healthcare,
full-time
and
also
in
real
estate,
so
definitely
looking

lean

here
about
five
years
ago
and
left
to
take
a
senior
executive
service
position
at
the
U.S
equal
employment
opportunity,
commission
in
D.C,
before

I
spent
26
years

centers

Medicare
Medicaid
services,
doing
all
things,
data
and
analytics
I,
recently
retired,
and
when
councilman
Crandall
heard
that
I
was
retiring.

immediately
asked
me
if
I
wanted

position
back
on
the
planning
board.

nice

be

acre
Bears
Point
Country,
Club
property.
It
shows
the
development
area
to
the
North
in
both
the
development
is
in
the
critical
area
and
outside

critical

it

total
dwellings
are
proposed.

those
properties,
the
new
dwellings
are
located
within
the
Chesapeake
Bay
Creek
area.

growth
allocation

they're,
currently
732
over
that
right.
Now,
as
we
speak
and
five
years
have
projected
to
be
527
over
Patapsco
High
School
State
rate
of
capacity
is
1,
334,
they're,
currently

are
over

students
and
in
five
years
they're
projected
to
be
over
202
students.
The
adequate
public
facilities
ordinance
addresses
this
disconnect
between
the
board
and
the
planning
board
and
the
board
of
education.
However,
it
does
not
provide

organized
structure
yet
to
enforce
their
recommendations.

Baltimore,
County
and
I
can
tell
you
the
more
kids
you
have
in
a
building
the
more
the
quality
of
the
educational
experience
goes
downward
and
if
any
of
you
have
been
following
the
State
of
Affairs
and
Broadway
County,
Public
Schools
and
the
schools
across
this
country,
we
are
in.
If
you
know
that
in
our
schools
we
need
all
the
help
that
we
can
get,
and
this
would
be
a
start
by
saying
no
to
this
development.

The
question
is
not
whether
Sparrows
Point
can
build
on
this
property.
They're
allowed
to
build

units
on
the
52nd
Acres

Acres,
as
described
in
the
2012
rezoning
approval
or
the
path
that
Country
Club
Estates
has
taken
by
going
through
the
putt
path,
which
increases
the
number
of
units
from
210
to
306,
also
increasing
the
acreage,
including
critical
area
buffer,
acreage
acreage
from
57
acres
to
76
Acres.

a
choice
which
is
better
for
the
community,
has
the.
How
does
the?
How
does
this
benefit
community
throughout
the
discussions?
The
design
features
and
the
benefits
were
well
described
for
the
club?
Very
little
time
was
discussed
in
the
benefits
brings
to
the
community,
since
this
is
a
private
member's.
Only
Leisure
Club
completely
enclosed.
The
surrounding
Community
has
not
been
prominent.
In
the
conversation
most
of
the
discussions
revolve
around
what
was
good
for
the
club,
but
the
real
life
effects
are
on
the
country
club
States
in
this
community.

schools,

McMillan,
just
went
through
our
negative
effect.
More
traffic
is
a
negative
effect.
They're
talking
about

700
cars
through
one
entrance
they
lost
the
entrance
going
out
to
graze

only

residents.

entrance
is
for

private
entrance
into
the
country
club
and
for
the
50-something
townhouses,
but
but
they
only
have
one
entrance
basically
for
two-thirds
of
the
population.

impervious
surface
runoff
charging
the
schoolhouse
codes

a
rain

happens
each

this
happens.

effect
of
the

waterway

watched

ecosystem
evolved
over
the
last
14
years
in
the
water
quality
and
the
quality
of
the
grasses
and
the
bird
life.

have
horseshoe
crabs
that
show
up
in

late
October

sorry,
late,
August
and
early
September.

spent
an
afternoon
on
Bear
Creek?
It
is
an
absolutely
beautiful
place.
Our
backyard
looks
directly
across
at
where
this
country
club
is,
and

say,

honest
data,
we're

interested

this

this
development.

way
it's
proposed
I
think
I
have
a
comrade.
That's
going
to
come
up

to
that
exact
Pond
that
the
prior
gentleman
was
speaking

it

tidal
water,

no
doubt
about
it.

challenges

right
now
is
part
of
the

current
Baltimore
County
fiscal
year
budget.

they've
allocated

believe
it's

believe
it's
eight
million
dollars
is
being
allocated
towards
the
design
and
and
studying
of
both
Patapsco
high
and
Sparrows
Point
High,
which
are
the
two
high
schools
that
are
closest
to
this
project.
So
if,

the,

the
county
is
going
to
make
that
kind
of
investment
on
the
design
and
planning
side
subsequently
behind
that
is
going
to
become
School
construction,
because
they're
going
to
determine
that
probably
a
school
new
school
either
needs
to
be
built
or
one
needs.

School
needs
to
be
approved.
So
if
you,
if
you
take
the
first
part
of
that
design
and
and
and
studying,
and
then
you
open
up
to
the
six-year

guess
commitment
that
almost
three
quarters
of
a
billion
dollars

be
spent
on
school
Construction
in
Baltimore
County
over
the
the
next
six
years.

would
think
that
you

county
and
the
school
board
has
has
identified
that
you

we
need
to
create
more
capacity
within
schools
or
these
specific
schools.

add
up
all
the
capacity
of
all
of
the
of
the
County
Schools,
there's
still
adequate
capacity
for
all
of
the
kids
going
to
schools,
it's
just,
unfortunately,
with
peninsulas
and
and
other
areas.
It's
hard
to

move.
You

kids
around
from
school
to
school,
so
we're
forced
to
make
decisions
to
you,
know,
study
and
either
build
new
schools
or
renovate
existing
schools.

one

statement

the
school
side
that,

start
to
finish,
this
project
is
going
to
be
every
bit
of
five
to
six
years
to
complete.
So
by
the
time
our
full
build
out
is
complete.

we're
looking

time
frame
when
I

feel
very
confident
that
there's
going
to
be
some
schools
that
are
under
construction,
that
will
be
serving
this
community.

The
water
issues
is
currently
the
entire
project
of
Sparrows
Point
Country
Club.
All
270
acres
has
no
measures
for
stormwater
management
so
to
to
contain
the
water
and
and
to
clean
the
water.
There
isn't
one
inch
of
storm
water
management
on
the
entire
site,
so
everything
that
hits
that
ground
runs
off
into
the
bay
there's
no
containment
devices.
So
the
parking
lots,
the
roofs
everything
else
runs
right
to
the
Bay.
The
area.

Club
Estates
is
capturing
all
of
that
water,
so
someone
from
the
community
said
that
we're
just
dumping
water
into
the
pond,
all
of
the
water.
That's
going
into
that
pond,
is
going
through
a
series
of
stormwater
management
facilities,
fire
retention
facilities,
submerged
gravel
Wetland
facilities,
so
all
of
the
water
that's
going
to
be
leaving
the
site,
leaving
the
roads,
leaving
the
houses
leaving
the
playgrounds
are
all
going
into
a
captured
device
which
then
will
be
discharged
into
Pond
and
then
to
you
know
not
all
of
it
goes
to
the
pond.

cost
of
these
houses
and
you
think
about
the
the
people
who
are
going
to
live
there,
I
think
they're
going
to
be
plenty
who
have
the
means
to
either
homeschool
their
children
or
to
send
them
to
some
of
the
private
schools
in
the
area.

have

sure
all
kinds
of
agreements
that
you
have
signed
or
will
have
to
sign
before
you
can
start
any
development
that
all
other
works
agreements,
all
kinds
of
covenants
and
all
recounting
there
is
a
public
works
agreement.
That
I
would
think
Peter
would
require
them
to
do.

things
they
have
a
contract
and
even
bonds.
Don't
you
have
to
put
up
bonds
or
cash
for
the
county,
that's
to
pay
for
the
stuff.
If
he
didn't
do
it
so
I

that
would
be
the
way
that
you

comfortable,

it's
going
to
happen.

the

some
of
the

folks

testify

now

asking
a
little
bit
more
details
about.

are
some
of
the
plans
that
you
do
have
specifically
maybe
to
help
improve
the
community
or
enhance
it.

support

project

think
of
houses
on
the
golf

does
that
market
look
like

family

insight

in

started
really

in
2015

had

community
meeting
and
then
2017
when
we
made
the

official
submission

planned
unit
development
we
engaged
with
all
of
the
area,
Community
associations,
some

specific,
neighborhoods

don't
have
a
Community
Association.
So
there's
like
a
an
overreaching
Community
safety
Association.
So
we
met
with
all
of
those
Community
associations,
and
then
they
listed.

the

that
they
would
like
to
see
improved
in
their
community
and
the
list
that
is
within

growth
allocation
application,
as
well
as
the
pattern
book
and
I
and
I
sent
a
separate
slide
along
for
everybody
after

first
meeting
identifies
all

those
various
improvements
that
we'll
be
making
outside
of
outside
of
Country
Club
Estates.

product

there
are
only

are
the
choices
they
have.

upon
that,

upon
the
school
board's
experience
with
how
many
students
are
generated
of
each
category
from
those
types
of
units
right
across
the
county.

the
unit
types
you
have.

it

yield
and
then
you
come
out
with
the
number

students.
So
Connor's
point
was
even
though
some
of
these
would
be
age
targeted.
We
still
had
to
calculate
the
units

if
they
were
going
to
produce

average
amount

of
it.

the

county
is
looking

land
to
build
a
new
Middle
School
on
the
peninsula.
There
I
don't
know
that
they
have
identified
property
for
that.
Yet
I
think
there's
1700
kids
there
at
the
high
school,
the
middle
high
school.
Now
my
my
daughter
sees
100
Kids
a
day.
That's
what
happens
in
an
over
crowded
School
but
500
of
them.

understanding
is
500
of
them
will
be
taken
out
of
the
Middle
High
School
and
that
whole
building
then
will
be
renovated
and
turned
back
into
a
high
school
500.
The
500
middle
school
kids
will
go
into
a
new
a
new
building
and
in
fact
the
middle
school
I,
don't
believe
is
overcrowded.

my
concern
at
the
last
meeting
I
stated
it
is
that
we
were
going
to
be
building
a
whole
lot
of
houses
and
the
schools,
and
it's
people
are
right.
It's
all
over
Baltimore
County
schools
in
Baltimore
County
are
overcrowded
and-
and
there
are
major
issues
connected
to
that
at
the
last
meeting,
you
stated
that
the
earliest
that
people
will
be
these
homes
will
be
occupied
five
or
six
years.

As
of
that
time,
this
project
was
projected
to
generate
85,
Elementary
School
students,
32
middle
school
students
and
44
high
schools.
That
was
again
not
factoring
in
any
component
of
age.
At
the
time
this
was
done.
The
only
school
that
was
overcrowded
was
Sparrows,
Point,
High
School,
and
it
was
only
118,
which
is
essentially
just
three
percent.

if

address

from
apps
if
he
could
address
some
of
the
comments
that
were
made
since
it
goes
to
the
heart
of
the
environmental
issue,
is
that
a
couple

thousand

found

money
they're
doing
that
next
it'll

schools

a

works
there

sure
it
is
difficult

every
you

school
at
that
point
in
today's

always
concerned
about
all
the
issues

schooling,

that

this

groups

last
time

a

meeting
with
all
the
residents

residents

area

kind
of
figure
out
how
they
feel
about
it
versus
the
community
group.

we've
had
as
part
of
this
development
we've
had
three
formal
Community
equipment
meetings
where
we
post
the
meeting
and
we
have
a
meeting.
All
three
of
those
meetings
have
been
in
the
main
dining
room
as
far
as
playing
Country
Club.
Our
most
recent
meeting
was
January
16th
of
this
year,
which
is
part
of
the
growth
allocation
processes
that
we
have
in
other
community.
So,
in
addition
to
the
three
posted
Community
input
meetings,
we've
also
had
a
dozen
informal
meetings
where
I've
been
asked
to
speak
at
you
know
an
intermitting
Community,
Association
or
even
one.

the
residents
that
currently
live
in
the
communities?
I
find
a
lot
of
similarities
throughout
the
entire
country.
We
do
work
all
up
and
down
the
east
coast,
and
you
know:
schools,
traffic,
crime,
safety,

more
money
spent
on
existing
public
parks
to
enhance
them
all
seem
to
be.
You
know
they
fluctuate
from
one
to
five,
but
it's
usually
those
top
five
and
we're
finding
the
same
thing
here.
So
we
have
schools,
traffic
environment
just
because
of
our
proximity
to
the
Chesapeake
Bay.

But
you
know
this
is
our
our
fifth
project
in
the
Seventh
District
and
I
mean
all
the
communities
are
are
have
similar.
You
know,
concerns
and
and
want
to
support
the
environment.
So
that's
that's
a
Common
Thread
amongst
all
of
the
development
that
happens
inside
of
Baltimore.

that
this
thing
is
my
thank
you
for
the
response,
but
one
of
the
things
I
really
do
think
that
is
important
is
that
you
really
do
hear
the
voice
of
the
community
what
they
want.
The
I
mean
the
environmental
issues,
the
screw,
the
the
traffic
issues,
the
school
I
just
think.
That's
very
important
that
that's
incorporated
into
this
decision
and
changes
need
to
be
made,
or
some
adjustments
has
been
made.

think
that
needs
to
be
incorporated
as
well,
but
thank

one

if
you
can
go
to
the
north
side
of
the
site
there,
you
can
see
the
area
around,
that
pond
is
all
going
to
be
planted
or
retained
or
developed.
Woodland.
That's
enhanced
that
whole
area
has
all
the
required
critical
area
buffers
and
the
buffers
outside
the
critical
area,
particularly
line,
is
kind
of
at
the
southern
tip
of
that.
So
that's
all
going
to
be
buffered,
and
the
other
thing
to
remember
is
the
300
foot
setback
or
buffer.

calls
it
a
setback,
it's
in
our
law
as
a
buffer
that
300
foot
can
be
reduced
if
there
can
be
better
water,
quality
or
habitat
benefits
with
other
measures
on
site
and
what
happens
with
that?

you
end
up

additional
20
plus
acres
of
planting
for
the
reduction
of
that
Elsewhere
on
site
to
reforest
buffers
that
currently
are
not
forested
at
all?
So
you
improve
all
those
buffers
and
get
better
water
quality
in.

Just
quickly
I
know,
we've
been
talking
about
a
lot
about
the
school
board
and
I
know
when
Public
Schools
school
system
did
their
since
covet.
Obviously
a
study
involved,
it's
been
showing
that
it's
been
declining,
so
so
I
know
the
numbers
just
came
out
this
week.
You
mentioned
director
Lafferty,
but
do
we
know
if
that
number
actually
declined
because
of
the
declining
enrollment
and
the
impact.

I
have
to
admit
I've,
not
seen
the
pupil
yields
and,
as
Ms
Malone
pointed
out,
haven't
done
any
calculations
then
as
to
whether
or
not
the
schools
will
be
generating
more.
But
I
think
it
is
important
to
note,
as
Mr
perlow
referenced,
that
the
my
iPass
program
has
in
fact
identified
the
crowding
in
that
area.

Dundalk
Sparrows
Point
and
has
already
identified
money
for
feasibility
analysis
to
actually
see
how
that
overcrowding
can
be
addressed,
because
the
population
in
that
area
certainly
has
grown
and
it's
a
recognition
that
that's
an
area
that
needs
greater
attention
as
far
as
adding
more
seats,
which
is
part
of
the
overall.
My
past
commitment
is
not
just
Equitable
distributional
resources,
but
actually
adding
more
seats
as
a
priority.

I,
don't
want
to
sound
like
a
broken
record,
so
I
didn't
speak
earlier
on
this,
but
we
have
a
national
housing
shortage
problem.
It's
creating
a
massive
dislocation
of
our
communities,
11
million
people
in
the
United
States
paid
more
than
50
percent
of
their
household
income
and
rents,
I
love,
trees,
I
love,
birds,
I,
love,
fish,
I,
fish,
I,
hunt,
I
love
all
those
things,
but
I
love
humans.
More
so
we
need
to
build
more
houses.
We
need
to
think
about.

Are
children
and
their
children?
Two-Thirds
of
the
land
mass
in
Baltimore
county
is
basically
undevelopable.
So
this
is
actually
a
partial
inside
the
hurdle
and
we
need
to
look
at
density
and
any
way
we
can
create
more
density.
Frankly,
I
would
like
to
see
more
houses
on
this
property
instead
of
less
I'm.
Sure
I
could
ask
the
developer
that.
