driving

month

opioids,
marijuana,

medicines,
can
impair
driving
and
lack
of
experience,
speeding,
use
of
cell
phones
and
texting
or
some
of
the
distractions
that
can
affect
the
ability
to
drive.

working

raise
awareness

the
dangers

Bluffton

the

our
application
has
been
approved.

funds
are

trial
by
fire.

say
it's
been
an
incredibly
humbling
journey
and
wildly
and
a
wildly
educational
ride.

are
so
so
many
moving

within
a
small
non-profit
like
ours,

it
really

a
village
of
volunteers
and
members
to
keep
our
ship
afloat.
Not
only
that
but
embracing
our
community
and
harvesting
new
relationships
with
like-minded
individuals
and
businesses
is
important,
so
we
can
all
grow
together,
work
together
and
push
on
for
inspiring
an
educational
future
that
celebrates
the
history
of
our
beloved
Bluffton.

I
wanted
to
kind

start
out
with
what
I've
been
doing
at
the
police
department
itself
and
then
I
wanted
to
move
on
to
like
kind
of
what
I've
done
in
the
community.
As
far
as
like
local
Publications,
that
I've
been
featured

and
and
with
like
recommendations
and
like
things
that
I
would
like
to
do
for
the
future.

So
within
my
first
30
days
on
the
job,
I
started
ride-alongs
with
our
officers
at
the
police
department
and
doing
follow-ups
on
Mental
Health
calls
I
also
created
a
documentation
process
for
my
follow-ups
and
I
wrote,
The
Standard
Operating
procedure
for
my
position.
I
also
shadowed
the
Savannah
Police
Department's
behavioral
health
unit
and
the
Richland
County
Sheriff's
Office
Crisis
Intervention
team
I.

The
job
I
really
started
to
network
and
attend
meetings
with
local
resources.
I
created
a
contact
list
based
off
of
these
people
of
our
local
Mental
Health
Providers
and
I
also
created
a
list
of
all
of
our
local
mental
health
facilities,
along
with
their
Specialties,
which
helps
me
when
I'm
referring
people
to
resources.

Zoom
calls
with
local
resources
a
couple
different
organizations,
I
attended
officer,
resiliency
training
that
we
had
at
our
police
department
and
I
also
attended
a
spouse.
Support
group
meeting
I
also
conducted
a
training
with
the
officers
just
giving
them
basic
information
on
mental
health
and
I,
also
assisted
Beaufort,
County's
Public
Safety
department
on
creating
and
interviewing
for
a
mental
health
position
similar
to
mine
foreign
year,
which
I
just
hit.
I
became
a
certified
first
responder
associate
I
evaluated.

Mental
Health
calls
and
and
the
outcomes
of
those
calls
I
gave
two
Community
talks
on
compassion
fatigue
and
burnout.
I
was
featured
in
several
local
Publications
and
I
became
a
CIT
instructor.
The
picture
there

me

the
my
instructors
all
right,
so
just
in
kind
of
an
overview
of
my
statistics,
I
kept
track
of
everything
from
November
2021
to
November
2022
I
received
56
officer
referrals,
I
conducted
282
follow-ups
with
approximately
106
different
people,
I
completed.

Supplemental
reports
and
I
completed
155
hours
of
training,
I've
done
closer
to
600
ride-along
hours.
Now,
with
our
officers,
I
personally
insisted
on
33
mental
health
calls
for
service
and
I
have
accumulated
about
42
different
resources
of
those
resources.
There
are
non-behavioral
Health,
Centers
and
treatment
facilities,
six
law
enforcement
agencies,
nine
non-profit
organizations
and
nine
state
and
government
agencies.

gave
I
said
before
two
talks
on
burnout
and
compassion
fatigue.
I
discuss
how
to
identify
both
of
them
and
coping
strategies
for
each
and
I
gave
these
talks
at
the
Montage
at
their
lunch
and
learn
series
for
their
employees
and
I
also
gave
the
same
talk
at
the
Sea
Pines
Resort
during
their
health
and
wellness
week
for
their
employees.

In
today,
the
Bluffton
son
also
wrote
an
article
about
my
position.
Myself
and
councilwoman.
Frazier
were
interviewed
with
wsav
to
talk
about
the
position
as
well,
and
then
the
Hilton
Head
monthly
did
an
article
as
well,
so
a
few
future
endeavors
that
I
would
like
to
accomplish
now
that
I'm,
a
CIT
instructor
I,
can
be
an
in-house
trainer
for
our
officers.
So
I
would
like
to
certify
all
of
the
officers
in
the
police
department.
That's
a
tall
order.
It
might
take
a
while,
but
I'm.

Also,
I
think
that
a
peer
support
position
would
be
nice.
The
Ruderman
report
has
really
brought
awareness
to
the
mental
health
struggles
that
all
First
Responders
face
and
our
police
department
has
even
lost
one
of
their
own
to
Suicide.
So
I
believe
that
a
peer
support
position
would
be
very
beneficial
to
the
officers
and
then
maybe
in
the
future.

would
like
to
applaud,
also
Council
for
being
receptive
for
allowing
me
to
put
this
initiative
into
the
budget
when
we
first
talked
about
it,
because
a
lot
of
communities
stray
away
from
conversations
or
even
approaches
like
this
and
understanding
that
there's
a
difference
between
a
criminal
and
an
individual
in
a
mental
health
crisis,
and
if
we
treat
them
like
criminals.
Sometimes
that
response
and
pouring
fire
pouring
gasoline
on
the
fire
is
gonna,
stand
in
that
way.

But
taking
that
human
approach
and
recognizing
that
the
escalation
techniques
are
better
going
to
serve
them,
is
a
great
approach
and
I'm
proud
that
we
have
become
a
template
for
other
communities,
not
just
in
this
state,
but
even
outside
of
the
state,
in
how
to
approach
the
growing
problems
that
we
have
with
this.
So
I'm
very
excited
for
everything.
That's
going
to
come
from
this
program
and
encourage
you
to
continue
doing
all
the
great
things
that
you're
doing
with
it.

policing
and
looking
at
people,
you
know,
as
they
should
be
seen.
My
one
question
is
I
see
the
the
Outreach
that
you've
done
in
going
along
with
the
ride-alongs
and
everything
else.
I
would
be
interested
in
seeing
your
thoughts
on
also
merging
with
the
sros,
particularly
the
ones
in
our
jurisdiction
who
are
in
local
schools
and
some
of
the
things
that
they
deal
with
with
students,
knowing
that
most
schools
do
not
have
a
psychologist
who's
on
full-time
and,
more
so
just
doing
like
IEP
testing
and
stuff.
Now
how?

something
that
I
would
like
to
look
look
towards
in
the
future,
because
the
sros
are
starting
to
ask
me
more
questions
or
bring
more
people
to
their
attention,
and
some
of
the
schools
do
have
school
counselors.
So
I
don't

step

any
toes,

I
would
love
to
have
that
relationship
with
them.
Where
we
can
collaborate
to
help
kids,
it.

a
great
resource
because,
sadly,
education
isn't
allowed
to
be
in
that
role.

more
so
counselors
are
inundated
with
testing
and
igps
and
career
planning,
and
there
is
no
focus
on
any
type
of
mental
health,
and
our
students
definitely
could
benefit
from
that,
and
so,
if
we
get
partnered
somehow
with
ourselves
and
doing
that,
I
think
it'd
be
great.

very
busy

I
also
want
to
commend
Bridget
for
the
for
the
for
this
vision
and
bringing
you
into
the
into
our
community,
but
don't
listen
to
Bridget
about
all
these
new
ideas.

already
burned
out,
you've

whole
region

working

I

it'd

mayor
council,
that's
a
hard
act
to
follow,
but
I'll
try.
My
best.
Last
week,
the
case
of
skip
Hogan
versus
the
town
of
Bluffton
was
tried
before
a
jury.
Here
in
Beaufort,
County
The
Honorable
Bobby
bonds
from
Walterboro
was
the
presiding
judge.
The
trial
started
last
Monday
morning.
We
had
a
jury
of
eight
women
and
four
men
with
two
female
alternate
jurors,
Mr,
Hogan
sued
the
town
on
two
causes
of
action
he
sued
for
assault
and
for
false
imprisonment.

False
imprisonment
involves
action
which
wrongfully
restrain
a
person
and
again
those
were
the
only
two
causes
of
actions
that
were
asserted,
assault
and
false
imprisonment.
The
town
answered
the
complaint
with
a
general
denial
and
a
number
of
other
defenses
that
are
involved
in
the
South
Carolina
tort
claims
act
which
protects
municipalities
in
certain
ways.

The
2006
amendments
at
the
time
allow
Town
Council
to
adopt
reasonable
rules
and
regulations
and
protocol
for
public
comment.
Reasonable
rules
were
in
fact
adopted
by
this
Council.
Those
rules
have
been
a
DOT
have
been
put
up
on
the
projectors
at
every
council
meeting,
where
public
comment
has
been
held
since
April
of
2012..

The
rules
are
reviewed
by
mayor
salka
at
the
beginning
of
every
public
comment.
Each
of
you
have
heard
them
anybody
who's
a
a
long
time.
A
tender
of
our
meetings
has
heard
them.
She
went
through
that
and
did
announce
them
on
the
night
in
question.
We
did
have
an
audio
that
was
played
during
the
course
of
his
trial,
probably
eight
or
nine
times,
and
in
that
audio
it
is
crystal
clear
that
our
rules
were
up
on
the
board
and
they
were
set
forth
by
mayor
sulka.

She
ceased
his
public
comment
and
he
was
escorted
out
of
the
chambers.
We
were
back
in
the
old
auditorium
at
the
time
we
were
not
here.
He
was
escorted
out
of
Chambers
by
officers
Manning
and
carmony.
There
was
absolutely
no
physical
altercation,
Mr
Hogan
was
not
arrested,
nor
was
he
charged
with
any
criminal
activity
of
any
sort
at
the
trial,
Mr
Hogan
called
as
his
Witnesses,
our
retired
police
officer,
Carmody,
mayor
salka
and
himself.

The
town
called
Mark
Orlando,
former
police
chief
Joe
Manning,
and
me
I
testified
it's
weird
for
a
trial
attorney
to
be
a
witness,
as
opposed
to
asking
questions.
I
had
to
answer
questions,
Officer
Manning
appeared
by
video
deposition
and
the
remaining
Witnesses
all
appeared,
live
the
mayor,
Town
manager
and
I
were
present
through
the
whole
trial
and
Mr
tumor
joined
us
on
Thursday.

The
jury
verdict
form
was
filed
with
the
court
last
Thursday
December
8th
at
4,
39
pm
and
the
verdict
form
is
as
follows:
one
has
the
plaintiff
Mr
Hoagland
has
the
plaintiff
Mr
Hogan
met
the
burden
of
proof
by
the
greater
weight
or
preponderance
of
the
evidence
that
the
defendant
town
of
Hilton
Head,
assaulted
him
on
December
8
2015..
The
jury
said
no
number
two,
as
the
plaintiff
met
the
burden
of
proof
by
the
greater
weight
or
the
preponderance
of
the
evidence
that
the
town
of
Bluffton
falsely
imprisoned
him
on
December
8
2015..

The
jury
said
no
number
three.
The
jury
said
we
find
for
the
plaintiff
and
number
four.
We
find
against
Mr
Hoagland
at
the
conclusion
of
the
trial.
The
town
requested
that
the
judge
ordered
Mr
Hoagland
to
pay
reasonable
attorneys
fees
and
costs
incurred
by
the
town.
That
request
is
under
consideration
by
the
judge.
He
has
given
us
a
reasonable
time
to
file
necessary
documents,
so
he
may
consider
that
last
remaining
issue
I'd
be
happy
to
answer
any
questions
that
anyone
from
Council
may
have
it.

It
clearly
signals
that
the
rules
that
you
have
adopted
are,
in
my
legal
opinion
and
apparently
the
jury
agreed
100
quickly
that
your
rules
are
reasonable,
that
they
were
implemented
correctly
on
the
night
in
question
and
I
would
urge
us
to
continue
to
post
those
rules,
read
those
rules
and
continue
to
move
forward.
So
any
questions

Second,
this
is
part
of
my
testimony.
Last
week,
I
can't
remember
what
you
said
the
other
day
he
sued
the
town
of
bluff
or
the
the
council
members
in
the
town
of
Hilton
Head
back
in
2017,
that
lawsuit
was
was
dismissed
without
a
trial.
The
judge
granted
summary
judgment.
It
was
removed
from
State
Court
to
federal
court
and
judge
gurgle,
dismissed
that
first
lawsuit
against
the
town
of
Hilton
Head.

Second
lawsuit
was
Hogan
versus
the
the
Chamber
of
Commerce
that
lawsuit
was
filed
in
2017
and
it
was
dismissed
without
a
trial
on
legal
grounds.
Just
like
the
first
one
was
saying
he
had
no
right
to
recover.
That
was
dismissed
by
judge
Lawton
McIntosh,
a
third
lawsuit,
Kim
Likens
versus
Hoagland.
It
was
a
defamation
case
that
was
pending
in
Beaufort.
County
was
ultimately
settled,
did
not
go
to
trial.

It
was
ultimately
served
by
and
Miss
Likens
recovered,
I'm,
not
sure
a
dick,
but
she
recovered
but
was
settled
another
lawsuit
he
was
involved
in
was
our
mayor,
sulka
sued
him
and
his
company
for
defamation.
The
jury
verdict
in
that
case
was
on
February
3rd
2022.
This
year,
the
jury
awarded
40
million
dollars
in
actual
damages
and
10
million
dollars
in
punitive
damages
against
Mr
Hoagland.

The
South
County
Supreme
Court
ruled
against
Mr
Hogan
on
that
he
Bluffton
Chamber
of
Commerce
was
subject
to
foia
our
South
Carolina
Supreme
Court
said
they
are
not
among
other
interesting
things.
Mr
Hogan
testified
that
our
South
County
Supreme
Court
must
be
corrupted
the
rule
to
reach
out
to
ruling.

Lastly,
in
lastly,
Mr
Hogan
versus
Mayor,
John
tecklenberg
in
the
City
of
Charleston
and
the
Charleston
Police
Department
for
a
similar
incident
where
he
was
told
he
could
no
longer
speak
at
public
comment
by
mayor
tecklenberg
and
that
case
was
filed
in
2018
and
that
was
also
dismissed
by
a

the

supportive

we

our

legislators

them

as
a

legislative

three
local

Carolina
ordinances

actually
been
adopted.

are

of

fact

the
state
has
not
taken
action

forward,
so
they've
actually
taken
action
locally.

just
to
keep

if
we
get
the
legislative
session
and
if
something
Council
wants

revisit
bring
back
up

are.

suggested
motion
to
approve
the
resolution

Town
Council,
encouraging

passage

which
is
known

clemency
picnic
a
crime
act.

Council

look
to
draft
a
letter
of
support,
have
either
the
mayor,
sign
it
on
Talent
behalf
or
have
mayor
and
