system
is
going
to

live

Friday
we've
gone
through
all
of

trend
for
the
dispatcher
surprises.
We
have
all
of
the
internal
test.
We
might
have
done
the
new
system,
so
that
is
going
to
launch
this
week
very.

We
were
able
to
import
the
majority
of
the
information
that
was
in
the
old
system.
The
only
issue
is
is
there
is
a
lot
more
information
that
we
can
gather
now
and
use
both
for
planning
and
emergency
response
situations.
So
we
are
going
to
have
to
ask
everyone
to
go
into
this
new
portal
and
register
with
the
system
and
input
their
household
information.
If
they
choose,
you
will
be
able
to
do
much
more
simply
manage
your
profile.
You
can
choose
which
alerts.

are
what
way
you
want
to
receive,
those
who
look
alerts
and
we'll
alert
says
we
had
them
and
have
much
more
of
your
own
management
of
that
profile
in
the
system.

we're
going
to

friday

send

the

they

Men,
children,
the
elderly
and
family
plans
are
among
the
victims
and,
sadly,
emotional
scars
are
often
permanent.
We're
at
71
percent
of
pet
owning
women
entering
women's
shelters
reported
that
their
battered
and
injured,
maimed,
killed
or
threaten
family
pets
or
revenge,
or
to
psychologically
control
victims.
Thirty-Two
percent
reported
their
children
have
heard
four
killed
animals
and,
whereas,
according
to
a
study
by
break
the
silence,
2006
witnessing
violence,
is
the
strongest
risk
factor
in
transmitting
violent
behavior
from
one
generation
to
the
next.

the
county
executive
I,
will
overview
the
2016
executive
recommended
budget.
Our
focus
today
will
primarily
be
an
overview
of
general
fund
revenues,
expenditures,
recommendations
and
then
we'll
have
questions
and
answers.

Other
major
sources
of
revenue
for
the
general
fund
include
a
1.2
million
dollar
transfer,
the
delinquent
tax
resolving
fun.
While
revenue
share
your
main
status
quo
in
2016,
we
see
a
change
in
the
liquor
tax
of
around
three
hundred
and
seventy
thousand
based
on
the
state.
Changing
the
formula
for
distribution.

The
general
group
in
the
retirement
system,
as
the
most
recent
actuary,
is
funded
at
a
ratio
of
one
hundred
and
twelve
percent,
resulting
in
no
required
contribution
to
the
pension
system.
Although
the
executive
budget
does
contain
an
additional
four
percent,
a
payroll
above
the
actuarial
recommended
contribution.

Major
capital
expenditures
are
just
some
major
capital
expenditures
are
highlighted
on
this
slide.
They
include
some
of
the
following
groups
and
part
of
the
buildings
and
grounds
cost.
There
includes
a
countywide
phone
system
which
would
be
an
IP
phone
system
and
there's
also
more
of
it
information
available
on
all
of
the
capital
expenditures
within
the
Appropriations
Act.

a

wellness
program
is
definitely
hell
and

nice

waiver
to
get
some
infrastructure
things
done
in
this
past
year
and
they'll
continue

them

it's
how
you
made
your
access
to
have
your
money

aside
for

and

costs

healthcare
down

bay
county
from

lot

other
governmental

pension
costs,

here
we
have
no
pension
costs.

attention
has
been

contribute
small
percentage
and
offensive
attrition
because
it's
better
to
continue
to
maintain
those
funds.

a
lot
of
communities
are
struggling
with
ten
twelve
fifteen

percent
pension
and
health
care
costs.

twenty

of
payroll

across

cutting

week
over
the
bobbin
on
the
board

think
we
saw
that
a
long
time
ago.
We
did
some
things
to
consolidate
and
to
reduce
our
expenditures.

this
process

whole
lot
easier
based
upon
what
we
did
14
years
ago
and
when
you
look
at
this
budget
is
in
fluid
instrument.

895
thousand
dollars
that's
allocated
for
from
the
general
fund.

If
you
look
at
at
the
end
of
each
audited
year,
we
return
a
circle
on
the
hands
of
ending
to
our
pension
fund.
So
you
might
say,
that's
900,000,
using
from
finding
balance
to
balance
the
budget,
but
I'm
necessarily
truth,

I
think
you
know-
we've
done
a
better
job
of
budgeting
for
capital
expenditures
that
are
doing
budget.

the

already

our
pension,
the
members
that
are
on
our
pension
board,

just
the
commissioners
with
all
the
representatives
that
are
there
through
the
years,
have
done
a
fantastic
job

tri-county

together

we

with
the
other
counties.

a
person
in

was
telling
me
that
in
their
County
they
are
looking
at
trying
to
fill
a
hundred,
and
twenty
five
million
dollar
health
period-

mean
so
I
mean
it
just
goes
to
show
you
here.

board

we
have

we've

past

always
chose

each

and
they
eventually
ran

buy

took
the

pensions

bankrupt.

to

Recession
resulted
nearly

owe

our
local
custom,
our
local
providers

and
consumers,

we'd

to
keep
money
in
the
state
of
Michigan.

investing

our
community

the

percent

purchased
outside
of
the
state
of
michigan

from
an
electrical
utility

private
sector

to

difficult
time

ends

never
want
to
see
the
private
sector
get
over
the
waters

there

private
out
west.

are

the
company's
internal

Utilities
would
used
to
be
a
public,

utility
and
they
should
be
public
utility
as
they

support

electricity,
water,
health
care.

that
mean

have
access
to
that
everyone

pay

everyone

customers

pay

those,

they
have
to
allow
for
them
to
use
consumers
and
dte
grids
in
the
state
of
Michigan.

so,
if
we
could
get
ten
percent,
we
can
actually
bring
customers
in
Turkey,
but
listen
to
compromise.
You've

to

lansing
in
we're
happy
to
take
this
forward
and
encourage
our
legislators
and.

Consumers,
as

our

controlled
by
the
Public
Service
Commission,
which
has
very
good
job,
managing
that,
but
here
we're
very
fortunate,
probably
to
have
a
third
of
the
fourth
largest
municipal
utility
in
the
state.
Basically
electrified.
Are
we
all
if
you
are
a
if
they
provide
power
to
you
in
lieu
of
you,
you
have
lower
rates
in
lieu
of
some
profit
for
profit
company
having
some
making
money
out
honor.
So,
basically,.

done
a
great
job

as
commissioner
Tillett
has
stated,
there
put
a
lot
of
money
back
into
the
community
for
every
and
their
rates
are
lower
because
you
don't
have
you

have
investors
who
are
seeking
us

return
on
their
investment,

return
on
their
investment
for
basically,
electric
lighting
power.
All
of
these
points
would
be
lower
rates
and
they
not
only
provide
service
to
everyone
within
the
city,
but
there's
about
four
or
five
different
time
streams
in
bay
county
that
basically
does
a
very
back
excellent
job,
providing
low
cost,
affordable,
electric
and.

the
resolution

think
it
was

compromise
that
they're
working

bill
is
still
on
the
Senate
committee
and
knobs
committee
hasn't
been
able
to
get

Policy

talk

a
compromise,
worthy
schools
and
public
sector

be
able

cheaper

up

2008

we
put

cap
on

there

been
a

a
decrease
in
our
savings.
Clarkson
school
saved
three
hundred
fifty
thousand
dollars
with
the
with
the
choice.
Saginaw
Valley
is
they've
two
hundred
thousand
dollars
with
choice,
bavarian
inn
to
save
twenty
thousand
dollars
with
choice,
so
there
are
savings
to
be
made,
I
wasn't
sure
Bay,
City,
public
and
others
are
tacoma
paper.

we
have
choice
for
that
or
the
cap,
so
there's

how
many
people
can
get
the
choice,
but
that's
money
out
of
the
schools
and
school.
Don't
have
odd
money
and
so
I
think
whatever
we
can
do
to
help
the
school
towel
would
be
better
consumers
and
dte
after
two
thousand
lost
eighteen
percent
of
their
customers.
That's
when
they
have
full
choice,
but
they
were
subsidized
by
their
own
customers
as
if
they
lost
a
hundred
percent,
so
they
got
full
subsidy
to
cover,
but
no
new
plants
were
built.

justifying

try
to
get
that
expanded

their

approved

governor

the
building
authority,

six-year
terms,
and
in
december
we
still
have
division
on
aging
advisory
committees
for
two
year
terms
for
districts,
one
three
five
and
seven
and
miss
Johnson.
