given

a
report
on
what
money
we
have
and
where
we
spend
it.
Thank

When
we
talk
about
the
mark
of
money,
I
understand
exactly
where
you
guys
are
coming
from
my
budget
at
region.

ago,
was
about
10
or
12
000
per
million
a
year.
It
is
now
45
million
a
year,
so
I'm
responsible,
the
county
is
a
treasurer.

We've
been
the
treasurer
for
15
years
there,
so
I'm
responsible
for
45
million
a
year
and
how
it's
spent,
and
there
is
no
money
spent
at
region
7
that
isn't
approved
by
the
state
or
federal
government.
First,
I
will
spend
or
sign
no
checks
until
we
know,
every
penny
is
covered.
We're
kind
of
experts
at
all
these
federal
laws
and
rules,
and
all
that
and
our
auditors
started
about
two
months
ago
and
they
finally
finished
up
and
we'll
be
having
a
report
at
our
next
meeting.

I
wanted
to
give
you
guys
this,
so
you
know
what
I'm
doing
what
you
appointed
me
for
this
is
over
the
last
10
years
in
bay,
county
overall
money
that
we
put
back
into
bay
county
for
senior
services,
28
million
some
odd
dollars.
Now
the
department
of
aging,
specifically
here
for
meals
on
wheels,
respite
care,
all
the
stuff
that
you
do
over
the
last
five
years,
we've
given
five
four
million
back
to
bay
county.
So
just
so
you
know
there's
a
lot
of
time.

We
do
earn
some
interest
off
of
that
and
we
use
that
for
hearing
aids,
eyeglasses
teeth
home
repair
stuff,
like
that
region.
Seven
gets
about
eighty
thousand
dollars
a
year
back
on
the
tobacco
tax.
Now
everybody
knows
there's
tax
on
cigarettes
and
they
never
understand
what
do
they
do
with
all
that
tax?
Well,
region,
seven
gets
it
and
we
divide
it
up
into
all
10
counties
which
is
about
8
000
a
year
goes
to
each
county
for
home
repair.

Now,
every
month,
every
county
gives
a
report
back
to
region
7
to
me
on
how
much
money
they
have
spent
in
home
repair
and
how
much
is
left
okay,
so
now
we're
working
with
beth
in
the
division
on
aging
we
are
going
to
once
a
year.
The
state
federal
government
allows
us
to
transfer
money,
so
any
money
that
you
have
in
your
budget
that
hasn't
been
used
because
of
the
pandemic
or
whatever,
and
they
haven't
had
able
to
use
it.

We
are
going
to
be
allowing
them
to
transfer
that
money
into
like
their
meals
on
wheels.
They
might
be
short
on
money
or
something
and
that'll
be
determined
by
beth
and
our
board.
You
know
we'll
come
up
with
a
plan
and
we
will
transfer
where
you
people
need
that
money.
That's
what
you
appointed
me
to
do
watch
over
all
that
now.
Remember
all
10
counties
every
month
give
us
a
report
on
every
dollar
that
they
get
from
region

and
how
much
is
left
in
each
budget.

I
know,
and
all
the
people
that
sit
on
there
from
each
county
know
how
much
is
left
in
whatever
program
that
we
are
funding
through
them.
So
our
people
are
really
experts
at
federal
and
state
laws
and
how
to
spend
money.
You
know,
I
know
it's
tough,
because
over
the
years
when
I
was
a
commissioner,
we
always
lost
revenue
sharing,
so
we
had
to
tighten
our
budgets
and
not
hire
people
and
watch
over
everything
and
not
give
raises
stuff
like
that.

Well,
now
you
poor
commissioners.
This
is
the
first
time
in
probably
history.
We
get
a
20
million
dollar
a
fund
that
you
know
who
would
be
an
expert
who
could
you
hire
as
an
expert,
because
we've
never
had
this
money?
Who
would
be
an
expert
at
helping?
You
guys
spend
this
money
well,
you've
got
a
board
of
experts
right
here
that
are
going
to
probably
do
the
best
that
they
can
and
follow
all
the
rules
that
they
can.
I
have
about,
I
don't
know
I'd,
say
12
to
14,
just
in
accounting
watching
over
the
money.

know
and
we've
had
times
where
there
are
providers
that
don't
have
all
their
work
done
and
it's
not
approved
and
want
to
get
paid.
I
want
to
tell
you
as
you're
appointing
on
that
board.
I
pay
no
provider
unless
the
work
is
all
done
and
certified
on
my
desk
before
they
get
paid,
and
that
is
just.

That
that
we
do,
you
know
that
we
have
to
do
because,
of
course
we
have
state
and
federal
auditors.
Now
we
have
to
hire
these
people
to
come
and
do
this
audit
course
and
a
lot
of
times
I
will
direct
them
in
areas
that
maybe
haven't
they
haven't,
really
looked
real
good
at
because
I
feel
as
their
treasure
and
your
board
appointed.
I
want
to
make
sure
that
every
item
is
checked,
double
check
and
make
sure
that
we
do
there's
three
people
that
sign
our
checks.

the
board
of
director
chair
bob
brown,
our
director
and
myself,
so
not
just
one
person
can
sign
a
check
there,
but
anyway,
this
other
money
that
we're
talking
about
arka
money.

know
you
guys
are
I
understand

you're
being

got

do

this
building

we
want

put
in
our
campus
is
a

unit,
housing
unit

seniors

county

division

aging
people,

veterans
will
decide
with
us
who
goes
in
there
and
once
it's
built
just

will
automatically

medicaid.
Medicare
money
will
be
preserved,
you
know,
will
take
care
of
itself.
We
build
it.

guys
ain't
gonna
have
to
fund
this
company.

won't
see
me
every
year
for

little
funding
to
cover
it.

frustration,

pain
and
the
anguish
that
this
pandemic
has
launched.
A
lot
of
folks
into
folks
are
have
lost
their
jobs.

But
what
I

like
to
press
upon
you
is
there
are
people
in
the
community
that
you
should
also
address
how
about
starting
with
some
of
the
citizens
getting
a
panel
start
there,
because
you
know,
when
you
start
with
those
that
are
actually
feeling
the
brunt
of
where
this
this
pandemic
has
hit.
You
get
some
great
answers
out
of
that
you
know,
and
and
who
else
too,.

to
other
than
those
that
are
actually
suffering.
So,
if
that's
something
that
you
might
want
to
consider,
I
I
would
wholeheartedly
get
behind
that,
as
well
as
lending
some
of
our
expertise
and
on
some
of
that
as

again,
the
census
numbers
don't
show
the
pain,
the
anguish,
the
frustration
that
a
lot
of
these
citizens
are
feeling

there
every
day.

taste
touch
feel
essentially
that
pain
and
that
they
relate
to
me,

want
to
relay
that
on
to
you
with
that
passion.

are
the
same
people
that
are
going
to
be
marginalized
disenfranchised
or
continue
to
be
in
the
shadows,
because
you're
making
decisions
without
their
input
or
without
that
consideration,
and
when
that
consideration
does
come
about
they're,
always
at

end
of
that
that
process.
So
just
please
consider
that
as
well.

We
have
an
opportunity
right
now
to
really
be
heroes.
All
of
us,
you
know,
and
what
we
do
with
these
funds,
because
we
don't
know
how
long
it's
going
to
take
us
to
get
up
out
of
this
pandemic,
and
I,
if
you're
a
bit
aware
there
are
a
lot
of
doctors
and
scientists
that
are
saying
that
there
may
be
some
long-term
effects
physically
mentally
and
financially
for
these
individuals
from
all
all
all
scopes.

we
have
to
consider
that
as
well.
Those
are
some
of
the
things
that
we're
considering,
which
is
the
reason
for
a
five-year
plan.
Yeah,
you
could
throw
a
lot
of
money
out
there
for
a
one
year
plan,
that's
just
like
putting
a
band-aid
on
a
serious
cut
or
an
injury.
So
what
do
you
do
after
that
year?

with
that
being
said,
I
just
want

press
upon
you
again
that
we
have
put
in
a
pretty
decent
plan
and
submitted
an
addendum
with
detail
on
things
such
as
youth
sustainability
and
things
of
that
nature
for
the
desperate
poor
communities
of
color,
the
youth
which
are
really
crying
out
with
with
a
with
a
definite
need.
So
I
do
thank
you
for
your
time
and
I
do
would
press
upon
you
again
to
put
together,
maybe
some
panels
of
community
members
to
come
in
and
listen
to
to
what
they
have
to
say.

billing
out

eight

thirty
three
dollars

hour
for
care.
That
care
has
been
reduced
by
forty
five
percent
and
we
are
now
getting
back
reimbursement
anywhere
from
fourteen

eighteen

hour,
which
is
what
we
pay
our
caregivers
to
take
care
of
these
people
with
lifelong
injuries
and
other
mental
instabilities
from
their
automotive
accidents.
