it

hot

today,
so
we
just
like
to
come

we
appreciate
the

it

Okay,
first
of
all,
when,
whenever
we
talk
about
broadband,
there's
a
lot
of
different
different
definitions,
people
have
different
impressions
of
what
it
really
is,
and
broadband
as
it's
defined
today
is
something
that
gives
you
connectivity
out
to
the
the
internet.
If
you
will
at
a
minimum
speed
of
25
megabits
down,
which
is
a
download
speed
data
coming
down
the
line
to
you
and
three
megabits
upload
speed.
So
if
you're
sending
something,
that's
that's
considered
to
be
the
upload
speed
this.
This
is
kind
of
the
standard
it
used
to
be
three
megabits.

It
used
to
be
one
megabit,
it
used
to
be
back
in
the
dial-up
days.
It
was
56k.
If
you
remember
back,
then
so
things
have
gradually
increased
as
there's
been
more
and
more
demand
and
we're
doing
more
applications
online,
more
and
more
people
online
for
education
and
for
work
and
everything
else.
That's
really
driving
that.

But
broadband
itself
can
be
considered
available
through
a
number
of
different
platforms.
It
can
be
delivered
through
a
number
of
different
technologies,
including
fiber.
If
you
have
fiber
direction
or
a
fiber
connection
direct
to
your
home,
that's
the
ideal
kind
of
the
cadillac.
If
you
will
give
you
all
the
speed
and
capacity
that
you
might
need.

Cable
is
another
one.
So
if
you're,
using
your
your
cable
modem
and
have
a
connectivity
through
your
cable
system
and
get
broadband
speeds
that
way
as
well,
there's
also
dsl
connection,
which
is
used
in
the
old
phone
lines
through
companies
like
frontier
and
at
t
and
a
number
of
the
other
older
companies
other
older
telephone
companies
and
then
there's
also
this
fixed
wireless
connection,
which
is
transmitting
from
towers
down
to
receivers.

At
your
house,
through
companies
like
air
advantage
and
agra
valley
and
speed,
connect
and
and
companies
like
that,
those
are
the
primary
platforms
that
we
really
focus
on.
But
in
addition
to
that,
you
also
have
the
ability
to
get
online
through
your
mobile
broadband
connection
through
a
smartphone
through
the
cellular
companies.

It's
like
a
series
of
satellites
that
he's
putting
up
to
deliver
internet
service,
which
is
now
starting
to
become
available
across
the
state
of
michigan
and
across
the
country.
So
that's
also
becoming
a
more
viable
platform
for
getting
connectivity.
That
way,
so,
just
to
give
you
a
little
background
as
to
what
we
mean
when
we
talk
about
broadband
and
and
what
the
different
platforms
are,
that
it
it
supports.

So,
as
you
would
guess,
we're
in
the
more
populated
areas,
especially
around
base
cities
where
we
tend
to
have
the
the
best
service,
the
best
coverage
overall
and
you
get
up
in
the
northern
part
of
the
county,
becomes
a
lot
more
sparse,
a
lot
more
rural,
more
expensive
to
get
equipment
out
there.
In
order
to
make
that
happen.

That's
that's
there
and
that's
been
one
of
the
issues
with
generating
these
maps
is
that
the
providers
will
provide
that
data,
but
there's
not
a
lot
of
validation
and
scrubbing,
going
on
with
that
data
to
make
sure
that
it's
it's
accurate
enough,
we
try
to
do
that
wherever
we
can
in
this
case,
just
down
in
the
southeast
corner
is
the
only
place
we've
done
in
bay
county.
To
this
point,
question.

Well,
frankly,
satellite
technology
is
available
to
just
about
everybody
across
the
country.
The
question
is:
can
you
get
a
line
of
sight
from
your
home
directly
up
to
the
satellite?
So
if
you're
in
an
area
that's
just
covered
by
trees-
and
you
can't
get
that
signal
and
you
got,
then
you
got
problems.
You
have
to
look
for
another
other
way
of
getting
that
service.

Go
to
an
individual
broadband
provider
and
ask
them
what
it
would
cost
to
run
a
mile
of
fiber,
for
example
yeah.
They
tell
you
25

000,
to
do
that.
So
so,
when
you
look
at
you
know,
picking
an
area
that
doesn't
have
any
service
today
and
trying
to
figure
out
the
best
solution
to
do
that,
what
platform,
what
technology
to
use
and
how
to
size.
All
that
there's
lots
of
different
factors
that
go
into
that,
where
it
be
kind
of
tough.
To
estimate
that
without
doing
a
lot
of
background
work,
question.

That's
that
certainly
helps
the
more
towers
you
have
because,
generally
a
tower
might
be
able
to
send
a
signal,
maybe
five
or
ten
miles
in
one
direction.
So
you
got
a
you
know
a
15
or
20
mile
diameter.
So
the
more
towers
you
have
the
more
coverage.
But
then,
if
you
erect
more
towers,
there's
more
cost
involved
there.
Then
typically
the
companies
will
run
fiber
out
to
those
top
towers
in
order
to
get
the
towers
connected
back
to
the
internet.

We
we
try
to
do
that.
We
kind
of
play
the
role
in
between
the
providers
and
the
communities
frankly,
so
a
lot
of
times
the
folks
in
the
communities
don't
even
know
who
their
providers
are
haven't,
had
any
ongoing
discussions
or
even
met
a
lot
of
them.
So
we
try
to
bring
them
all
to
the
table,
start
having
these
conversations
about
what
the
problems
are
and
how
can
we
best
fix
those
problems?

There
are
consultants
out
there
that'll
charge
you
lots
of
money
to
come
in
and
look
at
an
area
and
say:
okay
back
to
your
question.
You
know
this
is
what
it's
going
to
cost
if
you
decided
to
bring
broadband
coverage
at
this
speed
to
this
particular
area.
So
there
are
companies
that
do
that.
We
do
some
of
that,
but
not
as
extensive
as
what
a
lot
of
other
consulting
companies
will
do,
but
we're
not
as
expensive
either.

Couldn't
agree
with
you
more
and
that's
that's
the
big
problem
that
we're
trying
to
help
fix.
You
know
part
of
it's
because
of
how
the
internet
got
started.
It
was
all
run
and
the
internet
was
delivered
by
private
companies
like
the
charters
and
comcast
and
att's
of
the
world,
so
they
all
kind
of
staked
their
claim
initially
to
those
populated
areas
and
said:
okay,
I'll
provide
service
here
and
the
other
company
will
do
it
here.

Absolutely
they
need
the
same
level
of
service,
but
trying
to
get
them
to
get
to
them
is
going
to
require
different
technologies,
and
that's
why
some
of
these
newer
things
that
are
coming
and
the
price
of
fiber
is
coming
down.
It's
making
that
more
realistic
now,
and
the
biggest
thing
that's
happening
is
that
the
federal
government
has
really
stepped
up
in
the
last
year
or
two
and
put
a
lot
of
money
behind
build
out
in
these
rural
areas
and
I'll
tell
you
a
little
bit
more
about
that
here.
In
a
second.

this
is
the
same
map.
This
shows
where
there's
100
megabit
coverage.
This
is
extra
high
speed,
so
this
is
generally
either
cable
or
fiber
and
where
those
available-
and
you
can
see-
there's
more
white
on
this
particular
map,
because
there's
there's
less
areas
that
can
reach
that
kind
of
speed.
The
technology
is
not
there
in
those
particular
areas,
but
all
of
these
maps
are
available
on
our
website
at
connectmi.org,
and
you
can
get
to
all
this
information.

This
company
called
point
broadband.
Those
two
were
the
big
winners
for
bay
county
and
you
can
see
where,
on
the
map,
the
green
area,
which
is
where
centurylink
is
going
to
be
building
out
using
those
with
federal
funds
as
well
as
their
own
money
and
point
broadband
will
be
doing
the
same
in
the
browner
areas
across
the
county.

So
it's
a
long
program,
but
some
of
that
build-out's
going
to
take
place
within
the
next
year
or
two
so
you'll
start
seeing
some
some
really
good
results
out
of
that
and,
as
you
can
see
a
lot
of
it's
up
in
the
northern
part
of
the
county,
which
is
where,
where
we
know
you
need
to
help
especially
a
couple
other
things
I
wanted
to
make
you
aware
of.
One
is
another
thing
that
the
federal
government
did
is
announce
this
emergency
broadband
benefit
program.

This
is
a
way
to
combat
the
the
cost
of
broadband
service,
which
is
one
of
the
big
factors
that
are
keeping
people
from
being
online.
Today,
this
program
will
provide
a
50
a
month,
subsidy
to
any
low-income
family
that
qualifies
so
they
can
get
50
a
month
off
of
their
broadband
bill,
regardless
of
who
the
provider
is
as
long
as
they're
participating
in
this
program
and
most
of
them
are,
it
also
gives
gives
them
a
hundred
dollar
credit
toward
the
purchase
of
a
new
device.

So
if
they
need
to
go
out,
if
you
need
to
go,
buy
a
tablet
or
a
new
laptop,
you
can
get
a
hundred
dollars
off
of
that
by
going
through
this
program
as
well.
So
we
just
want
to
make
sure
everybody's
aware
of
this
program
for
where
it's
applicable
and
you
can
see
the
link
to
the
to
the
site,
to
give
you
more
information
about
that
and
how
to
enroll
there's
also
a
couple
other
big
funds.

The
communities
are
kicking
in
some
arp
funds.
The
providers
are
bringing
some
of
their
own
investment
dollars
to
make
those
kind
of
projects
happen.
So
if
you're
not
already
thinking
about
that,
you
probably
should
be.
I
think
you've
got
like
three
years
in
order
to
spend
those
dollars,
so
you
got
some
time
to
do
it.
I

more

I
believe
I
spoke
with
jason
allen,
who
was
the
rural
development
director
for
usda
yeah
for
me
spent
about
a
year
ago,
and
he
said
there
was
about
a
billion
dollars.
The
you
know:
usda
rural
development,
yeah
yep
for
michigan.
Do
you
know
if
any
any
communities
or
townships
have
access
to.

Yeah-
and
I
I
neglected
to
put
them
on
the
list,
but
usda
has
their
own
fund
this
reconnect
fund,
they
call
it
for
broadband,
build
out
rural
areas.
I
mean
everybody's
trying
to
do
the
same
thing,
which
is
great
and
we
have
had
some
grant
winners
across
the
state.
I
think
there's
some
going
down
in
van
buren,
county
allegan
county
there's
a
couple
others
maybe
down
in
lenaway
county,
but
there
are
actively
some
programs
and
and
more
and
more
people
and
broadband
providers.

I
worked
with
a
lot
of
folks
on
his
team
in
order
to
get
that
in
place
and
part
of
that
included
the
the
development
of
a
new
broadband
grant
program
at
the
state
level.
We've
never
had
broadband
grants
available
at
the
state
before
and
we've
just
announced
the
second
round
of
winners
for
those
grants.

It's
usually
about
20
million
dollars
a
year.
We
just
did
another
14
million
for
a
number
of
different
broadband
providers
across
the
state,
certain
pockets
that
are
working
with
communities
to
go
after
that
too.
So
that's
another
source
of
funds,
typically
for
smaller
projects,
because
dollars
are
smaller,
but
but
it's
another
another
avenue
for
for
smaller
projects
that
might
fit
for
the
county
or
for
a
township.

We
do
have
a
process
called
our
connected
program,
which
involves
kind
of
doing
an
assessment
of
what
your
current
broadband
situation
is
here
across
the
county,
where
we
would
go
into
lots
of
surveys
of
individual
businesses
and
residents
to
find
out
how
they're
currently
connected
who
their
provider
is,
what
kind
of
speeds
they're
receiving
what
their
needs
are
for
the
future.
What
kind
of
applications
that
they're
using
it
for
who
do
they
talk
to
on
the
internet,
all
those
kinds
of
things
and
then
we'll
take
the
results
from
those
surveys?

There's
also
one
called
speed
test,
which
is
another
another
tool,
but
there's
a
few
of
them
out
there.
That
kind
of
do
the
same
thing,
but
but
the
thing
to
keep
in
mind
with
those
tests
is
that
there's
lots
of
factors
that
are
affecting
the
speed
that
you
actually
see
it
could
be
the
the
pipe
kind
of
coming
into
your
house
or
your
building.
It
could
be
limitations
on
your
modem.
It
could
be
limitations
on
your
router.

to
point
out
that
legislation
was
just
passed
and
signed
by
the
governor
that
doesn't
limit
as
much
what
we
use
his
grant
money
for
some
some
emergency
funds
you
can
use.
So
it's
gonna
loosen
it
up
a
bit
before
we
had
to
use
it
for
a
building,
or
you
know,
construction
things
like
that.
But
it's
going
to
open
it
up
a
bit
and
make
it
a
little
bit
easier
for
us
to
help
the
veterans
out.

While
john
was
at
the
podium,
both
kristen
and
john,
and
I
hope
you
will
communicate
that
to
the
buildings
and
ground
staff,
but
I
think
the
bench
that
was
installed
for
pam
lepic
on
the
out
just
next
to
the
county
building,
thereby
the
parking
lot
is
really
a
beautiful
addition
to
the
campus
here
at
the
county
facility,
and
I
think
it's
a
tribute
to
her
dedicated
service
to
the
county.

know
she
cared
about
everybody
that
worked
for
the
county,
especially
all
the
people
in
this
building
such
a
friendly
and
outgoing
and
hardworking
person.

real
loss
or
her
death
or
unexpected,
yes,
she's
missed,
but
let

staff
know
that
I
think
everyone
that's
seen
it
and
reacted,
thinks
it's
really
a
a
beautiful
addition
and
an
appropriate
tribute

The
bay
community
health
clinic
is
a
primary
care
clinic,
that's
housed
here
in
the
bay
county
health
department.
There
are
not
many
health
departments,
only
a
handful
that
actually
do
provide
comprehensive
primary
care
in
the
state
of
michigan,
and
we
are
one
of
them
and
we've
been
doing
this
since
2015..

It's
a
much
needed
service
in
the
community
and,
as
we
have
discussed,
mr
conan,
the
number
of
providers
in
on
bay
county
is
actually
dropping.
If
you
recall
a
few
years
ago,
I
updated
the
board.
The
ratio
between
primary
health
care
providers
to
the
general
population
about
two
years
ago
was
one
to
1700
people.

That's
now
about
one
to
twenty
five
hundred
people
and
it's
moving
in
the
wrong
direction
once
it
moves
to
one
to
three
thousand
you're,
a
medically
underserved
area,
that's
recognized
by
the
federal
government
and
those
are
types
of
situations
that
you
really
find
in
remote
rural
areas
or
native
american
reservations
and
places
like
that.
So
we
don't
want
to
move
into
that
area,
but
or
that
into
that
category,
but
we're
trying
to
do
everything
that
we
can
to
provide
services
to
people
that
need
that.

So
it's
been
this
particular
program
has
has
been
funded
in
to
a
greater
extent
by
grant
months
by
that
were
obtained
through
saginaw
valley,
state
university,
but
we've
been
doing
a
fair
amount
of
billing,
but
in
the
last
year
we
had
to
cut
back
on
services
for
obvious
reasons
and
we're
going
to
be
adding
more
and
more
nps
and
other
services,
and
we
utilize
medicaid
full
cost
reimbursement,
not
only
just
the
regular
reimbursement
but
the
full
cost
reimbursement
that
comes
to
settlement
funds
to
help
operate.
This

Yeah
absolutely
and
that's
a
good
question,
commissioner.
We
have
been
in
active
discussions
with
mclaren
on
potential
collaborative
strategies.
We've
actually
had
a
really
good
collaborative
relationship
in
the
last
16
months
with
the
pandemic,
and
you
know
both
sides
have
sat
down
and
started
to
talk
about
it
just
at
a
basic
level
about
how
we
can
potentially
merge
some
not
merge,
but
you
know
really
collaborate
more
and
work
together
closely
more.

We,
you
know
we're
hoping
that
we
can
have
some
active
partnerships
with
some
of
their
provider
groups
and
some
other
services,
and
it
would
be
great
if
we
can
do
that.
It's
it's
like
turning
a
battleship,
though
it's
like
you
can't
do
this
on
a
dime,
but
we're
we're
in
the
beginning
stages
of
this,
and
I
do
think
that
there's
a
lot
of
room
for
collaboration
not
only
with
mclaren
but
with
some
of
our
other
providers
out
there.

I
know
medicaid
doesn't
reimburse
real
well.
So
that's
why
a
lot
of
providers
don't
take
medicaid?
And
I
don't
know
if
mclaren
versus
cares
change
of
policy,
but
I
know
they
weren't
taking
all
of
the
medicaid
plans.
I
think
it
was
molina
or
some
of
those.
I
don't
think
so.
That's
like
after
hours
care
for
people,
you
know
they
don't
have
you
know
they
don't
take
their
insurance,
it's
not
an
option
for
them
again
too
so
reimbursements.

know
I
I
don't
think
we're
gonna
hit
it
in
the
next
year,
but
certainly
you
know
we
were
at
one
to
seventeen
hundred
about
two
three
years
ago.
We
slowly
crept
into
that
thing,
and
then
this
year
we
were
notified
that
we
were
one
to
twenty
five
hundred.
Now
that's
position
so,
but
that's
the
way
that
the
federal
government
measures
how
how
certain
geographic
areas
serve.
It
doesn't
include
nurse
practitioners
or
other.

You
know
pas
and
things
like
that,
but
you
have
to
also
remember
that
michigan
nurse
practitioners
and
other
ancillary
providers
have
to
operate
under
the
guidance.
It's
a
provision
of
a
position,
so
you
know
that's
one
thing
that
this
particular
county
in
this
particular
area.
The
great
lakes
bay
region
has
been
really
working
on
in
earnest
in
the
last
two
three
years
is
positioned
in
provider,
burnout
and
recruitment
of
providers
to
this
area.

Problematic
here
and
his
commissioner
begic
had
stated,
you
know
if
you're
a
fresh
grad
coming
out
of
medical
school,
it's
going
to
be
extremely
difficult.
It's
an
extremely
difficult
decision,
especially
if
you've
got
loans
to
pay
off
if
you're
going
to
come
to
an
area
like
peyton
county.
Now
there
is
a
lot
of
opportunity
here
to
grow
a
practice,
but
there's
a
a
good
number
of
people
that
are
on
public
insurance.
You
get
about
25
of
the
population,
that's
on
medicare!

But
we
try
to
work
with
as
many
providers
as
possible
and
other
medical
organizations
to
try
to
provide
care
and
in
the
bay
community
health
clinic
is
one
where
we
actually.
You
know
as
a
partnership
with
us
in
saginaw
valley
and,
as
I
said
before,
we're
looking
to
expand
that
with
our
providers
as
well.
I
One
comment
joel:
I
want
to
thank
you
for
your
leadership
over
all
of
the
department,
but
also
vaughan
was
just
mentioning.
You
know
how
difficult
it
is
for
people
with
medicare
medicaid
to
sometimes
be
accepted
in
the
hospital
you're
going
to
because
they
they
have
to
accept
you.
But,
but
I
recall,
I
think,
last
year
about
2100
people
visited
the
emergency
room
of
mclaren
bay
for
severe
dental
issues
and
abscessed
teeth,
and
I
know
that
opening
the
new
dental
clinic
my
community
dental
center
has
taken
a
big
load.
I
I
think
off
the
emergency
room
visits
to
local
providers
that
are
really
not
set
up
to
provide
dental
care.
That's
the
most
expensive
care
you
can
get,
but
I
know
that
the
dental
clinic
has
been
widely
accepted
and
I
think
it's
quite
busy
and
doing
a
great
job.
And
currently
you
know
I
talked
to
dennis.
You
had
worked
on
the
program
for
years,
developing
the
concept
and
I
talked
to
dennis
to
see
if
they
would
be.
I
You
know
opposed
to
expanding
reduced
cost
dental
care
to
the
people
of
bay
county,
but
they
didn't
they.
A
lot
of
them
are
very
reluctant
to
accept
the
medicaid
patient
because
of
the
reimbursement
rate.
I
think
it
was
17
or
20
bucks
for
a
dental
visit.
You
know
it
was
just
totally
unreasonable,
and
so
the
dentists
were
saying
yeah.
We
know
people
need
dental
care,
but
we
also
are
not
a
collection
agency,
they
don't
have
insurance
and
we
can't
recover
our
costs.
I
We
hate
to
we
hate
to
turn
them
away,
but
we
we
need
to
be
reimbursed
at
a
rate,
that's
not
going
to
bankrupt
us
too,
and
some
of
them
just
do
out
of
the
goodness
of
their
heart.
They'll
provide.
You
know,
dental
care,
for
you
know
for
free
in
some
instances,
but
not
too
often,
but
I'd
say
the
dental
clinic
out
in
commissioner
johnson's
district
in
hampton
township
just
right
on
the
border
between
the
city
and
the
township
and
casey's
area
as
well.

So
one
of
the
good
things
about
the
bay
county
clinic
is
that
they'll
get
a
dental
appointment
within
two
weeks,
they're
busy,
but
they're
able
to
accept
those
appointments.
However,
with
hygienists
those
it's
kind
of
a
bigger
problem,
hygienist
appointments
are
booked
out
about
two
months
in
the
future,
though,
but
it
is
widely
utilized-
and
you
know
it
took
a
long
time
to
get
that
dental
clinic
here
and
I'm
really
happy
that
it's
here.

To
serious
illness
with
this
particular
variant
now
across
the
state
of
michigan,
it's
kind
of
a
mixed
bag
with
some
of
the
counties
in
these
municipalities.
As
far
as
the
state
of
emergency
goes,
I
know
that
in
like
southeast
michigan,
the
emergencies
have
been
extended
to
a
greater
extent,
some
of
the
more
rural
counties.
You
don't
see
the
state
of
emergency
in
place
anymore,
or
some
of
them
didn't
issue
one
in
the
last
couple
of
months,
and
it
really
depends
too
on
how
how
aggressive
this
variant
is
going
to
be.

you
compare
their
numbers
to
the
16
and
19
year
olds,
it's
like
night
and
day
16
to
19
year
olds
are
outperforming
or
outpacing
vaccinations
for
the
20
29
year
old.
By
about
10
15
percentage
points,
I
think
one
of
the
things
that
could
spread
the
virus
in
the
coming
weeks
and
months
is
indoor
activities,
especially
school
with
unvaccinated
students,
but
we're
on
a
wait-and-see
position
right
now,
hopefully,
that
the
vaccine
will
be
approved
for
children
right
now.

them
the

to
