Will
hornaday
is
recommended
for
reappointment
and
claire
thomas
is
recommended
for
appointment?
I
would
like
to
take
this
opportunity,
though,
to
also
share
that
there
are
some
boards
historic
resources
commission,
which
is
1,
that
by
statute
cannot
have
a
vacancy
for
more
than
60
days
days,
for
instance,
if
we
didn't
have
any
applications
we
would
have
to
re-advertise
or
if,
for
some
reason
you
choose
to
leave
once
eat
bacon,
we
do
have
to
move
forward
within
the
next
month.
A
D
D
And
have
moved
to
in-person
meetings
and
are
having
a
very
deep
conversation
about
whether
or
not
having
in
person
meetings
prohibits
people
from
being
able
to
come
because
of
barriers
like
child
care
and
transportation.
So
I
just
want
to
let
y'all
know
that,
while
we
are
adding
people
into
this
board
that
there
might
be
some
moving
parts
and
so
sometimes
folks,
it
makes
it
easier
for
folks
to
participate
or
not
based
on
what
those
barriers
are.
D
D
A
I
want
to
make
sure
I
captured
this
correctly,
so
councilwoman
roni,
you
are
recommending
the
reappointment
of
daniel
young
crystal
michelle
reed
ellen
catherine
donald
post
and
the
appointment
of
susan
and
sacco
and
we'll
a
grant.
If
all
six
were
to
be
appointed
that
would
fill
the
board.
There
would
be
no
further.
E
E
D
So
step
number
one
is
the
attendance
issues
have
been
addressed
by
this
group
both
of
the
members
who
have
a
40
percent
attendance
rate,
we're
at
the
last
meeting
in
person,
and
so
the
conversation
was
whether
or
not
they
should
go
back
to
virtual
when
folks,
who
had
not
been
participating
were
now
participating
in
person,
so
it
is
a
little
bit
complex
there.
I
think,
because.
D
And
they
didn't
have
a
super
majority
who
could
attend
in
person
to
get
the
vote
to
go
back
to
virtual?
So
I
don't
think
our
intention
was
for
those
rules
to
make
it
hard
for
boards
to
vote
to
be
able
to
have
the
infrastructure
meetings.
But
this
is
one
of
those
examples
where
it
has
complicated
things.
Another
element
of
complication
is
that
by
having
the
meetings
bimonthly,
it.
D
D
One
of
the
reasons
why
I
would
support
reappointing
the
existing
members
is
because
they
have
been
having
this
conversation
for
the
past
four
months
because
because
they
have
worked
through
retreat,
says
and
because
we're
losing
some
of
those
fountains.
My
understanding
is
that
the
current
members
are
eager
to
see
this
transition
through,
and
I
would
agree
that.
E
Suggested
adding
new
members
pausing
on
reappointing
the
members,
those
who
seem
to
have
some
type
of
barrier
and
here's.
Why
I'm
thinking
that?
It's
still
not
clear
to
me
if
you're
saying
in
the
last
and
person
needing
they
did
have
a
super
majority
and
decided
not
to
vote
or
even
with
these
members
in
attendance.
E
C
D
Option,
thank
you
maggie.
I
wanted
to
make
sure
I
answered
another
question
in
the
last
meeting.
The
way
that
I
understood
it
is
because
some
of
the
foundational
members
were
rolling
off.
It
was
our
last
meeting
meeting.
They
decided
not
to
vote
and
to
let
the
next
meeting
of
the
hrc
a
make
that
decision
or
vote
so
so
yes,
we
could
definitely
ask
them
to.
F
Bit
so
we
moved
it
with
the
remote
meeting
policy.
We
did
ask
for
words
to
pick
either
in
person
or
virtual
for
the
purposes
of
their
regular
meeting
schedule,
so
so
that
the
public,
as
well
as
committee
members,
knew
what
to
expect
and
that
we
could
properly
notice
their
regular
meeting
schedule.
We
didn't
ask
them
to
commit
to
one
or
the
other
in
rare.
F
Rare,
it's
very
rare-
we're
not
incur
in
the
go
in
the
back
and
forth
at
this
time
again
for
the
regular
meeting
schedule,
but
it
could
do
a
special
meeting
so
anytime
they
do
anything
outside
of
what
has
been
noticed
as
their
regular
meeting
so
say
they
committed
to
in
person.
If
they
were
to
do
a
virtual.
We
treat
that
as
a
special
meeting
and
properly
notice,
not
encouraging
that,
because
there
is
so
many
boards
and
it
would
be
noticing
every
single
meeting.
F
So
that's
where
we're
at
right
now,
I
will
say
hybrid,
is
definitely
in
discussion
and
I
believe
at
the
jun
edith
the
cape
team
communication.
The
public
engagement
will
be
given
an
update
specific
to
hybrid
meetings
to
that
council
committee.
So
I
know
that
there's
a
lot
more
to
come
and
that
we're
going
in
that
direction,
but
where
we're
at
right
now
is
we
are
asking
for
the
commitment
to
in-person
our
virtual
so
that
there's
some
clarity.
D
D
If
it's
possible
that
we
can
get
creative,
it
will
remove
barriers
to
participation
around
child
care
and
transportation.
This
is
the
original
recommendation
of
the
hrc,
a
a
to
pursue
a
hybrid
option.
I'm
willing
to
consider
appointment
of
the
two
recommendations
and
leave
the
others
open
to
support
the
hrc,
a
bringing
on
new
members.
B

D
E
D
A
A
D
D
E
D
E
D
D
D
B
Looking
at
it,
so
that's
the
reason
I
was
trying
to
sort
of
figure
out
why
that
would
be
a
problem
or
a
conflict,
because
it
still
would
be
something
that
they
have
to
vote
on.
It
will
still
be
it's
not
like
you
would
be
making
all
the
decisions
or
anything.
So,
let's
maybe
somebody
can
give
me
some
insight
to
that.
B
F
A
A
F
How
we
want
to
go
about
this
on
the
first
page
in
the
slinked
materials
here
talking
through
the
buncombe
county
tourism
development
authority?
There
is
one
upcoming
vacancy.
It
is
for
a
very
specific
seat,
which
must
be
an
owner
of
restaurant
brewery,
destroy
or
when
we
open
for
tours
tasting
or
executive
director
of
a
ticketed
arts
organization.
So
it's
very
specific
specific
and
we
do
have
for
eligible
occations.
So
today
we
are
asking
the
committee
first.
F
D
D
Equity
when
it
comes
to
paper,
forms
versus
being
able
to
have
a
conversation
and
how
different
organizations
are
improving
their
processes.
It
also
allows
our
applicants
to
display
their
skills
while
allowing
them
our
community
to
get
to
know
their
current
and
future
members
of
these
boards,
and
so
we
have
some
strong
candidates.
So
we
I'm
happy
to
support
recommendations
today,
but
I
would
prefer
that
we
do.
B
B
F
D
C
C
B
B
D
B
A
A
With
outreach
efforts
and
where
we
hope
to
be
our
goal,
especially
with
the
change
in
our
appointment
process,
is
for
racial
equity
across
all
boards
by
increasing
the
number
of
ipoc
members
on
boards
and
by
having
board
membership
of
the
asheville
community
urge
to
do
that,
we
must
increase
the
diversity
of
our
applicant
pool,
and
that
is
where
we
hope
to
do
to
do
that
through
targeted
outreach
to
communities
who
are
currently
missing
from
the
conversations
and
missing
from
the
table.
Here
we
go.
A
A
That
you
sound
so
meetings
prior
to
the
meeting
it's
up
on
the
screen.
We
also
have
things
out
front
but
of
course,
we're
reaching
people
who
are
already
coming
to
the
meetings
there,
but
we've
started
showing
with
movies
in
the
park
that
we
just
started.
Last
thing
was
last
week
or
the
weekend
before
we're
doing
a
slide
graphic
display
there
we
hope
to
be
meeting
with
community
and
neighborhood
organizations
and
nonprofits.
We
are
putting
in
a
digital
display
at
the
city,
transit
center.
A
A
I
think
the
key
is
going
to
be
the
target
of
the
community
and
neighborhood
organizations
will
be
trying
to
get
in
front
of
to
get
on
their
agenda.
That's
that's
where
we're
going
to
get
to
people
who
are
not
currently
involved
or
currently
on
the
board
and
finding
out
the
wise
is
a
just
lack
of
interest
or
are
there
more
of
these
access
and
barriers
that
we
can
look
to
try
and
overcome
in
the
future?
A
The
way
will
measure
our
success
is
by
the
demographics
of
the
applicant
pool
the
demographics
of
our
board
members
and
the
demographic
makeup
of
the
board
of
ink
board
by
board,
rather
than
looking
at
it
in
its
entirety,
because
sometimes
when
we
look
in
its
entirety,
our
numbers,
don't
look,
they
look
pretty
good,
but
when
we
pull
out
hrc
a
for
instance
and
the
african
american
heritage
committee,
the
percentage
goes
down.
So
so
we
will
look
across
the
board.
The
makeup
nutshell:
I
was
asked
to
keep
it
brief.
D
Organizations
in
there
were
some
specific
radio
groups
that
were
included
once
again,
it's
easier
for
me
to
see
like
what's
missing.
Once
I
see
where
we
were
where
we
were
planting
seeds,
we
have
a
rather
large
network
of
what's
called
low-power
fm
stations,
they
run
less
than
100
watts,
so
you
can.
D
A
A
Access
part-
and
we
are
keeping
you
know
approximately
most
of
that-
yes,
but
I
didn't
want
to
get
ahead
of
that,
because
there's
nothing
worse
than
inviting
someone
to
the
table
and
then
saying,
but
we
don't
have
any
food
for
not
right,
you
know
so
so
so
we've
kind
of
slow
that
too
let
cape
and
their
language
access
programs
kind
of
take
the
lead
on
that.
But,
yes,
we
do
have
relationships
with
all
the
carolina
most
definitely,
and
I
will
reach
back
out
to
some
of
those
organizations
when
that
time
is
right
right.
A
I
asked
for
slay
the
mic
that
I
missed
that
one,
but
I
will
look
into
that
and
if
there
are
any
others,
councilwoman,
roni
or
any
councilwoman,
please
do
share
them
with
me.
We
absolutely
want
to
get
in
on
them,
of
course,
with
some
of
the
smaller
ones.
They
may
do
something
one
time,
but
many
do
rely
on
the
advertising
dollar
and
we
are.
D
D
Language,
one
of
the
things
that
we've
done
in
the
past
before
my
time
on
council
was
to
put
the
notice
and
say
that
the
english
them
meetings
were
held
in
english.
So
I'm
wondering,
if
there's
a
possibility
for
us
to
look
at
that,
while
we're
doing
outreach
to
let
folks
know
that
the
meetings
are
held
in
english
would
be
a
weighted,
not
just
press
pause
on
the
outreach.
I
understand
yes,
so.
D
F
D
The
new
member
orientation,
I
look
through
the
website,
it's
really
great,
to
have
everything
in
one
place,
so
people
can
access
it.
It
looked
different
than
some
of
the
orientation
that
I
received
as
a
former
advisory
board
member,
but
one
of
the
trainings
that
was
really
helpful
to
the
court
that
came
on
with
me
was
that
we
had
equity,
101,
102
trainings,
and
I
was
just
wondering
wondering
if
we're
still
do
and
maybe
at
a
future
meeting,
we
could
get
update
on
like
how.
F
Many
people
have
our
have
participated
of
our
current
advisors.
Absolutely
so
a
draft
of
the
new
member
orientation
is
posted
on
that
page.
Just
recently,
I
think
it
was
yesterday
and
the
racial
equity
training
is
part
of
that.
So
it's
in
there
marcus
said
in
our
dry
run.
I
do
some
boards
and
commission
and
then
marcus
with
equity.
Inclusion
gave
a
a
very
great
courage.
F
F
F
Okay
good
point-
and
we
were
kind
of
envisioning-
that
these
interviews
would
be
held
right
before
the
council
meeting.
So
so
we
do
have
have
some
wiggle
room
which
will
have
more
information
cards
right
term
time.
I
do
know
that
there
is
one
more.
There
would
be.
Another
agenda
item
that
I
asheville
area,
river
farm.
