County

also

the
chance

advocate
on
behalf
of
older
and
disabled
Americans,
and
that,
because,
if
I'm
spending
money
on
advertising,
then
I'm
not
spending
it
on
service,
so
we
try
to
reach
out
any
way
we
can
and
advocate.
On
that
behalf,
a
lot
of
people
ask
me,
as
I
I
was
a
previous
executive
director
of
another
Area
Agency
on
Aging
downstate
same
thing
up
here.

A
lot
of
people
ask
me:
what
is
an
area
agency
on
aging
and
what
are
they
needed
for?
Well,
one?
They
are
actually
chartered
under
the
older
Americans
Act
and
they're
federally
funded.
The
second
part
of
it
is
the
older
minions
Act
and
that's
another
source
of
funding,
and
you
have
to
do
that.
Vi,
the
state
unit
on
Aging,
through
area
Agencies
on
Aging.
You
might
ask
well
why
the
Area
Agency
on
Aging
and
not
a
Commission
on
Aging.
Why
not
account?
G
Well
in
many
cases
they
don't
meet
the
demographic
threshold
of
enough
over
60
citizens,
so
you
have
to
have
so
many
to
formula
it
took
regions.
Seven
ten
counties
to
get
together
to
reach
that
number
to
be
an
area
agency
on
aging.
Now
the
other
alternative
is
for
the
state
to
do
it
on
your
behalf
and
if
the
state
does
it
they're
not
limited
to
my
5%
aDNA,
so
the
other
thing
is
is
to
say
a
Commission
on
Aging
takes
it
over.

Then
they
can't
do
the
direct
services
that
you
know
hands
on
with
those
folks.
So
it's
a
great
system.
We
only
take
five
5%
very
low.
Ninety
five
percent
goes
for
the
direct
services
to
the
seniors.
Many
of
those
programs
are
run
through
your
division
on
Aging
and
Meals
on
Wheels.
We
help
fund.
We
help
on
in-home
care
for
seniors,
disabled
folks
transportation.

Two
hundred
and
twenty
five
calls
last
year
where
we
could
not
service
people
with
a
ride
to
a
doctor
because
they
cross
county
lines
or
it
was
too
late
in
the
day
and
that
well
now
we
have
the
vans
and
the
people
to
make
that
one-time
run
and
then
get
them
into
the
system
and
to
help
out
in
those
cases.
So
we
work
hand-in-hand
with
your
division
on
Aging
and
the
other
counties
were
hoping
to
work
with
the
coordination
of
the
10th
as
we
go
forward
and
we
think
there's
a
lot
of
synergy
there.

Actually,
my
first
County
Commission
meeting
I
just
sat
out
here
in
January
of
last
year.
Beth
was
telling
me
all
the
details
of
how
the
meeting
ran
and
then
I
kind
of
just
kept
quiet,
but
I
thought
I
should
come.
The
other
part
of
this
is
is
to
give
a
fiduciary.
You
know
report
as
you
ud
the
ten
counties
appoint
my
governing
board.

So
you
share
through
those
appointments.
The
government's
hence
I'm,
charged
with
giving
the
judiciary
report
to
all
my
governance
agencies,
so
most
people
might
think
that
just
as
their
board
of
directors
but
I
I
carry
that
one
step
farther
I
always
have
for
the
last
14
years,
I've
been
in
the
network
and
that's
to
take
it
to
the
legislative
public
bodies
that
appoint
my
governing
board.
So
you
know
how
we're
doing
with
that
said.
You
have
a
report
in
front
of
you
right
now.

You
open
up
the
blue
books
that
were
just
handed
out.
I
think
this
is
a
very
important
little
document
and
as
we
give
our
fiduciary
report,
we'd
like
to
put
it
this
way.
So
each
of
the
ten
counties
give
a
statement
to
help
us
run
and
leverage
it
against
federal
dollars
and
bait.
County
gives
us
a
little
over
sixty
five
hundred,
but
if
you
see
the
number
right
above
that,
your
return
on
investment
is
helping
subsidize.
Your
programs
working
with
your
division
on
Aging
is
5.6
million
dollars.

It's
a
it's
one
of
the
best
programs
still
left
in
the
federal
government
in
the
state
government
and
you
we
help
assist
4033
county
residents,
which
is
very
important
to
us
and
very
important
to
myself.
So
I'll
give
you
my
personal
kind
of
question.
If
those
who
care
don't
do
it,
who
will
and
it's
usually
those
who
don't
care
and
I'm
bringing
this
up,
because
it's
very
important
for
all
the
communities
to
get
together
and
work
together.

My
argument
to
them
is:
let
a
community
care
organization
compete
against
the
insurance
companies
in
we.
We
will
win
on
your
behalf,
because
our
mission
is
more
in
line
with
the
way
we
think
here
locally
and
even
though
I
took
the
job
in
January
and
I
moved
from
downstate
many
years
ago
in
1990,
I
bought
a
property
up
here
and
I
built
my
retirement
home
up
here,
and
it
was
coming
up
here
to
retire.

asked
me
if
I
would
step
in
and
help
and
I'm
glad
to
do
it
and
so
I
Martin
willing
to
answer
any
other
questions,
but
maybe
a
little
more
information
that
you
want.
But
if
we
don't
all
get
the
gallery

insurance
company
will
come
in
to
the
ten
counties
and
do
the
work
for
us

Purchase
of
service
care
management,
so
that's
the
actual
direct
services.
So
the
difference
between
the
waiver
1915c
Medicaid,
but
the
Medicaid
program
versus
the
older
Americans
Act
program
and
there's
two
well
one
has
a
a
limit:
a
cap
on
income,
the
older
Americans
one
does
it.
It
says
there.
It
has
to
be
a
need
well,
physically
and
in
financially
that
allows
us
a
little
flexibility
for
those
people
falling
through
the
cracks
that
don't
quite
qualify
for
Medicaid,
so
that
would
be
a
home
making
respite
care
and
personal
care
so
making
a
meal
cleaning.

Something
and
doing
the
laundry
and
personal
care
is
the
personal
hygiene.
You
know,
helping
them
brush,
helping
them
take
a
bath
respite
is
to
give
the
caregiver,
which
our
programs
don't
work
without
a
caregiver.
You
know,
and
that's
usually,
a
relative
to
give
them
a
break
a
lot
of
times.
You
know
they
don't
even
want
to
go
anywhere.
They
just
want
a
break
from
you
know,
brushing
their
hair
they're,
okay,
even
sitting
there,
but
some
of
them
they
just
want
to
go
to
the
movie
for
a
day
or
they
want
go
to
the
store.

From
time
to
time,
the
VA
will
not
be
able
to
service
somebody
with
their
own
programs.
Maybe
it's
their
rural
or
they
just
don't.
Have
the
resources
available
in
a
person
to
deliver
the
service,
the
actual
direct
direct
care
worker
and
that
so
they'll
contact
us
and
say:
can
you
take
this
veteran
and
give
them
in
the
home
and
community-based
services,
and
we
have
two
of
those
we
wish?
We
had
more
than.

Like
to
think
so,
yes,
you
know
we
keep
trying
to
communicate
we're
doing
more
of
more
visits
like
this.
I
have
been
up
to
Claire
and
talked
to
their
folks
and
as
we
go
along
we'll
keep
talking
to
the
legislative
and
the
council's
on
Aging.
We
want
to
work
with
everybody,
because
you
know
if
the
state
comes
in
and
runs
it,
their
admin
is
tuned
to
15%
salaries
are
higher
there
or
the
insurance
companies
come
in
I.

So
we're
the
provider
of
last
resort.
We
don't
run
those
bands.
There
was
another
purpose
to
the
band's,
because
we
have
the
my
choice:
waiver,
folks,
that
we
have.
We
get
a
stipend
for
to
deliver
their
transportation.
So
all
the
Medicaid
folks
we're
in
charge
of
doing
that
now.
We'd
rather
be
the
last
provider
we
like
contracts.
You
know
we
like
the
mom-and-pop
shops
and
all
that
I
mean
anytime
I,
don't
have
to
run.
Those
vans
is
good,
but
we
were
getting.

You
know
for
the
last-minute
rides
we
were
getting
quotes
of
three
hundred
four
hundred
dollars
for
a
ride.
Well,
it's
interesting.
You
know,
since
we
bought
the
vans
and
we
like
them
to
sit.
Actually,
you
know.
We
hope
that
the
system
out
there
works
and
we
have
an
information
and
assistance
department
that
spends
a
lot
of
time,
coordinating
all
the
different
transportation
systems
out
there
to
try
to
get
people
rides.
In
fact,
we
buy
vouchers
from
Bay
County
from
Saginaw.

We
we
buy
those
and
give
those
to
people,
so
we
use
our
resources
to
buy
those
and
hand
them
to
you,
folks
to
your
citizens
that
can't
afford
it.
But
the
neat
thing
about
the
vans
is
they've
brought
a
lot
of
our
contracts
down
to
$40
an
hour,
so
the
biggest
benefit
was
we
started
getting
a
fair
deal
from
those
contractors.

that
you
know
when
I
look
at
the
numbers
out
here.
The
part
that
impresses
me
the
most
is
how
many
people
are
served
by
you.
You
know
and
the
different
there's
so
many
different
categories
and
many
people
are
not
even
aware
of
exactly
what
you
do.
You
know
goes
on
at
that
agency,
but
it's
just
a
it's
a
great
list
of
numbers.
You
know
for
it.
You
know
when
you're
getting
the
thousands
of
people
that
being
served,
it
serves
a
great
purpose
in
Bay
County,
mr.
Barr
sure
just.

Bay
County

since
you've
been
the
director
at
weeds

seven
I
noticed
that
we
have
great
close
working
relationship
with
our
Department
on
Aging,

workers

you
supplied

department
paid.

salaries
for
as
well
as
the
vast
array
of
services
that
are
retired
population
and
seniors
are
entitled
to
on
our
federal
and
state-funded
program.

support

a
retirement
on
the

floor
and
then

dedicated
she's

for

years
of
a
county
government.

it

difficult
to

questions

the
bay
county
fee
schedule
and
what
some
of
the
rates
were
were
marked
up
to
enough
you've

given

us.

just
pretty
much
agreed
to
because
it
came
from
the
county
exec
and
that's
what
he
wanted.
But
then
there

question
after
the
fact,

a
resolution
in
the
past.

fees

big
state

can't
change
them,
and
so
it's
going
to
take

comparison

counties

they
charge

position

give

number

different
groups
increases

their
pay,
but
as
as
we
know,
the
amount

money
that's
coming

the
county
isn't
increasing.

whenever
there's

opportunity
to
be
able
to
offset
some
of
the
expense
I'm,
hoping
that
we're
looking
at
every
quarter
to
make
sure
that
we
get
what
we
need,
so
we
can
make
sure
we
stay.
So
a
great
thing.

whole

whole
board
and
and
the
executive
and
his
departments
that
finance
have
done
a
great
job.
You
know
keeping
us

informed
and
you

keeping

on
track

presenting
budgets
that

solid

still
have
money
in
the
bank.

it's
just
what
we
want
to
do.

people
they
come

county
general
fund,

increases

they

many
counties

golf
courses
but
I

our
fees
at
the
Bay
County
golf
course
are
the
highest
in
the
region.
I
think
Maple
Ridge
is
around,
26
were
30.

alley
is
20,
you'll
be
City.
Country
Club
is

holes,
so
what
we
don't
want
to
do
is
brace
ourselves
survive
the
market,
so
we
see
a
declining
attendance
which
would
really
affect
the
bottom
of
line,
because,
as
you
know,
the
golf
course
is
self-sustaining.
Basically,
it
is
not
fun
of
a
general
fund
fund
money,
but
rather
revenue
from
the
golfers.
So
but
also
one
last
point
that
is,
let's
say,
take
the
Pinconning
park.
It's
a
$5
admission.

If
you
raised
at
37
cents
to
$5
and
35
or
37
cents
per
admission,
the
Ranger
out
there
is
going
to
have
to
keep
an
awful
lot
of
change
on
hand,
but
also
with
five
hundred
attendees
per
season.
You
had
raised
about
$150
a
year
and
now
we're
going
to
the
general
fund,
of
course,
wouldn't
go
back
to
the
park
that
I
believe,
but
unless
mr.
Redmond
wouldn't
concur
with
that.
But
just
think
we
need
to
be.
You
know
competitive.

two
things
come
to
mind.
First
of
all,
our
Golf
Course
that
we
have
is
by
far
one
of
the
the
more
top
scale
golf
courses
that
we
have
in
the
area,
I
believe
so
getting
a
couple
more
dollars
to.

course,
I
think
is,
is
well
within
range
and
as
far
as
a
Pinconning
park,
we
don't
have
anything
close
to
that
on
the
Saginaw
Bay.
