pretty

I'm

all

they've
spent
working

the
draft
solar
ordinance
and
the
board

supervisors

scheduling
a
review

document
tonight.
As
you
know,
the
planning
commission
and
the
staff
have
spent
the
past
year
and
a
half
researching
and
drafting
a
comprehensive
solar
ordinance.

The
draft
ordinance
was
recommended
to
the
board
by
the
planning
commission
last
september,
by
a
vote
of
six
to
one,
the
solar
ordinance
before
you
incorporates
lessons
learned
from
the
challenges
experienced
during
the
construction
of
the
alta
vista
solar
project
in
campbell
county.
Specifically,
the
draft
ordinance
incorporates
five
erosion
and
sediment
control
measures
that
will
help
prevent
the
same
storm,
water
and
erosion
challenges
from
occurring
in
bedford
county.

landowners
we
are
working
with,
many
of
whom
are
here
tonight,
are
encouraged
by
the
progress
that
has
been
made
on
the
draft
solar
ordinance
as
it
will
give
them
the
opportunity
to
put
their
land
to
a
higher
value
use,
while
keeping
the
land
in
their
family
urban
grid
and
the
landowners
are
eager
to
move
forward
with
a
proposed
cardinal
solar
project,
and
we
would
respectfully
ask
for
your
support
to
take
the
next
step
in
the
process
by
directing
the
planning
commission
to
hold
a
public
hearing
on
the
ordinance.

Climate
change
is
real
droughts
in
the
west,
the
worst
in
22
years.
It's
on
record
increase
in
flooding
in

middle
part
of
the
u.s,
not
due
to
hurricanes
increase
in
the
number
of
hurricanes
and
their
strength
increase
in
temperature
nationwide.

levels
are
rising
with
it

excuse

with
more
coastal
flooding,
increasing
the
number
of
tornadoes
in
the
middle
part
of
the
united
states
as
well
as
here
in
virginia
all.
This
is
proven
back
and
will
continue
unless
carbon
emissions
are
reduced.
Arch
pelican
is
already
building
solar
farms
and
wind
farms.
Beautiful
canada
can
help
with
the
climate
change,
as
well
as
receive
additional
tax
revenue
at
a
considerable
rate
and
no
cost
infrastructure
wise
to

solar
farm
next
door.

people
like
dominion

also

people
who
built
those
landowners,
and
we
tried
to
take

approach.
Our
board
was
initiated.

years
ago,
with
three
committees
in
mind,
according

board

supervisors,
marketing
production,
education
and
events
and
land
conservation
and
preservation,
most
of
the
time,
it's
real
easy
to
really
promote
something
and
get
behind
it.
This
is
one
of
those
times
that
we
have
not
only
two
but
possibly
three
of
those
committees,
all
three
of
those
committees,
kind
of
button
heads
and
I
can
understand
anyone
who
has
a
land
and
doesn't
have
the
desire
to
use
it
any
longer,
would
see
this
as
great.

think
that's
one

key
issues.
The
other
thing

some
of
the
issues
that
the
gentleman
brought
up
about
erosion,

landfill.

we

putting
this
bond

thing
can
be
disassembled,
it's
a
little
bit

you

the
people,
professors,
people
who
really
study
this
stuff,

going
to

hard

bring

land
back
to

As
you
know,
the
board
of
supervisors
initiated
this
text,
amendment
process
back
in
october,
26
2020,
when
you
asked
the
planning
commission
to
develop
an
ordinance
for
you,
so
we
this
is
the
end
result
of
that
ordinance.
We
feel
as
though
the
the
majority
of
201,
as
mentioned
earlier,
was
spent.

You
know
researching
talking
with
other
localities
around
us
to
try
to
see
what
kind
of
issues
and
successes
they've
had
with
them,
and
I
think
what
we
found
out
was
is
that
the
the
larger
the
site
is
and
the
poorly
sighted
ones
you
know
the
more
hills,
the
more
so
forth.
I
think
you
get
the
picture
there.
Ideally,
I
would
think
you
would
want
one
of
these
sites
to
be
somewhere.
That
would
not
be
prime
farmland.

Roads
were
very
apparent
when
we
got
up
to
those
sites,
so
we
knew
we
were
getting
close
to
the
site
and
and
yeah
I
mean
I
I
personally
from
my
perspective,
the
we
feel
that
this
ordinance
we
brought
to
you
tonight
kind
of
addresses
some
of
those
issues.

We've
we've
increased
some
of
our
erosion
sediment
control
measures
that
will
need
to
be
approved
by
the
department
of
environmental
quality
and
we're
currently
working
through
that
process
and
getting
that
approval
from
them,
and
I
think
the
biggest
concern
from
our
standpoint
is
a
staffing
standpoint
from
this.
You
know
we
have
the
third
party
inspections
as
being
something
in
there
that
would
kind
of
take
place
where
they
would
do.
Third
party
plan
review.

Mr
leamy,
here
just
informed
me
that
he'd
reached
out
to
parker
design
group
who
who
can
perform
that
work
on
our
behalf,
but
we
currently
just
don't,
have
the
staff
to
be
able
to
spend
the
time
at
one
of
these
sites
if
they
weren't
the
larger
facilities
campbell
county
informed
us
that
you
know
that
for
the
larger
sites
they
issued
over
70
land
disturbing
permits
for
one
site,
we
currently
have
one
commercial
inspector,
so
we
would
definitely
need
to
have
almost
another
commercial
inspector
just
to
be
able
to
deal
with
them,
especially
if
you
had
several
of
them
going
on
at
one
time
throughout
the
county
under
construction.

So
yeah,
I
guess
what
I'm
trying
to
say
to
you
tonight
is-
is
that
we
feel
this
is
the
ordinance
the
planning
commission
approved.
I
I
think,
the
more
I
think
about
it.
You
know
I
will
probably
lose
sleep
of
thinking
of
something
we
missed
as
part
of
that
process,
and
I
also
have
some
concerns
about
it
really
meshing.

This
will
obviously
make
some
of
those
areas
less
scenic.
There
are
some.
The
smaller
sites
are
just
easier
to
deal
with
from
the
standpoint
of
you
probably
could
hide
those
more.
I
believe
the
morgan
site
that's
mentioned
here
tonight
is
one
of
those
sites.
That
would
be
almost
completely
hidden
from
view
and
we
went
through
this
ordinance
process.
We
tried
to
make
sure
that
you
would
get
schematics,
so
you
would
know
what
it's
going
to
look
like,
hopefully
down
the
road,
the
bonding
issue.
I
think
mr
powers
brought
that
up.

It's
certainly
something
that's
concerning
when
you're
talking
about
a
bond
that
my
career
will
be
done
by
the
time
that
bond
gets
called
in
30
years
down
the
road.
I
don't
know
what
that
will
look
like.
We
have
no
idea.

you

them

bearing
whatsoever

whether
or
not
you
should
approve

deny
the
issues.

I
just
want

make
that
very
clear
tonight.

many
many
uncertainties

staff

guys
did

due
diligence

best

It
appears
that
there
are
many
uncertainties
with
this
solar
facilities
plan
that
are
yet
unknown
and
it
sounds
to
me
like
if
we
dive
into
it
too
quickly,
we
could
be
setting
ourselves
up
for
trouble
in
this
county.

think
there's
a
lot
of
value
in
waiting
and
seeing
how
other
localities
are
guinea
pigs.
I
guess
you
would
say
I
mean
I
I
think
the
problem
from
our
standpoint
is.
Is
you
know
our
residential
inspectors
are
doing
somewhere
between
four
or
500
inspections
a
month?
Just
from
the
residential
side,
we
have
one
commercial
inspector,
mr
spinner.
I
believe
kevin's
he's
maxed
out,
I
mean
there's
he's
passing
work
on
to
kevin
to
go
out
and
do
inspections,
that's
how
busy
we
are
right
now.

The
big
concern
that
I
have
is
is
that
you
know
talking
with
campbell
county.
They
would
go
get
a
complaint
on
these
sites.
We've
had
two
of
the
three
rainiest
years
on
record
over
the
last
three
year
period
and
just
going
out
there,
and
you
would
have
to
spend
day
maybe
two
days
at
these
sites
to
be
able
to
take
a
look
at
them.

They
have
100
plus
storm
water
ponds
on
them
at
one
time,
which
is
one
reason
why
we
tried
to
limit
how
much
they
can
disturb
at
one
time
when
our
ordinance
to
try
to
keep
that
level
down,
but
we
we
would
anticipate,
be
having
to
either
do
one
or
two
things.
If
you
wanted
to
move
forward
with
it,
we
would
probably
need
to
hire
somebody
to
be
able
to
deal
with
it
from
inspection
standpoint,
or
you
know.
The
ordinance
also
mentions
us
being
able
to
get
contract
with.

third
party
person
to
be
able
to
review
the
the
plans
and
to
go
out
and
inspect
them.
They
wouldn't
do
the
enforcement
for
us.
We
would
still
have
to
do
the
enforcement
aspect
of
things,
but
they

at
least
perform
that
task.

sense

move
this
idea
forward
at
this

have

know

with
obviously
having
a
third
party

review
those
plans
for
us

county
is
a
good
indicator
of
what
we're
going
to
experience.

are
the
vsmp
authority.
Just
much
like
we
are.

talked
to
the
director
in
pennsylvania,
county
and
you
know
they
have
a.
They
have
a
lot
of
sites
too,
but
they
aren't
the
vsmp
authorities,
so
they
won't
be
the
people
out
there
going
out
and
dealing
with
the
complaint
side
of
things
or
reviewing
those
plans
and
so
forth.
We
will
be
the
intended
doing
that.

Yeah
we're
working
through
the
the
comprehensive
comprehensive
plan
update
as
we
speak
right
now
and,
and
one
of
the
big
questions
we
asked
for
citizens
to
weigh
in
on,
we
have
the
the
informational
meetings
back
in
december
and
november
was
to
let
us
know
what
their
thoughts
were
on
the
values
you
know
were
those
values
still
held
at
the
very
high
level
and
even
through
the
citizen
survey
that
was
online,
we're
finding
that
you

the
pers
90,
plus
percent
of
people
still
highly
value,
our
scenic
beauty,
our
pastoral
character
of
bedford
county.

No
this
this
was
something
that
was
decided,
as
I
mentioned
about
a
month
ago.
Technically,
it
was
finalized
back
in
in
november.
When
we
had
our
last
meeting
the
planning
commission,
I
took
it
back
to
them
one
more
time,
just
to
make
sure
that
they
were
okay
before
we
brought
this
before
you.
The
biggest
thing
that
we
had
a
discussion
about
really
was
is
what
would
if
we
were
to
move
forward
with
an
ordinance
we'd,
be
better
off
to
have
a
size
limitation
on
the
sites.

The
planning
commission
kind
of
was
hung
up
on
a
number
somewhere
between
20
and
25
megawatts
that
was
kind
of
what
they
were
hanging
at,
because
we
did
visit
some
of
those
sites
in
campbell
county
and
some
of
the
feedback
we
got
from
from
their
staff
was
that
those
were
manageable
sites,
even
by
our
current
staff,
they
should
be
manageable,
so
it
just
depends
on
what
you
want.

think
from
solar
industry
standpoint.

asked
them

develop
many
ordinances

my
career

grew
up

agriculture
and
my

lifelong
dream
was

farm.

father
worked

very
wealthy
men.

like

penney

likes

that
managing
their
farms,

and
I
grew
up
you

along
with
him,
working
on
these
farms
and
big
ranches,
and
my
my
goal
was
to
have
my
own
place.
Unfortunately,
I
wasn't
lucky
enough
to
inherit
a
farm,
so
I
got
into
a
business.

Farming
is
something
people
do
as
a
way
of
life
and
it's
it's
seven
days
a
week,
many
hours
a
day
and
and
there's
a
lot
of
heartache
that
goes
along
with
it,
but
the
joy
that
we
get
from
farming
far
outweighs
any
any
of
the
the
bad
and
there's
the
man
who
spoke
back
here
earlier.

I
know
mr
ruff,
he
farmed
all
his
life
long
and
he
wound
up
selling
his
cow
herd
to
a
young
family,
a
very
young
family
who
now
have
his
cattle
and
they
operate
run
those
cattle
on
leased
farms
that
mr
ruff
once
had
these.

And
there
are
already
now
folks
who
are
buying
up
farmland.
Betting
on
the
come
that
they're
going
to
be
able
to
sign
contracts
with
these
solar
companies
and
and
have
them
in
bedford,
county
and
enjoy
themselves
miles
and
miles
away
from
bedford
county.
Well,
meanwhile,
we're
left
to
live
here
and
it's
going
to
drive
the
cost
of
land
up
so
high
farmland
in
particular,
which
is
best
suited
for
these
solar
panels.

But
folks,
our
children
and
our
grandchildren
will
not
be
able
to
afford
to
do
the
same
things
that
we've
done.
They
will
not
enjoy
the
same
natural
beauty
that
we
have
two
months
ago,
when
we
sat
in
our
meeting
for
the
comprehensive
plan
for
the
future
of
bedford
county,
we
put
agriculture
first
and
along
with
tourism.

They
count
on
us

future
administration

they're

see

reason
to
move
this

it
wasn't
for
the
federal
tax
credits,
this
wouldn't
even
be
a
consideration,
so
it
is,
and
so
it's
not
free
market
capitalism
by
the
way
when
it's
being
subsidized
by
federal
tax
dollars,
that's
called
crony
capitalism
and
it's
p
the
government
picking
winners
and
losers.
The
government
has
decided
that
they're
going
to
pick
solar
as
a
winner
and
pick
everything
else
to
be
a
loser.

So
if
you
want
to
do
solar
or
wind
they're
going
to
subsidize
it,
otherwise
they're
going
to
try
to
put
you
out
of
existence,
and
that
is
why
your
bills
are
going
higher
and
higher
in
the
end,
if
and
and
just
so,
you
understand
to
create
a
megawatt
takes
about
five
acres
roughly.

So
if
you
want
to
do
ten
acres,
that's
I
mean
10
10
megawatts.
That's,
50,
acres
and
100
megawatts
be
500
acres,
a
lot
of
land
full
power
plant.
You
could
have
a
thousand
megawatt
coal
power
plant,
I
can
guarantee,
it
doesn't
take
5
000
acres
and
the
solar
panels
that
are
created
vast
majority
of
those
unless
they
are
being
subsidized
by
federal
tax
dollars,
are
being
built
in
china
who
power
those
facilities
using
coal-fired
power
power
plants,
and
then
they
put
them
on
ships
and
bring
them
over
here,
and
then
they
build
them.

This
is
supposed
to
make
us
feel
good,
that
it's
this
green
energy
and
that
it's
going
to
save
the
planet,
but
it
takes
energy
to
build
them,
takes
energy
to
ship
them,
and
then
it
creates
this
waste
that
we
have
to
deal
with
in
our
community
when
it's
it's
over
with
the
efficiencies
are
continually
changing
in
a
few
years.
It
could
be
that
it
only
takes
two
and
a
half
acres
to
produce
a
megawatt
instead
of
five,
and
so
this
is
just
early.

The
the
other
thing
about
bedford,
county
in
particular,
is
we
have
rolling
topography
and
with
rolling
topography,
you
tend
to
have
more
runoff.
These
solar
panels
are
designed
to
capture
the
sun's
energy
right.
Well,
what
else
captures
the
sun's
energy
but
plants
the
things
that
stabilize
the
soil?

You
run
off
your
topsoil
and
it's
all
types
of
problems
when
you
have
rolling
topography
and
as
as
our
presenter
present
tonight,
he
he
explained
that
the
the
areas
in
which
it's
not
good
for
farming
that
might
make
good
for
a
solar
facility,
the
very
areas
that
are
going
to
have
the
rolling
topography,
the
worst
slopes
or
the
the
areas
that
you're
not
going
to
see.
But
those
are
the
areas
that
are
going
to
cause
more
problems.

So
I
you
know,
I
I
appreciate
that
some
people
would
would
clearly
benefit,
but
I
would
suggest
that
if,
if
you
don't
want
to
farm
the
land,
then
lease
it
to
someone
who
wants
to
farm
it
or
sell
it
to
someone
that
wants
to
farm
it.
But
for
the
last
16
years
we've
had
a
comprehensive
plan.
That's
tried
to
preserve
the
agricultural
community
in
bedford
county
and
when
I
first
got
on
this
board,
I
understood
that
the
forest
area
which
I
represent
is
area.
That's
slated
for
growth,
we're
sort
of
the
the
zinc.

you
will
the
it's
the
the
part
of
the
county
that
that
ends
up
looking,
not
as
nice,
but
it's
so
that
we
can
preserve
the
rest
of
the
county,
its
beauty
and
its
in
its
heritage,
and
we
certainly
didn't
do
that
for
outside
developers
to
come
in
and
profit
off
of
bedford
county
the
people
who
are
going
to
be
buying
that
energy
they
live
somewhere
else.

one

not

affect
solar,

solar
