carolina
state
of
north
carolina,
but
that
doesn't
mean
that
it's
not
something
that
can
happen
by
the
end.
B
O
O
O
O
O
U
U
T
So
this
is
a
big
part.
I
hear
you
saying
a
few
things.
One
is
about
accountability
and
mobile
accountability
and
mobile
accountability,
not
justice
system,
but
our
community
partners
and
to
each
other
right.
We
know
that
the
education
of
youth
starts
in
the
home.
It
starts
in
utero,
it
starts
in
community,
children
learn
language
and
community
children
learn
language
and
community.
So
we
cannot
wait
until
children
arrive
to
school,
for
them
to
be
prepared
by
a
system
that
we
know
has
consistently
failed
them.
There's
something
that
needs
to
happen.
T
Consider
quite
often
and
thoroughly
so
something
that
we
haven't
put
into
this
space,
but
we
have
talked
about,
is
like
a
creation
of
a
hug.
We've
had
robust
conversations
about
them
being
with
place
with
him
specific
neighborhoods,
that
a
being
with
place
with
him
specific
neighborhoods
that
a
lot
of
conversation
about
push
out
the
real
idea
that
black
people
are
really
transient.
And
this
community
from
place
to.
T
Place
because
of
the
cost
of
living
and
that
there
was
a
suggestion
that
maybe
there's
just
a
centralized
location
that
holds
resources
not
just
for
education,
but
for
everybody
that
that
they
come
to
know.
That
is
the
place
that
holds
all
the
that
they
come
to
know.
That
is
the
place
that
holds
all
the
information,
all
the
resources
that
they
would
be
community
education,
from
literally
parenting
strategies
to
home
ownership
and
health
benefits
and
resources
of
all
the
life
mental
health,
vitamin
all
coexist
together.
I
think
that
mental
health
vitamin
all
coexist
together.
T
I
think
that
there
has
to
be.
We
always
are
reminding
ourselves
of
the
presentations
that
we
receive.
That
said
that
all
of
you
know,
I
believe
that
there's
a
million
great
ideas
and
if
you
don't
have
the
right,
soil
and
you're
not
healed,
you
can't
receive
them,
can't
receive
them
them.
So
I
think
that
a
part
of
our
commendations
isn't
just
a
great
idea,
but
our
be
healing
and
florian
people
in
order
to
perceive
them.
So
we've
talked
a
lot
about
that
and
I
think
after
perceive
them.
T
E
E
B
B
L
L
We
try
to
move
things
forward,
we
cannot
keep
doing
the
same
things
and
asking
for
a
different
things
and
asking
for
a
different
results.
I
also
go
to
the
buncombe
county
school
board
meetings
and,
let
me
assure
you
none,
none
of
us.
Are
there
none
none,
none
of
us
are
there.
None
of
us
are
there
there
and
we
know
some
of
those
schools
have.
N
N
A
A
And,
as
you
can
see
on
the
agenda
that
we
set
aside
about
25
minutes,
and
then
you
set
aside
another
20
minutes
to
discuss
the
retreat,
so
I
want
to
make
sure
sure
that
we
have
enough
time
to
do
that
have
enough
time
to
get
your
both
of
those
conversations.
So
if
we
could,
please
pull
up
the
data
conversations.
So
if
we
could
please
pull
up
the
data
request
updates
for
the
data
request.
What
I'm
going
to
do
is.
A
Of
staff
members
here
tonight
really
just
phenomenal
folks,
who
have
been
working
extremely
hard
on
making
sure
that
that
we
do
this
research
and
find
information
to
make
information
to
make
really
well
informed
recommendations.
So
we
have
are
jackson
city
of
asheville.
We
have
matt
baker
with
buncombe
county
government
asheville.
We
have
matt
baker
with
buncombe
county
government,
and
if
there
are
questions
and
others
who
are
here,
then
I'm
going
to
have
them
help
respond
to
those
questions.
A
A
A
Our
research
base
request
and
about
13%
are
sensitive
data,
so
what
I
want
to
highlight
here
is
that
the
different
requests
that
have
been
submitted
submitted
been
submitted
submitted
different
title.
Some
of
them
require
extensive
research,
while
other
data
requests
are
more
easily
accessible
and
publicly
available
that
the
city
and
county
already
have
access
to.
So
these
other.
A
A
A
So
this
is
a
snapshot
of
all
of
the
requests
that
have
been
completed
and
it's
broken
down.
/
the
requests
that
have
been
completed
and
it's
broken
down.
/
is
a
as
you
can
see.
A
lot
of
the
economic
development
request
has
been
completed
at
this
time.
I
know
that
they
have
worked
extensively
with
the
economic
development
director
for
the
city
of
asheville.
To
really
get
some
of
those
you
know
completed
early
on
education
requested
have
been
completed,
are
listed
here:
health
and
wellness,
housing
and
criminal
justice.
A
Of
this
information
is
not
readily
available.
I'm
actually
going
to
call
up
some
of
our
researchers
to
talk
a
little
bit
about
what
they've
been
doing
doing
you
know
to
make
sure
that
they
can
doing
you
know
to
make
sure
that
they
can
get
information
as
well,
but
I
just
wanted
to
kind
of
you
know:
I'm
not
going
to
read
it
word
for
word,
but
you
can
see
here
just
the
list
of
the
type
of
data
that
has
been
submitted
or
the
request
that
has
been
submitted.
A
A
Data
requests
that
have
been
prioritized
because
we've
been
working
closely
with
the
I
say:
facilitators
and
we've
been
working
with
y'all
and
you
have
asked
you
know
multiple
times
and
you
have
asked
you
know
multiple
times,
what's
going
on,
what's
the
status
of
this
data
requests,
and
so
these
have
been
prioritized
and
we're
working
within
our
processes
to
make
sure
that
that
these
are
the
ones
that
we
are
identifying.
I
am
making
sure
we're
prioritizing
to
get
answered
that
includes
we're
prioritizing
to
get
answered.
A
U
A
U
U
U
U
Revitalizing
and
renovating
community
centers
that's
an
opportunity
that
can
go
through
education
and
economic
development,
but
I
don't
see
us
don't
see
us,
I
don't
see
the
overarching
umbrella.
That's
connecting
all
these
dots
to
give
momentum
to
this
process
process
and
this
process
cess,
giving
momentum
to
those
existing
process,
cess,
giving
momentum
to
those
existing
opportunity
and
whatever
threats
out
there
retreat
topic.
H
N
N
A
P
P
Even
documents
have
been
digitized
and
then
there's
what
we
call
machine-readable
digitized.
When
it's
that
level,
you
can
get
a
deep,
pretty
quick,
but
when
it's
not
it
takes
a
lot
more
time
to
research
goes
not
it
takes
a
lot
more
time
to
research.
Goes
truth
of
the
matter.
Is
that
now
they're
both
encountering
will.
P
Carolina
and
so
we
have
to
go,
get
permission
to
use
it,
and
that
takes
a
lot
of
conversations
and
it
takes
us
time
to
hunt
it
down
as
source
it
and
when
we
do
source
it
a
lot
of
times
we
have
to
go
back
and
and
when
we
do
source
it
a
lot
of
times.
We
have
to
go
back
and
manually
manually
tabulate.
This
data.
V
V
Is
out
there
and
I'm
noticing
just
on
this
list,
that
some
of
these
that
are
marked
in
complete
our
these
that
are
marked
in
complete
our
in
process.
We
are
working
on
them
actively.
One
of
the
things
that
my
team
and
I
have
been
able
to
accomplish
is
to
go
ahead
and
pull
a
lot
of
the
early
pull
a
lot
of
the
early
education
data
from
the
biennial
state,
superintendents
reports,
and
that
has
been
a
matter
of
pulling
that
volume
off
of
the
shelf.
V
V
Trips
to
the
state
archives,
there
are
some
other
requests
hear
that
my
team
and
I
are
trying
to
exactly
figure
out
how
we're
going
to
aggregate
the
data.
The
data
is
a
going
to
aggregate
the
data.
The
data
is
a
available,
it's
just
a
matter
of
figuring
out
how
to
present
it
in
a
way
that
is
useful
to
you
all
so,
for
instance,
one
of
the
requests
that
is
useful
to
you
all.
So,
for
instance,
one
of
the
requests
from
the
housing
ifa
is
about
black
home
ownership
and
real
estate
values.
V
Or
if
they
own
their
own
home-
and
that
is
indicated
on
the
senses
and
the
real
estate
value
is
senses
and
the
real
estate
value
is
indicated
on
the
sentences.
So
this
data
it
does
exist,
it's
just
taking
us
a
long
time
to
get
there
and
thankfully
buncombe
county
long
time
to
get
there
and
thankfully
buncombe
county
commissioners
voted
a
couple
of
months
ago
to
provide
a
temporary
full-time
position
in
my
department,
allowing
me
and
my
staff
a
little
bit
more
breathing
room
to
work
on
these
types
of
requests.
W
W
W
You
have
challenges
and
we
respect
that.
But,
like
everything
else
would
challenge
has
got
to
find
a
way
to
get
to
the
bottom
of
what
you
need,
and
so
mr.
baker
gave
us
a
list
of
the
things
that
were
need,
and
so
mr.
baker
gave
us
a
list
of
the
things
that
were
challenged
to
come
up
with
and
we're
challenge
we're.
W
V
Library,
library,
substitute
employees
that
rely
on
pretty
regularly
to
do
some
work.
Some
of
these
other
questions
will
have
to
be
answered
by
folks
who
have
a
historical
answered
by
folks
who
have
a
historical
background,
but
is
estimated
that
once
we
get
our
new
employee
on-boarded
for
an
example,
this
census
question
the
black
home
black
home
ownership
rates
that
it'll
probably
take
me
and
my
staff
about
a
month
to
go
through
each
one
of
those
senses.
So
1872
1950,
that's,
what's
historically
available
to
make
those
identifications.
P
Side
of
the
house
cathode
the
history
side
of
the
house,
she's,
going
in
a
lot
of
deep
archives
and
finding
information
mainly
catch
driving
it
on
the
data
side
of
the
house.
What
we're
doing
we're
doing
is
we're
going
in
the
I
think
he's
and
I
haven't
got
all
of
them
yet,
but
we're
asking
what
the
priorities
are
and
we've
heard
things
like
hey.
You
know
and
we've
heard
things
like
hey.
P
You
know
everything
from
urban
renewal,
boris
what
we
heard
in
economic
development
branches
and
so
a
on
prioritizing
the
most
important
you
folks
to
come
to
your
recommendations,
because
we
know
that
because
we
know
that
if
we,
if
we
tried
to
just
exhaust
everything,
it
might
not
be
in
the
order
that
you
needed
and
it
might
not
be
the
time
frame
that
you
needed
in.
So
what
we're
focused
on
is
rather
than
saying
you
know,
I'll,
have
everything
done
by
you
know
I'll?
Have
everything
done
by
x
date?
P
W
The
stuff
can
come
so
you're
going
to
do
it.
We
want
to
get
the
stuff
can
come
so
you're
going
to
do
it.
We
want
to
get
you
what
you
need
most
first,
we
can,
we
establish
an
urgency
and
the
ultimate,
in
other
words,
can
we
do
both?
Can
we
have
okay?
Yes,
we
need
these
things
in
a
priority,
since
we
need
these.
P
P
The
can
be
sad
but
whoever
it
is
in
that
data
those
days
and
we
put
in
there,
but
I
would
also
add
that
they,
this
conversation,
we
makes
complete
an
item
provided
to
you
in
someone
may
look
at
anger,
is
exactly
what
I
want,
but
more
often
than
not
it's
going
to
be
that
it
raises
more
questions
that
it
raises
more
questions
that
you
want
to
ask
questions
to
different
way.
We
come
back
to
this.
Thank
you
for
that.
P
Can
I
have
xy
and
z
now
so
then
that's
going
to
be
more
of
is
incomplete
again,
so
we
can
go
going
to
be
more
of
is
incomplete
again,
so
we
can
go
back
to
the
well
and
get
more
data
for
you.
So
it's
hard
for
me
to
put
it
in
day
on
it,
but
there's
an
option
for
folks
that
ifa
facilitators
are
insist,
you
go
in
and
add
those
designated
ifa
facilitators
are
insist,
you
go
in
and
add
those
designated
by
and
to
prioritize
these
things
from
load
triple
lumen
hi
purple.
P
M
Things
the
question
that
mr.
richardson
raised
was
very
things.
The
question
that
mr.
richardson
raised
was
very
important
to
questions
the
hard
time
table
of
completing
all
the
requests,
because
if
there
is
no
hard
time
table,
we
have
a
hard
time
table
in
our
time
table
does
not
match
up
when,
when
all
the
complete
all
the
requests
are
completed,
then
we
might
need
to
think
about.
If
we
can't
get
the
data
that
we
need
to
complete
this
work,
then
maybe
we
need
to
extend
that
need
to
complete
this
work.
M
M
List,
but
if
we
get
things
and
like
you
just
mentioned,
you
might
get
a
set
of
might
get
a
set
of
data
or
request
that
you
change
your
conversation
and
focus
based
on
what
you
see
in
front
of
you.
That
may
lead
to
a
better
outcome
for
the
black
community,
but
because
you
don't
get
it
until
february
of
next
year,
until
february
of
next
year
year
and
we're
finishing
in
april,
it
doesn't
make
it
be.
M
A
We
can
then
fill
in
the
gaps
or
the
data
that
is
needed
match
that
recommendation
instead
of
pulling
the
that
recommendation
instead
of
pulling
the
recommendation
out
of
the
data,
because
the
data
is,
is
you
always
lived
experiences
of
being?
You
know,
living
here
in
asheville
and
rowan
county,
so
thinking
about
the
priorities
in
your
isas,
developing
those
so
thinking
about
the
priorities
in
your
isas,
developing
those
recommendations,
and
then
we
can
find
the
data
to
complete
your
recommendations
and
in
the
I
have
to
play
bad
guy
here.
A
X
Black
students
have
experienced
it
denial
of
education
to
admission.
Is
all
these
statements
where's
the
data
base
justifying
all
these
statements
justifying
all
these
statements,
because
it's
not
the
job
of
the
commission
to
justify
the
resolution.
That's
been
me,
so
I
think
I
already
say
she
and
I
think
that's
the
first
priority
think
that's
the
first
priority
before
we
even
set
in
a
room
gathering
all
the
data
to
justify
these
statements,
powerful
statements-
and
I
would
say
more
than
likely
true
statements
but
where's
the
database.
Where
is
the.
V
K
K
Organized
at
riders
substantiate
whatever
recommendations
you're
making
making.
There
is
always
a
ice
for
that
data
source
to
be
listed,
needs
to
be
a
policy
and
procedure
put
in
place
to
where,
when
we
are
policy
and
procedure
put
in
place
to
where,
when
we
are
working,
we
actually
are
working
in
the
ifas
to
do
exactly
that.
K
Sometimes
we
veer
off
a
little
bit,
the
other.
Sometimes
we
veer
off
a
little
bit.
The
other
thing
that
I
was
so
like
to
ask
for
is
that
these
completed
items
that
we
have
here,
they
not
only
need
to
be
pushed
through
to
I
of
a
to
I
of
a
a
facilitators
for
those
of
us
who
will
put
on
these
ifa
groups,
because
we
do
have
certain
expertise
and
everybody
has
so
much
of
it.
K
P
P
P
H
O
V
V
So
as
I'm
doing
this
work,
as
my
team
is
doing
this
work
and
I'm
so
as
I'm
doing
this
work.
As
my
team
is
doing
this
work
and
I'm
sure
I'll
go
back
at
the
end
and
pull
a
lot
of
this
hard
data.
But
we
will
aggregate
all
of
that
together
and
make
sure
that
that's
something
that
people
150
250
years
from
now
are
going
to
be
able
to
look
back
at
your
work
and
and
be
able
to
look
back
at
your
work
and
and.
N
P
Percent
agree
with
that,
and
I
look
forward
to
coming
to
the
application-
is
a
captain
out
there
to
a
few
of
those
application.
Is
a
captain
out
there
to
a
few
of
those
and
they've
been
very
helpful
to
god
or
data
collection
process?
I
mentioned
earlier
a
conversation
with
this
part
here
at
economic
development.
I,
if
they
paraphrasing
paraphrasing
it
is
like
we
know
what
happened
way
back
in
the
day,
but
we
want
something
about
everything
from
urban
renewal
forward
that
help
focus
our
efforts.
It's
not
that
we're
not
providing
this
stuff
focus
our
efforts.
B
W
Because
you
have
to
start
somewhere
and
have
greater
urgency
to
some
degree
where
you
see
it
and
in
conjunction
with
the
receipt
see
it,
but
it
does
have
to
be
a
to
be
a
comprehensive
you
who
probably
has
an
apple,
that
we
may
only
get
one
guy
dad.
So
if
we
don't,
we
don't
get
the
right
fight.
We
might
leave
a
lot
of
things
on
the
table
and
so
respectfully
the
harms
began.
W
W
P
P
Seen
many
requests
fact:
I've
seen
specific
dates
over
request:
1902
2022,
1902
2022
22,
not
asking
for
anything
before
that.
So
if
we're
supposed
to
be
looking
for
that
that
that's
something
that
we
need
to
be
made
aware
of
in
some
that
that's
something
that
we
need
to
be
made
aware
of.
In
some
cases
it
is
all
the
way
back
towards.
We
got
fine
do
that,
but
in
some
cases
their
actual
specific
allotments
of
years
were
being
asked
to
produce.
P
C
V
Have
our
full
data
request
at
the
only
thing
that
I
can
say
to
speak
to
that
is
that
I've
been
making
my
way
into
making
sure
that
I'm
getting
to
these
iep
meetings,
I'm
meeting
with
I'm
meeting
with
education
next
week
on
the
23rd
and
then
housing
after
that
on
the
third.
I
believe,
and
I'm
going
to
put
in
those
two
I
reached
out
to
reached
out
to
specifically
you
can
see
on
your
pie,
charts
here
that
housing
and
education
are
the
bulk
of
the
big
research.
V
Research
questions
historical
kinds
of
research,
there's
going
to
be
quite
a
bit
of
like,
but
I
agree
and
I'm
going
to
do
my
very
best
to
get
around
to
everybody
or
at
least
to
have
a
conversation
with
the
ifa
facilitator,
because
a
lot
of
these
requests
as
well.
You
know
matt
said
that
they're
they're,
huge
right
matt
said
that
they're
they're
huge
right,
1902,
2022
and
probably
a
little
bit
before
that.
So
with
that
one
particular
education
request,
1920.
V
And
provide
that
since
it
was
readily
available
isabel,
but
there
are
also
some
requests
that
are
really
large
and,
with
a
conversation
with
the
ifa,
could
be
whittled
down
into
something
that
makes
a
little
more
sense
or
is
easier
to
pull
the
data,
or
that
makes
a
little
more
sense
or
is
easier
to
pull
the
data
or
two
have
something
concrete
to
pass
off
to
you
all.
You
have.
C
M
B
V
B
A
A
A
A
Just
just
really
quickly,
it
will
make
sure
we
get
to
your
questions
so
that
that
was
the
question
about
date
and
time
when
we
know
that's
going
to
be
hard
for
everyone,
it
going
to
be
hard
for
everyone.
It
would
be
ideal
if
we
could
get
as
many
people
as
possible
and
the
idea
that
we
had,
as
we
were
planning
with
staff,
was
that
we
could
use
this
facility
and
use
the
time
that
we
have
our
normal
low
commission
meeting
and
extend
that
time.
A
You
know
making
sure
that
the
retreat
is
after
graduations.
One
thing
I
thing
I
will
say
is
we
want
to
do
it
quickly.
We
want
to
make
sure
that
it
is
a
priority
and
we
end.
This
is
something
that
we
do
and
then
some
people
have
suggested
a
saturday.
So
we
can
probably
then
some
people
have
suggested
a
saturday,
so
we
can
probably
go
back
and
look
at
that.
Let
me
get
through
these
other
other
go
back
and
look
at
that.
A
Let
me
get
through
these
other
other
points
and
then
I'll
open
it
up
for
discussion.
The
second
question
was
question:
was
I'm
sorry
I
did
it?
I
did
it
in
the
wrong
order.
The
second
question
that
we're
looking
at
is
which
of
the
following
is
the
most
important
objective
for
the
in-person
retreat.
Obviously
we
want
to
hit
on
all
of
these
objectives,
but
if
you
look
at
the
list,
the
average
response
objectives.
But
if
you
look
at
the
list,
the
average
response
that's
closest
to
one
one
being
most.
A
Is
being
able
to
make
comments
and
suggestions
on
those
recommendations,
then
recommendations
then
prioritizing
the
recommendations
based
on
short,
medium
and
long
term,
having
a
dedicated
time
to
refine
those
recommendations
within
your
work
group
and
then
categorizing
them
off
of
crc
resource
and
then
categorizing
them
off
of
crc
resource
action
versus
third
party
or
outside
resource
allocation.
And
then
a
couple
of
other
items
that
were
not
listed
include.
The
creation
of
an
ifa
compromise
compromise
include
the
creation
of
an
ifa
compromise
compromise
of
at
least
one
representative
to
talk
about
the
issues
facing.
A
A
B
Some
of
you
have
not
spoken
tonight
and
kind,
and
I
need
to
hear
all
your
voices
if
we
could
combine
your
and
I
need
to
hear
all
your
voices
if
we
could
combine
your
input
on
the
retreat
with
general
comments
that
you
might
have
been
holding
back
on
as
we
work
around
the
table
we're
at
7:45.
We
have
15
minutes.
U
U
And
I'm
seeing
threats
and
opportunities
right
now
that
we
don't
don't
discuss
that,
I
think,
is
crucial,
especially
if
we
want
to
get
other
people's
attention
on
ardis
process,
because
they
see
the
same
old
thing
thing
happening
in
their
communities
and
then
we
talking
about
reparations
to
stop
it
and
it's
not
happening.
The
dead
is
a
great
disconnect
great
disconnect.
I
B
I
Other
comments
about
what's
happened.
Okay,
I
think
you
should
retreat,
is
very
important
for
all
of
to
get
together
to
realize
together
to
realize
I
preparations
we
really
want
and
make
sure
that
we
can
continue,
no
matter
what
happened
that
we
have
the
will
to
do
what
we
have
no
matter.
What
happened
that
we
have
the
will
to
do
what
we
have
to
do.
A
E
Y
Y
Where
we
have
that
in
this
room
I
mean
that
could
be
taken
at
any
time
or
in
me
and
as
part
of
the
data
that
can
be
added
to
options
so
and
if
I'm
off
options
so
and
if
I'm
off
someone
please
help
me
or
or
say
something
about
that.
But
I
just
wanted
to
make
that
clear
that
that
was
the
keep
going
with
the
1800's.
Y
A
Immediate
or
immediate
or
or
yes,
so
I
would
speak
to
that
really
quickly.
So
what
when
I
comment
about,
lived
experiences
or
having
an
idea
about
a
recommendation
that
you
want
to
see
past,
let's
say
idea
about
a
recommendation
that
you
want
to
see
past.
Let's
say,
for
example,
it
is
related
to
education
and
related
to
reading.
A
So
then
that's
why
we're
recommending
this.
So
what
all
we
have
to
find
our
all
the
county
has
to
find.
Is
that
percentage
they
don't
have
to
find
all
reading
levels
for
the
past
hundred
years.
They
have
to
just
say:
okay,
this
for
the
past
hundred
years.
They
have
to
just
say:
okay,
this
percent
is
what's
impacting
africa.
You
know,
I
don't
want
to
reduce
it
to
that,
but
I
really
want
these
data
request
to
be
specific
so
that
it
so
that
the.
Y
Looking
for
I'm
glad,
you
said
that,
because
that
goes
along
with
us
asking
for
data
from
urban
renewal
through
now,
because
through
now,
because
there
is
still
being
harm
done
today
with
his
children
of
color,
there
is
still
being
harm
done
today
with
his
children
of
color
in
our
system.
So,
yes,
the
lived
experience
does
tie
to
all
that,
and
I
think
that
that
has
played
in
all
of
our
recommendations.
Z
B
K
When
we
come
and
go,
we
won't
/
talk
to
each
other,
that
we
will
respect
each
other's
time
and
that
would
all
the
pieces
that
I've
heard
tonight
have
been
very
important
important
for
everyone
as
we
pull
this
together.
But
I
would
like
to
say
that
really
I
wanted
to
concentrate
I'm
like
mildred
with
education.
K
K
K
To
get
our
sinners
back
and
that
would
involve
the
public
school
system
coming
in
the
kids
still
be
inside,
so
I
have
would
hope
that
we
would
think
on.
We
would
think
on
that
area,
customers.
You
know
I
have
no
problem
with
charter
school
for
all
kids,
you
are
a
lot
of
kids
and
they
are
won't,
be
able
to
go
to.
K
You
are
a
lot
of
kids
and
they
are
won't,
be
able
to
go
to
charter
school.
So,
what's
going
to
happen
to
the
ones
left
behind,
I'm
not
so
what
I
do
now.
I
hope
that
we
are
behind
I'm
not
so
what
I
do
now.
I
hope
that
we
are
to
look
at
that,
and
even
with
health
and
wellness,
the
dual
to
look
at
that,
and
even
with
health
and
wellness
the
dual
program.
K
There's
a
whole
organization
with
larkin
may
not
know
about
black
females
in
asheville
that
are
working
really
hard
with
the
doula
program
to
address
the
mortality
rate.
So
I
think
that
if
we
all
come
address
the
mortality
rate,
so
I
think
that
if
we
all
come
together-
and
we
covered
all
these
I'd
things
that
we
know
and
we
just
sit
down
and
maybe
maybe
if
each
ifa
would
sit
with
whatever
they
would
like
to
talk,
is
so
what
we
just
is.
So
what
we
just
going
all
over
the
place
and
it
have
it
organized.
G
G
R
L
L
S
S
S
Home
we
all
know
like
some.
It
could
be
a
case
that
still
still
that's
kind
of
like
alternative
policies
for
fairy
education
and
folks
are
sitting
on
this
information,
and
they
can
do
some
work
as
well
like
we're,
not
the
only
ones
who
want
the
reparation.
It
just
seems
that
not
the
only
ones
who
want
the
reparation,
it
just
seems
that
way
way,
but
as
in
leadership
that
can
do
something.
M
M
K
A
proposal
and
a
budget,
it
doesn't
exist
and
that's
the
way
the
world
works,
the
world
works,
and
so
hopefully,
when
we
have
this
retreat.
Some
of
the
recommendations
that
some
of
us
have
made
on
some
of
those
excel
spreadsheets
that
some
of
us
have
made
on
some
of
those
excel
spreadsheets
also
carry
a
graham
will
demand
price
tag
and
we
can
go
from
there
anytime.
K
You
have
elected
officials
who
tell
you
that
they
don't
think
what
you're
doing
don't
think
what
you're
doing
you're
producing
anything,
because
they
don't
see
a
program
and
they
don't
see
a
budget.
That's
worrisome,
we've
got
communities
like
burton
street
and
the
others
who've
been
putting
plans
together
for
ten
or
twelve
years
without
anybody
providing
the
resources
out
of
technical
competency
that
they
need
to
do
what
they
need,
and
then
we
sit
here
and
here
and
prognosticate.
That
is
absolutely
frustrating.
So
I
would
urge
you
to
set
immediate,
short-term
and
long-term
goals.
K
We
have
the
not
immediate,
short-term
and
long-term
goals.
We
have
the
not
the
president
but
the
worksheet.
We
have
an
excel
worksheet
that
asks
where
we
got.
Data
from
data
wasn't
created.
Just
because
city
and
county
staff
came
up
here
today
here
today,
they've
been
datasets
ie
state
of
black
they've
been
datasets,
ie
state
of
black
asheville
and
the
us
census
bureau
and
racial
equity
report
card.
We
don't
need
we
card,
we
don't
need.
We
predicated
for
a.
We
are
here
today,
based
on
data
that
already.
K
K
O
O
What
brother
keith
said
is
that
I
think
it's
important
that
we're
on
the
same
lot
as
far
as
what
reparations
means
and
what
we're
trying
to
accomplish.
I
think
that
trying
to
accomplish,
I
think
that
me
personally,
our
plan
of
visiting
different
ifas
will
create
a
culture
to
share
those
ideas
together.
I
don't
know
if
a
retreat
retreat.
O
This
first
retreat
is
the
best
idea.
Essentially
for
that,
maybe
we
have
a
second
retreat
and
we
can
do
that,
but
I
think
that
we've
heard
multiple
retreat
and
we
can
do
that,
but
I
think
that
we've
heard
multiple
people
say
that
we
want
results.
There's
things
happening,
there's
harms
that
are
happening.
I
think
that
we
need
to
learn
what
reparations,
what
equity
is
and
essentially
what
we
can
do
now
to
to
essentially
start
to
address
some
of
these,
and
also
we
can
go
into
the
comport.
O
Those
are
the
three
things
I
think
that
are
essentially
important,
and
I
think
maybe
we
discuss
maybe
after
the
summer
having
another
retreat
that
talks
about
how
we
is
ifas
can
come
together.
Talks
about
how
we
is
ifas
can
come
together
to
work
on
our
recommendations,
but
just
being
realistic.
I
don't
think
that
four
hours
is
enough
to
accomplish
every
single
thing
that
people
have
shared
to
accomplish
every
single
thing
that
people
have
shared
this
top
top
priorities.
