needs
to

oversight

facilities

amazed

I
looked

of
these
sites
telling

can
open

state
virtually
has
no
oversight
on
these
things.

guess
this

part

their
all-female
facility
and

on

Barbara
nurenberg
of
blink
Inc

Boca
Raton
Florida,
who
is
the
actual
owner
of
this
property,
was
contacted
with
an
offer
to
purchase
for
some
of
the
property
of
the
Ford
joining
Parcels
on

Lowry,
along
with
Doug
fullaway,
who
had
spoke
at
at
the
planning,
the
CFO
of
soberis
Barbara
Nuremberg,
stated
quote:
the
property
is
not
for
sale.
The
sobrius
has
a
two
plus
year
lease
on
the
properties
on
Lowry
road.
All
the
rents
are
paid
today.

these
she
further
commented
the
duck

away
and
Jason
Stevens
have
the
facilities
all
over.
In
this
still,
she
still
presumes.
This
property
is
going
to
be
used
for
its
original
intent
within
this
County
Nuremberg
confirmed
that
the
lease
between
herself
and
soberis
shows
the
intent
of
having
our
operations
here
and
thereby
moving
residents
into
this
soberish
location.
It
leaves
a
proof
of
possibly
an
ongoing
operations
residents.

Moving
in
under
the
original
lease
agreement
with
them
without
a
special
use,
permit
I
believe
is
a
violation
of
our
County
ordinance
on
May,
the
29th
one
of
the
two
known
females
are
residing
at
the
at
the
property,
invited
a
guest
to
tour
the
home.
The
guest
has
reported
that
all
the
bedrooms
in
the
home
five
up,
one
down,
were
furnished
with
multiple
twin
beds
for
residential
facility.
The
pool
was
open
and
uncovered
once
the
Renaissance
knew
that
the
guests
had
taken
note
of
the
facility
setup,
they
called
the
sheriff's
department
with
a
complaint
activity.

is
picked
up.
It
appears
that
some
of
the
same
men
that
came
from
the
Galax
facility
that
I
know
I
encountered
on
April
24th
has
Revisited
again.
Residents
now
actively
are
self-policing.
Our
area
and
something
is

not
correct

feels
like
there's
a
possible
intent
to
mislead
our
zoning
office,
our
Board

Supervisors
and
the
entire
Community.

they

plan
without
permission,

they

in
the

County
school
system,
which
is

pretty
big
deal,
but
more
recently
and

I
understand
we're
not
getting
much
for
the
recycling

us
feel
good
and
then
not
actually
realize
some
Financial
savings
or
something
here.

CIP
project
that

approved

intended

purchase

given

price

the
available
CIP
funds,

about

under
budget
for
the
CIP
project.

metrics

what

diversion
totals

cost
savings
might

them

purchases

has
been
top
notch.

This

some
of
the
Aging
custom
signal
cameras
that

not

redaction
capability

unreliable
total
cost.
This
project
is

871.42,
it's
a
50
month
contract.
It
includes
the
tap
bundle.
What
the
tap
bundle
is
is
what
we
talked
about.
Last
time
we
submitted
for
CIP
in
the
last
grand
it's
unlimited
storage
license
required
repair
and
maintenance,
and
we
get
new
equipment
every
30
months.
So
earlier,
when
you're
talking
about
equipment
that
ages
and
things
change
with
technology,
we
get
new
equipment
every
30
months.

if
you
look
at
page
two
first
year,
we
put
the
76
000
towards
the
purchase
of
these
leaves
a
county,
a
match
of
23
499.77,
which
comes
out
of
the
Sheriff's
Office
operating
budget,
which
we
have
for
fiscal
years,

We
would
appropriate
that
through
the
annual
budget
process,
so
we're
requesting
your
mission
to
submit
this
Grant
and
also
accept
it.
It
would
be
awarded
October
of
2023.

it
would
be
coming
out
of
the
sheriff's
department
budget
for
fiscal
year.

be
appropriated

the

if

look

fiscal

would

match

would
be
in
addition

able

find
savings
elsewhere

resolution
would
only
appropriate

fiscal

already

funds
so

saying
that
we
would
accept
the
grant
you're
approving
submission.

then,
if
it's

grant,
allow
the
use
of
the
sheriff's
department
fiscal
year

budget
for
the
match.
But
then
that
is
also
recognizing
that
we're
essentially
committing
to
funding
the
match
in
the
remaining
years.

Appropriations
would
not
occur
until
part
of
the
budget
process,.

these
cameras
they're
much
different
than
what
we
had
the
ones
we
have
there
so
like
I
said:
they're,
not
reliable,
the
batteries
aren't
holding
if
we
send
the
camera
in
for
repair
can
be
gone
for
months.
Having
these
axon
cameras,
as
you
see
on
there,
they're
warranted.
They
were
placed
every
every
30
months.
We
always
have
new
equipment,
that's
updated!
If
we
send
winter
for
a
pair.
There's
someone
right
back
out,
we
don't
have
to
risk
not
having
them
and
with
these
they
have
the
redaction
capability
and
we're
getting
foyers
all
the
time.

So
with
these
say,
for
instance,
you're
on
a
call
and
a
socials
ran
or
there's
a
juvenile's
face
or
something.
If
we
have
to
send
out
a
camera
footage
on
the
foyer
we
can.
We
can
redact
that
out,
we
can
blur
faces
out.
We
can
do
a
lot
of
things.
We
could
not
do
with
the
custom
signals
camera.
So
these
here
they're
reliable.
We
tried
them
out
for
a
while
before
we
got
them,
we
have
71
in
use
right
now
and
they're
they're
awesome,
and
not
only
this.

things
we
can
actually,
if
we
were
on
a
scene,
we
could
actually
tap
into
them,
live
to
watch,
what's
happening
and
call
shots
from
afar.
They
were
used
in
Lynchburg
City.
When
we
had
that
jail
right,
I
mean
these
cameras
here
are
top
notch,
so
I
don't
think
there
is
a
lot
of
alternatives
to
them.
You
know
to
get
our
best
bang
for
our
buckling.

have

This
is
a
roll

appropriate
funding

radio
replacement
project.
This
last
budget
cycle,
we
approved
a
CIP
which
would
replace
radios
for
all
of
our
Public
Safety,
but
the
majority
of
those
being
for
fire
and
rescue
part
of
that
CIP
project
was
to
replace
one
of
515
portable
radios,
the
xl95
models
for
fire
rescue
over
the
next
three
years.

A
recent
promotion
from
L3
Harris
has
brought
the
opportunity
for
us
to
purchase
a
higher
grade,
radio
with
more
capabilities
and
just
a
better
quality
radio.
The
XL
200
at
a
discounted
rate.
So
with
that
staff
is
recommending
that
we
appropriate
funding
to
fy24
to
remove
or
to
move
all
the
purchases
of
the
515
portable
radios
to
fire
rescue
to
be
purchased
in
FY
24..

original
amount
of
purchasing
the
515
radios
was
996
535
dollars,
the
discounted
rate
for
the
higher
quality
radio
to
reduce
that
price
down
to
857
thousand
dollars
and
fifty
seven
thousand
dollars
saving
us
a
little
over
a
hundred
and
thirty
nine
thousand
dollars
in
the
overall
project.

purchased

regular

we
have

interest

the

board

pursue

county,
fair
and

site
that's
been
mentioned,

a
good
site

people
frequently

the
board
doing

promoting
business
in
this
County

case
people
haven't

agribusiness
is
a
common
term
used

agriculture
is
a
business
and
it's
it's
still
a
good
business
in
this
County

to
keep
it
that
way.

Bedford
County
school
board
meeting
and
just
major
kudos
to
our
school
board,
who
stood
for
parents
and

children.

they
approved
a
policy
that
said,
teachers
and
staff

initiate
conversations
about
sexual
orientation
and
gender
I.
Just
thought
that
was
a
courageous
move
and
and
just
say
major
kudos
to
what
they're
doing.

Kent
Roby

Emergency
Management
director,
he
started
on
June
1st
and
happy
to
have
him
on
board
he's
in
addition
to
just
getting
organized
and
getting
all
his
equipment
and
office
set
up

already

issue
to
deal
with,
so
he's
been
he's
been
in
the
middle
of
the
algae
bloom
issue
at
Smith,
Mountain
Lake.

that

predominantly

the
area
of
Blackwater
Creek

Franklin
County
side
of
the
lake,
but
it
still,
you

impacts
generally
speaking,
but
Virginia
Department
health
and
Department
Environmental
Quality

lead

effort.

been
engaged
in
different
meetings

so
