Munson
doll
and
I'm
the
Urban
Design
and
place
strategies
manager
with
the
planning
and
Urban
Design
department
for
the
city.
We
are
going
to
hear
an
update
today
about
the
pack
Square
Plaza
visioning
project,
we're
going
to
focus
a
little
bit
on
engagement
in
what
we've
heard
so
far.
We're
also
going
to
be
asking
you
specifically
to
consider
recommending
to
council
that
they,
you
all
authorize
the
city
manager
to
apply
for
a
grant
from
the
Mellon
Foundation.

Today,
the
bottom
line
up
front
were
takeaways.
That
I
hope
you
can
all
take
from
this
presentation
is
that
we
had
a
successful
Community
engagement
process
that
we
do
have
a
Target
date
to
release
the
draft
Vision
plan,
and
that
is
on
April
17th,
and
we
also
have
a
Target
date
to
go
to
City
Council,
which
is
June
27th
and
we'll
also
be
looking
at
going
to
the
County
Commission
the
week
after
that,
and
then
know
that
city
and
county
staff
that
are
working
on
this
are
already
seeking
ways
to
continue.

So
Community
engagement
started
before
we
actually
even
signed
on
with
a
consultant,
but
we
kicked
off
a
more
official
Community
engagement
process
in
September
we
started
meeting
with
stakeholders
one-on-one
with
the
consultants
and
having
important
conversation
with
folks
around
pack
square,
but
then
we
moved
into
to
September
and
had
several
really
interesting
engagements,
including
this
one,
which
is
where
we
invited
just
teens
to
have
conversations
with
us.
We
learned
a
lot
in
these
sessions.
One
thing
we
learned
from
them
is
that
they
don't
feel
comfortable
or
welcome
in
pack
Square
next.

We
also
met
with
a
lot
of
different
folks
that
were
interested
in
Economic
Development
and
Equitable
Economic
Development.
You
can
see
them
here.
Next,
we
had
a
pop-up
studio
and
workshop
at
Penny
cup,
one
night
for
Friday.
We
partnered
with
the
Noir
Collective
and
different
businesses
on
the
Block
and
anybody
that
would
come
in
and
talk
to
us
about
what
they
felt
the
future
of
this
area
should
be
and
how
we
could
connect
pack
Square
to
the
block,
which
is
one
of
the
five
questions.

We're
asking
people
in
this
process
to
get
a
cup
of
cocoa,
a
hot
cider,
a
cup
of
coffee,
and
it
was
very
successful.
Next,
we
also
LED
tours
one
Saturday.
We
had
sessions
where
people
could
drop
in
to
posanas,
which
we
used
as
a
home
base
meet
with
us
for
a
little
while
and
then
go
outside
and
actually
experience
all
of
the
concerns
and
issues
we
did
things
like
brought
a
band
down
to
a
side
of
pack
square
that
we
never
see.
People
on.

We
had
them,
move
over
and
be
a
little
bit
on
the
North
side,
and
we
got
more
people
coming
to
that.
Just
by
activating
that
space
that
we
had
seen
in
weeks
and
we're
out
there
all
the
time,
but
these
tours
were
a
really
great
way
for
us
to
talk
with
people
about
things
as
they
really
are,
instead
of
how
they
are
in
their
head.

Next,
we
had
a
great
staff
team
here:
here's
some
of
our
staff
from
the
county,
and
also
one
of
our
members
from
the
Consultant
Group
that
really
created
new
collaborative
Pathways
for
the
city
and
county
work
together.
Next.

In
January,
we
got
back
together
with
a
consultant
team
and
a
lot
of
our
community
advisory
committee,
members
of
which
we
have
13
that
include
people
from
the
original
Advanced
Monument
task
force,
members
of
city
and
county
boards
and
commissions,
and
then
different
members
of
less
represented
populations
around
our
County.
We
paired
them
with
30
Urban
designers,
planners
Landscape
Architects,
so
that
the
visions
that
they
were
interested
in
could
be
drawn,
and
the
drawers
could
have
a
little
bit
of
inspiration.
It
was
standing
room
only
next.

So
the
community
engagement
process
helped
inform
what
we
can
do
moving
forward
with
a
review
timeline,
how
quickly
we
can
put
together
a
draft
document
and
then
how
we
are
going
to
bring
it
out
into
the
public
and
move
forward
to
a
city
and
county
review
process.
You
can
see
that
whole
timeline
that
we've
come
up
with
on
this
screen,
but
the
key
dates
are
that
on
April
17th,
we
are
going
to
release
that
Vision
document
for
the
public
to
comment.

The
community
and
they're
going
to
be
part
of
I
should
say
this
of
a
downtown
Commission
meeting
special
meeting
as
well,
and
then
you'll
see
that
overall,
the
downtown
commission
is
going
to
act
as
your
official
City
commission.
That
will
provide
advice
on
this,
and
the
community
advisory
committee
is
a
working
group
of
that
commission.
So
that's
how
it's
working
moving
forward
next.

Regarding
implementation,
we
have
a
pretty
aspirational
vision,
and
that
is
what
we
ask
the
community
and
our
Consultants
to
come
up
with
it's
an
aspirational
Vision
that
is
rooted
in
pragmatism.
However,
part
of
that
pragmatism
is
saying
that
our
community
has
a
lot
of
priorities
in
front
of
them,
including
a
lot
of
capital
priorities
that
need
to
be
funded,
and
we
need
to
think
about
this
project.

Not
only
from
is
it
implementable
with
the
amount
of
money
that
our
community
might
be
able
to
raise
over
time,
but
is
there
a
way
for
us
to
phase
this
kind
of
implementation
and
get
some
really
easy
wins
because
I'll
point
back
to
the
goal?
The
goal
of
this
is
to
make
packs
for
Plaza
a
more
inclusive
place,
so
I
started
off
by
mentioning
just
that
the
teens
didn't
feel
comfortable
there.

A
lot
of
other
people
over
the
years
have
also
not
felt
comfortable
there,
and
this
is
a
project
where
we
can
look
at
making
those
again.
Immediate
short,
medium
and
long-term
changes,
so
we
have
a
general
fund
request
in
for
this
fiscal
year
fiscal
year
24
to
provide
some
seed
money
for
implementation.
That's
a
request
for
two
hundred
thousand
dollars.

We
also
submitted
a
letter
of
interest
to
the
Mellon
Foundation
at
the
end
of
January,
and
that
letter
was
successful
and
it
had
a
draft
proposal
of
what
we
would
be
able
to
do
if
they
could
partner
with
us
and
move
some
of
our
short-term
recommendations
forward.

The
county
has
been
partnering
with
us
since
the
very
beginning
on
all
this.
This
work.
It
was
the
continuation
of
not
only
just
the
decision
for
the
city
to
remove
the
Vance
Monument,
but
the
establishment
of
the
Joint
City
County
task
force
to
even
consider
them,
and
then
we
know
that
we'll
look
at
other
kinds
of
Partnerships
with
other
organizations
for
programming.

For
example,
friends
of
Buncombe
County
Special
collections
already
did
as
many
of
the
things
that
we're
interested
in
based
on
what
the
community
told
us
for
us
to
be
able
to
provide
better
storytelling
environments.
For
example,
the
tourism
Product
Development
Fund
is
a
great
opportunity
for
us
to
look
at
implementation
in
the
future
with
capital
project
development
that
is
going
to
benefit
not
only
our
locals,
but
also
the
many
visitors
that
come
here.

They
do
not
require
matching
funds
and
while
they,
while
they
do,
have
a
term
limit
or
a
time
limit,
they
would
like
to
spend
that
money
in
about
two
years,
they're
willing
to
work
with
us
to
adjust
the
time
frame
based
on
whatever
the
project
is
they're.
As
a
project
partner,
that's
very
conducive
to
the
way
we
would
need
to
do
work
and
what
I
mean
by
that
is
that
this
kind
of
work
requires
us
to
be
continually
engaged
with
the
community
on
the
things
that
they
be
looking
for.

They're,
specifically
the
melon
Foundation,
that
is,
they
are
specifically
interested
in
funding
design
and
Engineering
for
the
reshaping
of
the
plaza
itself,
based
on
the
community
input.
We
heard
not
the
construction
they're,
also
interested
in
the
design,
engineering
and
construction
of
the
small
Capital
Improvements
that
we
are
suggesting
to
connect
the
block
to
pack
square
and
they
are
also
interested
in
the
education
and
programmatical
aspects
that
can
bring
all
of
this
place
to
life.

I'm
here
to
receive
any
comments
or
feedback
that
you
all
or
questions
that
you
all
might
have
and,
and
especially
any
questions
that
you
might
have
leading
into
that
consideration.
That
allows
staff
to
apply
for
the
grant.

there

Maybe
it
wasn't
as
directly
said
in
that,
but
did
I
hear
correctly
that
there
was
a
some
input
around,
not
just
the
afd
and
APD
building,
not
that,
but
also
the
traffic
in
the
parking
lot,
essentially
on
the
road
behind
it,
where
it's
just
like
a
parking
versus
City
step
right
to
open
that
back
up
which
I
was
walking
the
other
day
to
City
Hall
from
I,
guess
like
Hilliard
and
so
I
walked
that
and
thought
about
it.

Such
yeah
I
had
never
thought
of
that
in
all
these
visionings
and
I
just
think
the
kudos
to
everybody
in
their
input
and
big
thanks,
because
some
of
that
you
know
once
the
structures
are
there
and
they've
been
there
for
so
long.
You
just
it's
hard
to
imagine
something
totally
different,
but
it
sounds
like
a
pretty
creative
bunch
and,
like
you,
did
a
lot
of
great
input
as
it
snapped
it
in
general,
councilwoman
Oldman
any
comments
or
input.

So,
if
I'm
hearing
correctly
there's
some
implementation
money
for
a
piece
of
the
ideas,
but
that
and
programming,
which
is
also
very
difficult
to
fund,
but
it
would
be
short-term
programming
resources
which
is
great
to
kick
things
off,
but
they're,
still
kind
of
long-range
big
picture
resources
to
take
this,
where
it's
going
or
take
it
where
it
could
go
I
guess
just
a
question
is
like
how
do
we?

And
then,
how
do
we
layer
in
Vision
matching
kind
of
budget
I
guess
just
over
time
as
the
pictures
get
more
and
more
and
clear,
and
as
we
do
design
the
design
phrase
which
they
could
help
would
would
help
to
set
things
because
you
could
design
to
a
50
million
dollar
park
or
a
two
dollar
Park,
and
so
some
of
the
streamlining
right
sizing
get
reeling
because
that
might
be
necessary
could
happen
in
that
design.

That's
yes,
that's
very
astute.
They
are
interested
in
funding
the
things
that
they
think
we
can
complete
in
the
time
in
that
shorter
time
period.
That's
why
it's
design
and
Engineering
only
for
that
pack
Square
plate
piece,
but
yeah
I
think
that
in
any
Capital
project
development
you
you
have
at
different
periods
throughout
that
project.
Some
order
of
magnitude,
cost
estimates
and
then,
as
close,
you
know
the
closer
that
you
get
to
the
end.
You
start
realizing.

What
I
can
tell
you
is
that
we're
getting
some
of
those
early
cost
estimates
from
our
Consultants
with
McAdams
as
well,
so
that
helps
us
figure
out
what
we're
shooting
for
to
your
point
of
the
two
dollar
versus
15
million
dollar
or
whatever
Park
they're,
not
shooting
for
I'm,
just
gonna,
say
right
now:
we're
not
under
15
million
dollars,
yeah
yeah
kind
of
alluding
to
is
that
this
community
and
our
elected
officials,
it's
very
it's
very
clear,
the
range
of
of
costs
that
we
might
be
able
to
work
with
and
what
our
partnership
would
look
like.

One
thing
I
also
wanted
to
add,
as
an
update
to
the
staff
report,
for
you
all
is
that,
while
under
committees,
it
notes
that
we
did
not
have
the
time
to
meet
with
any
advisory
committees
to
City
Council
on
Friday,
we
actually
were
able
to
squeeze
in
on
the
downtown
commission's
agenda
with
notice
a
consideration
to
make
a
recommendation
to
you
all.
So
they
unanimously
recommended
that
the
city
pursue
this
opportunity.

there's

I
bet
we
could
just
go
with
it.
The
I

motion

recommend
to
apply
and
accept
melon
Foundation
monuments,
project
grants.

we'll

great

I
think
that
is
actually
the
only
item
on
our
agenda
today.

Well,
we
have
a
couple
future
agenda
items
on
here
and
if
you
have
been
following
along,
you
can
learn
more
about
what
the
planning
and
economic
development
committee
does
on
the
website.
City's
website
I
will
mention
Steph
when
you
were
thinking
it's
just
a
little
off
the
cuff
here,
because
we're
about
to
end
this.
But
when
you
were
talking
about
hearing
from
the
youth
and
the
teenagers
about
pack
square
or
made
me
remember
something
some
Community
input.

I
did
in
downtown
some
seven
or
eight
years
ago
about
why
I
had
a
teenager
at
the
time.
So
it
was
easy.
I
was
surveying
the
teenager
and
his
friends
and
asking
just
you
know:
Point
Blank,
you
go
downtown
and
why
don't
you
and
what
would
you
like
to
see
and
what
would
you
make?
What
make
you
come
downtown
and
I
was
always
taken
aback
by
how
much
they
wanted
a
better
Library.

So
I
just
wanted
to
share
that.
You
know,
since
this
is
the
economic
development
I
know,
Steph
you
and
I
had
one
time
daydreamed
about,
maybe
with
the
pit
of
hope
that
something
would
be
possible
with
a
potential
Library
update.
But
yes,
I
heard
that
idea
just
because
it
strikes
me,
you
know
we
really
do
when
I
hear
about
all
the
things
happening
with
downtown
and
the
growth
that
we're
going
to
see
with
some
of
these
projects.

I'm
just
hearing
about
coming
online
I,
wonder
where
the
families
are
in
in
that
downtown
like
how
does
it
stay
the
neighborhood
in
the
backyard
for
everybody
and
an
awesome
Library
sure
sounds
good.
So
just
sharing
that
to
you,
because
that
was
from
the
teenagers
themselves
and
I
hadn't
thought
of
it
until
they
shared
that
and
if
we
ever
want
to
talk
about.
Like
the
pit
of
hope,
this
would
be
the
committee
to
do
it.

I
know
it
came
up
and
it
was
somewhat
a
plan
was
done
and
there
was
a
huge
vetting
process
and
tons
of
community
input
and
there's
probably
some
questions
about
what
happens
if
anything.

we'll
put

agenda.
