presentation

the
scope
of
work
framework
was
also
provided
at
the
planning
and
economic
development
committee

April
10th,
and
we
also,
we

gave
a
presentation

the
same
presentation
you
all
saw

scope

framework

April
14th
I
just
want
to
provide
some
of
the
input
that
we
have
received
so
far
and
we're
seeing
that
stakeholder
must-haves
include
a
focus
on
public
engagement,
the
need
for
a
dynamic
consultant
team,
the
need
to
analyze
current
model
of
Service
delivery
and
consideration
of
all
forms
of
Service
delivery
and
then
recommendations.

Stakeholders
want
to
see
a
detailed
scenario.
Analysis
and
financial
resources
are
key
to
implementing
the
plan
and
they
want
the
plan
and
scope
to
look
at
potential
development,
zoning
roles
and
incentives
to
support
Transit
additional
must-haves.
That
stakeholders
would
like
to
see
they'd
like
the
scope
to
address
Equitable
access
connecting
our
residents
of
the
city
and
county
to
jobs,
Workforce
Health,
Care
and
housing.

lastly,
we've
been
provided
input
that
some
of
the
must-haves
should
include
the
focus
and
emphasis
on
education
connections
which
give
those
in
our
lower
income
areas,
access
to
education,
looking
at
Food
security
and
providing
access
to
supermarkets
and
other
stores
for
those
that
rely
on
transit.

need
to
take
into
account
our
aging
demographic
and
look
at
the
population
growth,
growth
of
the
Aging
demographic
in
our
community
and,
lastly,
funding
scenarios
and
costs.
Folks
would
like
to
look
at
all
of
the
revenue
options
and
what
could
be
done
with
new
funding
sources
and
what
can
be
done
if
there
is
not
new
funding.

to
go
over

of
our
next
steps,
we're
continuing
to
gather
input
on
the
scope.
There
is
the
mountain,
Mobility
Community
Transportation
Advisory
board
that
we
will
be
giving
a
presentation
on
May
4th
and
then
there's
the
sustainability
advisory
committee
on
energy
and
the
environment.
It's
a
sitting
committee
and
we
will
be
providing
a
presentation
on
the
scope
framework
on
May
17th.

staff
get
together
and
formulate
next
steps

incorporate
revisions
and
input
that
we've
received
to
our
scope

detail

we

a

the
bus
on
each
of

so

simple

with
our

QR
code

the

drivers
that
I've
written
on
recently
I'm
really
I'm,
really
amazed
at
how
convenient
it
is
to
get
from

from
West
Asheville
into
downtown
without
taking
the
car,
and
it's
just
a
great
off
a
great
opportunity.
I
hope
many
of
you
will
continue
to
take
advantage
of.

I
did
want

ask

on
driver
recruitment.
How
are
we
doing
on
the
driver.

I'll,
take
that
I'll
take
that
one
driver
recruitment
has
been
a
battle.
I'll
tell
you
where
we
currently
are.
We
currently
have
I
believe
eight
people
in
training
well,
two
of
them
in
classroom
and
the
restroom
behind
the
wheel
training
we
are
not
in
the
past.
Up
until
a
year
ago,
we
were
able
to
hire
people
who
had
CDLs
they're,
not
out
there
anymore.

So
that's
kind
of
what
we're
doing
we've.
We
had
a
real
dry
spill
there
for
about
eight
weeks
it
kind
of
opened
up
about
a
couple
weeks
ago.
We've
got
eight
in
training
they'll.
You
know
they're
going
through
the
pipe
it'll
be
for
four
weeks
or
so
before
we
get
some
of
those
on
the
road
so
recruitment.
You
know
we
we
just
negotiated
a
new
ATU
contract
and
the
starting
wage
went
up
a
little
bit.
The
funding
that
the
city
gave
mid-year
last
year,
helped
with
the
starting
wages.
E
We
have
a
very
good
benefit
package
for
the
drivers
when
you
look
at
the
scope
of
things,
but
the
competition's
tough
it
is.
It
is
also
a
small
pool
of
people
to
to
bring
in
I
have
been
in
Fairfax
Connector
down
with
Colorado
California,
where
you
had
millions
of
people
to
draw
from
in
a
region
that
was
within
an
hour
drive
distance
to
work
in
our
region.

As
you
all
know,
we
have
about
240
000
people
to
pick
from
within
an
hour
drive
to
to
Asheville,
so
it
really
limits
the
availability
of
the
numbers
of
people
who
may
come
into
this
this
a
career,
but
one
of
the
things
that
I
have
seen
at
other
operations
is
when
you
are
training
people
from
scratch
for
a
CDL.
E
You
end
up
with
a
pretty
good,
loyal
group
of
people
who
come
into
the
career
they
like
it
or
they
don't
like
it.
If
they
like
it,
they
hang
into
that
career
and
you're,
always
going
to
have
a
turnover
of
people
getting
a
CDL
that
that
just
got
it
so
they
can
drive
a
sand
truck
or
or
do
that
kind
of
thing,
but
but
the
majority
of
people
that
come
in
and
get
their
CDL
with
us
they're
going
to
stick
with
us
for
a
long
while
and
that's
a
good
thing.

That's
been
dealing
with
Doc
crew
workers
for
the
last
10
years
and
teach
him
how
to
deal
with
people
and,
as
you
all
know,
people
skills
are
important,
doing
bus
driving
in
transit,
so
that's
kind
of
where
we
are
with
with
the
drivers.
At
this
point,
staff
wise
on
maintenance
staff
were
fully
staffed.
Utility
is
fully
staffed.

We
can't
really
move
we've.
We've
got
a
couple
of
supervisor
a
couple
dispatch
positions
that
we
can't
do
anything
with,
because
we
want
to
hire
from
the
driver
ranks,
but
until
we
fill
those
driver
ranks,
we
really
can't
backfill
those
positions.
That's
that's
where
we
are
with
Staffing
and
hiring.

departmental
updates,
none
back
to
you
very
monthly
rap
Dev
reports,
update
complaint
process,
there's
a
bunch
of
interest
in
that
and
the
complaint
process.
So
could
you
briefly
give
us
something.

I

little
bit
here
the
complete
process.
We
we
are
to
investigate
and
return
response
on
complaints
within
I
believe
it's
a
five
five
day
period.
Our
objective
is
to
do
it
quicker,
but
quite
honestly,
if
you
have
a
complaint
and
it's
Anonymous
and
you
don't
get
all
the
information,
it's
really
hard
to
nail
down
the
complaint,
so
that
takes
a
little
bit
of
back
and
forth.

We
do
have
some
video
is
it,
but
the
only
audio
we
have
will
be
at
the
transit
counter.
So,
depending
on
what
the
complaint
is.
Our
whole
objective
is
to
try
and
get
it
figured
out
figure
out
who
the
driver
was
and
get
a
response
from.
The
driver
perhaps
get
a
response
from
a
supervisor
if
they
were
involved,
having
to
deal
with
the
situation
and
then
get
that
feedback
back
onto
the
Complaint
Form
and
into
the
complaint
system
and
updated.

Our
objective
is
to
get
it
done
as
quickly
as
possible,
but
if
the
driver's
off
duty
for
a
day
or
two
or
the
supervisor's
out
for
a
day
or
the
video
or
we've
got
a
you
know,
we've
got
to
pull
a
video,
get
it
recorded,
take
a
look
at
it
and
and
and
then
converse
with
the
driver,
supervisor
and
or
the
person
who
filed
the
complaint.
Those
things
take
a
little
bit
of
time,
but
our
objective
is
to
have
it
all
done
within
a
five-day
period.

like
to
ask
is
as
far
as
investigation
all
the
staff
do,
all
the
staff
have
the
authority
to
investigate
and
handle
complaints.

Well,
that
that
process
well
Tran
the

customer
service
can
a
lot
of
times
eliminate
a
question
right
there
at
the
transit
center,
a
supervisor
dispatcher
can
eliminate.
You
know,
answer
questions
and
resolve
whatever
is
going
on
right
there
at
the
transit
center.
If
we
need
to
send
the
supervisor
out,
they
can
sometimes
resolve
whatever
is
going
on
right
there,
but
the
resolution.

Those
things
LaShawn
and
myself
will
be
LaShawn
is
the
front
runner
on
that
and
because
of
the
Union
contract
with
drivers.
There's
a
process
you
have
to
go
through.
It
involves
engaging
the
union
to
be
a
part
of
that
process,
but
we
can
get
most
of
the
answers
in
that
five-day
period.
And.
If
that
stretches
out
to
where
the
Union's
involved
and
there's
a
problem
with
a
potential
for
disciplinary
action,
then
the
union
will
be
involved,
but
that's
beyond
the
five-day
situation.
They'll
deal
with
that.

Now
they
choose
to
be
represented
or
not
to
be
represented
and
that's
their
choice.
If
we
are
doing
an
investigation,
we
put
both
the
union
and
the
driver
on
notice
that
we're
doing
an
investigation,
and
then
the
driver
has
the
opportunity
either
to
be
represented
or
to
not
be
represented.
That's
called
a
Weingarten
rights
and
that's
up
to
them
individually.
They
sign
off
a
paper
that
they
do
or
do
not
want
representation.
Even
if
they
do
not
pay
dues,
they
can
request
representation
from
the
Union.
