our
engineering

father

a
civil
engineer

worked

plants

his
footsteps.

retired
after
40
years
in

we
made

great
team
and

our
beaufort
county
detention
center.
These
folks
are
some
of
the
most
important
key
people
that
we
have
in
the
organization
they
work
tirelessly
and
literally,
they
will
work
tirelessly
because
they
are
short
staffed
and
they
have
to
work.
Multiple
shifts
some
some
weeks,
if
not
every
week,
standing
beside
me
this
evening
is
jesse
scott
who's.
A
lance
corporal
in
our
detention
center
has
been
with
us
for
six
years
as
a
part
of
that
you're
responsible
for
the
care,
custody
and
control
of
inmates.

Unique-
and
I
want
you
to
know
that
I'm
very
impressed
with
with
your
things
that
you're
willing
to
share
here.
He
is
a
native
of
saint
helena
island.
He
is
an
avid
gardener
and
a
fisherman.
He
attends
first
african
baptist
church
on
st
helena
island
and
there
he
began
the
united
community
foundation
to
assist
senior
citizens,
low-income
families
and
youth.

These
community
explosions
gave
the
churches
the
opportunity
to
assemble
and
invite
guest
speakers
throughout
the
community
that
would
give
insightful
messages
to
the
youths
in
hopes
of
opening
their
minds
to
make
positive
choices
in
life.
The
money
is
from.
These
events
are
used
to
make
minor
repairs
to
homes
in
the
community,
contribute
to
youth
events,
graduating
the
seniors
and,
whenever
necessary
and
helping
rebuild
the
st
holloman
community.

a

know
that
that's
very
impressive,
appreciate

service
to
the
county
and
to
the
county
and
your

corporal
scott
he's
a
very
involved
person

the
community,

let
me

tell
you
that
you
know
working

too
hard,

community
organization

he's
been
leading
is
is
not
as
good
as
it
used
to
be
because.

I'll
take
that

consideration
our
our
next
employee

our
final
employee
is
also
from
our
detention
center.
As
you
can

uniform,
tracy
bile
is
the
lance
corporal
been
with
us
for
six
years
again.
He
has
essentially
the
same
duties
as
lance
corporal
rule.

Scott
and
does
the
same
things
there.
Something
unique
to
share
about
him
is
that
he
is
a
native
of
pennsylvania.
He
completed
26
years
in
the
army.
I'll
tell
you
this
next
part
is
impressive,
as
well.
After
his
active
duties
service
in
the
military,
lance
corporal
bile
joined
the
pennsylvania
national
guard,
he
served
honorably
until
his
transfer
in
2012
to
the
south
carolina
state
national
guard.
You,
the
unique
thing
about
this
unit,
is
it's
a
voluntary
unit
with
no
pay.

Some
of
the
duties
of
the
unit
involves
assisting
with
floods,
hurricanes
and
marine
supply
points
of
distribution
for
food
and
water.
He
is
always
quoted
as
saying
I
love
the
military.

It's
in
my
blood
and
duty
does
not
only
apply
in
the
military,
so
thank
you
for
your
service
to
the
county,
to
the
state
of
pennsylvania
to
to
your
community-
and
I
appreciate
get
turned

know
that
we
are
beginning
to
implement
a
new
program
here
at
the
county
regarding
our
fleet
is
something
that
our
team
has
been
working
on
for
over
a
year
now
we
have
nearly
300
vehicles
in
our
fleet.

We
project,
based
on
the
studies
that
we've
done
regarding
this
pool
of
vehicles,
is
that
this
is
going
to
save
the
county
over
a
hundred
thousand
dollars
a
year,
plus
reduce
the
amount
of
vehicles
that
we
have
to
purchase
through
the
budget.
So
that's.

About
something
that's
recently
occurred
here
in
the
county
and
it
is
ongoing
and
it's
something
I
feel
I
need
to
address
this
evening
with
you
all
and
that's
the
process.
That's
been
undertaken
by
consultants
with
our
parks
and
rec
department.

them
were
attended
over
and
over
by
the
same
folks,

who
house
specific
interest
with
regards
to
recreation
improvements
that
they'd
like
to
see
made
in
the
county,
I'm
here
tonight
to
tell
council

ask
me

things

advance

that
study.
Once
the
study
is
complete,
I
will
do
what
I
always

is
we
will
give
you
a
full
report

study

we
will
make
appropriate
recommendations

funding
the
recommendations
of
that
study
after
we've
had
a
chance
to
prioritize
those.
There
are
a
lot
of
priorities
in
the
county
right
now
that
I'm
being
asked
to
work
on,
I've
got
to
try
to
figure
out
how
to
fund
an
airport
expansion.

got
to
figure
out
how
to
do
deferred.
Take
care
maintenance
on
administrative
buildings
around
the
county.
I've
got
to
figure
out
how
to
implement
a
facility's
master
plan.
I
have
to
figure
out
how
to
keep
the
comp
and
classification,
the
classification
and
compensation
study
current
and
protect
our
employees.

Elected
officials
where
they
may
need
my
assistance
in
helping
develop
a
plan
to
deal
with
their
shortages
as
well,
I'm
committed
to
doing
all
of
those
things,
but
it's
going
to
take
time,
I'm
just
asking

and

the

horn
building.

for

were

the
beaufort
industrial
village,

now

own
building

love

county
council

recreation
centers
right
now
and
I'm

seen
several
of
you

charleston
brown
center

see

building

attend

recent

express

how
much
it
means
to
us,
as
as
an
organization
but
also
to
the
community,
that

county

prioritizing.

issue,
assessing
it
and
really
looking
to
make
some

changes.

center
task
force
and
then

nothing

supportive
in
terms
of

programs

some

the
items

a
report
from
the
community
services
and
public
safety
committee
meeting
it
was
held
on
march
7th.
We
had
a
presentation
that
was
made
to
us
by
the
ronald
mcdonald
house.
Everyone
probably
is
very
familiar
with
the
service.
That's
provided
by
the
ronald
mcdonald
house.
They
have
a
particular
section
of
the
the
house
that
deals
with
dental
issues
and
it's
called
the
mobile
dental
unit.
It's
staffed
and
operated
by
the
buffer,
jasper,
hampton
comprehensive
health
services.

This
mobile
dental
unit
provides
service
to
over
3
000
children
annually
with
dental
screenings
and
services
that
they
wouldn't
necessarily
be
able
to
obtain
through
any
other
way.
Their
children
are
referred
to
this
dental
unit
by
social
school,
social
workers
or
nurses,
and
if
they
were
not
referred
there,
they
would
otherwise
not
receive
those
services.

Ronald
mcdonald
house
has
a
budget
manually
for
their
house
operation
and
for
the
dental
unit
which
operates
in
south
carolina.
Even
though
the
house
is
in
savannah
this
total
revenue
they
have
is
about
230,
000
beaufort
county
donates,
a
hundred
thousand
dollars
a
year
to
this
ronald
mcdonald
house,
specifically
primarily
for
the
operation
of
the
dental
unit,
because
it
does
provide
such
outstanding
service
to
us
here
in
beaufort
county.

With
regard
to
two
items
on
the
agenda
tonight,
item
number
24
number
27,
there's
a
reading
of
an
ordinance
for
a
change
of
fixed
amendments
on
the
animal
control
ordinance
and
a
resolution
to
establish
the
county's
community's
development
priority
list.
With
regard
to
the
ordinance
for
the
animal
control,
we're
going
to
suggest
a
first
reading
tonight.

Help
beaufort
county
animal
services,
better
educate
animal
owners,
while
also
being
more
effectively
prosecuting
those
who
neglect
or
abuse
animals.
There
have
been
changes
to
the
ordinance
and
there'll
be
a
member
of
the
executive
staff
available.
If
there
are
any
further
questions,
as
this
matter
comes
up,
but
the
ordinance
changes
that
will
be
discussed
tonight
primarily
include
the
fact
that
there
will
be
language
inserted
in
the
ordinance
that
will
allow
a
judge
to
determine
if
a
dog
is
a
restricted
breed.

There
will
be
the
creation
of
a
charge
dealing
with
animal
neglect.
If
and
if
a
person
is
suspected
of
neglecting
an
animal
they'll
be
issued
a
citation
and
if
found
guilty,
they
will
be
fine.
There
is
a
change
in
language.
You
deal
with
abandonment
of
an
animal
during
a
named
storm
that
will
be
added
as
a
misdemeanor
to
the
animal
control
code.

There
will
be
very
clear
requirements
to
establish
a
dangerous
dog
that
determination
once
again
will
be
made
in
final
form
in
a
judicial
proceeding,
and
then
there
is
a
requirements
being
established
to
amend
the
nuisance
pet
language
in
the
ordinance
to
ensure
that
is
more
current.
These
ordinances
also
give
the
county
administrator
the
ability
to
work
with
the

the

of

new
development

facilities

folks

to
pay
for
those
facilities,

a

for

which
is
well
thought

spend

lot
of
money
on
consultants,
so
we
could

up
with
the
actual
impacts
in

numbers

are
attached

those

send

say:
oh
well,
municipalities
don't
want

play
ball
because,
for
whatever
reason-
and
this
particularly
calls
me
when
some
of
the
folks
that
are
resisting-
are
people
who
were
invested
heavily
invested
in
development

real
estate,

their
argument
has
always
been
well.
You
can't
have
these
because
it
cuts
down
on
the
number
of
houses
we
sell.

evidence
in
other
parts
of
the
state

this
is
absolutely
not

York
county
is
a
perfect
example
where
they
had
a

000
impact
fee,
the
developers,
the
realtor
crying
the
high
heavens,
that,

they
would
be
able
to
sell
another
house,
didn't
miss
a
lick,
kept
selling

selling
still
selling.
So
I'm
not,
I
understand
the
argument.

concern
that
some
of
the
members
of
the
council
have
the

fact

we
have
them

particularly
school
fees
in
the
unincorporated
county,
but

not
ready

to
get
