F
Hi
I'm
laura
o'connor,
director
of
environmental
affairs
and
community
development.
Thank
you.
I
wanted
to
give
the
border
an
update
on
the
presentation
yesterday
at
the
Garden
Club
over
at
the
word
library.
They
were
about
35
people
in
attendance
and
their
request
was
to
hear
an
update
on
some
of
the
beach
improvements
that
are
planned
out
at
the
Bay
City
state
rec
area.
F
Those
would
be
the
the
DNR
which
has
a
assured
the
senator
green
and
represented
runner
that
they
will
have
the
board
walk
across
the
wetlands
with
a
1000
foot,
beachfront
area,
groom
in
place
by
this
spring,
so
they
have
assured
DNR,
has
assured
our
local
representatives
in
our
senator
that
that
will
happen
this
spring,
that
that
will
be
in
place,
and
so
we
look
forward
to
that.
It's
been
a
two-year
undertaking
or
longer.
F
I
also
gave
an
update
on
the
recent
Phragmites
grant
and
the
work
that
we've
been
doing
for
the
past
number
of
years,
four
years
along
the
shoreline
as
gardeners,
they
were
very
interested
in
that
and
so
I
just
wanted
to
pass
that
along
and
then
work
towards
possible
scenic
destination,
site
access
site
out.
At
the
end
of
state
park
drive
out
by
the
old
waterworks
plant
that
the
city
owns,
so
it
was
a
very
receptive
audience.
They
also
asked
about
water
quality.
Of
course,
there
is
still
that
lingering
on
misunderstanding.
F
They
are
about
combined
sewage,
overflows
I
in
the
Saginaw
or
the
Saginaw
city
in
the
Bay
City
area.
These
overflows
are
treated
for
bacteria
and
they're,
fully
treated
for
bacteria,
and
so
when
the
media
has
reported
is
partially
treated,
it's
only
partially
treated
because
it
has
not
had
the
phosphorus
removed,
and
so
that
was
a
very
important
point
that
on
this,
this
wastewater
has
been
treated.
It
has
not
gotten
from
the
phosphorus
removed,
but
for
the
bacteriological.
F
Component
of
that
wastewater,
it
has
been
fully
chlorinated
and
it
means
permit
standard.
So
that's
very
important
and
I
know.
The
city
has
been
very
active
Rick
finish
around
and
we
are
going
to
be
looking
at
an
open
house
of
some
of
the
wastewater
treatment
plant
this
of
this
spring
in
April,
because
people
need
to
understand
that
those
are
you
know.
F
That
is
actually
the
state,
has
been
looking
at
that
as
far
as
adapting
that
or
passively
moving
forward
with
some
type
of
statewide
sanitary
code,
but
I
know,
Commissioner
Krieger
is
interested
in
furthering
advancing
the
county's
efforts
towards
getting
that
septic
code
adapted.
So
that's
what
we
discussed
and
again
people
were
very
pleased
to
see
that
there's
progress
both
in
water
quality,
as
well
as
a
shoreline
access
to.
G
Assure
her
Loretha
and
incapable
of
time
they
possibly
be
mentioned.
They
talk,
the
water
has
stopped
into
the
river
yellow
and
then
maybe
it's
I
think
it's
nice
for
the
people
to
know
about
to
hear
what's
really
going
on
because
they
think
it's
like
sewage
going
in,
like
everything
seems
often
they
don't
drink
too
much
so
you're
just
dumping
sewage
in
there,
and
maybe
me
that
it
may
be.
The
MLive
needs
to
realize.
G
What's
actually
going
on,
it's
probably
them
that
that
don't
realize
what's
exactly
happening,
aspirus,
you
know
what's
being
dumped
back
in
there
into
the
river,
all
the
tributaries
when
there's
too
much
rain
or
there's
an
open
floor
or
whatever
you
know,
but
I
mean
which
it
just
said.
It's
very
important
that
it's
all
been
solving
treated
already
and
they
don't
have
any
people
really
understand
that
because
I
didn't
understand
yes,
so
I'm
so
I'm,
not
alone,
yeah.
F
And
it's
a
complex
subject
and
something
that
people
don't
want
to
necessarily
talk
about
their
wastewater
all
the
time.
But
but
it
is
I'm
glad
you
mention
that,
because
it's
very
important,
especially
I
live
in
the
city
city
of
a
city
and
we
pay
on
our
sewer
rates.
You
know
our
rates
are
high.
A
H
And
flora
I
know
you
know
this
better
than
probably
anybody
in
a
very
large
area
and
I
think
you
probably
educate
those
people
to
the
difference
between
a
point
source
of
announcements
or
so
the
point
source
being
that
useful
water
being
treated
through
water
treatment
plan
and
that
probably
contributes
about
a
third
of
the
pollution
goes
into
our
ends.
Up
out
of
the
bay
for
two-thirds
of
the
containment
to
occlusion
comes
from
a
non
point:
source
nest
at
the
end
of
a
pitcher
to
appoint
at
designated
trees,
so
you're,
absolutely
right.
H
I
live
in
the
city
as
well
and
problem
in
higher
fees
to
have
clear
water,
because
ninety
five
questions
percent
of
the
time
all
of
our
water
Oliver,
everything
that
goes
into
the
catch
basins,
is
getting
treated.
When
you
have
any
bed,
that's
where
the
terminals
come
into
play
but
outside,
because
we
have
a
combined
sewer
system
outside
of
the
city
where
they
don't
have
a
combined
sewer
system,
and
it
just
goes
through
a
pipe
into
a
ditch
into
addition
to
a
river
and
we're
up
to
debate
that
contributes.
F
C
I
just
want
to
say
good
work
on
Frank.
My
knees
been
there
all
along
with
a
bunch
of
different
counties,
their
300,
some
thousand
dollars
huge.
It's
going
to
go
towards
some
loud
with
towards
education,
to
educate
the
people.
What
we
can
do
and
so
very
good
work,
Thank
You,
Think,
You,
Commissioner.
E
Grigor,
thank
you.
Go
on
look
what
Kim's
talking
about
as
far
as
areas
of
pollution
or
where
it's
coming
from
I
don't
know.
If
there's
anything,
we
can
do
with
that
legislators.
I
mean
they
have
their
hands
full
right
now,
with
what's
going
on
in
Flint,
but
Bay
County
actually
is
at
the
end
of
the
pipe
in
these
other
communities
that
are
dumping
or
have
issues
with
their
point.
E
Source
pollution
needs
to
be
corrected,
I
mean
we
can
spend
all
the
money
we
want
to
help
clean
up
the
bay,
but
if
it's
coming
from
somewhere
else
and
they're
they're
not
holding
their
fair
share
responsibility,
I
think
we
need
to
let
the
legislators
know
that
they
have
to
look
at
it
and
when
I
say
legislators,
I'm
not
talking
about
Lansing
I'm
talking
about
in
Washington,
that's
where
the
money
is
and
that's
where
we
have
to
focus.
So
we
can
continue
to
make.
F
E
F
22Nd
we
are
planning
it's
still
in
the
planning
stages,
nana's
earth
day.
That's
a
friday.
We
are
having
a
public
presentation
by
dr.
John
Rose.
She
is
the
researcher
who
had
been
up
in
this
area
in
saginaw,
fake
sampling,
a
lot
of
our
near
shore
conditions
in
our
near
shore
muck.
She
is
willing
to
kind
of
go
over
the
kind
of
the
science
behind
what
the
latest
findings
are,
both
in
her
research
as
well
as
Noah's
research.
F
On
that
same
day,
in
fact,
that's
when
the
city
of
Bay
City
is
going
to
be
hosting
an
open
house
of
their
wastewater
treatment
plant,
specifically
a
retention
treatment
basin,
so
that
people
can
see
how
that
chlorination
occurs,
how
they
had
primary
treatment.
And
then
this
this
polishing,
the
secondary
treatment
for
bacteria
Ashley,
occurs
within
those
basins,
and
it's
very
interesting.
You
know
the
friendship
shell
downtown
that
ring
you
can
see
it
from
coming.
You
know
heading
west
on
center.
F
F
D
B
A
We
have
a
motion
and
support
any
discussion,
seeing
none
all
in
favor
aye
opposed
same
time
when,
right
up
to
we
have
renewal
of
the
mitchell
and
mccormick
licensure
agreement.
What
is
your
pleasure
announced?
Support,
motion
and
support
in
discussion
k?
None
all
in
favor,
right,
hi,
all
for
the
same
sign
motion
carries
under
personnel
director.
We
have
item
p
or
b
1,
which
would
be
the
renewal,
the
membership
agreement
at
delta
college
fitness
and
Recreation.
Some.
D
H
I
just
want
to
give
accolades
because
I
think
any
type
of
wellness
that
we've
been
doing
and
do
a
lot
of
big
wellness
around
here
is.
We
see,
we
probably
don't
see,
directly
benefits
dunno
through
studies
that,
by
offering
this
type
of
wellness
equation,
Delta
and
our
own
community
center,
it's
healthy
for
people
to
be
able
to
access,
affordable,
recreation
or
wellness,
and
we
do
get
for
employees
and
then
for
our
residents
as
well,
utilizing
whether
it's
the
Ice
Arena
or
the
community
center.
H
H
A
A
E
A
D
The
bottom
line
is
that
the
idea
of
having
two
separate
departments
that
similar
to
what
we
did
in
prior
to
the
contract
that
recurrently
that
is
hurting
spiders
go
back
to
that
model.
We
did
not
rule
out
the
option
of
having
some
legal
work
contracted
out.
Something
look
at
some
of
the
changes
that
are
coming
down.
D
E
E
Really
do
appreciate
you
coming
to
this
meeting.
I
know
you've
been
involved
with
a
lot
of
discussions
with
judge
clan
up
in
the
mr.
Hefner
and
Sean,
oh
and
I
guess
with
all
of
what's
been
discussed
last
week
and
we're
up
to
this
point
now
what
we're
going
to
go
out
and
look
and
see
what
the
market
bears
for
attorneys
I'm.
Are
we,
in
your
opinion,
as
an
overseer
of
what's
going
on
on
the
right
track?
I.
J
B
J
J
Seems
to
be
so,
yes,
I.
Think
mr.
Victor
today
reassured
al
qaeda.
That
would
be
additional
direct
communication
and
she
wanted
to
be
here
as
she
had
a
last
bit
of
hearing,
and
so
she
asked
me
to
be
here
because
she
couldn't
because
it
was
something
that
came
up
that
she
needed
to
attend
to
in
court.
So
I
just
wanted
to
be
here
in
case
there
were
some
questions,
but.
J
F
B
J
Part,
the
court
has
what
part
you
have
what
part
coming
as
as
far
as
the
county
executive's
office,
just
to
just
to
be
able
to
clearer
about
how
things
are
going
to
go
and
did
I
mean
it's.
It's
obvious
that
there's
going
to
be
some
changes,
no
matter
what
and
in
order
to
make
them
work
smoothly
between
case
is
going
to
be
very
important.
Well,.
E
J
H
H
Yeah
absolutely
but
Tom
you
mentioned
something
and
prior
to
contracting
out
when
we
were
in
house
and
provided
services
to
the
poor,
the
integer.
We
did
contract
certain
cases
out
anyway
yeah.
So
what
you
mentioned
that
we
might
contract
out
what
we
always
did
that
are
you
talking
about
contracting
on
something
above
and
beyond
that?
Or
just
those
cases
that
conflict
with
the
system
that
if
we
set
it
up,
then
we
will
contract
things
I,
just
like
we
did
in
the
past
was
not
anything
know
that
we're
going
to
be.
J
Going
to
stick
to
that,
ok
I,
think
most
of
what
he's
talking
about
has
to
do
with
this
new
proposal
for
representation
at
arraignment.
That's
going
to
be
a
completely
new
thing
in
most
of
the
counties
that
I've
been
in
people
are
considering
contracting
just
that
slot
that
arraignment,
because
it's
going
to
be
a
completely
new
thing
that
allowed
us
to
do
something
that
the
Commission
will
be
funding,
but
that's
going
to
take
a
lot
of
hours
for
a
person
and
I.
J
I
Rebecca's
administration
by
I'll
make
sure
that
no
over
there
outside
of
counselor,
what
we're
going
to
hire
an
accountable
the
other
staff
are
not
going
to
be
affected
by
this
I
mean
they
may
be
affected
by
a
move
one
way
or
another.
Is
they
have
to
shift
between
a
wall
or
whatever
it
might
might
happen,
but
that
they're
not
going
to
be
demoted
or
remove
from
a
position?
As
a
result
of
this.
E
When
we
talk
about
this
outside
contract
that
we
might
do
with
the
attorney,
that
needs
to
be
there
that's
above
and
beyond
our
norm,
so
I
know
the
state
always
says
the
checks
in
the
mail,
but
there's
a
possibility
that
we
will
be
reimbursed
for
that.
It's.
J
J
A
A
J
C
J
Well,
for
one
thing:
there's
not
two
occasions:
video
or
ring
babe,
okay,
as
far
as
other
kinds
of
crops,
I
think
they're
working
on
some
of
those
things
for
the
most
part,
gifts,
I'm,
not
sure,
they're,
going
to
go
for
building
construction
costs
if
there's
like
walls
that
have
to
be
moving
that
sort
of
thing,
but
if
it's
part
of
the
budget
that
you
have
a
lot
of
to
indigent
defense
and
that
budget
has
to
be
increased,
that's
what
their
home.
