project
consists
of
a
mill
and
overlay
of
the
existing
pavement,
rather
than
a
complete
full
depth
replacement
of
the
asphalt
and
the
gravel
base.
We
received
two
bids,
one
from
patterson
brothers
and
one
from
boxley.
Patterson
brothers
was
the
lowest
bidder
at
92
935
dollars,
which
is
well
within
the
cip
budget.

The
proposed
agenda
item
is
to
authorize
the
upgrade
of
the
county's
email
protection
solution
to
barracuda
premium
plus
the
county
is
currently
using
a
barracuda
physical
email
appliance
to
protect
our
email
and
an
archiver
to
manage
foia
requests,
both
the
email
appliance
and
the
archiver
were
installed
over
five
years
ago.
The
solution
we
have
is
working,
but
the
number
of
malicious
phishing
attempts
and
foia
requests
both
have
increased,
which
has
caused
our
current
solution
to
perform
slower
and
not
be
able
to
handle
the
phishing
attempts,
as
well
as
the
proposed
solution.

Over
the
last
six
months
county,
it
has
been
investigating
potential
solutions
to
address
protecting
county
users
from
malicious
phishing
attacks
and
mitigating
against
outages.
Since
july
2021
we
have
received
over
one
million
incoming
emails.
Our
current
solution
has
blocked
almost
150
000
emails
that
were
flagged
as
phishing
virus
or
malware
from
2020
to
2021.
There
had
been
a
recorded
47
percent
spike
in
malicious
phishing
attacks
in
the
military
and
government
sector.

But
the
sender
is
actually
not
a
county
employee,
in
other
words
anti-spoofing
as
part
of
the
premium
plus
solution.
Barracuda
will
migrate
all
of
our
email
into
the
cloud
which
provides
us
the
cloud
backup
of
our
email
that
allows
for
business
continuity
during
an
outage
barracuda
premium
plus
also
has
the
added
benefit
of
replacing
our
current
physical
email
appliance,
email
account
and
the
third
party
cyber
security
training
solution.

Good
evening,
everybody,
as
ms
lowe
indicated,
the
county,
is
currently
paying
about
22
500
per
year
for
an
email,
security,
appliance
email,
archivers
load,
balancer
and
cyber
security
online
training.
This
equates
to
a
little
over
a
hundred
and
twelve
thousand
dollars
for
a
five-year
period,
as
noted
barracuda
premium
plus
will
requ
will
replace
these
individual
services
and
has
the
added
benefit
of
moving
the
county's
email
into
the
cloud.
The
annual
contract
price
for
this
solution
is
approximately
43
000
per
year.

However,
if
we
purchase
on
a
five-year
contract
now
that
will
provide
us
a
savings
equivalent
to
almost
two
years
of
service,
so
in
other
words,
by
taking
advantage
of
this
five-year
contract,
we
are
saving
the
equivalent
of
two
years
of
the
annual
premium
the
fiscal
year.

this
upgrade
will
be
a
budget
appropriation
from
operating
contingency
to
the
I.t
department
in
the
amount
of
hundred
and
thirty
seven
thousand
twenty
two
dollars
and
sixty
seven
cents.

this

a
multi-year
contract,
there
would
be
no
appropriation
needed
in
those
fiscal
years,
but
then
in
fiscal
year
27
we
would
need
to
be
prepared
to
budget
for
either
another
five-year
contract
or
moving
to
an
annual
contract
at
that
time.

august

upgraded

that
we
renewed

current
contracts
for
the
individual
services

we

be
the
full
five-year
contract
price
of
the
137
000
in
the
current
year
is
what
this
would
cost,
but
then,
in

next
four
fiscal
years

would

no
appropriation
needed,
since
it
is
a
five-year
contract.

look

we're
currently
paying,

it's
probably
not
clear
the
way

it's
written,

regarding
the
use
of
the
landfill
I'm
concerned
as
diesel
fuel
prices
continue
to
escalate
and
we're,
of
course,
in
agreement
to
pay
fuel
surcharges
as
fuel
prices
go
up
that
the
obviously
at
this
point
we
don't
have
any
place
else
to
go
with
our
solid
waste
other
than
where
it's
currently
being
disposed
of,
but
would
it
be
wise
for
us
to
look
at
alternative
methods
of
disposing
of
solid
waste
going
forward,
and
I
realized
this
is
a
project
that
would
be
something
we
would
look
at
down
the
road.

with
solid
waste
last
week
regarding
the
fy

budget,
we
talked
at
a
staff
level
about
a
lot
of
those
things
that
you
guys
have
just
mentioned,

certainly

solid
waste
budget
work
session
in
the
near
future.
So
that
would
be
maybe
we
can
take
a
little
deeper
dive
and
not
not
just
talk
about
budget,
but
talk
about
some
of
these
other
operational
concerns.

the

just
one
item
real
quick,
it's
kind
of
a
it
is
budget
related.
No
action
needed
tonight,

more

a
heads
up
as
how
a
supply
chain
issues
are
creating
challenges
for
some
of
our
operations,
and
one
of
them
in
particular,
is
in
regards
to
the
sheriff's
department
and
vehicles.

So,
typically,
the
county
has
funded
10
to
12
new
vehicles,
pursuit
level
vehicles
every
budget
year
and
you
fund
those
in
a
budget,
and
then
they,
the
sheriff's
department,
in
conjunction
with
public
works,
they
order
the
vehicles,
and
you
know
we
get
them
within
a
a
reasonable
time
standard.
You
know
four
five,
six
months
you
get
your
vehicles
delivered.

Well,
that's
not
the
luxury.
The
past
performance
is
not
what's
happening
right
now
in
the
marketplace,
and
the
sheriff's
department
has
been
some
of
the
dealers
and
some
of
the
folks
that
they
typically
do
business
with
are
wanting
them
to
start
to
place.
Orders
now
for
before,
we've
even
budgeted
for
the
vehicles
in
hopes
not
even
a
guarantee,
but
in
hopes
that
they
will
get
their
vehicles
within
some
time
in
fy
23,
meaning
that
you
know
there
could
be
a
12-month
12
plus
month,
lead
time
in
order
to
get
vehicles.

That
impacts
our
ability
to
get
vehicles
in
this
length
of
time,
but
we'll
definitely
want
to
talk
about
that
in
some
further
detail
at
some
upcoming
either
budget
work
sessions
or
other
board
meetings,
and
we
may
have
to
use
the
proverbial
slogan
and
think
outside
the
box
as
to
how
we're
gonna
obtain
vehicles
for
next
year.
And
of
course,
you
know
the
reason
we'd
replace
a
lot
of
these
vehicles.
Is,
you
know
most
of
these
vehicles
that
were
replaced.

a
hundred
and
fifty
thousand
plus
miles
on
them
that
you
know
have
a
lot
of
roadmap,
a
lot
of
wear
and
tear,
and
hence
that's
why
we
have
a
replacement
cycle
every
single
year
so
hitting
that
replacement
cycle
every
year
is
important.
So
we
don't
have
our
sheriff
deputies
running
around
with
200
000
plus
mile
vehicles
responding
to
citizen
needs
so
anyways.

want
to
kind
of
alert
to
you
that
that
supply
chain
issue
is
really
is
for
real
and
it
is
impacting,
could
impact
how
we
deal
with
this
problem
and,
like
I
said,
we're
trying
to
find
adequate
solutions.
