A
Afternoon
everybody
Welcome
to
the
transit
committee,
February
21st
2023
from
five
to
seven.
My
name
is
Harvey
Harold
and
welcome
to
the
National
Transit
committee.
We
meet
on
the
third
Tuesday
of
the
month
from
5
to
7
P.M.
The
transit
committee
is
a
volunteer
citizen
board
designed
to
offer
input
and
guidance
to
the
Asheville
transit
system
and
the
city
council.
B
A
C
A
D
A
Harvey
Harrell
I
am
here
at
present
time.
We
do
not
have
a
quorum
moving
on
down
to
Transit
staff,
Jessica
Morris
assistant,
director
of
Transportation.
H
A
A
Barry
Riley
general
manager,
here,
let's
Sean
Barry's,.
H
A
C
A
As
far
as
I
would
not
don't
have
a
court,
we
do
not
have
a
quorum
today
unless
some
of
our
members
show
up.
We
all
have
three
members
here
today:
I
can't
vote
on.
A
I
can
go
ahead
and
read
the
the
commission
and
commit
an
annual
report
and
just
won't
be
able
to
vote
on
it
today.
G
What
does
it
need
to
be
approved?
Did
you
want
it
approved
by
the
committee?
If
so,
it'll
probably
have
to
wait
till
the
next
to
get
moved
to
the
multimodal,
but
I
don't
believe
in
the
past
you've
ever
had
it
approved,
you
could
just
read
it
and
you
know
receive
it.
I,
I,
honestly,
I,
don't
believe.
We've
approved
it
in
the
past.
Have
we
okay.
A
If
there's
any
does
Bill
complications.
A
Yes,
and
and
when
I
when
I
read
the
final
reading
report
after
I
get
through.
If
you
have
anything
you
want
to
discuss,
we
can
discuss
that.
A
A
All
right
Transit
convenient
annual
report.
This
is
to
the
mayor
and
council
members
dated
January
17
2023
from
chairperson
Harvey
Harrell
and
board
members.
Subject:
Transit
committee
2022
annual
report
to
city
council
summary
statement.
The
transit
committee
offers
the
following
report
as
a
measure
of
our
commitment
to
public
transit
and
to
serving
as
advocates
for
Asheville
Transit
System
mission.
B
A
System,
this
comes
from
the
rules
of
procedure
as
field
Transit
committee,
Article,
2,
purpose,
rules
of
procedure
accomplishments.
A
and
a
lack
of
regularly
scheduled
meetings
may
continue
to
have
impact
on
morale
and
attendance.
We've
proven
dedication.
The
transit
committee
provided
input
and
advisement,
including
a
formal
recommendation,
was
made
in
support
of
a
City
County
Joint
Transit
master
plan,
input
and
public
hearing
on
route
changes,
including
potential
changes
in
service
frequency
to
River,
Arts,
District
and
Westgate
Shopping
Center
next
join
the
multimodal
Transportation
Commission
and
a
tour
of
our
facilities
on
September
20th,
okay,
I
heard
update
and
provided
input
on
service
interruptions
due
to
Driver's
shortages.
A
Next
Wrigley's
scheduled
engagement
opportunities
through
public
comment.
Next
advocating
continuously
to
continue
the
implementation
of
the
transit
master
plan
policy,
recommendations,
restore
staff,
support
for
monthly
Transit
lead
committee
meetings
so
that
the
committee
can
more
effectively
serve
the
purposes
set
for
it.
A
Next,
revisit
the
2021
recommendations
to
re-evaluate
the
transit
committee
to
commission
status,
providing
recommendations
directly
to
Council
on
Transit
as
a
core
service
of
the
city,
complete
next
implementation,
phase
of
the
transit
master
plan,
including
expanded
evening
service
hours
and
increased
service
along
Hendersonville,
Road,
Corridor
potential
budgetary
impacts
of
goals
and
or
recommendations.
A
A
Thank
you
for
listening
and
if
there
is
any
further
discussion
on
anything
that
I
read
I'd
appreciate
because
everybody's
voice
is
wanting
to
be
heard
and
if
you
have
anything
to
say,
please
do
otherwise
we'll
move
on
I
need
a
drink
of
water.
First
Colin.
D
The
last
bullet
States
advocating
continuously
to
continue
and
I
thought.
Maybe
it
might
read
just
a
little
bit
better
if
we
rephrase
that,
as
advocating
for
continuing
the
implementation
as
opposed
to
continuously
continue,
so
that
was
all
other
than
that
I
thought
it
was
really
well
written
and
in
a
good
summary.
So.
D
D
A
D
H
A
That
can
happen
Amber
and
moving
forward
with
that
to,
instead
of
continuously
continue,
I
guess
we'd
have
just
advocating
to
continue
the
implementation
of
the
transit
master
plan
instead
of
continuously
just
exclude.
The
word
continuously.
I
G
And
let
folks
look
at
it.
A
Yeah
strike
the
word
continuously.
A
E
A
Year
in
plans,
annual
plans,
reports
and
I
read
through
those
and
will
definitely
miss
I,
finished.
Saying
Barbara
me
she's.
She
passed
away
during
this
time
last
year.
Barb
me,
that's
her
name.
Barb
me
she
was
a
nice
person.
I
saw
that
she
will
be
missed
on
the
greenway
committee.
G
I
just
wanted
to
provide
just
a
brief
update
on
the
progress
of
The
Joint
City
County
plan,
I.
Think
the
last
meeting
we
we
requested
you
all
to
kind
of
approve
of
the
notion
that
for
us
to
move
forward,
the
the
first
meeting
was
held
on
February
13th
and
staff
from
the
county
and
the
city
met
to
discuss
the
regional
plan
that
would
serve
both
Buncombe
County
and
the
City
of
Asheville
and
provide
a
sustainable
financial
plan
and
kind
of
path
forward
to
provide
services
with
current
and
new
sources
of
funding.
G
G
So
that's
what
we're
currently
working
on
right
now.
So
our
next
meeting
is
February
28
faith
and,
while
there's
not
a
lot
more
to
report
on
this
other
than
the
preliminary
information,
since
we
just
had
one
meeting,
we
will
continue
to
update
you
at
each
Transit
committee.
Meeting
and
I
will
include
this
in
the
updates
in
the
in
the
activities
memo
update.
A
Okay.
Moving
on
to
the
the
signage
on
the
buses.
A
Jbt,
j
e
I-
don't
think
she'll
be
here.
This
I.
A
A
E
G
It's
they're
currently
in
the
process
for
the
fiscal
year
2024
for
it
to
kick
off
in
July
1st,
so
we
are
doing
the
budget
requests
right
now.
Both
the
county
and
the
city
have
three
hundred
thousand
dollars
allocated
in
the
request
to
move
forward
in
fiscal
year.
24
with
this
plan.
G
E
G
G
A
look
at
the
Baseline
Services.
Both
systems
are
providing
outline
different
efficiencies
with
the
current
Services
ways
to
collaborate,
regionalize
and
possible
possible.
G
E
G
Yeah
we're
currently
in
the
process
of
kind
of
affirming
those
estimates
up,
but
they
also
wanted
to
include
a
path
forward,
along
with
this
plan
for
zero
emissions,
transmission
of
the
regional
Fleet
too,
to
transition
the
the
fleet
to
sustainable
fuels
as
well
as
zero
emissions.
So.
E
What
that
would
take,
can
you
fill
us
in
on
matters
of
scope
that
we
would
be
interested
in
I
mean
a
lot
of
times.
Our
meetings
have
been
around
things
like:
why
don't
we
have
smaller
buses
or
what's
the
utilization
of
the
of
the
of
the
system?
Things
like
that?
Can
you
fill
us
in
on
anything,
that's
being
worked
out
in
terms.
G
I
think
a
lot
of
it
is
is
kind
of
what
the
goals
are
of
the
plan,
which
would
outline
you
know:
Fleet
utilization,
current
route
segment,
analysis,
future
funding
items
like
that,
but
it's
really
I.
Don't
really
have
that
necessarily
like
outlined
right
now.
There's
it's
still
we're.
Still
in
the
initial
discussion
talk
of
it.
G
I
believe
I
I
do
not
know
we
haven't
discussed
other
stakeholder
groups
or
how
that
is
going
to
work,
we're
just
in
the
process
of
the
steps
to
develop
kind
of
the
scope.
So
we
could
release
an
RFP
close
to,
and
we
have
some
time
to
discuss
this
and
that'll
be
discussed
in
further
meetings.
But
we'll
we'll
bring
that
to
the
committee
to
discuss
the
stakeholder.
E
E
G
Believe
that
you
know
they've
they've
been
told
to
put
the
request
in
so
hopefully
the
support
is
there,
but
but
the
processes
are
rolling
along,
so
we're
building
this
just
kind
of
initial
framework
just
for
our
own
budgetary
process,
the
city
and
the
county.
So
we
have
additional
information.
Well,.
E
I
guess
my
ask
is
simply
this:
that
before
the
scope
gets
nailed
down
and
you
launched
a
consulting
company
on
a
six
hundred
thousand
dollar
study,
I
think
that
this
group
needs
to
understand
what
the
scope
might
involve.
So,
if
there's
anything
of
interest
to
us
that
we
can
pitch
in
what
I
don't
want
to
happen
is
that
it
gets.
You
know
locked
down.
This
is
a
scope.
The
guy
somebody's
got
six
hundred
thousand
dollars
to
work
with,
and
it
might.
G
B
G
Haven't
got
to
the
point
of
bringing
stakeholders
in
to
look
at
Scopes
or
what
the
next
step
is.
It
was
basically
just
kind
of
let's,
let's
talk
back
and
forth
each
other's
needs
and
and
how
we
see
a
path
forward,
just
from
a
logistics
standpoint
and
maybe
Catherine
can
add
a
bit
to
it,
but
I
believe
that's
where
we're
at
right
now.
I
can't
necessarily
give
you
a
bulleted
Point
scope,
because
we
don't
have
it
yet
we're
in
the
process
of
kind
of
developing
that
draft.
B
G
I
do
believe
we
need
to
talk
about
the
stakeholder
involvement
and
we'll
do
that
at
the
next
meeting.
Well,.
E
If
I'll
just
I'll
get
off
my
soapbox
here
in
a
minute
but
I
just
went
to
the
city
council
meeting
and
what
I
discovered
was
that
the
council
approved
a
project
where
we
give
up
25
million
dollars
of
our
money
to
a
developer,
and
it
was
absolutely
clear
that
there
was
no
Transit
plan
designed
for
this
development.
So
it
was
a
case
where
Transit
is
kind
of
the
last
thing
considered
and
I
don't
want
that
happening
anymore.
E
So
my
only
ask
is,
let's
get
on
the
front
end
of
these
things,
as
opposed
to
the
back
end
of
these
things,
so
we
can
provide
the
appropriate
input
that
Harvey
you
just
read
out
our
mission
statement.
Right
I
mean
it
was
very
clear
what
the
mission
statement
was
about
advise
the
city
on
Transit.
So
that's
what
we're
here
to
do.
So,
that's
my
ask.
G
Okay,
no
I
agree
with
you,
it's
just
it's
real
preliminary
and
and
as
we
hold
these
meetings,
we're
likely
going
to
meet
every
two
weeks
in
the
process.
Kind
of
discussing
the
next
steps.
Who's
involved
what's
needed,
and
you
know
we're
just
trying
to
get
the
budgetary
process
through
and.
A
D
Yeah
I
think
Bill
kind
of
already
stated
what
I
was
going
to
ask
I
mean
my
my
question
was
going
to
be.
How
can
the
transit
committee
be
involved
in
a
Transit
plan
that
you
know
but
Bill
pretty
much
succinctly
kind
of
stated
I
mean
because
you
know
if
the
transit
committee
isn't
going
to
be
involved
in
transit
plan,
then
it's
just
marginalizes.
D
B
Thank
you,
chair
person,
I
just
wanted
to.
Let
you
all
know
that
both
of
the
transit
committee
is
a
subcommittee
of
the
multimodal.
There
have
been
previous
recommendations
to
re-elevate
the
transit
committee
to
report
directly
to
council,
so
that
can
always
be
for
consideration
to
re-elevate.
That
recommendation
additionally
I
very
much
appreciate
your
work.
I
know
that
Council
appreciates
all
our
advisory
boards
and
volunteers.
B
What
I
hear
you
saying
is
that,
within
the
scope
of
the
transit
committee's
work,
you
would
like
to
make
a
recommendation
around
being
able
to
inform
the
scope
of
the
work
and
be
at
the
table
at
the
beginning
of
the
process,
not
at
the
end,
so
don't
hesitate
to
make
agendas
that
reflect
the
vision
of
the
work
that
you
intend
to
do,
but
also
to
communicate
back
and
forth
with
multimodal
what
your
work
plans
are
going
to
be
because
all
of
your
work
go
into
multimodal
then
goes
up
to
planning
and
economic
development.
B
So
you
could
make
requests
or
presentations
like
from
the
planning
department
to
ask
about
what
future
land
use
planning
is
coming
up,
for
example,
but
it
doesn't.
I
would
say
that
it
could
be
really
a
positive
thing
to
make
recommendations
around
the
scope
of
your
work
and
your
work
plan,
so
that
your
voice
can
be
heard
more
effectively.
F
Yeah,
so
just
to
kind
of
add
to
what
Amber
was
saying
in
that
meeting.
The
initial
piece,
like
she
said,
is
just
to
get
the
funding
so
that
that
the
county
City
can
come
together
to
hire
a
consultant
to
complete
this
whole
analysis
of
county-wide
system
of
Transit.
It's
just
you
know
just
Transit,
but
I.
Think
after
that
is
complete.
After
you
know,
we
get
all
the
permissions
that
we
need
and
we
get
to
get
all
the
money
we
need
to
hire.
Somebody
then
the
step
of
looking
into
specifically.
F
For
that
analysis
of
the
entire
system,
because
is
because
I
agree,
we
can't
we
can't
decide
that
without
knowing
the
perspective
of
the
people
that
that
are
involved,
especially
all
of
our
stakeholders,
so
so
I
see
what
you're
saying
Bill
and
Colin
like.
We
definitely
want
to
get
to
that
point
where
we
can
start
getting
all
the
voices
out
there,
but
I
think
this
first
step
is
it's
so
small?
It's
just
the
the
permission
you
know
just
getting
out
the
like.
E
E
We
want
them
to
include
in
their
scope,
work
anything
that
we
want
them
to
analyze
and
we,
what
we
don't
want
is
for
them
to
come
back
and
say:
oh
well,
that
particular
thing
is
not
in
the
scope
of
work,
so
that's
not
part
of
the
six
hundred
thousand
dollars.
So,
yes,
we
need
funding.
We
need
we've
been
given
we're
we're
saying
600.
E
if
they're
going
to
get
a
project
for
600
000
right
now
is
when
we
need
to
say
we
need
you
to
ask
you
to
do
this
this
this
this
whatever
it
is.
We
want
to
do
and
they'll
say
yes,
but
if,
after
they
get
the
project-
and
we
say
we
want
you
to
do
this-
and
they
say-
oh
sorry-
sorry,
that's
not
part
of
the
scope
of
work
and
then
we're
stuck.
E
G
G
These
are
the
next
steps
and
let's
meet
in
two
weeks
to
just
continually
discuss
the
big.
The
big
push
right
now
is
to
just
get
it
through
the
budgetary
process
and
and
approved.
So
there
has
not
been
any
any
formal
RFP
scoping
anything
like
that.
It
is
still
very
very
initial
and
preliminary,
but
we
will
include
Outreach
on
scoping,
we'll
discuss
it
with
the
group
and
I
appreciate
all
the
comments
and
I've
written
them
down.
So
no
I
I
agree.
It's
it's
important.
A
Okay,
thank
you,
Amber.
Thank
you.
Joseph
I
think
you
can
get
your
question
answered.
I,
think
great
I'm,
Gonna,
Let,
You
Go
ahead.
Go
ahead.
Yeah.
I
Very
very
quickly,
I
want
to
reinforce
what
Amber's
saying
as
your
new
liaison
to
the
mmtc
I
I,
look
forward
to
echoing
what
I'm
hearing
and
Bill's
concern
and
Amber's
reassurance.
So
rest
assured
that
we'll
keep
the
eye
on
the
ball
going
forward.
A
Thank
you,
Joe
Carmen's,
Back
Carmen.
You
can
go
ahead
present.
Your
have
your
presentation
for
BBT.
B
H
J
Apologize
for
before
I
went
just
watching
on
YouTube
and
then
I
had
to
hop
around
trying
to
get
over
here.
So
I'm
super
sorry,
if
you
all
remember
I,
guess
it
was
your
December
meeting
I
came
and
talked
about
our
advocacy
around
signage
and
Communications
I
listed
a
bunch
of
things.
J
I
was
hoping
to
tell
you
where
we're
at
with
them
and
hoping
that
you
all
could
support
some
advocacy
that
we're
still
working
on
City
staff
has
been
great
in
addressing
a
lot
of
these,
so
I
do
want
to
make
sure
that
we
lift
up
our
gratitude
for
all
the
stuff.
That's
been
done
so
one
of
the
things
that
we
had
requested
for
the
signage
to
be
clear
and
up
to
date
now
I'm
sure
it
was
discussed
and
I'm
sure
you
all
have
noticed.
J
The
big
sign
over
the
customer
service
area
was
moving
super
fast.
You
couldn't
read
it
and
they
slowed
it
down
and
it
was
still
going
faster
than
some
people
could
read
it
and
me
and
Lane.
Somebody
who
works
with
me
went
out
and
it's
moving
at
a
pace
where
I
feel
like
it's
slow
enough
for
everybody
to
read
it
there's
a
small
pause
and
then
it
goes
on.
So
that
was
really
helpful.
J
We
have
been
concerned
about
the
time
and
how
it
doesn't
line
up
with
the
times
that
are
at
the
transit
center
and
Over
The
Bays,
where
it
says
that
much
time
just
today
we
noticed
a
time
being
well.
Either
the
bus
came
before
we
got
there
or
it
didn't
come
at
all.
But
when
we
got
there
it
showed
that
the
bus
was
three
minutes
from
arriving
and
then
after
I
don't
know
two
minutes
past
the
zero.
Then
it
just
showed
the
next
bus.
J
So,
like
I,
said
I'm
not
privy
to
the
information
if
it
did
come
before
us,
but
I
think
that
that's
problematic
and
from
what
I,
understood
and
I
could
be
mistaken,
and
please
Amber
Catherine
encourage
me
and
was
that
the
times
can
be
linked
to
the
specific
buses
based
on
the
swiftly
app
being
turned
on
by
the
bus
drivers,
and
you
know
I
think.
Obviously,
everybody's
concern
would
be
like
somebody's
waiting
for
a
bus
that
already
came
by
so
we
would
Advocate.
We
are
advocating
for
those
signs
really
forever.
J
You
know
City
and
the
management
staff
to
work
together
to
try
to
get
those
drivers
to
get
to
swiftly
app
open
or
fix.
Whatever
is
going
on
with
those.
A
G
G
So,
if
you
let
us
know
we
can,
we
can
work
on
it
and
actually
Catherine
can
work
with
swiftly
and
lashon
to
kind
of
even
Replay
that
that.
J
So
one
of
the
things
that
we
requested,
another
thing
that
we
requested
was
that
Digital
Science
above
the
Bays.
Oh
that's
what
we're
talking
about,
but
when
we're
talking
about
signs
on
the
buses
today
we
heard
from
somebody
and
the
bus
wasn't
correct,
she's
new
to
the
area,
so
she
got
on
the
wrong
bus.
I
didn't
ask
her
what
day
or
you
know
time
so,
I
apologize
for
that.
But
today
we
saw
a
bus
coming
in
and
like
where
it's
supposed
to
say
up
above
the
digital
sign.
J
You
know
whatever
boss.
It
said
it
said,
input
correct
code,
wrong
code
and
when
you
looked
at
the
back
of
it
it
said
wrong
code.
So
people
would
just
have
to
try
to
figure
out
what
you
know
based
on
what
bay
it
is
and
talking
to
the
driver.
What
bus
it
was
so
and
I'm
sure
that
that's
like
a
one-off
thing,
but
it
also
you
know,
complicates
it.
We
talked
to
like
three
new
writers.
J
So,
if
we're
gaining
new
writers,
it's
like
important.
You
know
for
everybody
to
have
all
the
information
but
especially
like
if
you're
new-
and
you
don't
know
where
you're
going
or
where
you're
supposed
to
be
a
sign
like
that,
would
be
really
complicated
for
you.
Do
we
know
what
bus
number
that
was
on
the
side?
I
wouldn't
know,
because
it
just
said
that
and
it
was
as
we
were,
leaving
no.
J
And
another
thing
that
we
were
requesting
was
to
repair
the
announcements
on
the
buses
for
them
to
be
accurate
and
to
be
reinstated
on
all
buses
and
in
talking
to
the
city.
This
is
kind
of
a
big
bigger
project
and
we
would
have
assumed-
and
so
they
are
going
through
with
the
management
company
and
going
through
each
of
the
individual
buses
and
it's
kind
of
like
looking
at
each
of
the
buses.
What
the
recordings
are,
how
it's
not
working
or
whatever,
but
we're
really
pleased
to
know
that
they're
working
on
it.
J
We
had
asked
for
maps
on
all
of
the
buses
so
that
people
knew
where
they
were
going,
and
so
there
would
be
Clarity.
If
you
just
wanted
to
pick
it
up
and
look
at
it
and
they
had
used
buses,
they'd
use
maps
on
the
buses
before
and,
as
you
can
imagine,
it
was
a
big
mess.
And
so
what
we're
advocating
for
now
and
what
the
city
said,
they're
looking
into,
is
having
one
system-wide
map
on
the
bus
and
it
would
be
laminated.
J
J
You
know
derive
through
the
stops,
see
which
ones
have
what
and
see
which
ones
are
needing
some
help
and,
of
course,
I
have
no
room
to
ask
Transit
committee
to
do
anything,
but
I
know
that
it
would
be
helpful
to
City
staff
if
anybody
did
have
the
time
to
go
out
on
those
any
of
the
routes
really
and
see
what
what
stops
are
needing.
What
kind
of
signage
and
the
last
is
this?
J
The
last
thing,
the
last
thing
that
we
were
advocating
for
was
rule
communication
like
specific
for
writers
and
it
be
somewhere
where
it's
easy
to
be
seen.
So,
if
I
get
kicked
off
a
bus,
I
know
that
there's
a
rule
in
place
that
says
what
I
shouldn't
have
done.
J
You
know,
there's
the
major
things
right,
no
guns,
you
know
no
drugs
and
that'll
make
sense,
but
there's
a
myriad
of
reasons
why
people
get
kicked
off
of
various
buses
for
various
reasons
and
from
what
we've
heard
it's
very
inconsistent,
and
so
what
we're
hoping
for
is
to
have
a
list
to
that
writers
can
see
easily.
These
are
the
things
that
will
get.
You
kicked
off
the
bus
and
for
those
to
be
Universal
and
for
all
the
bus
drivers
to
adhere
to
them.
J
So
we're
hoping
that
we
have
your
support
on
that
as
well,
and
that's
kind
of
the
update.
If
anybody
has
any
questions
about
the
things
that
we're
working
on
or
anything,
you
know
I'm
here.
J
A
Not
like
I
come
to
y'all
beatings
and
just
about
what
y'all
say:
I
take
it
to
heart.
As
far
as
what
y'all
advocating
I'll
make
sure
your
voices
are
heard
and
that's
what
I
like
to
hear
is
when
you
come
to
our
meetings-
and
you
know,
you
know,
represent
yourself
but
be.
B
J
Appreciate
it
and
I
appreciate
you
and
LaShawn
talking
together,
so
you
know,
LaShawn
gets
an
idea
of
what
we're
doing
here
and
what
we're
hearing
from
the
writers
and
I
I
don't
know
if
there's
any
more
questions,
but
I
do
want
to
thank
the
transit
committee,
City
staff
and
the
management
company
for
all
of
our
work.
That
really
feels
like
together,
we're
making
the
you
know:
buses
better.
A
Right
and
it's
just
like
the
signage,
you
said
it
was
going
too
fast.
I
was
up
there
going
too
fast
for
me,
so
I
immediately
got
with
lashon
Michonne
got
with
Catherine
and
Catherine
got
with
me
great,
so
yeah
yeah.
J
B
G
Well,
as
lashon
and
ritb
Deb
and
the
city
staff
who
worked
together
collaboratively
on
the
Rosa
Parks
day
and
Transit
Equity
day
and
I
really
appreciate
it,
I
don't
know.
If
any
of
you
all
wrote
that
day
it
was
that
Saturday,
the
4th
and
there
was
a
seat,
a
seat
held
with
a
rose
in
honor
of
Rosa
Parks,
as
well
as
Transit
Equity
day,
just
to
get
the
word
out
on
out
on
on
that.
G
G
G
J
Great,
thank
you
so
much
for
giving
me
this
time
and
I'll
be
watching.
You
take
care.
A
All
right,
thank
you
and
Joe.
You
had
a
question
earlier,
I
mean
Amber
just
went
over
it.
Do
you
hear
me
Joe.
I
A
I
feel
educated
you're
more
than
welcome
Jeff,
okay
Transit
member
updates
and
writer
experience.
A
If
no
one
else
has
anything.
I
would
like
to
give
a
shout
out
to
two
of
the
drivers,
Crystal
and
Phillip,
and
then
the
I
had
a
quite
an
experience
with
a
sign
that
was
on
the
bus,
promoting
the
use
of
drugs
and
I
I
really
couldn't
get
over
that
and
none
of
the
drivers
knew
it
was
on
there
and
then
once
they
saw
it.
You
know
it
was
just
a
controversial
thing
and
I
I'm,
not
sure,
but
I
think
the
signs
were
taken
off
the
bus.
A
You
but
like
I
said
it
was
those
were
some
I
didn't
believe.
Sign
was
up
there,
but
I'm
glad
I
brought
it
to
their
staff's
attention,
and
let
me
see
what
else
do
I
have
I'd
say
the
regular
meetings
we're
working
on
that
for
us
any
events
that
happened
in
Asheville
drivers
update,
yes,
I,
like
the
I,
was
up
at
the
transit
and
announcer
said
that
we're
having
a
loading,
goat
and
I'm
saying
wow.
What
is
that
I
thought?
That
was
amazing.
A
It's
like
when
the
buses
are
when
I
was
what
explained
to
me.
It
was
the
buses
are
necessarily
behind
and
if
I'm
wrong
on
this
somebody
correct
me
in
order
to
catch
up
their
route
time,
they
instruct
the
people
the
passengers
to.
J
A
The
load
dot
at
that
S1,
S2
or
whatever
it
is,
and
the
driver
is
going
to
load.
Let
everybody
off
the
bus.
It
needs
to
be
get
off
the
bus
and
after
that,
he's
loading
up
the
people
that
need
to
get
on
that
bus
and
he's
leaving
out
of
that
slot
and
going
on
his
way.
So
to
my
understanding
is
that
it
was
John.
C
Yes,
when
they're
running
late,
if
they've
been
late
coming
into
the
station,
they'll
announce
a
little
their
route
number
and
their
load
and
go.
A
Okay,
thank
you,
and
the
next
thing
is
did
we
did
we
get
some
new
buses
on
the
14th,
as
stated.
G
14Th
and
I
can
talk
about
it
now.
I
can
also
talk
about
it.
The
update
this
these
are
for
gillig
buses
that
were
approved
by
city
council
and
they're,
actually
replacing
the
four
vicinity,
buses
that
were
under
purchase
order
from
2019.
G
we,
the
city,
a
city
attorney,
as
well
as
finance
department
in
the
transit
division,
Transportation
decided
to
part
ways
with
the
vendor
for
the
vicinity,
buses
and
cancel
the
PO.
So
this
is
to
replace
those
four
vehicles
that
we
were
to
receive
from
vicinity.
G
Yeah
they'll
be
there,
we
have
the
purchase
order
and
they
will
be
online.
We
were
told
good
news
that
they'll
actually
be
on
the
production
line
by
the
end
of
23..
So
so
that's
that's
good
news,
because
at
first
we
thought
it.
E
Sure
I'm
not
sure
if
this
is
the
right
time,
but
I
wanted
to
ask
for
an
agenda
item
for
a
future
meeting.
Is
this
the
time
to
do
that
or
is
it
some
other
time
during
our
meeting.
E
Here's
the
thing
we
just
got
through
talking
about
how
we
wanted
to
be
involved
in
the
scope
right,
here's
the
suggestion.
Why
don't?
We
have
a
an
agenda
item
that
says
what
of
this
group
would
like
to
include
any
explicit
items
in
the
scope
and
make
that
a
recommendation
to
mmtc
so
that
before
this
becomes
a
contract,
we've
had
our
input
in
the
scope.
E
G
We
can
discuss
it
for
our
meetings
and
we
can
reach
out
and
ask
for
a
little
bit
more
information.
G
A
I
say
it's
good,
like
I
said:
everybody's
opinion
is
valuable,
and
that
gives
us
something
else
to
discuss.
It
sounds
good
with
me
Bill
excellent,
thank
you
and
I
believe
in
learning.
You
know
and
that'll
give
me
something
to
think
about,
and
we
can
just
discuss
that.
So
that
sounds
good.
A
H
A
Any
other
discussions
on
ridership
and,
if
not
departmental,
updates,
I.
D
Yeah,
this
is
going
back
to
what
amber
stated
so
just
to
clarify
so
the
buses
that
we
that
the
city
ordered
a
couple
years
ago
have
been
waiting
on
that
they
kept
saying.
Oh
they've
been
moved
from
here
to
here
to
here,
so
that
is
just
done
and
we're
starting
all
over
again
and
hopefully,
by
the
end
of
the
year,
we'll
have
something
or
they'll
hopefully
be
in
production
by
the
end
of
the
year.
G
They'll
be
in
production
by
the
end
of
the
year,
and
this
was
just
we
have
had
consistent
issues
and
we
were
informed
by
the
at
the
end
of
December
that
they
had
to
they're
they're
in
a
Florida
facility.
They
were
just
working
on
small
logistical
issues,
they
indicated,
and
these
are
just
standard.
These
are
standard
diesel
buses.
It's
not
like
it's
a
tough
mechanical
like
it's.
This
shouldn't
be
that
hard
that
they
had
logistical
issues.
G
G
Right,
no,
no!
No!
This
vicinity,
no
it!
Oh!
No!
No!
That's
not.
Gillig
gillig
is
the
one
that
we
just
did.
The
new
purchase
order.
D
D
D
G
Not
operate
like
that,
and
this
this
was
with
the
vicinity.
Buses.
C
B
A
There
any
staffing
updates
how
the
bus
drivers
situation
coming
along.
C
A
Ask
a
question:
are
there
CO2
we
ones
running?
Yes,
it's
three
yeah
good
good,
good,
Joseph.
I
Yeah
LaShawn
this
Joe
Chesler.
What's
the
optimal
number
of
drivers
that
you
generally
look
to
have.
C
C
A
Okay,
Amber.
G
I
would
just
like
to
notify
you
all
of
a
staffing
change.
Effective
February,
20th,
Amy
tessner
is
no
longer
with
our
Transit
Department.
She
went
to
go
work
in
the
human
resources
department
and
we're
sad
to
see
her
go
and
wish
wish
her
the
best
of
luck
and
would
like
to
recognize
her
for
her
contributions
to
our
department,
as
well
as
her
assistance
to
this
committee.
She
was
our
grants
analyst
and
we
are
assessing
the
position
and
responsibilities
so.
C
G
Can
move
forward
with
filling
the
position
and
finding
a
viable
option
for
