reside

Beach
Road
here
in
Bay
City,
some
of
you
I
know
not
as
well
as
as
others
I'd
like
to
share
with
you
something
I
learned
two
nights
ago,
while
I
was
on
the
internet,
I
saw
a
article
in
the
Bay
City
Times
that
indicated
that
the
DNR
is
proposing
to
open
up
the
entire
topical
marsh
to
hunters
and
trappers.
That
would
include
the
areas
going
all
the
way
north
to
Euclid
road.

As
many
of
you
know
who
go
to
that
area,
it's
well
traveled
by
hikers,
bikers
runners,
joggers
walkers
families,
children,
it's
used
for
educational
purposes,
it's
used
by
the
local
residents,
it's
used
by
campers
throughout
the
year
during
the
wintertime
it's
used
by
cross-country
skiers
living
near
the
area,
I
also
partake
in
the
trails
they're,
probably
three
to
five
times
a
week.
I
take
my
pet
out.

My
concern
with
this
proposal
that
the
DNR
has
put
forward
is
that
they
will
be
intermixing
both
recreational
users
and
the
hunters
and
trappers.
The
end
result
is
that
you
will
find
that
that
poses
a
significant
danger
to
the
non
hunters
and
trappers
because
of
a
hunter,
perhaps
through
an
errant
shot
or
a
bow
or
something
of
that
nature
and
you'll
have
a
injury
or
fatality,
god
forbid.

When
I
first
read
about
that,
I
thought
myself
this.
This
cannot
be
real.
It's
so
absurd.
So
I
read
further
I
read
the
proposed
amendment
in
the
proposed
order,
as
well
as
looking
at
the
maps
that
they
had
proposed.
The
current
map
shows
that
the
typical
marsh
is
closed
for
hunting.
It's
a
sanctuary.

It's
been
a
sanctuary
from
I
understand
for
probably
fifty
years
or
more
and
now
they're
proposing
to
open
up
again
that
entire
area
to
hunters
and
trappers,
and
the
only
ten
that
it
would
be
closed
for
hunters
and
trappers
would
be
from
September
1st
to
December
15th,
but
the
only
section
that
would
be
closed
with
being
the
body
of
Mark's
itself.
The
water,
the
land
would
continue
to
remain
open,
so
you
in
effect,
would
have
deer
hunters
there
shooting
with
ammunition
again
I,
think
that's
a
recipe
for
for
danger.

Someone
is
going
to
get
hurt
or
killed.
The
DNR
is
indicated
that
this
would
be
an
economic
benefit
to
the
area
because
of
the
recreational
users
that
it
will
bring
in
the
only
recreation
usually
is
going
to
bring
in
would
be
the
hunters
and
trappers
the
recreational
users
that
use
it
for
walking,
hiking,
etc.
I
think
will
have
so
much
fear,
including
myself,
that
we
will
stop
using
that
area.

think
once
the
campers
who
go
to
state
campgrounds
to
use
the
facilities
will
probably
stop
using
the
trails
on
that
way
as
well
and
again,
because
I
go
there.
So
frequently
I
see
families
with
children.
I
see
classes
that
go
out
there
that
take
educational
undertaking
sue
the
DNR
personnel.
Were
there
public
comments
close
this
Thursday
at
the
DNR
facilities
or
the
DNR
offices,
and
they
have
a
meeting
there
on
Thursday.
So
it's
closed
for
public
comment
at
that
point,
Thursday.

anticipate
on
taking
the
issue
up
at
their
August
meeting
and
from
what
I
can
gather
I
think
unless
enough
people
object
to
it,
they're
probably
going
to
summarily
approve
it,
which
would
be
disastrous
for
this
area,
including
you
know,
Bay
County,
because
I
think
it
would
be
an
economic
disadvantage
to
have
something
of
that
nature.
I'm,
not
sure
what
you
as
a
body
can
do.

proposal

to

the
undersigned
concerned,
citizens
and
or
patrons

the
typical
Mars
located
in
Bay,
County,

object

opposed
in
any
form
or
fashion
to
the
Michigan
Department
of
Natural
Resources
proposal
to
open
up
the
typical
marsh
to
hunting
and
trapping.

indicated
that

had

aware
of
so
he
encouraged
me
to
come
here
and
that's
why
I'm

again,
I'm
hoping
that
you
will
send
some
form
of
communication

resolution

the
DNR
by
Thursday
or
before
Thursday,

share
my
concerns
and
approximately
40
signatures
from
homeowners
that
obtained
thus
far
once
I
finished.
With
my
meeting

o'clock
with
the
township
Bangor
Township
board,
I
will
again
start
walking
to
try
to
get
as
many
signatures
as
I.

heard.
These
got
all
about
the
bay
county
selling
two
of
the
bridges
to
a
private
company.
I
addressed
the
city
meeting
last
week
and
I.
Let
them
know
that
the
National
League
of
Women
Voters
position
on
privatization
of
anything
says
to
ensure
transparency,
accountability,
private
community
in
positive
community
impact
and
preservation
of
the
common
good.

When
considering
the
transfer
of
governmental
services,
efforts
and
our
functions
of
the
private
sector,
I
inform
them
that
I
did
not
feel
that
they
had
enough
transparency
and
they
hadn't
proven
yet
that
there
was
a
positive
community
impact
other
than
the
city
would
have
would
not
have
to
pay
as
much
money.
But
if
the
traffic
continues
as
it
is
now
you're
looking
at
thirty
three
million
dollars
per
year
in
toll
arm,
that
is,
you
know,
for
everybody.
That's
approximately
back
and
forth.

feel
that
the
disadvantages
the
lower
income
and
the
biggest
employer
in
Bay
County,
the
hospital
Bay
Tony,
has
urbanized
outward
towards
the
west
of
town.
That
means
the
majority
of
the
people
have
to
cross
over
that
are
working
at
the
hospital.
There
are
a
lot
of
people
that
live
out
in
Essex,
so
that's
going
to
be
significantly
impact
impacted
by
this.
We
have
low
income,
housing
and
senior
housing
right
downtown.

In
the
end
they
have,
they
have
one
place
to
shop
one,
but
no
major
grocery
stores,
I
think
it's
time
that
Bay
County
starts
a
conversation
with
the
city
about
helping
them
maintain
the
bridges.
So
they
don't
end
up
being
privatized.
They
tell
me
people
use
them,
use
the
bridges.
We
use
it
a
lot,
a
lot
more
than
the
city
does
I.

was
going
to
say:
I
met
the
city
officials
today
at
11:00
a.m.
and
it's
I
won't
speak
for
them,
but
I
think
the
direction
the
city
is
leaning.
Perhaps
your
comments
responsible
for
that
are
leaning
away
from
privatization
of
the
bridges
and
and
possibly
one
which
is
not
leaving
Liberty
as
it
is,
and
focusing
on
the
independence
quiz.
The
question
is
two
ways
of
plumbing
it:
a
countywide
millage
or
the
tools,
so
there's
a
tight
timeframe
in
terms
of
replacing
the
bridge
because
of
its
structural
condition.

we
wait
for
a
county
like
election
that
could
be
eight
nine
months
down
the
road.
It's
going
to
take
proximately
20
months
to
construct
20
to
20
months
two
years
for
the
point.
Also,
if
the
millage
fails,
that's
going

set
back

entire
time
frame,
so
no
decisions,
then
maybe
a
tweet
by
the
city
I
think
they
would
like
to
to
make
a
decision
based
on
my
impressions,
is
that
they
also
have
reservations
about
privatizing
infrastructure
in
Bay.
City
are
becoming.

just
going
to
say
that
part
of
the
discussion
focused
on
the
fact
that
it
is
a
reasonable
bridge
and
quite
volume
with
traffic.
The
crosses
independence
doesn't
live
in
Bay
County.
It's
a
major
connector
rather
than
using
Independence
Bridge
to
major
connector
tie

for
traffic
north,
and
so
there
are
a
lot
of
non
Bay
County
residents
that
also
utilize
that
that's
why
some
of
the
commissioners
are
thinking
a
toll
of
the
affair,
way
of
assessing
the
cost
on
people
to
use
the
bridge.

again
it's
a
city
issue,
and
you
know
we
obviously
their
impacts,
all
residents
of
a
county
as
well
as
the
region,
so
we're
going
to
continue
the
sessions
and
I
have
the
same
reservations
that
you
do
and
I
think
I
got
that
sense
from
the
officials.

talked
to
that
they're
very
leery
of
privatizing
major
infrastructure
in
the
county
of
a
city.

think
it
would
disproportionately
affect
our
lower
income,
our
disabled,
under
senior
citizens
that
are
living
a
later
income
and
I,
don't
think
it's
been
transparent
enough.
I
think
that
there
needs
to
be
a
lot
more
transparency
and
a
lot
more
discussion
between
the
townships,
accounting
and
the
city
and
all
of
the
four
cities
in
the
county.
All
of
them
need
to
step
up
a
little
bit
and
get
involved
in
this
discussion.
I'm,
not
saying
right
away.

millage,
although
that
you
know
that's
going
to
be.

option,
that's
on
the
painting
as
well,
but
there's
a
lot
of
things
that
can
be
done
besides
privatizing
it.
Besides
the
fact
that
we're
going
to
lose
33
million
dollars
of
local
money,
it's
going
to
be
going
to
out
of
the
county,
we
need
to
keep
that
money
here.
We
don't
need
that
32
million
dollars
with
the
tolls
per
year
going
elsewhere.
We
need
to
keep
that
in
our
area
for
best
going
to
take.

know
a
lot
of
money
out
of
our
area
that
we
really
desperately
need.

a
toll,
so
I
think
the
county
needs
to
get
involved
and
fight
that
every
way
we
can
to
keep
from
the
coming
price
stays

fact
that
will
be
the
only
city
in
the
state
of
Michigan
that
has
a
toll
bridge
other
than
a
toll
bridge
between
the
north
peninsula
and
the
southern
peninsula,
or
the
toll
bridge
between
our
country
and
Canada
will
be
the
only
one.

an
embarrassment

with

Liberty

Midland

keep
the

them

they
fix
independence
bridge
with
the
millage
money

flows

they
have

better

impact

would

Commission

they
better

interest

come
particularly
northern
Bay
County.

small
registers

clothes
because
they're
not
safe
and
the
costs
respective
that
a
small
will
that's
above

million
dollars.
So
I
would
suspect
that,
unlike
if
people
thought
they
were
going
to
raise
their
property,
actually

township
or
in-kind
Township,

might
also
like
their
bridges
to
be
repaired

absenteeism

approaches

productivity
and
employee
morale.

also
been
thoughtful
for
employees,
spouses
and
dependents.

get
a
lot

feedback
about
how
well
people's
family
citizens
the
long-term
it
does
they
even
the
health
insurance
premiums
and
in
the
longer
term
and
save
lives,

we
have
had
quite
a
few
success
stories.

people

marks
of
cholesterol
medication.

person
is

they

saved.

went
in
for

wellness
check
and

were
having
a
heart
attack,

actually
went
to
the
emergency
room,
menses

with
us

one

we've
put

2014

been

we've
had
twin

employees
and

They
have
participated
in
a
couple

them

we've
run

reimburse
their
registration
fee
as
long
as
they
participate
for

Beach
wellness,
the
dry,

Area,
Christmas,
the
5k
walk

run,

then
the
newest
moment
we
did
this
year.

the
corn
stock
run

we

much
participation
as
I
thought.
We
are
going
to
be
collecting
because
the
way
it
got
was
the
fourth
of
July
people
were
really
busy.
Self-Defense
classes,
we've
had
five
of
those
since
2015,
and
that
was
really
receptive,
mostly
runners.
So
there
was
the
men
and
there
are
stories
about
people
that
participated
along
with
challenges
that
we've
put
on

Biggest
Loser.

had

seconds
events,
we've
done,
five
of
them
and,
like
she
said,
there's
only
done
in

spring
in
the
fall
so
of
those
last
couple
years
we
had
five
and
of
those
five
we've
won
three
times
and
then
the
second
are
the
one
time
we
did
some
second-place
instances
by
a
couple
of
traumas,
step
challengers,
the
bow.
This
has
been
a
really
great.
The
average
has
been
about
77
participants
and
we
are
in
a
nice
challenge.

now
we
give
out
prizes-
and
it's
basically
just
three
random
winners-
that
people
in
our
office
destroying
a
number
and
we
check
out
three
people
and
the
prizes
that
we
have
are
pretty
much
donated
by
a
Blue,
Cross,
Blue
Shield
at
last.
It
just
give
us
some
random
stuff
and
then
the
flight
challenge
randomly
trophy
year.

just
threw
out
a
calendar
for
people
to
do
plan
challenge
and
even
start
like
this
15
seconds
and
then
goes
up
to
like
a
minute
and
a
half
there
also
months,
just
increasing
those
four
muscles
and
I
do
get
a
lot

funny
feedback.
In
my

some
people
about
physical
learners.
We
do
have
fitness
rooms
on
educating
centers
and
Civic
Arena
and
at
the
community
center
we
office.

and

those
are
all
free

baking
employees,
retirees
and
their
spouses,

the
community
center
pools
open,

free
serve
employees
as

as

in-state,

and

Sunday

College
is
still
available,

free
for
employees
and
discounted
for
increased
membership

on-site
fitness.
Currently
we
have
a
room

on
the
third
floor
and

tiny
building.

bike,
treadmill,
various
exercise,
equipment
and
blood
pressure,
monitor
and
then
at
9-1-1
dispatch.

is

treadmill
and
pita
control
has
an
elliptical
and
the
sheriff's
office,

workout

that's
all
available
to
those
employees
as
well.
In
my
office,
people
are
allowed
to
check
out
workout
videos
and
observe
areas
like
chiral,
some
other
Beachbody
workouts,
and
then
just
some
walking
videos
and
stuff
and
people
would
have
counted.
