If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Preservation,
commission
is
now
in
session.
Please
note:
the
meeting
is
being
audio
recorded.
My
name
is
John
Holman,
chair
of
the
commission
and
I
will
be
running
tonight's
meeting,
we're
your
volunteer
Representatives
appointed
by
our
County
council
person
or
county
executive
and
entrusted
to
monitor,
Renovations
and
additions
to
our
Baltimore
County
historic
resources.
We
review
and
approve
nominations
to
the
Baltimore
County
preliminary
landmarks
list
and
comment
on
National
register
nominations.
A
Additionally,
we
are
charged
with
evaluating
submissions
to
the
Baltimore
County
historic
tax
credit
program
that
encourages
the
appropriate
maintenance
and
renovation
of
designated
historic
properties
with
the
Commissioners.
Please
introduce
themselves
by
name
and
County
District
of
representation.
We
can
go
on
the
order
listed
on
the
PowerPoint
screen.
H
Edward
Vice,
chair
and
executive.
H
I
A
A
A
Thank
you.
Thank
you.
The
landmarks
preservation
commission
operates
under
the
authority
standards
and
requirements
of
Title
VII
article
32
of
the
Baltimore
County
code.
We
refer
to
the
United
States
Secretary
of
the
Interior
standards
for
rehabilitation
as
administered
by
the
National
Park
Service.
This
is
the
accepted
National
Standard
for
historic
preservation
projects,
our
own
Baltimore
County,
historic
preservation,
design
guidelines
directly
reference
and
incorporate
the
Secretary
of
the
Interior
standards
for
rehabilitation.
A
We
have
important
preservation
issues
to
discuss
and
debate
at
each
meeting.
If
you
would
like
to
make
comments,
please
limit
your
comments
to
the
specific
application
or
proposal
submission
being
reviewed.
We
asked
for
your
assistance
and
understanding
so
that
the
discussions
do
not
digress
as
an
additional
comment.
We
can
all
agree
that
historic
preservation
is
an
important
aspect
of
the
quality
of
life
and
place
that
makes
Baltimore
County
unique.
As
the
commission,
we
seek
to
recommend
significant
buildings
and
places
for
landmark
consideration
to
the
County
Council
for
their
final
vote.
As
Commissioners.
A
I
Yes,
that's
a
reminder
about
public
testimony.
We
asked
members
of
the
general
public
to
submit
testimony
prior
to
the
meeting,
so
we
can
keep
it
organized
and
staff
will
announce
for
this
meeting.
We
don't
have
anyone
signed
up
to
testify,
but
owners
and
applicants
and
project
Representatives
don't
need
to
sign
up
and
they
will
be
unmuted
at
the
appropriate
time.
In
addition,
all
the
LPC
Commissioners
receive
meeting
materials
one
week
prior
to
the
meeting
on
this
packet.
I
It
includes
everything
plans,
photos
everything
that
was
submitted
by
the
applicant
and
then
also
can
include
some
information
that
staff
will
add
for
their
general
knowledge,
and
this
information
in
the
presentation
is
just
a
summary.
It
doesn't
include
everything
just
to
keep
the
meeting
going
in
an
organized
manner.
A
A
H
C
A
Anybody
opposed
hearing,
none,
they
are
approved,
and
then
we
move
along
to
consent,
agenda
items.
The
chair
is
identified,
two
items
items
four
and
seven
and
before
we
read
them
well,
let's
read
those
and
then
if
anybody
needs
to
take
them
off
the
consent
agenda,
we
can
consider
that
is
that
Jessica
are
you
gonna?
Take
us
through
those
two.
J
Item
number
four:
this
is
the
Ferguson
property
at
786,
Glen
Ave,
Oella,
County,
Council
District
number
one.
This
is
a
contributing
resource
within
the
Oella
National
register.
Historic
district
and
the
the
applicant
is
seeking
part
to
approval
for
a
hot
water
heater
replacement
and
to
make
repairs
to
the
upper
and
lower
roof
of
their
home.
The
next
is
agenda.
Item
number:
seven
is
the
friendly
property
at
five:
zero:
zero
nine
Hazel
Avenue
in
relay
County
Council
District
number
one.
J
This
is
a
contributing
structure
in
the
relay
County
historic
district
and
the
applicants
are
proposing
a
rear
fence,
installation.
A
E
A
Any
Commissioners
any
issues
with
either
of
those.
B
I
do
have
a
question
on
number
four
I
actually
was
I
was
just
by
there
this
afternoon,
I
worked
nearby,
and
do
you
mind
going
a
little
bit
into
the
photos,
because
I'm
I'm
just
unclear
because
it
almost
looked
like
the
roof,
was
already
replaced.
H
J
A
Yeah
I
think
we
Jessica
I
think
we
can
do
that
with
just
a
clarification
from
the
applicant
and
and
leave
it
on
the
consent.
Assuming
that
that
the
applicant's
answer
is
is
satisfactory.
I
guess.
J
Sure
thing:
let's
see
Jamie,
would
you
unmute
yourself,
please
yeah.
G
Hi
everyone,
so
the
the
roofing
on
the
main
house
is
not
what
I'm
bringing
for
the
tax
credit.
This
is
a
a
rear,
Edition
off
the
main
Block,
it's
a
bathroom
Edition,
and
so
this
top
part
and
the
part
underneath
of
it,
which
you
can't
see
in
this
picture.
G
They
both
have
improper
roofing
materials
for
their
pitch
and
grade
and
so
I'm
seeking
to
replace
both
of
them
with
the
appropriate
materials.
So
they
have
not
been
done.
B
Okay,
so
you're
seeking
tax
credit
approvals
just
for
the
the
in-between
addition
seen
on
rear
elevation
in
this,
what
is
being
shown
on
the
screen
and
the
little
rear,
I
guess,
storage
area,
not
the
main
house,
is
that
what
you're
saying.
G
Yeah
so
I
know,
my
house
is:
has
a
lot
of
rare
additions
so
I'm
not
seeking
the
tax
credit
for
the
main
block,
the
1848
portion
or
the
carriage
house
so
I'm
seeking
it
on
the
middle
section,
which
is
two
different
Roofing
types.
But
that's
the
section
of
the
house.
I'm
seeking
the
tax
credit
for
I
understand.
A
C
H
C
H
A
You
and
then
next
item
up
is
item
five
The
Carter
property,
yep.
H
J
Right
along
Carter
property
located
at
608,
Milford
Mill
Road
in
Southborough
Park.
This
is
County
Council
District
number
two.
This
is
a
non-contributing
resource
within
the
subbrook
Park
County
historic
district
and
the
applicant
wishes
to
make
income
Replacements
and
repairs
to
the
masonry
chimney
and
front
steps,
attic,
vent
maintenance,
rear
basement
storm
door,
maintenance
and
concrete
walkway
replacement.
J
So
again,
this
is
a
non-contributing
structure
in
the
district
and
the
the
following
proposals
are
for
repairs
and
income
Replacements
to
the
exterior
of
the
1950s
Cape
style
house
work
item
one
chimney:
repairs
includes
the
removal
and
rebuild
the
top
20
courses
of
brick.
The
rebuild
will
be
the
same
height
and
profile
of
the
existing
chimney.
The
replacement,
brick
and
mortar
will
match
the
existing.
The
flue
will
be
replaced
as
needed,
and
additional
work
includes.
Rebuilding
the
chimney.
J
Crown
sealing
the
flashing
and
reinstalling
the
existing
chimney
caps,
while
no
information
was
provided
about
the
existing
mortar
composition
or
the
proposed
mortar
composition,
staff
recommends
approval,
with
the
condition
that
the
mortar
used
for
repairs
is
compatible
to
the
existing
mower
composition
and
that
the
color
matches
the
existing
for
work.
Item
number
two:
this
is
for
the
front
step.
Brick
repairs,
existing
mortar
between
the
front
bricks
is
failing
and
several
bricks
are
broken.
Existing
mortar
will
be
ground
and
matched
to
the
previous
conditions.
J
Mortar
will
be
repointed
and
Broken
Bricks
will
be
replaced
in
kind
as
necessary.
Work
item
three
for
the
adequate
maintenance.
The
vents
will
be
scraped
primed
and
painted
to
measure
existing
color,
and
this
work
is
considered
routine
maintenance
and
doesn't
necessarily
need
to
be
reviewed
by
the
LPC.
Just
doesn't
know,
work
item
four:
this
is
the
basement
storm
door
on
the
rear
elevation.
It
is
damaged.
The
applicants
wish
to
replace
the
existing
30
inch
by
81
inch
aluminum
storm
door
with
a
new
aluminum
storm
door
of
the
same
size
and
style.
J
The
existing
door
frame
will
be
scraped
and
painted
and
finally,
for
work
item
five,
the
concrete
walk
replacement,
a
portion
of
the
existing
concrete
walkway
is
cracked
and
crumbling.
This
portion
is
located
in
the
front
yard
just
outside
of
the
picket
fencing.
J
The
owners
wish
to
replace
the
damaged
slab
section
with
a
new,
roughly
four
foot
by
seven
foot,
concrete
slab
in
the
same
location
and
staff's
recommendation
is
to
vote
to
issue
a
certificate
of
appropriateness,
with
a
condition
that
the
mortar
used
for
repairs
is
compatible
to
the
existing
mortar,

A
Thank
you,
Jessica
Commissioners,
any
comments,
questions.
A
Everything
looks
in
good
order.
I
assume
everybody
is
saying
by
their
silence.
So
with
that
thought
in
mind,
is
there
a
motion
to
approve.
I
B
C
H
C
A
Great,
thank
you.
Thank
you,
Jessica
and
then
our
next
item
is
a
return
item
that
we've
talked
about
before
and
are
you
gonna
lead
us
through
that
one
as
well?
Jessica?
Yes,.
J
Number
cv2200393
at
the
commission
voted
to
issue
a
notice
to
proceed
as
completed
so
now
the
applicants
have
returned
and
wish
to
repair
the
existing
wooden
gaze
Evo
and
to
backfill
the
existing
in-ground
pool
in
the
rear
yard.
So
for
work,
item
number
one:
the
Gazebo
repairs
I
think
gazebo
is
an
11

12
foot.
Hexagonal
wood
structure
with
a
concrete
foundation
is
way
behind
the
Carriage
House.
The
applicant
did
not
include
information
about
the
existing
roof
material
or
its
overall
condition
in
the
application
description.
But
from
the
photos
provided
by
the
applicant.
J
The
Gazebo
has
a
conical
roof,
clad
and
wood
shingles.
The
six
supporting
pillars
and
railings
appear
to
be
in
good
condition.
There's
damage
to
the
wood,
flooring
and
concrete
footings
and
a
large
hole
is
in
the
concrete
foundation.
The
application
indicates
that
the
ground
conditions
around
the
footings
and
Foundation
have
some
disturbance
beneath
the
structure,
and
this
should
be
addressed.
J
Incline
Replacements
should
consist
of
high
quality
wood,
shingles
or
shapes
that
match
the
installation
and
decorative
pattern
of
the
original

material

an
in-kind
wood
shingle
that
closely
matches
the
existing
shingles
in
size,

and
other
visual
qualities
that
and
that
the
paint
on
the
wooden
surfaces
be
removed
by
the

Item
number
two:
this
is
the
ingrown
swimming
pool
demolition.

applicant
proposes
to
demolish
the
existing

Item
number
one
again:
that's
a

that

Commissioners
any
questions
or
thoughts
on
the
project.
D
John
I
just
wondered
since
it
was
mentioned
the
about
the
hole
in
the
floor
which
or
the
Foundation
is
that
going
to
be
addressed,
I
mean
I,
don't
think
that's
our
purview
but
had
the
owner
said
anything
about
it.
Finding
out
why
it's
unstable.
F
I
I
I
A
Good
evening,
Sue,
Miss
Johnson,
the
question
raised
by
one
of
the
Commissioners
is
that
we
note
that
you
know
that
the
floor
and
the
concrete
footings
are
damaged
and
is
there
any
intent
to
repair
the
footing?
At
the
same
time,
you
work
on
the
rest
of
the
gazebo.
K
L
Hi,
how
are
you
guys
doing
so
looking
at
the
floor,
if
you
zoom
in
on
the
picture,
I'm,
not
sure
if
you
can
I,
don't
know
how
it
was,
what
format
you
have
it's
just
the
top
deck.
It's
just
the
the
two
layers.
The
footing
is
perfectly
okay
from
what
I
saw
I
actually
physically
took
the
pictures
for
her.
If
you
zoom
in
it
looks
like
a
mole
or
some
kind
of
Road
just
dug
through
the
top
layer,
but
that
main
floor
joist
looked
fine
to
me.
L
L
Work
yes
from
what
I
could
see,
I
physically
walked
in
it
and
I
I
walked
all
around
everything
seemed
pretty
good.
Structurally
I
haven't
jumped
up
and
down
in
there.
It
didn't
didn't
budge,
I,
think
structurally,
yes,
I!
Think
you're,
okay,
I
think
it's
just
a
mole
or
something
in
and
out
of
there
and
I
was
thinking
about.
You
can
see
the
holes
in
the
center
where
it's
open
at
right.
A
L
We
we
put
that
in
I.
Don't
think
I
put
that
on
the
app
no.
J
L
I
know
I
mean
each
I,
don't
know
what
you
would
call
in
the
banisters
they're,
all
very
solid
too
it
doesn't
it's
not
like.
We
have
any
issues
with
the,
because
the
columns
is
what
I'm
trying
to
say
the
columns
seem
very
strong.
If
that's
what
you're
asking
because
I
do
know,
it
is
right
by
that
column,
but,
like
I
said
it
looks
like
just
a
mole
was
or
something
was
crawling
in
and
out
of
there.
E
I
suggest
yeah
I
think
if
you're
indicating
that
you're
looking
to
fill
that
in
that
makes
sense
just
to
keep
rodents
from
nesting
underneath
there
that'll
be
a
sheltered
area
that
provides.
L
K
A
A
You
Lily
roll
call
vote
Jessica,
please
I.
C
C
A
H
A
You
and
thank
you
both
for
being
with
us
to
help
clear
up
those
questions.
We
appreciate
it,
and
so
the
next
I
think
there
were
some
items
that
were
tax
applications.
J
Yeah,
we
just
have
one
part,
two
application
that
came
in
with
MHC
approval.
This
was
the
McGrath
property
at
409,
Murdoch
Road
in
Towson.
It's
a
contributing
resource
in
the
Rogers
Forge
National
registered
historic
district
part.
Two
approval
for
an
HVAC
replacement,
County
Council
District
number,
six.
A
A
That'll
be
helpful
to
refresh
for
those
of
us
who
may
have
been
through
it
before
or
haven't
been
through
it.
So
thank
you
for
those
things.
Next
meeting
is
June
8th,
any
other
business,
Caitlyn
or
Jessica
yeah.
H
F
Okay,
I
do
have
one
question,
so
I
attended
the
Towson
High
Consulting
parties
meeting
with
Jessica
a
few
weeks
ago
and
wondered
if
there
was
any
follow-up
to
present
the
schematic
design
to
the
to
the
full
board.
I
F
And
so
that
that
wasn't
what
was
suggested
at
the
at
the
I
mean
the
community
meetings.
Yes,
that
will
still
continue,
but
there
was
the
question
of
whether
before
once
they
have
the
schematic.
You
know
they
have
the
schematic.
You
know
design
they're,
presenting
it
to
the
board
of
education,
but
to
before
to
have
one
more
session
with
us
before
they
have
the
you
know,
Blueprints
and
such
to
make
sure
that
there
aren't
any
questions,
concerns
from
the
full
board.
I
G
I
Have
not
heard
from
from
them
since
the
meeting
so
about
that
come.
J
In
contact
I
apologize
to
interrupt
Mrs
Johnson
has
a
question.
She's
just
entered
to
the
chat
we
unmute
Miss
Johnson
again
to
speak.
K

A
A
So
so
Caitlin
is
that
something
we
we
should
be
contacting
The
Architects
of
that
about
coming
back
to
us
or.
I
A
We'll
sit
tight
and
let
that
grind
slowly
forward
is
that.
F
Yeah,
that
was
my
question
whether
the
architect
had
contacted
LPC
staff
about
you
know,
presenting
to
the
to
the
full
board
and
whether
that
would
be
the
junior
July
meeting.
I
know
we
don't
have
an
August
meeting.
Is
that
correct?
You
know
August,
maybe
okay
and
it
could
be
the
September
meeting,
because
you
know
I
think
they
weren't
going
to
have
the
community
meeting
until
possibly
September.
J
Yeah
I
think
there
they
had
mentioned
wanting
to
do
that
once
everyone
was
back
in
school
since
folks,
travel
for
vacations
over
the
summer,
yeah.
A
A
All
in
favor
acclimation
very
good.
Thank
you.
