to
reducing
the
occurrence
of

Fires
and

fire
injuries
through
prevention
and
protection,
education
and
whereas
the
2023
Fire,
Prevention,
Week
theme,
cooking
safety
starts
with
you.
Pay
attention
to
fire
prevention
effectively
serves
to
remind
us
to
stay,
alert
and
use
caution
when
cooking
to
reduce
the
risk
of
kitchen
fires.

support
the
Asheville
Fire
Department
this
year
locally.
We've
had
no
fire
deaths
within
the
city
of
Asheville,
so
we're
keeping
that
up.
It's
a
trend.
The
raising
trend
for
fire
deaths
is
50
and
older
right
now,
so
we're
trying
to
Target
that
as
well.
So

My
report
is
going
to
be
relatively
short
in
terms
of
time
this
evening.
I've
got
two
things
that
I
want
to
provide
an
update
on.
First,
the
cease
the
harm
update
in
Brenda
Mills,
a
director
of
our
equity
and
inclusion
department
will
be
providing
that
information.
You
know
this
is
an
initiative
that
was
requested
by
the
community
reparations
commission,
so
we'll
have
an
update
on
that
and
then
I've
got
some
some
light-hearted
kind
of
fun
things.

It's
really
good
to
see
you
tonight,
it's
good
to
be
with
you
a
few
key
takeaways
about
the
sister
harm
audit.
Is
that
just
a
reminder
that
the
commission
passed
the
immediate
recommendation
for
the
audit
to
be
conducted
to
assure
the
cessation
of
harms
to
African
Americans
in
the
city
of
Asheville
and
Buncombe
County?
E
The
city
council
authorized
City
staff
to
develop
a
scope
of
work
for
this
audit
and
to
conduct
a
competitive
process
to
select
a
third
party
vendor
in
response
to
the
community
reparations
commission's
immediate
recommendation
and
that
the
audit
process
kicked
off
in
August.
We're
excited
to
say
for
both
the
city
of
Asheville
and
Buncombe
County,
all
righty.

So
the
the
community
reparations
commission,
like
I,
said
passed
that
immediate
recommendation,
December
5th
of
2022,
requesting
an
official
audit
of
both
our
city
and
our
County
internal
process
to
include
the
compliance
of
federal
and
state
laws,
regulatory
bodies,
codes
of
conduct,
court
orders
and
consent.
Decrees.
The
intent
of
the
CRC
is
for
the
city
and
county
to
select
a
third
independent
third
party
firm
to
conduct
the
audit
per
the
immediate
recommendation.

The
scope
of
the
word
was
approved
by
you
for
us
to
work
on
that,
alongside
the
county
to
to
put
in
an
RFP
for
the
the
third
party
vendor
City
County
staff
and
four
members
of
the
community
reparations
commission,
completed
the
scope
of
work
and
issued
an
RFP
for
qualified
firms
to
conduct
the
audit.
I
would
say
we
were
a
little
nervous
about
this,
because
we
weren't
sure
we
had
did
not
find
anyone
across
the
country
who
had
done
this.

You
know
Asheville
always
has
to
be
first,
but
we
had
seven
vendors
show
up
for
that.
That
were
interested
and
we
were
proud
to
say
that
Buncombe
County
led
the
Contracting
process,
with
the
selected
firm
for
the
audit
and
through
an
interlocal
agreement,
which
you
approved.
July
25th
city
of
Asheville
will
share
equally
the
cost
of
the
audit
up
to
the
total
amount
of
174
375
dollars
and
the
selective
Ernest
Carter
Development
Group.

The
firm
is
looking
at
seven
areas
to
include
the
five
impact
Focus
areas:
criminal
justice,
Economic,
Development,
Education,
Health
and
Wellness,
and
housing
and
additional
areas
of
focus
include
internal
Workforce
or
human
resources,
and
the
equity
Department
operations
and
I
think
I
overlooked,
putting
legal
in
there
as
well.
The
data
mattress
requests
were
completed
and
provided
to
the
firm
yesterday,
so
we
are
on
track.

I
believe
that's
it
for
me.
So
just
want
to
reiterate
our
key
takeaways
that
we
did.
The
commission
did
pass
an
immediate
recommendation
for
the
audit
to
ensure
a
secession
of
harms
to
African
Americans
in
the
city
of
Asheville
and
Buncombe.
County
city
council
authorized
us
to
develop
a
scope
of
work
for
the
official
audit.
The
conductor
prevent
competitive
process
to
select
the
vendor
in
response
to
the
recommendation
and
that
the
audit
process
kicked
off
in
August,
both
the
city
of
Asheville
and
Buncombe,
County
and
I.

So
I
was
watching
I
guess
it
was
the
August
meeting
when
Carter
development
came
to
present
and
it
seemed
like
their
presentation
was
cut
short
I'm
wondering
first
of
all,
will
they
be
coming
back
to
complete
that
and
if
they
don't
will
they
can
they
give
us
a
direct
presentation?
What
are
your
thoughts
on
that.

then,
secondly,
and
as
you
are
aware,
at
least
over
the
course
of
my
tenure
on
Council,
there
has
been
a
group
of
black
women
who
work
in
the
city,
who
has
repeatedly
expressed
frustration
about
what
they
say
is
an
inability
to
be
promoted
or
a
disparity
in
salaries.
I'm
wondering
if
Carter
is
aware
of
this
thought
process,
because
my
understanding
is
one
of
the
reasons
that
the
commission
requested.
The
audit
was
to
deal
with
that
issue
and
if
they
are
aware,
what
is
their
plan
to
gather
that
data.

So
several
things
are
going
to
happen,
so
we're
really
excited
about
that.
We've
got
the
data
Matrix
in
a
head
of
giving
it
to
our
full
staff
team.
So
myself,
assistant,
city
manager,
Rachel
Wood,
our
city
manager,
Deborah,
Campbell
and
the
county
looked
over
what
they
were
asking
for
in
each
of
those
seven
areas
that
we
talked
about
I
added
some
detail
under
the
human
resources
information
that
gets
it.

They
were
going
to
already
do
it,
but
I
just
wanted
to
make
sure
it
was
listed
around
demographics
race,
things
of
that
nature,
because
we're
looking
at
African
Americans.
So
when
you
look
at
African-Americans,
you
can't
Overlook
females
if
you're
not
specifically
looking
at
gender.
So
they
understand
that
and
then
I
think
you
heard
about
reptilis
working
with
HR
reptilis
is
working
with
our
third
party
auditor
Carter
group,
so
that
we
don't
have
to
share
different
same
information
with
different
companies
they're
working
together.
So
you.

be
currently
what
we're
doing
is
we've
just
provided
it
to
them
yesterday,
I
believe
the
county
has
a
couple
more
days
for
theirs
and
then
they've
got
to
go
through
it
to
make
sure
we've,
given
them
everything
that
they
need.

Council
would
like
to
see
that
we
can,
we
can
make
that
available
and.

In
a
curiosity,
based
on
that
question,
I
heard
some
curiosity
around
the
disparity
study
and
how
the
disparity
study
will
fit
into
this,
and
it
made
me
wonder
if
we
might
be
ready
to
talk
about
like
what
kind
of
Staff
support.
Does
it
look
like
to
ensure
minority
and
women
owned
business
contractors
are
able
to
apply
for
our
contracts?

What
are
we
doing
to
get
to
action
and
change
in
our
disparity
with
Contracting,
and
it
seems
like
because
it's
not
named
in
here
that
it's
being
left
out,
so
maybe
we
could
just
speak
a
little
bit
about
how
it's
connected
and
how
this
can
help
to
energize
our
work
to
address
disparities
in
our
Contracting.
So.

One
of
the
Departments
that'll
be
lifting
up
information
in
one
of
those
five
purpose
areas,
because
we're
talking
about
economic
development
is
community
and
economic
development,
so
they
are
providing
the
disparity
study
to
providing
all
the
information
around
that
information
about
the
program,
how
it
works.
How
and
then
we'll
do
hiring
through
HR
other
than
that
I'm,
not
quite
until
we
get
recommendations
back
and
we're
also
getting
recommendations
from
the
disparity
study
company.
That's
doing
the
disparity
study,
so
you
will
have
those
recommendations
as
well.

One
of
one
of
the
good
things
and
I
I
would
love
to
take
credit
for
me
being
able
to
have
all
of
these
things
happening
at
the
same
time,
but
it
just
is
happening
at
the
same
time.
With
the
raftelus
assessment,
the
disparity
study
will
be
getting
results
back
as
well
as
the
cease.
The
harm
audit
are
all
coming
together.
Their
the
information
is
being
leveraged,
we've
got
three
Consultants,
but
they
are
working
together
and
and
will
not
be
in
in
silos,
so
we'll
be
sharing
the
information
and
the
findings
from
from
those
efforts.

also
want

say
the
disparity
study
will
also
talk
to
you
about
your
market
area.
It
will
also
talk
to
you
about
the
availability
of
firms,
so
I
think
we
all
know
that
one
of
the
big
things
that
I
was
doing
is
economic
development.

my
six
jobs
is
that
we
have
got
to
work
to
build
capacity
of
businesses
and
those
businesses
that
would
like
to
do
business
with
the
city.

that
we
will

say
that

has
been

legacy

will

designated
and
recorded
in
perpetuity.

significant
amount
of
landscaping

edges

the
parcel,
as
well

the
configuration

the
parking
lot.

recommend
that

particularly

urban
Corridor,

quote
from
the

the
comprehensive
plan,
it's
a
Workhorse
Street
for
transportation,
commercial
activity.
We
feel
that
it's
partially
consistent
with
the
residential
neighborhood
this
this
is
where
we
worked
with
the
applicant
to
come
up
with
a
condition
that
limited
the
uses
to
the
existing
residential
uses
and
only
for
parking
serving
those
front
two
Park
Parcels.
So
it
wouldn't
be
an
independent
parking
lot.
It
wouldn't
be
an
independent
commercial
use
in
the
future.

parking
being
able
to

the
flexibility
we
look
for
sometimes

enhances
parking

strategies

phases

style

long
as
they
received
approval
by
the
designer

the
projects

and
Zoning
commission

not
deviate
substantially
from
what's
being
proposed
in
this
master
plan.
They
would
not
necessarily
have
to
return
to
city
council
for
any
additional
approvals.

have

last
meeting.
The
only
change
being
to
the
affordable
housing
units
which
are
now
proposed
to
have
half
of
all
affordable
housing
units
be
reserved

housing,

vouchers,
and
then
this
slide
I'll
spend
a
little
more
time
on
talks
through
those
new
conditions
that
are
being
that
the
developer
and
applicant
have
agreed
to
and
have
now
been
incorporated
into,
the
new
project
conditions
document.

there's
been
some
discussion
today
and
advice
from
the
city's
attorney
that
this
is
one
that
we
should
strike
and
are
proposing
to
strike
from
the
project
conditions
due
to
the
nature
of
the
proposal.
Since
the
project
is
not

level
two
Hotel
project,
that's
not
able
to
take
advantage
of
the
public
benefits
table
like
smaller
Hotel
projects
are
having
this
language
in
here
can
be
problematic.
It's
also
probably
unnecessary
because
it
seems
to
imply
that
there'd
be
a
opt-out
for
a
project
providing
affordable
housing
if
they
paid
this
contribution.

way

hedge,

bets

lack

it

be
problematic

that
it

and
interest
in

the
last

point
to
this

we
met
with
the
East
End
Community
and
we
asked
them
for
comments.

them
a
written
document
on
what

willing
to

never
go
downtown

tourists,

love

live
downtown,

can't
find
parking.

can't
do

can't
afford
it,

those
all
went

elements

that

said,
this
is
not
new.
This

cities

doing
all
over
the
country.
Bring
people
together,
I
know
it's
real.
It's
a
really
hard
concept.

help

traffic

quality

Asheville

high
density

the
transit
nodes

outskirts

downtown

people

coming
anyways

the
surface
and
into
the
garages.

they
can
walk

So
we've
just
tried
to
develop
and
create
and
follow.

planning

with
amazing
partners

want

do

have

lot

history

lost,

understand

were
carefully
debated
and

the

of
our
deacons,
which
means
I
get
a
lot
of
phone
calls.

messages

our
members

I
was
personally
thinking
about
this
project.
For
myself
for
my
family,
for
my
church,
I
want
to
share
a
few
of
the
things
that
stood
out
for
me,
some
of
which
you've
already
heard
this
evening.
One
housing
I
used
to
serve
on
the
Board
of
Health
and
Human
Services,
Buncombe
County,
and
all
we
talked
about
were
the
challenges
that
our
community
members
face
related
to
social
determinants
of
Health,
affordable
housing,
affordable
child
care
just
being
able
to
live
and
thrive
in
this
community.

housing
matters
to
me
and
seeing
that
housing
come
up
and
around
our
church
and
in
downtown
I
think
could
be
incredible
for
our
downtown
Workforce.
The
other
thing
is
child
care.
It's
already
been
mentioned
this
evening.
Do
we
have
dreams
of
expanding
child
care?
We
absolutely
have
dreams
of
that
happening.

nervous
about
this

they

does
this
change
things
for

what
I
know
most
of
them
want

truly

downtown
community,
and
we
want

remain
the
downtown
church
that
we
have
been
many
downtown
churches
don't
stay
there
right.
Ours
has
very
intentionally
stayed
and
we
want
to
be
at
the
center
of
this
work,
so
this
project
brings
all
of
us
an
immense
hope.

2012

YMCA

there

day

haven't
seen
you
there

a
while,

the
board

of
the
YMCA

equity
committee

Y

Annette

comments

working
really
hard

Equity
committee

have
been
attending
anti-undoing
racism
seminars
and
are
opening
our
ears
to
all
of
the
voices
in.

teenager
at
Asheville
high
and
two

year
old,
twin
boys
and
I've
talked
to
many
young
black
men
in

community,
who
are
really
excited
from
some
great
new
gyms
in
the
YMCA,

you

better
way
to
inspire
teens
to
want
to
be
in
a
beautiful,
hip
new
facility
in
downtown
Asheville
I'm.
Really
here
today,
as
a
member
of
the
community
of
small
business
owners
in
Asheville
I
own,
a
company
called
Plum
print,
we're
located
on
South
French
Broad.

take
the
overwhelming
piles
of
artwork
that
your
children
create
and
we
turn
into
custom
coffee
table
books.
My
husband
also
Works
downtown.
He
is
the
owner
and
CEO
of
Citizen
vinyl,
the
record
pressing
in
the
former
Citizen
Times
Building
Together
We
employ
about
70
individuals
here
in
our
community,
and
while
we
try
to
pay
them
as
much
as
we
can
possibly
afford
in
our
businesses,
they
cannot
afford
to
live
downtown.

meeting

twice
at
John
and
Dee's
Mason,
my
next
door,
neighbor's
home
and
I.
Remember
when
you
asked
for
my
vote,
you
promised
to
do
all
you
could
to
increase
the
amount
of
affordable
housing

transportation
for
my
staff.

which
is,
is
really
what's
important
to

many

considering
being

a
little
afraid
to
stand
up
in
front
of
you

but

a
woman

downtown

both

Comic-Con
everything
downtown,

can't
afford
to
live
down
here
and
they
want

Y

bring

kids
up
at
the
Y.

is
Lisa
Brandon
I
grew
up
in
Asheville,
and
my
family
and
I
have
been
members
of
First
Baptist
Church
of
Asheville.
For
the
past
12
years
we
have
found
a
home
there
among
people
who
are
willing
to
tackle
tough
issues
facing
our
community
and
Society
in
a
way
that
brings
meaningful
change.

Your
yes
vote
for
project
Aspire
sits
in
motion
an
opportunity
for
hundreds
of
other
families
to
find
a
literal
home,
a
literal
home
in
a
neighborhood
with
the
foundational
values
of
justice
and
equity
in
2021
and
2022
I
served
the
congregation
at
fbca
as
a
deacon
chair.
The
timing
of
this
service
coincided
with
bringing
several
years
of
work
of
a
relatively
small
working
group
at
the
time
reimagining
our
campus,
bringing
that
message
to
our
wider
congregation.
As
the
concept
was
introduced
and
over
the
course
of
several
months
we
worried
together,
we
dreamed
together.

We
wanted
more
details
than
were
feasible
at
that
stage
of
the
project
and
we
debated
together
the
merits
all
of
this
ultimately
leading
to
a
vote
in
May
of
2022.
That
would
determine
whether
or
not
the
church
would
take
the
next
steps
to
pursue
this
Vision.
The
congregation
understanding,
the
importance
of
the
project
and
despite
the
many
unknowns,
voted
strongly
in
favor
of
the
project.
As
soon
as
the
internal
green
light
was
given
our
church,
the
Y
and
the
Furman
company
started
down
a
path
of
the
city's
formal
review
process.

care

that
you
and
the
staff
have
brought
to
this
process.
Parallel
to
these
efforts
were
community
outreach
initiatives
because
we
wanted
to
be
intentional
about
engaging
our
neighbors
very
early
in
the
process.
One
of

first
calls
in
June
of
2022
was
to
Renee
White
a
well-known
leader
in
the
Eastern
Valley
Street
neighborhood,
and
a
meeting
was
scheduled
that
included
myself.

would
offer
that
growth
is
coming
to
this
community,
whether
we're
ready
or
not,
and
it
is
in
our
Collective
best
interest
to
take
a
step
towards
building
a
new
model
of
what
a
mixed-use
development
can
look
like,
because
growth
is
coming
with

opportunity
to
grow
strong
relationships
with
our
neighbors.
As
we
take
these
steps,
this
project
takes
an
underutilized
area
of
downtown.

I
do
understand
that
growth

skylighting
changes
are
difficult

adjust
to
and
handle

believe.

been
identified

this
land
use

plan

densification
that
creates
healthy
services

spoken
with
out
before

I
think
that's
why
it's
important
I've
been
coming
in
and
out
of
the
church
building
for
about
15
years
because
of
my
involvement
with
Buncombe
County
Girl
Scouts
as
a
troop
leader
because
of
that
relationship

dedicate
their
dedication
to
community
outreach.
I've
been
familiar
with
the
congregation
and
their
values
for
some
time
about
eight
years
ago,
I
got
a
call
about
a
new
Community
Partnership,
starting
between
the
charter
school
that
my
children
attend
and
after
the
academy
for
the
Arts
that's
run
out
of
the
church.

I
did
not
know
at
the
time
that
that
phone
call
would
be
life-changing
for
myself
and
for
my
family,
all
three
of
my
children
enrolled
in
lessons
and
including
myself
with
expert
teachers,
some
of
whom
were
Church
staff
a
few
months
into
music
lessons.
My
oldest
daughter
also
joined
the
Asheville
youth
choir
and
made
immediate
friendships
there
and
because
of
her
a
desire
to
form
relationships
and
always
looking
for
another
adventure.

children
have
been
baptized
at
the
church.

son
is
now
a
youth
intern
with
the
mission
council
at
First
Baptist
for
his
senior
year
in
high
school.
Our
lives
have
been
changed
in
every
good
way
and
in
many

have
never
dreamed
of
because
of
this
church.

is
to
say
that,
because
of
the
church's
commitment
to
the
betterment
of
this
community
and
fully
embracing
the
community
of
Asheville,
the
lives
of
myself
and
my
children
will

better
forever.

diversity

is
to
be
the
safety
net

Western
North
Carolina's,
most
vulnerable
population,
including
marginalized
communities.

open

full-service
Health
Center

YMCA

primary
care
services

adults
and

services,
including

for

children,
Women's
Health,
Pharmacy
services
that
would
include
a
340b
in-house
Pharmacy.
That
means
two
dollar
prescriptions:
one
dollar
prescriptions

you
don't
have
any
money,
don't
pay
anything
so
also

include
transportation
to
and
from
appointments,
one-on-one,
health,
education,
Medicaid,
enrollment
assistance,
job
assistance
and
other
services

enabling

very
first

put

church

five

six
years

something

project

do
something
because
it's
becoming
dilapidated.

planning

something

Oak
Plaza

past

planner

to
them
about

buzzword
that
I
learned
called
a
parking
desert.
If
you
look

plan,
First
Baptist,

the
church
footprint
and
what
it
Plaza
most
of
it
is
parking.
Now,
it's
a
nice
parking
lot
with
lots
of
vegetation
trees,
but
I
would
call
it
a
parking
desert.
Deserts
are
not
natural
in
Western,
North
Carolina.
You
see
the
beautiful
paintings
we
have
here.

Desert
is
because,
on
Sunday
morning
we
have
a
full
parking
lot
Wednesday
for
our
prayer
meeting.
We
have
a
full
parking
lot,
otherwise,
well
weddings
and
funerals.
We
have
full
parking

it

a

desert.
Besides
spaces
for
our
staff
day
care
center
employees
it's
empty
and
we
need
to
do
something.
So
they
said
more

just
one
Oak

CEO

vest
and
I

part

very
first
meeting

we
contacted
First,
Baptist
Church
and
said
we'd
like
to
get
together
and
talk
about
property,

they
thought
we
were
going
to
talk
about
parking
and
as
you
as
you
can
see,
it
changed
dramatically
from
that
point
forward.
The
original
desire
of
the.
Why
was
the
need
to
replace
the
current
Antiquated
building,
which
was
built
in
1969.?
Now?

This
idea
has
become
so
much
more
for
so
many
people
and
I'm
really
excited
to
see
the
results
of
continuing
partnership
and
collaboration
between
First
Baptist
and
the
Y
farming
company
has
done
an
outstanding
job
listening
and
working
with

priorities
and
needs
of
both
parties.
During
the
process,
I've
spoken
with
over
200
people
concerning
this
project
to
get
feedback
benefits
of
project
aspire
to
me
mean
replacing
a
54
year
old.
Downtown
y
that'll
enable
us
to
offer
so
many
more
programs
for
children
and
people
of
all
ages.

also
adds
space
to
include
a
primary
care
provider.
Downtown,
as
Chantel
was
talking
about.
It
helps
create
a
healthier
downtown
addresses
some
of
Asheville's
most
urgent
needs
like
affordable
housing
and
Workforce
housing,

it
creates
a
transformational
East,
End
gateway
to
downtown,
includes
space
for
minority
and
women-owned
businesses.
Add
safe,
Green,
Space
and,
as
mentioned
before,
adds
a
much
larger
tax
revenue
base
for
the
city
on
what
is
currently
primarily
a
non-taxable
land
parcel

truly
believe.

comes
down

it,
it's
not
nothing
affordable
about

consolidate

Arts

was
wanted

friends

Faith
lines,
and
he
has
seen

man
he's
seen.

grow

many
different
phases
over

years.

representing

church,

never

better
partners
with
something

project

this

other
people
have
stated,
the
Partnerships
that
we

develop

will

that
everybody
will
feel

plan
and
is
compatible
with
the
future
land

designation,

one
of
the
leaders

designation

thinking
that
occurred

occurred.

same
Visionary.

we
build
density
in
the
city

it

lessen
some
of
the
sprawl

people

Unfavorable
density
is
better
for
the
environment.
The
safety
of
the
residents
encourages
residents
and
tourists
to
spend
money
in
town
and
makes
Asheville
a
more
interesting
place
to
live
and
visit.
A
development
of
this
scale
will
help
provide
much
needed.
Housing
stock,
affordable
and
market
rate
provide
much
needed,
Downtown
parking
and
inject
ever
important
money
into
the
tax
coffers.

don't
get
services
without
a
fee
and
so
Taxation
and
the
monies
that
the
city
collects,
as
you
know,
very
important
to
the
viability
of
the
city.
The
Aspire
project
will
provide
a
comprehensive
development.
Favorable
for
our
downtown
I,
understand,
fear
and
fear
usually
comes
from
the
unknown,
and
there
are
residents
that
have
lived
here
much
much
longer
than
I
in
fact,
I'm.
A
relatively
new
resident
of
Asheville,
but
I
love
this
city
so
far
and
I
think
fear
also
is
the
lack
of
understanding
of
opportunity.

opportunity
can
be
very
exciting
and
there
can
be
a
lot
of
benefits
that
come
from
opportunity
and
I
heard
many
of
them
expressed
from
the
board.

of
the
Y
and
I
do
think
that
that
is
very
important
to

a
good
development
for
all
the
residents
of
Asheville
and

brief

just
wanted
to
make
a
couple
comments
in
support
of
the
project
as
a
whole.
A
little
background
on
me
I'm
a
volunteer
with
the
YMCA
serving
on
the
downtown
advisory
committee,
I'm,
a
husband
I'm,
a
father
I'm,
a
financial
professional
who
works
in
downtown
Asheville,
previously
lived
in
downtown
Asheville
pre-pandemic
in
the
East
End
Village.
Specifically,
there
is
no
Silver
Bullet
to
the
to
the
challenges
that
we
face
as
a
community
you're.

All
very
well
aware
of
that.
But
I
think
this
project
helps
in
numerous
funds
to
numerous
runs,
to
take
steps
forward
to
solve
some
of
these
problems
and
and
diminish
their
effects
on
us.
I
think
two
that
come
to
mind
for
me
personally
are
affordable
housing.
We've
hashed
that
out.
Quite
specifically,
we've
all
felt
the
effects
of
inflation
increases
at
the
grocery
store.
The
gas
pump
stretch
thin
budgets
and
housing
has
risen
astronomically.
So
taking
steps
forward
to
alleviate
that
in
some
way
shape
or
form,
especially
from
work,
for
course,
housing.

Other
folks,
minority
groups
who
might
not
be
able
to
afford
housing
in
downtown
Asheville
I
think
is
a
wonderful
thing.
One
one
piece
that
hasn't
been
mentioned
yet
and
I
think
is
very
important-
is
the
well-being
of
our
teens
coming
out
of
the
pandemic?
I
think
there's
going
to
be
some
baggage
in
the
future.
Considering
we
had
social
withdrawal
effects
on
students
academically
and
these
kids
need
our
support.

you're
a
teenager
you're
such
a
such
a
sensitive
time
in
your
life
and
and
the
smallest
change,
it
can
have
a
dramatic
effect
on
the
trajectory
of
the
rest
of
your
life,
so
I
I'm
all
for
this
project,
primarily
to
support
our
teens,
because
we're
going
to
have
a
better,
more
efficient
infrastructure
in
programs
within
the
YMCA
to
support
our
teams,
give
them
mentorship
opportunity
and
allow
them
to
thrive
and
have
the
opportunities
that
I've
been
so
grateful
to
have
bestowed
in
my
life.

The

has
been
present

North
Carolina

130

only
now
through

Aspire
project
that
they're
going
to
be
making
this
Outreach
to
the
black
community.

stop
the
hotel.
What
we
are
asking
is
why

stories

project

go
forward
the
developer,
saying
he
needs

rooms

can
do
this
aspirational
project
of
Outreach
to
the
community,
providing
all
of
these
services
to
the
community
of
fighting
this,
providing
this
affordable
housing
and
you
intentionally
the
20
stories.

infrastructure
problems.
How
in
the

sandwich
are
y'all
going

stories

looming
over
the
East
End
Community,
and
while
we
have
talked

thrown
out
assurances

take
place
towards
our
kindnesses,
that
will
benefit
the
East
End
Community.
We
have
no
assurances
and,
as
Mr
Navarro
stated,
how
can
we
really
put
down
assurances?
How
can
we
really
assure
any
community
that
we
can
deliver
on
anything,
and
that
is
the
problem
with
this
project.
The.

In
the
details,
as
usual,
there's
always
verbiage
that
states
up
to
up
to
20
percent.
That
up
to
is
the
devil
right,
because
that
means
they
don't
have
to
meet
20
of
affordable
income,
affordable
housing.
That
means
they
don't
have
to
do
it.
We
have
Hunt
Hill
Place
as
a
prime
example
of
that
the
classic
bait
and
switch
we're
going
to
give
you
affordable
housing
we're
going
to
allow
people
for
marginalized
communities
to
live
in
these
places,
but
guess
what
we
couldn't
get
the
funding.

So
guess
what
we
can't
offer
that
20
we've
seen
it
time
and
time
and
time
again
when
I
listen
to
these
folks.
That
came
and
talked
about
having
to
travel

Hendersonville
to
work
here
because
they
couldn't
afford
here.
Those
were
all
white
faces
and
they
were
talking
about
their
white
children
not
being
able
to
come
back
to
Asheville
to
live
because
they
couldn't
afford
it.

You're
driving
them
out
aspires
Aspire
will
do
this.
That
20-story
building
will
do
this
I
admonish
you
to
please
take
into
consideration,
not
your
white
privilege
take
into
consideration
the
harm
that
you
will
actually
be
doing
to
a
black
community
who
has
already
been
harmed
to
the
hilt.
I.
Ask
you
to
vote
no
on
Aspire
as
it
stands,
even
with
all
the
good
programs
and
all
the
good
projects
that
they
have,
that
they
want
to
implement
we're
not
there
yet
they've
taken
a
component
which
is
the
black
community
out
of

process.

have

good
faith
effort
with
the
black
community,
include
the
black
community.

say
that
you
allow
all
parties
involved,

East
End,
the
YMCA
Furman
and
First
Baptist
Church,
to

able

go
back

drawing

revisit
this
thing,
because
a
20-story
building
makes
no
sense
on
the
corner
of
college
and
Charlotte
Street
coming
off
of
I-240
with
all
of
that
traffic.

good

good

the
citizens

something
I
read
last
year
he
said
I'll
change
your
life
in
three
sentences
number
one
people
of
the
future
are
important.
They
are,
they

our
grandchildren
and
great-grandchildren

two.

be
a
lot
of
them
and
there
are
people
are
going
to
keep
coming
to
Asheville
and
we
aren't
probably
100
years
going
to
have
the
tallest
building
in
Nashville
and
number
three.
We
have
the
power
now
to
make
their
lives
better.

encourage
you
to
vote
for
project
aspire
to
allow
First,
Baptist
and
all
of
the
partners
in
all
of
the
neighborhoods
of
Asheville
may
get
better
for
those
Hundred
Year
Asheville
residents.

up
teaching
there
at
the

swimming,
especially
to
outreach

the
minority
communities
and

poor

fortunate
enough

so
I've
got
connections
to
both
and
I
wish
that
that
would
be
what
you
look
at
more
than
the
buildings
would
be
the
good
that
this
can
do.
The
community
I
firmly
believe
that
that
is
a
very
strong
place
for
this
and
I
hope
you'll
decide
to
vote
for
it.

here
is
opposed
to
this
church,
getting
a
new
building
or
the
Y
getting
a
new
building.
That's
pretty
obvious
and
very
clever
on
the
behalf
of
the
developers
to
try
to
use
that
to
push
us
forward

project

want
to
kind
of
state.
The
obvious
tourism
in
Asheville
has
become
passe.

Last
winter
we
had
water
turn
offs
and
those
affected
very
specific
communities,
not
the
entire
city.
It
became
very
clear
what
the
priorities
were
of
this
government
I
had
two
friends
who
live
in
Oakley,
who
had
coveted
when
their
water
was
turned
off,
I'm
immunocompromised,
so
I
couldn't
invite
them
into
my
home
to
shower
and
take
care
of
themselves
and
that
hurt
that
hurt
them.
That
hurt
me
hurt
my
heart
as
a
human.

We
keep
losing
space,
we
keep
losing
real
estate,
we
keep
having
rent,
go
up
and
people
keep
talking
about.
Oh
progress,
I'm
not
seeing
progress,
progress
would
be
a
rent
cap.
Progress
would
be
a
minimum
livable
wage
for
all
businesses
in
the
city
that
is
possible,
and
it
needs
to
be
acknowledged
that
this
could
be
done.

Moving
people
out
of
their
homes
because
of
poverty
and
into
what
would
essentially
be
a
housing
project.
That's
not
progress
that
doesn't
help
anyone
I,
look
around
Asheville
and
I
see
the
flat
iron
building
where
we
lost
so
many
offices.
So
many
small
businesses
I
look
over
to
the
tribute
being
built
around
the
Christ
Science
Church.
It
is
an
absolute
blight
on
our
cityscape.
It
is
hideous.

know
we
lose
that
whole
view.
There
I
look
at
what's
being
called
The
Radical
being
built
in
the
river
Arts
District,
which
was
built
by
artists
crafts,
persons,
train
Hoppers,
weirdos,
we're
losing
our
space
I
know
so
many
musicians
and
artists
who
can't
afford
Studio
space.
They
can't
afford
rent
that
could
have
been
gone
to
that.

The
fact
that
we're
even
considering
this
is
absolutely
ridiculous,
like
I,
can't
wrap
my
whole
head
around
why
this
would
be
considered
a
good
thing
for
our
community.
Every
single
thing
that
they
said
would
benefit
our
community,
just
kind
of
sounded
like
a
whole
lot
of
future
faking
mixed
in
word,
salad,
throwing
that
out
there
there's
no
guarantees.
It's
gonna
have
to
it's
like
going
to
help
anybody
every
single
little
thing
that
they
said
is
going
to
help.
This
community
has
been
an
up
in
the
air
kind
of
situation
and
I.
AS
AS
We
Echo
their
concern
about
the
height
of
the
hotel
closest
to
one
of
Asheville's
oldest
and
most
active
black
neighborhoods,
and
our
offer
to
help
to
bring
these
two
parties
together
for
a
project
that
benefits
all.
We
ask
that
you
vote
no
on
the
conditional
Zoning
for
this
project
is
currently
proposed
and
let's
work
together
to
make
this
huge
project,
something
that
we
can
be
proud
of
and
one
that
stops
the
harm
to
our
neighborhoods.

very

one
issue
that
comes
up
is
that
we,
as
a
community,
have
failed
to
provide
that
housing.
In
fact,
we
as

community
don't
have

tools

provide

housing.
We
don't
have
the
legal
ability
to
provide
that
housing
as
a
community,
so
we're
completely
Reliant,
almost
completely
unreliant
private
developers
to
provide
that
housing
for
good
or
bad.
That's
just
the
reality
of
where
we
are
right
now.
Is
that
we're
completely
reliant
on
private
Developers.
AT
Montfort
is
300
acres,
there's
600
buildings
there,
so
there's
the
equivalent
of
building
Montford
in
a
few
acres
of
land.
We
don't
have
the
luxury
of
creating
another
Montford
as
much
as
we'd
like
to
we
just
can't.
The
only
places
we
can
build
are
where
we
have
land
available
right
now.
I
understand,
there's
been
a
lot
of
damage
done
by
urban
renewal.

It
doesn't
do
any
good
to
anybody
to
have
the
surface
parking
lot.
The
surface
parking
lots
are
the
bane
of
a
downtown
area.
It
prevents
walkability,
it
puts
the
entire
focus
on
automobiles.
This
is
an
opportunity
to
reclaim
the
downtown
to
come
to
get
this
area
to
connect
to
downtown.
So
it's
walkable
people
can
live
here
that
would
actually
alleviate
the
traffic
problem.
Currently,
people
have
to
drive
in
driving
from
Long
Shoals
Road,
for
each
person
for
a
year
to
commute
is
1.3.

Rezoning
efforts
around
Transportation
hubs
can
further
address
the
critical
issues
of
affordable
housing
and
climate
Justice
by
encouraging
development
along
these
corridors
we
not
only
ease
the
housing
crisis,
but
also
reduce
the
strain
on
our
transportation
infrastructure.
This
approach
aligns
with
sustainable
Urban
Development
principles,
promoting
both
affordability,
equity
and
accessibility.

is
crucial
to
understand
that
supporting
project
Aspire
will
not
only
provide
an
economic
boost,
but
also
create
much
needed
job
opportunities
for
our
residents.
Economic
growth,
housing
and
job
job
increases
are
not
trivial
matters
they're

part

backbone
of
our
community's
well-being.
Asheville
has
long
been
cherished
as
a
climate
Refuge
due
to
its
unique
attributes,
are
rich
for
iodiversity
access
to
clean
water
and
an
exceptional
carbon
capture
capabilities.
These
things
make
Asheville
a
Beacon
of
Hope
of
environmental
hope.

recognize
that
protecting
the
sanctuary
is
not
just
an
ecological
duty,
but
a
moral
one,

is
way
why
more
development
downtown
is
crucial.
Development,
downtown
areas
play
a
pivotal
role
in
advancing
climate
Justice

reducing
carbon
emissions
through
higher
population
densities
and
promoting
sustainable
Transportation
options.

topic

climate,
Justice
and
Equity
cannot

overstated.

must
not
weaponize
these
principles
for
narrow
interest.

consequences

climate

to
do
what
is
best

community

ancestral
land
but

think
earlier
someone
welcomed
someone

came

years

there

people
here
long

city

Asheville

plans

well
and
Trauma
didn't
start
it
redlining.

physical
space
away

those
neighborhoods
was
a
way
to
take
Prosperity.

we

piece
of

Our
people
still
have
a
piece
of
land
called
Cherokee,
North
Carolina,

reservation
focused

who
weren't
removed
isolating
communities
is
a
big
part
of
trauma.

parking

to
be
coming
forth
to

live

Montford

airbnbs

frustrating

somebody

would
have
loved
to
stay

of

percent
of

will
be

as

or

commitment

just
commendable.
It
is
essential
to
ensure
that
our
Workforce
can
Thrive
within
our
city
limits
in
phase

commitment

children
from
the
developmentally
disabled
children.
For
various
reasons,
this
is
from
my
heart,

she

work
on

finally

shown
to
my
family
for
what
is
now
a
25-year
run,
has
been
remarkable.

church
engages
a
special
needs
community
in
a
way
that

inclusive.

shine
camp
for
children
with
developmental.

camp
for
adults.

son
is
now
29
with
developmental
disabilities
at
no
expense
to
the
families
we
dreamed
of
the
first
John
Learning
Center
and
pulled

together.

members
and
staff
essentially
donated
the
top
floor

the
church.

house
this
dream
they
made
required
modifications
to
the
space.

found
a
group
to
work
with
on

worked

indigenous

concerns

years
ago
concerned
about
the
high
cost
of
Tourism
and
displacing
Working
Poor
and
vulnerable
people.

aspirational
goals
of
this
transformational
project

housing

It's

lot
of
parking,

There's
awareness
that
bike
lockers
will

great
way
to
repurpose
this
space
when
it's
very
expensive,
structured
parking
isn't
fully
utilized
in
the
future

think
we

consider
public
tax
dollars
to
subsidize
the
parking
so
hope
that

come
back

us

reflects

needs

neighborhood.

wanted

learn

be
a
part
of

solution

able

see

feel

course,
I

pain
I've
suffered.

community

just
people

better
financially

that

desert
and

big

enough

to

cycling
areas,
the
transit,
the
access
that
entire
first
phase
is
being
used.

onus

the
buildings

and

kind

an
extraction
of
the

doesn't
include
some
kind
of
public

great

that's
kind

where
it
stops

benefits
that
have
been
added,
but
I
think
those
are
pretty
substantial

might

enough

sway

vote

concern

the
potential
reduction
in
height

want

look
at
it.

see
it
clearly
as

neighborhood
is

of

impacts

see

floors

boards

commissions

absolutely
need
more
housing
downtown.

fact,

think
it's
been
the
goal
of
the
downtown
commission

five
years
to
help
bring
more
housing
downtown,
so
the
businesses
and
residents
can
feel
a
community
and
not
just
I,
don't
want
to
call
it.

theme
park
is
the
word
that
is
often
used.
I
believe
downtown
is
everyone's
neighborhood
and
I
would
like
to
see
thousands
more
residents
there.
I
do
think
that
there
is
truth
in
what
everyone's
been
saying
about
commute
times
and
carbon
and
just
overall
sustainability.
You
know
if
we
try
to
extract
600
houses
off
of
this
parcel
and
put
them
in
your
individual
neighborhoods
you'd
have
a
heart
attack
right,
we'd
hear
about
it,
there'd
be
New,
Roads
there'd
be
new
infrastructure.

But
if
there
is
going
to
be
a
place
for
this
much
density,
it
seems
that
it
would
be
in
our
downtown.
We
are
the
economic
hub
for
five
counties.
We
are
the
biggest
downtown
in
the
region.

have
the
biggest
business
community

region,

if
you
are
looking
at
Western,
North
Carolina,
and
what
city
is
going
to
grow.

like

growth

least
guided
strategic,

right
place

about

we
were
standing

about

think

be

angst
in
the

summer

13-person
Advisory
board
that
sat
underneath

downtown

at

had

standing

only
design
charette.

had
in-person
meetings,
we
had
remote
meetings.

heard
from
people
is
that
they
are
concerned
that
we
don't
need
to
be
making
a
plan
for
this
area
right
now

they
are
concerned
about
the
way
city

county
tax
dollars
might
be
used
to
implement
any

projects

policies

are
suggested
in
this
moving
forward.
So
we
took
that
into
consideration
when
we
made
the
plan
and
what
we
basically
said
was
hey.

going
to
implement
this
plan,
it
should
be
done
incrementally,
as
funds
are
available

through
Partnerships,
and
so,
as
you
know,
we've
already
started
that
journey
and
have
secured
three
million
dollars
worth

private

up
public
engagement
was
by
visiting

downtown
commission
and
the
Planning
and
Zoning
commission
who
both
voted
unanimously
to
support
the
plan
and
recommend
that
you
adopt
it.
Regarding
plan
alignment
with
your
goals,
this
plan
is
aligned
very
well
with
the
comprehensive
plan.
It
hits
all
10
theme
areas
we've,
given
you
examples
of
those
in
the
staff
report.
It
supports
all
of
the
themes
that
are
in
the
downtown
master
plan,
except
for
two
and
those
are
about
downtown
ordinances
and
development
reviews,
so
they're
not
relevant
to
this
project.

about
the
fiscal
impact
or
legal
impact
of
adopting
this
or
any
other
plan,
so
in
the
state
of
North
Carolina,
when
you
adopt
a
plan,
it
is
only
advisory
in
nature.
It
doesn't
bind
you
to

anything.

are
sending
a
message
to
the
community
that
their
voices
were
heard,
that
you
think
that
their
confidence
and
input
was
valid.
Their
ideas
are
good
and
that
you
will
consider
it
as
you
move
forward
making
policy
and
budgetary
decisions
in
the
future.

city
council
has
passed
support

reparations

that.
