beach,
ops
and
some
improvements
that
we've
made
with
the
team
over
the
last
several
months.

We've

beach
ops
manager,
mark
robson,
keith
fallon,
our
supervisor
chuck
halls,
one
of
our
beach
techs
and
nick
o'neal,
unfortunately,
is
taking
care
of
some
business
and
kaligni
so
he's
here
in
spirit
and
not
physically.
So
what
we
are
going
to
talk
to
you
today.

Just
brief
history
on
our
beach
operations,
team
town
manager
basically
started
this
department
about
a
year
ago,
really
to
focus
on
our
beach
operations,
our
beach
experience,
keeping
our
contracts
on
our
contractors
legit
and
up
to
par,
and
we
have
done
a
lot
in
that
short
12
months.
Since
then,
a
little
bit
about
myself.
I've
been
here
since
october,
worked
in
c
pines
company
worked
for
all
the
marriots
on
the
island
and
just
recently
came
from
palmetto
bluffs.
H
So
I
have
a
resort
hospitality
background
and
when
the
town
manager
basically
interviewed
me
and
hired
me,
he
goes.
I
want
basically
hilton
head
to
look
as
good,
if
not
better,
outside
of
the
gates
than
inside
of
the
gates.
So
that
is
the
test
that
these
gentlemen
and
myself
have
been
enlisted
in
and
got
a
lot
of
great
things
to
show
you
so
with.

To
listen
to
the
public,
we
want
to
listen
to
our
partners.
We
want
to
learn
and
assess
our
programs
and
the
things
that
we
want
to
put
in
place.
We
want
to
implement
those
and
then
communicate
them
out
to
the
public.
So
what
we're
going
to
talk
about
a
little
bit
today
is
quickly
brief
overview
of
the
beach.
What
we've
done
here
so
far
this
season
and
then
what
we're
looking
to
do,

beyond
quickly

miles
of
beach.

Eight
beach
parks,
most
of
everybody,
I'm
hoping,
has
visited
all
these
great
places:
16
restroom
facilities
over
1500
beach,
parking
spots,
304
beach,
trash
cans,
those
are
located
on
the
beach
themselves
and
then
we
have
76
in
our
beach
park
accesses.

What
have
we
been
doing
for
the
last?
Really
it's
been
about
eight
months,
not
a
year
is
really
assessing
our
facilities
and
our
assets
and
then
making
improvements
to
them,
one
of
the
biggest
bangs
for
our
buck.
That
we've
we've
done,
and
I
give
all
these
guys
credit
are
the
installations
of
our
new
mobi
mats
and
re-positioning
of
our
mobi
mats
around
our
beach
access
areas.

Not
only
do
they
look
fabulous,
but
they
allow
everybody
to
access
the
number
one
amenity
that
we
have,
which
is
the
beach
from
wheelchairs
to
bikes,
to
dad
carrying
16,
kids
and
four
coolers
and
six
wagons
and
all
that
kind
of
stuff.
It's
a
lot
easier
to
get
to
the
beach
going
on
one
of
the
mats
than
through
the
sand.
H
Also
upgrading
and
improving
our
restroom
facilities.
The
picture
to
the
left
is
actually
folly
field
which
was
taken
down
all
the
way
to
the
studs
floor
was
rotten
out,
rebuilt
back
in
all
of
our
beach
park.
Bathrooms
have
epoxy
floors,
we've
got
the
number
16
beach
in
the
nation
and
I'm
a
big
competitor.
I
like
to
be
number
one.
So
how
do
we
make
it
number
one?
Well,
you
add
lighting
we've
added
some
up
lights
and
down
lights.
H
These
guys
have
done
a
lot
of
improvements
on
changing
out
boards,
painting
pressure
washing
doing
all
those
kind
of
things,
deck
repairs,
a
lot
of
repairs
of
dries
and
islanders.
H
Again,
I've
been
vacationing
down
here
for
40
years.
Imagine
that-
and
I
think
the
picture
on
the
left
is
from
40
years
ago,
so
we
actually
put
some
new
paint
on
a
lot
of
our
buildings.
They
just
need
some
tlc
a
lot
of
landscaping
improvements
if
you've
been
down
to
kaligni.
This
is
actually
the
picture
next
to
the
hawk
signal
on
the
parking
lot
side
used
to
be
a
lot
of
pine
straw
and
just
wasn't
very
attractive,
got
new
sod
and
plantings.
All
in
there
looks
great.
H
These
guys
are
also
focusing
on
the
beach
as
well,
and
one
of
the
biggest
needs
that
these
guys
have
found
is
our
dune
fencing.
Our
dune
fencing
is
critical
to
our
dune
creation,
and
a
lot
of
these
dune
fences
were
in
major
need
of
repair.
So,
since
you
know
late
last
year,
these
guys
have
repaired
over
125
dune
fences
along
our
coastline.

Also,
we've
got
great
partners:
finnegan
share,
shack,
bethany
started
up
her
share
shack
last
year
at
reasons
everything
that
that
673
items
there
were
donated
that
folks
can,
if
they
don't
have
a
boogie
board
or
an
umbrella
or
some
beach
toys
go
out
to
the
beach
check
in
with
bethany
she'll
loan
them
to
you
and
you
take
them
out,
use
them
and
bring
them
back.
So
it's
a
great
recycle
program
and
then
spartina
marine.
H
These
are
the
3
700
items
were
left
on
the
beach
last
year
and
these
are
the
things
that
amber
has
picked
up
and
we've
recycled
those
items
as
well
marketing.
What
are
we
doing
to
market
our
beach
programs
and
our
beach
accesses
we're
working
with
our
great
communications
team,
with
the
town
to
create
and
promote
that
beach
experience
we're
working
with
our
partners?

So
what
else
are
we
doing?
Well,
we've
got
a
lot
of
different
programs
that
we're
doing
we've
we
like
to
entertain
best
practices.
I
don't
have
all
the
answers,
there's
a
lot
of
folks
that
have
great
answers.
Great
ideas
and
we
want
to
copy
those
great
ideas.
Adopt
a
basket
was
one
of
them.
You
see
them
on
the
the
beaches.
You
can
pick
up
trash
dump
it
in
the
receptacle
when
you're
done
wheelchair
loaner
program
we're
about
to
put
in
place
the
borrow
bin
at
islanders
recycled
toys.
H

Mark
has
reinvigorated
the
adopted
beach
again
working
with
the
marriott
westin
sea,
pines
uscb
outside
foundation,
a
lot
of
folks
on
doing
more
beach
cleanups,
and
you
can
tell
by
the
schedule
there
they're
usually
the
day
after
our
big
holidays.
So
and
then
the
other
things
that
we
do
wedding
permits,
boat
permits.
H
Speaking
of
our
staff,
we've
got
a
number
of
seasonal
staff
with
us.
We've
got
parking
monitors,
we've
got
beach
ambassadors
and
we
actually
have
two
seasonal
beach
techs
with
us
that
we're
super
excited
about
so
and
then
what
can
I
say
about
our
partners?
We
can't
do
this
without
our
partners
in
the
community
shore,
beach
turtle,
patrol
turtle,
trackers,
palmetto,
breeze
outside
foundation,
bike
ambassadors,
uscb,
marriott,
weston,
sea
pines,
sheriff's
department
and
I'm
sure
I'm
missing
a
half
a
dozen
others.
H
But
without
these
folks
you
know
these
are
the
experts
in
these
areas,
and
I
challenge
them
to
bring
me
ideas
so
that
we
can
implement
those
enforcement
and
parking
and
security
islanders
beach
park
for
the
season
we're
seven
days
a
week,
eight
to
four
thirty
coligny,
we're
monday
or
I'm
sorry,
friday,
saturday,
sunday
and
holiday
mondays
from
eight
to
four
thirty
and
we're
also
utilizing
the
uscb
parking
lot
with
the
beach
shuttle
and
then
again
working
with
our
code
enforcement
and
our
beaufort
county
sheriff's
office
team.

To
make
sure
we
uphold
the
rules
and
then
something
I
know
we
had
some
issues
with
last
year.
We
do
have
two
companies
locally,
that
if
we
need
to
tow
we're
going
to
tow,
but
they
do
accept
devon
and
credit.
So
again,
our
town
code
enforcement
folks
making
sure
our
town
ordinance
are
met
and
then
working
with
our
partners
at
the
sheriff's
office
on
the
beaches,
transportation
again
working
with
palmetto
breeze,
really
an
untapped
resource.
H
In
my
opinion,
they're
doing
the
trolley
back
and
forth
across
the
island
and
they're
doing
the
beach
shuttle
for
us,
they've,
actually
added
quite
a
few
stops
on
their
trolley
this
season,
so
that's
great
and
then
what
do
we
want
to
do
next
year
and
beyond?
Well,
we
want
a
message.
We
want
to
improve
our
brand
awareness
and
we
want
to
welcome
folks-
and
I
believe
it
was
you,
mr
ames,
that
said
that
if
you
can
find
out
what
a
guest
needs
are
before
they
show
up.
H
That's
when
you
become
extraordinary,
I
think
you
said
that
and
that's
what
we
did
at
palmetto
bluff,
that's
how
we
got
the
five
star,
forbes
lifestyle.
So
these
are
all
the
different
things
that
we're
working
on
we're,
also
working
with
our
cip
team,
great
group
of
folks.
They
got
a
lot
on
their
plate.
The
islanders
overlook,
pavilion,
hopefully,
should
be
finished
here
within
the
next
week
or
so
looks
great.
So
far
great
now,
we've
got
a
whole
list
of
other
ideas
and
projects
that
we
want
to
look
into
and
implement
again
trash.

I
talked
about
those
300
beach
cans
on
our
beaches,
trash
cans
on
our
beaches.
Well,
we
want
to
map
those
out.
We
want
to
evaluate
the
use
of
those
cans.
We
want
to
hopefully
consolidate
and
probably
eliminate
some
of
them
that
aren't
aren't
being
used.
So
a
lot
of
good
things
in
the
works.
We're
also
piloting
a
big
belly
trash
compactor,
actually,
two
of
them
in
kaligni,
hopefully
we'll
get
those
installed
here,
mid-summer
all
of
everything
that
we're
doing
reverts
back
to
the
strategic
action
plan,
so
that
is
our
bible.

That
is
we're
working,
what
we're
working
towards
and
then
ultimately
to
come
up
with
a
beach
master
plan.
To
present
to
you
folks
kind
of
you
know
what
we
want
to
do
continue
to
evaluate
our
current
processes
and
adapt
best
practices.
We
want
to
be
proactive
in
our
communication
with
you,
folks,
as
well
as
the
public,
and
we
want
to
challenge
our
partners
and
other
stakeholders
to
improve
the
beach
experience
and
enhance
the
island
culture
best
way
to
get
in
touch
with
us.

task
force
work
plan,
miss
anne,
who
is
our
interim
community
planning
manager,
hi.

thank
you,

orlando
council
members,
the
mayor
for
the
record
and
siren
interim
community
planning
manager
and
I'm
presenting
this
update
on
behalf
of
cherise
dubose,
our
neighborhood
preservation,
administrator,
other
town
staff
and
community
organizations
who
are
our
partners.
You'll
recall
the
original
galagici
cultural
preservation
report
included
35
recommendations.

The
task
force
recommended
two
additional
recommendations,
and
when
town
council
approved
and
accepted
that
report,
they
asked
the
task
force
to
develop
16
top
priority
recommendations
that
are
either
town
directed
or
town
assisted
to
work
on,
and
so
this
is
an
update
on
those
projects.
What
I'd
like
to
do
is
focus
on
of
those
37
recommendations.

The
remainder,
the
remaining
four
that
are
incomplete
in
in
this
case,
12,
are
completely
complete.
Two
are
75,
complete
and
two
are
50.
Complete,
complete
means
that
the
initial
efforts
are
complete
and
that
there
are
folded
into
town
operations
or
the
town
was
a
partner
organization,
and
the
lead
organization
has
taken
over
and
the
town
will
provide
ongoing
support.

There
we

I'd
like
to
skip

Oh
that's,

What
I
like
to
do
is
advance
through
these
slides
and
you
can
see.
The
status
of
this
is
provided
in
advance
of
the
meeting
for
you,
and
this
will
be
posted
on
the
town's
website
for
the
public
to
review.
You
can
see
here
the
top
16
priority
projects,
pp,
public
policy,
cp,
cultural
preservation
and
hp,
airs,
property
preservation
and
focusing
now
and
I'd,
be
happy
to
visit
any
of
these
in
depth
with
you
and
review
them.

But
I'd
like
to
focus
on
the
four
outstanding
projects
so
educate
town
officials,
employees.
This
is
a
town-led
initiative
to
improve
cultural
preservation
and
to
increase
understanding
between
town
officials,
town
employees
and
the
gullah
community.
So
staff
developed
a
plan
which
includes
an
initial
orientation,
an
onboarding
orientation
and
then
quarterly
ongoing
educational
opportunities
staff
will
present
the
plan
in
full
to
the
gala
task
force.
We
receive
some
initial
recommendations
and
review
from
them
at
the
next
task
force
meeting
we'll,
publish
the
entire
plan
and
advance
the
meeting.

Nipka
did
select
the
low
country
celebration
park
as
the
initial
location
for
the
market
and
that's
in
consideration
of
town
facilities
and
available
parking.
There
was
a
success,
a
successful
market
in
december,
and
so
they'd
like
to
follow
up
on
that
success.
So
they're,
coordinating
with
the
island
wreck,
who
manages
the
property
to
hold
those
monthly
markets,
staff
will
provide
communication
support
and
when
the
u.s

project
is
complete,
consideration
of
an
alternative
location
for
the
market
closer
to
the
north
end
of
the
island.

Temporary
and
seasonal
signs-
this
is
a
public
policy
initiative
that
is
town
led.
The
initial
discussion
that
staff
presented
was
that
there
was
a
desire
to
have
signs
that
would
identify
gullah
businesses
and
those
would
be
available
throughout
the
historic
neighborhoods
which,
as
you
know,
cover
a
large
area
of
the
island.
There
were
some
concerns
about
the
breadth
of
those
signs.
The
number
of
signs
that
would
be
displayed,
and
so
staff
revisited
that
and
with
the
task
force's
guidance
identified
10
businesses
that
we
think
would
actually
benefit
from
the
signs.

So
our
next
steps
are
to
work
with
nibka
to
discuss,
having
signs
that
are
already
lmo,
compliant
that
those
businesses
can
use
discuss
those
with
the
businesses
see
if
those
work,
if
those
signs
don't
work
and
additional
amendments
need
to
be
made
to
the
lmo
to
accommodate
signs
that
will
be
more
suitable
staff
would
bring
forward
a
recommendation
of
town
council
at
that
time.
For
those
signs.

And
the
last
recommendation,
it's
public
policy
recommendation
to
establish
an
overlay
district.
I
know
you
all
are
very
familiar
with
this
for
the
benefit
of
the
public.
The
initial
recommendation
was
an
overlay
district
that
covered
the
historic
neighborhoods
on
the
island
parts
of
that
overlay
district
were
approved
by
by
youth
town
council.

So
things
such
as
addressing
access
preservation
of
air's
property
generally,
but
specifically
trying
to
clear
title
and
the
cost
associated
with
development.
So
there's
still
some
challenges
that
folks
are
facing,
and
staff's
recommended
priority
is
to
focus
on
finding
solutions
to
those
issues
and
bringing
those
forward
to
town
council
as
soon
as
possible
and
then
revisiting
the
additional
code,
modifications
that
were
part
of
the
original
overlay
district
upon
the
completion
of
the
conditions
and
trends
assessment
and
the
creation
of
the
growth
framework
and
island
master
plan,
and
that
would
be
fourth
quarter.

we
we
appreciate

council

and
taking

this
challenge.

it's
is
very
important

our
community
as
a
whole.

some
of
the

and
I
know
that,
even
though
we're
showing
100
there's
still
work,
that
continues
and
needs
to
be
done,
but
I
I
wanted
to
personally
say
that,
yes,
about
two
weeks
ago,
I
took
some
time
with
my
son
to
go
through
the
new
design
studio
here
at
the
town,
and
I
will
say
that
the
attitude
of
those
that
were
helping-
and
I
want
to
use
that
word
twice
helping,
because
I
know
for
certain
that
there's
a
big
perception
from
the
gullah
community
that
the
town
is
not
willing
to
help,
and
I
want
to
say
it
out
loud
that
my
experience
in
that
design
studio
was
the
exact
opposite.

we
are
moving
in
the
right
direction.
I
want
to

staff
for
all
that
they're
doing.

a
ways

except

councilmember
harkins
everybody
had
the
memo
about
the
tie
today
must
must
been
picture
day.
It
was
good.

There
was
not
unanimity
or
even
close
to
unanimity
on
whether
or
not
this
should
go
to
a
referendum
this
year
or
at
all.
Obviously,
with
the
present
financial
climate
folks,
retirement
savings
are
very
much
being
affected.
Inflation
is
at
an
all-time
high
fuel
prices,
food
prices
are
all
skyrocketing
and,
for
the
foreseeable
future
will
probably
go
up.
So
whether
or
not
the
the
citizens
of
bucharest
county
have
an
appetite
to
tax
themselves,
another
one
percent
at
this
time
is
yet
to
be
seen.
So
it's
be
up
to
the
county
council.

We
did
not
recommend
a
time
frame.
If
I
had
my
recommendation,
it
would
be
far
off
in
in
the
future,
maybe
possibly
2024,
because
I
just
don't
believe
the
taxpayers
would
be
up
for
that
type
of
an
increase.

There
were
other
pieces
in
there
that
would
benefit
hilton
head.
There
was
60
million
for
road
resurfacing
throughout
the
county,
including
municipalities.
There
was
I.t
funds
to
make
our
signalization
smarter,
and
all
of
those
you
know
would
benefit
the
town.
One
of
the
things
I
I
brought
up
is
that
you
know,
although
it's
a
700
million
dollar
excursion,
a
very
large,
disproportionate
amount
of
those
funds.
If
this
ever
passed
would
be
raised
by
the
town
of
hilton
head,
we
probably
have
the
would
have
the
greatest
economic
impact
on
this
particular
tax.

Some
of
these
projects
should
be
the
dominion
of
the
town
of
hardyville
who,
as
I'm
sure
everyone
is
aware,
approved
many
many
subdivisions
to
be
developed
but
really
did
not
hold
those
developers
feet
to
the
fire
for
the
infrastructure
that
would
be
needed
outside
of
those
developments
to
feed
that
additional
additional
traffic,
so
they
are
needed.
It
will
be
a
question
of
when
this
needs
to
happen
and
who's
going
to
pay
for
it.

that

heard
a
report
last
week
from
jared
fralix,
the
deputy
administrator
for
the
county,
talking
about
the
diligent
work
and
effort
that
each

you
put

into
that.
We
appreciate
that
as
a
controversial
thing,
but
you
did
what
you
were
asked
to
do
and
we
appreciate
your
hard
work
in
that
regard.

mentioned,
the
lack
of
unanimity
was
that
on
the
committee-

it
was
probably

on
the
timeline
and
also
there
was
a
sentiment
among
some
of
the
members,
not
all
that
many
of
these
projects
were
really
state
projects
and
the
county
was
taking
them
over
because
they
knew
that
the
state
was
not
going
to
respond
in
a
timely
manner
to
get
them
done.

several
different

at
one

of
course,
the
I'm
just
curious
about
the
read
of
the
room
around
the
discussion
of
mass
transit.

There's
also,
I
believe,
60
million
set
aside
for
the
either
the
purchase
of
development
rights
or
whether
flat
out
purchase
a
property
to
remove
it
from
development
sort
of
reduce
the
amount
of
future
traffic
in
those
particular
areas.
But
we
very
much
talked
about
public
transportation
as
as
well
as
transportation
by
a
fast.

discussion
about
the
maybe
on
a
philosophical
level,
the
regressive
nature
of
sales
tax.

Well,
obviously,
everyone
you
know
pays
it,
however,
the
impact
on
those
of
a
lower
income,
in
my
opinion,
will
be.

you
know
much
much
greater.
You
know
the
the
tourists
will
come
and
they
will
pay
it
because
they
have
to.
However,
you
know
the
folks
who
live
locally,
who
are
in
the
the
lower
wage
earner
category
would
probably
bear
the
brunt
of
you
know
the
discomfort
and
least
able
to
afford
it.

reconstituted

If

watched
the
public
facilities
committee
presentation
last
night,
it
looked
like
there

a
majority
of
the
council
there
and
they
had
several
questions,

they
unanimously
moved
that

first
reading.

it
didn't
seem
to
me
that
there
was
I'm

short-term
rental
problems.

have
that
there
are
significant
drafting
problems
with
the
ordinance
that
we
have
now.

those

an

to

but
since
then,
and
even
more
pressing
concern
has
come
to
my
attention
that
I
think
everybody
here
should
be
aware
of
about
the
inadequacy
of
the
ordinance
that
you
have.

rationale

ordinance
that
you're
proposing,
but
you
don't

one
now
you

people
who

upset

they
don't
know

people
who
live
next
door
to

better
job
than
you

they're
adopting

districts

we're
located

arrow
road,
not
too
far
from
here,
I'm
very
supportive
of
a
number
of
positions
in
the
ordinance,
particularly
around
education,
and
the
role
that
the
bike
shop
community.
In
particular,
our
shop,
can
have
in
trying
to
distribute
a
common
message:
etiquette
safety,
courtesy
all
those
things
that
we
all
would
benefit
from
improvement
on.

The
first
thing
is
as
a
brick
and
mortar
store.
We
already
struggle
against
our
suppliers
who
have
online
stores
and
if
I'm
required
to
put
a
governor
on
a
bike
that
someone
can
buy
online,
I
might
as
well
shut
my
business
down.
Consumers
are
very
educated.
They
come
to
our
shop
knowing
a
lot
about
the
bikes.
If
I
then
turn
around
and
say,
I've
got
to
limit
the
speed
on
a
bike
they're
going
to
walk
out
this
out
the
shop.
So
there's
a
practical
issue
with
that.

There's
also
a
technical
issue
with
it
too,
in
that,
unlike
a
car
bikes,
are
not
actually
controlled
to
a
speed,
they're
controlled
to
a
power
we
measure
speed.
So
if
I
was
to
put
a
governor
on
that
would
require
my
bike
to
be
12
miles
per
hour,
I'm
basically
telling
the
controller
how
much
wattage
to
send
to
the
motor
when
it's
engaged,
if
I'm
capped
at
12
miles
per
hour
and
I'm
on
the
beach
going
into
a
20
mile
per
hour
headwind.

actually
going
on
that
bike
anymore?

been
about

have

problem,

figure

the
reality

a
lot
of
people
are
riding

e-bikes
without
pedal,
assist,
they're
riding
them
as
bikes,
and
it's
very
easy

safety

that
translates

practicality,

starting

bike
shops

rent
and
sell
e-bikes

certainly
reasonable,
but
going

really

best
way

do

we've
used
the
concept
of

bikes

understand

that

they
do
read

remember

at

know

right

in
relatively
short
order.

science

the
pathway.

my
husband
and
I
own,
four
non-motorized
bikes,
two
road
bikes
and
two
called
comfy
bikes,
which
we
also
ride
on
the
beach.
I
also
have
been
walking
on
the
shared
pathways.

That's
now
not
how
I
broke
my
ankle,
but
an
avid
walker
both
on
the
pathways
and
on
the
beach
and,
as
I
mentioned,
to
the
public
planning
committee
at
their
last
meeting,
the
south
carolina
department
of
transportation
adopted
a
complete
streets
policy
in
early
2021
and
they
amended
their
design
manual
and
that
design
manual
describes
a
shared
youth,
pass,
shared
use
pathway
as
non-rotarized.

That's
what
we
have
or
shared
use
pathways,
and
I
provided
the
town
with
evidence
of
measurements
of
pathways
in
the
south
forest
beach
area,
where
I
often
walk,
and
a
lot
of
those
are
even
up
to
a
little
over
four
feet
wide.
There's
a
lot
of
the
pathways
and
beautiful
pathways
that
go
around
trees
and
around
curves.
It
gives
a
great
scenic
view,
except
for
when
you're
riding
fast
on
a
bike
which
I
do
not
do
on
those
pathways.
I
look
for
straightaways
when
I
do
that
or
go
other
places
where
you
have
safe.

Straightaways
e-bikes
are
very
heavy
even
with
the
new
designs
they're
much
heavier
than
certainly
than
road
bikes
or
with
coaster
bikes,
and
at
that
speed,
and
with
that
weight,
they're,
dangerous
I've
almost
been
clipped
twice
by
an
e-bike
on
the
pathways
and
and
generally
I'm
pretty
agile
on
my
feet
to
try
to
get
out
of
the
way.
But
I
I
would
encourage
you
to
keep
the
ordinance
the
way
it
is
which
does
not
allow
motorized
vehicles.

If,
if
you
look
daily
at
the
high
traffic
areas,
I've
also
started
as
a
bike.
Ambassador
pedal
hilton
head

one
of
the
ride
leaders.

couldn't
do
that
this
year,
but
you
know
I
spent

lot
of
time
on
the
pathways
and
if
you
look
at
all
the
different
kinds
of
uses
that
we
have
there's
going
to
be
conflicting
uses
now
people
walking
their
dogs,
people
with
children
on
the
pathways
children
biking.

know
some
on
tag
alongs
and
some
on
little
bikes
themselves.

We
generally
only
bike
at
low
tide,
because
that's
when
there's
a
lot
of
space,
there
are
particular
areas
where
you
have
no
fishing,
where
there's
a
lot
of
swimmers
and
a
lot
of
activity.
I
would
encourage
you
to
look
at
the
beaches
and
say
no
e-bikes
on
the
beaches
would
be
the
preference,
but
if
you
must
allow
them
somewhere.

just
scratched
the
surface
of
our
pathways,
we
have
built
a
computer
and
we
don't
have
the
software
e-bikes
rented
by
bike.
Shops
are
a
fraction
of
part
of
what
is
out
there.
It's
like
telling
people

too
fast.
You
shouldn't
ride
them.
I
had
a
corvette,
I
drove
it
fast
and
I
somehow
survived
you
know,
but
this
regulation
isn't
perfect.
This
isn't
the
ten
commandments,
but
it's
a
start,
and
I
think
I
would
toss
the
governor
thing.

beginning

asphalt
in
some
areas.

electric
bikes
ideally

able
to
travel

else

a
leisure

don't
have

system
in
place
to
allow
that
to
happen,

think
we're
only
going
to
be
finding

other
east
vehicles

to

our
lives
and
as
a
resort
community.

very
much
whether
we're

to
be
able
to
control
that
issue.

don't
believe
that
we
still
know
exactly
how
many
short-term
rentals
are
on
this
island.
That
is
going
to
be
a
huge
key
in
how
we
step
forth
with
any
additional
steps.

short-term
rental
business
and
also
real
estate
brokerage
and
am
a
resident
of
hilton
head
island.
So
thanks

I
just
I
hate
to
take
up
time,
but
I
really
do
want
to
echo
the
sentiments
of
my
colleagues
here
and
thank
you
all
for
the
very
thoughtful
approach
that
you've
taken
so
far.

Seems
like
a
fun
topic
to
weigh
in
on
several
people
have
talked
about
balance,
and
this
is
really
about
balance,
and
I
I
come
with
kind
of
unclean
hands.
The
community
I
manage
has
a
a
an
amendment
against
short-term
rentals.
There
are
a
handful
that
are
grandfathered
in
and
when
I
say
a
handful,
I
mean
literally
a
handful.

The
owners
of
those
properties
pay
the
full
boat
on
property
taxes,
there's
an
accommodation
tax.
If
there's
a
one
percent
sales
tax,
those
are
the
tourists
that
are
going
to
pay
the
bulk
of
it.
So
we'll
benefit
from
that.
We've
learned
that
when
we
go
into
a
restaurant
to
make
a
reservation
a
year
in
advance,
especially
during
tour
season,
we
know
that
we
shouldn't
leave
the
island
on
a
saturday
morning
or
try
to
come
back
on
a
saturday
afternoon
and
we've
learned
to
live
that
way.

Just
a
couple
of
of
cautions,
you
know
there
are
instances
where
in
a
a
condominium,
association
or
hoa,
where,
if
the
number
of
short-term
rentals
moves
past
a
certain
number
and
that's
usually
about
50
percent,
the
federal
government
will
not
issue
federally
insured
loans
for
those
properties
because
they
feel
they're
a
bad
risk.
So
bear
that
in
mind.

The
other
item
is
you
know,
as
these
individuals
who
may
exhibit
bad
behaviors
and
what
we're
talking
about
is
bad
behavior.
Here
it
affects
those
who
are
living
there,
full-time
and
then
they're
annoyed
and
at
what
point
do
they
move
out
and
it
moves
the
community?
You
know
past
that
point.
So
there
is
a
balance
here
and
there
are
planned
communities
who
have
short-term
rentals
and
they
have
actually
limited
the
number
that
could
operate
within
a
within
the
community
and
you
can
only
apply
to
short-term
rent.

If
somebody
drops
off,
you
know
that's
within
a
nature,
and
there
may
be
some
municipalities
who
may
have
the
ability
for
similar
ordinances,
but
all
of
those
items
are
are
in
play,
but
it's
been
said
here
many
many
times.

about
balance
and
we
all
benefit
from
those
short-term
rentals.

one
of
those
that
lives
in
the
non-vacation
neighborhood,
and
I
and
I
love
it-
we
do
live
in
a
resort
residential
resort
community
and
we've
got
to
make
certain
that
we
maintain
our
industry.

I've
heard
that
the
most
of
the
rental
companies
are
stand
behind
the
agreement
and
they
they
can
live
with
it
and
it's
okay.
The
one
thing
I
haven't
heard
discussion
of
is
the
changes
that
we
went
through
from
2019
to
today,
because
of
cove
with
the
number
of
people
that
have
come
through
to
this
community,
the
number
of
homes
and
condos
that
have
converted
to
either
second
homes
or
rental
properties
or
a
combination
thereof.

We
don't
know
what's
going
to
happen
tomorrow,
so
as
this
ordinance
gets
passed,
we
need
to
make
certain
that
it's
in
place
for
a
period
of
time
that
we
can
understand
what
it
means
and
how
it
affects
each
community
in
each
of
the
companies
and
each
of
the
owners
as
they
own
these
properties.
So
I
implore
you
to
give
it
a
year
see
what
happens.
Make
certain
that
it's,
the
right
ordinance
in
place
for
us
at
the
right
time
make
certain
that
we're
not
going
too
far
based
off
of
changes
over
the
past
two
years.

Good
chance,
a
lot
of
these
people
are
going
to
say
I
love
it
there.
I
love
to
be
there
for
a
couple
of
weeks,
but
I
don't
want
to
own
there
anymore,
I'm
going
back
home,
I'm
going
to
take
my
money
back
there
and
that's
a
good
possibility,
starting
to
see
it
happen
a
little
bit
already.
So
those
are
things
that
are
coming
that
we
haven't
addressed.
We
haven't
talked
about,
but
as
we
pass
this
and
move
it
forward,
keep
that
in
mind
for
the
next
realm
of
changes
and
addendums
to
it.

Can
I
just
make
an
observation,
because
there's
there's
there's
a
lot
of
what
we
just
listened
to,
that
I
think
just
needs
a
point
made
on
so
there's
been
a

If
you
don't
mind,
I'm
sorry
if
there's

repeatedly
about
those
folks
who
are
full-time
residents
who
don't
live
in
areas
where
short-term
rentals
are
allowed
and
at
the
same
time,
speaking
about
the
amazing
benefit
to
the
town
that
those
short-term
rentals
bring.

Both
are
true.
However,
not
everyone
gets
that
that
opportunity
to
separate
themselves
from
the
short-term
rentals.
So
what
this,
in
my
mind,
at
least
short-term
rental
ordinance
is
being
put
into
place
for
is
for
those
who
don't
have
the
opportunity
to
separate
themselves
or
don't
choose
to
separate
themselves
into
a
community,
that's
just
for
full-time
rentals
for
full-time
residents
and
not
having
any
short-term
rentals
so
that
they
too
can
enjoy
that
same
peace
and
quality
of
life
that
those
who
can
do
and
that's
how
simple
it
is.

the
comment
of
how
we
can
be
good
neighbors.
That's
the
parameters,
that's
the
building
block
of
this
to
set
the
standards
that
have
that
we
need
that.
We
obviously
need
at
this
point
so
that
we
can
provide
more
good,
neighbor
behavior,
and
I'm
hopeful
that
this
does
it

that's
I
just
wanted
to
make
that
point.
