my

Alec
bradner
with
the
Central
Virginia
planning,
district
commission
and
I'm
I
wanted
to
take
a
moment
to
introduce
myself.
I
am
brand
new
to
the
planning
district
commission
and
brand
new
to
the
region.
You
might
have
known
Gary
Christie.
He
was
the
executive
director
for
16
years
and
he
retired
over
the
summer
and
I
was
selected
to
replace
him.
I
I
was
an
honor
to
be
selected
and
I
came
here
from
the
crater
planning
district
Commission
in
Petersburg,
so
I'm
familiar
with
Virginia
and
the
laws
and
the
localities
that
comprise
it,
and
my
background
in
has
been
to
work
with
seven
different
planning
district
commissions
now
throughout
the
southeast,
as
a
consultant
as
an
entry
level
planner
and
as
an
executive
director.
Now
for
a
second
stop.
So
it's
a
pleasure
to
be
here.
I
wanted
to
talk
a
little
bit
about
the
planning
district
commission
and
introduce
or
invite
anyone
here,
who's
interested.
I
They
were
founded
with
the
idea
with
the
mission
of
pursuing
Economic
Development
planning,
Transportation
Planning
and
environmental
planning,
and
every
city
and
county
in
Virginia
is
in
one
and
the
way
those
topics
have
evolved
in
Central
Virginia
is
that
we
house
the
Workforce
Development
board
in
the
name
of
Economic
Development.
We
are
a
metropolitan
planning
organization,
a
federal
designation
which
receives
dollars
for
Transportation
Planning
and
then
finally,
we
manage
Solid
Waste
for
several
localities
in
the
region
as
part
of
our
environmental
function.
I
So
we
also
work
with
the
regional
radio
board,
so
Janet
Blankenship
is,
in
the
audience.
I
see
her
on
a
regular
basis
through
that
function
that
helps
to
coordinate
emergency
communication
between
fire
and
rescue
across
multiple
localities
in
our
region.
So
we've
got
some
exciting
things
happening
in
the
planning
district
commission.
Right
now,
we've
just
hot
off
the
presses,
got
a
announcement
of
a
seventy
five
thousand
dollar
award
from
the
national
fish
and
wildlife,
a
foundation,
a
federation
that
just
came
through
very
very
recently.
I
So
big,
that's
good
news
for
us
and
we're
continuing
to
pursue
grant
opportunities
to
advance
some
of
the
interests
that
we
have
throughout
an
area
that
includes
Bedford,
Campbell,
Amherst
Appomattox
and
the
City
of
Lynchburg.
So
I'm
happy
to
answer
any
questions
you
might
have,
and
we
look
forward
to
meeting
any
one
of
you

talking
more
about
what
we're
doing
so

neighboring
localities

struggling

we've

some
challenges
with
recruiting
and
hiring.

EMTs
and
paramedics.
So
one
of
the
things
that
we've
utilized
you
know,
Alec,
of
course
you
know-
was
volunteered
to
help
is
a
convener.

very
helpful
in
terms
of
bringing
the
different
Public
Safety
directors
together
around
our
region,
bringing
the
right
people
at
cvcc
to
some
meetings.
So
we
can
discuss.
You
know
some
strategies,
sort
of
at
a
regional
level
how
to
enhance
our
recruitment
efforts
and
education
efforts
for
EMTs
and
paramedics
in
order
to
really
increase
the
supply
into
the
profession
so
anyways,
it
was
that's
another
role
that
Alec
and
his
organization
play
is
as
a
convener
of
people
within
the
region
in
order
to
solve
common
problems.

final
presentation,
I
hope
on
our
school
resource
officer,
grant
that
we
were
we
put
in
for
so.
To
give
you
just
a
recap
and
then
I'll
ask
any
questions.
We
were
informed
by
the
Virginia
Department
of
Criminal
Justice
Services
on
June,
the
23rd
that
there
were
available
money
for
our
school
resource
officers,
additional
ones,
so
we
applied
for
that.
We
had
to
have
the
application
in
by
July
the
15th.

We
received
notification
on
August,
the
5th
that
we
had
received
all
14
of
our
school
resource
officers,
there's
21
schools
in
our
County
and
right
now
we
have
seven.
So
we
have
14
positions
so
we
put
in
for
those
14
positions
and
then
on
August
the
22nd.
We
present
it
to
the
work
session
here
for
the
Board
of
Supervisors
and
then
September,
the
8th.
It
was
approved
for
the
school
board
to
be
able
able
to
fund
their
side
of
it.

Sheriff
Miller,
if
I
miss
May,
I'll,
just
Echo
what
one
of
the
one
of
the
outcomes
of
the
work
session
of
August
22nd
was
it.
The
Board
of
Supervisors,
requested
myself
coordinate
with
a
school
superintendent
about
a
cost
share
agreement
for
these
for
the
SRO
positions.

So
the
cost
share
agreement
that
we
discussed
at
our
work
session
was
for
the
school
board
to
pay
for
75
percent
of
the
salaries
and
benefits,
and
then
the
county
would
pay
for
the
other
25
percent
and
whatever
equipment
and
future
Vehicles
may
be
needed,
and
the
school
board
took
action
on
that
I
believe
on
September
8th
in
order,
and
they
agreed
to
that
kind
of
framework
of
how
to
cost
share
these.
This
grant
match
and
the
grant
going
forward
after
them
after
the
grant,
funds
are
extinguished.
So.

Yes,

so
we
have
to
have
permission
to
hire
and
then
once
we
get
that
permission
from
the
Board
of
Supervisors,
then
we'll
start
trying
to
hire
people
no,
sir,
we
we
may
hire
one
or
two.
We
do
have
five
or
six
of
our
officers,
our
deputies
that
would
like
to
transfer
into
these
positions,
but
we
have
to
also
hire
to
replace
them.

strategically
moved,

sometimes
it

enough

not
then
we'll
have
to
hire
and

at
some
other

transfer

department

these

opening
up

advertising
for
school
resource
officers.

there
may
be
some
certified
officers
from
other
departments
that
would
like
to
come
over
to
the
Sheriff's
Office
and
be
hired
in
that
position.

they
did

vote.
It
says
that
they
would
be
responsible
for

school
board
pays

this

county
pays

county
pays
for
all

it
right

suggested

Dr
Bergen
that
and
I
have
to
agree
the
more
cost
efficient
school
security
officers.

have
a
hard
time
understanding
why
Bedford
County
taxpayers
need
to
pay
something:
that's
going
to
probably
hit
10
million
dollars
a
year,
providing
your
school
resource
and
school
resource
officers
with
you
know
full
police
cruisers
in
in
your
presentation,
the
first
time
we
heard
this
and
by
the
way
I've
only
been
on
the
Board
of
Supervisors
for
a
little
over
two
years
that
I've
I
don't
recall
ever
anyone
bringing
something
to
us.
In
fact
it
was
chairman
Sharp.

They
reminded
someone
in
our
last
meeting
that
you
don't
bring
a
grant
request
to
this
board
without
without
first
getting
approval
from
us
to
seek
that
Grant
request
and
and
I
find
that
troubling
that
we're
this
was
brought
to
us
with
such
short
notice
and
and
you
you
did
not
seek
our
permission
to
go
after
that,
Grant
and
and
in
your
in
the
last
meeting,
you
said
that
this
school
resource
officer
needed
Cruisers
to
to
patrol
the
the
speed
zones
in
front
of
the
schools
and
if
I
were
going
to
be
a
school
shooter
for,
like
a
better
word,
I'd
say
well
shoot
I'm
going
to
do
my
bad
stuff.

Well
that
cops
out
there
trying
to
catch
Speeders,
and
then
you
also
mentioned
that
these
school
resource
officers
could
even
read
books
to
the
children
in
the
classroom
and
I
find
that
neither
of
those
do
anything
to
help
ensure
the
safety
of
those
students
and,
quite
frankly,
I
find
that,
as
as
pie
in
the
sky
and
the
the
need
for
a
police
cruiser
just

and
especially
when
we
know
that
by
the
way,
where
did
you
come
up
with
your
numbers?

But
but
I
seem
to
recall,
it
was
if,
as
I
did
to
math
and
talk
to
another
former
supervisor,
who's
very
astutely,
aware
of
of
the
Bedford
County
spending,
we
both
agreed.
It
was
going
to
be
2
million
dollars
a
year
to
the
county
and
and
that's
going
to
be
through
the
school
board
funding
and
through
the
county
spending.
So
it
is
the
county
paying
all
that
the
taxpayers
in
this
County
in
knowing
that
we've
got
obligation
of
the
reversion
payment
coming
at
us
in
2027.

and
and
I'm
firmly
convinced
that
we
could
hire
that.
As
as
Dr
Bergen
mentioned,
the
school
security
officers
could
be
hired,
probably
for
a
grand
total
of
about
750
000
a
year.
It's
just
a
guess,
but
I
think
I'm,
very
close,
no,
certainly
for
half
of
of
what
your
proposal
is
going
to
cost
and
there's
an
abundance
of
former
State
Police,
other
police
officers
and
retired
military
who
hopefully
could
be
approved
for
this
plan
and
save
Bedford
County
taxpayers
a
small
fortune
annually
and
going
forward
and
again
reminding
you
that
this
is
a
grant.

Well
in
in
this
particular
case,
that's
like
actually
what
we're
doing
here
tonight,
even
though
the
timing
is
such
that
they
were
made
aware
of
it,
there
was
a
very
short
window
to
apply.
We
have
the
opportunity
tonight
to
to
basically
deny
their
request
and
then
they
rescind
their
request,
and
it
doesn't
go
forward.
So
this
that's
that's
exactly
what
this
is
tonight
is.
Not
only
can
we
say,
no
we're
not
going
to
go
down
that
road.

Message
and
I
want
to
make
one
thing
one
other
thing
very
clear:
I
am
all
about
the
safety
of
of
our
students
in
our
schools,
and
but
if
it
can
be
done
at
a
much
more
affordable
rate
which
I'm
convinced
it
can
be,
then
then
I
think
at
the
very
least.
We
need
to
take
a
little
more
pause
here
and
reconsider
approving
this
this
evening,.

I,
don't
really
have
a
I
guess,
a
question
for
you
sheriff
is
just
a
question,
so
it
does
say
that
the
that
the
schools
may
want
to
look
into
the
security
officer
and
I'm,
assuming
that
moving
forward
there
may
be
some
grant
money
for
them
to
pursue
that
too.

if
we
start
out
with
the
resource
officers
and
then
they
decide
that
they
would
rather
do
more
cost
effective
to
save
them
money,
then
then
how's
that
going
to
play
out
are
we
going
to
just
to
have
some
some
on
each
I
mean

Guess
we
don't
really
know,
because
all
we
know
is
what
they
said.
They
said
they
would
fund
75
percent
and
that's
great,
but
what
if
they
change
their
mind,
I,
don't
think
we
really
have
anything
other
than
at
their
meeting.
They
said
they'd
be
willing
to
do
that.

safety
officer

what
I
read
in
the
grant
as
much
as
I
read
on
it
started
out
at
37
000,
and
we
start
out
at
45
it's
what
we
put
in
our
grant,
but
by
the
time
we
supplement
everything.
I
would
now
that
I'm
trying
to
do
quick,
math
in
my
head,
I
think
it
would
be
cost
efficient
and
it
would
be
for
school
resource
officers.
You
have
to
understand.
You
got
a
veteran
officer
out
there.
That's
got
to
have
26
weeks
of
of
schooling.

That
goes
in
that's
what
our
Academy
is
for
a
school
safety
officer.
It's
a
two-week
school
to
be
able
to
combine
all
that
in
and
two-week
school
also
includes
his
or
her
weapon
is
what
it
does.
So
they
could
do
unarmed
for
a
week,
I'm
just
asking
to
make
sure
that
you
understand
quality
that
we're
looking
at
to
put
in
our
schools,
and
they
can
also
go
out
and
get
school
resource
office,
school
safety
officer
Grant
to
supplement
the
school
resource
officers
too.
So
I
understand
one
of
our
high
schools.

You
could
have
a
school
safety
officer
and
a
school
resource
officer
there
and
they're
not
competing
against
each
other,
because
their
job
functions
are
really
separate
to
an
extent
where
a
sheriff's
office,
our
deputies,
are
there
to
enforce
the
law.
School
safety
officers
also
are
there
to
enforce
the
school
law.
It's
what
they
are
so
I
understand,
there's
a
little
bit
of
difference.
There
is
what
we're
trying
to
say
so
understand.
I
reckon
what
we're
purchasing
with
our
grant
is
what
it
is
so
I
want
you
to
make
sure
you
understand.

And
might
we
remind
you
again
with
a
police
cruiser,
which
is
what
over
sixty
thousand
dollars
per
unit
or
more
than
that
of
my?
Does
anybody

these,

not
belittle
the
folks

could
be
schools,
security
officers.

about
the

opportunity

use
retired
military,

remind

Bergen
did
throw
open

opportunity

us

discuss
it
further
and
I
think
it
would
be
wise
to
do
that

trigger
on
this
program
this
evening.

think
we
really
ought
to
hear
I
mean
the
school
board.

After
all,
they
hire
everything
from
their
cafeteria
workers
to
custodians,
bus
drivers,
teachers
I
think
they
ought
to
have
the
opportunity
or
the
responsibility
to
choose
how
they
Safeguard
their
students
and,
as
you
said
in
in
the
meeting
sir,
the
that
the
folks,
your
deputies,
your
school
resource
officers,
are
not
at
liberty
for
anything.
As
far
as
school
disciplinary
actions,
only
law
breaking
and
I
mean
for
the
most
part.

Certainly,
the
possibility
exists
of
a
terrible
situation
in
our
schools,
but
if,
if
we
have
someone
such
as
a
school
security
officer
for
fifty
thousand
a
year-
but
you
know
it's
still
going
to
be
significantly
less
than
what
would
cost
one
school
resource
officer
in
a
fully
equipped,
Cruiser
and
and
and
also
unable
to
participate
in
any
I
guess
activity.

As
far
as
school
disciplinary
actions
go
so
therefore,
you
probably
need
to
have
a
school
security
officer
as
well,
so
the
county
taxpayers
are
going
to
be
saddled
with
a
significantly
higher
burden
financially
and
tax
wise.
It
just
makes
no
sense
to
me
and
I
certainly
hope
that
that
some
other
folks
get
that
okay.

the
cruiser
real
quick.
If
I
can

it's
a
it's
a
crime
prevention
deterrent
to
sit
out
in
front
of
those
schools
to
know
that
school
resource
officer
is
at
that
school.

If
we
put
a
school
resource
officer
in
that
on
that
campus
of
campus,
a
something
happens
there,
he
he
or
she
makes
an
arrest.
Now,
we've
got
to
call
another
police
deputy
sheriff
to
the
scene,
to
transport
that
child
and
that
school
resource
officer
to
wherever
they
may
need
to
go.
That's.

they
do
a
daily
basis,
I'm
tying
up
two,
that's
that's
going
to
happen
so
infrequently
I
would
hope.
I
realize
there
are
problems
in
the
schools,
but
that's
going
to
happen

infrequently

hope
it's
still

be
cheaper
by
far
to
not
tie
up
all
those
County
money
in

a
police
cruiser
and

also
pay
the
expense
of
maintaining
it
and
on

on,

replenishing

supplies

Cruisers

difficult
enough
as
it
is
to
hire
new
deputies.

their

it

school
resource
officers
on
what's
happening
in
their
community,

they
can
be
on

lookout

it,
because
what
happens
in
the
larger
Community
is
going
to
happen
on
those
school
grounds.
