B
C
A
All
in
favores
eyes
have
it
also
the
August,
the
3D
2023
meeting.
We
need
a
motion
to
accept
those
documents.
Second,
all
in
favor.
B
All
right
good
morning
again
to
you
all
and
Happy
September
hope
everything's
going
good
for
everyone.
So,
let's
get
to
business
the
budget
for
fiscal
year,
2024
neighborhood
assistance
budget
has
been
approved
at
$290,000.
To
date,
13
homes
have
been
serviced
for
home
repairs
such
as
Roofing
and
interior
repairs,
totaling,
11,
15,840
two
homes
have
been
serviced
for
septic
pump
out,
totaling
800
and
one
home
for
Tree
Service
total
at
5,500.
As
of
today,
16
homes
have
been
serviced
through
the
neighborhood
assistance
program.
B
Four
homes
will
be
visited
by
staff
and
we're
actually
doing
that
today.
Charlotte,
myself
and
Richard
will
be
going
out
this
afternoon
to
those
four
homes
to
evaluate
for
repairs
and
five
homes
are
waiting
on
estimates
and
applications
are
still
being
accepted.
Any
questions
on
the
wording
of
the
not
the
wording,
but
the
memo
of.
C
B
So
Charlotte
myself,
I'll,
show
you
give
you
a
breakdown
of
the
Excel
sheet
here.
Charlotte
and
myself
have
alarm,
went
off
a
bell
went
off
Charlotte
myself
and
Kevin
will
be
meeting
next
week
just
to
kind
of
go
over
how
we
can
do
this
thing
different,
because,
as
you
can
see,
this
is
16
homes
for
the
home
repairs.
We
have
139,000
left
and
then
several
other
items
line
items
that
we
don't
use,
such
as
the
batement
de
demolition.
B
We
don't
want
to
touch
those
because
we
never
know
when
we're
going
to
have
to
use
them.
So
we
don't
want
to
use
those
and,
like
you
said
we're
not
that
far
into
the
program.
I
don't
want
to
pause.
Alog
together,
I
am
going
to
still
be
taking
applications,
but
I
think
we
are
going
to
kind
of
fall
back
because
we
don't
want
to
get
to
a
point
where
we
have
to
be
moving
transferring
funds
already.
B
So
any
suggestion
that
you
guys
have
that
Charlotte
and
I
can
take
to
Kevin
on
next
week
because
we
don't
want
to
just
say
no.
When
we
go
to
a
contractors,
we
do
have
three
contract
contractors
that
I've
been
using
Kevin
will
look
at
it,
the
estimate
and
say
you
know
we
got
a
cut
back
somewhere
or
let's
only
touch
the
major
major
issues
of
these
projects
of
these
homes.
So
if
you
guys
have
any
ideas
of
what
we
can
do
different,
we
don't
want
to
cut
out
anybody
from
saying.
B
No,
we
don't
have
any
funds
or
no.
We
cannot
do
anything
for
you
right
now,
but
we
don't
want
to
go
into
the
red
this
early
in
thec
year,
so
Charlotte
and
I
knew
this
was
going
to
be
coming
up
today.
So
if
you
have
any
suggestions
of
what
we
can
do,
I
am
always
kind
of
pushing
different
homeowners
to
another
agency
because
of
some
things
that
we
cannot
take
on
ourselves,
such
as
hbac
big
electrical
projects.
Things
like
that,
so
some
of
them
I
have
have
been
moving
down
so.
C
Well,
I
mean
I,
wouldn't
say,
cancel
or.
B
C
But
if
we
could
partner
more
with
the
what
is
it
for
deep,
well,
their
services
for
deep,
well
and
then
I
know
a
while
ago,
the
agency
now
r,
as
Andrews,
also
did
some
hbac
stuff
pro
bono,
so
maybe
reaching
out
to
see
if
they
have
a
program.
Still
that
aligns
with
that.
Okay.
B
C
Or
even
partnering,
with
Bluff
and
selfhelp,
because
they
have
a
program
to
support
home
repairs.
They
don't
physically
do
them,
but
they
have
the
a
program
that
supports
the
home.
B
C
So
maybe
we
reach
out
to
them
and
talk
to
Barbara
Bowers,
one
of
their
coordinators
and.
B
Can
kind
of
see
if
we
can
change
that
so
how
that
works
with
Bluff
and
self-help
I'll?
Let
the
homeowners
know
we
don't
do
that,
but
I
can
find
an
agency
that
can
help
you
do
that,
so
I'll
help
them
kind
of
give
them.
You
need
a
call
and
get
an
estimate,
and
then
Blu
self
will
look
at
that
estimate
and
then
they
will
pay
that
for
them
and
again
I
don't
want
to
push
all
of
our
app
to
Blu
and
selfhelp.
B
C
Yes,
it
makes
sense,
I
have
a
question
and
because
I'm
not
well
versed
in
this
can
elog
can
we
apply
for
funds
from
elog
specifically
for
this,
or
is
that
not
no?
Okay?.
A
Elog
help
us
with
a
project,
but
they
not
particularly
work
with
just
municipalities.
They
work
with
customers
themselves
got
it.
D
Mr,
chair
I
met
with
the
town
manager
the
other
day
and
one
of
the
things
I
asked
about
was:
did
we
have
any
I
guess
it
was
arpa
money
left,
oh
yeah,
we
do,
and
he
mentioned
the
fact
and
I
you.
You
can
talk
to
him
oneon-one
to
get
get
this
straight.
I
think
it
was
roughly
like
$150,000
and
I
think
he
had
this
program
in
mind.
So
you
can
have
that
discussion
with
him.
B
A
Him,
okay,
I
know:
staff
is
going
to
consider
when
and
how
to
transfer
some
of
our
line
items
but
shouldn't
that
also
be
discussed
with
affordable
housing.
Comm.
B
Yes,
yeah
we're
we're
not
doing
anything
until
we
come
to
you
we're
just
sitting
down
together
to
look
at
past
p,
invoices
pass
estimates
and
see
you
know
exactly
if
we
can
get
better,
better
numbers,
better
estimates
and
better
invoice
price
tag.
So
no
we're
not
doing
anything
with
this
we're
just
trying
to
figure
out
how
we
can
go
back
to
the
contractors
and
kind
of
downsize
what
they're
giving
us,
because
we
don't
want
to
move
anything
here.
We're
too,
you
know
we're
just
getting
started
out.
B
A
There,
yes,
so
we
need
probably
need
to
make
this
thing
a
little
bit
more
competitive
to
add
more
more
contractors.
B
Okay
and
I
I
did
say
that
as
well
at
our
team
meeting
yesterday,
the
we
do
is
it
every
six
months
that
we
do
a
contractor's
meeting,
so
I
will
be
at
the
next
contractor's
meeting
that
we
have
here.
I
haven't
been
to
one
in
a
while,
but
I
will
push
to
them.
You
know
the
funds
are
here.
We
have
projects.
I
know
you
guys
want
to
work
on
big
million
dooll
homes,
but
we
need
to
keep
our
you
know.
B
Our
residents
that
are
here
so
I
am
going
to
go
and
beg
and
plead
at
the
next
contractor's
meeting
to
strengthen
our
po
of
contractors
and
then
get
with
Meg
James
again.
C
So
I
was
going
to
suggest
that
too,
like
get
with
Meg
James
to
see
if
there's
like
a
like
a
a
form
or
flat
or
fee
I,
don't
know
how
to
describe
it,
but
basically,
what's
the
minimum,
what's
the
minimum,
what's
the
minimum
that
we
should
should
be
requested
when
it
comes
to
certain
jobs.
So
if
this
is
the
Baseline
like,
if
it's
more
than
that,
then
that
means
that.
C
B
But
yes,
as
you
can
see,
and
we
we're
going
out
to
four
homes
today
and
we
have
about
two
or
three
applications
on
my
desk-
that
I
need
to
send
to
elog,
so
we're
just
trying
to
figure
out
how
we
can
still
help,
but
not
have
to
go
back
to
finance
so
much
and
not
have
to
dig
down
deep
into
the
pockets,
which
is
a
good
thing
but
learn
how
to
that's
what
that's
what
that
sounds
like
so
any
more
questions
suggestions
you
can
think
of
anything.
D
I
can't
recall
in
PR-
maybe
you
remember
when
the
Kevin
had
the
lady.
Maybe
it
was
last
year
from
the
state.
Oh
yes,
I
was
like
wow.
That
was
a
broad
program
and
I.
Don't
remember
whether
there
was
money
available
there
seems
like
there
might
have
been
so
it
might
be.
You
go.
B
Okay
and
I
have
been
speaking
with
Felicia
over
and
finance
finance
and
exec
she's
in
those
two
offices
just
trying
to
figure
out
if
we
can
pick
up
federal
funds,
but
she
says:
there's
a
lot
of
backing,
there's
a
lot
of
paperwork
and
they
they
monitor
you
with
a
magnifying
glass
if
you're
picking
up
extra
federal
funds.
So
she
said
if
we
want
to
do
that,
that's
something
that
we
got
to
make
sure
we're
staying
on
our
PS
and
q's,
which
I
have
no
problem.
B
But
it's
going
to
be
a
little
bit
more
tedious.
B
You
so
we
are
all
putting
our
brains
together
and
talking
on
that
next
Tuesday
not
doing
anything
without
you
guys,
knowing
so
just
fingers,
crossed
that
we
can
think
of
something.
So
we
can
keep
going
with
this,
which
we
are
going
to
keep
going.
We
just
don't
want
to
have
to
keep
coming
back
and
doing
transfers
all
right.
Any
other
questions
there.
C
I
have
one
more
I'm,
sorry
also
maybe
looking
into
I.
Don't
know
if
we
have
any
organizations
like
this
here,
but
a
collaboration
with
a
developer,
but
a
nonprofit
developer,
I
believe
Essie
housing
alluded
to
it
during
that
meeting
as
well
working
collaboration,
I,
don't
know
what
that
looks
like,
but
maybe
I
don't
know.
Mr
chairman.
We
could
explore
that.
B
Pay
I
think
into
with
them
after
we
had
our
meeting
so
not,
but
yes,
I
am
thinking
outside,
like
I,
usually
say
outside
the
box
to
think
of
bigger
ways
to
get
some
funds
last
month.
Councilman
chairman
would
excuse
me.
Commissioner,
wood
had
a
question
on
what
do
we
spend
last
year.
B
So
this
is
where
we
were
last
year
and,
as
you
can
see,
we
had
quite
a
few
transfer
inss,
so
the
invoices
paid
out
last
year
was
was
337,000
and
with
all
of
the
different
transfers
that
actually
left
a
budget
of
483
so
and
that's
helping
58
homes
fiscal
year,
2023.
B
Yeah
so
again,
the
question
is:
where
are
all
the
people
coming
from
where's
everyone
coming
from?
Are
they
and
I
like
to
call
them
repeat?
Offenders
is
nothing
with
repeat
offenders,
but
we
have
obligated-
and
in
our
paperwork
we
can
help
one
household
per
fiscal
year.
So
maybe
that's
something
we
look
at.
We
do
a
lot
of
mobile
homes.
Maybe
we
start
looking
at
the
year
the
age
of
the
mobile
home.
You
know
just
some
different
ideas
that
we
can
come
back
to
the
drawing
board
and
do.
B
A
D
That
I
I
she
used
the
word
repeat
and,
and
some
people
need
the
help
and
some
people
will
always
take
advantage
of
a
situation
and
so
I'm
I
I
agree
with
the
chairman
I
think
we
stay
focused
on
helping
as
many
new
people
as
we
can
and
stay
focused
on
what
our
original
Mission
was.
You
know
it's
like
you
mentioned
and
I
know.
You
didn't
suggest
this
at
all
I'm,
just
like
people
with
air
conditioners
and
stuff.
That's
not
our
mission.
D
A
B
Right,
yes,
sir,
all
in
line
got
it
got
it
got
it,
let's
see
so
yeah.
This
is
last
year's
fiscal.
There
was
some
couple
bills
that
came
up
once
2024
started,
so
we
had
to
go
back
and
and
pay
some
of
those
out,
but
this
is
this
is
where
we
sat.
This
is
where
we
ended,
and
this
is
what
I
turned
into
Stephen
and
Debbie
cuz
she's
working
on
a
year
in
review,
so
we
can
give
oursel
a
clap
pat
on
the
back.
B
You
know
we
we
we
helped
a
lot,
and
a
lot
of
this
was
with
this
and
I
keep
bringing
up
the
septic,
but
this
has
been
a
lot
of
those
funds
went
towards
that
as
well.
We
had
a
couple
of
tree
projects,
so
we
did,
we
did
pretty
good.
We
did
pretty
good
last
year
any
questions
there.
B
B
D
B
Agenda
just
a
quick
excuse
me,
a
quick
update
on
the
1095
May
River
Project
I.
Don't
have
too
much
more
than
what
we
had
last
month,
but
I
did
speak
with
Dan
Frasier,
who
is
one
of
our
planners
here
with
the
town
of
Lon
and
he
met
with
Nathan
Satur,
who
was
one
of
our
Engineers
for
the
project
and
they
met
with
storm
water.
Storm
water
wanted
some
additional
information
for
the
storm
water
in
the
design
of
the
project,
so
they
met
and
they
will
go
back
to
the
drawing
board.
B
B
So
a
lot
more
will
come
out
of
that
meeting
next
week,
such
as
the
Landscaping
plan,
because
it
was
never
never
provided
the
Landscaping
plan
and
then
also
parking
wheel
stops
for
parking
space
spaces
that
will
come
up
as
well
and
then
Nathan
also
received
comments
from
South
Carolina
Department
of
Transportation
and
the
Jasper
water
company.
So
they're
all
going
to
meet
and
sit
down
at
DRC
and
it's
open
to
public
DRC
is
open
to
public.
B
That
happens
next
week,
Wednesday
at
1
for
round
of
revisions,
and
then
they
will
resubmit
their
permits
for
that,
so
permits
are
being
submitted,
but
they're
also
being
sent
back
because
certain
things
haven't
been
done
correctly
or
done
up
to
standard
for
different
agencies.
So
everybody
has
to
go
back
to
the
drawing
board,
so
things
are
moving
again,
there's
no
date
on
when
these
permits
will
be
done,
but
I
will
have
some
more
concrete
information
after
DRC
next
week.
So
you
guys
are
more
than
welcome.
They
meet
in
this
room.
B
B
B
So
I
think
our
big
project
that
staff
has
is
just
trying
to
figure
out
how
to
I'm
going
to
use
the
word
leverage,
These
funds
and
bring
in
more
funds
from
somewhere,
somehow
without
all
of
the
tedious
paperwork.
So
once
Charlotte
and
Kevin
and
myself
meet,
then
I'll
go
to
Felicia
and
see.
If
there's
you
know
someone
that
she
knows
some
federal
agency
that
she
knows
without
all
the
paperwork
and
all
the
headache
cuz,
you
know
we
got
to.
We.
