expired

then,

it
picked
up
again
where
we
did
a
couple
virtual
meetings
and
advertised

noticed

some
forms
that
we
can
follow
because
we've
been
through
this
before
okay,
but
hopefully
this
time
it
doesn't
come

spent
a
lot
of
time
in
those
council
chambers,
while
we
were
amending
some
of
the
local
law,
but
it's
been
quite
a
while,
but
thank

me
again

thank
you
for
your
interest
in
the
affordable
housing
program.
So
this
law
went
into
effect.
I
can't
the
date.

So
we
do
this
kind
of
thing
every
day,
so
we
had
put
in
a
proposal
to
the
city
of
beacon
to
be
able
to
administer
this
program
on
your
behalf
prior
to
that,
the
county
of
duchess
was
financing
us
to
do
it
because
they
were
trying
to
encourage
different
municipalities
in
the
county
to
be
able
to
enact
some
affordable
and
inclusionary
housing
zoning
codes.
So
they
put
a
little
money
behind
that
and
allowed
hudson
river
housing
to
go
around
and
work
with
different
municipalities
to
to
write
the
code
and
to
again
manage
the
program.

So
again,
in
2016
we
talked,
we
talked
to
the
mayor's
office
and
ended
up
signing
an
mou
with
them.
So
since
2016
we've
been
administering
this
program
on
behalf
of
beacon
and
lashonda,
is
our
homeownership
center
manager
she's
having
problems
with
her
cameras,
so
she
had
turned
it
off,
but
shonda
you
might
want
to
turn
it
on
just
for
a
second,
so
you
can
say
hello
to
people
see
if
it
works
there.
She
is
so
this
is.

administers
our.
She
is
our
homeownership
center
manager
and
we
have
a
whole
arm
that
helps
people
get
ready
for
home
ownership,
become
mortgage-ready
from
the
soup
to
nuts,
from
you
know,
credit
to
savings,
to
learning
the
process
and
being
able
to
be
default,
resistant
homeowners,
so
we've
been
doing
that
for
20
years
or
so
so.

Lashonda
and
her
team
run
that
part
of
our
agency
and
they
do
a
great
job.
So
they
oversee
this
program
as
well.
This
is
a
rental
and
ownership
program
in
beacon,
but
because
it's,
whether
you're,
renting
or
purchasing
the
income
qualifications
tend
to
be
the
same,
and
so
you
know
we
follow
the
same
procedures
for
for
both
income
qualifications
and
we
also
for
home
ownership
programs
in
beacon.
We
want
to
make
sure
that
the
people
are
ready
and
that
they're
going
to
also
be
default,
resistant,
so
lashonda
and
her
team
head
that
up.

So
these
are
statistics
about
the
units
that
have
been
have
been
put
in
service
in
beacon,
since
we've
gotten
involved
and
as
you
can
see
in
the
blue,
there's
five
different
projects
that
have
come
online
for
rental
units
and
there's
three
that
have
come
online
for
ownership
units.
So
in
total
the
your
ordinance
says
the
10
of
units
need
to
be
set
aside
for
below
market
rate
units,
so
you
have
to
have
up
to
10
units.

So
if
you,
if
someone
is
going
to
build
nine
units,
it
doesn't
apply,
but
once
they
hit
10,
they
have
to
do
one
for
every
10..
So
to
date,
we've
had
16
of
below
market
rate
units
be
put
into
service
and
actually
they're
all
full.
So
we
have
no
vacancies
right
now
in
the
rental
portion
and
then
for
for
sale
units.
We've
had
nine
units
be
put
in
for
below
market
rates,
and
we
have
three
available
of
those
any
questions
about
those
statistics.

So,
legally,
there's
sort
of
multiple
definitions,
because
there's
different
programs
for
different
levels
of
income
right
so,
for
instance,
the
housing
authority
at
forestall
heights
and
hamfish
plaza
have
a
very
different
level
of
income
than
other
projects,
and
so
the
terms
mean
something
and
the
term
affordable,
I
think,
has
a
term.
But
it's
also
kind
of
the
general
term,
and
so
I
think
we'd
all
have
to
get
educated
on
the
different
categories
and
what
the
different
criteria
are
right.

So
tonight
we're
here
to
talk
about
the
zoning
law
that
you
that
beacon
has
on
their
books
and
on
the
books.
It
is
called
affordable,
workforce
housing,
but
at
some
council
meetings,
when
we
were
meeting
with
the
council
for
a
good
amount
of
time
back
in
2017,
they
kind
of
adopted
the
below
market
rate
and
bmr
units
is
really
how
they
wanted
to
refer
to
this
program
in
the
everyday.

So
so
that's,
but
for
our
purposes
we're
we're
administering
your
local,
affordable
housing
law
and
then
to.
I
think
it
was
lee
talking
to
lee's
point.
You
know
there
are
different
types
of
affordable
housing,
there's
subsidized
housing,
there's
a
affordable
or
inclusionary
housing,
or
this
below
market
rate
housing
and
so
there's
again
different
kinds.
Subsidized
housing
tends
to
be
housing
for
people
under
30
percent
of
the
area,
median
income
for
their
household
income.

For
people
between
70
and
90,
their
household
income
area,
median
income,
so
that
you
know
again
it's
sometimes
it's
considered
workforce
housing.
But
that's
what
we're
talking
about
so
we're
not
talking
about
any.
You
know:
housing
choice,
vouchers,
we're
not
talking
about
public
housing
or
subsidized
housing.
Just
this
program
that
if
people
are
in
the
income
range,
they
can
get
one
of
these
units
that
are
below
market
rate,
so
where
an
apartment
in
x,
complex,
might
be
fifteen
hundred
dollars
a
month.

We
don't
manage
these
units
like
on
a
day-to-day
basis,
the
developers
and
the
landlords
do
that,
and
they
all
have
property
managers
who
do
all

rent,
collection,
maintenance
and
all
of
those
things
we
just
we
process
applications
determine
income,
eligibility
and
eligibility
for
the
program
in
general,
and
then
we
will
send
eligible
applicants
to
the
developer
to
be
able
to
to
choose
for
the
unit.
So.

We
only
have
16
units
for
those
109
applications
and
of
the
109
101
were
actually
eligible,
so
we
they
are
being
held
in
a
on
a
wait
list,
as
other
units
come
on
or
as
some
of
these
units
may
become
vacant
and
lashonda
reaches
out
to
that
whole
list
every
six
months
to
make
sure
that
their
information
is
the
same
and
to
make
sure
they
want
to
stay
on
the
wait
list.
So.

Applications
are
divvied
out
according
to
the
priority
category,
though
so,
if
a
unit
becomes
available,
I
go
through
who's
already
been
approved,
and
first
category
goes
out.
First,
the
the
property
managers
vets
those
applicants.
If
they
can't
find
one,
I
send
the
next
category
out
and
so
on
and
so
on.

So
we
thought
too,
that
you
might
be
interested
in
who,
where
these
people
live
and
where
they
work
that
are
applying
or
that
are
getting
these
leases
so
of
the
34
leases.
Eight
people
live
in
beacon,
five
people
live
in
dutchess,
county
and
21
live
outside
the
county,
which
we
thought
was
interesting
and
then
for
work.

tend
to
average
about,

pipeline

we're
working

you

some
people

enroll

program.
They

close
to
mortgage
ready
and
might
get
there
within
three
months
four
months,
but
some
people
might
take
three
years
or
four
years.

it's
you
know
it's
really
geared
specifically
towards
each
household
individually
and
I
can
say
probably
one
of
the
biggest
barriers
people
have
to
being
mortgage
ready
is
either
credit
or
a
lack
of
savings.
And
so
you
know
we
just
always
try
to
get
the
word
out
and
want
to
encourage
people
that
you
know
if
you
come
in
and
sit
with
our
housing
counselors
you're
going
to
get
there,
and
you
know
it's
just
it's
too
bad,
because
a
lot
of
people
think
if
you
have
bad
credit,
then
that's
just
going
to
be
this
moniker.

You
have
on
your
forehead
for
the
rest
of
your
life,
but
the
reality
is
there's
a
lot.
You
can
do
to
repair
credit
and
to
build
credit,
and
we
have
a
lot
of
great
tools
and
resources
to
help
people
get
there
and
same
with
savings.
We
have
a
lot
of
tools
and
resources
that
can
allow
people
to
set
financial
goals
and
and
get
there.

So
you
know
we
think
everyone
who
buys
a
home,
whether
they're,
first
time
home
buyers
or
not,
can
really
benefit
from
from
our
housing,
counseling
and
education,
and
we
also
have
a
financial
literacy
course
that
is
open
to
everyone
in
dutchess
county
as
well.
That
will
help
you
with
those
you
know,
setting
a
household
budget
and
managing
your
finances
and
just
understanding
your
income
and
your
expenses.

So
when
we
send
out
the
information
that
we
just
showed,
we
will
send
out
the
contact
information
for
our
home
ownership
center
as
well
and
currently
we're
conducting
all
of
our
classes
through
zoom.
So
you
know
it:
wouldn't
it's
not
like
they'd
have
to
go
to
poughkeepsie
to
take
the
classes
and
if
there's
enough
interest
in
any
municipality,
we
can
take
our
show
on
the
road.
Once
we
get
back
back
in
person
in
our
classes-
and
you
know,
do
do
a
class
and
beacon
if
the,
if
the
interest
is
there.

is
a
great
service
that
you
provide
the
city
of
beacon,
and
I
know
it's.
You
know
one
of
the
many
things
hudson
river
housing
does
in
you
know
dedicating
to
getting
people
on
pathways
to
housing,
from
homelessness
and
transitional
housing
and
building
and
developing
new,
affordable
housing.
So

things

like

put
forward
sooner
rather

looking
at
a
piece
of
city
property
for
some
sort
of
development.
Whether
you

one

parking
lots

I
think
you've
got
a
lot
of
work-
that's
been
done
on
the
main
street
access
committee,
but
also,
if
you
could
start
assembling
some
of
the
information
on
our
existing
housing
stock
in
the
rental
area
that
that
we
discussed.

people
want
to
understand
that
and
understand
the
kinds
of
programs
and
which
ones
can
be
supported
by
private
construction,
which
ones
need
bonding
authority.
You
know
which
one
might
require
the
beacon
housing
authority
to
be
involved,
which

a
different
level
of
subsidization,
but
sort
of
giving
us
some
sort
of
an
overlay
of
that.
As
we
start
to
look
at
trying
to
develop
our
first
lot,
I
think
would
be
worthwhile
so.

hiring

new
position
at
the
wastewater
treatment
plant,
which
is
a
wastewater
treatment
plant
operator

and
this
is
a
licensed
position.
So
we
are
proposing
to
hire
andre
hart.
Who

license
and
he
is
actually
going
to
be
replacing
andy
goodall,
who
retired
and
we
honored
last
month,
so
we're
switching
some
people
around,
but
we're
also
filling
that
unfilled
position
and
right
now
he
works
with
the
wastewater
treatment
plant
in
arlington.

Next,
we
have
a
promotion
of
amanda
caputo,
who
is
currently
our
deputy
clerk
and
she
is
going
to
be
moving
to
municipal
secretary.
This
position
was
recently
created
to
pick
up
for
etha
grogan,
who
is
going
to
be
retiring
at
the
end
of
march.
After
more
than
almost
30
years,
it
will
be
30
years,
and
so
the
municipal
secretary
will
now
be
staffed
to
the
planning
and
zoning
board.
Do
all
of
the
minutes.

correspondence
and
also
provide
support
for
our
building
department
on
things
like
fire
inspections
and
doing
scheduling
of
property
inspections.
So
amanda
did
a
great
job,
as
our
deputy
clerk
will
be
posting

job
shortly

civil
service
list.
We're
not
sure
that
list
has
a
lot
of
people
left
on
it,
because
it's
from
2019,
but
we'll
be
back
hiring
for
that.

basically
go
down

not

they

something

basically
whittle
it

We
got
down
to
one
person
who
was
really
not
a
good
fit.

anywhere

list

invalidated

you

hire
publicly.

duties

we're
losing

etha

enhancing

building
department's
resiliency

employees,

focus
her
particularly
on
the
fire
inspections,
which
take
a
lot
of
time
now.
The
str
enforcement,
I
think,
there's
another
mechanism
which
is
doing
a
partnership
with
the
county
where
they
they
do
a
lot
of
the
enforcement
trying
to
find
units
that
are
not
registered
so
that
they
can
collect
the
tax
from
them.

state
law
in
albany.

create
an
agency

collection

advocating

just
a
perfunctory
thing

has

be
approved

the
council
each
year,
our
volunteers
get
credit
towards
retirement
and
they
have
to
substantiate
a
certain
amount
of
service
that
they've
done
in

year.

put
together
the
list.
That's
in
here
you'll
see
we've
redacted
the
addresses
and
the
date
of
birth,
but
their
names
are
in
there
and
the
number
of
service
points.

don't
exactly
know
how
the
points
work
in
the
system,
but
this,
basically
we
do
this
every
year
to
to
document
to
the
state
who
who
should
be
in
that
low
sap
program.
We
have
an
investment
fund
for
this
and
you
may
have
seen.
Last
year
the
city
council
moved
that
investment
fund
towards
socially
responsible
investment.
So
it's
the
fund
is
around
800
000
and
it
throws
off
enough
income
to
give
a
very
small
retirement
benefit
to
these
firefighters.

element

benefit

compensation

we're

state

allowed

qualify
depending
on
the
things

villages

about
five
or
six
hundred
municipalities
came
out
and
said,
and
that's
an
organization

wants
municipal
governments

powers

said
that
we
don't

authority,

figure

want

work

do

State
albany
was

first
one

approve.
They
have
apparently
some
unique
charter
that

rationale.

newberg,
kingston
kingston
and
then
since
then,
that
the
information
has
been
coming
out.
Regarding
the
preemption
issue
and
the
lack
of
authority,
the
other
communities
have
been
put
on
hold.

it,

not
going
to
come
out

litigation
is
pending

albany
and

someone
said
that
that
we,
the
city,
would
potentially
not
get
sued
because
of
what's
happening
in
albany,
but
we
are
a
different
court
system.

whatever
happens
in
albany
would
be
impactful
for
us.

to

outcome
in
albany,

since
you
have

decision

Verizon
has
requested
that
the
city
could
reconsider
the
fees
set
forth
in
the
city
of
beacon,
fee
schedule
that
pertain
to
small
cells.
Small
cells
are
usually
the
small
antennas
that
you're
going
to
be
placing
on
existing
infrastructure
or
other
ground-mounted
equipment.
They
would.
They
have
been
suggesting
that
the
city's
fees
match
what
the
fcc's
recommended
fees
are.
So
back
in
2018
the
fcc
put
out
the
third
report
in
order.
It's
called
the
wireless
infrastructure
order
and
it
sets
forth
presumably
reasonable
fees
that
the
courts
have
upheld
over
the
past
couple
years.

don't
respond
to
verizon,
they
have
just
continually
suggested
this
and
they
have
argued
that
the
city's
fees
are
illegal
because
they
do
not
comply
with
the
fcc.
Now
the
fcc
has
said
that
you
can
impose
fees

their
presumably
fee
more
than
the
presumably
reasonable
fees
if
they
match
the
city's
cost.
The
city's
not
allowed
to
make
a
profit
off
their
application
fees
when
it
comes
to
small
wireless.

has

right

solicitation
for
internet
service
5g,
I
don't
think
it

verizon.

wasn't
verizon
specific

was

it,

to
offer
up
local
alternative
to
internet
service
right,
and
so
I'm
just
interested
in
getting
it
done
sooner
rather
than
later,
because
having
a
competitor
in
this
market,
I
think,
makes
a
difference
in
terms
of
quality
and
price.

conversations
as

member

public
about
broadband
and
the
potential
of
fiber
as

worthwhile

conversation
