C
Thanks
for
inviting
me
Tim,
thank
you
so
I'm
going
to
try
and
keep
this
brief
to
about
10
minutes
if
I
run
over
and
you
need
to
kick
me
up.
This
could
go
a
long
long
time.
There's
a
lot
of
information.
I'll
try
and
cover
I'll,
try
and
give
a
brief
history
of
the
fetch
eh
matte
product.
So
this
started
about
seven
years
ago
with
a
health
officer
Grant
or
four
counties,
including
Bay
County,
Midland,
Saginaw
and
Gratiot.
C
The
grant
involved
creating
a
map
for
the
ability
to
map
all
the
septic
systems.
Nothing
like
that
existed
anywhere
in
Michigan,
or
not
much
of
anything
like
that
anywhere
in
the
United
States
that
we
can
find
as
far
as
software.
So
we
decided
to
look
into
something
ourselves:
create
a
map.
Have
a
software
company
develop
it.
So,
back
seven
years
ago
a
local
company
called
amalgo
in
Mount,
Pleasant
Michigan
created
the
fat
GH
map.
D
C
Along
with
13
000
other
pieces
of
paper
very
difficult
to
pull
those
files
to
review
those
files
to
manage
them
in
any
way,
we
had
no
idea
until
we
actually
scanned
them
on
what
we
had
on
there.
What
was
math,
what
was
not?
Who
had
something
once
the
map
was
created,
we
got
pretty
excited
to
have
that
tool
and
then
Grant
paid
for
that
software
for
approximately
four
more
years
at
the
end
of
the
four
years
that
software
grew
and
become.
C
At
that
point,
then,
we
looked
at
okay.
How
do
we
map
the
entire
account?
We
want
the
map
all
the
way
down
very,
very
possible,
so
I
applied
for
a
grant
to
the
state
of
Michigan.
Actually,
the
Federal
grant.
We
were
awarded
approximately
a
quarter
million
dollars
so
took
that
money
hired
amount
of
them
created
the
software
to
take
all
of
our
scan
files
and
map
them
one
by
one.
C
All
thirteen
thousand
records
into
this
system
took
them
about
a
year
and
a
half
to
come
out
of
all
of
our
system
and
then,
in
addition
to
that,
I
took
staff
paid
them
through
Grant
funds
to
go
out
and
map
some
of
our
most
sensitive
areas.
The
grant
was,
through
the
column,
River
watershed
area,
so
we
focused
on
the
kahalan
River
from
the
mouth
all
the
way
up
into
where
North
the
South
Branch
splits
and
Beyond
there
and
map
every
single
property.
C
You
found
every
septic
system.
Every
subject
came
including
properties
that
are
no
longer
on
stuff
that
you
still
found
tanks
that
are
still
underground.
They
may
be
connected
with
sewer
depending
wherever
you
were,
and
we
mapped
everything
we
physically
could
map.
Until
we
granted
I
thought
it
was
a
three-year
Grant.
So,
at
the
end
of
the
grant
this
was
over
about
two
years
ago.
C
C
If
you
go
down
and
go
to
the
state
of
Georgia,
they
have
some
assistance
Maps,
but
nothing
to
the
extent.
So
the
next
step
is
to
create
a
public
system
to
allow
the
public
to
access
it.
It's
a
tool
now
available
to
Bay
County
anybody
in
Bay
County,
or
anybody
for
that
instance
that
has
internet
access
to
access
the
maps.
C
Locate
a
septic
system
attained
a
field,
a
well
different
layers,
contamination
layers,
floodplain
layers,
soil
layers,
pretty
much
everything
you'll
find
if
you're
familiar
with
the
public
map,
the
regular
public
effect
map,
it's
similar
to
that,
but
adds
septic
system
that
map
is
now
public.
It's
been
public
going
on
close
to
me
here.
It
is
on
our
Bay
County
website
and
I've.
C
Have
a
link
on
the
website
if
you
go
to
the
Bay
County
website
go
to
the
health
department,
there's
the
fetch
settling
system
map
breaking
up
the
center.
If
you
go
to
the
Environmental
Health
page
you'll
also
find
Colin
Watershed
mapping
and
Outreach
project
information.
There's
a
whole
bunch
of
information
out
there
about
the
mapping.
There's
a
links
over
to
amalgon.
So
if
you're
interested
in
more
about
what
the
grant
did,
what
we
did.
D
C
So
the
whole
county
is
map.
Once
you
open
the
map
up,
you
can
zoom
in
pretty
much
to
any
place
in
the
county
and
you'll
start
seeing
separate
systems
possible.
You'll,
see
outlines
of
septic
tanks
drain
fields.
There
are
wells
in
here
when
the
layers
are
turned
on
we'll
just
randomly
submit
to
a
site.
C
Systems
have
a
point,
this
little
purple
dot
I
like
to
call
it
the
table
of
contents.
When
you
open
that
up
the
information
linked
about
the
dates,
the
information
entered,
simply
change,
information,
drain
field
information
and
then
in
the
linked
box,
you
will
find
the
actual
final
inspection
forms
from
the
health
department
listed
here
sign
dated.
C
Basically,
everything
we
would
have
in
our
file
is
now
standing
in
the
system
and
there's
also
photographs
that
were
installed.
So
anything
now
that's
installed
when
we
take
pictures
of-
and
we
add
that
to
the
max.
So
if
it's
buried
underground,
you
don't
know
what
do
you
think
about
it?
We
have
the
measurements.
We
have
the
pictures,
we
have
the
GPS
locations.
C
Why
is
this
important?
So
it's
a
tool
for
everybody.
If
you're
looking
to
buy
a
house,
let's
say
you
don't
know
what
the
settings
you
want
to
know.
How
old
is
it
when
was
it
put
in?
Is
it
ever
a
honor?
How
big
is
it
what
kind
of
soil
over
there?
If
there's
a
record?
It's
here
it's
on
this
site.
If
you
look,
we
we
have
it,
you
have.
You
can
look,
it
up,
see
the
exact
same
information.
We
do.
F
F
C
D
C
James
so
we'll
just
put
Marsha
it's
going
to
come
up
with
a
little
bit
and
it'll
Zoom
you
into
that
site
and
there's
a
septic
system.
So
a
gem
system
was
updated
not
that
long
ago,
so
everything
is
mapped
on
there.
There's
information
about
the
tanks,
alarm
systems
and
all
that
you
can
see
the
neighbor's
septic
systems.
C
C
Just
a
few
systems
I'll
show
you
there's
quite
a
bit
of
detail
when
these
are
mapped
apologize
for
the
slowness
of
the
internet
connections,
a
little
laggy
right
now,
all
the
little
blue
dots
are
GPS
locations.
We
utilize
GPS
units
that
the
staff
carry
around
and
actually
place.
Gps
points
accurate
to
within
about
12
inches,
where
the
pipes
are
where
the
septic
tank
lives
are
corners
of
the
field,
so
those
are
actually
located
by
GPS
and
they're
also
actually
relocated
through
physical
measurements.
C
Also,
so
it's
duplicated
just
for
accuracy
point
so
when
you're
looking
through-
and
you
see
this
information
just
realize
all
those
blue
dots,
because
the
question
will
come
out
in
other
GPS
points,
everything
is
labeled
again.
The
purple
dot
will
take
you
into
table
of
contents
as
I
call
it.
It's
called
a
system
point
there's
a
lot
of
information
you
can
see
on
this
particular
permit.
Every
single
document
here
normally
would
be
a
piece
of
paper
stored
in
a
plot.
C
C
C
Well,
let's
wait!
Maybe
this
will
load
up
I
wanted
to
turn
layers
on,
because
there
are
layers
in
here.
Let's
say
a
water
wall.
The
layer
is
not
turned
on
automatically
when
you
click
the
water
well
layer
on
a
whole
bunch
of
blue
dots
show
up
thousands
and
thousands
when
you
click
that
blue
dot,
and
you
click
on
that.
Well,
it
links
you
to
the
state
of
Michigan's.
Well,
Database,
The,
Well
logic
database.
C
B
C
There
you
go
okay,
so
I,
don't
know
why
it's
not
working,
but
if
you
learn
the
screen,
all
the
blue,
dots
and
actually
Beyond,
just
Bay
County.
It
shows
all
the
wells
drilled
within
a
pretty
good
portion
of
the
state
of
Michigan.
So
if
you
have
a
cottage
or
a
house
someplace
out
of
it
Bay
County,
you
can
actually
use
qualifying
information
and
once
you
go
ahead
and
click
on
one
of
those
blue
dots.
C
C
There
is
another
layer
of
Wells
there's
two
different
well
layers.
There
are
blue
dots
that
show
up
and
we
have
a
separate
whale
layer
for
Wells
that
are
not
in
the
state
database.
We
don't
have
a
Well
Log.
We
can
put
information
in
what
we
know,
what
our
sanitarians
find
on
site
and
we
can
actually
add
information,
Beyond,
The,
Well
law.
Just
so
we
have
information
listed
here
this
one
for
example,
example.
C
So
that
does
show
well,
it
says
well
and
there's
a
question
mark
So.
Basically,
all
that
means
is
we
found
the
well
and
we
don't
have
any
information
on
it
and
when
you
turn
the
other
layer
on
for
the
state,
if
we
have
that
information,
it's
there,
so
we
Mark
some
of
this,
even
though
we
don't
know
anything
about
the
well,
we
may
find
one
with
a
metal
detectors
buried.
We
just
made
Market
say
here's
a
well,
we
think
about
it,
it's
there.
C
C
Anything
like
that,
if
you're
on
sewer,
this
is
still
handy.
As
I
mentioned
earlier,
you
may
still
have
a
septic
tank
or
drain
field
there
in
your
yard.
If
you
live
on
the
Holland
River,
where
you
now
have
sewer,
there's
septic
tanks
and
almost
everybody's
yard,
they
don't
realize
that
until
it's
time
to
put
it
back
on
the
house,
an
expansion
to
the
home,
when
you
start
digging,
that's
what
you
find
a
septic
tank
you're
hearing
field.
A
lot
of
that
is
still
in
here.
C
The
question
came
up:
if
somebody
pumps,
your
tank
is
the
information
put
in
here.
It
will
be.
The
next
step
is
to
get
with
the
Pumpers
there's,
not
very
many
in
Bay
County,
so
it'll
be
an
easy
partnership
where
we'll
partner
with
them,
no
money
involved
back
and
forth
with
them,
where
we'll
give
them
some
access
to
the
map,
and
they
can
send
information
and
every
time
they
won't
take.
When
that
information
comes
in,
we
can
review
it,
and
we
can
add
that
to
the
map
to
show
when
a
septic
tank
was
on.
C
Maybe
how
many
gallon
observations
of
that
tank
if
it's
in
bad
shape
in
good
shape,
how
many
gallons
and
track
that
something
else
that
would
be
put
on
the
public
map
that
can
be
accessible
for
people.
So
that's
another
The,
Next
Step,
the
software
is
already
built.
It
already
works.
We
just
have
to
get
our
Partnerships
with
Pumpers
and
talk
to
them
about
how
to
use
it.
We
have
to
train
them.
C
So
that's
the
next
step
of
the
program
as
far
as
data
input,
The
public's
not
allowed
to
put
data
on
here,
although
you
can
draw
if
you
play
around
there,
are
ways
to
draw
lines
and
circles
you
can
measure
with
this.
You
can
use
buffering
tools
to
locate
certain
areas.
You
can
even
print
out
labels
and
stuff
like
this.
C
So
the
map
is
basically
as
complete
as
it
can
be.
At
this
point,
we
do
continue
every
day
to
go
out
and
add
to
the
map.
Whenever
we
find
a
site,
that's
not
mapped
next
to
let's
say
a
well
permit.
We're
working
on
and
the
neighbor's
home
is
not
the
map
will
roll
over
knock
on
the
door
and
ask
them
if
we
can
map
the
system
so
we'll
go
find
the
tank
find
the
field
anything
we
can
I'm
going
to
put
it
in
that,
so
we're
constantly
adding
to
it.
C
C
We
always
welcome
people
to
call
us
if
they'd,
like
your
system,
map,
I'm
glad
to
send
somebody
by
when
they're
in
that
area.
They'll
stop
be
glad
to
map
the
system
off.
So
I
did
get
into
the
depth
of
this
a
lot
more,
especially
if
I
can
make
it
work
today.
The
internet
issues
here,
but
I
can
stop
at
this
point
see
if
anybody
has
questions.
B
Yeah
I
like
to
ask,
as
far
as
how
are
the
other
counties
doing
this,
but
for
the
rest
of
the
state
of
holiday
sharing
so
far
with
this.
C
There's
about
20
other
counties
that
the
software
we're
the
only
one
that
has
a
full
metal
folding
background
and
we're
the
only
one
that
has
a
public
site.
The
other
Counties
have
public
sites
only
for
like
parks
and
GIS
data
for
like
parcel
information,
a
lot
lines.
Nobody
else
in
the
state
has
subject
data
out
there.
C
D
C
Central
Michigan
district,
they
just
received
a
grant
they're
mapping,
parts
of
some
of
their
counties
and
it's
a
Chippewa
River
there's
certain
areas
where
they
receive
the
same
Grant
like
we
did,
and
they
actually
took
all
my
grant
information
to
utilize
to
to
right
for
the
grant
and
they
have
a
grant
so
they're
mapping
they
made
and
send
that
public
to
the.
C
E3,
so
if
you
look
at
the
I
close
the
page,
but
if
you
go
to
the
Bay
County
website
and
look
at
the
gis
and
look
at
the
public
map
there,
that
version
on
the
top
has
a
little
available
communities.
Tab
and
it'll
show
you
every
community
in
the
state.
Initially
it
has.
A
public
map
accept
receptic
system.
They
have
public
Maps.
C
F
So,
as
we
know,
what
Michigan
is,
the
only
state
is
I.
Have
a
septic
code,
correct
correct.
So
do
you
anticipate
that
we
will
have
one
like
in
the
very
near
future
and
what
you
think
it
would
entail?
I
mean
like
to
people
what
people
have
to
have
it?
Do
you
think
it's
going
to
be
where
people
have
to
have
inspections
every
so
often
or
and
how
that's
is
that
a
whole
new?
Are
we
talking
about
something?
We
don't
want
to
talk
about
right
now,.
C
Maliha,
the
group
of
directors,
like
myself,
are
looking
at
the
pro
sending
back
our
information
to
say:
hey
we
like
this.
We
don't
like
that.
C
They're
looking
at
doing
inspections
every
five
years
on
every
single
parcel
in
the
state
of
Michigan
and
it's
finding
the
people
to
do
the
inspections,
the
money
to
pay
those
people,
the
contractors
to
replace
the
systems
we
find
that
are
failed
and
on
and
on
and
on
it's
just.
But
money
is
not
there
to
support
it.
The
idea
is
sound.
It
just
needs
a
little
too
and
when
you
say
Michigan's,
the
only
state
without
Statewide
code.
That's
true
a
point:
every
County
in
Michigan
has
a
code.
C
Some
are
districts
and
those
codes
are
somewhat
specific
to
that
county
in
that
type
of
soil.
If
you
go
to
Presque
Isle
County
there,
it's
all
rocks
cursed,
so
they
have
different
systems
that
they
design
up
there
compared
to
Bay
counties
a
lot
play
and
you
can
go
down
other
counties
of
Michigan
they're
all
sand
and
they
might
have
shallow
oil
so
different,
Technologies
and.
C
What
the
goal
of
the
Statewide
code
would
be
to
bring
everybody
together
to
follow
a
similar
code
to
inspections
on
existing
systems
to
find
out
what
out?
There
is.
Okay,
you
can
replace
money
is
always
the
problem.
It
takes
a
lot
more
money
than
just
sales,
I.
Think
Bay
County
is
ahead
of
everybody
in
the
state
of
Michigan,
because
we
have
biggest
inventory.
The
fullest
inventory
of
our
system
is
not
I
can
manage
our
systems.
C
I
can
pull
any
data
out
of
this
that
I
ask
of
if
there's
a
search
engine
in
my
version,
our
login
version,
where
I
can
ask
how
many
septic
tanks
we
have
in
Bay
County
that
are
over
30
years
old
I
put
that
career
in
and
pull
the
information
up,
or
we
actually
do
that
all
the
time.
Looking
at
the
field
system,
I
can
look
for
systems
and
for.
D
C
F
C
C
They
take
care
of
it.
We
have
people
coming
in
when
their
systems
fail
all
the
time
they
need
a
permit
to
replace
it.
I
would
say
more
people
wait
till
it
fails.
Rather
than
doing
maintenance.
Septic
tank
pumping
is
important.
They
should
pump
tanks
every
three
to
five
years.
We've
put
information
out
for
years
through
other
grants
and
tried
to
educate
people
about
that,
but
it's
money
and
it
costs
people
money
to
pump
a
tank.
So
they
look
at
it.
It's
buried.
It's
gone.
C
C
E
Make
it
and
just
say,
you've,
you've
done
a
great
job
Joel
and
put
us
in
the
Forefront
I
think
in
terms
of
mapping
out.
You
know
the
wells
and
septic
systems
and
that's
one
of
the
reasons:
Bay
County,
Health,
Department
and
and
Joel
Strauss
received
a
six
hundred
thousand
dollar
Grant
to
help
to
trace
some
of
the
costs
and
the
Qualcomm
River
Watershed.
So
just
one
we
wanted
to
know
that
want
you
to
know.
C
I
will
say
in
closing
anybody
who
wants
to
know
more
about
the
system
running
into
my
office.
Sit
down
and
I
have
more
time,
there's
way
more
to
the
system
that
I
could
even
scratch
the
surface
today,
Tim
came
in
and
looked
at
it
I
think
he's
very
impossible
call
me,
let
me
know
we'll
find
a
Time
come
on
in
and
take
a
look
at
it.
Thank.

E
Yes,
Miss
Jones
yeah
I'd
like
to
announce
that
we
saved
our
first
installment
from
MHT
housing.
I,
know
many
of
the
new
Commissioners
weren't,
familiar
with
the
Center,
Ridge,
arms
and
but
I
know
the
returning
Commissioners
and
the
chairman,
who
couldn't
be
with
us
today.
E
So
her
residences,
and
so
the
residents
are
very
pleased,
but
also
received
our
first
installment
as
part
of
the
from
MHT
app
at
housing
of
our
friend
van
fox
in
the
amount
of
341
351
dollars
and
30
cents.
E
So
and
I
want
to.
Thank
specifically,
of
course,
the
commission
who
supported
it
through
that
you
know
kind
of
lengthy
process.
We
we
endured,
but
also
Amber
Davis
Johnson,
who
spent
several
hundred
hours,
probably
as
Corporation
Council,
working
with
the
developer,
to
satisfy
all
of
the
requirements
and
and
data
that
was
needed
by
the
Housing
and
Urban
Development
Authority,
as
well
as
the
Michigan
Housing
Development
Authority.
E
A
Amber
is
there
a
need
for
closed
session,
there's
not
Mr
chair.
Thank
you.
