We've

pretty
busy

six
months
on
your
behalf,
in
addition
to
the
written
report
that
you
received
in
your
packet,
I've
got

Think
three
things
that
I'd
like
to
draw
your
attention
to.

According
to
your
agenda,
you're
going
to
have
the
first
reading
today
on
the
Barker
field
and
some
other
properties
to
exchange
with
the
county
just
want
to
say
that
the
commission
supports
this
proposed
ordinance
that
the
town
has
a
real
need
identified
in
both
the
master
plan
and
our
plan
for
athletic
fields
to
facilitate
Field
Sports
such
as
soccer
rugby
and
Lacrosse,
and
we
look
forward
to
having
that
addition
to
our
Park
system.

The
commission
recently
approved
the
current
plan
and
recommended
adoption
to
you
of
the
of
the
plan
for
the
park.
Great
Parks
can
do
great
things,
and
this
park
is
going
to
be
a
a
great
park
for
the
town
so
benefiting
both

surrounding
neighborhood
and
the
entire
town
and
I
just
want
to
say
it's
not
unknown
at
your
leadership
made
all
of
this
happen.

a

Complex

representatives

commission
proposed
and
recommended
a
complex
like
this
one
that
the
manager
presented.

support
this
facility.
We
hope
that
it
can
be
built

this
fast
growing
sport

we
thank
the
manager

staff

putting
listening

what
we
had
to
say
and
finding.
What
we
believe
is
a
realistic
approach
to
meeting
this
need
and
I
did
notice
with
I
guess
some
Chagrin
that
both
the
town
of
Beaufort
and
Bluffton
have
both
already
started
work
on
their
own
pickleball
complexes.

the

established
a
work
plan
for
the
commission,

organization

Tuesday
the
25th
at
2
pm
in
council
chambers.

suggestions

make
Island

better

and
a
more
caring

we
would

recognize
and
thank
one
of
them:
Miss
Holly
golden

Brighton
Bay,
always
able

obviously

caring
person
over
the
years
when
she
has
seen
deceased
animals
along
the
islands
roads
she
phoned
in

dispatch
operator
and
received
the
plate
and
prompt
attention.
Recently,
though,
that
didn't
happen
because
she
cares,
she
contacted
the
town
with
practical
suggestions
in
a
well-worded
and
respectful
email.

took

suggestion

implemented

cared
enough

step
forward.

pride

in

transportation
study
called
lats.
We
had
that
a
couple

weeks
ago,
I
reported
out
that
the
town
had
approved
the
Moa
with
the
county,
about
the
end-to-end
study
of
Highway
278.,
emphasizing
the
fact
that
that
was
going
to
cover
more
than
just
the
Carter
as
we
refer
to
it,
but
it's
going
to
cover
from
95
all
the
way
to
Sea
Pine
Circle,
and
so
there
will
be
a
lot
of
interest
in
lats
in
how
that
developed.

that
study
is
conducted
and
useful
information
dealing
with
not
only
areas
within
the
corridor
but
areas
outside
the
corridor
extending
on
out
to
95.
there's
also
a
good
bit
of
work
being
done.

think
most
of
us
know
this
on
Highway
17,
as
you
were
approaching
the
Talmadge
Bridge.
That's
a
long,
slow
project,
because
that
the
what's
underneath
that
road
is
fluff
mud,
and
so
they
have
to
do
a
lot
of
compacting
and
so
forth,
and
it
takes
time
for
that
to
settle.

first
resulted
in
a
resolution
recommending
time
Council
accept
the
funds
from
Beaufort
County
and
use
the
funds
in
a
manner
as
directed
as
with
other
Opera
funds,
to
include
but
not
limited
to
initial
funding
of
a
Regional
Housing
Trust
Fund
to
the
establishment
of
a
new
CDC
for
historic
neighborhoods
and
three
Workforce
housing.

The
second
agenda
item
was
a
presentation
by
the
Hilton
Head
Island
VCB,
acting
in
the
role
as
DMO
for
the
town
of
the
annual
audit,
effective
June,
30th
2022,
and
the
special
purpose
report
required
by
the
contract
signed
two
years
ago,
which
requires
testing
of
certain
invoices
and
expenses
of
the
DMO.
As
you
recall,
we
have
required
the
DMO
to
undergo
testing
of
100
percent
of
all
of
the
invoices
over
ten
thousand
55
percent
of
invoices
between
five
and
ten
thousand
and
five
percent
of
those
invoices
under
five
thousand.

The
result
of
this
testing
done
by
the
audit
firm
was
that
83
percent
of
all
of
the
atex
dollars
forwarded
to
the
DMO
in
their
role
as
DMO
for
the
town
were
tested
and
the
audit
firm
found
total
compliance
in
all
of
the
invoices
tested.

So
I'm
I'm,
representing
myself
in
saying
that
that
level
of
testing
gives
me
great
confidence
in
compliance
with
not
only
the
agreement
between
the
town
and
the
DMO,
but
with
the
South
Carolina,
a
tax
regulation.

Mr

also
to
a
South
Carolina
investigators
in
your
future,
depositions
that
this
is
definitely
coming.

have
you
allowed
the
chamber
and
Bill
miles

present
fraudulent
chamber
industry

order

help
him
keep
basically
stealing
millions
of
eight
tax
funds?

million
dollars
taken

it

owns

communication
media
product

happens

the
new
damn
DMO
was
hired,
because
Bill
miles
in
this
chamber
is

over
soon

get
rid
of
them
soon,
they're
not
needed
under
eight
tax
laws
in
South,
Carolina
constitutional
laws.
The
chamber
contract
you
signed
for
five
years
with
Bill
Miles
with
no
accounting
Provisions
is
illegal.
In
fact,
you
knew
it
was
illegal,
as
well
as
the
Crooked
lawyer's
finger
and
Coltrane
who
scheme
this
chamber
contract
with.

can't
issue
eight
tax
funds
to
be
illegally

Bill
Miles
for
his

000
pay
package

not
benefit
tourism
or
the
public
good
reason

use
it's
unconstitutional

can't
use
eight
tax
funds
for
his
private
profit
and
pay
no
IRS

non-profit
tax
codes

housing

many

Saint
Andrew
pays
me
an
adequate
salary,
but
the
affordability
of
housing
continues
to
be
elusive.

is
an
exhaustive
section
on
housing
and
one
paragraph
of
our
social
principles.

We
call
upon
United
methodists
to
undertake
a
concerted
effort
to
impress
upon
the
elected
representatives
a
profound
concern
over
the
continuing
housing
deficiencies
existing
in
our
cities,
towns
and
rural
areas.

more
effort
needs
to
be
made
to
affect
housing,
including
improving
existing
laws,
developing
more
imaginative
approaches
where
possible
and
providing
adequate
funding
to
meet
these
needs.

more
on
outside
legal
services.

fiscal
years,
the
fiscal
year
runs
from
July
1st
to
July
30th

million
tab
for
Hilton
head's
taxpayers
doesn't
include
113
000
annual
salary
for
the
town's
in-house
staff
lawyer
and

more

I

shocked,

Town
council
member
Mark
Grant,
who
told
of
the
fine
who
was
told
of
the
findings
by
the
Island
packet
and
the
Beaufort
Gazette

Think
we
need

look

physically
responsible
with
our
money.
The
problem
with
this
town
is:
we
have
no
transparency,
we
have
no
accountability.

have
no
receipts
invoices.

have
no
forensic
audits.

CPA.

are
forensic

look
at
all
this
stuff.
