BEAUFORT COUNTY STORMWATER MANAGEMENT UTILITY BOARD Wednesday, June 14th, 2023, 2:00 p.m.
The Stormwater Management Utility Board determines appropriate levels of public stormwater management services for residential, commercial, industrial, and governmental entities within Beaufort County; to recommend appropriate funding levels for program elements in Stormwater Management Plan; to advise the staff of the stormwater management utility on master planning efforts and cost of service/rate studies; and to support and promote sound stormwater management practices that mitigate non-point source pollution and enhance area drainage within Beaufort County.
Meetings are regularly held on the second Wednesday in February, March, June, September, and November at 2:00 p.m.

the
report
section.

kind

a

Today,
I
would
just
like
to
Echo
the
sentiments
from
the
board
regarding
miss
Corbin
and
Miss
Wallace's
service
they're.
Well,
they
will
be
replaced
but
never
actually
replaced
in
our
program.
So
they've
got
very
big
shoes,
they've
Left
Behind
for
me
to
try
and
step
into
and
fill
until
those
are
all
advertised
and
filled
so
beginning
with
the
utility
update.

would
like
to
it's
been
a
little
hot
and
it's
going
to
stay
hot
for
a
little
while.
But
if
you
have
any
place
that
you'd
like
to
suggest
for
public
meetings
for
the
fall
I
know
the
county
Channel
loves
being
on

fly

us

in
the
field.
So
if
there's
a
place
that
you'd
like
us

consider

outdoor
meeting

maybe

November
or
December
board
meetings,

far

annual
Financial
reports,
all
of
those
from
each
of
the
municipalities
has
been
received
by
the
county.
So
everyone
is
in
good
standing
with
our
existing
igas.

the
monitoring
update,
we
do
not
have
a
representative
from
the
lab
here
today.
Danielle
is
taking
a
leave
of
absence
for
the
next
month.
The
county
is
still
in
compliance
with
its
mou,
with
the
lab
to
be
providing
services,
so
everything's
still
rocking
and
rolling.
In
her
absence.
If
you
recall
from
the
last
meeting
we
had,
there
was
some
discussion
about
the
mou
with
the
university
changing,
but
at
this
time
our
mou
is
in
good
standing,
so
there's
no
proposed
changes
that
have
been
presented
to
the
county
so.

a
really
great
job
of
having
what
previous
year's
actuals
were
and
then
kind
of
a
snapshot
where
we
are
six
months
into
the
budget
with
how
we're
sort
of
tracking
on
spending,
and
so
it
is
something
that
we
consider
back
in
2019,
that
we
adopted
the
five-year
kind
of
hundred
dollar
standardized
rate,
and
so
at
this
point
we
were
given
how
many
large-scale
infrastructure
projects
we
have
on
the
books,
showpoint
being
one
of
the
largest.
Even
if
we
were
to
spend
all
of
our
reserves,
keep
the
fees
the
same.

still
have
plenty
of
money
through
the
utility
until
FY
27.,
and
so
what
we'll
have
well,
what
will
go
out
for
bid,
probably
based
on
procurement
requirements,
is
have
a
consultant.
Do
that
forecasting
for
US,
based
on
what
our
Capital
project
list
looks
like
based
on
Capital
Equipment
needs
and
same
thing
for
Jeff.
They
had
a
they
kind
of
had
a
program
on
it.

they
had
mentioned.

really
reassess
what
your
storm,
what
you're
charging
as
your
storm
water
utility
rate,
and
so
if
we
were
going
to
already
need
to
take
a
look
at
it,
the
thought
was,
we
would
you
know
Jeff
and
the
town
of
Hilton
Head
would
just
piggyback
on
what
we
were
doing.
So
we
could
have
a
combined
effort,
so
more
than
likely,
based
on
spending
I,
don't
foresee
a
real
need
to
increase
those
fees,
but
that'll
be
something
that
the
financial
kind
of
audit
we'll
take
a
look
at.

all

for
regional
coordination.
I
didn't
put
an
update
in
the
report,
but
thought
it
would
be
worthwhile
to
mention
something
that
we've
kind
of
talked
about
over
the
last
few
meetings
that
you
are
keenly
aware
of
is
what's
kind
of
occurring
in
the
old
Woodlands
neighborhood.
There
was
a
meeting
back
in
early
May
with
some
of
their
the
town
staff
as
well
as
County,
council
member
and
so
we're
continuing
to
move
forward
with
those
efforts.

Jeff
and
I
are
going
to
be
working
on
having
an
easement
be
handed
over
to
the
town
of
Hilton
Head
for
future
management
and
maintenance,
and
then
the
county
has
received
a
quote
back
for
surveying
work.
To
get
some
of
that
effort
started
in
the
drainage
easements
that
the
county
is
responsible
for
and
I
know,
we've
got
one
driveway
pipe,
but
it's
going
to
be
pretty
close
to
being
replaced
at
this
point.
So
just
to
let
you
all
know
we're
still.

between
old
town
and
Stoney
Creek,
that
section
there.
We
have
some
drainage
issues
and
some
lack
of
knowledge
where
everything
is
is
so
we're
going
to
go
ahead
and
go
with
our
drainage
study.
There
get
a
better
handle
on
flooding
in
that
area.
The
May
River
Baseline
study
got
approved.
That
is
where
in
2004,
DNR
and
NOAA
came
in
and
did
a
baseline
on
the
May
River
and
we're
kind
of
treating
that
as
a
pre-development
study
and
now
we're
going
to
update
that
Baseline
study
to
what
we
are
at
right
now.

we're
excited
about
that
they're
going
to
come
in
and
do
that
study
for
us
and
then
our
uscb
lab
MOA
got
approved
by
Council
last
night.
So
we're
moving
forward
with
that
to
finalize
that
to
ensure
that
we
keep
our
sampling
efforts
with
the
county
and
and
and
our
MST
lab
with
this
County,
keep
that
up
and
running.
So
we're
excited
about
that.

agreed
to
do
some
work

County

time
we

involve
DHEC
when
we're
made
aware
of
those
types
of
issues,
because
you

the
county
and

speak

permit
septic
tanks,
but
we
let
but
DHEC
does.
And
so,
if
there
are
issues
like
I
said,
we
bring
it
to
the
hex
attention
and
then
hope
they
kind
of
mediate,
remediate
the
situation
so
and
if
we're
doing
anything
wrong
on
that,
we
haven't
been
told
so
yet
so.

the
only
thing
I'll
add
to
the
municipal
reports,
because
I
don't
know
if
it
was
mentioned
during
the
April
meeting-
is
that
the
city
of
Beaufort
recently
was
able
to
successfully
leverage
Federal
funding
to
do
that.
Baynard
road
drainage
project.
We
may
have
brought
it
to
your
attention
either
through
this
board
or
the
the
city
staff,
but
they
have
been
doing
the
downtown
drainage
study
and
I
just
thought.
It
was
really
great
that
they
were
able
to
get
I
think
about
eight
hundred
thousand
dollars
towards
that
project.

So,
as
far
as
storm
water
related
projects
go,
we
continue
to
meet
monthly
about
easements
and
work
through
those
where
we
can
take
them.
On
the
Shell
Point
project.
We
did
post
an
invitation
for
bid
in
late
May
that
will
close
in
two
weeks
and
that's
for
some
maintenance
work.
What
guided?
What
went
into
this
bid
is
the
preliminary
environmental
data
that
we've
received,
and
so
we
were
able
to
make
a
decision
about
what
we
could
quickly
fix
without
having
to
get
further
permits.

receive
a
design,
scope
and
fee
for
the
Hamrick
Drive
project
on
June,
2nd
and
I'm
working
through
that
we
need
a
little
a
little
bit
more
coordination
within
our
office
before
we
provide
comments
back
to
the
consultant
on
that
jumping
down
to
the
on-call
stormwater
infrastructure.
Services,
the
hospital
Court
North
project
will
begin
in
next
fiscal
year
and
Bessie's
Lane
should
have
an
update
next
week.

we
got
these
vids
we
were,
we
did
not
budget
appropriately
to
handle
that
project,
and
so
when,
when
we
bring
that
recommendation
to
County
Council
they're
going

work
live

morning

several
times
over
budget
project
to
somebody,
and
so
this
fiscal
year
for
24,
we've
included
more
funds
to
cover
those
costs,
and
so
this
time
around
you
know
we're
hoping
to
be
successful.

professional
contracts,

Brewer
Memorial,
is
closing
out.
We
wrapped
up
the
irrigation
work
that
needed
to
happen
there
and
so
we're
working
with
the
engineer
of
record
and
his
firm
to
have
that
closed
out.
We
continue
to
work
with
wolffert
meet
with
them,
bi-weekly
on
several
projects
and
just
to
highlight
a
few.
The
northern
ladies
Island
drainage
study
is
almost
wrapped
up
into
a
report,
and
we
expect
that
here
in
a
few
weeks,
the
monitoring
station
is
either
in
or
almost
in,
and
we
have
a
tentative
install
date
for
that.

sir
looks
like
some
of
it
got
cut
off,
but
riversend
is
a
community
in
the
okatee
area,
with
County
infrastructure
and
drainage
infrastructure,
and
so
we
looked
at
our
water
quality
monitoring
data
and
salt,
elevated
bacteria
levels
there
and
also
have
some
infrastructure
situations
that
need
taken
care
of,
and
so
we
hope
to
combine
those
efforts
and
take
care
of
both
the
quality
and
the
infrastructure
issues.

inspectors
are
as
busy
as
ever,
knocking
out
inspections
and
again
just
I
meet
with
them
about
every
two
weeks
and
they're
continuously
excited
that
sites
that
may
not
be
in
compliance
at
the
beginning,
get
compliant
and
stay
compliant
and
are
really
proud
of
that.
So
I
just
wanted
to

We
don't
have
an
update
on
using
intergov
for
our
permitting
software,
but
we
did
get
a
small
update
on
the
ms4
Statewide
General
permit.
They
have
it.
We
haven't
seen
it,
but
it
does
exist.
We
also
heard
an
update
from
DHEC
earlier
this
month
on
a
new
e-permitting
system
to
complement
the
one
that's
already
in
place,
and
then
staff
is
working
with
the
airport
team
on
their
industrial
permit
to
make
sure
that
they're
in
compliance
there.

I'll
move
into
the
staff
update.
As
has
been
mentioned,
Miss
Carolyn
Wallace
accepted
a
position
with
capital
projects
earlier
this
month,
and
so
we
will
certainly
miss
her
and
her
efforts.
I'll
wrap
up
my
efforts
at
Beaufort
County
at
the
end
of
the
month,
and
of
course
we
continue
to
interview
for
all
open
positions.

then
in
early
April,
the
new
pipe
inspection
camera
was
delivered,
and
so
after
we
got
the
tags
and
proper
insurance
and
whatever
else
that
needed,
Scott
Yeomans
has
been
really
dedicated
to
not
only
learning
the
system
but
also
putting
it
to
use
he's
not
afraid
to
put
it
to
use.

would
be
but
really
wish.
I'd
included
a

we
were
able
to
camera
some
pipes
down
in
Bluffton
along
a
county
road.

was
quite
an
experience,
but
just
wanted
to
give
a
shout
out
to
Scott
on
his
efforts
with
that,

so
now,

I
transition
it
to

give
the
project
report
from
the
infrastructure
team
I
want

recognize

Stephen
Carter,
who
was
the
assistant
superintendent
for
stormwater,
has
been
promoted
to
the
superintendent
of
stormwater.

the
report
is
wrong
in
that
it
came
from
the
assistant.

council
members
who
have
no
choice

of

incidental
thing
that
has
to
do
with
Arthur,
horn
and
I
can

and
others.
We
on
Azalea
Drive,
which
is
adjacent
to
Arthur
horn.
There
is
a
very
large
alligator
that
decided
it
was
going
to
stay
in
somebody's
yard
for
a
couple
of
days
and
yeah
it
was
DNR
the
police.

came
to
help,
but
finally,
DNR
sent
one
of
their
contractors
to
help
I
think
it
was
about
I've
seen
pictures
of
it.
It
looked
at
least
eight
feet,
so
so
it
was
last
month
did
y'all
know
about
that.

sure
it
was
living
in
Arthur,
horn,
Park
too,
but
I'll

a

I
felt
so
bad
for
those
people
in
that

we
had
our
community
services
and
land
use
meeting
on
Monday
and
we
reaffirmed
what
the
Planning
Commission
recommended
on
on
several
issues.
To
include
to
the
one
controversial
one
and
we'll
see
where
it
goes.
It
still
has
to
go
in
front
of
Patrol
Council.
That's
taking.
It
was
a
proposal
to
take
out
Pine
Island
from
a
cultural
overlay,
Protection
District,
yeah,
Saint
Helena.

All

so
for
new
business
for
y'all,
since
we've
last
met,
there
was
a
County
Council
session,
where
Administration
was
tasked
with
looking
at
all
of
the
boards
that
staff
report
to
and
to
see.
If
there's
any
way
to
make
improvements
to
our
current
system
and
as
it
stands
now
with
the
new
public
works
reorganization.

So
there's
a
lot
of
different
things
that
occur
at
each
board
and
so
preliminarily
it
was
discussed.
Maybe
we
have
a
meeting
once
a
month
but
have
discussions
about
one
subject
matter
one
meeting
another
subject
matter
a
different
meeting.
We
also
looked
at
how
the
current
boards
are
established.
There
are
some
boards
that
have
a
representative
from
every
Council
District.
Our
board
has
a
representative
from
Seven
districts.
Solid,
Waste
and
Recycling
has
nine
Representatives.

We
have
Forex
officio
members.
There
are
ex-officio
members
that
are
supposed
to
be
on
the
solid
waste
and
recycling
board
and
that
do
not
attend
I.
Think
right
now
there
are
only
three
filled
positions
on
the
solid
waste
board.
So
again,
there's
a
lot
logistically
to
figure
out,
but
we
do
have
to
bring
back
I
think
a
preliminary
recommendation
by
the
end
of
this
month
or
next
month.

There
are,
there
are
things
where
they're,
for
example,
a
lot
of
the
effort
that
our
Solid
Waste
program
does
gets
us
compliance
with
our
ms4
permit
things
like
the
litter,
cleanups,
the
public,
education
and
Outreach,
so
to
some
degree,
I
think
there
is
a
little
bit
of
overlap.
If
you
look
at
most
of
these
cleanups,
they
occur
in
roadside
ditches,
which
again
has
a
direct
impact
on
kind
of
our
efforts
and
what
are
receiving
Waters
end
up
getting
so
there
are
definitely
places
where
there's
similarities,
but
I
don't
disagree.

There
are
also
places
where
there
are
dissimilarities,
both
the
solid
waste
and
recycling
and
storm
water
programs
are
Enterprise
funds,
and
so
we
do
have
to
come
to
the
boards
for
recommendation
for
approval.
Certainly,
the
function
of
the
board,
if
it
were
to
change,
would
not
change
in
formality.
We've
the
same
things
we
do
now
would
still
be
occurring.
It
would
just
be
a
consolidation
of
effort.
