we've
heard
kind

loud
and
clear.
The
various
Town
Halls
over
the
last
couple
months
about
the
need
to
add
a
variety
of
Trail,
Star
Inventory
here
in
Baltimore
County,
and
among
that
in
Need
for
mountain
bike.

Our
challenge
is
held
best
to
do
this,
provide
quality
access,
the
mountain
bikers,
while
also
maintaining
the
Integrity.
Some
of
our
existing
sites
and
our
existing
recreation
activities,
this
meeting
will
represent
the
first
step
in
that
process.
Tonight,
we're
also
excited
to
announce
the
acquisition
of
nearly
110
acres,
parcel
of
land
located
off
of
Dogwood
Road
in
the
Windsor
Mill
area.
A
This
will
allow
us
design,
trails
and
amenities
catered
specifically
to
mountain
bikers,
an
amenity
that
we
have
not
properly
addressed
in
the
past.
So
that's
just
the
first
step
in
this
process
and
to
continue.
We
will
need
your
help,
your
input
and
your
continued
willingness
to
work
with
us
to
move
forward.
If
you
would
like
to
be
involved,
we
will
be
establishing
a
work
group
out
of
this
meeting
that
will
allow
us
to
work
towards
the
overall
plan.
So
please

be
part

start
off

I'm
sure
many
of
you
know,
Baltimore
county
is
a
large
County.

We
have
a
lot
of
ground
to
cover
so
I
want
to
you
know
mention
we
are
looking
for
additional
sites,
not
not
just
the
one
that
we're
gonna
not
be
focusing
on,
but
talking
about,
but,
as
you
can
see,
we
have
a
lot
of
room
to
cover,
so
we're
hoping
that
we
can,
as
time
goes
on,
identify
more
sites,
says
director
Smith
mentioned
we're
very
happy
to
be
able
to
finally
talk
about
what
we
call
the
Dogwood
property.
It's
in
Western,
Baltimore,
County
I
mean
110
acres,
a
lot
of
land.

Due
to
the
unique
Topography
of
this
parcel,
we're
open
to
a
variety
of
different
types
of
trails,
various
different
types
of
bike
trails,
hiking
trails,
the
possibility
to
build
a
pump
track
jumps
every
everything
you
could
think
of.
We
could
potentially
fit
in
this
site
with
the
resources
that
we
hope
to
get
and
the
topography
that
we
have
in
this
site.
Amenities
like
this
are
a
real
possibility
for
us
to
see
in
Baltimore
County.

They
started
off
with
a
trail
concept
on
a
50
acre
undeveloped
parcel
they
had
and
they
reached
out
to
the
community
with
a
lot
of
ideas
and
were
able
to
come
to
a
draft
concept
plan
which
I
like
if
you'd
like
to
learn
more
about
it.
You
can
easily
find
this
information
on
Google
and
it's
something
that
we
would
be
envisioning
for
this
site
as
well,
something
for
everyone.

do
have
environmental
constraints
that
we
will
need
to
work
through
with
our
department
of
environmental
and
sustainability,
Environmental,
Protection
and
sustainability,
but
we
feel
that
we
can
truly
use
most
of
this
site
for
trails.

So
I

go
back

we
go
through
a
q
a
to
any
of
these
slides,
but
we
want
to
know
your
input.

want
to
hear
what
amenities
are
important
to
you.

there
existing
trails

other
jurisdictions?

viewed
this
concept

Concepts
we've

doing
lately
to
address
kind

unmet
recreational
needs

Baltimore
County
such
as
skateboarding
Cricket
pitch.
We've
got
a
couple
of
these
amenities
that
have
been
kind
of
brought
forward
that
we
did
not
have
before
and
in,
and
our
thought
was
instead
of
trying
to
jam
in
something
small
or
inadequate
into
another
existing
facility.

thought
that
this
initiative
deserved
its
own
starting
fresh
from
scratch
kind
of
open
option
that
this
property
represents.
So
you
know
we
had
some
questions
in
the
past
about
yeah.
You
know
when
we
build
it
into
existing
Parks
or
where
will
we
find
space?

And
we
want
to
just
kind
of
highlight
that
we
found
this
space
and
thought
it'd
be
a
great
place
to
start
this
mountain
biking
initiative
here
to
give
us
a
blank
canvas
to
begin
the
process,
instead
of
building
around
other
existing
pieces
that
we,
we
felt
that
this,
this
type
of
recreational
need
deserved
its
own
location,
and
so
we
wanted
to
try
to
focus
on
that
as
a
starting
point.

to
that
this
we
will
be
having
a
public
input
meeting
specifically
for
this
site

its
location,
so
the
community
members
of
this
community
will
be
able
to
speak
on
behalf
of
their
needs
and
what
we
could
possibly

coaches

facility
along

I-83
corridor.

the
Beltway
and
go
down
there
after
school
to
this
new
venue.
So
please
help
us
out.

need

big
parking
area

off

a
lot
of
times
the
residents
have
a
a
greater
knowledge
of
you

what
land
may

coming

board

sale.

by
all
means,
if
you
hear
of
something
that
that's
coming
for
sale,

you
think's
appropriate,
please
reach
out
to
us,
because
we

always

add
inventory

our
Park

our

that

can

direct
investment

towards

sport

mountain
biking

it's
pretty
exciting,

definitely
going
to
follow
up
with
you,

love

join
that
input.

think
this

just
really
really
exciting.

kind
of
come
to
sort
of

What

saying,
unfortunately,
for
me
Patapsco
is
you
know
fairly
close
from
what
I
can
tell
to
to
the
to
the
new
site.
The
Dogwood
Road,
Site
and
Patapsco
is
not
the
most
accessible
to
me.
For
you
know,
most
times
during
the
week,
I
live
in
the
Pikesville,
Mount
Washington
area,
and
so
the
central
part
of
the
county
is
really
underserved
with
access
to
Trails.
O
I
know
that
finding
land
is
a
challenge
and
it's
hard
to
figure
out.
You
know
where
you
might
be
able
to
put
some
mountain
biking
trails.
Loch
Raven
is
kind
of
the
place
that
I
think
comes
to
most
people's
mind
as
a
potential
opportunity.
O
There
are
lots
and
lots
of
trails
that
are
already
there.
Many
of
them
are
in
really
good
shape.
Some
of
them
really
need
some
work
and
I
know
the
community
would
be
willing
to
invest
their
time
to
work
on
those
as
they
have
done
in
the
past.
So
I
would
say
you
know
good
opportunity
in
front
of
us
as
a
county
is
to
maybe
just
try
to
reach
out
to
the
city
and
see
if
there's
any
way
to
collaborate
rather
than
trying
to
make
a
land
acquisition,
which
is
a
challenge.

I
think
that
the
city
has
challenges
with
regards
to
resources
and
maintaining
those
Trails
I,
don't
really
see
them
doing
much
maintenance
at
all,
and
if
the
county
could
you
know,
maybe
invest
some
resources
into
doing
some
of
that
maintenance,
maybe
the
maybe
the
city
would
be
amenable
to
working
together
and
everybody
would
benefit
so
I
think
that's
an
opportunity
that
should
be
considered.

And
we
can
definitely
look
at
the
reservoir.
We've
had
some
success.
We
operate
a
fishing
center
up.
There
was
some
kayaking
canoe
pieces.
We
obviously
have
the
long
time
long-term
release
with
Baltimore
City
for
Lake
Rowan,
so
there
there's
some
opportunity
it.
It
is
not
always
easy,
but
there's
also
been
this
or
maybe
a
an
Avenue
through
this
newly
established
kind
of
regional
water
task
force,
that's
been
established
and
because
that
includes
the
reservoir
areas,
so
that
may
be
an
opportunity
with
that
new
task
force
coming
online.

I
want
to
Echo
the
gratitude
for
the
opportunity
to
speak
to
this
meeting
and
also
the
appreciation
for
this
effort
on
on
part
of
Baltimore
County
to
explore
mountain
biking,
opportunities,
I'm
speaking
on
behalf
of
an
organization
that
I
I
co-direct,
it's
called
the
Maryland
interscholastic
cycling
League.
We
engage
with
more
than
700
families
all
around
the
state
and
we're
a
youth
mountain
biking
program.
P
We
can
testify
firsthand
to
the
enthusiasm
for
the
sport
and
the
growth
of
the
sport
across
the
entire
State,
especially
in
regions
like
Baltimore
County
that
are
highly
populated
and
have
green
spaces.
P
You
know
that
we
think
are
are
in
some
part
under
utilized.
One
of
the
things
that's
really
key
about
mountain
biking
is
that
you
know
that
the
they
don't
require
dedicated
mountain
bike
trails.
Mountain
bikers
are
really
perfectly
happy
with
multi-use
Trails
and,
and
so
they
don't
need
facilities
that
are
dedicated
just
to
them.
Somebody
mentioned
something
earlier
about
parking
and
I
want
to
highlight
that
as
something
that
is
in
dire
need.
There
are
teams
that
are
forming
that
are
mountain
bike
teams.
P
It's
just
like
a
rec
council.
Sports
league,
and
just
like
you
have
parking
at
great
big
ball
field
complexes.
There
needs
to
be
adequate
parking
at
trailheads
and
and
like
similar
like
facilities.
P
The
other
thing
I
really
want
to
highlight
is
the
power
of
the
mountain
bike.
Community
I
think
an
example
is
easy
to
point
at
just
the
the
attendance
this
evening
here.
I
think
everyone
here
is
is
here,
for
mostly
reasons
of
support
and
enthusiasm
for
more
mountain
biking
opportunities.
Please
don't
fail
to
capitalize
on
this
community
and
and
our
ability
to
show
up
and
get
work
done.

Valley
State
Park
region
is
a
really
shining
example.
They
have
Trail
work
days
where
literally
100
people
will
show
up

put
hours

Labor

build

youth
cycling
in
the
park.

youth,
cycling
and
while
we
don't
specifically
work
on
mountain
biking
or
in
the
trails,
we
do
have
75
families
of
kids
from
9
to
19.

course,

don't
just
Renegade
in
there
and
we
are
basically
we're
out
of
space
and,
as
we
have
an
extensive
multi-year
wait
list,
because
there's
just
not
enough
room
for
us
to
have
practices
to
get
kids
on
bikes
in
the
grass
learning
in
a
safe
environment.

So
if
any
portion
of
this
newly
acquired
land
could
be
open,
Green
Space
some
field
space,
like
has
been
mentioned
already,
with
adequate
parking,
so
that
possibly
we
could
have
another
practice
based
to
teach
kids
the
skills
of
cycling
in
a
controlled
environment
where
we
wouldn't
even
need
to
have
rebuilt
ill
ustrations
set
up.
That's
something
that
our
organization
provides.
We
already
have
the
tools
and
the
means
to
do
that,
but
it
is
it's.
It's
very
difficult
to
find
a
space
where
we
can
do
that
where
we
can
get
all
these
kids
off.

The
executive
director
of
the
Mid-Atlantic
off-road
enthusiasts
or
more
John
made
a
great
point
about
capitalizing
on
the
resources
and
the
enthusiasm
of
the
modern,
Viking
community
and
I
want
to
make
both
an
offer
and
an
ask.
More
is
a
non-profit
organization
representing
thousands
of
mountain
bikers
across
Maryland
DC
and
Northern
Virginia,
we
Steward
over
800
miles
of
sustainable
natural
surface
trails
in
62,
State
and
County.

Moore
has
been
around
since
1992
and
in
those
30
years
we
have
been
able
to
develop
some
trail
expertise.
We
spend
a
good
portion
of
our
annual
budget
on
trail
building
and
maintenance.
We
spend
on
tools
to
get
the
job
done,
organize
work
days,
provide
training
to
our
volunteers
and
work
with
Community
Partners,
who
may
not
be
modern
bikers,
but
share
our
vision
for
of
trails
for
all,
and
we
invest
in
user
Trail
user
education
as
well,
including
responsible
riding
and
Trail
etiquette.

also
have
experience
netting
funding
to
get
all
of
this
done,
all
that
to
say
Baltimore
County.
You
have
a
willing
partner
in
more
clearly
there's
a
huge
demand
for
trails
in
the
county
and
more
can
help
you
get
those
Trails
on

ground
and
now
for
our
ask
echoing
what
has
been
mentioned,
we
ask
that
we
just
be
given
access
to
public
land
across
the
county,
not
just
the
Western
portion
where
there
are
already
Trails
but
other
places
as
well
across
the
county,
where
we
can
make
those
Trails
happen.

there

Investments
are
worthwhile
and
provide
a
return
and
then
there's
a
link.
Would
you

to
follow

on
any
of
that

I
just
provided
that
as
just
to
add
some
numerical
figures
that
show
that
the
Investments
are
worth
making.
So
when
municipalities
invest
in
Trails,
they
do
typically
see
a
return
on
those
Investments
and
the
link
that
I
shared
was
the
result
of
a
study
by
the
University
of
Wisconsin,
which
showed
that
they
were
bringing
in
close
to
eight
million
dollars
a
year
to
two
counties
in
Northwest
Wisconsin.

So
that's
through
tourism,
and
they
were
saying
that
they
were
expect
non-local
visitors
coming
to
ride
those
Trails
we're
expecting
to
spend
over
200
a
day
during
their
visit,
and
so
just
the
spending
in
restaurants,
hotels
alone
was
accounted
for,
1.8
million
dollars
annually.
So
you
know
this
is
money
that
you
know
Baltimore
County
could
be,
could
be
seeing
that
Revenue
come
in,
and
why
I
think
it's
so
important
to
try
and
find
these
opportunities?
You
know
not
trying
to
beat
a
dead
horse
here.

We
totally
understand
with
with
Loch
Raven
it's
it's
sort
of
out
of
the
County's
control,
but
to
my
knowledge
there
hasn't
really
been
any
communication.
Since
the
mayor's
Administration
took
office
between
the
county
and
the
city
about
Loch
Raven,
specifically,
and
that's,
why
I
think
it's
just
so
worthwhile
to
try
and
go
directly
to
the
mayor's
office
to
try
and
work
with
them
because
they,
the
ca?
The
city
stands
to
benefit
from
that
tourism
just
as
much
as
the
county
does.

If
we
can
pull
in
folks
who
are
willing
to
come
and
visit
where
Locker
even
is
located,
it's
close
to
Towson.
You
know
people
will
go
out
to
bars.
Restaurants,
hotels
in
Towson,
they're,
right
on
83.
It's
easy
access
into
the
city,
so
I'm
just
so
much
potential
economic
benefit
from
opening
those
Trails
up
to
some.
Some
tourism,
I
I
think
we
should
try
and
capitalize
on
that.

money

we
really

doing

trails

Baltimore
County

one
of
the
people
that
ride
that
go
to
Western,
Maryland
and
other
counties
to
ride
mountain
bikes,
because
we
don't
have
the
access
to
Trails
or
at
least
legal
ones.

They've
become
mountain
bike,
destinations
where
people
from
all
over
the
country
go
there
and
ride,
and
the
revenue
that
local
businesses
get
and
new
businesses
that
come
up
that
cater
specifically
to
mountain
biking
have
really
benefited

that.

when
we
get
more
trails
in
Baltimore
County,
especially
hopefully
in
glossy
fingers,
eventually
more
in
the
northern
County,
we'll
be
able
to
the
county,
will
really
be
able
to
benefit
financially
from
all
those
people
coming

Raven,

the
time
it
wasn't
clear
whether

didn't
know
whether
it
was
legal
or
not.

clearly

now
we
know
you

all
the
reservoirs,
pretty
boy,
Liberty
and
Loch
Raven
are
owned
by
the
city
and
it's
a
it's
a
great
opportunity,
but
I
realize
the
you

issues
are
surrounding
that.
That
said,
I
want
to
give
kudos
to
all
the
mountain
bikers
here
on
on
on
the
meeting

and
hit
fall
