A
B
C
B
It
was
14a.
E
I
did,
but
it
looks
like
we
had
two
closed
sessions
under
one
item,
so
we'd
just
be
removing
the
first
part
of
that
14a
regarding
the
big
island
tower,
but
we
still
need
a
closed
session
as
to
the
real
estate.
Is
my
understanding?
Okay,.
B
So
the
second
part,
we'll
still
have
the
first
part,
so
14a
will
remain
all
right.
Is
that
a
form
of
emotion?
Yes,
it
is.
Is
there
a
second,
mr
scott
got
the
second
all
those
in
favor
say
aye
aye
any
opposed
motion
carry
next.
We
have
the
citizen
comment
period,
I'll
remind
the
audience
that
you
have
three
minutes
to
speak
I'll
call
them
in
the
order.
I
have
them
here.
I
have
a
number
of
people
sign
up
to
speak,
I'm
just
going
to
call
them
in
the
order.
B
G
Hi,
my
name
is
allison
clark
and
I
live
in
forest.
The
other
day
I
was
at
a
fast
food
restaurant
with
my
family,
and
one
of
my
children
mentioned
wanting
to
take
a
splash
of
all
the
fountain
drinks
mix
them
together.
In
one
cup,
my
husband
and
I
both
replied
with
oh
yeah,
a
suicide
for
lack
of
a
better
term.
That
is
what
this
drink
is
commonly
called.
G
Then
I
had
the
thought
he
and
I
both
grew
up
in
different
areas,
with
hundreds
of
miles
between
us
before
the
dawn
of
mainstream
internet
access
and
certainly
before
social
media.
How
did
we
both
know
about
this?
Neither
of
us
could
remember
who
even
told
us
about
it.
We
just
knew
this
is
just
a
tiny
example
of
how
even
the
most
nonsensical
information
moves
through
our
world,
I'm
here
this
evening
to
discuss
your
recent
efforts
to
remove
and
restrict
access
to
important
information,
lgbtqia
resources
in
our
public
libraries.
G
G
G
For
example,
anyone
ages
13
to
21
the
brooklyn
public
library
in
new
york,
will
give
you
a
free,
non-resident
library
card
in
order
for
you
to
check
out
their
digital
materials
and
it's
my
understanding.
Their
collection
is
extensive
for
adults,
it's
just
fifty
dollars
per
year.
This
is
just
one
example
of
where
additional
lgbtqia
materials
can
be
found
to
say
nothing
of
the
entire
internet.
As
a
whole,
people
have
identified
as
lesbian,
gay,
transgender,
queer,
intersex
and
asexual
long
before
the
internet
before
social
media.
G
Before
ellen
degeneres
was
on
tv
before
school
clubs
and
health
class,
and
certainly
before
they
were
represented
in
books,
you
can
remove
all
of
the
lgbtqia
books
from
the
library
that
people
are
born
knowing
who
they
are.
They
will
know
in
their
hearts
minds
and
bodies,
and
there
is
nothing
you
can
do
to
prevent
them
from
being
their
most
authentic
selves
information
always
finds
a
way,
especially
when
it's
founded
in
love
and
acceptance.
H
H
On
the
website
of
the
library
of
virginia
is
a
document
titled
principles
of
community.
So
in
this
I
was
reading
through
this,
it
states
we
live
and
work
in
a
diverse
community
possessing
a
variety
of
perspectives,
identities
and
lived
experiences.
We
recognize
that
to
create
an
inclusive
and
intellectually
vibrant
community.
We
must
understand
and
value
both
our
individual
differences
and
our
collective
similarities.
H
We
reject
all
forms
of
prejudice
and
discrimination,
including,
but
not
limited
to
those
based
on
gender
identity
and
sexual
orientation.
We
take
responsibility
for
helping
to
eliminate
bias
and
discrimination
according
to
the
bedford
county,
public
library
website.
The
objective
of
displays
or
exhibits
is
to
provide
educational,
cultural,
informative
and
attractive
exhibits
for
public
view
to
provide
for
effective
distribution
of
information
relevant
to
the
library
and
the
community.
H
I
Okay,
well
at
cindy
younghouse,
I
live
at
105
ivy
west
court
in
forest.
I
have
already
shared
these
remarks
with
the
library
trustees
at
their
meeting
last
week,
but
I
felt
it
was
appropriate
for
tonight
as
well.
I
thank
you
for
this
opportunity
to
speak
to
you.
Oh
thank
you
thanks.
We
recently
celebrated
july
4th
in
celebrating
freedom
or
liberty.
It's
important
to
remember
inclusivity
for
all
people
is
an
aspect
of
liberty
or
according
to
the
oxford
dictionary
being
free
from
oppressive
restrictions
on
one's
way
of
life,
behavior
or
political
views.
I
So
then,
perhaps
exclusion
of
people
or
say
library,
materials
based
on
way
of
life,
behavior
or
political
views,
is
a
form
of
oppression,
the
opposite
of
liberty.
The
removal
of
the
pride
display,
the
subsequent
relocation
of
the
display,
the
lgbtq
plus
library
materials,
which
have
been
checked
out.
Admittedly,
to
deprive
the
community
are
not
celebrations
of
inclusivity
during
pride
month
or
anytime.
I
I
The
association
encourages
librarians
to
proactively
support
the
first
amendment.
Rights
of
all
library
users,
regardless
of
sex,
gender
identity
or
sexual
orientation.
End
quote.
Furthermore,
the
library
bill
of
rights
derived
from
the
constitution
supports
inclusion
of
lgbtq
plus
materials,
including
providing
youth
with
comprehensive
sex
education,
literature,
ala
policy
52.5.2,
the
library
bill
of
rights
also
maintains
exhibit
spaces
need
to
be
equitable.
I
J
J
J
K
It's
come
to
my
understanding
that
the
relocation
of
the
book
display
wasn't
the
staff
responding
to
the
directive
of
the
library
board
of
trustees,
but
it
came
from
you.
The
bedford
county
board
of
supervisors,
either
as
a
collective
body
or
by
individual
board
members
as
a
retired,
special
education
teacher.
This
action
toward
a
minority
group
is
concerning
the
equal
employment
opportunity
in
civil
rights
programs
emphasizes
minority
groups
through
monthly
observances.
K
The
purpose
is
to
ensure
that
agencies
and
communities
take
affirmative
steps
to
provide
equal
opportunity
to
minorities,
to
provide
cultural
awareness
actions
taken
to
treat
a
minority
differently
and
with
less
respect,
brings
concern
that
this
is
a
slippery
slope
to
treating
all
minorities
differently
as
a
child.
I
knew
nothing
about
individuals
with
disabilities,
as
they
were
kept
separate
out
of
sight.
K
K
We
cannot
go
back
to
a
time
when
an
equitable
treatment
of
minorities
is
allowed
to
a
time
when
people
of
differences
are
hidden,
segregated
or
relocated
because
of
their
differences.
Bedford
is
a
community
that
consists
of
people
of
all
race,
religions,
capabilities,
disabilities
and
differing
sexual
orientation
and
gender
identity.
K
We
are
all
tax,
paying
citizens
that
patron
our
tax
paying
businesses.
It
is
through
our
diversity
that
we
are
made
stronger
and
if
we
choose,
we
can
become
kinder
as
a
parent,
I
understand
the
desire
to
protect
children.
Sometimes
the
topics
we
are
uncomfortable
with
are
the
most
difficult
as
responsible
adults
is
our
duty
to
keep
the
lines
of
communication
open
with
youth.
K
By
closing
the
doors
of
communication
between
youth
and
trusted
adults,
we
do
not
take
away
the
use
of
interest
or
questions
about
the
topics
we
take
away.
An
opportunity
to
have
a
safe
conversation
with
a
trusted.
Adult
children
will
be
put
at
risk
of
seeking
these
conversations
outside
the
safety
of
their
community.
K
Each
family
is
responsible
for
determining
their
children
what
their
children
will
be
exposed
to,
but
is
the
responsibility
of
the
public
library
system
to
provide
a
safe
and
inclusive
setting
and
support
all
citizens
as
public
servants.
Your
obligation
is
to
ensure
that
all
citizens,
including
minorities,
are
represented
equally
and
no
one
group
seen
of
lesser
value.
L
L
Public
resources,
like
libraries,
have
traditionally
offered
safe
spaces
for
everyone
to
learn,
grow
feel
connected
to
their
community.
These
shared
centers
both
celebrate
and
acknowledge
the
commonalities
and
the
differences
individuals
bring
to
our
community
that
strengthen
it
and
hold
it
together.
L
L
Taking
down
the
seemingly
simple
display
is
yet
another
reminder
to
many
in
our
community
that
their
very
existence
brings
forth,
scorn
and
panic.
This
public
action
shows
a
desire
to
erase
and
remove
people's
real
lives,
their
experiences
and
their
narratives.
The
detrimental
effect
this
has
on
residents
and
families,
and
especially
lgbtq
youth,
cannot
be
overstated.
L
The
damage
this
loss
of
a
community
resource
and
a
public
space
has
on
individuals
and
localities
is
far
reaching
far
more
reaching
than
here.
Hill
city
pride
wants
to
emphasize
the
severity
of
this
decision,
and
this
incident
and
the
lasting
effects
incidents
like
this
have
on
the
lgbtq
members
of
the
bedford
county
community.
L
No
one
should
be
forced
into
a
position
where
they
cannot
be
their
most
authentic
self,
due
to
fear
of
public
persecution.
This
censorship
directly
impacts
the
lgbtq
members
of
forest
and
bedford
and
the
surrounding
areas
and
excludes
community
members
from
a
space
that
they
should
feel
included
in
hill
city.
Pride
exists
to
build
a
stronger
and
more
inclusive
community
in
the
central
virginia
region,
including
bedford
county,
and
we
believe
that
this
decision
was
wrong.
L
M
And
you
remember
what
our
answer
was,
because
we
always
had
the
same
one
keep
that
for
a
minute.
I
would
like
to
speak
to
two
issues
of
concern
regard
regarding
our
public
library
system.
The
first
concerns
an
area
militia
leader,
encouraging
citizens
via
social
media,
to
remove
and
destroy
books,
which
they
don't
consider
to
be
righteous.
M
M
M
Let's
go
back
to
mother's
day
and
father's
day.
Remember
your
answer
to
that
question:
why
isn't
there
a
children's
day
remember
when
you
looked
lovingly
yet
irritatedly
into
the
eyes
of
that
demanding
little
youngster
and
said
it's
because
little
johnny
every
day
is
children's
day
and
so
there
it
is
the
reason
we
don't
have
a
white
history
month
every
day
is
white
history
day
make
that
white
straight
mail
history
day.
N
Hi
everyone,
my
name,
is
mary,
katherine.
I
live
in
forest
virginia
and
I
wasn't
planning
on
speaking
tonight.
I
just
wanted
to
come
and
see
what
was
going
on,
but
I
feel
the
need
to
come
before
you
and
to
thank
you
for
protecting
our
children.
I
am
one
of
a
members
of
that
hate
group
that
y'all
say
and
no
one's
taken,
the
time
to
get
to
know
me
and
for
those
that
do
know
that
I'm
not
hate.
N
When
I
people
approach
me
and
told
me
hey,
this
is
what's
going
on
in
the
display
in
front
of
the
children's
section
I
rallied
and
there's
a
lot
of
people
that
we
know
and
we
did
it
the
right
way.
We
said
kindly
reach
out
to
your
librarians,
I'm
not
naive.
I
know
that
the
library
is
a
place
for
all
people.
The
difference
is,
I
believe,
it's
a
parent's
job
and
it's
a
parent's
timing,
which
is
when
children
should
hear
and
understand
anything
sexual.
N
What
I
don't
understand
is
why
everyone
is
so
upset
that
we
want
to
protect
children,
and
that
is
something
you
all
need
to
think
about,
because
I'm
against
that
type
and
using
that
for
my
children,
I
am
a
hate
group,
their
children,
and
it
should
be
again
the
parent's
job.
And
so
I
thank
you
and
I
have
sent
pictures
of
books
that
my
friends
have
sent
to
me
that
they've
had
to
pull
out
of
their
five-year-old
daughter,
explicit
pictures
of
genitalia
that
are
cartoon-like
and
I've
sent
those
pictures
to
y'all.
N
That
is
not
okay
and
it's
not
because
I'm
full
of
hate.
I
am
not
an
alt-right
religious
group.
What
I
am
is
a
parent,
and
I
want
to
make
sure
that
my
children
hear
about
that
type
of
material.
When
it's
time-
and
it's
not
now
it's
not
now,
and
I
am
grateful
that
they
put
it
to
the
adult
section.
I
I
didn't
ask
for
them
to
remove
it.
N
I
asked
them
to
relocate,
it
say,
take
it
down
in
front
of
the
children's
section,
so
I
really
do
think
we
can
come
together
and
realize
that
that's
all
we
want
is
to
protect
children,
and
I
again
I
don't
understand
the
frustration
and
the
vitriol
coming
from
people.
We've
always
been
kind,
we've
always
been
respectful,
and
I
will
continue
to
do
that
and
by
the
way
y'all
are
the
minority
in
this
county.
Not
the
majority
and
the
majority
of
people
want
to
protect
their
kids
and
to
keep
kids
as
kids.
N
B
A
B
C
C
O
O
B
P
B
Any
opposed
motion
carried
all
right.
We
get
straight
to
action
items,
consideration
of
a
resolution,
improving
a
five-year
lease
of
property
use
for
the
orders,
mountain
tower
site,
location
resolution,
r,

that
presentation
by
e

one
one
director,
justin
smith,.
Q
To
a
lease
for
the
tower
site
that
we
currently
have
located
at
porter's
mountain,
which
is
off
the
sandy
board
perfect,
we
currently
have
at
least
we've
had
a
lease
for
the
last
20
years.
The
last
lease
that
we
had
started
in
april
of
and
actually
expired
in
april
of
2021..
Q
This
was
brought
to
my
attention
by
a
regional
radio
board
recently,
so
we
start
taking
immediate
actions
to
go
ahead
and
get
a
new
lease
agreement.
With
the
current
landowner.
We
had
a
couple
different
attempts.
Previously
we
were
paying
500
a
month
and
that's
the
price
that
we've
paid
for
the
last
20
years
has
been
no
increase
over
those
20
years.
During
that
lease
agreement,
we
did
speak
to
the
land
over.
Q
I
tried
to
do
another
agreement
for
500,
but
they
did
request
a
increase
in
the
amount
for
the
rental
of
that
land
or
the
lease
of
that
land.
After
several
attempts,
we
came
to
an
agreement
that
agreement
was
to
increase
the
rate
to
a
thousand
dollars
per
month
and
with
that
would
be
an
additional
three
percent
increase
each
year.
Q
During
the
length
of
that
lease,
we
did
negotiate
to
do
a
five
year
lease,
instead
of
going
back
into
another
20
year
lease
just
to
give
us
a
shorter
time
frame
in
between
the
lease
agreements.
I
do
want
to
make
one
note:
there
is
one
change.
The
cook
family
is
actually
here
with
us
tonight
and
they
would
like
to
remove
from
the
resolution
we
had
in
there
initially
that
we
would
reimburse
them
for
their
personal
or
for
their
property
tax
at
that
location,
and
they
do
wish
to
continue
paying
their
property
tax.
Q
Q
Q
Sixty
that
includes
the
three
percent
increase
each
year
and
that
money
we
would
do
a
reappropriation
of
funds
in
this
next
budget
psych
or
with
the
reappraisal
coming
up
in
this
budget
cycle,
and
so
that's
the
recommendation
of
staffs
that
we
approve
the
resolution.
However,
we
would
need
to
remove
the
reimbursement
of
property
tax
to
the
landowner.
B
Okay,
we
got
that
we
got
a
pretty
good
deal,
I
would
say
20
years,
but
you
know,
and
so
we're
gonna
do
a
thousand
with
three
percent
increase
for
the
next
five.
Yes,.
Q
B
Q
Q
Absolutely
so
this
is,
we
have
the
regional
radio
board.
We
have
our
tower
sites
for
the
communications
with
that,
but
we
have
one
main
tower
site
for
the
paging
system,
which
is
what
we
use
to
activate
the
pagers
for
the
volunteer
fire
department
and
career
fire
and
rescue.
So
that's
what
activates
the
tones
in
order
to
alert
them
of
emergency
calls
that
need
to
be
responded
to.
This
is
our
primary
site
for
that,
and
then
we
have
two
repeater
sites
throughout
the
county.
M
Q
So
this
currently,
this
is
the
most
central
location
for
this
tower
site.
So
that's
certainly
something
that
we
could
reevaluate
in
the
future
and
that's
why
we
did
a
five
year
lease
just
to
see
in
case
there
was
other
options
we
own
this
tower.
We
just
don't
own
the
land,
the
other
locations,
we
rent
the
towers
and
just
have
our
equipment
on
those
towers,
but
we
actually
own
this
tower,
but
we
rent
the
property
from
the
landowner.
How.
Q
F
No
matter
how
how
high
it
is
it's
more
of
sea
level,
it
is
to
where
we
can
compare
it
to
some
of
the
towers
like
ms
bainsley
is
talking
about,
where
we
would.
B
I
mean
I
I
do
think
at
least
we
need
to
do
our
due
diligence
with
respect
to
you
know
investigating
whether
we
have
other
options
going
forward,
but
I
would
tend
to
support
this
for
now.
It's
you
know,
especially
since
we've
already.
E
Q
Q
B
All
right
any
other
questions
for
staff
all
right.
Thank
you
all
right,
I'll,
open
it
up
to
the
board
for
discussion
and
possible
action,
any
discussions
or
questions
from
the
board.
O
B
Scott
and
chair
votes,
yes,
right,
motion
carry
next.
We
have
item
9c
consideration
of
a
resolution
authorizing
an
agreement
between
bedford
county
and
the
virginia
department
of
housing
and
community
development
to
fund
and
administer
the
virginia
tech
initiative
grant
project
with
zeitel
resolution
r071122-04.
F
S
S
The
county
must
have
two
separate
contracts,
one
with
dhcd
and
another
one
with
the
individual
respective
isp
provider.
Once
this
proposed
contract
is
hopefully
approved
tonight,
the
county
administrator
will
sign
it,
after
which
we
will
send
it
to
dhcd
for
the
signature
of
executive
director
tamara
holmes
once
that
task
is
completing
per
the
vatti
guidelines.
The
isps
in
this
instance
zytel
can
then
begin
their
project
build
out
and
the
18-month
completion
time
begins.
S
B
S
Correct
and
and
we
should
be
getting
a
contract
sent
to
us
from
dhcd
for
our
project
with
shentel,
hopefully
within
the
next
couple
of
days.
Next,
several
days.
S
A
B
John
thanks
all
right
any
questions,
any
discussion,
any
motions.
B
D
O
B
Who's
who's,
taking
care
of
this.
R
C
C
I
don't
know
if
we
know
exactly
the
culprit
yet,
but
so
that's
been
a
little
bit
of
hesitation
to
just
slap
some
concrete
or
asphalt
on
top
of
something
that
will
so
anyways.
We
need
to
we'll
get
investigated
and
get.
O
P
Or
any
other,
mr
chair,
I
have
a
comment,
a
comment.
I
I
ran
into
a
citizen
the
other
night
and
they
were
telling
me
how
bedford
needed
more
business,
and
I
thought
about
it
over
the
weekend-
and
I
remember
as
a
kid
when
I
wanted
to
be
a
professional
nfl
quarterback
and
I
laid
in
bed
awake
at
night
wishing.
I
could
be
six
foot
tall
and
I
never
made
it
and
then,
when
I
was
playing
football
eva
and
I
ran
a
5-240
and
at
that
point,
good
running
backs
were
running
a
4-6.
P
So
I
went
for
my
strength
and
I
think
it's
john
maxwell
who's,
a
brilliant
man,
a
great
man.
He
said
you
know
what
you
do
well
do
and
what
you
don't
do
well,
delegate
and
play
to
your
strengths,
and
I've
lived
in
bedford,
county
now
53
years
and-
and
I
just
want
to
say
that
you
know
we
are
blessed
with
tremendous
beauty,
natural
resources.
We
have
smith,
mountain
lake,
the
blue
ridge,
parkway.
We
have
you,
know
recreational
and
tourist
things
that
no
other
county
has.
P
I
do
think
that
amherst
county
is
a
beautiful
place
and
I
want
to
make
sure
those
folks
out.
There
know
that,
because
I
get
out
there
once
a
while
my
work,
but
the
fact
of
the
matter
is,
is
you
know
we
can't
be
something
that
we're
not
just
like.
I
can't
be
something
in
my
business
that
I'm
not
and
if
we
play
to
our
strengths
and
in
our
greatest
assets,
I
think
that's
the
the
surest
chance
for
success.
P
I
don't
see
our
county
tax
rate
going
up,
despite
the
fact
that
we
don't
have
the
business
say
of
bottom
county,
but
yet
we
don't
have
interstate
81
running
right
between
us
and
and
so
in.
P
In
closing,
what
I
would
like
to
say
is
that
that,
if
we
look
at
what
we
do,
have
not
what
we
don't
have
and
and
be
realistic
in
in
taking
advantage
of
the
opportunities
we
have
tremendous
opportunities
with
tourism
and
and
hospitality
and
and
again
recreation
and
then
the
natural
beauty,
and
also
our
farmland
in
bedford,
county
and
and
rather
than
try
and
just
fill
bedford
county
with
with
homes
on
quarter,
acre
lots.
I
I
feel
like
we
need
to
look
at
what
is
our
strength.
F
A
B
A
F
B
All
right
next
can
the
administrator
report.
J
B
L
C
Just
a
a
positive
follow-up
to
a
potential
could
have
been
a
potentially
bad
situation
about
a
week
about
a
couple.
I
think,
two
weeks
ago
I
sent
a
note
to
the
board
of
supervisors
that
we
had
a
covet
outbreak
in
the
nursing
home.
At
one
point
in
time
we
had
23
residents
testing
positive
for
covid,
but
I'm
happy
to
say
with
the
with
a
good
work
of
our
staff.
You
know
in
terms
of
mitigating
the
situation
over
there
and
quarantining
as
necessary
and
taking
the
proper
protocols.
C
I
was
talking
with
mr
poff
this
afternoon
and
we
have
zero
positive
cases
now
and
anyways.
We
ended
up
only
having
mild
symptoms,
no,
no
major
problems
at
all,
so
anyways,
that's
a
just
just
that
wanna
can
commend
our
staff
for
the
ongoing
good
job
they
do
with
the
nursing
home,
especially
when
they're
presented
with
trying
situations-
and
that's
all
I
had
this
evening.
Mr
chair.
E
E
F
A
E
B
Yes,
all
right:
next,
we
have
board
calendar
and
reminders
robert.
