Agenda Items of Interest:
✔️ Heard a proclamation recognizing Our World: Worldwide Day of Play on Saturday, September 30th with the Beaumont Children's Museum.
✔️ Heard a presentation from Richard Backhaus with Evergreen regarding the employee salary study and their recommendations for a phased three-year implementation approach.
✔️Council approved amending an ordinance to Article 6.10 Gaming Sites and Gaming Machines.
✔️Council to approved amending Section 2.04.002 of the Code of the Ordinances related to declaring Presidents' Day as an official holiday for City employees.
✔️Council tabled a resolution to award HOME ARP (American Rescue Plan) funding for the development of non-congregate shelter, tenant based rental assistance and the administration associated with the planning and management of the projects.
✔️Council tabled a resolution approving the write-off of uncollectible water accounts totaling $51,055.48 for which each individual account exceeds $1,000.
✔️Council approved a resolution authorizing a contract with Zion Industrial Group, LLC, and TMT Utilities, Inc., for the Citywide Emergency Water Main Repairs III.
✔️Council conducted a Public Hearing to receive comments on the 2022 Consolidated Annual Performance and Evaluation Report (CAPER).
✔️Council held a work session to review and discuss the city's sanctioned encampment strategy, which presented information and potential costs for proceeding with creating a primitive campsite with a service provider or pallet housing with a service provider.

their

out
and
playing
around
together.
The
community
can
learn

importance
the
role
of
play
has
in
Youth
Development
mental
health.

wellness
and
social
emotional
growth,
Beaumont
Children's
Museum
will
participate
in
our
world
Worldwide
Day
of
Play
by
hosting
an
event
on
September
September
30th
focused
on
play
and
families.

opportunities

play
through
interactive
games,
races,
creations
and

to

quick
play
is
our
brain's
favorite
way
of
learning,
you
can
play
soccer
or
you
can
play
a
video
game.
Both
are
very
very
achievement
oriented,
but
both,
but
play
can
more
importantly,
refer
to
actions
that
are
captivating
and
fun
active
and
challenging
self-directed
and
open-ended
in
actions
like
these.
This
means
children
are
having
a
good
time,
showing
interest
moving
and
thinking
and
exploring
freely
choosing
what
they
want
to
do
and
how
to
do
it.

everybody
out
and
playing
through

This
year's
event,
the
Beaumont
Children's
Museum,
wants
all
families,
churches,
friends
and
communities
to
get
up
get
out
and
go
play
all
are
welcome
to
join
us
at
the
Children's
Museum.

with

Backhouse.
He
was
Evergreen
Solutions.
He
flew
in
from
North
Carolina
this
morning,
so
he's
happy
to
be
in
Beaumont.
I've
been
working
with
him
for
over
six
months
now,
in
the
classification
study
and
he's
been
a
pleasure
to
work
with,
it's
been
a
long
journey.
It's
very
complex
process
can't
count
how
many
spreadsheets
I've
looked
at
and
and
reevaluated
recalculated,
so
he
has
a
presentation
for
you
today
and
I'll
hand
it
over
to
Peter.

Distribution
so
see
how
employees
salaries
are
spread
out
throughout
the
pay
plan,
as
it
is
now
talk
about
the
market
comparison
and
give
a
recap
from
that
point
of
the
market
study
and
then
we'll
talk
about
the
phasing
recommendations
of
what
impact
that's
going
to
have
in
the
city.
So
as
we're
looking
at
it,
I
have
a
very
complex
chart
in
front
of
you.
This
shows
each
of
the
pay
grades.

Where
you
see
red
is
density
of
employees
in
the
first
quarter
of
their
pay
range
blue
is
the
second
quarter
of
their
pay
range,
yellow
the
third
quarter
and
then
green.
Those
are
that
are
towards
the
max.
So
as
we're
looking
at
how
salaries
are
distributed
through
the
pay
ranges
as
they're
published
right
now,
most
employees,
66
percent
of
employees,
are
in
the
bottom
half
of
their
ranges.
Only
13
of
full-time
employees
are
in
the
top
quarter
of
their
published
pay
plan.

So
there
might
be
classifications
that
were
below
some
of
these
points,
some
that
might
have
been
above
some
of
these
points
and
while
the
results
indicate
a
positive
differential
in
the
midpoint
or
at
the
maximum,
it's
important
to
note
that
when
comparing
these
published
ranges
to
those
of
the
other
peers,
employees,
actual
salaries
aren't
close
to
those
published
maximums.
There
were
less
than
10
instances
where
a
salary
was
at
or
exceeding
the
maximum
in
the
city
as
it
is
currently
so
I
wanted
that
to
be
a
point
of
reference
as
well.

So
looking
at
the
implementation
phases,
our
recommendations
are
bringing
the
adjustments
as
a
result
of
the
study
over
three
years.
This
allows
adjustments
as
we're
going
along
a
way
to
approach
it,
that's
fiscally
sustainable
and
that
can
meet
the
financial
means
of
the
city
so
year.
One
the
approach
that
we're
starting
off
with
it
will
move
the
starting
wage
in
the
city
to
15
an
hour.
All
employees
are
receiving
a
two
percent
across
the
board
increase
to
their
salary,
so
they're
moving
a
little
bit
further
along
as
well.

That
was
effective,
October
1st,
in
conjunction
with
that
specific
classification
groups
are
going
to
move
to
their
year.
Two
ranges
so
they're
going
to
move
closer
to
the
market
competitive
rates
that
we
were
just
looking
at
to
start
adjusting
for
that
point:
All,
City
funds,
so
the
general
fund,
water
fund,
solid
waste
and
so
on.
Those
are
affected.

Here
is
a
very
long
graph
that
I'm
not
going
to
spend
very
much
time
on.
You
all
have
the
handout
available,
but
this
is
what
the
year
one
pay
plan
is
going
to
look
like.
We
can
see
the
current
ranges
as
they
are
with
the
city
with
that
15
an
hour
minimum
established,
so
no
major
adjustments
in
year,
one
it's
just
bringing
those
minimums
up
and
moving
employees
throughout
in
gear.
Two
we're
going
to
yes,

Now
year,
two
we're
going
to
adopt
a
new
full-time
employee
pay
plan
and
transition
classifications.
Throughout
those
recommended
ranges,
it
will
adjust
employees
that
are
below
those
new
established
minimums
up
to
their
recommended
ranges
and
if
there's
a
cost
of
living
adjustment,
I'm
recommending
the
pay
plan
move
with
any
cost
of
living
adjustment.
That
way,
it's
not
going
to
be
one
year
behind,
as
you're
adjusting
for
cost
of
living
for
today's
market
competitive
rates
that
we're
identifying
the
salary
only
cost
impact
of
year.

Two,
it's
just
over
a
hundred
thousand
dollars
the
cost
after
tmrs
and
benefits.
Right
now
is
just
over
124
000,
and
this
would
continue
to
adjust
86
total
employees.
Again,
that's
bringing
employees
to
those
defined
minimums,
as
it
is
currently
the
structure
of
the
new
plan
we
can
see
here.
We
condense
the
plan
just
a
little
bit
from
what
it
was
so
grades,
ranging
from
one
to
32
or
101
to
132
and
there's
a
couple
EMT
and
paramedic
grades
down
at
the
bottom
as
well.

We
can
see
pretty
standardized
progressions
and
then
much
normal,
much
more
normalized
range
spread,
so
the
distance
from
the
minimum
to
the
maximum
of
those
ranges
and
then
year
three.
This
is
where
a
major
leg
of
the
impacts
can
come
and
we
have
a
menu
of
options
available.
You
continue.
Transitioning
pay
plans
to
the
market,
competitive
rates
and
move
the
pay
plan
based
on
any
cost
of
living.

Adjustments
that
will
occur,
adjust
employees
to
the
minimum
of
their
recommended
ranges
and
there's
a
menu
of
options
for
how
you
can
continue
further
adjusting
employees.
You
could
adjust
them
based
off
of
10-year
move
them
throughout.
Those
defined
ranges
based
off
of
how
long
they've
been
with
the
city
or
half
10-year
credit,
half
of
their
time
with
the
city
and
move
them
throughout
their
range
that
way
their
separation,
so
the
employee
hired
tomorrow,
might
be
a
bit
more
separated
than
the
employee.
That's
been
serving
the
city
for
20
years
from
there.

we
see
the
year.
Three
plan:
this
is
not
adjusted
for
cost
of
living

right
now,
but
these
rates
are
what
those
Market
competitive
rates
would
be
again.
If
you
in
increase
any
cost
of
living,
the
all
scales
would
move
along
just
a
little
bit
further,
and
with
that
that
is
everything
that
I
have
here.

all

part
of
the
classification
analysis
when
employees
were
sent
out
job
surveys,
they
gave
us
the
responses
on
the
work
that
they're
doing
their
supervisors
went
through.
Those
responses
gave
feedback
on
that,
and
then
we
compared
that
out
into
the
market.
We
have
a
list
of
job
title
changes
and
the
pay
grade
assignments
that
we've
been
working
with
HR
to
continue
to
refine.
We
have
that
complete
and
we're
in
a
pretty
comfortable
place
with
that.
So
the
classification
analysis
has
been
done.

Sure
so
part
of
the
compensation
study
was
to
evaluate
jobs
and
and
the
duties
of
those
jobs,
and
you
know
what
we
lacked
with
the
city.
We
haven't
done
a
study
like
this
in
over
20
years
over
the
years
we've
added
positions-
we've,
you
know
changed
the
name
of
positions,
we've
expanded
positions
and
so
we're
trying
to
to
get
those
positions
to
align
as
one
and
make
it
a
little
more
simplified
as
far
as
designating
a
salary
in
a
Range.
So
we'll
continue
to
work
on
that.

As
you
know,
it's
a
three-year
approach,
we're
making
some
changes
this
first
year
with
the
compensation,
as
with
the
two
percent
and
the
15
minimum
and
the
other
movements.
But
with
this
three-year
phasing
in
approach,
you
know
we're
going
to
change
some
position,
names
we're
going
to
combine
some
positions
and
so
that'll
all
carry
along
with
the
process.
It
won't
happen
immediately
because
there's
a
lot
to
change
right
now
we're
going
to
be
doing
the
two
percent
call
cost
of
living.

Then
we
have
to
bring
up
those
that
are
under
15

and
then
we
have
to
enter
action
forms
to
make
the
changes
to
those
positions
that
were
designated
underneath
their
ranges.
So
a
lot
to
do
in
this
next
couple
of
weeks
and
then
we'll
take
some
time
afterwards
to
refine
the
positions.
But
as
Peter
was
saying,
they
had
interviewed
clusters
of
employees,
certain
supervisors
to
get
a
good
idea
of
what
each
position
does
at
the
city
and
it's
very
important
for
them.
So
they
could
categorize.

And
I
understand
that,
but
even
with
the
pay
plan,
my
concern
Mr
Williams
is
I
would
like
to
be
privy
to
the
duties
as
well.
When
we
look
at
these
pay
plans,
because
we
just
did
you
know
our
cost
of
living
increase
and
I
would
have
felt
more
comfortable,
seeing
the
data
and
the
duties
prior
to
the
cost
of
living
increase.
Just
to
look
at
the
ROI
I
want
to
know
what
all
factors
did
you
all
consider
in
the
study.

Short,
so
there
was
a
list
of
compensatory
factors
that
went
behind
every
job:
the
leadership,
the
decision
making
that
the
roles
have
with
not
only
their
department
but
the
impacts
to
the
city,
the
levels
of
working
conditions
that
they
may
be
subject
to.
So
there's
five
compensatory
factors,
and
then
we
looked
at
the
job
duties
outside
of
that.
So
those
will
be
reflected
when
my
company
is
rewriting
the
job
descriptions.
Those
are
all
going
to
be
involved
with
those
job
description,
revisions
that
we
will
be
providing
the
city
as
well.

If
it's
something
that
can
be
afforded,
I
I
encourage
consideration
to
be
given,
but,
as
we
saw
on
those
charts,
it's
one
of
the
more
costly
efforts.
So
maybe
that's
something.
That's
broken
out
a
little
bit
over
time
to
get
to
that
Equitable
point.
But
the
separation
between
not
only
peers
in
the
same
classification
title
but
in
those
hierarchies
that
are
established
is
something
important
for
a
city
to
have.

and
lastly,
Mr
Williams
I
just
would
feel
more
comfortable,
seeing
the
duties,
because
my
specific
emphasis,
I
kind
of,
was
doubling
down
on
it's
just
kind
of
alarming
that
we
had
66
percent,
that
kind
of
not
where
they
need
to
be
and
I
noticed.
When
we
first
started
going
over
this,
we
were
saying
it
was
14
that
was
at
that
level
or
higher
than
what
was
desired
in
comparison.

So
I
would
kind
of
really
like
to
see
the
job
duties
and
get
a
clear
understanding,
because
when
I
first
got
on
the
council,
I
asked
did
we
do
salary
studies
and
I
was
told
multiple
times?
Yes,
now
we're
saying
that
we
haven't,
did
it
in
over
20
years.
That's
extremely
alarming
to
me,
because
we're
raising
salaries
at
the
same
rate
yearly
and
it's
we
we're
not.
We
don't
have
anything
to
really
go
off
of
so.
For
me,
that's
extremely
alarming.
I
asked
when
I
did
first
get
on
the
council.

Foreign,
so
to
respond
the
an
actual
paid
study
we
haven't
done
for
over
20
years
now
within
human
resources
and
what
we
do
we're
going
to
do:
salary
surveys
based
on
specific
positions
when
there's
a
need,
if
you
have
a
lot
of
employees,
maybe
leaving
a
certain
position
and
going
to
another
city
or
going
to
another
entity,
we're
going
to
look
at
the
reasons.
Why
look
at
the
salaries?
So
internal
processes?
We
have
done
salary
surveys
but
actual
third
party.
This
is
the
first
time
in
over
20
years
that
we've
actually
put
this
together.

It's
primarily
public
sector
based
and
it's
looking
at
competitors
and
competitors,
so
the
competitors
nearby
entities
that
would
be
within
a
reasonable
distance,
those
that
you're
actually
competing
with
in
the
job
market
and
then
the
competitors
like
size
cities,
maybe
across
the
state
or
even
across
the
country.
Those
are
the
ones
that
we're
primarily
observing.
We
did
give
some
consideration
to
the
private
Market,
because
we
understand
its
presence
for
key
roles
here
at
the
city,
but
this
was
primarily
looking
at
the
public
market.

One
of
the
things
that
I
mentioned
was
that
we
did
look
at
it
for
a
hot
button
items,
so
the
equipment,
operators,
the
automotive
technicians
areas
like
that
that
we
understand
primarily,
compete
here
privately
rather
than
publicly.
We
gave
those
considerations
to
so
we
did
a
smaller
portion
of
the
study
in
reference
to
that
but
holistically.

Looked
at
similarly
side
cities
throughout
the
state
and
the
local
ones
as
well,
it
would
behoove
us
not
to
look
locally,
but
a
Beaumont
is
a
little
bit
on
an
island
where
there's
no
area
quite
like
it
in
the
immediate
vicinity
or
no
entity,
quite
like
it
in
the
immediate
vicinity.
So
we
wanted
to
ensure
that
entities
that
are
experiencing
similar
conditions,
as
you
all,
would
also
be
a
factor
in
that
did.

days

By

has
had

opportunity
to
review
a
very
obtainable
and
straightforward
guidelines
for
establishing
home
and
homeless
campsite.

By
this
time,
I
hope
we've
had
an
opportunity
to
see
that
I
use
the
term
First
Step
Campground
instead
of
a
homeless
camp
I,
have
attended
a
number
of
Homeless
Coalition
meetings
and
it
is
a
consensus
of
the
non-profits,
multiple
nonprofits
that
attend
these
meetings
at
a
homeless.
Campsite
is
desperately
needing
this
Camp
would
allow
the
nomadic
or
trans
transient
population
a
place
to
exist,
an
environment
with
a
lifestyle
they
wish
to
live.

Once
this
designation
has
been
made
utilize,
please
utilize,
the
very
well
organized
homeless
coalition.
That's
been
in
place
for
two
years.
These
groups
are
wanting
to
help
they're
wanting
to
move
forward,
but
if
we
did
it
in
reverse,
if
if
we
tried
to
put
together
a
strategy
without
having
a
spot,
it's
like
building
a
home
of
house
plans,
but
we
don't
know
where
we're
going.
To
put
it
so
I'll.
Just
ask
that
we
made
common
sense
to
me
that
the
city
come
together.

spot,
then
solicit
the
Homeless
Coalition
group
for
support.

we
already

changes

we're
making
to
our
current
ordinances

our

amended
ordinances

we're
proposing
is
not
intended
to
impact
legitimate
businesses.

things

we
notice
in
enforcement
is
that
we
did
not
have
enough
fee

order

accurately

provide
safe
enforcement.

what
that
means
is
that
we
were
operating
at
a
loss.

current
ordinance
requires

purchase,
provide
tags
and
provide
signage
and
provide
background
checks
and
do
inspections,
and

law
allows
us
to
impose
fees
that
allows
those
things
to
be
done
at
no
cost
or
at
a
break-even
cost
to
the
city.

need

charging

ordinance
deals
with
building
codes
has
a
fire

aspect
to
it

terms

enforcement,

sure

they're

blocking
exit
doors
to
make
sure
they're,
meeting,
building
and
fire
code
requirements,

as
you
know,
firemen
work
expensive,
and
so
we
need
that
reinforcement.
We
also
have
implemented
ID
badging,
so
we
can
identify
who
the
workers
are
in
the
game
room
in
previous
enforcement.

the

complaint
from
law
enforcements
that
you
know
was
handpointing
like
we.

things

is
different
is
that

do
require
them
to
allow
for
inspections,
which
is
something
we
do

time
firefighter.

fire
marshal
office
will
schedule
inspections,
but
that's
not
uncommon

unscheduled
inspections
and
gaming,
gaming
rooms
and
other
sexually
oriented
business
or
other
businesses
that
have
some
similar
restrictions
to
make
sure
that
they
are
complying
with
the
rules,
no
smoking,
no
logging

doors
and
so
on.

whether

appropriate

this
area

they

master
plan
gives
you

good
roadmap,

estimate

master

designate

best

industrial

best
for
apartments
and
best

commercial

and
put
that
into
a
plan.
It's
not
a
binding
plan.
It's

planned
recommendation
of
how
your
city
is
to
develop.

and

While
it's
somewhat
different
than
a
city
master
plan,
we
do
have
a
zoning
plan
for
the
whole
city
right
now,
and
what
this
is
a
request
to
change,
something
that
is
in
that
zoning
plan.
At
some
point
in
time,
staff
or
the
council
got
together
and
approved
a
zoning
map
for
the
city
and
designated
what
areas
should
be
zoned
what,
and
that
was
with
an
eye
towards
what
should
be
developed
or
what
could
be
developed.

vision

zoning
plan
is
more
the
mechanical,

teeth

through
ordinances
and
things
like
that
and
I
think
I
mentioned
this
before
it
may
be
that
because
we
just
as
as
you
all

aware,

get
a
lot
of
requests
for
rezonings
along
major
there's
a
lot
of
activities.

you

perhaps
in
the
maybe
coming
months.

wise

corridor
study

just
a
long
major

look

see

because
the

the
amount
of
development,
the
amount
of
requests
we're

we
can
get
a
city-wide

it
may

be
something
we
want

look

the
coming

do
that
and
again
we
have
little
funding
to
work
with
since
that
budget
Workshop.

cities
like
Beaumont,
are
struggling
with
growing
issue.

growing
issue
caught
between
expected
limitations
coming
from
the
courts
as
well
as
unfunded
State
mandates
as
such.

are
discussing
here

is
not
a
guaranteed
solution,
and
so
what
I've
shown
here
in
this
slide
is
just
some
some
of
many
headlines
that
you
can
find
online
where
cities
across
the
country
are
struggling
with
the
challenge
of
homelessness.

the

on
its
borders,
the

for
nearly
a
month,
but
isn't
full

Why
and
I
just
again,
I
want
to
show
you
these
headlines
not
to
be
alarmless,
but
just
to
show
that
cities
are
really
trying
to
struggle
with
how
to
address
this
issue.

little

some
of
the
camp
types,
of
course,
as
we
talk
about
trying
to
provide
some
additional
housing
options
for
our
homeless
population,
so
that
we
can
comply
with
estate
mandates

up

areas
of
the
city.
Of
course,
before
we
talk
about
Camp,
specifically,
we
should
mention
that
there
are
specific
shelters,
so
full
shelters,
like
the
Salvation
Army,
provides
in
our
city,
but
another
option,
as
we're
going
to
talk
about
here
today-
are
these
sanctioned
camps.

So
the
first
kind
you
can
see
here
is
what's
referred
to
as
a
primitive
camp,
and
you
can
see
the
aerial
photo
there
on
the
left.
You
can
see
where
they
have
simply
taped
off
or
painted
off
some
some
areas
for
individual
campers
to
set
up.
If
you
look
at
the
bottom
left
frame
or
in
the
bottom
right
picture,
you
can
see
where
they
have
portable
portlets,
you
can
see
they
have
a
portable
shower.

So
in
terms
of
primitive
camps,
you
know
what
you
have
to
provide
to
set
one
up.
So,
of
course
you
have
to
have
a
site
you
have
to
have
and
again
as
I
go
through.
This
I
should
mention
that
you
know,
as
part

house
bill,
that
prohibited
camping
on
public
property.
The
state
also
said:
well,
the
city,
cities
and
counties
jurisdiction
jurisdictions
can
set
up
a
camp.

that
in
reviewing
the
tdaca
guidelines
for
a
HIC
to
date,
as
late
as
last
week,
in
communicating
with
tdhc,
no
cities
or
or
Counties
have
an
approved
plan
as
of
yet
so
you
may
hear
of
some
other
camps
that
are
operating
within
the
state
of
Texas,
but
those
predated
the
bill
in
question.
So
good
idea

apart
from
primitive
Camp,
which
in
my
mind,
would
be
more
tense,
this
is
another
version
of
that
which
is
more
of
pallets.
You'll,
see
you
have
some
companies
out
there
that
are
providing
solutions
that
are
certainly
more
substantial
than
a
tent,
and
so
we've
included
this
as
a
potential
option.

there's
cost
estimates
for

units
and
they

variety
of
different
layouts.

you
want
to
pay
extra,
you
can
have
lighting
and
air

than

camp

access

security,

they

cities

doing

mixed

everybody's
struggling

what
they
have
done
is

of
them
have
issued
rfps
and
essentially
inviting
non-profits
to
either

capacity
to
their
existing
shelters
or
set
up
and
operate
a
primitive
or
pallet
camp.

So
again,
in
my
mind,
it
would
be
coming
up
with
an
RFP
which
would
be
your
quest
for
proposals
which
would
be.
This
is
what
we're
looking
for
from
a
non-profit
to
perhaps
provide
25
housing
for
25
individuals
that
complies
with
the
state
HIC
plan,
and
perhaps
it
would
be
a
pilot
program
where
it
would
be
one
year
in
duration
with
one
or
two
additional
extensions
to
ensure
that
it
works
out.

what
we're
looking
for
here
is
just
next
steps

As
mentioned
this,
the
council
has
authorized
funding
again
right
today,
we're
talking
about
counselor,
providing
some
guidance

our
ability

towards
approving
a
city-wide
camping,
ordinance
and
trying
to
comply
with
the
state
mandates

there

it
as
two
different
things:
one
A
Primitive
camp
and
then
the
pallet
shelters
is
more
of
a
transitional
housing
component,
but
I
have
chaired
the
mayor's
Homeless
Coalition
now
for
four
years
and
I
have
real
good
familiarity
with
the
non-profits
that
are
out
there.
What
their
capabilities
are,
what
they
like
to
do,
what
they
can
do,
what
they
can't
do
and
I
don't
believe,
there's
any
non-profit
out
there.

A
And
if
I
could
just
get
some
clarity
at
tdhca
has
an
approval
process
and
evidently
there's
been
no
city
that
has
been
approved
and
I
know.
There
are
some
guidelines,
but
one
thing,
I
think
is
important.
I
mean
we
currently
have
the
Salvation
Army
facility.
That
is
never
at
capacity,
usually
less
than
60
percent
capacity.
From
talking
to
the
captain
there.
A
In
my
understanding,
the
reason
we're
going
through
this
process
and
looking
at
an
alternate
is
so
that
we
can
have
this
no
camping
ordinance,
but
we
need
the
approval
from
the
tdhca
for
an
HC
HIC.
So
we
need
to
include
them
from
the
very
beginning
because
we
can
spend.
We
can
spend
a
lot
of
time
about
location
and
what
we're
looking
at
doing
only
not
to
get
their
approval.

So
if
we
need
to
find
out
if
there's
a
way
to
get
sufficient
information
from
them,
so
that
we
know
where
we're
beginning
is
a
place
that
could
be
acceptable
to
them
and
how
that
would
look
because
I
know
people
are
going
to
have
a
lot
of
opinions
on
this
and
I
certainly
understand
that.
But
I
would
hate
for
us
to
go
through
an
entire
process
only
for
if
this.

So
there
were
some
cities
who
had
no
camping
ordinance
prior
to
the
new
legislation
coming
down
and
I,
don't
know
that
they
have
enforced
it
post
that
if
you
like,
we
can
do
some
research
to
see
if
there's
been
some
lawsuits
filed.
But
I
know
that,
in
light
of
that,
let's
take
a
lot
of
cities.
Pull
back
from
enforcing.
There
are
no
camping
ordinances
in
order
to
come
and
plan
come
into
compliance
with
that
law.

As
you
know,
whenever
you
go
up
against
the
feds
or
state
of
Texas,
they
come
down
heavy
on
wanting
to
revoke
or
suspend
some
of
your
funding,
and
so
I
know
that
that's
a
fear
that
some
cities
had
or
that
that's
just
been
discussed.
So
we
can
look
to
see
if
any
cases
have
been
filed
or
have
been
appealed
to
the
fifth
circuit,
but
just
in
general
I
know
a
lot
of
cities,
pull
back
from
enforcement
in
lieu
of
that
legislation.
So.
I
Some
of
these
other
cities
in
Texas
that
I
know
have
campsites,
haven't
been
sanctioned
or
approved
by
the
Texas
Department
of
Housing
and
Community
Affairs
other
than
perhaps
their
campsites
predated,
the
enactment
of
that
legislation,
or
maybe
I
I,
don't
know
the
reasons
but
I
think
that's
something.
We
need
to
look
at
those.

You
know
and
I
have
read
Mayor
West,
that
you
know
in
Austin,
for
instance,
they
are
becoming
less
and
less
tolerant
of
camping
on
private
locations.
Of
course,
the
legislature
already
spoke
to
the
public
camping
but
private
locations,
even
in
what
is
considered
fairly
liberal
cities
like
Austin
the
the
pushback
from
the
citizens,
because
of
the
tremendous
negative
effects
of
all
the
homeless
camping
on
private
property
has
impacted
tremendously
that
City.

And
so
mayor,
if
I
could
real
quick,
just
comment
on
that,
because
I
was
in
Austin
last
weekend
and
it
it's
markably
improved
from
what
it
was
a
few
years
ago.
However,
I
believe
it
was
this
morning,
Austin
just
awarded
64
million
to
non-profits
for
homelessness.
So
you
know
what
they're
doing
is
you
know
they
have
a
lot
more
resources,
of
course,
a
lot
more
challenges,
but
a
lot
more
resources
in
terms
of
the
monies
they're
putting
towards
this
issue,
but
it
is
improved.

We
were
considering
somewhere
between
25
and
50
I.
Think
the
you
know,
as
you
look
at
the
tdaca
rules,
they're
not
very
specific
in
terms
of
number
of
you
know,
for
example,
number
of
facilities
per
tent,
so
I
think
if
you
went
from
25
to
50,
wouldn't
be
that
big
of
an
increase
I
think
it's
the
basic
infrastructure,
that's
going
to
be
the
cost.

There,
well
that
was
to
service
portalets
in
a
temporary
shower
and
I
will
tell
you.
We
had
difficult
getting
quotes
because
of
the
nature
of
the
what
we
were
asking
for,
but
that
those
were
the
prices
we
got
for.
Basically,
setting
up
and
servicing
portalets
shower
stations,
washing
stations
for
a
year.

understandable
you
just
always
want
to
look
at
different
funding
mechanisms,
but
my
my
second
thing
was
the
Primitive
versus
palette.
You
know
based
upon
your
research,
if
you
was
saying
in
a
perfect
world,

suggestion
is:
how
would
we
get
started
in
Beaumont?
It
seemed
like
the
Primitive
is
a
lot
more
simpler.
What
would
you
recommend
that
the
direction
we
would
go
in
you.

Know
I
think
the
quickest
solution
would
be
primitive
tense,
maybe
have
like
councilman
Getz
was
talking
about,
go
ahead
and
buy
the
the
modular
pallet.
You
know
restroom
shower
facility,
because
I
think
it
would
be
cheaper
in
the
long
term
and
then,
if
we
felt
like
you
know
it's
working,
you
could
shift
over
to
you
know
a
certain
number
of
years
shift
from
tent
to
pallet,
but
initially
the
quickest,
the
quickest
solution,
I
think,
would
be
the
tent
or
primitive
and.

And
you
know
in
the
world
in
that
discussion
of
how
much
they
talk
about
a
Continuum
of
housing
options.
So
it's
everything
from
what
we
consider
a
quote-unquote
normal
house
with
a
mortgage
or
a
lease
with
apartment
lease
to
somebody
sleeping
on
the
streets.
Of
course,
that
population
has,
you
know
particular
challenges,
although
some
of
them
just
want
to
live
off,
the
grid
quote
unquote,
and
so
they
talk
about
a
Continuum
of
housing
choices.
So
it's
it's
it's.

You
know
the
tent
primitive
to
the
palette,
to
the
transitional
housing
and
again,
hopefully,
we'll
talk
soon
about
some
of
the
proposals
for
the
home,
art
funding,
which
will
be
more
transitional
and
then
you
get
into
more
permanent
Supportive
Housing,
and
then
you
know
and
what
you'll
see
in
other
cities
is.
You
know
they?

They
will
surround
these
in
clients
with
a
lot
more
services,
which
is
good,
but
that's
very
expensive,
some
to
the
tune
of
100
a
night
and
we're
just
not
in
that
position
at
this
point
to
handle
that
but
I
think
looking
forward
again,
every
city
is
struggling
with
it
and
we
really.
We
need
some
assistance
from
the
state
and
federal
government
and.

That
to
me
would
be
money
that
we
would
want
to
designate
for
transitional
housing,
which
is
what
I
think
you
know
we're.
Looking
at
doing,
I've
looked
at
various
vendors
and
I've,
seen
where
you
can
get
Standalone
units
for
that.
Some
of
them
have
two
bedrooms.
Some
of
them
have
one
bedrooms,
but
they
all
have
baths
and
shower
contained
therein
for
like
fifty
thousand
dollars.
I
Don't
support
that
option
two
to
me
seems
to
be
the
the
best
option,
and
that
would
be
where,
as
I
said
before
the
city
locates
some
land
develop
the
site,
whether
it
be
with
shower
trailers
or,
as
you
have
pointed
out,
maybe
it
would
be
more
feasible
to
have
some
sort
of
pre-constructed
prefab
bathroom
put
there
and
then
turn
it
over
to
non-profits
to
run.
So
that's
that's
and
I
think
that
can
be
done.
I've
talked
to
them.
I
know
there's
some.
That
would
be
willing
to
look
at
that.

complicated
problem
and
there's
no
easy
solution
and,
as
was
mentioned
regarding
Austin
I,
was
reading
today
that
in
California
that
has
more
of
a
what

a
significant
problem,
and
that
has
a
more
liberal
mindset.
Even
they
are
standing
up
and
saying,
okay,
something
has
to
happen.

We've
we
have
to
do
something
and
they're
pushing
back,
and
the
governor
I
know
spoke
up
and
said
something
has
to
happen
and
they're
looking
for
Solutions
similar
to
this,
and
so
it
is
a
problem.
Across,
the
Nation
and-
and
everyone
has
reached
a
saturation
point,
and
so
I
just
say
all
of
that,
because
I
wanted
to
speak
up
in
response
to
your
presentation
and
say:
I
support
the
city
and
the
council
doing
something
it
comes
at.
A
cost
and
I
know
that.

But
something
has
to
happen
because
of
the
impact
it's
having
on
our
community.
Our
residents
and
our
businesses
is
costing
the
city,
and,
and
we
have
to
be
able
to
care
for
these
people
and
that's
the
problem
that
we're
all
dealing
with
is
finding
a
balance
between
compassion
and
mitigation
and
and
trying
to
find
that
balance,
but
just
wanted
to
say
I
I
support
the
council
moving
forward.
We
have
to
do
something
even
at
the
cost,
that's
going
to
come
with
it.

clear

some
residents
aren't
the
Salvation.
Army
has
a
facility
that
doesn't
reach
60
percent
for
the
most
part

they

can
accommodate

people

it
possible
to
even
look
at
if
tdhca
would
consider
consider
you,
you
know
licensing
them
and
that
be
a
a
possibility
for
us
I
mean
we
might
have
to
work
in
concert
with
Salvation
Army
for
some
future
planning,
but
that
currently
exists.

and
that's
the
thing
about
the
RFP
is
let
let
the
organizations
tell
us
what
they
can
and
are
willing
to
do
and
for
how
much
money
so
Salvation,
Army,
Again,
part
of
the
RFP
could
be.
You
know,
provide
a
provide,
25
extra
beds
at
a
traditional
shelter
and
maybe
maybe
Salvation
Army,
says
look,
you
know
we'll
do
that
or
maybe
Salvation
Army
wants
to
establish
a
camp
somewhere
or
operate
a
camp
that
the
city
has
established
somewhere,
but
part
of
part
of
the
RFP
would
be
looking
at
all
those
different
options.

Another
problem
with
the
Salvation
Army,
though,
is
that
it
is
not
designed
to
be
something
that
people
just
stay
at
for
indefinite
periods
of
time.
They
generally
have
a
30-day
limit
on
how
long
people
can
stay
there
and
there
anticipating
that
during
that
time
the
people
are
looking
for
more
permanent
person.
It's
yeah,
it's
it's
not
designed
it's
emergency
shelter
is
really
what
it
is
when
people
are
finding
themselves
suddenly
in
a
situation
where
they
don't
have
a
roof
over
their
head
anymore.

It's
it's
mystifying
to
me
that
the
local
TV
stations
can
do
a
story
about
how
we
need
to
have
more
cooling
stations
and
starts
interviewing
people
about
how
cooling
stations
would
be
great
when
they're
talking
to
people
that
are
literally
sitting
on
the
street
right
next
to
a
cooling
station
and
it's
100
degrees,
and
you
wonder:
why
are
they
sitting
on
the
street
on
the
corner
on
the
curb
instead
of
going
inside,
where
they
can
have
air
conditioning
watch
TV
play
dominoes,
wash
their
clothes?

a
shower.

interest

we

combination
