Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Commission
is
now
in
session.
Please
note:
the
meeting
is
being
audio
recorded.
You
are
your
volunteer
representatives
appointed
by
our
county
council
person
or
county
executive
and
entrusted
to
monitor,
renovations
and
additions
to
our
baltimore
county
historic
resources.
We
review
and
approve
nominations
to
the
baltimore
county.
Preliminary
landmarks
list
and
comment
on
national
register
nominations.
A
Additionally,
we
review
exterior
alterations
and
developments
impacting
county
historic
districts
and
county
landmarks
and
are
charged
with
evaluating
submissions
to
the
baltimore
county,
historic
tax
credit
program
with
the
commissioners.
Please
introduce
themselves
by
name
and
county
council
district
for
representation.
We
can
go
on
the
order
listed
on
the
powerpoint
screen.
A
Preservation
commission
operates
under
the
authority
standards
and
requirements
of
title
vii,
article
32
of
the
baltimore
county
code.
We
refer
to
the
united
states,
secretary
of
the
interior
standards
for
rehabilitation
as
administered
by
the
national
park
service.
This
is
the
accepted
national
standard
for
historic
preservation
projects,
our
own
baltimore
county,
historic
preservation,
design
guidelines,
directly
reference
and
incorporate
the
secretary
of
the
interior
standard
for
rehabilitation.
A
A
We
ask
for
your
assistance
and
understanding
so
that
the
discussions
do
not
digress
as
an
additional
compliment.
We
can
all
agree
that
historic
preservation
is
an
important
aspect
of
the
quality
of
life
and
place
that
makes
people
county
unique.
As
a
commission,
we
seek
to
recommend
significant
buildings
and
places
for
landmark
consideration
to
the
county
council
for
the
final
vote.
As
commissioners
we
serve
on
the
commission
due
to
our
expertise,
interest
and
passion
for
historic
buildings
and
places
and
reviews
and
missions
based
on
their
soil
and
america.
A
G
At
least
for
the
time
being,
we
will
keep
everyone
updated
and
posted.
As
we
know
more,
we
haven't
had
any
direction
from
the
department
heads.
So
since
we
are
still
virtual
staff
will
remind
everybody
attending
that.
If
you'd
like
to
make
comments,
you
can
do
so
by
using
the
chat,
feature
or
the
raise
hand
feature,
and
if
we
know
that
you
are
tied
to
a
project,
we'll
unmute
you
when
your
project
is
after
discussion,
if
you
have
any
feedback
to
offer
during
discussion,
though
you
can
put
it
in
the
chat
box.
G
Thank
you.
That
said
next
thing
I'll
say
is
that
the
information
presented
in
this
powerpoint
is
purely
a
visual
to
keep
the
meeting
moving
along
all
materials
that
applicants
submitted
were
circulated
with
the
commissioner
last
week,
commissioners
last
week,
so
they
do
have
everything
submitted
again.
This
is
just
an
overview
and
a
visual.
A
Before
we
proceed
with
our
preliminary
actions,
we
have
a
special
presentation,
which
is
the
greyhock
mansion
national
registered
nomination.
Caitlin.
Can
you
present
the
national
registered
nomination
for
gray
rock
mansion.
K
So
the
national
register
of
historic
places
recognizes
districts,
building
structures,
objects
and
sites
for
their
significance
in
american
history,
archaeology
architecture,
engineering
or
culture,
and
identifies
them
as
worthy
of
preservation.
The
national
register
is
a
program
of
the
national
park
service
and
is
administered
at
the
state
level
by
the
maryland
historical
trust.
K
The
clgs
play
an
important
role,
our
important
part
in
the
process
of
nominating
properties
to
the
national
register
of
historic
places
through
a
special
working
relationship
with
mhc
and
the
national
park
service.
Under
this
program,
both
the
local
historic
preservation
commission
and
the
jurisdiction's
chief
elected
official
are
asked
to
provide
recommendations
concerning
eligibility
for
the
national
register
listing
in
baltimore
county.
The
body
and
official
responsible
for
review
and
recommendation
consists
of
the
landmarks
preservation,
commission
and
the
county
executive.
K
The
commission
and
county
executive
will
make
a
recommendation
to
mht
as
the
shipping
for
or
against
nomination
for
listing
on
the
national
register,
based
on
whether
the
nomination
meets
the
national
register
criteria,
criteria
for
eligibility
after
a
public
hearing
regarding
the
nomination,
the
commission
and
the
county
executive,
our
support
in
support
of
the
nomination
to
the
national
register.
The
nomination
moves
on
to
the
governor's
consulting
committee.
They
work
with
the
state,
historic
preservation
officer
and
if
everyone
involved
in
review
in
the
review
is
in
support
of
the
nomination,
it
is.
E
K
So
it's
the
gray
rock
mansion
on
just
some
backgrounds.
It's
located
in
pikesville.
It's
currently
a
two
acre
plot
that
is
improved
by
a
three-story,
greek
renaissance,
style,
mansion
or
classical
revival
style.
K
The
property
was
originally
improved
in
the
late
1850s
on
what
is
the
ancestral
homestead
of
the
howards,
with
a
large
italianate
county
estate
for
country
estate
mansion
in
the
night
in
1923
to
about
1930,
the
mansion
was
extensively
renovated
by
a
ray
and
ethel
I've
seen
cats
design
elements
on
both
the
interior
and
exterior
were
replicated
from
18th
century
landmarks
in
england
and
the
united
states.
These
renovations
during
a
time
resulted
in
the
mansion's
present
appearance.
K
The
mansion
currently
has
over
ten
thousand
feet
area
and
and
is
used
as
a
median
wedding
venue.
A
gray
rock
mansion
is
applying
for
the
national
register
under
criteria
b
and
c.
K
So
national,
the
criteria
b
is
a
property,
is
associated
with
the
lives
of
persons
significant
in
our
past.
For
this
nomination,
it's
the
association
with
ethel
epstein
katz
and
her
father,
jacob
epstein
jacob,
had
started
a
baltimore
bargain
house,
one
of
baltimore's
largest
businesses,
which
was
also
one
of
baltimore's.
K
Most
prominent
philanthropists,
he
helped
found
federated
jewish
charities
and
the
united
charities
and
was
greatly
involved
within
a
founder
and
board
member
of
the
baltimore
museum
of
art
and
the
national
register
criteria
c
is
if
the
property
embodies
the
distinctive
characteristics
of
a
type
period
or
method
of
construction
or
represents
the
work
of
a
master
or
possesses
high
artistic
values
or
represents
a
significant
and
distinct
distinguishable
entity
whose
components
lack
individual
distinction.
K
So
the
prop
the
house
was
originally
constructed
in
1857
in
the
italianate
style,
by
angie's,
dark
weather
and
then,
when
they
underwent
extensive
renovations
during
the
esteemed
cats
occupation,
it
was
transformed
into
elaborate
classical
pastiche,
including
a
comprehensive
remodeling
of
the
exterior,
with
the
addition
of
a
portico
adding
a
ballroom
and
interior
woodwork
whose
details
are
derived
from
various
18th
century
landmarks.
K
I'll
go
into
more
of
the
details
on
that
later,
so
the
history
of
gray,
rock
prior
to
the
fastest
acquisition
is
worthy
of
documenting,
but
even
though
it
does
not
contribute
directly
to
its
eligibility
for
the
national
register,.
K
C
K
Revolutionary
war
and
later
a
vice
presidential
candidate,
very
rock,
is
situated
on
land
that
was
once
originally
part
of
the
forest.
One
of
baltimore
county's,
first
land
grants,
1800
acres
surveyed
for
thomas
taylor,
in
1678,
150
acres
was
granted
to
joshua
howard
in
1690
was
then
inherited
by
joshua's
son
cornelius,
howard
john
eager's
father.
The
property
was
known
as
howard
square
because
it
resembled
a
carpenter's
square.
K
Joshua
howard
built
a
two-story
stone
house,
the
dairy
and
smokehouse
originally
located
located
behind,
where
the
current
house
sits.
Joshua
and
his
wife
joanna
apparel
had
seven
children,
joshua
died
in
1738
and
the
property
was
left
to
his
son
cornelius
and
his
wife
ruth
eager.
K
During
this
time
the
howard's
land
holdings
increased
and
by
1763
cornelius
had
owned
over
17
000
acres,
much
of
which
included
areas
that
would
become
part
of
baltimore
city
in
1750.
K
Cornelius
had
commissioned
thomas
gift
to
build
what
would
become
reisterstown
road.
The
howard
spent
most
of
their
time
at
howard,
square
cornelius
and
joanna
had
11
children
and
the
most
well-known
one
was
john
eager
howard.
K
Born
june
4th
1752
at
howard
square
john
eager
howard,
was
one
of
the
most
prominent
statesmen
in
the
history
of
maryland
when
he
was
24
he
enlisted
in
the
maryland
militia
to
fight
in
the
revolutionary
war
and
eventually
became
a
colonel
in
the
continental
army
and
commanded.
The
second
maryland
regiment
fighting
many
important
battles.
He
was
severely
wounded
in
the
battle
of
utah
springs
and
received
the
congressional
medal
of
honor
for
his
bravery
and
victory
at
the
battle
of
calpens
in
1781,
where
he
commanded
a
continent.
The
content,
continental
forces.
K
K
in
1795
president
washington
offered
him
at
the
position
of
the
secretary
of
war
to
which
he
declined.
He
was
elected
by
the
maryland
legislature.
K
He
died
on
october
12,
18,
17,
18
27
and
is
buried
in
st
paul's
cemetery
in
baltimore.
A
howard
county
is
named
for
him.
Baltimore
city
has
three
streets
named
after
him.
John's
john
eager
and
howard
streets
and
john
eager
howard
donated
the
land
for
the
mount
washington
monument
overlooking
downtown
baltimore
at
mount
vernon
place.
A
baltimore
city
would
later
commission
an
equestrian
statue
of
john
eaker
howard
to
honor
him,
which
was
erected
in
1904
nor
north
to
north,
to
the
washington
monument
and
not
not
burning
the
place.
K
The
howard
sold
the
property
to
dr
james
maynard
in
1857,
maine,
reconstructed,
rayrock,
mansion
between
1857
and
1861,
and
on
the
former
howard
estate,
which
is
adjacent
to
the
original,
empowered
homestead
buildings.
At
that
time
were
falling
into
disrepair
and
in
this
photograph
you
can
make
out
the
structures
directly
behind.
K
The
vagina
mansion
it
was
named
gray
rock
after
the
natural
gray
stone
which
is
used
in
its
construction,
which
is
covered
with
stucco
architect,
nathan,
gibson's,
dark
water
designed
to
build
great
grey
rock
mansion.
His
architecture
is
similar
to
many
of
the
other
stark
weather's
buildings
and
mansions
around
the
baltimore
area.
K
For
example,
the
first
presbyterian
church,
the
neighboring
church
directory
known
as
bacchus
house,
or
the
mance
located
at
west
madison
street
park
avenue
in
the
mount
vernon
neighborhood
sanchez
was
originally
a
two-story
italianate
structure
with
arch
plating
windows
and
a
large
front
portico
and
golf
in
the
house
with
second
floor
balconies
and
a
large
rooftop
tuba,
overlooking
the
property.
K
In
1882,
the
maynard
sold
the
property
to
william
b
graves
and
grace
lived
there
until
1909,
and
then
it
was
sold
to
mrs
hooper
emery
and
her
sister.
During
this
time,
little
changes
were
made
to
the
house.
K
K
K
As
a
founding
member
of
the
baltimore
museum
of
his
personal
art,
collection
was
part
of
the
museum's
first
collection,
which
included
such
works
as
roden's
bronze.
The
thinker
ethel
followed
in
her
father's
footsteps
as
a
benefactor
and
board
member
to
the
baltimore
museum
museum
of
art.
Ethel
was
also
active
with
associated
jewish
charities
and
made
contributions
to
the
baltimore
civic
opera
company
and
she
helped
found
the
walters
art
museum
and
many
other
museums
and
gap.
Art
galleries,
her
husband,
a
ray
katz,
would
become
the
president
of
associated
jewish
charities.
K
Mr
mrs
cats,
continued
a
lot
of
these.
These
interests
and
gray
rock
became
a
scene
of
many
fundraisers
and
social
events
and,
during
the
period
of
1923
to
the
1930,
great
rock
mansion
was
extensively
renovated,
renovated
by
the
baltimore
architect,
benjamin
frank
and
frank
specialized
in
18th
century
restoration,
work
and
spent
several
years.
Rebuilding
the
mansion
following
directions
of
apple
cats,
who
was
very
involved
in
the
planning.
K
K
The
scale
of
the
ballroom
at
grain
rock
is
about
two
and
a
half
times
out
of
whitehall
the
window
trim
and
that
of
the
subordinate
doorways
had
their
own
had
their
origin
in
the
chase
house,
built
by
edward
lloyd
in
annapolis,
in
1770.,
the
ballroom
mantle
place
was
inspired
by
one
in
the
mundy
house,
in
dumfries
prince
william
county
virginia
built
in
1756.
K
K
K
K
The
dining
room
was
both
lengthened
and
widened
to
double
its
size,
to
be
a
replica
of
the
great
chamber
room
of
mount
pleasant
mansion
in
philadelphia,
new
circus
1762.
K
This
once
a
home
nick
charlotte
and
his
wife
peggy
shipman
in
1779
when
they
never
got
a
chance
to
move
in
mount
pleasant,
is
in
east
fairmount
park
and
it's
one
of
the
grandest
home
ever
built
along
the
skully
kill
river.
John
adams
called
it
the
most
elaborate
for
the
most
elegant
seat
in
pennsylvania.
After
visiting
the
estate
in
1775.
K
It
was
enlarged
from
one
to
two
stories
above
the
second
tier
windows
and
extended
several
feet
to
make
it
fully
square
with
its
corners
of
the
house,
weaker,
roman
peristyle,
the
front
portico
was
redesigned
to
resemble
george
washington's
mount
vernon
in
virginia,
except
with
with
six
square
columns.
Instead
of
eight,
the
columns
are
identical
to
mount
vernon's
square
recessed
panel
style
the
second
floor.
Balcony
balustrade,
the
double
box
x.
Pattern
was
identical
to
the
battle
street
that
was
added
to
mount
vernon
in
the
1800s
by
washington's
nephew.
K
K
Again,
just
a
reminder:
currently,
the
property
is
now
a
two
acre
parcel
and
is
being
used
as
a
meeting
and
wedding
venue
and
the
period
its
period
of
significance
is
from
1923
to
about
1930
and
that's
when
the
mansion
was
extensively
renovated
by
the
cats
which
results
in
the
mansion's
present
appearance.
K
Staff
has
found
that
the
completed
research
and
documentation
confirms
that
the
structure
is
eligible
for
the
national
register,
historic
places
and
it's
a
recommendation
to
vote
to
support
the
great
rock
mansion
nomination
under
the
criteria
of
the
nc.
A
Thank
you
caitlin
for
that
informative
presentation.
Do
we
have
anybody
present
with
us
tonight,
I'd
like.
C
We
just
want
to
say
thank
you,
we're
the
papakala
family
and
we
are
presently
renovating
and
doing
things.
It
was
about
ready
to
fall
down.
The
furnace
was
leaky,
noisy
and
did
not
do
the
job
and
finally
raised
so
much
smoke
that
we
had
to
get
rid
of
it.
We've
done
a
lot
of
electrical
wiring.
We've
prevented
a
fire
that
started
in
the
one
of
the
bathrooms
by
putting
in
a
lot
of
new
wiring
and
also
changing
from
to
a
breaker
box.
C
C
A
Great,
thank
you
very
much.
Is
there
a
discussion
amongst
the
commission
members.
A
I
said
we
have
a
motion
in
a
second
to
nominate
or
approve
is
taylor?
Would
you
like
to
do
a
roll
call.
J
B
D
E
G
E
G
Perfect,
so
staff
will
go
ahead
and
we'll
get
the
documentation
taken
care
of
for
that,
and
we
will
forward
it
on
to
the
county
executive's
office
and
then
once
they
sign
off
on
it.
We'll
send
that
documentation
over
to
maryland
historical
trust
for
further
consideration
with
the
governor's
consulting
committee.
A
Thank
you
very
much
now
back
to
our
preliminary
actions.
Can
you
inform
the
members
of
the
commission
or
if
there
are
any
changes
to
the
preliminary
agenda,.
D
B
A
There
are
any
days,
looks
like
the
minutes
are
approved.
Thank
you.
It
looks
like
there
are
two
consent
agenda
items
this
evening
items
four
and
six
taylor.
Would
you
like
to
read
the
staff
recommendations.
G
Yes,
thank
you.
First,
we
have
agenda
item
number
four.
This
is
the
heinrich

at
5124-5126,
south
rolling
road.
In
relay
it's
a
contributing

in
the

the
homeowners
are
seeking

the
in-kind,

and

The
unkind
replacement
of
four
floorboards
is
necessary,

replacement
of
back
porch
wood

is
necessary.
G
The
re-glazing
of
the
original

and
exterior

of
the
home,
including
the
cedar,

and

and

Shutters
staff's
recommendation
is
to
vote
to
issue
a

of
appropriateness,
citing

and
then
we
have
agenda
item
number
six.
This
is
the

in
sudbury

It's

staff's
recommendation

issue
a

fences
and

Five
and
county
code
section
32743.
A
Thank
you,
taylor.
Is
there
anybody
present
that
would
like
to
speak
against
the
approval
of
these
items
and,
if
not
with
the
with
the
commission
members
I'd
like
to
have
a
discussion
before
the
vote.
L
I
I
know
if
we
accept
the
stations.
G
We
need
a
second
and
then
we
can
just
do
it
all.
In
favor.
B
G
G
Sounds
good,
of
course,
I'm
always
ready
to
talk
moving
right
along.
We
have
agenda
item
number
five.
This
is
the
davenport
and
schleichel
mitch.
I
probably
butchered
that
property
at
7
watt
avenue
in
glendon.
It's
a
non-contributing
structure
in
the
glendon
county,
historic
district
and
the
proposal
is
the
expansion
of
the
driveway
by
93
and
a
half
square
feet
with
three
layers
of
stone,
flash
gravel
to
accommodate
a
recreational
vehicle.
G
The
homeowners
are
seeking
approval
for
the
expansion
of
their
existing
driveway
in
order
to
accommodate
an
rv.
Just
as
a
note
before
we
delve
into
this
review,
the
commission
is
only
reviewing
the
proposal
of
the
expansion
of
the
driveway,
not
the
storing
of
the
recreational
vehicle.
The
expansion
will
be
93
and
a
half
square
feet
of
three
layer
crushed
stone.
The
base
layer
will
be
a
number
three
stone
which
is
one
to
two
inches
in
diameter.
G
The
gravel
includes
dust
from
the
crusher
process
which
which
provides
stability
for
this
top
layer,
a
letter
of
acknowledgement
from
miss
gian,
janine
dean
knight,
the
homeowner
of
nine
wall
avenue
is
included
in
the
meeting
materials
because
the
property
owners
are
proposing
to
use
natural
materials
that
are
permeable
rather
than
say,
additional
poured.
Concrete
staff
is
accepting
of
the
proposal
as
submitted
and
recommends
voting
to
issue
a
certificate
of
appropriateness,
citing
baltimore,
county,
historic
design,
guidelines,
fences
and
landscape
page
one
and
three
and
county
code,
section
327403.
A
Thank
you
to
our
is
the
owner
or
owner's
representative,
your
president
for
the
meeting.
E
A
I
just
have
a
question.
I
know
that
wall
avenue
is
becoming
becoming
a
popular
popular
little
street
for
for
for
items
that
are
coming
before
the
the
lpc.
It
seems
like
this.
A
I
I
don't
know
whether
it's
a
set
of
like
three
or
four
houses
in
a
row
that
are,
I
think,
they're
not
contributing,
but
it
seems
like
there's
been
some
work
done
over
the
course
of
you
know
some
time
recently
to
improve
the
houses,
with
the
exception
of
one
that's
pending
right
now,
I
think
with
seven
wall
avenue
or
excuse
me,
I
think
it's
five.
Maybe
five
wall
avenue
is
there's
everything
pretty
much
up
to
date.
People
been
coming
in
for
different
improvements.
G
So
one
thing
I
will
chime
in
on
staff
actually
reached
out
to
the
historic
linden
association
this
past
week.
Looking
back
at
our
records,
we
have
seen
an
uptick
in
code
enforcement
in
glendon,
specifically
in
the
past,
say
four
months
and
we're
not
quite
sure
what's
going
on
and
why
these
things
aren't
being
flagged.
You
know
beforehand
or
why
people
are
doing
this
work,
so
we
have
contacted
hdi
and
we're
looking
to
get
information
circulated
to
all
of
the
homeowners.
A
G
Yeah,
that's
why
we're
hoping
to
work
with
hgi
to
get
some
reminders
out
to
everybody
in
the
district
and
then
that's
something
that
caitlin
and
I
have
talked
about
getting
to
out
to
all
of
our
districts.
It
just
seems
like
glendon
is
a
higher
priority
right
now,
just
with
the
uptick
and
kind
of
person
that
we
have
to
be
in.
A
Getting
back
to
this
specific
item,
is
there
any
discussion
amongst
the
commission
members.
B
Yeah,
I'd
like
to
add
to
your
comments
mitch
that
work
in
that
one
photograph
on
this
house
appears
more
recent,
and
I
know
we
haven't
reviewed
what
appears
to
be
a
new
edition
and
airstrip,
concrete,
airstrip
and
now
they're
coming
in
for
the
the
gravel
addition
to
the
driveway.
So
I
don't
know
if
they're
being
forced
to
do
that
by
the
county
because
of
lot
coverage
and
permeability
or
they
actually,
new
owners
are
actually
seeking
us
out.
A
I
can,
I
can
add
that,
from
a
zoning
standpoint,
the
regulations
for
destroying
recreation
vehicles
on
a
residential
property-
I
believe
they
have
a
person
who
stores
it.
The
vehicle
has
to
be
sparked
eight
feet
to
the
rear
of
the
front
foundation
line.
So
you'll
see
people
that'll
extend
their
driveways
along
the
side
to
be
able
to
score
something
like
that.
So
they're
eight
feet
behind.
You
know
the
fun
foundation
line.
A
A
A
In
a
lot
of
cases,
I
think
the
zoning
office,
maybe
by
policy
or
regulation,
is
that
that
parking
services
must
be,
you
know,
paved
unless
you're
unless
you're
in
the
chesapeake
bay
clinical
area.
You
know
where
you
have
a
pervious
driveway,
but
that's
really
just
a
heads
up
once
they
once
they
parked
that
you
know
is
only
going
to
have
an
issue
with
with
it
being.
You
know
a
non
verbal
docilist
on
surface.
L
B
L
Taylor
and
caitlin,
and
my
question
would
be-
is
appropriate
for
us
to
approve
this
when
we
suspect
or
know
that
they're
out
of
compliance
on
some
other
issues.
K
You
you
guys,
can
still
vote
on
this
matter,
since
this
is
the
only
thing
that's
been
proposed
at
this
time.
Their
application
is
not
for
anything
else
on
the
house,
so
you
only
need
to
focus
on
the
driveway.
Oh
okay,
we
haven't.
We
can't
act
on
any
of
the
other
items
at
this
time
got
it.
F
Thank
you.
Could
we
ask
you
to?
We
could
approve
this,
but
we
ask
you
to
check
and
see
if
the
if
the
house
has
been
submitted
and
approved
if
any
additions
have
been
submitted
or
approved,
I
think
rob's
got
a
good
question
that
it's
worth
doing
a
little
investigation
into
it
to
see
where
we,
if
they've
done
the
proper
thing
for
the
house
itself.
G
I
E
Before
you
do
mitch,
yes,
can
you
say
again
what
the
rule
is
about?
Storing
the
vehicle.
A
I
believe-
and
I
don't
have
the
regulations
in
front
of
me,
but
I
think
recreation
vehicles
have
to
be
eight
feet
towards
eight
feet
towards
the
or
actually
towards
the
rear
from
the
front
foundation
line.
So
you
have
your
front
foundation
line
or
a
lateral
projection
of
that
front
front
foundation
line
you
push
back
eight
feet
and
the
vehicle's
got
to
be
stored,
eight
feet
or
further
back.
F
Me
can
I
make
the
we
are,
not
zoning
the
zoning
board,
we're
strictly
reviewing
it.
It's
that's
sort
of
you
know.
We
don't
even
know
exactly
if
that's
really
exactly
what
the
law,
the
zoning
law
is
and
that's
not
our
job.
Our
job
is
just
look
acceptable
from
an
historic
perspective.
Is
this
okay
to
do?
F
A
They're
experts
definitely
definitely
agree.
I
I
was
just
I
was
just.
I
brought
that
out
of
this
just
they're
for
just
their
justification
of
why
they
were
extending
their
driveway.
F
A
G
Just
to
piggyback
to
answer
scott's
question,
though
it
looks
like
they
extended
the
driveway
kind
of
diagonally,
so
that
they'll
be
able
to
pull
in
and
then
they
extended
it
back.
So
it
will
be
behind
the
front
foundation
line
just
so
that
just
so
you.
F
F
L
H
J
E
D
L
B
If
I
vote
no,
will
that
throw
it.
I
E
A
D
G
A
So
I
believe
we
have
one
more
item
for
discussion.
G
We
do
we
have
agenda
item
number
seven.
This
is
the
o'hara
property
at
5008,
cedar
avenue
in
relay.
This
is
an
infill
home
in
the
relay
county,
historic
district
and
the
proposals
amendment
to
the
approved
plans.
The
homeowners
are
currently
seeking
approval
for
amended
building
plans.
As
a
reminder,
this
is
an
expos
facto
review
and
active
code
enforcement
case.
The
code
enforcement
issue
is
includes
that
no
final
inspections
and
or
use
and
occupancy
permits
will
be
approved
until
the
homeowners
have
resolved.
The
elevation
changes
with
the
lpc.
G
The
originally
approved
plans
were
approved
by
a
technical
committee
on
behalf
of
the
commission
in
april
of
2018
and
were
said
for
to
field
modifications
in
2019.
Although
no
prior
review
from
the
commission
was
requested,
the
homeowners
came
before
the
commission
seeking
approval
for
the
amended
plans
in
november
2019
january
2020
and
september
2020.
G
However,
the
commission
denied
each
request
informing
the
homeowners
that
they
could
file
an
application
seeking
approval
to
raise
the
windows
on
the
right
elevation
in
line
with
one
another,
or
they
could
correct
what
was
built
to
ensure
it
match
the
approved
plans.
Staff
has
included
the
january
and
september
2020
meeting
minutes
in
the
meeting
materials
packet
for
review
and
to
reflect
everyone's
memory.
G
G
The
homeowners
have
attempted
to
address
the
commission's
request
of
raising
the
palladian
window.
Instead
of
raising
the
windows,
the
flat
race
head
header
will
be
added
to
add
height
to
all
three
windows.
No
information
about
the
new
window
or
header
dimensions
were
included.
Staff
encourages
the
commission
to
discuss
this
option
as
an
alternative
with
the
homeowner
in
hopes
that
the
homeowner
can
address
any
questions
or
concerns.
The
commission
has
staff
feels
that,
even
though
the
window
isn't
appropriate
and
is
out
of
place,
the
proposed
changes
are
able
to
extend
an
improvement.
A
Thank
you
for
thank
you
for
appearing.
You
could
explain
if
you'd
like.
M
Yeah
I
was
just
trying
to
address
the
concerns
that
the
committee
had.
I
submitted
this
with
my
architect
to
try
to
meet
those
requests,
and
this
was
an
option
that
that
the
architect
suggested
because
of
the
landing,
as
we
discussed
last
time,
that
it's
it's
kind
of
low
and
if
they
were
raised
up
higher,
the
landing
is
pretty
much
midpoint
of
the
of
the
first
level.
M
So
it
would
be
very
difficult
to
reach
those
windows
at
all.
So
this
is
suggested,
and
I'm
I'm
hoping
this
satisfies
the
committee.
A
F
Please
put
up
the
the
photograph
of
that
elevation
and
we
can
just
keep
that
in
mind.
What's
there
now,
just
it's
the
bottom
right
hand,
photograph
which
has
a
band
board
running
across
above
the
window.
Heads
and
a
different
color
shake
infill
in
that
gable.
Now
go
back
to
the
to
the
plan
they're
submitting.
F
F
Well,
it's
not
accurate,
and
it's
I
I
have
a
pro
you
know
I
just
wish
you
would
do
a
drawing
that
really
reflected
what
you're
doing.
I
think
you
need
to
go
back
to
either
one
of
two
things,
your
original
proposal
or
take
the
you
can
do
three
windows
if
you
want,
but
move
them
up
and
align
them
with
with
the
other
three
windows
to
the
to
the
left
of
those
would
be
my
suggestion,
I'll
wait,
I'll,
listen
to
what
other
people
have
to
say.
B
I
would
agree
with
ed
that
raising
the
windows
to
the
the
head
height
of
the
adjacent
windows
would
would
be
a
better
solution.
F
Well
and
the
windows
should
all
be
the
same
height
because
of
the
okay
is
up
if
we
move
them
up
to
that
point
right
now,
you've
got
two
and
the
two
smaller
side
lights
are
look
like
they
just
missed
it.
By
going
too
low,
the
larger
center
window
looks
like
it
missed
it
by
going
too
high,
so
nothing
really
aligns
it's
all
sort
of
you
know.
I.
M
You
know
the.
M
I
can
say
in
response
to
that
is
there
are
a
number
of
windows
throughout
the
community
that
I
did
take
pictures
of
where
they
have
similar
windows
on
landings
that
do
not
align
with
the
property
bedroom
windows,
haul
windows
at
all,
so
it
is
not
something
that
is
uncommon
during
that
period
to
have
windows
that
weren't
in
complete
alignment.
M
It
wasn't
symmetrical
in
any
way,
there's
a
lot
of
windows,
and-
and
I'm
I'm
telling
you-
I've
got
probably
half
a
dozen
or
more
pictures
of
houses
within
the
community
that
have
which
appear
to
be
original
windows,
especially
the
house
that
I'm
doing
now
on
the
beaumont,
where
the
window
at
the
landing
across
the
back
of
the
house
is,
is
offset
probably
at
least
greater
than
what
is
seen
on
my
house
right
here
and,
and
it
was
common
back
then
to
do
that
with
landings.
M
So
you
know
to
have
it
all
in
alignment.
Is
is
nothing
that
is
unusual
for
any
of
that
time
period
to
to
you
know
to
make
them
in
alignment.
It
wasn't
symmetrical
back
then.
M
F
I
would
be
surprised
if
the
windows
on
normally
a
window
in
a
stair
would
drop
way
down
so
that
it's
not
just
missing
it
by
a
foot,
it
would
probably
be
down
closer
to
the
landing
height
or
some
closer
landing
is
half
the
floor,
have
to
level
down
from
finish
four
on
level
two
to
finish
floor
on
level
one.
So
this
thing
is
still
high
up
and
you
just
missed
it
you
just
it's
it.
It
isn't.
M
M
However,
you
know
I
was
looking
to
raise
a
header
across
the
top
of
the
windows
just
to
differentiate
that
hey.
This
is
not
a
bedroom
window,
because
in
the
past
you
know
that
there
were
comments.
That
was,
you
know,
just
didn't
like
it.
It
didn't.
You
know
it
didn't
seem
fit.
It
looked
like
it
was
a
mistake.
M
L
I
have
a
kind
of
a
technical
difficulty
with
where
we
are
in
this,
so
maybe
somebody
would
help
me
I'm
not
clear
on
what
we're
proving
a
drawing
or
or
a
picture,
and
if,
if
we're
excluding.
J
A
But
I
was
but
I
was
going
to
ask
now
that
we've
we've
heard
from
rob
and
ed
and
the
the
owner
are
there
other
other
opinions
from
the
commission
members
where
this
this
proposed,
the
set
of
windows
is
being
proposed.
G
Before
we
jump
into
that
I'll
say
to
john's
question
john
right
now,
there's
a
set
of
plans
before
the
commission.
The
property
owner
is
proposing
to
put
that
header
in
that
you
saw
on
the
on
the
next
slide,
and
so
if
those
plans
were
to
be
approved,
the
property
owner
would
swap
the
plans
out
that
are
currently
on
file
with
the
permit
and
then
he
would
redo
that
facade
to
match
those
approved
plans.
So
that's
the
application.
G
That's
before
you
right
now
should
the
commission
have
concerns
about
the
elevation
say
to
ed's
point
that
the
van
board
and
the
change
in
the
siding
are
not
shown.
It
could
be
approved,
say
with
the
condition
the
you
know,
those
details
match
and
in
that
case
staff
would
confirm
that
those
details
had
been
updated
when
we
review
the
the
permit,
the
permit
application
and
the
plan
submitted.
G
A
Can
I
can
I
just
go
back
and
ask
the
owner
I
mean,
is
it?
Is
it
a
hardship
for
you
to
comply
with
mr
horde
and
mr
brennan's
suggestions.
M
It
is
because
it's
not
a
simple
change,
it's
see,
you
know,
as
you
guys
know,
the
the
siding,
isn't
a
vinyl,
it's
party
backer,
it's
it's
something
that
would
require
extensive
work,
it
it
it's
it's
just
not
a
simple
change.
F
Could
you
go
back
to
the
prior
slides,
the
one
that
shows
what
was
originally
approved
when
they
came
to
to
this?
That's
what
was
approved
the
lower
right-hand
corner?
Why
didn't
you
build
it?
The
way
you
that
it
was
approved.
M
Well,
as
as
originally
discussed
that
this
property
went
through
many
iterations
during
the
design
of
this,
it
was
originally
proposed
as
a
stone
and
brick
tudor
home
and-
and
it
looks
nothing
like
what
we
had
planned
to
put
on
the
property
so
through
four
iterations
of
plans.
You
know
this.
This
is
what
the
the
architect
put
together
to
try
to
satisfy
the
committee,
and
you
know,
windows
had
been
looked
at
prior
to
that
for
the
house,
because
they
their
custom
order
windows.
M
They
you
know,
I
I
never
expected
a
set
of
windows
that
we
ordered
anderson
to
to
come
up
in
the
order
of
85
000
worth
of
windows,
so
it
it
was
a
long
lead
time
during
the
time
that
that
I
had
placed
the
order
when
they
asked
me
to
sign
off
on
the
the
order
which
was
in
february
of
2019,
my
father
passed
away
a
week
before
the
order
was
placed.
I
did
not
go
through
with
a
fine-tooth
comb
to
look
at
the
window
order.
M
The
windows
were
installed
when
I
missed
our
meeting
in
july.
When
I
was
on
vacation,
when
I
came
back
from
vacation,
it
was,
it
was
already
installed
to
to
order
another
window
and
leave
it.
Blank
would
have
taken
another.
It
was
another
lead
time
of
six
months
and
in
the
project
would
have
extended
an
additional
six
months,
because
the
siding
would
have
never
been
able
to
been
complete.
M
So
you
know
me
trying
to
expedite
the
project,
because
now
you
know
we
live
in
this
home
and
and
trying
to
get
it
done
on
time,
because
we
were
moving
out
of
the
house
july
of
20.
M
F
So
let
me
get
this
straight,
you
you
said
you
showed
us
these
drawings
in
order
to
satisfy
us,
and
then
you
went
and
ordered
windows
which
were
different
than
the
ones
that
you
showed
in
the
drawings
and
now
they
were
put
in
and
then
you
discovered
it.
But
you
said
it's
they're
already
in
it's
too
much
time
too
much
money
to
change
it.
I'm
just
going
to
go
with
it
and
you
know.
M
F
M
That
that
is,
you
know,
a
rudimentary
argument
that
you
have
on
my
behalf,
but
that
that
I
was
not
thinking.
Oh
they're,
just
gonna
approve
it
anyway,
just
move
forward.
The
idea
is
that
I
I
didn't,
have
a
choice
to
set
and
not
continue
with
the
project.
M
You
know
I've
been
building
houses
for
15
years
and
and,
having
a
you
know,
four
to
six
month,
delay
with
the
construction.
It's
it's
not
just
that
I
mean
it
throws
off
everything.
It's
timing,
it's
your
trades
are
involved,
they're
they're
staged
it's
planned,
and
anybody
that
has
taken
on
a
large
customized
construction
like
this
would
know
that
it's
it's
very
challenging.
M
L
I
I
I
I
I
do.
I
do
agree
with
with
commissioner
that
here
you
are
telling
us
how
experienced
you
are
in
construction
and
so
familiar
with
it
and
have
been
in
this
business
for
15
years,
and
yet
you
knowingly
let
them
change
the
plans
without
our
approval
and
and
certainly
that,
mitigates
against
our
accepting
the
motion
I
just
just
put
in
play.
I
I
I
don't
find
it
a
very
convincing
conversation
that
you
made
the
change
frankly.
I
And
I
I
also
wanted
to
say
that
you
know
this
is
the
third
time
that
we've
seen
this
with
the
same
window.
If
you
had
like
order,
the
right
window,
you
wouldn't
be
like
that.
Far
behind
you
know
like
the
problem
will
be
solved
and
everything
was
fine
by
now.
So
you
insisting
do
something
that
was
done
after
the
fact,
and
I
totally
agree
with
the
other
commissioners
that
that's
not
a
very
good
excuse
that
we
have
to
accept
it,
because
your
vacation-
and
you
know
like
this-
is
not
a
good
skills.
M
Oh,
as
I
mentioned
that
you
know
that
this
the
tail
end
of
this
and
the
beginning
of
this
discussion
is,
as
a
repeat
I
I
tried
to
you,
know
see
if
the
committee
would
compromise
with
me
in
some
way
because
of
this
slip
up
and
and
getting
something
approved
that
it
that
is
consistent
with
the
neighborhood.
I
you
know,
everybody
that's
been
around.
The
house
knows
that
it's
beautiful
and
that
you
know
I
I
have
discussions
with
them
about
this
window
and
and
they
don't
even
know
what
I'm
talking
about.
M
So
of
course
you
you
guys
have
an
eye
for
the
consistency,
I
guess
within
the
neighborhood,
but
the
neighborhood
is
truly
eclectic.
It's
a
new
home,
I,
like
I
said,
there's
different
elevations
of
the
windows
throughout
the
neighborhood
on
old
and
new
houses.
M
So
I
you
know,
I
I
hope
that
you
know
I'm
not
being
punished
just
for
the
sake
of
being
punished
because
it
wasn't
approved
you
know.
Prior
to
but
again
there
was
a
lot
of
circumstances
that
put
me
in
this
predicament,
and
you
know
I
I'm
just
really
pleading
to
the
committee
to
to
accept
my
proposal
to
try
to
move
forward
with
this.
M
So
I
I
can
be
joyful
that
I'm
living
in
this
neighborhood-
I
I
love
it
here
and
you
know
I
I've
got
a
county
issue
now
and
you
know
I
we
haven't
nothing
else.
You
know
nowhere
else
to
go
and
I'm
trying
to
get
this
approved
so.
A
Thank
you.
Thank
you.
We
appreciate
your
input
and
and
what
you're
telling
us
we've
heard
from
several
commission
members
any
any
other
members.
Would
any
other
members
like
to
comment
on
this.
H
Yeah,
yes
mitch,
this
is
wendy.
I
just
has
a
little
bit
of
common
sense.
If
you
have
to
change
the
windows
anyway,
why
would
it
be
more
difficult
to
go
back
to
the
original
plan
because
that
was
approved
and
you
have
to
change
it?
So
why
not
just
go
back
to
the
original
plan
and
then
you
know
you'd
be
finished
with
it.
A
Right
right,
understood
well
with
that
being
said,
we've
heard
we've
heard
a
lot
of
comments
and
testimony,
because
does
anybody
at
this
point
want
to
make
a
motion.
F
G
G
J
G
L
G
B
G
E
D
E
A
B
I
I'll
I'll
just
throw
something
out
there
as
a
potential
solution.
I
move
that
the
three
window
heads
align
but
the
window
sills
drop
to
the
current
cell
height.
B
G
J
D
J
D
L
G
E
G
E
D
G
F
I
would
urge
them
to
do
is
to
make
it
make
the
elevations
what
you're
actually
what's.
Actually
there
put
the
band
boards
in
on
all
the
elevations
and
the
and
the
different
material
and
the
upper
upper
part
in
the
gable
parts.
I
think
you
need
to
show
what's
really
there
in
order
to
have
what
you
actually
have.
A
G
Alrighty,
so
that
was
the
last
item
that
we
had
up
for
discussion
and
vote
tonight.
Only
other
business
to
report
on
is
that
we
do
not
have
a
meeting
in
august
so
enjoy
your
summer
off.
We
will
see
you
all
in
september.
Does
anyone
else
have
anything
they'd
like
to
chat
about
or
bring
to
our
attention
before?
We
adjourn.
G
I
think
it
just
depends.
I
I've
agreed
to
help
out
caitlyn
until
they
can
fill
my
role,
so
I'll
still
be
around
for
a
while
and
of
course
everyone
has
my
email
and
I
love
to
hear
from
you
all.
So
please
don't
be
strangers.
Even
if
I
am
gone.
