drivers

compromised
on

emergency
relief
coordinator,
and
he
started
well
he's
probably
about
three
three
weeks
now
I
believe,

three
four
weeks,
so
he's
been
learning
learning
a
lot
we
sat
through
and
he
made
it
through
the
munis
training
last
week
that
we
that
we
did
briefly
so
he's
still
here
to
tell
the
story.
So
that's
pretty
impressive
if
he
made
it
through
the
finance
software
training.

of

gary
is

a

air
force
veteran

brings

table

lot

experience
working
for
the

with
individuals

of
maybe
explain

little
bit
to
the
point
where
we

questions
and
maybe
direct
us

contacts
and
certain

submitted

petitioner

us

flags

actually
have
a
small
update
to
that:
the
library
across
the
street
I
talked
to
the
reference
staff
and
we
do
through
ancestry.
They
provide
a
list
of
up
till
1970
of
veterans
that
have
made
petition
for
the
headstone
through

va.
So
I
have
approximately
1500
out
of
3000-ish
for
the
county
and
talking
with
said
petitioner
as
well,
though
they
apparently.

all

the
cemeteries
as

he

have

I
reached
out
just
on
social
media
to
see
if
perhaps
it
was
a
project
that

eagle
scout

day

scouts

group

lions

who

project

do
some
education
for
the
kids

is

the
31st
there's
also
one

veterans
memorial
at

helicopter
there's
one
at
the
by
the
river
along
the
riverfront,
and
I
don't
see
that
that's
memorial
park,

o'clock,

o'clock
and
the
edson's
at
two
o'clock,
there's
several
others
on
the
list
also,
but
I
have
it
here
if
anybody
wants
to
list
after
the
meeting
everybody's
invited.

the
emergency
relief
and
some
of
the
rules
that
we're

at,

think

amber's
been
working

some
of
the
rules
also
maybe

over
those
with
gary
started
tweaking
them
a
little
bit
from
before.

some
of
the
numbers,
the
contribution
numbers,

not
heard
anything

legislation
that's
supposedly
going
through
that
allows
like
a
private
hearing
for
people.
If
they're
asking
for
relief,
they

door
hearing
to
keep
their
confidentiality.
I've
not
heard
if
that's
past
dead
or
not
can.

We
are
very
limited
and
donations
per
se
are
not
allowed
when
you're
utilizing
tax
dollars,
which
is
which
is
what
this
is.
However,
what
you
can
do
is
you
can
enter
into
either
agreements
with
another
entity.
It's
like
a
power
sharing
agreement
and
combine
resources,
or
you
can
enter
into
an
agreement
with
an
outside
entity
to
basically
contract
with
them
to
provide
a
service
that
you
are
statutorily
authorized
to
provide.

So,
if
someone's
just
coming
saying,
we
have
this
wonderful
public
purpose
that
we
would
like
to
utilize
money
for
can
we
do
that?
The
answer
is,
as
a
general
rule.
No,
you
can
find
very
specific
exceptions
to
it
in
our
particular
case,
we're
even
more
limited
than
regular
government,
because
our
millage
funds
are
required
to
be
used
in
accordance
with
the
actual
millage
that
it's
levied,
for,
which
is
emergency
relief
for
indigent
veterans,
so
you've
got
kind
of
a
two-layer
double
whammy
there.

am
putting
together
a
memorandum
with
a
legal
opinion
on
it
on
this
particular
issue
for
the
board
of
commissioners,
because
this
is
popped
up
in
a
different
area.
So
I
will
also
distribute
that
to
the
members
of
this
committee
as
well,
but
with
the
additional
caveat
of
what
you
can
use
the
the
millage
fund
dollars
for
as
well.

haven't
heard
anything
about
indigent
definition
that
you
know
that's
sort
of
been
something
we've
been
looking
at
for
a
while,
and
I
had
taken
it
to
some
of
the
legislators
to
see
what
they
could
do
about,
refining
it,
defining
it.
What
what
indigent
is,
if
there's
certain
levels
and
some
of
the
verbiage
is
from
1899,
so
the
numbers
are
quite
low.

going

I
will
get

don't
want

down
the
wrong

gut
reaction
is
so
if
this
is
a
service
that
we're
offering
to
an
indigent
veteran,

statute
allows
us

provide

same
service
to
the
spouse.

them
to
the
va
and

catch
a
shuttle
bus
to

transported

widow
without

a
veteran

it

like
the

legislation
their
legislature
is
going
to
pass
something
on
the

mark
or
gary.
I've
heard
anything,
but
it
was
no
last
vva
news
that
it
looks
like
it's
going
through
the
senate.

symptom

apnea

still
get
getting
the
sleep
apnea
thing
in
trying
to
tie
it
to
ptsd
or
some
other
other.

service,
connected
problem
that,
and
I
read
somewhere
that
some
are
going
through
there
are
some
people
are
getting
that
that
correlation
between
sleep,
apnea
and
ptsd
anyway,
just
helpful
information
for
the
veterans,
so
any
other
new
business.

yes,
it
is
so
there's
those
things
the
headstone
comes
from
the
va
and
the
sexton
at
the
cemetery
generally
handles
that
and
those
get
ordered
and
we
pay
back.
We
reimburse
the
cemetery
for
placing
the
headstone
and,
as
far
as
I
know,
the
only
requirement
for
that
is.
You
have
to
have
an
honorable
discharge
which
I'm
assuming
an
honorable
man,
so.

I
just
have
real
quick,
two
updates
I
want
to
provide.
There
are
two
cases
that
we're
working
on
in
development.
Currently,
that
will
probably
end
up
coming
before
the
board
again,
because
they're
fairly
large
one
is
a
septic
and
the
other
is
a
basement
problem,
so
we're
in
progress
on
those
so
just
two
and
then
just
to
give
you
an
update
on
va
every
monday.
The
va
does
the
vba
veterans
benefits
administration
morning
report
of
what
the
status
is
and
their
claims.

And
nprc
was
supposed
to
that
went
to
a
second
shift,
but
they've
got
to
clean
in
between
everything
their
folks
are
supposedly
wearing
mop
suits.
You
know,
pulling
records
getting
records
scanned
and
getting
them
into
the
va.
They
were
supposed
to
have
cleared
the
backlog
of
emergency
requests
by
the
end
of
summer,
not
even
the
rest
of
the
requests
which
we've
kept.
We've
kept
sending
this
past
year.
So.

in
1974,
a
great
deal
of
the
old
army,
records
are
lost
and
a
lot
of
the
early
air
force
records
are
lost
and
they
know
exactly
which
records
are
lost
so
and
they
do
their
best
to
reconstruct
from
other
sources.

possible,
hospitals
any
other
records
they
can
find.

Another
problem
I
have
is
people
go
to
outside
doctors
and
don't
get
those
the
reports
submitted
into
the
the
system.
There's
a
there's
a
way
to
submit
it
to
the
lhi
logistics
health
on
wisconsin,
and
they
don't.
They
sometimes
forget
the
outside
records.
They
have
the
va
record,
but
they
don't
have
the
outside
doctor's
records.
That
they're
referred
out
to
somebody
to
make
sure
they
get
submitted.

We
just
saw
a
letter
this
week.
That
va
is
going
back
and
looking
back
to
all
the
blue
water,
denials
and
they're
supposed
to
be
notifying
veterans
if
they
were
previously
denied
for
anything
yeah.
So
I
mean
they've
got
15
000
currently
backlogged.
I
I
can't
imagine
once
va
starts
to
do
that
supposed
to
and
spouses
so
they've
got.

you
know
is
the
veteran
still
alive
is
the
spouse
alive,
because
then
the
spouse
may
be
eligible
for
other
benefits
or
any
benefits
whatsoever.
