to
get

into

presentation

what
we
have
been
working
on
for
the
past
couple
of
months,
so
first
and
second
quarter
January
to
present
General
formation.
Our
official
launch
was
board
development
and
governance.

put
a
couple
boards
together
and
I'll,
get
that
get
those
slides
to
you:
establish
four
committees:
governance,
Finance
project,
evaluation,
funding
and
development,
defining
committee
priorities
and
goal
setting
adding
outside
members,
and
when
we
say
outside
members,
each
jurisdiction
was
asked
to
bring
in
members
to
each
board
that
they
thought
would
bring.
Some
good
ideas,
bring
some
new
thoughts
to
the
board
in
order
to
expand
and
get
this
thing
rolling.

I'll
give
you
that
give
that
to
you
once
we
get
to
that
side,
pipeline
development,
developer
meetings
that
Brad
had
with
a
couple
of
developers,
that's
already
kind
of
on
board
and
had
some
ideas
of
things
that
they
wanted
to
do
and
I'm
not
gonna,
go
through
all
of
them
for
our
third
and
fourth
quarter,
July
through
December
we're
going
to
restart
receiving
full
applications.
Let
me
go
back
to
the
letter
of
intent.
The
letter
of
intent
went
out
about
a
month
ago
to
developers
to
different
jurisdictions.

All
of
you
should
have
seen
that
letter
of
intent
that
you
would
be
able
to
give
out
to
potential
developers
if
you
have
not
seen
that
contact
myself
or
either
you're
appointee
to
the
board
that
you
have.
So
that's
a
major
part
of
this
thing.
When
we
jump
in
our
third
and
fourth
quarter,
which
is
going
to
go
through
July
to
December,
we
will
start
receiving
full
applications,
approved
first
projects
to
finance
Define
each
government
entity,
affordable
housing
strategies
and
incentives
and
different
things
like
that.

going
to
go
through
a
kind
of
finance
committee,
Michelle,
Jackson,
she's
appointee
from
Jasper,
develop
and
manage
the
Housing
Trust
Fund
budget,
in
conjunction
with
the
fund
administrator
Community
Works,
prepare
and
present
ongoing
organizational
financial
statements,
conduct
and
annual
conduct.

annual
audit
and
present
reports
to
the
board
and
participating
during
distance.
Like
I,
said
I'm
not
going

go

all

all

we'll
also

that

products
and

Consider
initiative

our
committees

I

we

reached
out

different
members

different
communities

board
whether
they're
just

regular

holding

title
just
to
get
ideas
for
these
different
committees.

we
can
get
the
ball
rolling,

project

pipeline
discussions

projects,
various
stages

Planning

all
regions
currently
represented

estimated
need
for
financing
and
subsidy
will
be
8
million,
seven
hundred
and
fifty
thousand
dollars
mixed
income,
mixed
income
and
mixed-use
projects
for
profit
and
non-profit
entities
and
Faith
organizations,
rental
and
Home
Ownership
need
financing
incentives
and
technical
assistance.
So
this
is
some
of
the
discussions
that
Brad
has
been
having
with
the
developers
that
have
reached
out
to
him
so
far.
So
this
is
this
is
what
we
have
going
on
and,
like
again,
I
said
we're
working
might
not
be
all
out
in
the
public.

know
it's
not
really
known
yet,
but
that
letter
of
intent,
if
you
guys
help
us
get
that
out
to
who
we're
trying
to
get
on
board,
we
can
get
some
things
done
might
not
be
today
might
be
tomorrow,
but
if
we
can
go
ahead
and
get
into
making
we'll
know
that
we
do
have
some
promising
things.
That's
you
know
in
the
lineup,
so
kind
of
go
over
the
update
that
we
got
from
Senator
Davis
yesterday
I
attended
that
over
at
Hilton
Head,
it
was
well
attended.

that
we
have
here
is
what
he's
working
to
push
for
us.
Three
million
for
the
Beaufort
Jasper
Housing
Trust
Fund,
2
million,
will
go
to
Habitat
for
Humanity
and,
if
passed
as
you
can
see,
it's
been
introduced
it's
in
Committee
in
the
past.
It
should
be
well
and
established
by
July,
so
we're
pushing
our
local
representatives
to
get
this
out
for
us.
Try
and
get
it
passed.
So
if
you
have

asking
you
to
please
reach
out
to
them,
so
they
can
get
on
board.

So
it
won't
be
so
much
different

We
all
want

kind
of
have
the
same
webpage.

So
everybody
knows
what's
going
on
what
this
with
this
fun,
you
have
some
additional
information
that
we
learned
yesterday,
Florida
legislation
just
passed:
a
major
housing,
Bill
law,
SB
102,
the
live,
local
act,
Marx
and
historic
investment
in
affordable
housing
through
tax
breaks,
incentives
for
development
and
that's
up
to
811
million
dollars
in
funding.
So
we
just
want
to
kind
of
piggyback.
You
know
we
all
get
ideas
from
different
states
different
jurisdictions,
so
we
just
want
to
try
and
piggy
bank
piggyback
that
to
get
some
additional
money
here
in
the
state
of
South
Carolina.

So
that
Florida
bill
was
was
general
fund
money.
They
do
have
two
programs
in
Florida.
One
is
called
sale
and
it
supports
a
it's,
an
apartment,
Initiative
Program,
and
they
actually
help
use
those
funds
to
fill
the
gaps
in
rental
rental
developments
for
like
tax
credit
deals,
and
so
they
put
in
an
additional
general
fund
money.
This
is
currently
a
one-time
allocation
of
about
250
000
into
that
program,
and
they
also
have
a
program
called
ship
and
it's
the
state
Housing
Initiative
Program.

That
is
a
program
that
is
funded
through
a
deed
recording
fee
in
Florida.
They
added
to
that
program
as
well
another
200
million
dollars
again
to
support
and
that
what
the
way
those
funds
run
as
they
start
at
the
state
level,
and
then
each
local
jurisdiction
can
apply
for
those
funds.
It's
not
how
it
works
here
in
South
Carolina.
It's
an
idea
that
we
have.
We
have
a
state
Housing
Trust
Fund
here
in
South
Carolina,
that's
also
funded
through
deed,
recording
fees.
It's
the
state
Housing
Trust,
but
each
non-profit
has
to
apply
to
that
competitively.

may
be
familiar
with
that.
We're
thinking
that
maybe
there
could
be
an
opportunity
to
try
to
get
those
funds
to
local
trust
funds
as
an
idea.
It's
something
that
we've
mentioned
to
Senator
Davis
as
well
right
and
then
the
other
thing
and
I'm
happy
to
send
a
summary
to
Mayor
Williams
that
that
we
broke
down
in
Florida,
because
there's
also
a
lot
of
tax
incentives
within
that
Bill
like
you
can
get
tax-free
baits
on
construction
materials.
If
you're
building,
affordable
housing,
you
can
get
a
property
tax
abatement.

you've

making
on
the
policy

I,

Seeing
that
third
bullet
point
that
you
called
out
defining
policy
and
program
opportunities
to
overcome
local
and
state
barriers.

Any
thoughts
to
how
once
you've
sort
of
captured
those
local
barriers,
a
process
by
which
you
would
communicate
those
back
to
local
jurisdictions
and
maybe
would
suggest
that
this
body
is
the
appropriate
jurisdiction
to
bring
those
back
so
that
we
can
take
them
to
our
individual
jurisdictions
and
try
to
work
through
some
of
those
barriers,
because
I
maintained
that
we've
got
a
responsibility
too,
to
try
to
clear
some
of
those
regulatory
hurdles
and
and
make
inducements
where
we
can
for
affordable
Workforce
housing.
To
make
this
money
go
even
further
than
it
is.

to
get
it
where
it
needs
to
be
once
we
meet
and
it'll
probably
be
me
bringing
it
back.
I
am
a
part
of
so
I'm,
not
honest,
but
everything
will
report
back
to
me
and
then.

second
question
is
I've
I've
in
passing,
talked
to
several
three
affordable
housing
developers,
primarily
tax
credit
developers
and
they've
they've.
Each
expressed
some
concern
about
the
conditions
as
they
stand,
may
not
be
as
valuable
as
they
would
have
liked
them
to
be
to
the
point
where
they
might
even
not
apply
and
so
sort
of
asking
for
advice.
I've,
encouraged
them
to
capture
those
concerns
on
on
paper
and
an
email
and
send
them
to
board
leadership.
Send
them
to
Wendy
and
to
staff
leadership
is
that
the
appropriate.

Yeah,
that's
a
great
point
so
again,
part
of
our
job
as
the
fund
administrator
through
Community
Works,
was
to
revolve
the
funds
as
much
as
possible
right.
So
the
initial
program
was
agreed
that
we
would
do
a
loan
type
financing
application.
We
are
taking
those
into
consideration.
We've
had
of
those
16
developer
meetings,
I
think
I've
been
in
all
of
them
to
take
into
consideration
like.
Could
we
do
interest
rate
reductions?
Could
we
do
some
subsidies?

Some
loans
I
think
that's
a
broader
discussion
to
your
point
for
the
board,
so
we
have
asked
folks
to
one
apply
for
what
they
think
that
they
really
need.
So
we
really
understand
what
the
pipeline
looks.
Like
I
mean
a
lot
of
people
are
looking
for
two
and
a
half
million
one
and
a
half
million
that
would
take
the
whole
fund.

is
why
leveraging
Community
Works
Capital,
so
maybe
there's
an
Innovative
way.
We
could
reduce
some
things,
so
we
are
looking
at
that
and
so
we've
encouraged
developers
to
do
is
apply
for
what
you
think
you
need
share
with
us.
Those
concerns
to
your
point
jot
those
down,
because
if
we
need
to
think
about
a
different
type
of
product,
a
different
type
of
program,
we
need
to
understand
what
those
demands
are.

legislation,
part
of
once
it
passes
when
it
passes
right,
not
if

it
passes

requirement,

a
housing
impact
analysis.
That's
part
of
your
comprehensive
plan,

so
something
else,
but
the
goal
of
that
would
be
to
identify
some
of
those
barriers
and
share
some
of
that.
So
it
will
already
be
a
part
of
this
legislation
to
actually
utilize
those
funds.

was
actually
in
Colombia
on
third
reading
in
the
Senate
when
he
was
debating
this
bill
on

senate
floor,

spirit
of
compromise
there
were
some
folks
trying
to
throw
roadblocks
to
this
bill
and
and
I
I
personally
think.
The
comprehensive
plan
analysis
is
a
pretty
high
burden
for
for
most
of
us,
and
so
that
would
be.

other
suggestion
is
that
as
we
make
Communications
with
our
Representatives,
you
know
the
second
piece.
We
want
you
to
support
this,
but
if
there's
a
way
for
you
to
strike
that
comprehensive
plan,
housing
analysis
out
of
the
bill
so
that
maybe
it
gets
resolved
in
conference
I
think
that
that
would
be.
That
would
take
some
strings
off
of
the
local
jurisdiction
so
that
when
that
money
is
available,
we
don't
have
to
go.

a
very
expensive
and
complicated
housing
analysis
as
a
part
of
our
our
comp
plan,
because
otherwise
we're
going
to
have
to
wait
a
few
years
and
spend
a
lot
of
money
just
to
use
to
use
the
funds
which
I

real
strings
on
our
ability
to
make

those
valuable
dollars.

on

in

think
that
I

we
need
to
what

our
top
areas
of
concern

we
want

developers

getting
traffic

use

real

are
kind
of
my
faults
and
again

know

it's
planning

compares

somehow

figure
it
out
amongst
the
whole
region.

it's
been
a

struggle
for
our
Council,
because
we're
involved
in
a
lot
of
these
new
developments
and
we
struggle
with
well

can
we
deny

not
deny
based
on
the
impact
of
the
traffic,
especially
when
you
have
D.O.T
and
their
traffic
Consultants
all
saying
it's
safe,
but
we
as
as
people
who
use
those
roads
every
day,
know
very
much
well
that
it's
not
so
we've
been
faced
with.

town
and
when
you're
looking

that,

happened?

is
going

bleed
right
over

how
you
sort
of
aligned

priorities,

opportunity
to
ask
questions
about
funding
and
how
you're
bringing
your
CIP
programs
for,
because,
frankly,
the
city
we're

our
new
city
manager,
I'm

convinced
we're
going
to
get
back
on
track.
But
to
that
point
around
growth
management.

the
city
went
all
in
on
form-based
codes
in
2018
and
we've
started
a
code
review
process,
we're
dedicating
one
meeting
every
month
to
go
through
and
refine
those
codes,
and
we
pretty
much
don't
do
development
agreements
anymore,
but
I
know
some
of
the
other
jurisdictions
still
sort
of
heavily
go
through
development
agreements.

would
it
be
interesting
to
have
each
jurisdiction
similar
to
our
CIP
presentations
that
we've
been
doing
over
the
last
couple
of
months
to
maybe
come
in
and
do
very
brief
presentations
about
sort
of
code
philosophy,
how
it
aligns
with
a
comprehensive
plan
and
maybe
lay
out
some
of
the
challenges
that
we're
facing
just
so
as
a
peer
group,
we
have
an
opportunity
to
sort
of
spitball
how
how
each
of
us
are
solving
those
those
problems.

two

three
meetings.

we
only
get

to
three
jurisdictions

hear

of

others

we're

facing

a
codes

zoning

development

the
urgency

y'all

seeing

desperation

developers

find
land

look
around

see
where
they
can
build
the

think
we
need
to
prioritize

things

push

off

if
it
is

traffic,

we
see
a
traffic
impact
study
is
something
that
could
at
least
look
at
the
bigger
picture.
Maybe
there's
some
high
priorities
that
we
can
take
back.

kind

both
the
Mayors

think
if
the
trapped
impact
is
something
that
we're
wanting

take
on

bring
forward
sooner
rather
than

affordable
housing
and
create
a
committee
and
let
the
jurisdictions
look
and
see
what
we
all
have,
what
we
come
back
with
recommendations
to
the
whole
board,
and
they
could
be
working
on

we're
doing
at
the
town
is,
with
the
traffic
analysis,
we're
setting
a
timeline
on
it
time
limit
that
it
has
a
lifespan
of
X,
because
we've
had
some
projects
that

come

a
new
traffic
impact
analysis
should
have
been
done,
was
not
done
so
I
would
I
would
warn
you
know
that
as
you
go
through
that
and
look
at
that
make
sure
you've
got
an
expiration
date
to
that.

concerned

talk
about
boundaries,
especially
with
outliers
off
a
Hilton
Head
and

what
the
other
communities
are
looking
to
do
in
expanding
boundaries,
because
that
has
a
direct
effect
back
onto

island,

understanding
as
to
the
thought
process
for
each
municipality
and
their
growth
patterns,
because
that
directly
affects
not
only
our
employee
base.
But
you
know
everything
else
to
Hilton
Head,
so
I
like
where
this
is
going
to
have
a
clear
understanding
between
everybody,
because
it
it
is,
it
is
urgent.

homes

got
currently
planned,
permitted
out

Hardeeville,
plus
the
others
that
are

need
to
know
about

how

we
address

does

affect
everything
that
we
our
daily

So
not
only
does
it
affect
us,

the
outlying
communities

well

between

municipalities
is
that,
where

we
want
to
go

looking

and

as

towns
grow

that
that
this
low
country
feel
is,
and
what
are
we
trying
to
protect?

with
the
one
percent
green
tax:
that's
out
there
to
take
density
off
the
table.

needs
to
be
a
part
of
the
conversation.

boundaries,

keep

trail
plan
and

for

connections
