From YouTube: Beacon Workshop & Meeting 7 10 23
Description
The City of Beacon workshop/Meeting on July 10, 2023
A
Okay,
so
welcome
everyone.
This
is
our
Workshop
first,
so
I
won't
do
a
I
won't
use
the
gavel
unless
you've
forced
me
to,
and
we
won't
do
a
pledge,
but
we'll
we'll
observe
which
council
members
here
we
have
a
full
house.
I
see
everyone,
I
see
the
City
attorney
and
the
city
administrator.
A
Who
they
are
but
we'll
find
out
in
a
minute,
so
our
first
time
in
business
is
actually
a
community
segment
and
we're
actually
honoring
Sans
Frost.
Do
you
have
anything
you
want
to
say
Chris
before
I
do.
C
A
So
83,
so
it's
like
almost
10
years
before
we
even
moved
to
Beacon
as
a
police
officer
and
Rose
through
the
ranks
with
increasing
administrative
and
investigative
responsibilities,
is
how
the
supervisory
positions
for
31
years,
including
narcotics,
Detective,
the
detective
patrol
sergeant,
lieutenant
detective
Sergeant,
acting
police
chief
and
then
starting
in
2021
at
the
start
of
the
Year
police
chief
Chief
Frost,
was
also
a
reservist
in
the
Marine
Corps.
During
most
of
this
time,
in
fact,
22
years
he
was
deployed
multiple
times,
including
during
Operation
Desert
Storm,
for
which
he
earned
many
accommodations.
A
A
Some
of
the
initiatives
launched
under
Chief
Frost's
guidance
include
the
hope,
not
handcuffs
program,
to
help
people
struggling
with
addictions,
integrating
a
behavioral
health
specialist
from
Mental
Health
America
into
the
department
re-initiating
officers
patrolling
Main
Street
to
build
community
relations,
includes
a
bike
Patrol
recently
right,
promoting
active
participation
with
the
department
and
the
Dutchess
County
Domestic
Abuse
response
team,
promoting

with
the
Department
in
the
city
of
Beacon,
drug
court
and
The

Violence
Court,
maintaining
Police
Department
involvement
in
community
events,
maintaining
departments,
training,
threshold,
meeting,
all
requirements
set
by
New,
York,
State
accreditation,
division
of
Criminal,
Justice,
Services
and
state
and
federal
case
law,
and
then
coordinating
with
the
Dutchess
County
Sheriff's
Office
and
civil
service
in
the
county
in
terms
of
in
improving
the
recruitment
on
the
diversity
of
that
recruitment
at
the
last
police
exam
and
the
results
speak
for
themselves.
A
B
A
And
I'll
get
advice,
can
you
hear
me.
A
E
Thank
you
very
much.
I'll
keep
the
shirt
because
I
know
you
guys
are
busy
and
you
have
a
lot
going
on
people
ask
me,
you
know.
40
years
is
a
long
time.
You
know
how
do
you
space
stay
someplace
for
40
years,
I've
had
the
privilege
of
serving
a
community
that
I
was
born
in
and
raised
in,
and
I
like
to
think
that
what's
made
me
today
is
a
lot
of
the
interactions
I've
had
with
the
people
in
this
city.
E
You
know
growing
up
here
and
becoming
you
know,
being
an
adult
in
the
city
and
a
lot
of
my
daily
events
that
I've
had
that
occurred
in
the
city
and
I.
Think
it's
really
helped
to
make
me
who
I
am
so
it's
nice
to
to
give
back
being
that
I
felt
like
I,
received
a
lot
from
this
city,
and
it's
nice
having
this
opportunity
to
be
here
and
give
back
and
I've
been
lucky.
There's
a
lot
of
things
that
you
know
40
years
a
long
time.
E
You
can't
do
it
without
support
and
my
wife
Bonnie
is
here:
we've
been
together
for
15
years,
she's
been
my
wife
for
the
last
10
of
it,
and
I
have
30.
My
oldest
daughter
is
30
years
old.
I
know
the
fire
chief
was
talking
about
the
last
time.
He
was
here
about
missing,
missing,
holidays,
missing
birthdays
and
events.
My
wife
she's
been
great
I,
really
don't
miss
holidays
and
birthdays
because
I'm
not
there
in
the
house
birthday,
we
we
do
it
another
day.
E
We've
had
you
know
the
kids
over
and
do
Thanksgiving
dinner
on
Saturday
just
so.
She
really
goes
out
of
her
way
to
to
make
sure
that
those
events
don't
go
by
and
I
miss
them.
It's
one
reason
why
I
love
her
so
much
she's
really
been
really
been
good
on
that
and
helping
out
and
no
the
officers
here,
especially
since
I've
been
Chief,
I
have
a
I've
been
lucky
I.
E
They
really
been
doing
a
good
job
and
and
I,
and
when
we
all
know
here
because
we're
here,
we
would
all
hear
it.
We
get
very
few
complaints
about
the
officers.
They
really
do
a
good
job.
Anything
that
does
come
up
get
snipped
in
the
bud
pretty
quickly
and
they've
really
gone
out
of
the
way
to
try
to
make
my
job
a
lot
easier,
because
if
you
don't
have
great
officers
that
this
isn't
a
good
job,
you
don't
want
to
be
here
right.
They've
they've
been
a
big
help.
E
The
people
in
the
community.
Besides,
you
know,
I've
had
friends
and
family
the
community
that
show
support,
but
just
the
residents,
the
business
people
that
you
meet
and
get
to
know
or
even
the
complete
strangers.
You
know
the
smiles,
you
get
the
shake
of
the
hands,
the
the
the
the
thank
yous,
the
you
know,
hey,
be
safe
out.
E
You
know,
first
of
all,
you're
going
out
of
your
way.
You
didn't
have
to
do
this
tonight
and
you
go
on
your
way
to
show
your
appreciation
for
me
being
here.
That
means
a
lot
to
me
and
my
interactions
with
us
whether
we're
here
as
a
group
or
you
know
we
deal
individually.
It's
all
been
positive.
It's
all!
You
know
it's
been
nice,
it's
you
know
it's!
E
It's
you've
made
this
easy
I
know
when
I
came
in,
and
so
when
you
come
in
as
Chief,
you
never
know
what
you're
walking
into,
but
you've
all
helped
to
make
this
easy
for
me
to
come
in
step
in
this,
and
do
this
job
and
I
appreciate
that
and
it's
just
a
combination
of
all
those
things
that
makes
it
easy
to
be
some
place
for
40
years
and
thank
you
very
much.
I
appreciate
it.
A
A
Okay,
so
we
have
some
Workshop
items
tonight:
let's
just
go
through
them.
There's
two
appointments:
let's
talk
through
those
first
Chris
you're,
going
to
cover
both
Curry
worthman
to
the
position
of
Deputy
building
inspector
and
then
Mercedes
Perez
to
position
a
municipal
secretary.
Yes,.
C
So
we've
discussed
recently
that
we
wanted
to
add
a
deputy
building
inspector
in
our
building
department.
We
put
that
out
and
did
a
number
of
interviews,
and
at
the
last
minute
we
got
a
resume
from
Corey
worthman
who's.
C
This
is
an
incredible
pickup
for
this
position
and
Corey
is
somebody
that
I
could
see
us
developing
into
the
building
inspector
here
at
some
point
when
the
people
above
him
retire.
So
we
were
really
thrilled
about
this
and
the
import
appointment
of
Mercedes
and
I
think
this
is
really
going
to
strengthen
the
building
department.
F
C
D
C
Have
any
cellular
biology
issues
we
might
be
able
to
tap
his
his
expertise.
G
I
guess
that's
gonna
say
hopefully
no
one's
mold
at
that
in
their
house.
I
did
also
notice
that
he
has
training
with
a
particular
FEMA
related
software.
G
You
know,
given
our
extreme
weather
events
over
this
week
and
knowing
that
we're
going
to
continue
to
be
contending
with
major
climate
events.
I
just
I
wasn't
familiar
with
that
software,
and
maybe
this
is
a
question
for
another
time,
but
was
wondering
if
there
was
any
relation
or
what
exactly
that
software
does
or
how
he
works
with
FEMA.
G
C
You
we
have
been
participating
with
a
with
the
county
on
updating
our
Emergency
Management
plan
and
FEMA
is
involved
in
that,
and
so
Bruce
was
participating
in
that
with
me,
and-
and
this
is
one
of
those
things
that
I
think
Corey
could
now
pick
up
and
run
with
to
free
Bruce
up
on
other
things.
But
but
at
some
point
maybe
when
we
have
Bruce
in
for
Budget,
we
could
ask
him
about
that
or
we
have
him
back
to
talk
to
strs.
G
My
other
question
saw
that
he's
a
co-own
or
a
bridge
view
Home
Inspections
and
wanted
to
clarify
I
mean
it's
obviously
really
relevant
and
helpful
experience,
but
wanted
to
clarify.
If
there
would
ever
a
conflict
of
interest
would
ever
come
up
where
he
was
the
private
inspector
of
a
home
and
also
a
building
inspector
and
how
that
might
be
managed.
C
C
Think
he
has
more
opportunities
here,
like
he's
at
the
top
in
the
village
and
he's
at
his
pay
top
and
that's
our
Bottom
Rung
of
pay
for
this
position
is
higher
than
his
highest
pay.
Great.
Okay,
thank
you.
So
it
is
a
real
opportunity
and
I'm
sure
you
know
he
understands
that
he
has
potential
for
growth
here.
B
C
We're
a
growing
department-
and
you
know,
with
with
a
lot
of
a
lot
of
work
before.
C
So
then,
the
second
position
in
the
building
department
that
we're
filling
is
the
municipal
secretary
Amanda
Caputo,
was
recently
promoted
to
city
clerk
and
that
left
an
opening.
We
did
a
number
of
interviews
and
quickly
found
what
we
think
is
going
to
be
a
great
replacement.
Mercedes
Perez
is
currently
working
with
the
village
of
Wappingers
and
has
been
planning
and
zoning
secretary
there.
So
we
feel
like
she
could
step
in
seamlessly
here.
She
has
also
worked
for
municipality
in
Florida
in
various
roles
and
has
about
20
years
of
clerical
experience.
C
F
To
her
bilingual
Shield,
so
I
appreciate
that
she
had
in
her
resume
not
just
that
she
was
bilingual,
but
she
had
experience
in
translating.
C
F
For
Spanish-speaking
customers
and
and
had
General
customer
service
experience
too
so
I
think
that
will
bode
well
as
well.
I'm
curious
at
this
point
just
to
get
a
more
General
overlay.
How
many
vacancies?
If
any,
do
we
have
in
our
sort
of
administrative
staff
that
are
within
this
building
so.
C
C
So
we
have
one
there.
We
are
back
filling
our
account
payable
clerk
downstairs
in
finance.
We
may
have
a
deputy
city
clerk
coming
up
again
we're
doing
an
assessment
and
considering
options
on
that
and
maybe
partially
sharing
that
with
Finance.
So
right
now
I
would
say
we
have
two
and
a
half
openings
at
City,
Hall
and,
and
some
of
our
recent
hires
have
just
been
really
outstanding.
Our
account
clerk
that
we
hired
for
the
front
window
about
a
month
ago
has
just
been.
C
G
Sorry
tell
me
if
this
is
an
inappropriate
question,
but
I
wanted
to
understand
how
her
bilingual
skills
might
be
used.
It
would
it
be
only
in
things
that
are
relevant
to
the
building
department
or
if
we
needed
Spanish
translation
and
the
rec
department.
Is
that
something
she
might
be
asked
to
do
in
which
she'd
be
compensated
outside
of
her
job?
For
that,
or
is
that
sort
of
understood
to
be
part
of
her
job
as
Municipal
secretary
broadly.
C
I
I
think
it's
too
early
to
know
what
she's
willing
to
do
some.
We,
we
do
crossover
in
departments
frequently
like
when
we
had
an
opening
Heidi
from
the
rec
department
came
over
and
helped
us
over
here.
I,
it
would
depend
on
what
the
need
is
again.
If
we
have
dedicated
translation
work
that
needs
to
be
done,
we
might
just
Outsource
it
and
have
it
done.
This
Our
intention
was
more
for
the
customer
service
here.
A
So,
let's
go
on
to
item
three:
if
that's
okay
and
that's
you've
got
bid
results
on
South
app.
Just
came
in
yes,.
C
And
if
I
could
just
give
a
little
background
for
people
that
may
not
know
what
this
is,
you
may
recall.
Last
year
we
did
a
sidewalk
replacement
along
South
Avenue
Park,
and
we
used
our
cdbg
money
to
do
that.
Our
community
development
block
grant
money
after
we
did
that
Davey
South
Terrace
said
hey.
The
the
sidewalk
in
front
of
our
facility
is
really
bad.
Would
you
consider
coming
and
doing
that?
That's
also
an
eligible
area
for
Community
Development
block
grant
money.
C
We
worked
with
South
Davies
terrorists
on
them,
granting
us
both
permanent
and
temporary
easements
to
construct
and
then
maintain
the
the
sidewalk
we'll
be
doing
about
875
linear
feet
of
sidewalk.
We
put
this
out
to
bid
in
June
and
got
bids
back
last
Thursday.
We
had
five
bids
that
were
submitted
and
the
low
bidder
has
been
been
confirmed
to
be
Catalyst
Construction
LLC
out
of
Middletown
their
their
cost,
was
well
below
our
Engineers
estimate.
So
the
engineer
did
vet
out
with
them.
You
know
where
their
supplies
are
coming
from.
C
We
we
checked
the
depart
the
debarred
contractors
list.
We
made
sure
they
knew
that
there
was
prevailing
wage
and
we
included
in
your
packet
a
letter
reflecting
that
the
owner
is
well
aware
of
the
you
know
the
requirements
of
the
job.
So
our
city
Engineers
made
a
recommendation.
That's
included
in
your
packet
to
award
the
bid
to
Catalyst
Construction
LLC.
We
would
try
to
get
that
work
going
in
the
next
two
to
three
weeks
so
that
we're
done
before
school
opens
in
September
and
that's
what
we
were
able
to
do
last
year
as
well.
F
C
Don't
know
that
there's
any
threshold,
but
when
you
see
somebody
that's
almost
half
of
your
engineers
estimate
it's.
It
warrants
a
conversation
to
say
how
did
how
did
you
get
here?
We
checked
the
math,
we
checked
with
their
supplier
and
again
I.
Don't
I,
don't
know
how
how
they're
so
much
lower
than
the
others,
but
they
are
the
low
bid
and
they
have
been
viewed
as
a
responsible
contractor.
We've
checked
references,
they've
done
work
for
the
village
of
Montgomery
for
some
other
municipalities,
so
yeah.
F
C
C
All
right
and-
and
we
did
have
this
reviewed
by
Duchess
County,
because
part
of
their
Grant
is
that
they
approve
the
contractor.
They
approve
the
contract,
they
do
a
pre-construction
meeting,
they
they
do
an
inspection
at
the
end
and
they
were
comfortable
moving
forward.
Once
we
got
the
additional
information.
J
C
C
Yeah
I
mean
the
good
news
is
we're
under
our
under
the
grand
amount,
which
is
a
hundred
and
eighty
three
thousand
they're
going
to
be
some
incidental
costs
for
engineering
and
inspection,
but
we'll
still
do
well
and
those
monies
could
be
used
to
do
other
sidewalk
projects
next
year.
I'd
like
to
do
one
cdbg
sidewalk
project
each
year
and
try
to
figure
out
how.
B
C
It
we're
under
tight
timelines,
so
a
lot
of
it
is
just
trying
to
make
sure
we
are
staying
up
on
on
the
timelines
on
the
bid
responses.
We
have.
C
C
Multiple
contracts
with
orange
Ulster
BOCES,
so
this
isn't
their
first.
If
this
was
their
first
public
job
I
would
say:
do
you
really
know
your
your
prevailing
wage
rates
and
but
clearly
they've
been
subject
to
those
I
mean
they
also
were
used
as
a
reference,
tets
and
Sons,
which
sells
asphalt
and
concrete
in
the
valley
so
and
they
had
Bank
references
as
well
a
bond
so
we're
we
feel
like
we're
covered
here.
H
I
So
we
noticed
the
bidders
had
certain
instructions
on
it
and
there
was
conflicting
language,
one
language,
that
you
can
obtain
a
copy
of
the
instructions
to
bidders
on
the
on
the
of
the
city's
website,
and
another
says
you
may
get
it
from
the
engineer
met.
Another
paragraph
says
register
with
the
city
engineer
to
obtain
the
bid
documents,
so
this
bidder
did
not
register
with
the
with
the
city's
engine.
Engineer:
that's
a
minor
matter:
it's
not
substantive!
It
didn't
go
to
the
heart
of
a
bit
or
anything
of
that
nature.
I
It's
just
a
requirement,
so
we
can
keep
track
of
who's
bidding
and
we're
going
to
work
to
clean
that
language
up
in
the
future
and
because
they
were
below
bitter
and
you're
awarding
it
to
them.
We
want
it
clear
that
we're
aware
of
that.
In
case
someone
were
to
raise
the
question.
It's
within
your
rights,
it's
clearly
in
the
instructions
of
it.
It's
not
the
bid
documents
it's
done
in
other
municipalities.
K
A
C
Yes,
so
this
is
related
to
the
building
and
Deputy
building
inspector
position
that
we're
creating
so
you'll
see
a
regular
salaries
increase
of
thirty
one
thousand
eight
hundred
that
will
cover
Corey
worthman's
salary
from
when
he
starts
on
August
1st
to
the
end
of
the
year,
and
we
also
are
hiring
a
temporary
position
to
digitize
records
so
that
we
can
get
through
the
backlog
of
paper
records
that
we
have
in
the
building
department.
This
is
a
high-end
estimate
from
the
finance
director.
C
C
Boundaries,
I
I,
don't
know
why
we
just
we
could.
We
could
ask
Susan
when
she's
she
may
not
break
them
out
that
I
think
in
some
of
the
Departments
you
look
at
like
water
and
sewer,
because
they're
separate
funds
from
the
general
fund.
You
see
all
of
the
benefit
costs
in
in
the
general
fund.
It's
it's
a
number
of
different
departments
and
it
gets
aggregated
and
I'm
not
clear
that
that
hiring
that
one
person
is
going
to
raise
that
because
we
do
have
openings
as
well.
B
C
Like
we
might
have
enough
budgeted
for
122
FTE,
but
we
only
have
116
FTE
so.
A
Yeah
I
think
if
you
talk
to
students
to
tell
you
that
those
are
calculated
separately,
because
there's
formulas
for
them
and
so
there's
another
one.
That's
separate
for
retirement
that
and
you
know
not
to
say
that
both
those
formulas
aren't
related
to
what's
the
salary
total
right,
because
that's
your
point
and
that's
correct,
but
she
just
I
think
the
calculations
are
different.
That's.
H
B
C
And
we
we
do
outside
of
City
Hall.
We
do
have
openings,
so
we
still.
We
currently
have
three
openings
in
the
police
department.
We
have
the
opening
Highway
that
we
haven't
backfilled.
C
It's
good
to
understand
that
these
don't
capture
all
the
costs.
I
mean
these.
These
are
the
ones.
We
could
directly
estimate
right
now
and
needed
to
add
for
the
new
position,
but
I'll
try
to
get
you
estimates.
A
A
I
got
another
roll
call,
I
notice,
there's
Full
House
in
the
council,
so
I
won't
go
through
the
details
and,
as
before,
I
see
the
city
administrator
and
the
City
attorney
I.
Don't
think
we
have
anyone
online,
at
least
with
the
city,
so
that
takes
care
of
that.
Our
first
item
of
business
is
public
comments.
I
just
got
to
pick
up
the
list
of
who
it
is.
If
you
could
thank
you
so
just
to
remind
people.
A
The
first
opportunity
for
public
comments
are
on
any
topic
that
you
wish
up
to
three
minutes
and
we'll
do
the
in-person
audience.
First
I
see
Dennis
pavlock
here
and
if
Kathy
capparelli
wants
to
come
up
with
them,
that's
up
to
her.
So.
D
Good
evening,
Council
mayor,
yes
I'm
here
with
my
Committee
Member
from
July
4th
committee,
Kathy
capparelli
I'm.
Here.
First
of
all,
let
me
say
this
I
hope
everyone
had
a
good
time
at
my
at
the
July
4th
event
that
we
just
had
a
couple
of
days
ago.
D
I'm
glad
everybody
had
a
good
time
when
I
didn't
what
I
failed
to
say
was
in
2026
America
is
going
to
be,
America
is
going
to
be
250
years
old,
so
we're
looking
to
expand
our
activities
to
on
a
wider
scope,
but
more
of
that
and
another
year
or
two,
as
it
gets
closer
I'm
here
tonight
to
voice
my
displeasure
regarding
this
past
July
4th
event,
When
I
Was
Here
on
June
12th
I,
had
asked
the
council.
If
the
committee
could
use
the
community
sign
for
my
event
to
let
people
be
aware
of
the
event.
D
D
The
same
thing
happened
last
year
requested
that
to
use
that
sign,
we
never
got
a
chance
to
use
the
sign
as
well,
and
we're
just
wondering
that
why
the
city
does
not
want
to
be
partners
with
the
Declaration
committee,
and
that
is
my
my
argument
tonight.
Outside
of
that,
we
had
a
good
July
4th
but
I'm
looking
to.
D
D
You
know
a
conversation
with
that
on
why
we
can't
use
it
and
I
just
want
to
know
if
the
spirit
of
vegan
day
it's
used
for
Spirit
of
vegan
day
and
the
Saint
Patrick's
Day
Parade,
if
they
get
a
chance,
if
it's
used
for
that,
and
why
can't
we
like
I,
said
why
can't
we
get
our
full
share
of
using
it?
Thank
you
for
your
time.
C
Mary
may
I
offer
a
point
of
clarification
sure,
so
we
did
inform
Dennis
that
the
sign
was
being
used
on
South
Avenue,
because
we
abruptly
made
it
a
one-way
and
we
were
having
a
lot
of
trouble
with
people
going
the
wrong
way
on
the
one
way.
So
the
sign
was
moved
over
as
a
as
a
vital
traffic
safety
matter.
C
If,
if
it
had
been
available,
we
had
planned
to
make
it
available
that
was
conveyed
to
Mr
pavlok
I
was
in
the
room
when
your
assistant
had
that
conversation
with
him,
and
he
seemed
to
agree
at
that
time
that
traffic
safety
probably
warranted
not
using
the
sign
for
other
things.
So
again
we
have
been
more
than
Cooperative
with
the
committee,
but
we
had
a
kind
of
difficult
situation
that
had
to
be
managed
on
South
Avenue,
okay,.
D
A
Okay,
Teresa
craft.
L
Underground
keep
digging
deep
into
the
parking
lot
Fiasco
with
the
current
lawsuit,
and
you
see
that
there
is
more
to
follow,
monitor
tomorrow's
city
planning
board
meeting
as
it's
bound
to
be
the
same
prophecy.
Theaters
proposed
using
the
municipal,
Lot
weekly
for
profit,
decreasing
event,
attendees
to
appease
locals
residents
and
the
area
Apartments.
Their
latest
proposal
involves
packing
multiple
events
into
one
day,
resetting
the
daily
attendance
figures,
regardless
of
parking.
This
puts
us
back
into
an
objectable
number
of
attendees
in
an
unusable
location.
A
Thank
you,
Betty
Wall,.
M
Betty
Wall
ate
River
Ridge
Court
I'd
like
to
raise
my
continued
concerns
about
the
proposal
to
convert
the
Dutch
Reformed
Church
on
Walcott
Avenue
to
an
event
venue,
Hotel
bar
and
cafe.
This
is
the
wrong
space
for
this
type
of
venue.
It
belongs
in
a
commercial
area
not
in
an
area
surrounded
by
quiet,
residential
housing.
M
There
have
been
so
many
significant
issues
raised
over
the
past
two
years
at
planning
board
meetings,
but
most
concerning
right
now
is
that
the
moment
the
planning
board
shut
the
hearings
down
to
the
public.
The
applicant
finally
admitted
that
he
wants
to
hold
multiple
events
per
day.
This
is
something
that
residents
have
been
asking
for
months
with
no
response.
Until
now,
multiple
events
will
cause
an
even
greater
detrimental
effect
on
our
quality
of
life
than
a
single
event.
There
will
be
further
increased
traffic
and
greater
parking
and
noise
disturbances.
M
A
Thank
you,
Steve
Jaffrey,.
K
Good
evening,
I'm
also
going
to
speak
about
the
church,
the
privilege.
Excuse
me,
the
proposed
entertainment
Venue
at
the
historic
Dutch
reform
church
should
not
be
permitted.
The
venue
by
developer
prophecy
theater,
will
be
in
the
middle
of
a
quiet,
residential
neighborhood.
Each
concert
or
event
will
bring
hundreds
of
attendees
on
any
given
day
from
7
A.M
to
9
p.m.
The
traffic
parking
noise
and
trespassing
will
devastate
this
neighborhood.
This
venue
belongs
in
a
business
or
commercial
District.
It
does
not
fit
in
a
quiet
residential
neighborhood.
A
Thank
you.
Anyone
else
here,
physically
yeah,
coming
up,
tell
us
your
name
and
where
you
live.
B
N
N
A
Thank
you
so
much.
Anyone
else
in
the
physical
audience
want
to
make
a
comment.
This
is
your
opportunity
all
right,
and
then
we
also
are
online
so
Amanda.
If
there's
anyone
in
the
virtual
audience
who
wants
to
make
a
comment,
this
would
be
the
time.
O
There's
no
one
in
the
audience
raising
their
hand
to
make
a
comment
if
you
are
watching
on
Zoom,
please
raise
your
hand
if
you're
on
a
phone
press
star
nine,
if
you're
on
YouTube
you'll,
have
to
join
the
zoom
meeting
to
make
a
comment.
But
as
of
this
time,
there
are
no
attendees
I
wish
to
make
a
comment.
A
Thanks
Amanda
and
I
appreciate
you,
covering
for
Ben
I
appreciate
that
a
lot
okay,
well
there'll,
be
a
second
opportunity
for
public
comment.
So
let's
go
down
to
the
next
piece
of
business,
which
is
just
to
do
reports.
Let's
start
with
the
council
and
I,
don't
know
which
direction
we
want
to
start
Dan.
You
want
to
start
up
and
we'll
go
around
yeah.
H
G
You
can
also
schedule
office
hours
with
me
at
p-w-a-k-e
at
beaconny.gov.
I
also
wanted
to
note.
We
had
several
resolutions
up
on
Council
opposing
The
Dumping
of
nuclear
waste
in
the
Hudson,
and
the
state
legislature
did
in
fact
pass
legislation
which
would
ban
this
really
scary
practice.
However,
it's
still
sitting
on
Governor
okol's
desk.
She
has
not
signed
it.
If
you
would
like
to
let
her
know
that
you
would
like
to
not
have
nuclear
waste
in
the
Hudson,
please
call
her
at
1.
P
I
I
know
I've
been
absent
at
the
last
couple
of
meetings.
So
I
want
to
thank
everybody
for
their
patience
with.
B
P
And
for
folks
who
have
reached
out
and
have
continued
to
figure
out
how
to
reach
me
even
when
I'm
not
present
in
the
seat
and
I,
want
to
thank
everybody
who
came
out
to
the
first
annual
Juneteenth
Riverfront
Festival
I
didn't
get
a
chance
to
say
that
last
week
and
I
want
to
thank
the
city
for
all
of
the
support
in
helping
to
make
sure
that
that
event
happened
and
I
also
had
the
privilege
and
opportunity
to
go
to
the
ribbon
cutting
at
the
Breakneck
Trail
reopening,
and
that
was
really
incredible.
P
There
are
so
many
people
working
to
make
trails
in
our
community
happen
and
I.
Think
it's
a
really
incredible
project
and
I
look
forward
to
everything
that
comes
from
that
and
I
just
want
to
share
some
love
for
our
neighboring
communities,
who
are
facing
the
aftermath
of
the
flash
floods
that
we
experienced
yesterday.
I'm
very
grateful
that
it
didn't
impact
our
city,
but
I
also
recognize
or
directly
as
much
but
I
recognize
that
it
did
for
our
neighboring
communities
and
I'm.
Grateful
that
the
governor
and
the
state
and
the
FEMA
is
responding
actively
to
that.
F
Thank
you,
justice,
yeah
I
would
like
to
thank
Dennis
and
Kathy
and
the
rest
of
your
committee
for
a
great
Fourth
of
July
event
on
the
4th
of
July
and
then
also
on
Thursday.
F
A
So
when,
in
the
course
of
human
events,
or
at
least
Beacon
events,
we
occasionally
read
the
Declaration
of
Independence
and
I
just
want
to
say
thank
you
for
that.
I
think
it
was
a
good
event,
as
Molly
mentioned,
and
you
know
happy
to
host
it
here
if
the
crowd
gets
bigger,
happy
to
host
it
at
the
memorial
building
and
as
you
know,
my
wife
and
I
were
also
happy
to
provide
coffee
and
a
Greek
Suite.
A
So
not
much
else.
I
think
you
all
recognize
that
they're,
where
I
was
the
last
few
weeks,
there
are
obviously
no
razors,
they
don't
sell
them,
there's
a
ban
on
them,
and
so
you
know
here,
I
am
back
and
then
finally
I
went
down
to
the
train
station
this
morning
and
I'm
on
the
Riverside.
There's
almost
no
cars
and
I'm
thinking
well
we're
not
flooded
and
then
I
get
out,
and
only
then
do
I
start
to
look
online
to
discover
that
the
Hudson
line
is
down.
A
So
there
was
flooding
both
north
of
us
and
south
of
us,
and
so
I
was
working
from
home.
I
saw
in
the
latest
announcement
from
Metro
North
that
they
have
servicenow
up
as
far
as
Peak
skills,
so
they've
got
the
section
between
Croton
and
Peak
Skill
cleared
out,
but
there's
another
piece:
that's
north
of
us,
so
they're
running
buses
from
peakskill
to
Beacon
and
Poughkeepsie
for
the
next
few
days.
A
So
I'll
keep
looking
I've
been
forced
to
work
from
Beacon
I,
know
you'll,
you
know,
won't
begrudge
me
that,
but
it's
kind
of
nice
and
then
finally
I
also
know-
and
others
have
mentioned
this-
that
it
was
tough
for
a
number
of
people.
The
last
you
know
day
or
so
because
of
all
of
the
rains
I
assume
almost
all
of
us
had
at
least
you
know
some
leaks
or
flooding
or
whatever
I
think
the
city
did
a
a
good
job.
Trying
to
respond.
A
I
know
that
the
highway
department
was
out
on
trying
to
clear
out
culvert's,
you
know
and
other
places
where
the
water
require.
You
know
accumulates
so
I
just
want
to
thank
the
city
workers
for
that,
and
then
that's
all
I
got
Chris.
You
want
to
go
from
there.
I.
A
G
A
B
A
All
right,
good
Chris-
you
already
took
us
through
that,
but
you
want
to
summarize
something
about
Corey
for
if
they're,
just
joining
right
now
for
the
regular
meeting,
sure.
C
So
we
were
interviewing
for
a
deputy
building
inspector,
which
is
an
added
position
that
we
haven't
had
in
some
years.
We
were
we,
we
did
put
it
out
widely
and
had
had
done
a
number
of
interviews.
Our
last
interview
was
with
Corey
worthman,
who
serves
as
the
building
inspector
for
the
Village
of
New
Paltz,
and
he
was
the
consensus
choice
of
the
committee
of
the
two
people
in
our
building
department
and
Sarah
Morris,
our
rec,
our
HR
director,
and
he
has
a
Bachelor's
of
science
from
New
Paltz.
C
He
is
the
volunteer
fire
chief
for
the
for
New
Pulse,
I've
known
him
more
than
20
years,
and
he
is
well
respected
in
in
the
community
of
New
Paltz.
So
we're
looking
forward
to
him
coming
on
our
team.
We
were
also
impressed
that
he
asked
to
give
his
current
employer
A
month's
notice,
which
we
absolutely
respect,
so
he
won't
be
starting
until
August
1st.
A
Any
questions
or
comments
from
Council,
okay,
so
all
in
favor
of
appointing
Corey
worthman
of
the
position
of
Deputy
building
inspectors,
say
aye.
Anyone
opposed
all
right.
Thank
you.
The
second
one
I'm
looking
for
a
motion,
a
second
to
appoint
Mercedes
Perez
to
the
position
of
Municipal
secretary
motion.
P
A
C
This
is
the
second
position
in
the
building
department
that
we're
filling
it
was
to
fill
the
vacancy
created
when
Amanda
Caputo
was
promoted
to
city
clerk
and
Mercedes.
Perez
is
currently
the
Planning
and
Zoning
secretary
and
works
in
the
building
department
for
the
village
of
Wappingers
and
has
previously
worked
in
other
local
local
governments,
including
a
city
in
Florida.
She
comes
with
20
years
of
clerical
experience
and
we
thought
she
would
be
just
a
seamless
fit
in
jumping
into
the
new
duties,
so
she
would
be
taking
over
Staffing
the
zoning
board.
G
I
just
want
to
comment,
thank
you
to
Chris
and
the
rest
of
the
building
department
for
really
filling
out
the
staff
in
this
really
critical
Department.
There's
we
talk
a
lot
about
things
that
we're
asking
the
department
to
do,
including
our
short-term,
rentals,
so
I
appreciate
the
vision
in
building
out
this
group,
and
it
seems
like
a
really
great
group
of
stuff.
A
All
right
so
I
will
bring
it
to
a
vote,
if
that's
all
right.
So
all
those
in
favor
of
reporting,
Mercedes
Perez
to
the
position
of
Municipal
secretary,
say
aye.
B
A
F
A
C
C
We
had
put
this
out
to
bid
and
received
five
bids.
Last
Thursday,
the
low
bid
was
from
Catalyst
Construction
LLC
of
Middletown
New
York
in
the
amount
of
111
856.
that
was
significantly
lower
than
our
Engineers
estimate.
So
we
did
some
follow-up
investigation
over
the
last
couple
days
to
make
sure
that
that
was
a
responsible
bid
and
you
have,
in
our
packet
a
recommendation
from
the
city
engineer
to
award
the
bid
to
this
company.
B
C
Be
determined,
let's
see
how
they
do
on
this
first
Chris.
Why
do
we
need
easements
for
a
sidewalk
work?
Great
question
along
along
the
west
side
of
South
Avenue
are
a
stand
of
really
beautiful,
mature
sycamore
trees
and
I
could
either
take
the
trees
down
and
and
widen
towards
the
road
or
I
could
go
back
into
the
embankment
to
get
the
five
feet
necessary
for
the
Ada
sidewalks,
so
we're
actually
cutting
a
little
bit
into
the
embankment,
so
we
can
go
around
the
existing
mature
trees.
Correct.
Thank
you.
H
B
H
And
do
we
have
funding
remaining
in
this
in
the
cdbg
grant?
Now
that
the
bid
came
in
lower
that
we
can
use.
C
We
should
have
some
tens
of
thousands
of
dollars
left
over.
We,
we
do
have
to
account
for
construction
inspection,
so
we
hire
a
construction
inspector
to
keep
an
eye
on
it,
but
we'll
still
probably
be
hopefully
a
surplus
of
50
or
60
thousand
dollars.
A
All
right,
so,
let's
bring
this
one
to
about.
So
all
those
in
favor
of
authorizing
the
ministry
of
executing
agreement
regarding
the
South,
Avenue,
sidewalk,
rehab
project,
say
aye.
B
A
K
A
So
Dan
and
George
Chris,
you
want
to
give
us
a
quick
summary.
I
So
it's
amazing
Charter
requires
that
you,
as
mayor
from
the
city
administrator,
prepare
a
five-year
Capital
plan
that
be
presented
to
the
city
council
by
31st.
Would
there
have
to
be
a
public
hearing
and
that
it'd
be
voted
upon
by
the
city
council
by
July
31st?
So
the
resolution
before
you
accomplishes
that
last
task,
the
first
task
presentation,
preparation
by
the
city
administrator
for
your
office,
was
presented
to
the
city
council
by
May
31st,
you
workshopped
it
on
a
number
of
occasions.
I
So
the
resolution
before
the
council
does
two
items
that
adopts
the
2024-2028
capital
program
and
it
also
adopts
and
proposed
2024
Capital
program,
fundings
sources.
We
will
correct
the
typo
in
the
last
result.
What
refers
to
a
funding
me
for
24
to
28
is
just
for
2024..
In
subsequent
years
as
the
capital
plan
gets
presented
and
refined
for
each
year,
you
will
vote
on
the
plan
next
year
and
also
the
funding
for
a
specific
2025..
F
C
Reconstruction:
okay,
we're
going
to
go
back
and
and
I
did
have
an
initial
conversation
with
the
county
about
whether
they
might
fund
that
they
said
it
could
be
fundable.
It
might
make
a
good
tap
Grant,
which
is
transportation
Alternatives
program.
We
use
that
for
the
bump
outs
on
Main
Street,
so
we're
going
to
slow,
slow
down
on
that
and
see
if
we
can
do
a
more
complete
project.
C
C
C
We've
been
cautious
about
doing
that,
because
in
evaluating
the
work
that
we
needed
to
do
there
were
there
ended
up
being
a
lot
more
Ada
curb
ramps
than
we
initially
thought
and
you'll
remember.
Last
year
we
went
through
a
whole
process
where
we
bid
twice
the
Ada
curb
Brands
and
we
couldn't
get
them
into
a
realistic
budget,
so
we
ended
up
doing
them
in-house.
There
are
just
too
many
to
do
so.
What
we're
going
to
try
to
do
is
Bid
those
curb
ramps
and
then
see.
C
What's
left
that
those
and
I'm
forgetting
what
the
number
was,
but
it
was,
it
was
well
over
15
that
we
needed
to
do
and
it's
I'm,
probably
underestimating
grossly
so
I
seem
to
remember.
There
were
maybe
about
three
hundred
thousand
dollars
worth
of
curb
Rams
that
we
first
wanted
to
make
sure
that
we
had
before
we
said:
okay,
we're
going
to
do
another
round
of
roadway
yeah.
F
A
So
my
only
comment
is
just
I'm
very
appreciative
of
putting
the
other
Capital
plan
I've
been
through
a
lot
of
councils,
and
this
one
at
least
does
look
the
full
five
years
out
in
recognizing
that
anything
past
the
first
year
is
really
just
an
estimate.
I
will
say
at
work.
I
got
you
I
just
got
tasked
today
with
a
10-year
look
at
something
I'm
thinking
they're
out
of
their
minds,
and
this
is
for
a
relatively
new
product.
A
So
you
know
it's
it's
hard
to
do,
but
I
said
I'm
very
appreciative
and
I
think
this
is
the
correct
level
of
detail
and
clearly
the
funding
seems
also
appropriate.
I.
Am
you
know
looking
carefully
at
using
this
much
general
fund
balance,
but
I
do
believe
it's
there.
We
obviously
can't
do
that
more
than
this
one
time
it'll
take
us
a
while
before
we
can
do
it
again,
but
I'm
good.
I
I
A
That
sorry
sure
Molly
aye
all
right,
Justice
I
George.
Yes,
the
mayor
votes,
yes,.
A
B
I
C
A
Yes,
motion
carry
7-0,
thank
you
and,
as
I
said
before,
we
get
to
the
minutes
of
June
26.
We
have
one
more.
B
A
Which
is
the
amendments
to
the
general
fund
budget
of
2023.?
We
want
to
do
them
all
together,
can
I
get
a
or
do
I
need
to
do
themselves.
C
A
All
at
one
time
so
can
I
get
a
motion
to
approve
the
Amendments
discussed
to
the
general
fund
budget
totaling.
Sorry,
fifty.
A
Three
hundred
eighty
dollars
totaling
fifty
thousand
and
change
Ocean.
B
C
Yes,
so
you
just
adopted
the
capital
program.
This
is
your
other
major
budget,
which
is
your
operating
budget.
This
would
amend
the
2022
general
fund
budget
by
fifty
thousand
three
hundred
and
eighty
dollars
taking
that
money
out
of
contingency
and
putting
31
800
towards
regular
salaries
for
use
of
the
Deputy
building
inspector
for
the
rest
of
the
year.
We
will
then
add
that
full
salary
to
the
2024
budget
that
we
bring
to
you
in
October.
C
We
have
a
temporary
position
to
do.
Digitizing
of
just
a
large
volume
of
paper
records
we
have
in
the
building
department,
that's
15
000
and
the
related
Social
Security
cost
of
that
are
3580
for
a
total
of
fifty
thousand
three
eighty,
and
that
leaves
ninety
thousand
in
our
contingency.
So
we've
used
63
percent
of
our
contingency.
B
A
All
right,
so
this
is
the
second
opportunity
for
public
comment.
If
you
have
not
made
a
comment,
the
first
time
and
would
like
to
do
so,
this
time,
you've
got
three
minutes.
Anyone
in
the
physical
audience
would
like
to
make
a
public
public
comment.
Now
is
your
opportunity
I'm?
Looking
at
you,
Kathy
you're,
the
only
one
left
that
hasn't
made
a
comment.
Q
I
actually
have
something
written
down,
so
I
don't
mess
up.
My
first
time,
speaking
to
the
city
council,
I
just
want
to
say,
I
want
to
tip
my
hat
to
the
public
servants.
I
propose.
We
start
by
recognizing
their
invaluable
contributions.
Each
and
every
one
of
you
recognizing
the
importance,
important
roles
that
each
of
you
play.
We
must
ensure
you
are
adequately
compensated.
Q
We're
talking
about
budgets
and
everything
that
our
city
has
to
pay
for,
and
taxpayers
are
paying
for,
I
want
to
make
sure
each
and
every
one
of
you
is
compensated
and
and
adequately
compensated
for
what
you
do.
I,
don't
know
how
to
go
about
doing
that
without
raising
our
taxes.
So
please
don't
raise
our
taxes.
Q
Let's
try
to
keep
our
taxes
down.
In
addition,
I
would
like
to
encourage
young
minds
to
consider
careers
in
public
service
and
I
want
to
also
highlight
the
Fulfillment
and
purpose
that
comes
from
serving
others.
We
appreciate
what
our
public
servants
do
for
us.
By
nurturing
this
mindset,
we
can
ensure
a
future
generation
of
dedicated
individuals
who
will
carry
the
torch,
Public
Service
forward.
Q
Q
Thank
you
for
letting
me
say
my
part
I
appreciate
each
and
every
one
of
you
and
I
look
forward
to
working
with
you
on
the
independence
committee,
Independence
Day
committee
and
I
just
want
to
also
say,
as
vice
president
of
the
local
Beacon
Community
Lions
Club,
we're
having
a
fundraiser
if
you're
interested
in
supporting
us
we're
raffling
off
a
40
inch
TV
this
Saturday,
if
you're
interested
reach
out
to
me,
and
we
will
get
you
your
raffle
tickets.
Thank
you.
B
A
One
online
okay,
I
will
look
for
a
motion
to
go
into
executive
session
to
discuss
illegal
matters
and
then
to
come
out
and
do
no
further
business
and
adjourn.
