chief

capital

So,
throughout
the
recent
years
we
have
seen
the
need
for
recreational
opportunities
and
at
no
time
was
it
more
evident
than
during
the
pandemic
during
that
time,
while
other
scheduled
activities
were
all
shut
down,
Baltimore
County
saw
like
220
percent
increase
in
park,
usership
leading
the
state
majority
of
that
news
was
related
to
non-scheduled
activities,
things
such
as
pickleball,
Trails,
disc
golf
and
other
activities.

Okay,
one
of
the
major
pushes
we've
seen
recently
has
been
in
the
field
of
disc
golf.
The
last
two
years
through
our
community
generate
generated
project
requests
by
County
surveys
that
were
handled
through
our
land
preservation,
Parks
and
Recreation
plan.
Finally,
through
numerous
budget
Town
Hall
meetings,
we
have
heard
from
the
public
about
the
need
for
disc
golf
they've
become
apparent
to
us
that
there's
a
need
in
the
county
Support.
This
use,
which
has
led
us
to
tonight's
meeting.

first
meeting
on
the
potential
development
of
a
from
design
disc,
called
here
in
Baltimore
County
at
the
days
Cove
site.
Our
mission
now
to
work
with
the
community
to
hear
your
input,
respond
to
concerns
and
work
together
to
begin
the
process
of
bringing
this
needed
amenity
to
Baltimore
County.
This
meeting
is
the
very
first
step
in
that
process,
so
we
are
looking
forward
to
the
input
and
with
that,
I
will
turn
over
to
Drew
for
the
presentation.

about
the
daysco
park
site
a
proposed,
Park
and
disc
golf
course.
The
location
of
daysco
property
is
on
the
East
South
Side
Baltimore
County.
As
you
can
see
on
this
map
a
little
history
on
the
park,
the
daysco
park
site
was
originally
acquired
in
1987.
That's
the
original
Park
property
in
2016
and
2017.
The
county
acquired
14.1
acres
for
a
park
Edition,
which
is
shown
here
in
blue.
That
was
for
the
purpose
of
future
development,
including
parking.

Those
three
Parcels
were
purchased
in
two
Acquisitions
at
a
cost
of
over
1.6
million
dollars.
They
were
pricey
because
it's
usable
developable
land
with
that
addition
that
brought
our
total
Park
acreage
to
83.77
acres.

This
is
a
good
aerial
of
the
added
land
and
the
original
Park
will
be
towards
the
back.

entrance
from
the
road
up,
Pulaski
Highway,
would
be
kind
of
behind
you,
and
this
is
where
the
road
Narrows

potential
entrance

the
park
site

You'll

call

a
rough
concept
of
the
usable
area
on
this
site.
This
site
is
heavily
constrained
with
environmental
buffers.

stream
buffer,

this
dark
blue
line
right

critical
area
and
also
the
resource
Conservation
Area.
You
pretty
much
can't
do
anything
within
that
area.
It's
about
1200
feet
off
where
the
beach
would
be
so
three
football
fields
away
from
any
of
the
houses
would
be
the
start
of
any
possible
pass
or
Disc
Off.

We
see
this
as
a
passive
Park,
where
the
path
and
disc
golf
will
kind
of
use.
The
topography
and
vegetation
that
is
existing,
so
we'd
only
be
doing
selective
clearing.
We
would
not
be
clearing
all
the
trees
and
all
the
vegetation
to
develop
this.
We
would
be
working
within
the
constraints
of
the
existing
vegetation.

Obviously,
all
this
will
change
as
we
work
with
our
other
departments
to
see
what
is
feasible
for
the
road
and
these
constraints.
For
instance,
this
parking
lot
might
have
to
be
moved
closer
to
Pulaski
Highway.
Some
of
these
buffer
lines
might
change.

This
is
just
kind
of
an
example
of
close
by
disc
golf
course.
This
is
at
Kate,
Cape,
henlothian,
State
Park.
The
disc
golf
course
is
approx,
approximately
20
acres
and,
as
you
can
see
on
the
aerial,
it
is
fairly
wooded
and
passive,
very
similar
to
what
our
site
would
look
like
as
a
wooded
disc
golf
course.

getting
into
what
is
disc
golf
disc
golf
is
a
game
in
which
a
concave
plastic
disc
is
thrown
into
each
of
a
series
of
metal
baskets
situated
on
an
outdoor
course.
The
object
being
to
complete
the
course
using
the
fewest
possible
throws
very
similar
to
golf.

This
is
an
example
of
what
your
discs
would
look
like
and
the
goal
it's
not
very
obtrusive.
You
wouldn't
really
see
it
unless
you
were
looking
for
it,
and
these
are
some
examples
of
the
play
and
what
some
of
the
courses
look

a
wooded
course,
and,
as
you
can
see,
this
sport
can
be
enjoyed
by
people
of
all
ages,
all
ability
levels

it's
a
really
fun
way
to
get
exercise
and
get
outside.

course

potential
course

planning

I
didn't
know
about
the
critical
area
off
of
the

the
bay,

that
totally
makes
sense.

my
main
concern

lot

the

Interesting
kind

topography.
Areas
in
that
property
are
around
the
stream
and
I
know
that
you
probably
don't
want
people.

doing
a
lot
of
walking
around

stream,

think
there's
a
way
that
we
could.

not
hurt
the

is
what

over

stream

been
to
the
property

few

there

many
walking
paths
out
there

are
safe
areas
to
navigate
the
stream
again.

not

area

expertise,

to

kind
of

concerns

there

leeway
with
the

stream
buffers

concerns

access
to
facilities,

bathrooms,

that's
a
concern
for
us,
because
the
play
to
the
disc
golfer
is
that
we
are
very
misunderstood.

think

create
trash.

fact,
we
pick
up
trash
people
think
that
we
cause
vandalism.
In
fact,
we
cure
vandalism
and
people
think
that
we
go
to
the
bathroom
in
public
and
where
that's
absolutely
not

truth,
we
try
to
avoid
that
at
all
costs.
So
one
thing
we're
really
concerned
about
is
access
to
that
and
then
the
other
thing
is
just
from
experience:
the
sport,
the
sports,
pickleball
and
and
disc
golf
and
I'm
sure
there's
others
are
growing.

too
too

quickly,

even
the
manufacturers
to
keep
up
with,
and
what
we've
seen
at
other
courses
is
that
the
parking
becomes
a
dilemma
and
going
back
to
the
plight
of
the
disc
golfer.

want

partner

community,

always
want
to
make
the
parks
that
feature
disc
golf
safe
for
everybody.

want
everybody

sunbathers
to
be
able
to
have
fun
and
enjoy
it,

kind

gives

bad
rap
when
we
don't
have
parking
on
days.

overall
health
of

county

projects
such
as
tree
or
Forest
planning
projects
that
provide
numerous
environmental
benefits,

positive
impact

air

water
quality.
The
forest
assessment
projects
that
the
county
has
put
in
Cromwell,
Valley,
Cloverland,
Lake,
Rowland
and
Marshall
Point
Parks,
have
been
very
successful.

we
consider
environmentally
friendly
projects
at
a
number
of
our
sites,
some
of
which
you
mentioned,
some
of
which
we've
done
at
nearby
Mountain
Vista
Park.
As
far
as
Pioneer
Gardens

reforestation,
we
do
do
quite
a
bit
of
that
in
conjunction
with
EPS.
We
also
work
with
our
nature,
Division
and
we're
looking
on
onboarding
and
natural
resource
Specialists
as
well
to
help
the
county
in
a
large
number
of
its
projects
environmentally.

However,
for
this
site,
it's
you
know.
As
we
mentioned
in
the
presentation,
some
of
the
property
Acquisitions
were
acquired
with
a
mind
toward
development
of
some
type
at
this
site.
Now
the
disc
golf
concept
is
a
very
environmentally
low
impact
activity,
which
was,
we
saw
an
opportunity
to
kind
of
combine
a
need
and
keep
it
still
very
environmentally
friendly
in
that
site.
So
we
we
are
in
the
business
of
of
parks
and
preservation.

couple
issues
that
concern
us
is
that
that
area
is
very
environmentally
fragile.

Any
any
increase
in
any
impervious
surface
area
leads
to
increased
sedimentation
into
the
bird
river,
which
at
one
point
was
very
navigable,
had
category
five
Rapids,
but
because
of
the
development
surrounding
the
White
Marsh
area,
which
led
to
land,
sedimentation
and
one-off,
the
bird
River
needs
to
be
dredged
just
to
be
maintain
navigability
for
small
small
craft.

The
other
issue
it'd
be
great
yeah.
If
you
go
look
at
the
site,
especially
during
the
summer
or
especially
after
a
heavy
rain,
when
the
landfill
and
odors
are
the
strongest.

Also,
your
the
neighbors
sizzle
are
not
very

Guess
are
not
very
friendly.
They
create
a
lot
of
trash
pollution.
Noise
pollution
I'm
sure
they're,
going
to
take
advantage
of
the
parking
and,

Vista,

site,
where

wooded,
Golf,
Course
disc
golf
course
you're
going
to
have

be
cutting
down
more
trees
in

days
Cove
area,

will
lead
to
erosion,
increased
segmentation

drying
up
of
the
bird

about
the
wildlife
there's
Red
Hawks
nesting
in
those
trees,

they'll
be
displaced
as
well
as

a
whole

this
golf

is
one

on-call

under
their
contract
to
do
the

I've
lived
in
Baltimore
County,
my
entire
life
and
for
the
past
10
years,
I've
been
playing
disc
golf
and
have
to
travel
constantly
to
Harper
County.
To
do
all
my
disc
golfing
we've
been
involved
in
I
believe
three
course
designs
in
Harford
County
and
two
courses
designs
here
in
Baltimore,
County,
one
private
one
public
and
to
this
date.

To

knowledge
there
is
not
an
18-hole
disc
golf
course
in
Baltimore,
County,
so
I
know
that
there's
a
large
gap
that
would
be
filled
with
with
this
to
everyone's
Point
disc
golf
is
very
low
impact
on
the
environment
and
all
of
us
tend
to
be
the
type
to
pick
up
trash,
as
opposed
to
created,
create
community
and
that's
a
big
part
of
what
we
do
in
disc
golf.
So
just
wanted
to
say
thank
you
for
the
possibility
of
bringing
this
I
have
two
small
children
who
I
take
out
play
disc
golf
constantly.

want
to
show
my
support
for

to
raise

whole

it'd

neighborhood

other
problems
in

future
for
the

be

addition
