Description
CZMP 2020, District 1: Lansdowne
A
A
This
evening
we're
going
to
ask
your
assistance,
cooperation
and
respect
throughout
this
theory.
The
speakers
who
have
signed
up
each
be
given
a
total
of
minutes
to
present
their
position
on
any
of
the
issues
in
the
first
District.
If
you
wish
to
speak
and
if
not
signed
up,
the
registration
will
be
open
for
another
15
minutes.
This
is
how
we're
going
to
do
this
this
evening.
I
will
call
three
speakers
at
a
time
and
ask
that
you
come
forward
and
please
take
a
seat
near
the
podium,
so
that
you'll
be
ready
to
make
your
presentation.
A
Please
begin
by
clearly
stating
your
name:
the
organization,
if
you're
representing
an
organization,
the
issue
number,
as
well
as
your
exact
position
on
this
issue,
we
ask
that
the
audience
remain
from
making
comments,
positive
or
negative
for
displays
of
any
kind.
While
others
are
speaking,
the
Planning
Board
will
utilize
a
visual
electronic
timer
for
the
speakers.
This
will
help
the
speakers
utilize
their
two
minutes
efficiently
and
ensure
we
have
enough
time
for
all
of
the
interested
parties
to
address
the
planning
board.
A
If
you
have
a
large
group
present
to
support
your
community
or
your
organization's
position,
the
planning
requests
that
you
have
everyone
stand
and
support,
as
a
speakers
state
the
reason
for
your
position,
rather
than
all
of
the
members
of
your
organization
providing
repetitive
and
comments,
I'm
going
to
say
this
one
again
we're
asking
that
you
have
a
speaker's
state.
The
reason
for
your
position,
rather
than
having
all
of
the
members
of
your
organization,
provide
repetitive
comments.
We
will
take
notes.
If
you
have
people
stand
up
on
an
issue.
Believe
me,
we
will
take
notes.
A
Everyone
registered
will
be
given
an
opportunity
to
speak.
However,
the
Planning
Board
reserves
the
right
to
further
limit
patented
comments
and
presentations
in
moolah
for
an
addition
to
your
testimony.
Written
comments
will
be
presented
to
the
planning
staff
table
following
the
completion
of
our
seven
hearings
in
March.
The
Planning
Board
will
review
the
issues
and
relevant
information
and
make
our
recommendations
to
the
County
Council.
The
Planning
Board
schedule
is
posted
on
the
Department
of
Planning
website.
The
County
Council
will
then
hold
its
own
public
hearings
during
the
month
of
June
with
a
scheduled
vote.
A
A
C
Mr.
chairman,
Don
molar
I
am
the
co-chair
of
an
ad
hoc
Catonsville
parking
committee
group.
It's
been
working
for
the
past
year.
We
are
speaking
in
support
of
issues,
one
zero
Oh,
two
one
and
one
I
mean
1
0,
1
+,
1,
OH
2.
Mr.
chairman
members
of
the
Planning
Board,
my
name
is
dan
Mohler
and
I
am
pleased
to
represent
a
diverse
group
of
business
and
community
leaders
who
have
been
meeting
regularly
over
the
past
year
to
review
the
need
for
additional
parking
in
the
Catonsville
area.
C
Thank
you
for
this
opportunity
to
discuss
these
zoning
issues
that
are
very
important
in
supporting
the
ongoing
economic
growth
in
catonsville's
revitalization
district,
which
has
also
recently
been
designated
as
Baltimore
County's.
First
arts
and
entertainment
district
by
the
state
of
Maryland
I
should
add
that
it's
a
pleasure
to
see
so
many
old
friends
here
this
evening.
C
As
you
can
see,
members
of
the
committee
are
joining
me
this
evening
and
although
they
reach
prepared
to
speak
in
support
of
these
issues,
prolonging
your
meeting
out
of
respect
for
your
time,
they've
asked
that
I
simply
speak
on
their
behalf.
Two
minutes
is
not
much
time,
so
let
me
simply
cut
to
the
chase.
Business
in
Catonsville
are
booming
with
more
exciting
venues
about
to
open
that
growth
is
what
Spurs
this
request.
The
parking
lot
on
Melrose
Avenue
directly
behind
Catonsville
Square
Shopping
Center,
that
serves
the
social
service
building,
is
currently
zoned
BL.
C
It
is
our
hope.
The
other
properties
along
Melrose
Avenue
from
eggs,
Lane
to
Ingleside
Avenue,
also
be
designated.
You
know.
Such
a
change
will
allow
construction
of
additional
parking
to
support
the
businesses
of
Catonsville.
This
is
a
request
that
cannot
wait
for
the
need
is
now
we're
here
to
support
the
zoning
changes
and
we're
very
pleased
to
say
that
this
request
has
been
supported
by
the
county's
planning
staff.
The
bottom
line
is
that
Kato
is
thriving.
That's
a
good
thing.
C
D
Good
evening
my
name
is
wrong:
waited
a
president
overview
of
Community,
Association
and
I'm
here
for
issue
1
0
1,
3,
+,
1,
0,
1,
0,
1,
2,
water
forms
of
crustal.
Rezoning
change
is
not
the
best
interest
with
the
communities.
There's
a
river
here
rocks
and
circle
and
Hollis
station.
A
new
store
is
not
needed.
We
have
two
new
stores
within
one
mile
of
this
site
and
with
695
1/8
mile
away.
Additional
traffic
to
this
area
is
not
acceptable,
especially
among
chemists
very
honest,
very
birders,
with
River
View,
Elementary,
School
and
Kessler
for
exteriors.
A
D
More
than
20
years,
the
Riverview
Community
Association
has
been
complaining
about
heavy
traffic
traffic
traffic
truck
traffic
through
the
community
to
no
avail
homes
along
Hollins,
Ferry
Road
have
had
windows,
crack
walls
inside
and
outside
crack.
Do
the
heavy
vibrations
from
these
trucks,
with
heavy
wear
and
tear
on
the
roads
fashioned
to
weight
oil
forms
say
they
will
not.
This
will
not
be
a
truck
stop.
We
say
that
trucks
are
using
a
site
now
and
it
will
only
get
worse.
Avenue,
better
stores,
building
community
association
says
no
to
the
restore.
A
E
My
name
is
mr.
Li's,
Berlin
and
I
live
at
2001,
Calthorpe,
Avenue
and
I'm
calling
of
in
charge
of
charters
because
I'm
speaking
on
0:06
issue
with
1954
Hill
third
Avenue,
my
home
is
adjacent
to
that
dumb.
It
used
to
be
Kaiser
aluminum
years
ago
and
it's
a
huge
warehouse
and
we
are,
they
are
asking
to
have
that
rezone
as
I
think
heavy
its
mm
light
now,
and
they
want
em
age,
which
is
manufacturers,
heavy
and
I
just
want.
E
You
know
that
we've
been
there
I've
been
there
41
years
on
that
Street,
and
this
has
happened
before
and
we
have
fought
for
it
and
got
it
changed
to
the
light
and
now
they're
trying
to
change
it
back
again
and
we've
had
damage
to
our
homes.
The
noise
is
really
heavy
at
nighttime
all
hours.
They
run
three
shifts
usually
and
all
hours
of
the
night
you
hear
banging
and
it's
vibrate
it
vibrates
your
home.
We've
got
foundation,
cracks
our
homes
there
because
of
that,
and
also
the
street.
The
pipes
in
the
street
are
way
stressed.
E
Okay,
we've
had
word
main
breaks
there
all
the
time
because
of
the
heavy
traffic
and
what
we're
thinking
that
they're
going
to
do
once
they
do
this
heavy
equipment
change
it
to
heavy
that
they're
going
to
try
to
have
the
facility
opened
up
down
at
the
bottom
of
our
street
so
that
they
could
get
in
from
the
back
side
as
long
as
as
well
as
Halethorpe
farms
Road,
and
we
are
trying
to
avoid
that
because
we
had
that
before
and
it
was
heavy
tractor
trailers
running
down
a
small
residential
street.
You
parked
on
one
side.
E
You
only
have
one
lane
basically
to
go
up
and
down,
and
we've
been
fighting
with
the
noise.
We
have
the
trains
right
there
from
Hollins,
Ferry
Road
and
that's
loud
enough,
but
they're
not
going
constant.
Like
you
know,
working
and
we
have
the
airport
BWI
is
constantly
changing
their
pattern.
Flight
patterns
so
they're
going
over
our
houses
also
and
we're
just
trying
to
say
that
we
would
like
to
have
the
zoning
left
away.
It
is
too
heavy.
Okay,
thank
you.
All
right
could.
F
All
right,
my
name
is
Michael
sand.
I
live
in
1925,
Halethorpe,
Avenue
speaking
on
issue,
one
zero,
zero,
six
against
the
Czerny
request,
just
I'm,
not
gonna,
repeat
what,
which
surely
has
already
said,
but
I
want
to
add
that
heavy
equipment,
if
they
use
the
Halethorpe
Avenue
in
the
past,
they've
damaged
the
water
main.
So
it's
constantly
having
to
repair
the
water
main
breaks.
F
The
extra
dust
and
pollution
worrying
about,
because
I
have
a
special
needs,
son
at
home
and
so
I
definitely
worried
about
extra
dust
and
pollution
from
the
heavy
manufacturing,
because
it
could
definitely
destroy
the
quality
of
life
in
an
entire
neighborhood.
The
area
around
the
corner
from
there
is
already
heavy
manufacturing
and
the
noise
coming
from
there
even
through
the
trees
and
the
excess
space
is
already
way
above
regular.
What
the
noise
ordinance
is
should
be
at
different
times,
and
so
this
will
just
increase
to
that.
Thank
you,
sir.
Thank
you.
G
Mike
tans
and
Esquire
for
the
property
owner
Joseph
Schmitz,
who
will
speak
next?
This
is
about
5814
Windsor
Mill
Road,
which
is
your
issue
1-0
to
4
you'll,
see
it's
a
Planning
Board
request,
which
we
support
exactly
as
the
Planning
Board
has
requested
it,
this
property
according
to
s,
that
real
property,
the
buildings
on
it
were
erected
in
1937.
Before
the
45
and
55
zoning
regs
were
adopted
in
Baltimore
County.
Subsequently,
it's
always
been
used
as
a
service
garage
in
1937.
G
One
of
the
buildings
adjacent
was
a
bar,
and
then
there
were
a
couple
residences
from
the
property
ever
since
it
was
reason
BL
in
the
front,
which
is
where
the
service
garage
is
fronting.
Windsor,
Mill,
Road.
It
stayed
that
way
until
2004
in
that
year,
with
no
notice
to
the
property
owner
that
got
reasoned
on
the
cGMP
to
straight
dr,
and
we
are
back
with
a
request
to
the
Planning
Board
member,
who
inserted
the
issue
to
request
that
the
play
that
it
be
on
the
party
BR
on
the
front
and
dr
5.5
on
the
rear.
G
What
is
interesting
about
this
property
is
that
the
service
garage
has
served
and
continues
to
serve
as
a
now
a
minority
business
servicing
cars
from
the
trucks
from
near
and
far
and
has
been
patronized
for
decades,
and
the
community
has
not
been
a
problem
in
the
community
antedates
anything
else
that
was
built
since
the
1960s
and
is
surrounded
on
three
sides
by
cemeteries.
So
you
probably
won't
hear
any
protests
from
them.
We
ask
you
to
consider
the
Planning
Board
request.
We
have
met
with
the
county.
H
Issue
one
Oh
24
good
evening.
Mr.
chairman
members
of
Planning
Board,
my
name
is
Joseph
Smith's
and
I
purchased
the
5814
Windsor
Mill
Road
in
2003,
as
one
jamila
LLC
for
$175,000,
then
zoned
as
BL
as
the
properties
were
built
out
in
1937
as
two
gas
pump
serviced
garage,
a
bar
and
several
residences
have
since
been
substantial
additional
sums
to
upgrade
the
properties
providing
lighting
fully
rehabbing.
The
two
bays
service
garage
building
I
mean
the
process
of
rehabbing
the
residence
building
for
future
run
or
later
this
year.
H
I
grew
up
in
this
general
area
many
decades
ago
and
have
some
other
commercial
properties,
one
window
and
all
them
out
to
this
diamond,
which
has
provided
business
opportunities
and
residential
rentals
for
business
and
residential
tenants
of
this
community
service
garage
has
been
an
asset
to
the
community,
providing
car
services
and
repairs
to
the
communities
since
1937
through
the
president,
I
respectfully
press
the
Planning
Board
recommend
to
the
council
approval
of
B
R
&
D
our
zoning,
as
requested
in
the
CMP
issue.
Thank
you
and
good
evening.
Thank
You
mr.
Smithson.
The.
A
I
Thank
you,
I'm
talking
about
one
zero,
zero,
nine
1501,
Frederick,
Road,
Regina,
Reggie,
Silas
and
I
are
co-owners
Reggie's.
Next
to
me.
Most
importantly,
we
are
requesting
an
r/a
residential
office,
Class
A
zoning
designation,
not
a
BL,
as
was
noted
on
one
of
the
applications.
This
will
keep
the
house
as
it
is
and
to
be
used
as
an
office
and
keep
the
residential
nature
of
the
place.
There
are
several
reasons
for
this.
This
is
on
the
corner
of
South
ruling
Road
and
Frederick
Road
to
state
highways.
I
According
to
one
study,
there's
18,000
vehicles
that
go
by
there
every
day
stop
with
the
lights
through
there
fumes
honk
their
horns.
What
have
you
there?
There
is
and
every
kind
of
vehicle
there's
a
talking
traffic
light.
The
crosswalk
that
goes
on
24
hours
within
a
few
hundred
feet
of
our
house
is
a
bus,
stop
city
bus,
stop
an
elementary
school,
a
nursing
home,
a
church
and
a
restaurant.
I
The
house
across
the
street
was
a
dentist's
office
for
a
number
of
years,
and
so
there
is
some
precedence
for
this
on
the
roa
there's
a
number
of
accidents
that
have
happened
since
we've
lived
there
she's
been
there
since
2001
two
of
those
accidents.
The
cars
ended
up
crashing
into
the
house,
one
of
them
cost
$12,000
damage
to
the
porch.
It's
a
seven-bedroom
house,
so
it
would
be
really
good
for
a
large
family
with
kids.
I
can
tell
you
that
any
parent
that
has
kids
would
be
crazy
to
have
them.
I
You
know
to
move
into
the
house
and
have
their
kids
subjected
to
the
traffic
and
we're
both
getting
to
be
seniors.
I'm
72
I'm
an
amputee
from
Vietnam
serving
in
the
Army
there,
and
we
may
have
to
sell
the
house,
although
we'd
like
to
stay
in
it
for
a
while.
So
in
that
case,
we'd
like
to
have
the
house
be
designated
as
an
office
so
that
it
would
be
more
sellable.
Thank
you.
Thank
you.
J

I've
talked
to
my

Beth
this
issue
for
my

and
everybody
supports
their
decision,
whether
attempt
to
rezone
the
house
and
so
just
hear,
speak
in
support
of
my

fellow
veteran.
Thank
you
very
much.
K
The

of

I,
endorsed
this,
so
any
change
I
see
no
threat
to
anything
so
quite
supportive.
Thank
you.

discipline
and
in
the
world
today
a
lot
of
times.
Even
parents
can't
get
the
children
to
do
that.
I
believe
that
he
has
a
petition
here
that
every
one
of
his
neighbors
is
in
support
of
his
business.
M
Many
of
them
are
members
of
the
Woodbridge
Valley
Association.
He
has
talked
to
people
in
district
4
and
44b,
and
everyone
that
he
speaks
to
practically
his
in
his
support.
I
personally
think
that
this
community,
who
would
certainly
be
improved
with
someone
like
mr.
Ali
and
his
school
tae
kwon,
do
thank
you
so
much
Thank
You
mr.
big.
N
All-
and
it
said,
crews
I
live
in
120
Miller
Avenue
I
am
here
to
speak
on
issue
1
0,
0
7,
and
my
position
is
I'm
in
favor
of
the
zoning
change
and
I'll.
Explain
why?
If
I
quote
the
justification
of
this
zoning
change,
the
second
paragraph
reads:
the
proposed
change
is
in
keeping
with
the
feel
of
the
neighborhood,
and
that
is
true.
I
support
that
statement.
The
last
paragraph
has
another
statement
says
saying:
any
impact
to
the
surrounding
community
will
be
minimal
and
I
agree
with
that
statement.
I'm
in
support.
N
The
third
paragraph,
however,
has
a
another
statement.
Dialect
I
like
to
quote
for
you.
If
the
justification
says
maintaining
the
zoning,
as
is,
renders
the
southern
portion
of
the
property
useless.
This
is
true,
however,
I
think
is
false
short
from
the
reality.
What
we
have
in
this
property
right
now
is
the
vandalism,
trespassing
squatting
and
dumping
and
I'll
give
you
an
example.
N
At
night
summer
night
in
2013,
I
was
sitting
at
home
and
I
heard
a
loud
explosion
outside
I
opened
the
front
door
after
that
jolt
and
saw
the
neighbor.
He
was
on
this
property
and
he
was
running
with
a
shotgun
crossing
from
this
property
that
we
are
discussing
today
across
Miller
and
into
his
house.
I
call
the
police.
There
was
an
investigation
in
the
interest
of
time.
There
was
a
$500
of
damage
to
the
parking
lot
lights
had
been
destroyed
as
considered
voting
in
favor
of
this
zoning
change.
N
B
Didn't
write
the
others
any
number,
but
it's
this
one,
zero!
Three:
three!
Yes,
that's
it!
Okay,
Tom
Park
is
mentioned
on
social
media,
about
the
controlling
Golf
Club,
the
acreage
of
the
houses
they're
going
to
be
bigger
houses
and
more
acreage
per
house.
I
think
that
the
problem
with
South
growing
birds,
the
congestion
that's
going
on.
We
have
a
tremendous
amount
of
traffic
that
backs
up
at
CCBC.
B
We
have
a
tremendous
amount
of
traffic,
that's
backing
up
on
Hilton
Avenue
I,
personally,
walk
the
roads
and
I'm
picking
up
trash,
so
adding
more
homes
in
this
area
and
and
congesting
the
area
and
the
feasibility
of
students
being
able
to
go
to
the
districts
that
they
want.
Adding
more
homes,
I
think
is
a
bad
decision.
We
have
a
Patapsco
waterway
issue
where
the
water
is
backing
up.
It's
happening
in
Harris
County
because
of
all
the
building.

I.
Think
that
by

my

has
caused
a
lot
of
confusion
in
the

It's
been
unfair
to

goes

Q
There
is
just
ask
yourselves
these
questions:
to

Landsdowne.
Do
you

Do
you
want
our

Do
you
want
less

Do
you

Do
you
want
more
risk
of
fuel

and
toxic
fumes
coming
into

like
they
do
now?
Do
you
want

Do
you

Q
R
I'm
Sharon
Schuler
I
live
at
1,
1,
7,
Ingleside
Avenue,
and
the
issues
I'm
speaking
about
are
1
0
to
1
and
1
0
to
2
my
husband.
My
name
is
Sharon
Schuler
and
I've
been
a
resident
of
107
Ingleside
Avenue
for
over
20
years,
along
with
my
husband,
Thomas
R
Schuler,
who
is
executive
director
of
the
Chesapeake
stormwater
network
and
the
stormwater
coordinator
for
the
US
EPA
Chesapeake,
Bay
Program,
and
the
reason
I
mentioned
that
will
become
apparent.
This
property
is
a
registered
Baltimore,
County
historic
property.
R
We
respectfully
request
that
zoning
issues
1
0
to
1
and
1
0,
to
2,
to
convert
currently
Aarau
properties
to
a
BL
designation,
be
rejected
by
the
Planning
Board.
The
subject,
properties
on
Melrose,
Avenue,
Ingleside,
Avenue
and
eggies
Lane
are
located
at
the
extreme
headwaters
of
the
Patapsco
River
after
a
storm.
Runoff
from
this
area
travels
to
Catonsville
and
down
the
bull
Branch
for
several
miles
before
to
start
discharging
to
the
Patapsco
River
runoff
reaches
the
river
in
two
hours
of
less,
depending
on
the
intensity
of
the
rainfall.
R
The
pollutants
in
the
stormwater
runoff
are
then
delivered
to
the
Chesapeake
Bay.
A
few
days
later,
developed
in
residential
areas
in
the
immediate
vicinity
of
the
properties
and
issues
1
0
to
1
in
1
0
to
2,
are
already
exposed
to
a
higher
risk
of
urban
flash
flooding.
Multiple
properties
have
suffered
damages
in
recent
years
due
to
flooded
basements
and
backyard
and
roadway
flooding,
especially
after
the
construction
of
the
existing
parking
lot
on
Melrose
Avenue.
The
area
is
especially
vulnerable
to
flooding
for
four
reasons:
lack
of
modern
curving
gutters
in
effective
regional
detention.
R
Pond
the
runoff
produced
from
the
current
parking
lot
and
ancient
highly
constricted
culverts.
Adding
multiple
impervious
surfaces
to
our
neighborhood
means
that
our
historic
flooding
problems
will
only
grow
worse
over
time.
A
comprehensive
parking
demand
study
is
also
needed
to
determine
how
much
the
proposed
zoning
change
will
impact
this
neighborhood.
While
we
applaud
the
new
arts
and
entertainment
district,
the
general
redevelopment
of
Catonsville
an
arrival
of
existing
restaurants,
exciting
restaurants,
this
new
way
of
development
just
needs
to
be
studied
further.
Thank
you.
A
S
The
residents
of
the
properties
adjacent
to
this
proposed
rezoning
of
prepared
document
for
this
meeting,
which
we've
given
you
we
can
test
the
numerous
misleading,
factually
inaccurate
and
false
statements
and
assertions
declare
the
justification
for
this.
Zoning
and
I'll
just
talk
about
one
of
them.
The
very
first
one
was
that
the
zoning
would
be
with
the
feel
of
the
neighborhood
trying
to
state
the
eastern
side
of
Miller.
Avenue
is
all
commercial,
the
eastern
side
of
Revenue's,
starting
at
Bloomingdale,
where
the
shops
from
Miller
are.
S
He
drive
one
tenth
of
a
mile
and
you
hit
wooded
Greenway.
It's
possible
County
property.
They
drive
a
little
bit
further
and
you
hit
the
shoreline
trail
a
little
bit
further
and
you
hit
westerly
and
resident
apartments,
and
then
it
ends
a
female
or
a
blues
bright
with
a
single-family
home.
So
clearly,
this
is
not
a
residential.
This
property
was
studied
back
in
the
Catonsville
2000
community
plan.
S
It
was
referred
to
as
area
three
and
the
recommendation
at
that
point
in
time
to
the
recommendations
you
know
would
be
to
for
the
property
to
the
orderliness
up
its
use
and
the
parking
that
occurs
is
use.
The
level
2
recommendation
was
that
if
the
property
would
ever
be
abandoned
the
clearance
and
more
clearance,
it
would
be
turned
back
to
residential
there's.
T
Good
evening,
Louis
could
be
at
1/16
dollar
Avenue
and
I'm
speaking
on
one
0:07
and
I
am
against.
I
will
speak
to
this
property.
Non-Conforming
use,
I,
have
lived,
116
dollar
Avenue
for
45
years
and
I
would
say.
Probably
in
the
last
25
years.
Maybe
a
little
more.
The
property
in
question
has
had
non-conforming
use.
The
owners
of
the
property
continually
used
this
in
a
way
that
they
are
not
allowed
to
buy.
The
the
zoning.
T
T
U
U
I
am
a
conservationist,
so
I
realize
that
going
against
coming
up
to
speak
to
the
Planning
Board,
we're
kind
of
at
odds
I'm,
also
in
the
process
of
finishing
up,
my
master's
in
health
care
at
the
University
of
Maryland
I'm,
studying
particularly
the
health
care
along
the
Patapsco
folks
that
live
along
the
Patapsco
in
my
community
and
I'm.
Also
a
hospice
nurse
who
has
served
the
members
of
this
community
I
also
belong
to
a
Facebook
page
that
volunteers
to
pick
up
trash
along
johnnycake,
Road
and
along
the
Patapsco.
U
In
particular.
The
increase
in
traffic
causing
increased
air
pollution
decreased
water
quality
and
increase
in
trash
I
would
urge
the
board
the
Planning
Commission
to
lean
toward
land
conservation
so
that
we
have
continued
to
have
members
like
me
contributing
members
in
the
community
and
so
that
other
members
can
remain
as
healthy
as
possible.
Thank
you.
Thank.
A
V
I'm
Dorothy
Phillips
I
live
at
14,
trusting
Avenue
I'm
here
with
a
bunch
of
our
residents
in
the
area.
I
also
am
a
big
fan
of
all
the
restaurants
on
the
Main
Street,
so
I'm
here
to
bring
a
voice
and
that
voice
has
not
really
been
brought
to
this
one
point:
seven,
which
is
you
I'm?
Sorry,
it's
22.
We
are
against
it
right
now:
it's
1.7
acres
of
property,
moving
from
ro
to
BL.
This
actually
came
from
a
business
group
that
acquired
two
of
the
smallest
Lots.
V
That's
just
one
fifth
of
the
proposed
1-20
to
issue
area
and
the
original
property
owners
who
live
there
and
have
homes
there.
They
did
not
request
this.
Last
week
the
neighborhood
was
finally
brought
into
the
conversation,
and
we
do
thank
mr.
quirk
and
the
ladies
from
the
planning
office
for
that
to
show
was
pronounced
and
explained
what
had
been
seen.
However,
there
was
a
lot
of
transparency
from
the
individuals
that
came
out
requesting
the
zoning
changes.
They
brought
together
a
party
committee
and
that's
promising,
but
there
plans
stating
we
need
parking
that
doesn't
make
sense.
V
If
you
look
at
the
parking
lot
that
already
exists
on
Melrose,
it's
empty,
it's
empty
all
the
time.
So
we
are
just
asking
you
to
put
a
pin
in
this
because
the
section
that
we're
talking
about
where
they
want
to
put
the
parking
lot
that
mr.
Muller
spoke
to
is
0.35
acres
under
20%
of
this
area
that
you're
looking
to
do
in
issue
22.
V
We,
it
would
be
adding
more
permeable
surfaces
to
an
already
flood
challenged
area
and
it's
something
we
need
to
adjust
as
a
community.
We
have
thorough
professional
study
before
we
move
forward
that
current
parking
lot
on
Melrose
24
Melrose.
It
was
constructed
under
Arizona
glue.
So
you
don't
necessarily
need
to
rezone
this
to
make
mr.
molar
and
his
friends
happy.
We
support
the
businesses.
We
would
like
to
go,
have
dinner
every
night
and
have
options.
Thank
you,
but
we'd
like
a
study.
Thank
you.
W
Hello,
I'm
Tim
Potter.
Speaking
of
this,
you
want
here
one
I'm
here
to
present
my
views,
wise
I
believe
we
should
embrace
the
proposed
Reverend
renovated
rural
farming
land
sale.
I
would
like
to
clear
up
some
misconceptions
about
this
proposed
development
that
have
been
published
on
social
media.
Social
media
refers
to
the
proposed
renovations,
a
24/7
truck,
stop.
It
cannot
be
a
truck,
stop.
There's
no
dedicated
high
flow
diesel
pumps
at
this
station
per
posted
plans.
Well
in
social
media
is
stated.
This
project
will
make
our
residential
communities
smaller
only
to
residential
properties
are
involved.
W
There
are
total
of
two
people
living
in
these
homes.
This
is
a
significant
compared
to
the
economic
benefits
and
expanded
moderate
landscape
business
with
gray
I
believe
that
having
a
full
service
for
all
farms
as
us,
okay,
should
be
a
benefit
to
the
local
residents
by
adding
additional
jobs
at
the
store
and
services
related
to
the
maintenance.
Another
benefit
to
the
local
residents
would
be
all
personalized,
expensive,
gas
in
a
convenient
location.
The
plan
sort
of
renovated
role,
Farm
Show,
three
insurance
ins
X's.
W
This
will
reduce
congestion
to
the
intersection
of
house
and
have
it's
very
rude
Nance.
Our
residents
would
not
have
to
compete
with
that
flow
on
Hollins
Ferry
Road.
In
order
to
access
the
facility.
Currently,
there's
only
one
way
in
and
as
store
farm
store
parking
lot
crime
is.
Safety
should
be
a
consideration.
The
current
farm
store
gets
robbed
several
times
a
year,
endangering
employees
and
customers
for
those
that
reside.
Oh,
Randall,

The

was
through
my
mom's
property
down
either
Randall
or
Baltimore
Avenue.
Please
search
my
mother's
property
did
not
find
the
weapon.
That
means
the
thief
went
that
route
with
weapon
in
hand
we're
lucky,
no
one
on
that
there
he
was
walking
taking
out
the
trash
or
walking
their
dog.
It
was
not
a
costume
thieves
do
not
like
witnesses.
Finally,
one
has
to
decide
who
went
coming
off
the
Beltway.
W
Do
you
want
to
see
a
7-eleven
gas
station,
a
small,
outdated
farm
store
to
residential
properties
of
towing
yard,
where
you
will
see
a
professional
and
state
convenience
store
that
would
benefit
the
community
I
prefer
the
latter,
because
I
believe
would
enhance
the
values
of
residential
properties
in
Lansdowne

communities.
Thank

Hello,
my

Stephanie

I'm,

I
am
a

My
family
has
made
up
the
fabric
of
the
land
stone
community
for
over
100
years.
Keeping
the
tradition
and
vibrancy
of
this
community
is
of
a
paramount
importance,
which
is
why
I
am
in
favor
of
the
proposed
rezoning.
This
community
is
made
up
of
hardworking
dedicated
people
who
deserve
all
the
benefits
of
a
thriving
local
economy.
This
is
what
the
proposed
rezoning
and
subsequent
development
brings.
X
This
project
will
create
positive
economic
impact
to
the
residents
of
that
community.
More
residents
want
to
stay
and
invest
their
time
and
hard-earned
money.
Here
we
don't
need
to
leave
in
search
of
basic
needs
for
amenities.
Other
businesses
then
follow
suit.
Creating
a
snowball
effect
that
introduces
additional
capital
into
the
community
studies
show
that
there
is
a
direct
correlation
between
the
thriving
local
economy
and
resident
satisfaction.
The
proposed
rezoning
directly
impacts
two
parcels
of
land.
My
family
owns
both
are
currently
zoned
residential.
X
Both
homes
were
built
in
the
early
nineteen
hundreds
and
both
homes
only
have
one
restroom
failure
to
rezone.
These
parcels
would
result
in
the
need
to
raise
them
resulting
in
further
and
a
breeding
ground
for
trespassing
developers
can
have
a
bad
reputation.
They
are
often
seen
as
imposing
their
ideas
onto
local
residents.
However,
this
proposed
plan
is
exactly
what
the
community
needs.
In
recent
years,
development
and
land
stone
has
become
stagnant.
The
last
major
development
was
the
Hollis
Hollins
station
townhomes,
which
became
a
great
success.

Good

that
you
all
do
not
recommend
this
change.
When
I
moved
to
Catonsville,
because
the
community,
it's
not
often
that
you
find
such
a
proud
and
tight-knit
community
like
Catonsville
when
we
moved
there,
we
were
just
a
family
of
two
now
almost
a
family
of
five,
so
we're
excited
to
bring
our
kids
up
in
Catonsville.
Y
We
feel
especially
lucky
that
we've
been
present
for
the
latest
revitalization
of
the
Catonsville

with

the

mr.

that
this
change
was
needed
to
alleviate
parking
concerns.
The
chamalla
was
asked
several
times
for
specific
justification
or
a
plan
regarding
the
rezoning
of
our
properties.
Y
He
stated
that
because
other
properties
on
opposite

of
Melrose

were
being
considered
for
rezoning
as
part
of
one
Jo,
which

to
the

committee
created
this

That

all

out
of

and
it
maintained
more
consistency.
This
proposed
action
seems
much
more
like
spot
zoning
than
a
rational
plan
for
expansion,
then,
and
tonight
mr.
Y
molar
provided
no
justification
or
explanation
by
the
rezoning
of
four
residential
properties
owned
by
people
who
did
not
ask
for
this
change
or
may
not
have
remove
or
never
want
to
move
as
a
result
of
this
parking
lot
would
help
alleviate
a
parking
shortage.
It
doesn't
sound
fair
at
all.
There
is
currently
a
parking
lot
on
Melrose
Oh.
Someone
brought
up
this
and
we've
been
told
the
slots
at
capacity
every
day.
Ongoing
video
footage
shows
that
this
isn't
true
under
utilized
and
set
50%
at
most
during
the
business
day
and
on
nights
and
weekends.
Y
It's
almost
completely
empty.
The
Canes
reporting
company
hasn't
adequately
or
responsibly
studied
the
communities
parking
availability.
The
committee
has
not
addressed
the
concerns
of
residents
affected
by
these
zoning
changes.
Myself
and
my
neighbors.
The
committee
has
not
been
funded
any
research
to
us
on
the
impacts
the
changes
would
have
on
our
property
value,
resale
opportunity
or
taxation
changes.
Most

not
provided
any

their

would
allow

Storage,

is
kind
of
a

such

as
in

it
would
continue

Z
But
the
reason
I
wanted
to
address
you
all
is
because
I
would
also
impact
the
use
of
the
public,
they're
gonna
whole
lot
of
individuals
and
business
owners
and
public

and
elected

Who've
worked
really
hard
to
make
Catonsville
a
pretty
good

adjacent
to
that

would
be
Catonsville

it's

The

there's
been
a
lot
of
elbow

a

of
work
put
in
down
there
as
well
as
some
money,
and
you
know,
Miller

In
the

we've
got
the

the

it's

Invite
everyone
here

especially
trying
to
rain

for
when
the

the

had

My
oncoming

that
crosses
the

when

Patapsco
River
floods,
its
banks
on
like
Howard
County,
Barbour
County,
has
to
no
indications
warning
of
the
flood
in
that
area.
So
when
you
reach
the

you
find
you
have
to
turn
around
and
then
go
down
to
route.
40,

Patapsco
River

a
major

AA
In

you
have
20
plus
of
cars
waiting
on
johnnycake
and
if
there's
a
train
in
Howard
County
forget
it,
then
there's
the
bridge
with
two
sharp
curves
one
on
either
side,
we've
had
a
tractor-trailer
stuck
on
that
bridge
recently
and
too
many
tractor
trailers
find
that
this
is
now
a
shortcut
to
come
across
johnnycake
Road
up
to
the
security
Boulevard
area
they're
using
the

and
this
is
not
meant
for

It's
my

the
reasons
why
I

cafe
was
directly
affected
by
the
last
floods.
We
had
7
feet
of
water
in
our
restaurant
in
the
basement
and
lost
nine
cars,
and
people
were
scared
to
death.
AB
We
are
down
hill
of
the
proposed
zoning
requests
that
people
are
requesting
and
light
of
all
the
new
development
that's
taken
place
over
the
last
few
decades
and
with
the
current
development
going
on
in
our
neighborhood,
with
very
little
to
no
community
involvement
and
with
some
future
development
plans
on
the
way,
with
very
little
community
involvement.
We're
all
concerned
about
the
parking
shortages.
We're
also
concerned
about
the
stress,
that's
being
placed
on
a
aging
infrastructure
and
how
this
will
affect
our
economy
and
community.
AB
AB
Melrose
should
be
established
by
a
zoning
variance,
not
a
zoning
change
that
would
offer
ultimately
more
retail
development,
and
possibly
some
parking
will
not
solve
the
parking
crisis
for
the
infrastructure
that
will
only
exacerbate
those
problems.
In
conclusion,
while
I
do
see
more
parking,
I
firmly
believe
that
there
are
other
options
available.
Besides
zoning
changes
to
make
the
parking
shortage
spot
rezoning
as
it's
being
proposed
is
not
the
answer
to
the
current
crisis
or
the
aging
infrastructure
issues
affecting
downtown
Catonsville.
Therefore,
I
am
opposed
to
the
rezoning
request,
as
presented
Thank.

I'm
here
tonight
to

on
behalf
the
zoning
change
1-0,
one
nine
designed
to
reduce
the
patchwork
with
zoning
values
in
the
real,
a
historic
district
to
a
uniform
dr2
level.
We
are
in
support
of
this
bit
of
history.
Town
real
is
founded
in
the
1830s.
It
was
a
midpoint
between
Baltimore
and
Ellicott
City.
AC
It
was
the
first
rip
country
and,
to
be
quite
honest,
it
was
called
relay
because
they
changed
horses
there.
So
around
course
changing
facility
came
a
town.
Many
houses
were
built
during
the
Civil
War.
It
was
the
key
point
where
the
Union
Army
was
protecting.
The
taps
go
River,
which
is
quite
fascinating.
Thompson
violin
a
lot
of
history
in
1996
relay
was
designated
as
historic
district
in
Baltimore
County,
and
it's
great.
AC
It's
also
a
big
reason
why
Diageo
kept
their
buildings
and
focused
so
heavily
on
the
history
of
the
relay
community
when
they
built
the
Guinness
brewery.
However,
we
have
a
problem:
the
zoning
in
relay
continues
to
be
a
patchwork
of
values
for
25.5
down
to
two.
In
addition,
high
levels
of
interest
in
the
historical
property
prompted
the
membership
to
ask
about
earnings
current
zoning
situation.
AC
The
Zoning
Department
sent
someone
to
do
a
presentation
relay
baby
special
meeting
in
July
of
2019
and
in
during
that
meeting
a
unanimous
vote
of
over
70
members
passed
the
board
to
find
a
solution
for
this.
If,
thus,
to
put
forth
the
zoning
change,
we
have
members
in
September
and
November
of
2019
with
approval
from
the
membership.
We
believe
this
change
will
protected
community
from
development,
prevent
houses
from
demolition
by
neglect
and
by
standardizing
zoning
across
the
district.
It
will
reduce
confusion
on
the
part
of
buyers,
sellers
and
brokers,
who
may
be
misled
into
thinking.

the

Most
recently
renew
these
covenants
in
2013
in
the
land
records
of
Baltimore

AI
AI
Mr.
alley,
which
has
already
spoken,
has
recently
met
with
me
and
other
board
members
about
why
he
is
requesting
a
zoning
change,
one
zero,
zero,
four
to
the
property
that
his
family
currently
resides.
He
explained
that
he
would
to
turn
his
residential
property
into
a
fake
Wando
studio
that
he
certainly
is
obviously
qualified
to
operate,
and
he
has
the
dream
of
having
his
studio
in
his
house.
AI
Our
covenants
could
be
interpreted
to
allow
the
associate
to
allow
the
Association
to
approve
using
a
web
Bridge
valley
property
as
a
martial
arts
school.
However,
the
association
does
not
support
mr.
Ali's
desire
to
turn
Woodbridge
Valley
properties
zoned
for
a
home
into
a
properly
zoned
commercial
business.
The
irony
is
that
if
this
BL,
our
zoning
is
granted,
mr.
AI
A
AJ
Hi
good
evening,
everybody
thank
you
for
coming
out.
Listening
to
us
all
tonight.
I
know
it's
an
earful,
but
we
appreciate
your
job
that
you
do.
My
name
is
Bettina
tebow
I'm,
the
president
of
the
greater
our
beauties
Business,
Association
and
I'm
here
in
support
of
issue
1-0
one
three,
that's
property
that
there's
a
house
on
there
requesting
a
zoning
change,
so
the
house
can
be
raised
and
the
Ambrose
funeral
home
can
expand.
Their
parking
parking
is
very
tight
in
our
beauties.
AJ
This
is
right
next
to
the
elementary
school,
so
it's
not
going
to
impact
any
other
existing
neighbors
they
own
from
the
corner
up
to
the
elementary
school.
So
I
asked
for
your
support
on
issue,
1,
0,
1,
3
and
then
on
issue
1,
0,
1,
1
I.
Ask
you
to
please
can
please
please
change
the
zoning
from
residential
office,
which
this
property
location
at
the
corner
of
sulphur
spring
road
and
Carvel
Avenue,
which
is
also
East,
Drive
and
Oregon
Avenue.
It's
very
unique
intersection.
It's
the
center
of
our
beautif.
AJ
They
are
singled
out
as
a
residential,
auto
zoning.
Everything
around
them
is,
is
the
BL
zoning
everything
couple
blocks
up
the
street.
This
way
that
way
up
East
Drive
only
only
thing:
that's,
not
zoned
commercial
is
on
Carvel
Avenue
East
rise,
sulfur
spring
and
Oregon
all
have
commercial.
They
are
surrounded
by
commercial.
The
stand,
the
location
was
also
been
commercial
since
the
20s
and
local
family.
AJ
A
AK
AK
AK
Surprised
and
dismayed
to
read
the
response
from
the
Baltimore
County
Planning
Department,
who
said
that
they
could
not
support
the
down
zoning
because
it
would
not
be
consistent
with
Baltimore
County
future
development
plans.
But
to
my
knowledge,
the
public
has
not
been
made
aware
of
any
future
development
plans
in
that
area.
So
I'm
feeling
like
there's
a
lack
of
transparency
here
somewhere
and
I'm
and
I'm,
hoping
that's
not
the
case,
but
it
certainly
looks
like
it.
Thank
you.
Thank.

the

of

the

of
1-0
3-0,
and
really
my
role
right
here.
Tonight's
just
try
to
give
you
a
little
information
about
the
packet
that
I
supplied.
It
shows
some
existing
pictures
for
the
parking
lot
and
I
wanted
to
just
have
you
so
you
have
a
visualization.
AM
The
basic
history
of
the
lot
has
been
that
this
was
a
stage
for
the
electric
trolley
cars
that
ran
down
to
Ellicott
City
in
the
40s,
and
then
the
county
used
a
lot
to
put
a
surge
in
into
Arella
back
in
the
early
80s
as
the
operational
lot
or
equipment
things
restored.
Just
so
you
understand
the
capability
that
it
has
to
be
able
to
do
that.
I
wanted
to
also
just
mention
a
few
things,
one
that
this
issue
is
in
support
of
the
Greater
Oh
Ella
Committee,
which
Jays
president
of
I
also
wanted
to
suggest.
AM
Or
let
you
know
that
the
since
we
bought
the
property
adjacent
to
it
thirteen
years
ago
and
opened
the
Brenner
II
in
Baltimore
County,
we've
seen
a
substantial
amount
of
growth
and
usage
of
the
trolley
trail.
It's
really
been
a
great
community
service
and
and
young
families
that
have
moved
into
Oh
Ella
or
actually
pull
it
into
the
trail.
AM
They're
parking
on
this
lot
and
there
loading
their
bikes
and
their
kids
and
they
need
a
safe
place
to
do
it,
because
a
well
is
a
pretty
windy
road
area
and
they
really
are
forbidden
parking
on
this
area
for
over
actually
25
years.
We're
just
trying
to
get
the
zoning
right
for
it
and
that's
pretty
much
all
I
have
to
say
and
I.
Thank
you
for
your
time.
AN
My
name
is
Bernie
Bailey
I'm,
the
president
of
the
Lansdowne
Improvement
Association
I've,
been
the
president
for
eight
years.
We
are
here
to
propose,
deny
the
zoning
request
so
typically
we're
for
small
businesses
all
the
time.
So
we
put
on
this
case
here.
It's
mainly
I,
don't
want
to
repeat
everything
that
joe
said,
but
it's
a
safety
issue,
an
environmental
issue.
If
you
look
at
the
way
the
traffic
design
is
there,
the
multiple
accidents
constantly
the
way
they
want
to
wrap
around
the
the
excellent
heavens
very
brave.
AN
So
my
proposal
is
not
to
accept
this
because
our
association
denied
it
Riverview
goes
denied.
I
get
constant
calls
from
everyone
denying
I've
been
the
president
for
eight
years,
and
mr.
Potter
has
never
come
to
my
association
meeting
and
for
him
to
say
that
royal
farm
is
going
to
make
plans
down
perfect
it's
not.
We
already
have
on
Royal
farm
in
Lansdowne
already.
We
also
have
a
within
one
point,
two
or
three
miles
radius.
We
have
like
three
or
four
more
so
I.
AN
Don't
think
we
actually
need
any
more
royal
farms,
just
lands
and
I
don't
think
his
remarks
about
Lansdowne
needs.
A
handout
we
don't
need
a
handout
from
Catonsville.
He
does
not
even
live
in
Lansdowne,
so
I,
don't
know
why
he
would
say
something
like
that.
Actually,
who
benefits
from
this
mr.
Potter,
exactly
I
am
selling
his
property
or
giddy
ISM
differently,
he's
the
one
who's
going
to
profit
from
it,
not
a
Lansdowne.
AN
The
environmental
part
of
the
thing
is:
if
we
keep
building,
we
keep
putting
a
sketball
we're
going
to
wind
up
like
Ellicott
City.
Eventually,
the
water
is
going
to
keep
rushing
down
there
and
Weaver
there's
streambeds
there
there's
all
kind
of
stuff
there
all
that's
going
to
go
into
the
Patapsco
River,
and
it's
not
right
because
it's
going
to
flood
there
again,
it's
flooded
there
before
we've
had
Agnes
we've
had
David.
Thank
you
very
much.
AO
1-0

my
allowing
Royal
Farms
to
increase
their
program
there
at
that
area,
there's
going
to
be
an
effect
on
the
Sunoco
station
to
7-eleven
the
circle-k,
the
other
gas
station
and
victors.
These
three
projects
properties
have
been
been
in
our
area
for
a
long
time
and
when
you
come
off
the
belt
leg
and
you
turn
left
on
Hammonds
Ferry
Road
and
you
go
down
Hammonds
Ferry
Road,
you
see
a
trailer
park.
You
see
a
business
of
cracks
up
stones.
AO
You
see
this
cherry
pickers
car
line,
you
have
gas
station,
you
have
the
power,
you
have
a
restaurant
bar
and
if
you
go
down
further,
you
have
another
bar
we're
surrounded,
Royal,
Farms,
Washington,
Boulevard,
Landstown,
Patapsco,
Avenue
and
Hollins
Ferry
one.
That's
there
now
has
been
there
for
many
of
years
and
there's
nothing
wrong
with
that.
The
kids
in
the
neighborhood
always
walk
down
there
to
get
whatever
they
like
to
have.
I
opposed
the
big
company
coming
in
and
expanding
that
it
will
take
away
from
our
uniqueness
and
we
are
unique.
AO
It's
an
old
railroad
town
and
people
would
have
been
there
for
years.
I'm,
a
new
baby
I've
only
been
there
for
27
years,
but
my
friends
have
been
born
and
raised
there.
So
I
think
for
the
people
of
Lansdowne
and
for
myself.
I
need
that
country
feeling
well
I
need
that
old-time
count
feeling
when
I
come
home,
I've
traveled.

We
had
asked
for
the
similar
zoning
few
years
back
as
well.
I'm
here
to
represent
my
father,
and
my
younger
brother
I've,
been
in
15
years
of
federal
service
and
I
can
only
wish
that
my
younger
brother
had
the
same
skills
and
the
tool
set
in
his
life
that
I
had
to
succeed.
AP
Unfortunately,
he's
declared
mentally
disabled
and
he's
the
one
that
my
dad
has
been
training
for
the
business
of
the
past
decade.
They've
been
doing
the
same
business
in
the
same
area
for
about
14
years,
the
use
of
rent,
something
across
the
street.
For
seven
years
they
were
forced
out
of
the
lease.
They
were
forced
to
take
the
business
right
across
the
street.
They
were
renting
for
two
years
in
the
basement.
It's
a
mom-and-pop
shop,
it's
not
a
big
business.
AP
It's
a
low
traffic
apartment
based
business
that
my
father
is
finally
fully
capable
of
handling
on
his
own.
His
two
small
cats
now
he's
been
married,
he's
been
supporting
his
family
to
his
business,
and
all
we
can
do
is
try
to
support
him
so
we're
not
trying
to
open
a
big
business.
I
mean
there
are
several
big
businesses
within
the
area.
AP
Within
a
few
feet,
I
mean
within
a
few
hundred
feet,
there's
a
Walmart,
and
then
there
was
something
approved
right
down
the
street
within
a
couple
of
hundred
feet
that
dunkin
donut
and
a
small
shopping
center.
All
we're
trying
to
do
is
open
a
tag
entitle
office
and
let
him
operate
and
feed
his
family
and
I
urge
the
board
members
to
look
at
this
closely
and
let
him
support
his
family.
Thank
you
very
much.
Thank
you.

it

AQ
The

nature

character
of
this

can
be
undermined
by
development.
That's
not
in
keeping
with
the
character
of
the
area
by
the
widening
of
the
rural
roads
by
zoning
that
is
too
dense
due
to
environmental

and
constraints
of
the

the

I
would
like
to
bring
your
attention
to
what
I

is
one
important
point
in

it
starts
with

interpreting
the

of
Maryland's

one
of
the

Historic

is
the

locally

in
state
certified
regions
where

make
commitments
to
preserving
historical,
cultural
and

There
are
13
such
certified
heritage
areas
in
the
state.
AR
One
of
those
happens
to
be
the
Patapsco
Valley
heritage
program.
Don't
know
if
you're
familiar
with
her
or
not,

its

was
reasoned
in
2008.
To
allow
light
industrial
and
other
use
is
an
intense
development,
goes
against
everything
that
was
even
recognized
by
the
federal
agency
that
was
going
to
build
a
computer
center
up
on
the
same
site
and
turned
it
down
due
to
its
environmental
sensitivity.
AT
I
brought
to
you
today,
pictures
that
show
the
detriment
to
dogwood
road
which,
like
johnnycake,
is
very
narrow,
no
shoulders
and
steep
slopes
on
either
side
and
our
Road
has
been
redesignated
as
a
minor
collector.
We
have
semis
pulling
down
wires
and
the
roadbed
is
totally
undermined.
I
find
chunks
as
fall
to
my
pasture,
and
it
is
eroding
the
floodplain
that
is
my
pasture.
The
same
situation
exists
on
johnnycake,
Road

I.

Quickly,
yes,

As
you

this
is
an
extremely
important
matter.

I
am
the
current
zoning
chair
of
G
PCA,
and
you
may
notice
that
I
am
signed
on
this
petition.
There
are
a
couple
of
points
that
have
not
been
made
that
do
need
to
be
brought
to
your
attention.
One
is,
as
is
obvious,
this
was
an
aberration
when
it
was
owned
in
2008.
Neither
the
board
nor
the
staff
supported
it.
S
There
was
no
justification
for
it
and
there's
been
no
justification
during
the
interim
when
the
planning
staff,
when
we
inquired
as
to
why
the
comment
and
recommendation
of
the
planning
staff
was
against
this,
we
were
told
that
there
was
some
kind
of
vague
reference
to
the
renewed
extension
of
security
Boulevard.
There
is
not
a
single
word
anywhere
in
anything
that
I
can
find
that
supports
that
statement.
S
There
is
no
extension
as
far
as
we
know
of
security
Boulevard,
so
we
do
not
know
what
that
means.
In
addition
to
that,
there
is
already
written
commitment
from
the
County
Executive
on
behalf
of
Baltimore
County
government,
to
the
current
master
plan
and
to
the
the
successive
master
plan
in
2030
to
do
the
kind
of
sustainable
communities,
the
kind
of
environmental
protection
and
the
kind
of
resource
commitment
that
this
downzoning
represents,
and
there
are
two
other
things
that
you
need
to
look
at
that
are
significant
here.
S
There
is
no
justification
for
business
zoning
where
it
is
because
immediately
adjoining
this
is
now
the
large
opportunity
zone
designated
by
the
governor,
which
includes
security,
mall
and
includes
and
extends
the
Woodlawn
commercial
revitalization
plan.
There
is
no
justification
for
this.
Thank
you
for
your
patience
and
we
rely
on
you
to
do
the
right
thing.

There
are
two
main
reasons
why
I'll
give
you
by
you
I
believe
you
should
also
oppose
this
rezoning.
AW
First,
if
freeze
owned,
the
rezoning
would
result
in
a
violation
of
state
law,
as
stated
in
the
December
30th

planning

issue
analysis
on
the
bottom
of
page
three,
which
I'm
sure
you
all
read
then
there's
you've
got
a
bunch
of
issues
in
front
of
you.
Staff
does
not
support
the
requested.
Rezoning
change
for
the
growth
staff
does
not
support
the
requested
zoning
change.
The
request
for
zoning
change
is
inconsistent
with
the
Baltimore
County
master
plan.
2020
surrounding
zoning
and
land
uses
I
wish
they
had
gone
on
to
say
and
as
being
inconsistent.
AW
It
violates
Maryland
land
use
laws,
section
1,
301
and
103
1,
3
or
4,
which
requires
any
action
of
a
local
government,
including
a
rezoning
which
is
in
action,
but
this
shall
be
consistent
with
the
adopted
comprehensive
plan,
so
about
approving
this
rezoning
would
be
inconsistent
with
it
as
it's
inconsistent
with
the
master
plan
with
violating
state
law.
Secondly,
the
properties
within
the
ural
we
know
the
sacristy
nature
of
the
herbal,
it
has
public
sewer,
it
has
public
water.
It
has
good
schools,
quality
schools
and
capacity
in
the
schools.

Just
so,
you

Beltway

utilized

its

rolling

the

down

the
beltway's

and
it's
severe
adverse
financial
impact
upon
the
value
of
that
property.
AX
Like
a
number

people
in
this

we've
been
trying
to
find
out
the
why
why
councilman
quirk
put
in
this
change,
but
despite
our
repeated
efforts
to
find
out
why
we
still
don't
know
why
and
again,
like
a
number
of
people
in

we
don't
think
that's
the
way

The
basis
of
my
testimony
this
evening
is
to
urge
the
Planning
Commission
to
deny
the
request
of
downzoning
the
property
dollar
1
and
to
stress
the
unintended
consequences,
legal
and
otherwise
that
could
occur.
Should
the
property
be
downzone,
as
you
heard
from
mr.
Davis,
the
20/20
master
plan
clearly
does
not
recommend
this
down.
AY
Zoning
into
have
a
down.
Zoning
inconsistent
with
the
master
plan
is
potentially
illegal.
Again,
as
mr.
Davis
noted,
this
property
has
added
public
facilities
is
more
than
enough
capacity
will
be
a
waste
of
County
resources
to
downzone
this
property.
The
most
important
thing
I'd
like
to
speak
to
is
the
potential
or
inverse
condemnation
agency
agencies.
AY
I'm
sorry
agency
comments
noted
that
there
would
be
a
significant
in
tibby
initiative
value
as
a
result
of
the
down
zoning.
Now
there
was
a
recent
article
in
The,
Baltimore
Sun
councilman
quirk
was
noted
as
referring
the
property
be
used
as
a
golf
course
or
park.
It
is
to
be
used
as
a
public
park
that
requires
the
county
to
acquire
him
and
in
that
process
the
county
needs
to
obtain
an
appraisal
and
pay
fair
market
value
for
the
property
for
public
purpose.
AY
This
this
act
of
potential
rezoning
is
it's
being
done
systematically
to
deleverage
the
owner
and
to
downgrade
the
value
of
the
property
to
allow
for
an
easier
acquisition
process
on
behalf
of
the
county.
If
it's
out,
if
it's
down
zoned
it's
worth
less,
therefore
the
county
can
pay
less
for
its
public
park.
It's
not
fair,
nor
is
it
illegal
to
do
to
the
owner.
That's
all
I
have
thank
you.
Thank
you.

matter,
double-oh-seven
property
is
owned
by
Catonsville
Mellor,
limited
partnership
of
which
I'm
a
member
and
proposed
this
up
zoning.
It's
just
a
small
1/10
of
an
acre
parcel
at
the
end
of
a
string
of
parcels
that
run
from
north
to
south
on

one
portion,

is
just
beyond
several

is
the
cave,
the
old
former
Kati

spur
which
I
donated
to
the
Catonsville

and
they're.
Now
using
it
as
a
walk
and
bike
trail
and
bicycling,
the
whole
property
was
used
in
partisan
railroad
line
for
many
years,
then
after
World

two
and
over
the
next
75
years
to
today,
it's
been
developed

used
as

BB
The
current

the

existing
zoning
to
BL.
BE
We
did
provide
you
in
your
packet
with
our
written
comments
in
detail.
I
would
like
to
highlight
two
two
things.
One
on
the
face
of
it.
I
was
really
at
gasp
that
your
planning
staff
basically
supported
the
zoning
change
again
as
a
urban
planner
of
40
years,
I
would
have
taken
a
position
opposing
this
change,
and
the
reason
is
one
what's
being
asked
for
is
that
BL
incursion
into
a
residential
area
eliminating
the
typical
buffer
of
the
resident
office
area
in
between
all
right
and
the
other
is?

AW
BG
Good
evening,
I'm
here
to
speak
in
opposition
to
1-0
three
and
one,
oh
one,
two
I
work
in
the
energy
industry
and
there
have
been
major
changes
that
have
been
occurring
in
the
energy
industry.
The
traditional
gas
stations
were
in
vertically
integrated
business
models
run
by
the
major
oil
companies,
and
that
has
since
changed
drastically
and
now
there
are
new
entrants
in
the
market.
Wha-Wha
oil
farms
and
the
others,
and
the
effect
it
can
have,
is
drastic
and
can
create
lighting
on
Main
Street
in
Reisterstown.
BG
There
were
four
properties
were
wiped
out
and,
in
fact,
there's
a
couple
of
zoning
request
in
that
district
to
remove
the
automotive
services.
What
I
would
say
is
that
the
Planning,
Board
and
Baltimore
County
need
to
very
carefully
consider
the
repercussions
of
siting
new
gas
stations
and
creating
blight
unintentionally,
perhaps,
but
so
accordingly.
I
think
that
when
you're
here
and
both
of
these
requests
are
inconsistent
with
the
master
plan
and
as
some
of
the
speakers
have
said,
it
has
to
be
in
conformity
with
the
master
plan
for
the
zoning
to
be
granted.
BG
So
I
would
just
urge
you
to
carefully
consider
these
there's.
25
requests
for
automotive
services,
gas
stations
in
all
seven
districts
in
Baltimore
County,
and
so
this
issue
is
very
very
in
the
forefront
it's
one
of
the
few
Amazon
proof
businesses
and
that's
why
there's
such
a
great
interest
in
it
I.
Thank
you
very
much.
Thank
you.

I

to

in
the

In
the
1100

of
Alexander

there
are
15

definitely
residential.
BH
So
again,
for
myself,
I
oppose
that
we
are
surrounded
by
commercial

on
our
eastern

We
have
Home

We
have

We
have

we
have

a

leave

BI
Evening,
my

Sharon

I
live
at
one
0:07
Alexander
Avenue,
along
with
my
husband
Jim,
he's
had
that
house
for
over
23
years,
and
it
is
a
long
side
of
the
portion
of
the
parking
lot
that
they're
requesting
to
be
resumed.
I
believe
that
it's
one-zero-zero-one,
we
opposed
that.
We
already
deal
with
a
number
of
things
with
that
parking
lot.
BI
People
going
over
there
the
park,
the
part
of
the
parking
lot
that
they
want
to
change.
It's
not
used
by
the
store
at
all.
It's
the
only
people
who
really
use
it
for
parking
or
the
Baltimore
County
Police
Department
when
they
sit
back
there
in
the
middle
of
the
night,
because
I
see
them
out
my
window
when
I'm
washing
dishes
and
other
people
that
come
over
there
to
do
things
that
they're
not
supposed
to
be
doing
back
there.
BI
BI
We
hear
the
noise
from
all
people
that
come
in
and
they
hang
down
at
the
parking
lot
on
the
lower
side
where
Home
Depot
is,
and
they
race
out
on
Route
40
and
they
get
on
the
Beltway
and
go
down
to
the
stretch
of
road
down
off
a7v
where
they
go
under
a
state
police
or
a
back
there,
all
the
time
trying
to
get
them
and
they
don't.
The
noise
is
ridiculous
and
the
trash
that
we
get
is
is
not
necessary.
BI
BJ
I've
been
a

All
my

I'm,
a
retired

of
Baltimore

and
also
retired,
from
the
University

for
the
police
department.
Since
I've
been
there
since
96
I've
seen
the
change
with
commercial
buildings
being
built
in
that
area,
the
traffic
is
horrendous,
I
live
at
the
end
of
Alexander,
Avenue
people
come
down,
their
throat
tries
to
hang
out
down
there
so
on
and
so
forth.
We've
had
one
fatality.
BJ
BJ
Citizens

the

I
know
why
Patrol
it
constantly.
We
already
have
a
problem
with
the
body
mechanics
shops
on
the
other,
coming
street,
constantly
trying
to
get
the
police
to
move
those
cars.
If
you
just
come
over
there
and
look
right,
we
definitely
opposed
it
and
we
hope
that
the
board
will
not
allow.
BK
Good
evening,
Adam
Rosenblatt
issue
17,
which
you've
heard
a
lot
about
tonight,
so
I'll,
be
extremely
brief.
On
behalf
of
the
owner
and
developer
of
the
property,
we
oppose
the
rezoning
request.
The
existing
zoning
preserves
the
ability
to
develop
the
property
with
either
commercial
or
residential
uses.
We
would
like
to
preserve
that
flexibility.
It's
supported
by
the
Planning
Department,
it's
supported
by
the
master
plan
and
the
developer
will
continue
to
work
with
the
councilman
and
with
the
community
as
plans
for
the
property
are
developed.
Thank
you
very
much.
Thank.

half

it

it
is
certainly
one

and
I'd
like
to
be
able
to
have
it
properly.
Do
that
properly
sound
and
it
used
to
be
a
Baltimore

which.
BL
A
BM
Just
we
have
this
property
for
about
59
years,
my
parents
grew
up
in
the
area
they
married
bought
this
property
we're
interested
in
having
a
possible
commercial
zoning
request.
The
area
is
completely
becoming
commercialized.
Now,
there's
a
lot
of
traffic,
a
lot
of
noise,
a
lot
of
commotion,
people
walking
in
at
your
property.
So
we
would
really
like
this
to
be
looked
at
and
maybe
a
possible
zoning
change.

it's

BP
BR
Hello,
my
name
is
Nicolas
manone
and
I'm,
addressing
one
0:06
and
basically
I've
been
in
my
house
for
36
years,
I
lived
directly
across
from
that
parcel
of
land
that
it
was
a
parking
lot
originally
and
for
the
last
36
years,
I've
been
witnessed
in
different
companies
coming
in
and
out
and
what
is
when
it
is
known.
Now
the
community
is
a
little
upset
because
all
the
tractor
trailers
that
were
pulling
in
there
the
heavy
equipment
blocking
up
that
street.
BR
We
got
a
Baltimore
County
engine
station
number
five
on
the
corner,
then
we
got
a
landscaping
business
and
then
you
have
this
parcel
of
land.
That's
up
between
hail
for
farms,
road
and
Halethorpe,
Avenue
and
I'm.
The
first
house
on
the
left
so
I
just
see
it
as
for
all
36
years,
and
when
you
get
a
group
of
man
or
a
group
of
people
after
work,
think
someone
want
to
drink.
Someone
want
a
you
know
talk
loud
with
urinate.
They
have
to
have
some
facilities
over
there,
the
infrastructure
of
a
parking
lot
with
heavy
equipment.
BR
If
that's,
what
I'm
hearing
is
going
on
there
there's
a
lot
of
chemicals?
There's
a
lot
of
young
kids
coming
in
the
neighborhood
with
families
and
I
got
grandkids
now
living
with
me,
it's
just
and
but
what
we
really
really
have
to
do.
If
you're
going
to
go
forward,
we
have
to
take
care
for
parvenu
and
make
that
no
entrance
for
this
and
that's
the
big
problem,
because
it's
convenience,
they
don't
want
to
come
in
from
hail
floor
because
you
got
traffic
over
there.
BR
The
traffic
light
is
an
issue
we
can
the
community,
and
this
is
an
old
community
store.
It's
one
of
the
original
17
original
African
American
settlements.
This
Hale
force
we're
at.
We
could
not
have
that
because
early
in
the
morning
they'd
be
blocking
up
the
street.
You
get
the
horns,
because
everybody's
rushing
to
go
to
work.
It
was
just
a
mess,
get
them
to
go
on
health
or
thorns
Road.
Thank
you.

Thank

mr.

it's

keep
it

Speaking
on,
one
0:09
I
am
against
it.
I'll
have
lived
in
the
Catonsville
area
for
almost
30
years.
I've
raised
my
children
there,
the
two
highways
that
intersect
there
have
been
there
for
over
200
years,
they've
always
been
busy
and
they've
always
had
honking
horns
and
loud
noises,
but
it
hasn't
stopped
us
we'll
be
able
to
raise
our
families
there
on
that
side
of
Frederick
Avenue.
There
is
not
businesses
that
creep
into
that
neighborhood.
BS
It's
one
of
Baltimore,
County's,
oldest
and
proudest
neighborhoods,
and
allowing
an
inroad
for
businesses
into
that
area
will
significantly
change
that.
The
house
in
question
is
owned
by
people
who
run
a
secondhand
store
down
on
Frederick
Avenue
on
weekends.
They
utilize
that
place
for
yard
sales
in
the
guise
of
yard
sale
when
it's
really
a
business
operating
without
a
license
there
without
zoning.
For
that
the
traffic
pattern
that
comes
across
there
there's
thousands
of
cars
that
go
throughout
there
and
commuting
and
where
the
parking
lot
is
on
south
for
only
Road.
BS
When
people
try
to
pull
in
and
out
it
completely
stops
traffic
there's
an
elementary
school
across
the
street
by
doing
that,
it
makes
it
a
danger
for
those
that
are
walking
to
and
from
the
school
and
I.
Just
don't
see
a
reason
for
that.
The
comment
was
made
by
the
owners
that
they
have
a
house.
There
were
seven
bedrooms
and
who,
in
the
right
mind
would
raise
their
children
I
would
I
raised
my
children
there.
Thank
you
thank.

BT
Wrigley
no
1602
south
rolling
road
in
relay
I'm.
Speaking
in
support
of
down
zoning
for
the
relay
historic
district,
one
zero
one,
nine
we've
talked
a
little
bit
about
the
historic
significance
of
relay
and
the
importance
of
keeping
that
I
would
like
to
specifically
talk
about
the
traffic
hazards
going
through
south
rolling
road.
If
these
roads
are
built,
not
even
built
they've
been
in
existence
since
the
1800s
following
pink
paths,
horse-drawn
halves,
they're
not
set
up
for
increased
traffic,
it's
single
lane
25
miles
all
the
way
through
if
you've,
driven
through
relay.
BT
BT
There's
the
relay
elementary
school,
where
children
walk,
there's
the
relay
Children's
Center,
just
on
the
street
from
us
there,
additional
bus
stops
down
the
way
we
are
at
capacity
for
traffic
as
it
is
the
Guinness
brewery
development,
we've
hadded,
a
150
plus
Town
host
unit
of
the
corner
of
Clark
and
Cedar
Boulevard
route
1
traffic.
Now
with
the
changing
and
traffic
patterning,
has,
has
significantly
increased
the
amount
of
traffic
going
past.
Our
house
we
rarely
get
any
protection
from
Baltimore
County
police
today
was
actually
the
first
time.
BT
In
the
four
years
we've
lived
there
that
I
saw
a
traffic
stop
on
rolling
Road.
It's
become
a
cut-through
for
people
who
want
to
bypass
the
route
1
traffic
I
urge
you
to
consider
not
allowing
any
additional
development.
That's
going
to
bring
more
traffic
hazards
charge
children
in
the
community.
Thank
you
thank.
A
BU
So
good
evening,
mr.
Philip
Centre
for
members
I'm
here
today,
representing
myself
from
James
footman
I,
live
in
a
shared
community
in
Woodlawn
you
I
do
not
represent
the
GPC.
A
bi
I
am
I,
am
sympathetic
with
their
with
their
position
and
I
do
support
Oh,
17
and
35
and
I
won't
get
in
enumerate
because
it's
been
it's
been
enumerated
for
you
already
I'm
sure,
but
I
do
want
to
give
you
a
different
perspective.
A
P
BV
BV
The
actual
address
area
I
lived
there
for
thirty
years,
I
live
in
cadence
on
now,
I
was
involved
when
we
were
doing
the
parking
lot
on
Noella
Avenue
for
Ellicott,
City
shoppers
and
some
of
the
issues
that
came
up
and
I
hope
we're
being
addressed
on
this
parking
lot,
especially
where
it's
located
right
at
the
bridge.
I'm
sure
all
you
know
about
the
parking
on
both
side
of
Frederick
Road
and
going
in
and
out
of
Ellicott
City.
Turning
on
the
Westchester
turning
one
to
a
while.
BV
So
with
this
I
think
it's
a
parking
lot
proposal
that
serious
consideration
given
to
ingress
and
egress
I
am
suggesting
that
ingress
be
at
the
bridge
and
I.
Don't
know
if
that
Hill
permits
and
egress
and
do
something
to
it
further
down,
and
it
would
be
a
right
turn
only
and
the
other
thing
we
had
a
problem
with
were
the
lights
on
the
Obama
Avenue
parking
lot.
They
were
originally
I,
think
eight
corn
lake
on
Main
Street.
BV
BW
Good
evening
hi,
my
name
is
dawn
stout
and
I
lived
on
the
corner
of
the
problem
on
the
corner
of
hilltop
and
Valley
Road
in
Catonsville
adjacent
from
the
rolling
road,
of
course.
So
of
course,
I'm
here
in
support
of
I
zero.
Three
three
supporting
the
rezoning
for
dr1
one
home
per
acre,
as
opposed
to
the
three
homes
per
acre
and
the
reason
being
as
much
as
we
would
love
to
have
that
rolling
road
or
stay.
BW
BW
So
despite
what
the
gentleman
that
came
up
here,
that
they
weren't
interested
in
selling,
he
also
from
Robair
development
who's
here
tonight
telling
us
in
support
of
immediate
and
opposed
to
the
rezoning,
and
we
see
that
it's
a
game.
We
feel
like
we're
pawns
in
a
game
of
chess.
They
are
planning
to
do
something
with
that
property.
So
we
much
rather
have
one
home
per
acre
than
some
commercial
use
of
property
that
Ribera
development
is
seeking
to
do
to
that.
So
I
would
appreciate
that
we
thank
councilman
Kirk
for
his
proposal
to
rezone.
A
BX
BZ
I'm
last
yeah,
thanks
for
hanging
in
there
with
me.
My
name
is
Kate
pal
and
I
live
in
the
Drexel
woods,
townhome,
community
and
I'm
here
representing
the
Drexel
woods.
Hoa,
be
very
brief.
We
oppose
case
one
zero
one,
five,
the
zoning
changes
we
feel
it
would
affect
our
could
affect
our
property
values
and
it
would
definitely
cause
our
quality
of
life
to
go
down.
BZ
The
the
lot
next
to
adjacent
to
Drexel
Drive
is
landlocked,
so
also
there's
no
access
to
it.
The
density
is
quite
big.
There
anyway,
and
I
recently
moved
there
to
retire
and
I'm
coming
from
Woodbine
in
Carroll
County,
where
it
was
quiet
and
lots
of
woods
and
that's
the
thing
that
attracted
me
to
this
neighborhood
was
the
quiet
and
the
woods
and
more
congestion
and
more
people
and
more
traffic
and
more
crime
is
not
going
to
help
our
neighborhood.
Please
help
us
save
our
beautiful
neighborhood
next
to
the
park.
Thank
you.
Thank.
