Currently,
the
response
time
in
bedford
county
may
be
long.
I
talked
with
the
school
resource
officer
at
liberty,
high
school.
He
told
me
that
not
only
does
he
have
to
cover
liberty
high
school,
but
he
has
to
cover,
I
believe,
is
either
two
or
three
other
schools.
If
an
episode
develops-
and
he
said
that,
ironically,
that
the
amherst
county
law
enforcement
might
actually
be
able
to
get
to
big
island
elementary
before
he
could
get
there.

A
E
Yes,
mr
chair,
we
have
three
items
this
evening
on
the
consent
agenda
item:
a
is
a
resolution
authorizing
the
application,
submittal
acceptance
and
appropriation
of
the
cops
grant.
That's
a
community
oriented
policing
services
grant
item
b
is
a
resolution
appropriating
fy
22
year-end
receipts
in
a
few
accounts
with
the
sheriff's
office
and
commonwealth
attorney's
office
and
some
interest
proceeds.
C
A
B
F
A
Emotion
for
both-
yes,
all
right,
you've
heard
the
motion
for
mr
tuck
to
approve
the
april
18th
and
april
25th
meeting
minutes.
Is
there
a
second
second?
I
think
mrs
parker
spoke
up
louder.
She
got
it
all.
Those
in
favor
say
aye
any
opposed
motion
carried
next.
We
have
public
hearings
and
presentations.
G
Thank
you,
mr
chairman,
as
you
mentioned,
I'm
going
to
give
miranda
morrison
some
credit
for
putting
together
the
staff
report
for
you
all
tonight.
As
you
mentioned,
specialties
permit
application
su.
G
The
22-001
project
and
the
owner
and
the
applicant
are
george
and
michelle
aznavorian
and
of
course
this
is
carol.
Trent
warner,
who
is
the
engineer
for
the
applicant
subject?
Property
is
partial
id
number
90503529
property
is
located
at
the
intersection
of
railroad
and
rucker.
Road
property
is
approximately
2.01
acres
in
size.
Existing
zoning
of
the
site
is
ap
agricultural
village
center
district.
The
applicant
is
proposing
to
establish
a
car
wash
use
in
election
district
number.
Two:
here's
a
location
map
showing
the
properties
location
in
the
middle
of
your
screen.
G
G
Planning
commission
held
a
public
hearing
on
this
application
on
june
7
2022.
We
did
have
two
citizens
who
spoke
in
favor
of
the
application,
citing
a
need
for
a
quality
car
wash
on
the
bedford
county
side
of
smith.
Mountain
lake
planning
commission
voted
6-0
to
recommend
approval
of
this
application
to
the
board
of
supervisors
without
conditions
have
any
questions
I
can
answer
for
you
tonight
from
a
planning
perspective.
G
I
Obviously
helps
a
lot,
so
I
think
it's
a
great
place
for
it
who
went
through
a
lot
to
get
that
pipe
through
there.
I'm
glad
to
see
that
it's
you
know
being
utilized.
A
J
J
Rucker
road
down
to
north,
monitor
and
that'll,
be
where
our
connection
will
be
there's
a
little
bit
of
a
narrow
right
of
way
through
there,
but
we'll
be
able
to
get
the
sewer
line
to
fit
through
there,
if
not,
we'll
have
to
get
an
easement
by
gravity
along
one
of
the
back
properties,
but
we
do
have
sewer
capability
to
extend
it.
The
water
is
right
at
the
entrance
that
you
see
on
your
right.
That's
where
the
water
line
is
extended
too.
So
that's
pretty
convenient
for
us
to
be
able
to
make
that
connection.
J
The
probably
the
biggest
challenge
that
we
had
when
we
first
made
the
application
was
the
entrance
that
you
see
the
kind
of
the
fancy
one
there
up
on
bonita
road.
There
122.
J
we
started
with
an
entrance
that
was
closer
to
our
building
so
that
we
didn't
have
as
much
pavement
on
the
site.
Vdot
asked
for
us
to
put
it
as
far
from
the
intersection
as
we
could
in
order
to
get
a
full
intersection.
We
had
to
go
another
300
feet
to
the
left,
so
it
was
almost
like
building
a
little
airport
to
get
down
there,
and
so
the
happy
medium,
if
you
will,
is
what
you
see
in
front
of
you,
is
a
right
in
right
out.
J
It's
kind
of
the
pork
chop
quote
that
you
see
going
in
in
a
lot
of
places
but
allows
our
customers
to
be
able
to
go
to
the
right
or
come
in
from
that
direction
into
the
right
minimizing.
Any
left-hand
turns
quote-unquote
coming
out
of
it.
So
it's
kind
of
the
new
thing
for
us
to
be
able
to
do,
and
the
other
entrance
obviously
is
as
far
south
as
we
could
do
it
on
our
site.
J
A
neat
challenge
of
that
right
in
right
now
is
the
elevation.
It's
kind
of
an
anomaly
you'll
see,
there's
a
dip
there.
If
you
go
look
at
the
site
sort
of
helps
us
to
get
a
culvert
in
underneath
us,
so
it
works
out
pretty
well
actually
with
the
site,
and
mr
aznavorian
is
here.
I
guess
he'll
want
to
talk
about
the
architecture
of
the
site
as
well
and
the
need
for
the
neighborhood
since
he
lives
there.
J
K
Good
evening,
mr
chair,
I'm
george
aznavourian,
the
developer
of
the
project.
I
do
have
some
elevations
and
pictures
of
what
this
will
look
like,
and
then
we
can
discuss
some
of
the
details
of
the
cost
to
construct
and
so
forth.
If
I
can
pass
these
along
one
for
everybody,.
K
I
believe
you'll
probably
recognize
the
the
architecture
and
the
look
of
this
car
wash
it
exists
in
in
forest.
You
know
on
221.
K
we
looked
at
that
concept
for
architecture,
because
I
think
it
kind
of
is
is
an
up-and-coming
and
an
attractive.
Look,
it's
a
lot
of
stone
and
brick
and
and
how
that
will
be
designed
and
it'll
be
very
similar
to
this.
K
The
only
thing
we'll
be
doing
in
addition
to
what
they
do
there
is
we'll
have
some
open
bays
that
will
be
large
enough
to
support
boat
traffic
because,
as
you
can
imagine,
boats
come
and
go
from
the
lake
and
people
like
to
make
sure
their
boat
looks
as
clean
as
it
can
be,
and
we'll
also
have
a
pet
spa.
As
part
of
this,
you
know
as
a
as
an
added
value
for
the
community,
because
we
have
a
lot
of
seniors
that
all
have
one
and
two
pets
and
a
lot
of
times.
K
People
do
call
them
children,
and,
and
so
it's
not
no,
it's
really
just
gonna-
be
a
room
within
part
of
the
office
structure,
so
it'll
be
probably
no
bigger
than
about
24
foot
by
about
20
feet.
So.
B
K
Be
sizeable
enough,
you
could
probably
have
three
or
four
attendees
and
their
parents
with
them
and
washing
so,
but
we
we've
recognized
a
demand
and
a
need
for
that.
So
we
feel
like
that'll,
be
something
that'll
be
added
in
as
we
get
going,
there's
additional
bays
for
a
second
phase.
If
it
goes
well,
we
we
hope
it
will.
Our
anticipated
cost
to
construct
for
phase
one
is
about
eight
hundred
thousand.
You
know
if
we
wait
any
longer
it'll
be
a
million
in
a
month
or
two.
K
So
I
think
we're
also
looking
at
three
full-time
employees
and
three
additional
part-time
employees
anticipated
annual
revenues
for
the
first
year
or
somewhere
around
a
half,
a
million
dollars
and
hopefully
it'll
go
up.
But
you
know
we
don't
have
anything
much
like
this.
On
the
bedford
side,
there
is
an
automated
car
wash
on
the
opposite
side
of
the
lake
and
and
they're
not
on
the
home
team.
K
So
we
we
felt
like
we
could
do
this
here
on
our
side
and
really
until
you
get
all
around
bedford,
there's
a
couple.
Nice
car
washes
that
have
been
well
done
and
and
some
that
have
been
refurbed
and
they're
doing
quite
well.
So
I
think
we're
at
a
distance
that
we
we
will
support
another
part
of
the
demographic
at
the
lake.
So
but
but
that's
just
the
lead.
I
was
going
to
open
the
floor
to
questions
of
any
any
concerns
or.
I
B
I
K
They
just
felt
it
was
probably
safer
this
way,
because
you
know,
as
you
crest,
that
hill
and
you're
doing
55
miles
an
hour.
A
left
out,
you
know,
and
people
are
probably
very
conscious
of
their
car
and
they're,
probably
looking
at
the
car
wash
they
just
had,
but
going
out
to
rucker
and
taking
a
left
gives
them
plenty
of
time
to
get
to
the
intersection
and
make
a
safe,
left
and
or
safe
right
there.
So
so
the
right
hand
right
out
was
kind
of
a
con.
You
know
and
it
works
in
many
places.
So.
K
A
A
All
right
scene,
none
I'll
close
the
citizen
comment
period
since
nothing
was
raised
during
the
citizen
comment
period,
I'll
opening
up
for
discussion
from
the
board
any
discussion,
or
are
we
ready
to
take
action.
I
F
All
right,
I
would
make
a
motion
that
we
adopt
resolution
r06272-04.
A
The
motion
for
mr
tuck
and
a
second
from
mr
johnson,
mr
tuck,
yes,
mr
davis,
yes,
this
is
parker.
C
B
A
G
Thank
you,
mr
chairman,
once
again,
I'd
like
to
give
mark
jordan
some
credit
for
putting
the
staff
report
together
for
you
all
this
evening
and
as
you
mentioned,
this
is
special
use.
Permit
application
issue,
22-006.
G
G
G
That
is
an
illegal
non-conforming
use
that
exists
on
that
property,
that
is,
an
industry
type
one
use
and
the
adjoining
property
the
to
the
rear
that
fronts
along
homestead
drive.
They
are
requesting
to
establish
an
industry
type
one
use
on
that
particular
parcel,
and
this,
of
course,
is
located
in
election
district
number.
Four
and
here's
the
location
map
showing
the
location
of
those
two
properties,
one
front
along
enterprise
drive
and
one
running
along
homestead
drive
zoning
map
showing
the
property
zone
c2.
G
You
also
have
some
industrial
2
that
adjoins
it
as
well
as
some
r3
and
pd-1
in
the
general
vicinity
of
the
property,
and
you
have
a
future
land
use
map
designation
of
pretty
much.
Everything
in
that
particular
area
as
mixed
use-
and
here
is
an
aerial
photograph
of
the
site
from
2018
looks
very
much
the
same
today.
G
And
here's
the
concept
plan
for
the
applicants
phase,
one.
If
you
see
kind
of
straddles
the
back
rear
property
line,
the
existing
building
is
58
568
square
feet,
phase
one
will
be
18
hundred
square
feet
and
the
additional
phase
two,
which
will
be
fully
on
the
property
that
fronts
along
homestead
drive.
It'll,
be
twenty
one
thousand
square
foot
addition
and
if
you
see
there's
an
entrance
along
homestead
drive
that
is
intended
to
be
an
employee
entrance
for
the
business.
G
We
did
not
have
any
citizens
speak
for
or
against
the
application
during
that
public
hearing
and
the
planning
commission
voted
six
to
zero,
to
recommend
approval
of
this
application
to
the
board
of
supervisors
with
conditions
in
these
conditions
that
were
recommended
to
you
all
for
approval
that
section,
530-54,
c2,
general
commercial
district
of
the
bedford
county.
Zoning
ordinance
shall
apply
to
the
approval
of
this
project
and
number
two
that
the
site
shall
be
developed
in
general,
conformance
with
the
concept
plan
prepared
by
norm.
G
Walton
p
e
perkinson
orson
dated
march
24th
2022
and,
as
I
mentioned
earlier,
you
do
have
phase
one
straddling
that
property
line.
So
in
order
for
us
to
be
able
to
approve
a
phase
one,
the
lot
line
between
parcel
11802601
and
parcel
905
10795
will
need
to
be
vacated
in
order
to
for
that
edition
to
comply
with
the
c2
zoning
district
setback
requirements.
M
Evening,
mr
chair
members
of
board,
my
name
is
norm
walton.
This
is
leland
sekman.
One
of
the
owners
of
parkland
direct
parkland
direct
has
a
long
history
here
with
sekman
printing
years
ago,
and
now
this
is
what
your
third
expansion,
fourth,
fourth,
expansion
at
this
facility.
So
this
is
a
long
time
employer
of
our
community,
which
is
expanding
and
growing
and
we're
hoping
we
can
assist
them
with
that.
So
we
did
do
a
traffic
impact
narrative
and
was
submitted
to
vdot
and
reviewed.
M
The
entrance
along
enterprise
drive
is
going
to
be
improved
to
allow
for
the
ease
of
truck
access
off
of
enterprise
drive
and
that's
what
we
would
like.
The
entrance
on
enterprise
drive
to
be
is
primarily
a
commercial
truck
delivery
access
and
then
employees
would
access
off
of
homestead
drive,
providing
a
safer
ingress
and
egress
for
the
employees.
M
A
A
All
right
see
none
it's
in
my
district
can
I
make.
A
A
Next,
we
have
an
ordinance
to
amend
and
re-adopt
chapter
six
elections,
specifically
article
two
election
districts
and
article
3,
precincts
and
polling
places.
Resolution
r062722-06.
N
You,
mr
chair,
and
obviously
this
is
the
fruits
of
the
registering
committee
and
barber
staff
and
county
gis
staff
who
really
have
done
the
heavy
lifting
with
this,
but
the
maps
have
been
advertised
for
about
a
month
now,
we've
gotten
no
comments
back
about
them
that
I'm
aware
of
based
on
the
population
changes
in
the
county
over
the
last
10
years.
Obviously,
some
adjustments
had
to
be
made
and
some
of
those
were
fairly
significant,
but
the
ordinance
before
you
encapsulates
verbally
all
the
boundary
adjustments
and
additionally,
the
precincts
and
new
precinct
places.
N
So
without
belaboring.
Any
of
that,
I'm
happy
to
answer
any
questions
with
barbara
having
my
back.
A
Behind
me,
any
questions
for
patrick
all
right.
Barbara,
do
you
have
anything
you
want
to
add.
A
All
right
any
questions
for
barbara
yeah.
I
think
we've
seen
this
for
a
while
now,
so
we
should
have
already
asked
if
we
had
questions
all
right,
then
I'll
open
this
up
to
the
citizens
for
the
citizen
comment
period.
Anyone
have
any
comments.
C
A
Is
there
a
second
second
all
right
all
right,
mrs
parker
got
it
the
second
time
all
right,
mr
scott?
Yes,
mr.
F
B
C
A
A
L
Good
evening,
everybody
as
you're
aware
under
the
american
rescue
plan
act,
the
county
was
allocated
approximately
15.3
million
dollars.
The
first
tranche
of
funding,
which
was
about
7.7
million,
was
received
in
july
of
2021,
and
the
remaining
balance
of
our
allocation
is
expected
to
be
received
next
month.
L
There
are
four
eligible
use
categories:
revenue
replacement,
supporting
of
cova
19,
public
health
and
economic
response,
provide
premium
pay
for
eligible
workers,
an
investment
in
water
sewer
and
broadband
infrastructure.
To
date,
the
county
has
obligated
approximately
9.9
million
dollars
for
projects
investigate
investing
in
broadband
infrastructure.
L
As
part
of
the
final
rule,
the
treasurer
treasury
offers
a
standard
allowance
for
revenue
loss
up
to
10
million
dollars
not
to
exceed
the
county's
total
allocation.
Any
amount
recovered
through
this
standard
allowance
may
be
used
for
government
services,
which
is
generally
any
service
that
would
traditionally
be
provided
by
the
government.
L
All
recovered
funds
would
still
be
restricted
to
the
obligation
and
expenditure
deadlines
that
are
required
under
the
other
revenue
or
excuse
me,
under
the
other
eligible
use
categories.
Staff
does
recommend
that
we
go
ahead
and
elect
the
standard
allowance
for
revenue
loss
to
recover
the
balance
of
arpa
funds,
which
is
approximately
5.4
million
dollars,
as
this
provides
the
most
flexibility
and
could
also
allow
the
county
to
complete
one-time
projects
that
might
otherwise
be
ineligible.
L
So
this
is
basically
taking
the
15.3
million
less
than
9.9
we've
already
obligated,
and
just
recovering
that
balance
through
this
standard
allowance
category,
which
allows
us
to
continue
to
invest
in
broadband.
If
we
should
so
choose
water
sewer,
if
we
should
so
choose,
but
then
we
could
also,
at
that
point,
have
the
ability
to
complete
some
other
capital
projects.
If
we
would
choose
to
do
that
as
well,
so
this
is
really
just
making
the
funds
more
flexible.
I
A
I
have
one,
and
that
is
we-
we
had
the
allocation
to
help
with
the
sewer
project
for
the
first
couple
of
years.
L
I'll
have
to
look
since
that
was
already
pre-obligated.
I
don't
know
if
we
could
transfer
the
funding
for
that.
Well,.
A
L
Yeah,
the
500
000
per
year
for
the
sewer
project
I'll
have
to
look
to
see
if
that
would
be
eligible,
some
things
that
I
thought
we
could
potentially
use
it
for
if
we
didn't
go,
that
route
would
even
be
landfill
closure.
Any
anything
like
that.
That's
the
benefit
of
recovering
through
the
revenue
loss
category
is
that
we
just
really
free
it
up
for
any
one-time
expenditure
that
you
know
we
might
want
to
use
it
for.
A
L
L
No,
the
those
the
projects
that
9.9
is
going
towards
are
much
larger
projects,
I
mean
with
the
body
funding
included
and
then
also
the
the
vendors
money
that
they're
putting
towards
it.
I
mean
those
are
multi-million
dollar
projects.
The
9.9
is
actually
the
use
of
arpa
funds
towards
the
the
balance
of
those
projects.
A
All
right,
you
got
a
motion
from
mr
tuck
second
for
mrs
bainsley.
This
will
be
a
world
cult
vote,
mr
chuck.
Yes,
mr
davis.
Yes,
this
is
parker.
B
A
Mr
johnson,
yes
beasley,
yes,
mr
scott,
yes
and
the
chair
votes,
yes,
motion
carried.
Next,
we
have
a
consideration
of
a
resolution
to
the
to
support
the
submission
of
five
tr,
no
four
transportation
projects
for
consideration
under
the
smart
scale
round.
Five
funding
program
resolution
are
zero.
Six,
two,
seven,
two:
two
zero!
Thank
you!
Yes,
presentation
by
county
engineer,
eric
smith.
O
Thank
you,
chairman
sharp,
and
to
your
comment
based
on
the
feedback
received,
I
would
request
that
the
submitted
resolution
be
amended
to
remove
the
fifth
project,
which
is
entitled
the
route
122
at
route,
24
intersection
safety
improvements,
which
is
the
roundabout
concept
from
that
resolution,
and
proceed
with
the
remaining
four
projects.
So
any
any
outstanding
questions
I
can
address.
A
I
A
All
right
get
the
motion
for
mr
tuck,
a
second
from
mr
johnson
roll
call,
though
mr
tuck,
yes,
mr
davis,
yes,
mrs
parker.
C
A
P
P
P
Its
total
project
cost
is
just
under
30
million
dollars
and
is
required
to
be
completed
in
24
months,
and
it
is
staff's
recommendation
that
it
be
approved,
and
so
I
just
I
thank
you
and
I
thank
you
for
your
consideration.
P
A
P
So
we
have
had
those
sort
of
conversations
in
our
calls
and
our
meetings
with
all
of
the
isps
to
I
think
the
county
administrator
has
been
quite
forthright
and
and
making
sure
that
they
understand
that.
That's
going
to
happen,
we've
we've
developed
a
nice
rapport,
a
good
working
relationship
with
them.
I
like
to
think
that,
if,
if
any
of
that
begins
to
happen,
we're
in
a
position
to
work
with
them
to
make
sure
that
they
correct
it,
okay,
I
don't.
I
don't
think
that
that
they
will.
C
J
E
One
of
the
items
we
discussed
was
that
we
have
to
have
a
five.
We
have
to
have
a
a
long
term
plan
for
solid
waste
and
you
have
to
update
it
every
five
years.
Our
existing
plan
that
five
year
update
expires
this
summer.
Of
course,
a
lot
has
occurred
in
solid
waste
over
the
last
five
years,
so
we
have
to
account
for
that
in
an
updated
plan.
So
we'll
have
a
public
hearing.
You
know:
we've
we've
added
a
land,
we've
added
a
transfer
station.
E
The
old
city
town,
has
closed
their
landfill,
we're
in
the
process
of
eventually
closing
ours.
So
we
got
to
update
that
plan.
So
it's
more
of
a
procedural
thing
with
department,
environmental
quality,
but
that's
something
we
will
have
to
do
the
other
thing.
That's
probably
a
little
bit
more
important,
for
our
purposes
is
with
the
inflationary
costs
of
fuel
and
other
expenses.
Our
solid
waste
fund.
E
What
that
will
look
like
so
you'll,
be
seeing
some
agenda
an
agenda
item
about
that
in
a
public
they'll
have
to
go
through
a
public
hearing
process
too,
and
then
the
final
thing
is
we
in
our
cip,
we
sanctioned
a
space,
needs
analysis
of
existing
some
existing
departments
and
buildings.
We
engaged
with
an
engineering,
firm,
wiley
wilson,
a
fairly
respected
firm
in
the
region.
I
F
Mr
chairman,
I
just
wanted
to
share
a
quick
word.
In
the
last
two
and
a
half
weeks.
F
District
two
has
had
the
passing
of
two
former
supervisors,
kirby
richardson
passed
away
two
weeks
ago
and
was
buried
this
past
saturday
and
glenn
ayers
passed
away
today,
and
he
was
also
a
long
time
teacher
and
the
voice
of
the
golden
eagles.
So
we
want
to
send
our
condolences
out
to
those
two
families.
Q
That
includes
opportunities
for
economic
growth,
protection
of
natural
resources
and
agricultural
character,
reliable
infrastructure
and
physically
responsive
governance,
and
then
one
other
point
in
our
strategic
priorities.
I
want
to
go
down
to
just
as
a
reminder
of
what
we
all
agreed
to
back
in
november
of
2021.
Q
Improved
community
knowledge
on
the
benefits
of
preserving
view,
sheds
green
space
and
agricultural
land,
because
my
opinion
we
trunced
on
on
these
very
things,
the
folks
that
lived
in
that
r1
area
in
the
community
of
somerset
meadows
and
the
surrounding
area
who
pleaded
hey:
let's
not
build
these
town
homes,
we
don't
mind
putting
you
know,
homes
in
here,
but
not
town
homes
and
dense
housing.
I
Have
one
comment
relative
to
the
something
we
discussed
last
year?
That's
the
issue
of
solar
in
bedford
county.
I.
J
B
I
I
I
Miles
on
climax
road
and
seen
nothing
but
solar
panels
on
both
sides
of
the
road
and
supervisor
chairman
ingram
was
what
supported
this
initiative
when
it
first
came
out,
but
he
said
it
was
like
once
they
got
a
hold
of
them,
it
consumed
them.
A
Okay,
I
don't
see
any
board
appointments
county
administrators
report.
E
The
only
thing
I
also
have
is
a
piggyback
on
the
statement
by
the
citizen
earlier
this
evening
about
the
school
resource
officers.
The
governor
general
assembly
did
pass
a
budget
with
additional
funds
for
school
resource
officers.
I've
been
in
conversation
with
the
sheriff
he
does
intend
to
apply
for
funds
for
additional
sros.
E
Of
course,
we
need
to
find
out
what
the
details
of
those
grants
are.
One
thing
that
traditionally
and
we'll
see
what
the
details
of
this
particular
round
of
funding
is,
but
traditionally
one
of
the
things
that
makes
those
decisions
a
little
bit
more
challenging
is
that
there's
always
a
local
match
and
a
lot
of
times
after
a
certain
number
of
years
that
grant
funding
goes
away
and
the
local
government
has
to
assume
those
expenses.
E
So
that's
just
something
that
we'll
have
to
think
about
as
we
go
through
that
process,
but
in
speaking
with
the
sheriff,
he
does
plan
to
pursue
those
grant
funding
opportunities
when
that
window
becomes
available.
So
that's
all
I
had
mr
chair
all.
E
I'm
just
we,
we
just
have
a
regular
meeting
on
july
11th
and
so
that
we'll
potentially
have
a
work
session
at
five
o'clock
in
a
regular
meeting
at
seven,
and
we
have
the
other
meetings
listed
in
the
agenda
in
the
future.
