This is josephine selvakumar, with the department of planning and division sector planner.

I welcome you-all to the meeting.

today with me. I have our planning director,.

Pete gutwald, division, chief,, amy mantay, western sector coordinator, ngone, diop,.

And joe fraker, who is co-hosting with me., we have county representators,.

District 1 council representator,.

A

We have mandy remmell and then we have peter.

A

You're all familiar now, I'll, just give you an overview of the focus group meetings and.

A

Then talk about the project, kickoff feedback and then the survey results.

A

We are all here to hear your feedback, so.

A

That we log on to question and answer session towards the end.

That's our agenda for tonight.

A

These are the meetings we had in november,.

A

We started on november 5th, with transportation and economy focus group meeting.

A

Then we had november 12th,, quality of life, and environment focus group meeting.

A

Just before this meeting, we had housing focus group meeting and now we have the local government support, focus group meeting..

A

This will be our last focus group meeting for the arbutus sustainable community area.

A

So what are we here to discuss? Today?.

A

Describes projects concerned with local government's ability to plan on the community's future and current needs of the residents.

A

Mainly focusing on these zoning ordinances,.

A

Land use, updating, municipal/local, policies,.

A

Tax fees, increasing local government staff, capacity,.

A

Updating planning, documents, master plans, sector, plans, or comprehensive plans.

A

at the project, kickoff,.

A

The feedback which we got related to the local government support is that you-all talked about,.

A

How you don't want the derelict liquor, stores.

A

How the county can regulate the liquor stores and.

A

The code enforcement to inspect the disengaged landlord properties,.

A

And how would umbc's mural would look in arbutus,.

A

And how to revitalize the arbutus downtown.

A

Strengths and weaknesses,, what do you like in the community,.

A

And what you don't not like in the community?.

A

We have been seeing this in all the focus group meeting.

A

For anyone new in this meeting,, let me go through this really quick.

A

With these trends, you-all pointed out the proximity to state parks,, umbc catonsville,.

A

Elkridge, ellicott city and the highways.

A

And the quaint small town and small, friendly neighborhoods,.

A

Walk-Able to restaurants, movie theaters, to local, shops, and close to mass transit., then other strengths, like how many years you have spent in.

A

Arbutus and how you like, the areas,.

A

The proximity and the adjacent to the other areas.

A

The weaknesses,, what you do not like with the community.

A

Is that the need for more businesses, similar to catonsville.

A

Downtown and ellicott city and ran.

A

Down the downtown existing vacant, stores,.

A

How to give a face-lift and pick the vacancies and the lack of green spaces.

A

No more developments, how to address the crime,.

A

Homelessness, vacant buildings, and flooding.

A

These are the main things that came under.

A

The weakness categories from this survey result.

A

But as mentioned earlier,, there were close to 36 survey, responses,.

A

And close to 26 respondents targeted towards the local governments, support comments.

A

The main things which we heard from the survey is that.

A

No more development and to maintain the existing green spaces,.

A

And what are the tax benefit for small businesses.

A

people have also mentioned about sport. Zoning.

A

How to update these zoning ordinances and local policies.

A

Again, umbc partnership,, which we have been.

A

Hearing in all focus group meeting and help to lower.

A

The property tax and to take advantage of grant opportunities.

A

And community input meetings, notifications and more government support.

A

With that said,, this is just a graph showing that.

A

We've had a lot of comments based on to update the local policies,.

A

To regulate fees,, lower property, tax, and more government support. we've been hearing more on no more developments and maintain.

A

The existing plain space and to update.

A

The zoning and few other comments related to the local government support.

A

The main customs we're trying to get answered here today, is,.

What type of government support you are seeking??

What are the zoning questions?, then? If there is any small business assistance which you as a community, you want to talk about,.

We are here to listen.

also, if you have not shuffled to anything in the previous meetings.

Or through the survey results and if that is related to local government, support,.

We are here to hear, based on these trends,.

Weaknesses, challenges, and opportunities.

My family is in the process of opening a restaurant in arbutus to help with the revitalization of downtown.

We put in the resources for starting a business on baltimore county's website.

To the extent that you can hear me,, my question was just around the notion of how our work relates to the work of.

Other groups and whether this is consistent with what you're hearing.

So far, and whether you see this as being,.

I think a useful exercise as it relates to the other groups.

This committee compare to the work of the other committees as part of this process,.

And I think also trying to get an understanding.

Of the input we've received and how it compares to the input in the other groups.

So you're asking about the advisory committee with respect to the other groups?.

Yeah., the advisory committee is a focal point.

A

You are the mediators to the community.

A

That's why we have the presentations from each organization, different sectors.

A

We have advisory committee from different roles and responsibilities.

A

So each one has area of expertise.

A

Each one is responsible in different organizations.

A

We are looking to gather input through you from the community.

A

At the same time,, we are hosting all these community meetings so that we can.

A

Have advisory committee and the community members.

A

To get the information and putting together the application.

A

It is easy for us,, rather than to work with the whole large group, [inaudible].

A

We had all these focus group meetings and have gathered the input,.

A

Having advisory committee members from the community., it's easy to funnel the ideas from the community through you to us.

A

Does it make sense?, am I frozen?? Are you guys hearing me?.

This is back., it makes sense to me., I'm just trying to understand from an action planning point of view,.

Understanding what we should expect as far as next steps are concerned.

How do we play into that??

G

I understand these meetings are helpful for you to facilitate information sharing and a dialogue.

G

What does that lead to, and how can we be helpful in that?.

A

These focus group elements are basically.

A

The main elements in the sustainable community application.

A

This is what we are going to submit to the state in april, 2021.

A

There are sections like housing, sections,, transportation, sections,. All these focus group and meetings which we had.

A

There are questions on when you take transportation,. What are the issues?.

A

What are the opportunities?, what is existing in the community?? What is the community looking to address?.

A

That's the reason we had all these meetings to get the ideas based on.

A

Each focus elements and each section in the applications.

A

We are going to put together all these feedback through.

A

Survey until these focus group meetings based on all these focus, elements.

A

We're going to put these all together, gather these data,.

A

Interpret it, and put these together in the application,.

A

And submit it to the state., we have a proposed boundary,, which we [inaudible] at the project, kick off, the [inaudible].

A

These are all the strengths.. These are all the weaknesses..

A

This is what the communities are saying with respect to transportation.

A

This is what it is looking to address with respect to housing.. This is what they want.

A

This is what the students want.. This is what the community wants..

A

These are the things you are going to put the application and submit it.

A

Once one state reviews and get back to us with the comments,.

A

And when the sustainable community designation is approved,.

A

That is when you get access to all these great programs,, benefits, and incentives.

A

That is the bigger picture, and this is the groundwork to reach that.

A

Just to [overlapping] build on what josephine was saying,.

F

The plan asks for benchmark actions and strategies for.

F

Whatever projects or initiatives are at the whole of this, when we submit in april.

F

After april,, we would like for this committee,.

F

In some form,, whether it's everyone or some core group to continue to try to,.

F

Over the next five years, implement the strategies and initiatives,.

F

Everything that was outlined in the plan,, because in five years from now,, we have to go through this again to renew this plan.

F

A

Yes., it all started with arbutus wanting their main state designation.

A

That's what the sustainable community designation, that's the base, point,.

A

That you should have a sustainable community designation to get into main state designation,.

A

Are the next steps on the incentive.? This is the foundation to move forward.

Sorry, if I'm cutting anyone else, off.

I'll just share that, from the perspective of somebody who's on the southwest vision, foundation, board,.

That one of the things is that I don't want to do overlap with other groups.

G

That's what I'm conscious of.!

G

That's why my questions weren't oriented around what.

The other groups are doing., but I'll. Just share.

G

There are certain things that around [inaudible] are great,.

G

But we've talked about this thing before, with respect to just connecting.

G

Our elementary school and middle schools to our library,.

G

Just have an incentive that being an accessible resource,.

G

Just a sidewalk in perspective., something very basic,, something very simple,, but yet very difficult to do, and would love your help in navigating those issues going. Forward. we've talked about it.

G

I don't want to beat the dead horse,, but from a local government,, and this is why I'm here,.

G

This is one of the most integral issues that we're dealing with.

G

It happened, by the way, for years.

G

as a former board of education, member of baltimore county,.

G

This is something that I've just been very passionate about. We haven't been able to make progress, on.

G

I didn't see the chat box.

Now I see a lot of chats there. josephine,. I got a private message from michael mcolive.

I don't mean to butt in front of anybody.

I'm mike, I'm on the local government support.

I think the county executive has done a really good job with developing.

H

A large community outreach development.

H

I think the government is heading to that at this point,.

H

And where they have a representative in his office for each district.

H

I think that's a great idea and it's worked out well.

H

with that, I'd like to congratulate the county on their website.

H

I think they've done a very good job, there.

H

it changes a bit and it gets a little confusing [laughter] each time it changes,.

H

But it does seem to get better.

H

old folks, like me, don't take change very well,.

H

But I'm keeping up with it., so I'd like to congratulate them on this website..

H

As far as community police,.

H

Local government support,- I personally would like to see more police.

H

I don't mind the police being in the neighborhood..

H

I have never had a bad encounter with the police,.

H

And I have written my county councilman in support of the police, because I.

H

Know all of these council persons are getting e-mails about defunding, the police.

H

I host community meetings in halethorpe and I can guarantee you. There is.

H

Nobody in those meetings that are in favor of defunding, the police,, reducing the police.

H

We have a police representatives, every meeting.

H

We like them there,. We like communicating with the police.

H

In fact,, we donated money a couple of years ago to have.

H

Another bicycle on the bicycle: patrol.

H

I would like to see more money invested in the baltimore county police,.

H

And maybe give them some updated, precincts. get them a nice building.

H

Our building, wilkens avenue, was built in 1962, older than me.

H

The county has grown a lot more since then, and the police department really hasn't.

H

So I just want to speak up in support of the police.

H

I think the baltimore county police is doing a great job.

H

like I said,. I've never had a bad encounter with them.

H

Every time I have ever called 911, they've been there,.

H

They've been good,, they've been supportive, and I back them. 100 percent.

H

That's my only comment about local police and local government support. thank you.

Thanks, mike., if I could piggyback on what mike was saying.

Again, this is [inaudible]. I am the outreach coordinator for arbutus for [inaudible] one.

Thank you, mike, for giving that positive feedback for the county executives initiative.. He does.

He has now eight full staff of an outreach coordinator.

We cover all of baltimore county.

E

There are seven of us, total. pete [inaudible], had this program underneath the county executives, initiatives.

E

So we are here to help.. We are here to listen to your concerns,.

Looked into your recommendations, and take it back to the county executive., so I do hear you in regards to the police and needing more,.

E

And I did see your comment: here.

E

I know it's hard to figure out where to put the comments,, but about seeing more police precinct,.

E

Increasing the budget, and potentially a large precinct as well.

E

There has been little bit of turnover in that department.. I want to thank you.

I think the county executive has done a great job through that department of disseminating information.

Cheryl ryder asked if there is a 10-year plan for that area and if it's already in place?.

We have the master plan updates coming up,.

But there's a 10-year update.

A

That's something that is on the horizon and we'll be soon working on that.

That's what we have right now, in addition to.

The sustainable community idea, which we are working on for arbutus,.

A

Which is the fire designation and the [inaudible] after that.

So how does that interact with what it is that you're.

Doing with the revitalization and more specifically,.

Like perhaps zoning issues?.

If you're talking about housing density and that type of thing.

So you're asking about the master plan.

Or you're asking about the sustainable community plan with zoning densities?.

Well,, I guess in the [noise] master plan,.

I guess at that level, you're- probably not changing zoning,, but I had understood that they were really trying to.

Look at a lot of zoning issues in those master plans.

Yeah. master plan covers everything.

So most of them covers zoning,.

Land use, existing land, use,.

A

And all other elements;.

Transportation, environment, preservation, green space.

We holistically look into all the aspects when it comes to master plan. Updates.

There is an existing master plan which you can see in our website.

The elements would be the same..

We are looking into the comprehensive community plans, which is outdated,.

A

So we are looking into all existing plan.

A

Then we are looking to put together to update the master plan.

So that is the whole process., so the revitalization that you're looking at right now.

Could have a direct effect on a master plan going forward?.

Your master plan is going to set the policy that dictate the land use.

That's input [inaudible] through zoning,.

I

Commercial revitalization districts, the development review, process.

They all have to interrelate., sometimes the timing of them, don't quite match,.

I

But we've tried to make them compliment and integrate them with each other.

I

I guess what you're hearing about the master plan and that's going to set.

I

The policy stage and the recommendations of what you want to do in the specific geographic areas of the county,.

I

Your commercial, revitalization districts,, your zoning,.

I

That's what implements that master plan for that policy,!

I

That vision you see for your community or for your jurisdiction.. Does that help you?.

Just real quickly., I know a lot of folks use master plan and community plan interchangeably.

The master plan is a very large document that covers the county,.

And as pete was saying,, it's very policy-centric and is renewed every 10 years.

Communities have community plans,.

And some of those are 10 years old, 20 years old.

They get updated at various times based on community interest or need,.

F

Or council resolutions and that kind of thing.

I think, amy just cleared all that up. [laughter].

The most issues or a lot of concentration of issues and is there.

An overall concern, or are there constraints,.

Especially in the commercial district in arbutus, as far as that, goes,.

That it's not flexible enough or it's not.

Meeting some need for a certain use that you're saying.

I know zoning is hard if you're, not a planner or a student first,.

You may not be as fluent in zoning,.

But it's one of those things where that's this close part of this plan.

It would be good to know if there are uses that maybe the zoning doesn't support.

It would be good for us to just know in general,, but it's something that we can look at in this plan.

There will be another czmp before this plan is renewed.

It's something good to know: about.

With the boundary, with czmp, I could think of two czmp issues.

Nothing major here.

I think bettina has a comment.. I mean,. We really had a big down zoning.

We did put in and support to the zoning changes for arbutus.

I don't know if this has ever been brought up or not,.

But arbutus would be a really good candidate for a bed and breakfast deal.

I have no idea what kind of zoning you need for that.

But if that was something that was allowable in arbutus, area,,.

To have a bed and breakfast for folks that are visiting students from out of town,.

We have nothing like that.

The only hotels near our arbutus and completely forget about washington boulevard because.

The only hotels we have in the area are at the airport.

So again,, I don't know what the zoning is for. That,.

But I'd like to see something like that explored that would be in.

J

My spec within the community and actually help draw people to the community,.

A bed and breakfast.

J

The county council passed.

Recent legislation that makes bed and breakfast a lot easier than it used to be.

In the past, you had to have a plan, unity and all, but if you can believe that.

They eliminated that requirement,.

And now, basically, all you need is a signposting..

It's not even as a protection,, you just post a sign, and the only way we get it to a public hearing is this neighborhood was.

Against it and challenged it and say we want this to go to a public hearing.

If the neighborhood supports it and the sign is.

K

Posted announcing the bed and breakfast and the neighborhood does not oppose it,.

K

Then, after a certain number of days., I forget the [noise] number of days,. It might be 30 days., I'm not sure.

at that point,. It could be a bed and breakfast,, but they've made a lot easier than it used to be..

I was just going to comment since this is local government support and I know it's not.

The role of the government to strong-arm businesses or anything like that.

But I'd like to see a little bit of.

A shift or an encouragement because I think through covid,.

The county executive office really came to understand.

How important the business associations and chambers are for the drivers in the area.

I'm just speaking from our position in arbutus,.

J

Our biggest supporter is umbc, of course.

J

But there's other big corporations in the area and we have.

J

Absolutely no ability to connect with them in a way to start building a relationship.

If there was some way that the county could support.

J

The community in getting these larger corporations to buy-in to the community,.

J

They bring their businesses there and their employees work there and they do.

J

Support the local economy through restaurants and stuff, like that.

J

But there just seems to be a disconnect sometime and I don't know if.

J

That would be something to think about.

Again,, I'm not asking anybody the strong-arm anybody,.

J

But how can the county help us to reach out to some of these larger corporations,.

Whether it's just giving us a point person.

J

So we don't have to call the receptionist and go down that rabbit. Hole?.

I think part of that, even if maybe this is where we can discuss offline or together,.

But what do that? Look like??

What that partner to get with these larger corporations actually looks like and what it is that you want to see.

These bigger corporations do for arbutus and really narrowing that down. So then absolutely,.

We can take that from the outreach side of things,.

And try to connect the larger corporations that were sitting in front of.

Two small town, arbutus or small town halethorpe or wherever surrounding areas.

I think that really honing in on what that plan looked like or what you're actually.

E

Looking to see from these corporations would be a good idea as a start, and then we can go from there. Too.
