budgets

that
cost

complete
figure
to
determine
forecasting
funding,
adjust
of
increase
and
savings.

June

the
21st.
Reflecting
information
such
as
the
current
inflation
levels,
are
at
the
highest
they've
been
in
40
years.
Diesel
fuel
in
South
Carolina
was
at
that
time
the
highest
ever
recorded
since
AAA
began
tracking
that
and
collecting
data
on
fuel
prices.

The
2019
referendum
was
also
developed
originally
using
a
five
percent
annual
escalation
factor
and
over
the
period
of
the
referendum.
Collectively
that
worked
out
to
be
roughly
20
escalation
for
the
duration.
When
we
went
through
our
updated
information
and
our
forecasted.
What
we
learned
was
that,
because
of
what's
happening
in
the
current
market
conditions
with
all
of
this
escalation
that
we're
experiencing,
that,
what
we're
seeing
is
is
that
the
forecast
that
escalation
is
going
to
be
more
in
the
30
percent
higher
than
that
20.
That
was
originally
budget.

discussions
also
took
place

July
12th
of
the
board,
and
it
was
at
that
board
meeting
that
the
board
provided
approval
to
use
up
to
31.1
million
dollars
of
bond
premiums
to
complete
the
remaining
referendum
project,

identified
increases
and

savings
to

hacks
with
some
of
these
earlier
contracts
when
we
knew
money
was
coming
back,
so
we
forecasted
a
portion
of
those
funds.
But
what
we're
beginning
to
see
on
some
of
this
is
that
it's
more
favorable
and
we're
taking
that
into
account
as
we
close
out
projects.

do
a
running
total
and
make
sure,
because
right
now,
I've
been
a
quick
update
with
the
latest
information
coming
away
from
the
last
board
meeting
where
additional
Bond
premiums
were
used
this
month,
we
are
still
tracking
to

good,
and
at
this
time
I
still
feel
comfortable
that
knowing
that
most
has
a
concern
with
the
number
that
we
received
as
we
go
through,
that
I
believe
I'll
be
able
to
find
those
additional
dollars
to
cover
that
ovary
and
still
have
these
funds
and
I'm
going
to
talk
next,
where
we
are
with
those
dollars
currently.

2020

larger
packages,
that's

those
dollars

services
well,
there's
a
couple

things
and
we've
already
begun

see
some
