A
I'd
like
to
call
this
meeting
of
the
Bedford
County
Board
of
Supervisors
to
order
and
welcome
everyone
here,
so
yeah
I
don't
see
anyone
wearing
their
hats,
so
I
don't
have
to
remind
you
of
the
decorum
and
the
boardroom
tonight.
A
If
you
do
have
a
cell
phone,
if
you
would
please
either
turn
it
off
or
set
it
to
silent.
We'd
appreciate
that
as
we
begin
the
meeting,
let's
start
with
a
moment
of
silence
foreign.
B
A
A
A
We
have
a
motion
from
Mr
Scott.
Is
there
a
second
from
Ms
Parker,
all
in
favor
signify,
saying
aye
aye
motion
passes
next
up
on
our
agenda
is
citizen
comment
time
anyone
that
I
don't
have
anyone
that
signed
up
tonight.
But
if
you'd
like
to
speak,
you
have
up
to
three
minutes
to
speak
about
anything
that
you
like,
unless
it's
on
our
agenda
tonight
as
a
public
hearing.
A
C
Now
we
have
two
items
for
the
consent
agenda
item
a
is
a
resolution
accepting
and
appropriating
a
donation
from
the
Boardman
Family
Foundation.
This
is
it's
for
some
medical
equipment
on
from
Front
Line.
Ambulances
is
where
those
funds
will
be
going
then
Item
B
is
a
resolution
authorizing
the
submission
of
a
regional
application
for
the
assistance
to
Firefighters
Grant
in
partnership
with
Lynchburg
Fire
EMS
Department.
That
Grant
is
to
help
purchase
two
driving
simulators
or
driving
training.
A
A
E
Mr
chairman,
it's
it's
not
November
28
2023,
it's
November,
28
2022..
You.
B
B
A
F
Thank
you
Mr
chairman
I
want
to
give
Aaron
Lynn
Boyer
the
planner
in
our
office,
who
credit
for
put
this
presentation
for
me
to
give
to
you
tonight.
As
you
mentioned,
this
is
special
use.
Permit
application
issue
22-0014
the
applicant
has
mentioned,
is
Brent
Lilly.
The
current
owner
of
that
property
is
Acme,
Holdings
LLC.
F
Subject:
property
in
question
is
tax
parcel.
Excuse
me
parcel
ID
number
905-13502.
This
parcel
is
located
as
a
vacant
parcel
at
the
end
of
the
Corporate
Park
extension
5.4
acres
in
size.
The
proposed
use
of
the
special
use
permit
is
townhouse
42
townhouse
units
assisting
some
of
that
property
is
PCD
and
is
located
in
election
District,
Number
Four,
here's
a
location
map
showing
the
location
of
the
subject
property.
As
you
can
see,
this
is
on
the
new
end
of
the
Corporate
Park
extension.
F
Here's
a
zoning
map
of
the
property
shows
up
his
own
PCD.
You
also
have
the
historic
overlay
on
the
property
nearby,
the
goalie
property
future
land
use
map
shows
the
property
to
be
utilized
for
mixed
use,
and
you
have
agricultural
natural
resource
stewardship
on
the
goalie
property.
That's
in
the
conservation,
easement.
F
Concept
plan
for
the
development
42
townhouse
units,
as
mentioned
the
applicant,
did
add
a
little
Park
area
to
the
the
plan
the
Planning
Commission,
even
though
they
did
recommend
approval
of
this
project
did
ask
that
they
make
some
accommodations
for
those
that
live
there.
The
applicant
did
kind
of
reorganize
the
concept
plan
and
add
the
park
to
this
particular
concept.
Plan
project
impacts
with
this
it'll
be
served
by
public
water
and
sewer
proposed
use
will
be
visible
from
the
surrounding
areas.
F
Nearby
roadways
and
Fire
and
Rescue
will
be
impacted
by
the
development
due
to
the
increased
population.
The
property
is
zoned
for
the
Forest
Elementary
School
Forest,
Middle,
School
and
Jefferson
Forest,
High,
School
and
all
regulations
set
forth
by
VDOT
will
be
required
for
the
improvements
related
to
the
proposed
use
and
go
over
the
recommended
special
use.
Permit
conditions
for
this
application.
It's
planned
commercial,
District
zoning
districts,
residential
use
is
intended
for
this
5.401
acre
parcel
meet
the
30
percent
limit
of
the
total
original
acreage
for
this
development.
F
The
remainder
of
the
parcels
contained
in
this
development-
and
here
are
three
other
RPC
numbers
listed
here-
shall
be
developed
with
non-resident
uses.
So
essentially
I'll
go
back
to
this
map
here.
The
properties
heading
four
towards
221
here,
there's
several
properties
that
are
owned
by
Mr
case
and
he
is
basically
saying
he's
going
to
utilize
30
for
this
property
for
the
residential
use,
so
every
other,
every
one
of
those
other
properties
will
be
developed
commercially.
F
Can
you
identify
I
will
show
you
the
cursor
here,
but
if
you,
the
parcels,
if
you
go
straight
back
towards
221
down,
Corporate
Park
is
the
ones
I'm
mentioning
here.
There's.
F
F
Section
30-8214
General
standards
shall
apply
in
perpetuity
until
the
townhouse
use
has
been
discontinued.
On
the
subject,
parcel
and,
of
course,
in
one
of
our
standard
com
conditions
here,
is
that
any
proposed
lighting
associated
with
the
townhouse
you
shall
be
directed
downward
and
away
from
the
adjoining
properties.
F
H
I
I
I'm
sorry
I
misunderstood
what
you
said
there.
You
spoke
rather
quickly
and
I'm,
not
quite
as
fluent
in
the
language
of
zoning
as
I
should
be
okay,
but
if,
if
it's
my
understanding
that
that,
if,
if
we
Grant
the
special
use
permit
and
these
town
homes
go
in,
there,
then
adjacent
properties.
If
there
are
vacant
adjacent
properties,
commercial
they
could
go
to
residential
as
well
is.
F
F
I
F
Mclean
commercial
district
is,
is
one
of
the.
This
is
an
area
in
the
county
with
Louis
Zone
plan
commercial
District
without
a
master
plan.
So
there
was
no
plan
in
place
here
for
this
overall
District,
which
is
why
we're
here
to
basically
ask
for
the
30.
Typically,
you
would
have
to
approve
an
entire
plan
for
a
planned
commercial
development
of
someone
rezoning
to
that
District
that
it
did
not
currently
exist
now.
So
what
they're
doing
here
is
this
particular
application
requires
a
special
use
permit
in
PCD.
F
Part
of
that
is,
the
reason
is
to
what's
around
it.
You
know,
maybe
I'll
put
it
to
you.
This
way.
Special
use
permits
are
supposed
to
be
for
our
uses
that
may
or
may
not
fit
in
a
particular
area
or
District.
It's
generally
perceived
to
be
okay
in
some
locations.
Maybe
you
can
make
it
work
with
conditions.
Maybe
you
can't
make
it
work,
which
would
be
reason
for
you
to
maybe
deny
that
permit.
B
H
B
C
K
F
F
Like,
let's,
let's
take
this
lot
here,
that's
adjacent
to
this
one
to
the
the
Northwest
there,
it's
a
smaller
property,
so
that
person
who
owns
that
property
could
utilize
30
of
that
property
for
residential
use,
either
Byrider,
depending
on
whatever
they
want
to
use
it
for
residentially.
It
could
require
a
special
use
permit
as
well.
Mr
Case
just
happens
to
own
this
property
and
several
more
that
allow
him
to
have
a
you
know,
a
larger
little
area
of
residential.
B
F
F
F
M
F
F
Well,
I
think
that's
just
because
the
conservation
easement
is
on
that
property.
It
can't
be
developed
for
anything
other
than
just
agricultural.
You
lose
lives
for
that,
which
is
why
it's
shown
that
way
on
the
future
Landing
map
I
think
if
it
were
a
property
that
were
not
in
a
conservation,
easement
and
available
for
somebody
to
be
able
to
develop.
F
You
probably
have
a
different
designation
there
on
your
future
land
use
map,
because
your
zoning
map
as
I'll
go
back
to
this,
actually
has
the
prop
D
adjoining
property,
that's
owned
by
the
goalies
that
is
in.
That
is
the
same
zoning
as
the
subject.
Property,
which
is
PCD
just
has
a
historic
overlay
on
it
as
well.
J
I
Having
extensive
experience
with
livestock
myself,
cattle
10
degrees
over
toward
Vince's,
if
they
ever
have
cattle
over
there
and
people
tend
to
walk
over
and
look
at
the
lovely
little
creatures
and
then
the
next
thing
that
happens
is
someone
sticks
their
hand
through
the
fence
and
winds
up
with
a
broken
arm
or,
worse
and
or
you'll,
get
folks
complaining
about
the
cows
lowing
or
the
smell
of
cow
manure.
B
F
The
historic
use
of
particular
type
of
livestock
there
I
know
we
had
a
another.
One
of
these
issues
come
before
you
about
someone
wanting
to
add
livestock
to
a
property
that
was
had
an
Aggregates
on
it,
but
just
not
particularly
livestock.
F
It
was
non-conforming,
I
I
would
what
I
would
tell
you
is
I,
don't
know
the
history
enough
to
be
able
to
definitively
give
you
a
determination
as
to
whether
or
not
they
are
allowed
to
have
a
lot
of
livestock
if
it's
maybe
on
one
parcel,
because
they
have
several
Parcels
here,
I
know
the
properties
in
land
use,
so
it
does
have
an
agricultural
use
associated
with
it.
I'm,
just
not
sure
of
the
complexity
of
what's
the
concentration.
E
F
I
Question
I
have
school
boards
here,
I
see
what's
the
capacity,
can
you
remind
me
again
what
the
capacity
or
what
the
utilization
is
at
Jefferson
forced
in
the
middle
schools,
I.
F
F
The
staff
report
that
you
have
in
there
gives
the
calculations
of
how
many
students
at
this
particular
project
would
generate
this
project
alone
would
not
trigger
the
them
going
over
capacity.
I
guess
you
would
say,
but
it's
getting
closer
in
that
particular
area.
It.
F
N
Good
evening
Mr
chair
members
of
the
board,
my
name
is
Norm
Walton
I'm
as
Perkins
and
arson,
and
prepared
the
plans.
As
Jordan
said,
Mr
Lilly
is
here
to
answer
any
any
questions
you
may
have.
N
I
really
don't
have
a
lot
of
a
presentation
to
make
I
think
he's
pretty
self-explanatory.
There's
four
to
two
units
on
the
on
the
rear
of
the
property
here.
I
think
I
wanted
to
Jordan
did
an
excellent
job
of
Fielding
your
questions
and
maybe
wanted
to
fill
in
a
little
bit,
especially
on
the
utilization
of
the
property.
In
in
how
this
became
residential,
Mr
Case
should
have
sent
a
letter.
N
George
you
get
a
letter
from
Gary,
so
Mr
Case
sent
a
letter
stipulating
that
out
of
the
original
20
acres,
the
four
properties
that
were
mentioned,
the
two
out
Parcels,
the
larger
parcel
in
the
middle,
and
in
this
parcel
this
parcel
was
designated
for
the
30
percent
as
Allowed
by
the
PCD.
So
the
owner
of
the
property
has
acknowledged
that
that
this
parcel
alone
would
be
the
30
utilization
out
of
the
20
acres
that
was
of
the
original
track.
N
So
none
of
the
the
owner
has
committed
in
writing
to
the
county
that
none
of
the
rest
of
the
property
would
be
utilized
for
residential
and
Mr
Sharp.
To
your
point,
we
kind
of
think
that
this
maybe
is
a
little
bit
of
a
transition.
I
mean
this
is
PCD.
It
could
be
commercial
right
up
to
the
rear
property
line,
so
this
is
providing
some
kind
of
step
down
zoning
or
step-down
utilization
from
commercial
to
the
to
the
back
property
line.
You
know
if
we
had
single-family
housing.
N
We
did
go
to
TRC
a
lot
of
the
questions
regarding
VDOT
and
Utility
Services
were
answered
there.
Brwa
did
not
have
any
issues
with
water,
so
we're
being
provided.
We
do
have
to
provide
a
water
extension
from
the
old
end
of
corporate
Park
Drive
down
to
the
intersection
to
serve
this.
This
property,
there's
no
water
serving
this
property
now,
but
a
extension
is
planned.
Sewer
crosses
this
property.
N
The
the
school
situation
with
42
units
with
a
three-bedroom
house
or
three
bedroom
unit,
I
computed
about
18
students.
F
N
So
you
know
at
my
calculation
of
18
units,
which
falls
into
Mr
Mitchell's
range,
that's
about
one
child
give
or
take
rounding
up.
Maybe
two
children
per
grade
level.
So
we
don't
see
this
as
a
significant
impact
to
the
schools
in
the
area
we've
utilized
this
chart
there's
on
several
times,
there's
a
Bedford
County
School
chart
that
shows
all
of
the
school
systems
having
decline
in
enrollment
and
projected
the
client
enrollment
in
the
future.
N
So
they're
drone
drawn
right
now
at
22
by
40
they
could
change
a
little
bit,
maybe
24
by
40.
the
footprint,
we're
thinking,
they're,
three
bedroom
units
with
a
master
bedroom.
On
the
first
floor
and
two
two
units
on
the
upper
floors,
Mr
Lilly
is
trying
to
or
considering
marketing
to
empty
nesters
50
plus.
We
can't
exclude
that
you
know
to
to
to
just
that,
but
he
is
planning
on
marketing
to
to
an
older
demographic,
so
there
will
be
multi-level,
it'll
be
two
floors.
Yes,
sir.
I
N
A
G
F
G
B
Yes,
like
I,
said
on
all
the
adjacent
property
on
the
other
side
of
the
road
and
I've
thought
about
how
it's
going
to
impact
me,
which
I
don't
see
any
problem
with
it
and
I
think
it's
a
good
use
of
the
property,
so
I.
E
C
I
What
my
concerns
here,
especially
is,
is,
as
I
drive
into
the
forest
area
near
the
forest
shopping
center
there,
at
particularly
near
Peak
Drive
times
the
traffic.
There
is
very
heavy
and
it's
difficult
to
transition.
Let's
say
if
I'm
headed
toward
Bedford
on
221
and
I
want
to
turn
left
into
the
shopping
center.
It's
it's
a
little
bit
treacherous
at
this
point,
and
my
wife
won't
even
go
to
the
I
kind
of
think.
I
Kroger
is
a
good
shopping
center,
but
my
wife
will
not
go
to
the
forest
Kroger
because
of
the
traffic
area
there
and
she
doesn't
drive
to
my
liking,
but
still
she's
terrified
of
that.
That
area
in
there
because
of
the
traffic
I
also
know
folks
that
live
in
the
Ivy
Hill
area
and
I
realize
that
you're
saying
you're
going
to
enter
on
221
West
of
the
intersection
of
Perryville
Road
right.
But
my
concern
is
still
is,
is
folks
going
in
and
out
of
there
short
of
a
traffic
light.
I
There
I
think
it's
it's
going
to
present
some
significant
problems,
because
you've
got
two
lanes
on
either
side
of
the
center
turn
lane
that
that
concern
me.
It's
difficult
to
get
out
of
Benjamin's
restaurant
there
and
go
either
way
most
of
the
time,
especially
if
you're
in
there
for
a
meal,
and
so
that
really
concerns
me
and
and
I.
Think
that
there's
going
to
come
a
point
where
people
are
going
to
say
we've
we
lacked
a
master
plan,
as
Mr
Mitchell
pointed
out
and
and
I
think
what
is
it.
I
They
say:
people
don't
plan
to
fail.
They
fail
to
plan
and
and
I'm
I.
I
Don't
want
this
to
be
a
case
in
point
where
we
we're
putting
too
many
people
in
such
a
tightly
confined
spaces
that
Forest
area
again,
the
folks
that
live
in
Ivy,
Hill
or
I
know
Mr
Grove
who
lives
over
in
Parable,
Road
complains
of
the
traffic
he's
been
farming
there,
all
his
life
and
and
now
it's
a
significantly
high
traffic
area
and
it's
even
worse
on
221.,
so
so
the
safety
Factor
there
considers
me
concerns
me
and
and
and,
as
I
said,
I
think
we're
going
to
be
looking
for
commercial
places
for
businesses,
if
that
was
what
it
was
originally
intended
for.
G
K
G
G
G
All
right,
yeah
I
mean
I
I
wish
you
were
coming
here,
doing
the
commercial
first
to
be
honest
and
then
backfilling
the
residential
I.
It
always
concerns
me
that
I'm
not
going
to
see
the
commercial
for
many
years
to
come,
but
I
I
guess
I
mean
it
is
allowed.
It
is
PCD,
it
is
locking
up
the
rest
of
it
for
commercial,
which
is
on
Corporate
Park
Drive.
G
A
E
A
P
Mr,
chair
and
members
of
the
board,
what
you
have
before
you
tonight
is
to
recommendation
to
adopt
100
150
percent
Medicare
fee
schedule
annually
we
do
review
when
Medicare
puts
out
the
new
rates.
However,
this
winter
they
did
establish
those
rates.
You
will
see
in
your
chart
that
our
current
charges
are
listed
there.
You
have
your
Medicare
allowable
fee
for
2023,
and
then
you
also
have
the
150
percent
Medicare
fee
schedule.
Medicare
sets
a
standard
rate
regardless.
P
So
if
you
order
receives
Medical
Services
they're
only
going
to
pay
so
much
and
what
you
see
there,
for
example,
one
of
the
ALS
emergency
charges.
They
would
only
pay
511
dollars
in
one
cent
regardless
now,
if
you
have
private
or
commercial,
that's
where
your
150
percent
above
Medicare
fee
says
comes
into
play,
because
our
commercial
and
private
insurance
will
pay
more
than
the
above
rate,
and
we
have
msmc
emergency
medical
Consultants.
H
B
A
A
L
C
L
O
G
O
O
We
don't
always
capture
that,
but
because
fuel
is
higher
and
our
contracted
fuel
price
has
expired.
We
are
going
out
for
bid,
but
that
could
put
some
pressure
on
transportation
and
maintenance.
That's
main
reason:
I'm
capturing
some
of
the
sales
tax,
just
in
case
on
there
on
the
on
the
fuel
prices
on
technology,
some
of
the
sales
taxes
going
there.
We
delayed
the
purchase
of
our
computers
for
our
teachers
by
a
year.
So
we
we
had
the
money
appropriated
last
year.
O
Didn't
do
that
because
we
were
able
to
go
after
another
Grant,
but
we
couldn't
go
after
that
grant
money
unless
it
was
after
July
1st.
So
we
postponed
those
purchases
into
the
current
year.
We
were
awarded
that
Grant
I'll
be
coming
back
to
this
board
later
we
were
just
awarded
it
just
a
few
weeks
ago
for
120
thousand
dollars,
but
we
did
need
to
capture
some
of
the
sales
tax
to
go
ahead
and
purchase
those
computers
this
year.
So
some
of
the
sales
tax
is
being
captured.
O
Will
just
be
in
the
ending
year
balance
unless
I
have
to
come
back
for
on
anything
else
unexpected.
So
that
means,
unless
this
body
appropriates
it,
that's
if
the
money's
come
in.
It
would
just
be
my
ending
fund
balance
at
the
end
of
the
year
and
then
that's
when
we
come
back
to
this
body
and
ask
for
us
a
reappropriation
of
any
year-end
balance.
K
O
Because
I'm
doing
a
mid-year
forecast
on
sales
tax,
it's
not
a
given
that
I'm
going
to
get
it
all
in
I'm
forecasting
at
mid-year,
so
I'm
only
capturing
about
half
or
less
than
half
of
that,
it's
better
to
wait
to
see
if
it
actually
comes
in
at
year,
end
or
ending
bounce.
At
the
end
of
these
at
this
year,
I'll
come
back
to
this
board
later
in
the
year
after
the
audit
and
ask
for
a
reappropriation
of
that
ending
year.
Bounce
because
there's
other
things
that
affect
the
Indian
year,
bounce
other
than
sales
tax.
O
Into
the
operating,
but
the
other
amount,
if,
if
it
as
the
forecast
holds
and
the
sales
tax
continues
to
come
in,
it
will
generate
an
ending
year,
balance
plus
some
others
it,
depending
on
how
everything
works
out.
K
We
were
citizens
were
told
to
contact
us
about
the
awnings,
so
I
think
we
need
to
act
on
the
awnings
and
I
know
they
have
issues
with
their
budget
with
their
gas
and
everything
we
do
too.
We
have
to
cut
things
to
get
our
gas,
so
I
think
if
the
citizens
were
told
contact
us
with
the
audience
and
we
have
nine
hundred
thousand
dollars
we
can
put
towards
awnings.
We
should
do
that.
What
do
you
think.
A
O
We
we
typically
it's
not-
that
I'm
playing
I'm,
not
a
gambler,
so
I'm
not
trying
to
play
the
market.
There's
people
that
know
a
lot
of
more
about
where
the
fuel
prices
are
going
to
go
than
I
do
so
it's
a
budgetary
control.
When
you
lock
in
your
price,
we
do
have
our
fuel
out
for
bid
right
now
the
prices
come
down
substantially
since
October
and
November.
O
So
we
are
going
to
look
at
what
price
we
can
get
and
present
that
to
our
board
at
that
next
meeting,
and
then
you
can
really
budget
that
for
the
next
year
our
current
price
that
was
very,
very
advantageous
towards
us,
ended
on
February
13th,
so
we've
been
buying
off
State
contract
and
the
rack
price
right
now,
when
you
lock
it
in
you
can
just
set
your
budget
and
pretty
sure
you're
going
to
get
that
in
because
the
people
we
buy
from
usually
go
out
and
they
they
go
ahead
and
lock
in
their
price.
I
I
know
in
my
business
we've
got
several
vehicles
on
the
road
five
days
a
week
and
and
so
I
pay
close
attention
to
fuel
costs.
That's
part
of
our
cost
of
paying
business,
and
you
know
from
what
I've
seen
from
say
this
time.
Last
year,
fuel
prices
have
dropped
significantly
and
I
won't
wave
tip
my
hat
to
the
current
Administration
in
Washington,
but
for
whatever
reason,
fuel
prices
have
dropped
significantly.
O
It
is,
and
so
I
put
these
supplemental
Appropriations
together
at
the
bet.
You
know
in
December
when
the
price
was
a
lot
higher
presented
it
to
my
board.
So
there's
a
time
delay
with
getting
to
you
on
this.
So
probably
the
amount
of
money
that
I'm
asking
to
go
into
maintenance
and
transportation
from
when
I
put
this
together
in
December
I,
probably
won't
need
as
much
and
won't
spend
it
all,
because
the
fuel
prices
have
come
down
since
then
substantially.
So
we
delayed
going
out
for
bid
because
the
prices
were
high,
but.
O
I
O
I
O
Has
not
failed,
it
is
it's
still
working,
but
that
is
a
project
slotted
for
next
summer.
We
are
actually
getting
designs,
ready
and
there's
money
identified
to
get
that
done,
that
that
desperately
needs
to
be
done
so
that'll.
I
O
O
A
lot
of
that
money
went
for
HVAC
projects
that
have
been
delayed,
and
so
we've
caught
up
on
quite
a
few
of
those
there's
two
more
schools
that
are
going
to
be
done
this
summer,
and
so
there
are
certain
things
that
we
have
to
contract
out
and
have
money
set
aside
to
take
care
of
some
of
the
maintenance
issues.
But
the
water
treatment
plant
is
as
old
as
those
schools
are
so
it.
You
know
there
comes
a
time
where
you
just
need
to
replace
a
very
old
building
or
totally
renovated.
O
So
it's
just
that
at
the
end
of
its
life
and
so
we're
gonna,
we're
already
moving
forward
with
plans
and
we'll
put
that
out
for
a
bit
here
later
this
year
and
plan
to
get
that
replaced
and
fixed
next
summer.
Last.
I
Point
I
would
like
to
make,
is
I
realize
you
don't
do
the
maintenance?
That's
not
your
field
house,
but
you're
told
by
folks
that
these
these
facilities
need
to
be
replaced,
and
so
forth
and
and
I
would
like
to
believe
that
that
your
maintenance
folks
are
on
on
top
of
these
things.
I
know
you
just
recently
had
a
change
in
the
past.
12
months
from
in
your
management
of
maintenance
is
I
believe.
O
I
actually
do
oversee
the
maintenance
department
they
report
up
to
me
now
so
does
transportation
and
nutrition
as
of
January,
and
so
when
we're
looking
at
projects
and
documents
that
present
to
the
board,
we
do
analysis.
We
have
studies
done.
We
do
have
a
maintenance
committee.
Two
board
members
sit
on
that.
So
when
we
present
on
some
of
the
projects
that
need
to
be
done
on
some
unexpectedly,
some
that
are
planned.
O
We
have
two
committee
members
that
are
reviewing
those
projects
asking
us
questions,
seeing
if
there's
alternatives
to
those
before
we
present
anything
to
the
full
board.
So
we
are
trying
to
develop
a
very
long
term,
not
just
a
10-year.
Sometimes
you
look
at
a
10-year
CIP,
but
hvacs
have
a
a
set
life
they're,
not.
O
It
can
get
costly
and
we
have
you
know:
22
23,
plus
facilities,
and
so
what
I'm
working
on
to
present
to
our
board
and
just
so
it's
clear
to
the
public
is
more
of
a
30
or
40
year
plan
because
you've
got
to
know
when
those
hvacs
are
coming
due
and
you've
got
to
have
the
money
set
aside.
O
O
Our
board
has
had
a
CIP
meeting
already
Capital
Improvements
they're,
going
to
be
some
more
when
we
get
into
budget,
and
so
a
lot
of
these
projects,
including
the
awnings
gyms
auditoriums
and
everything
have
to
be
considered
by
our
board
and
they're
going
to
prioritize
those
on
which
ones
need
to
be
done
first.
O
But
on
top
of
that,
they
also
have
to
consider
that
you
have
hvacs
roofs,
parking,
lots
and
boilers
and
and
cooling
units
that
are
in
the
in
that
mix
too,
that
once
they
get
to
end
of
life,
can
you
stretch
it
a
year?
Yes,
can
you
stretch
it
two
years
you
stretch
it
five
or
six
years
school
could
be
shut
down
because
it
has
no
HVAC.
So
we
need
to
be
prudent
on
that
and
so
I'm
trying
to
guide
our
board
and
give
them
the
documentation
on.
O
When
do
these
units
really
need
to
be
replaced
the
water
treatment
plant
it's
time?
It
was
probably
time
sooner
be
you
know
even
before
now,
so
it
isn't.
It
is
in
in
planning
stage
right
for
next
for
next
year,
so
to
go
back.
Can
the
sales
tax
money
be
spent
on
the
audience
that
would
be
up
to
the
board
the
money
that
I'm
asking
to
be
set
aside
here
for
some
certain
expenditures
that
we've
had
this
year?
O
As
I
said
the
fuel
for
both
Transportation
nutrition
as
much
as
I
put
in
here,
I?
Don't
think
I'm
going
to
have
the
need
for
all
that
it
was
at
the
time
I
put
the
document
together
in
December
and
went
to
our
board
we're
not
going
to
go
ahead
and
spend
that
on
anything
else,
that'll
be
left
over
money
that
can
be
applied
to
projects.
O
K
Let
me
just
ask
one
more
question:
when
they
were
here,
they
said
there
was
a
few
plans
and
they
asked
us
not
to
just
put
Band-Aids
on
it.
What
are
those
plans?
How
much
money
is
needed
there.
O
Were
three
plans
and
there's
estimates
there
so
until
you
go
out
forbid,
you
don't
know
exactly
what
it
is.
One
was
the
replace
the
membrane
on
top
of
the
on
top
of
the
concrete
pillars
to
to
stop
the
water
from
penetrating,
because
no
paint
will
stick
to
it,
because
the
water's
coming
down.
K
O
Replace
all
the
all
the
drain
pipes,
because
the
pipes
aren't
sized
correctly
and
things
are
overflowing
each
one
was
a
little
bit
different,
probably
for
both
Stanton
River
and
Liberty.
You
know
into
two
to
2.5
million
dollar
range.
Taking
down
the
concrete
is
an
expensive
operation,
and
it's
probably
closer
to
the
3.5
million
dollar
range.
To
take
them
down,
fix
the
concrete
and
put
some
aluminum
kind
of
shelter
up,
I.
Think
that's
where
our
board
wants
to
do.
They
want
to
get
it
right.
O
You
know
you
do
you
do
a
million
here
and
then
you
got
to
come
back
in
those
old,
concrete
things
that
when
you
go
in
there,
you
want
to
kind
of
fix
it
right.
So
you
don't
have
to
worry
about
it
later
on
so
I
think
that's
their
goal,
but
the
full
board
has
to
consider
in
way
with
all
the
projects.
Do
you
do
this
one,
or
do
you
kind
of
go
for
the
higher
option
so.
O
1.
I
think
the
estimate
was
right
around
three
and
a
half
to
four
million,
so
we'll
get
those
drawings
ready
and
get
them
out.
The
Architects
and
get
it
out
for
bid
is
to
remove
the
concrete
pillars,
fix
the
concrete
and
put
a
probably
aluminating
walkway,
underneath
there
to
divert
the
water
to
and
and
size
that
correctly
and
I.
O
Think
that's
really
where
I
can't
speak
on
past
my
board,
but
I
saw
the
comments
at
the
end
after
the
after
people
came
out
and
spoke
and
I
think
they
were
really
moving
towards
that
option
to
to
take
them
out
and
get
them
fixed
and
get
and
get
them
removed.
K
G
Right
but
but
there's
also
going
to
be
the
CIP
money
for
this
coming
upcoming
fiscal
year,
we.
G
O
If
I
could
just
speak
because
you
know
we
were
talking
about
the
expenditure
side
and
the
CIP
meeting
with
the
school
board,
there's
also
the
revenue
side
and
worst
cast.
So
you
know
cash
coming
over
from
last
year,
that's
available
money,
that's
coming
in
from
the
state
money
that
has
been
appropriated
by
this
body
to
us
for
this
year
and
some
money
that
we've
put
aside
for
that
and
cash
timing.
I
think
there's
enough
money
to
do
these
canopies.
O
If
the
board
wants
and
then
they've
got
to
wait,
you
know
they've
got
to
weigh
that
to
what
other
projects
need
to
be
done
in
the
in
the
next
year,
but
there
will
be
more
money
coming
in
next
year.
So
it's
really
slotting
things
on
what's
the
priority,
and
when
can
you
have
things
deferred
and
when
you
can
get
things
done.
O
Be
to
let
you
know
is
that,
with
with
the
motion
later
on
in
this
meeting,
I
would
I
would
estimate
at
this
point
and
I've
spoken
with
Miss
Anderson
on
this
roughly
about
four
million
unallocated
towards
projects
in
cash
that
they
could
say.
Let's
allocate
that
4
million
towards
this
project
and
move
forward,
but
that
would
be
a
decision
for
the
board
and
that's
and
I'm
speaking
what
I
would
speak
to
in
front
of
them.
G
That's
all
we
need
to
know,
and
why
were
they
saying,
because
that
I
can't
answer
that,
because
that's
the
part
that
frustrates
this
board
when
it
starts
to
become
hey?
Let's
just
stick
them
on
the
Board
of
Supervisors
to
squeeze
them
for
more
money.
Well,
then,
all
of
a
sudden-
we-
we
don't
take
that
well,
so
the
we
recognize
that
the
money's
there
we've
been
allocating
money
to
CIP
we've
been
doing
this
on
on
a
regular
basis.
G
O
I,
don't
think
so,
but
I
I
think
as
what
was
presented
in
the
work
session
earlier.
There's
a
lot
of
projects
and
to
speak
to
any
one
particular
project.
Our
board
should
rank
those
and
and
prioritize
those.
But
yes,
there
is
money
coming
in,
but
there's
a
water
treatment
plant
we're
working
on
this
summer,
we're
replacing
the
the
the
the
heating
loop
around
Stanton
River,
that's
going
to
be
a
million
dollar
project
and
we've
got
two
HVAC
projects,
there's
not
enough
coveted
money
left
for
that.
So
we
need
about
1.5
million
to
local
money.
O
So
there's
other
projects
already
in
progress
from
the
money.
That's
been
allocated
that
we've
been
doing
and
the
canopies
were
on
a
long-term
plan
to
be
addressed
and
I
think
there's
a
wish
for
the
public
that
spoke
out
and
maybe
on
our
board
to
move
that
up
and
do
it
a
little
bit
quicker.
So
my
goal
is
to
guide
them
to
say:
is
the
money
available
or
not
to
go
ahead
and
launch
and
bid
this
out
I
believe
there
will
be
enough
money
to
bid
this
out
if
our
board
chooses
to
do
so.
O
I
can't
speak
and
say
that
they
will
but
I,
but
baseball
last
meeting
I
think
there's
a
great
I
think
I
think
they
will
I
just
can't
promise
that,
but
with
the
money
that's
available,
I
think
we
can
move
forward
with
this
project
for
the
24
summer
of
24.
B
I
got
I
got
one
one.
We
would
presented
that
the
canopies
the
walkways
was
endangering
the
students
and
pieces
of
brick
with
I
mean
concrete,
was
falling
off
Illinois,
possibility
of
killing
our
most
valuable
resources.
Yet
I'm
reading
and
hearing
from
other
people
that
this
has
been
going
on
for
years,
no
one
from
school
has
done
anything
about
it
and
then,
when
they
decided
it's
time
to
do
something
about
it,
they
decide
that
and
then
they
have.
This
earns
come
after
us
like
it's
our
fault,
it
was
all
over
Facebook.
O
O
They're
not
doing
anything
about
it.
Well,
we've
had
we've
had
people
out
there
to
look
at
the
awnings
and
give
us.
You
know
three
options
for
either
replace
repair
or
modify
and
from
those
reports
we
had
no
indication
of
any
of
those
studies
that
concrete
was
going
to
fall
and
endanger
our
kids,
I
I.
Think
well,.
O
A
I
I
I
just
got
to
raise
a
point
here:
I'm
in
the
swimming
pool
business
and-
and
we
occasionally
paint
concrete
surface
pools
and
you
know
they're,
they
hold
water
and
you
get
the
water
out
of
that
pool.
When
you
say
that
the
paint
won't
stick
due
to
the
water
intrusion,
I
I,
don't
want
to
talk
about
this
all
night
long,
but
I
just
I.
Just
can't
let
you
say
that
without
making
a
statement
whenever
those
canopies
were
maintained,
should
they
have
been
maintained
properly
before
any
application
of
any
cementitious
material
over
those
awnings.
I
They
should
have
been
completely
cleaned.
Will
sand
blast
or
power
use
high
powered
pressure
washers,
something
that
no
one
in
this
room
has
ever
seen
before
to
get
rid
of
any
material,
because
any
surface
anything
that
you
apply
to
that
surface
will
only
stick
to
it.
If
it's,
if
it's
solid
to
begin
with-
and
we
have
to
take
extreme
precautions
to
do
that
in
our
work,
so
so
I'm
very
knowledgeable
in
that
part
of
of
workmanship
and
and
I
want
to
just
make
a
correction
publicly
on
that.
I
Maybe
we're
understood,
maybe
the
folks
that
are
giving
you
the
information
you've
been
given
I'm,
not
saying
you
have
to
be
an
expert
in
this
type
of
procedure,
but
maybe
the
folks
that
are
giving
you.
The
information,
aren't
giving
you
accurate
information.
I
think
you
ought
to
look
into
that
further.
E
I
guess
I'd
just
like
to
say
this.
That
I
feel,
like
my
son,
has
come
to
me
and
told
me
he
was
starving
and
wanted
something
to
eat
and
I
give
him
twenty
dollars
and
he
goes
to
the
store
and
buys
a
vape
comes
home.
Now
blaming
me
because
he
ain't
ate
I
mean
I.
If
you
got
all
these
people
coming
out
here,
fussing
at
us
at
the
direction
of
the
school
board-
and
you
got
the
money
here
but
you're
telling
us
the
priority
is
HVAC.
Well,
then
I
mean
we're
hearing
pretty
mixed
messages
here.
H
L
A
Okay,
so
we
have
a
motion
on
the
floor,
basically
amending
the
requests
for
the
910
to
be
applied
towards
maintenance.
Is
there
a
second
to
that.
K
A
H
L
So
we've
already
kind
of
had
a
little
bit
of
discussion
on
this
and
discussing
the
previous
resolution,
but
these
were
funds
that
were
left
over
at
the
end
of
fiscal
year,
22
as
Mr
Hagler
mentioned.
Whenever
they
have
funds
remaining
at
the
end
of
the
year,
they
do
have
to
come
before
the
board
to
have
those
funds
reappropriated
if
they
would
like
to
use
them
in
the
following
year.
So
the
resolution
that
is
before
you
is
to
reappropriate
that
fiscal
year,
22
ending
balance
to
their
maintenance
fund.
C
H
The
school
board
has
had
a
couple
of
the
last
couple
of
meetings
and
I'm,
not
talking
about
the
special
called
work
session,
we're
only
four
school
board.
Members
showed
up
about
the
two
meetings
prior
to
that.
The
discussion
has
been
about
repairing
the
awnings.
As
we
know,
I
my
my
kids
and
and
myself
and
my
husband
all
went
to
Liberty
High
School.
Those
awnings
were
up
at
that
point
in
time.
H
They
clearly
need
work.
I,
don't
know
why,
back
when
Liberty
High
School
got
the
new
Green
kind
of
gabled
roofs
that
they
didn't
do
the
awnings
to
at
that
time
seemed
like
we
wouldn't
even
be
here.
If
that
had
been
done,
I
mean
we
had
a
competition
Jim
built
for
what
what
about
six
million
dollars
and
we're
talking
about
over
3
million
to
to
replace
awnings.
H
H
Okay,
then,
when
you
had
the
last
two
school
board
meetings
at
one
in
particular,
I
think
both
of
them,
because
I
watched
them
both
online.
We
had
one
School
Board
member,
get
a
consensus
to
send
a
resolution
to
this
Board
of
Supervisors
to
get
the
money
to
fix
the
awnings
I'm
here.
To
tell
you
right
now:
the
school
board
has
the
money
to
fix
the
awnings.
H
We
are
not
going
to
borrow
money
to
fix
the
awnings.
They
have
a
maintenance
fund.
They
have
been
given
money
in
the
maintenance
fund.
They've
got
all
this
coveted
money.
They
have.
They
have
extra
money,
as
we
see
right
here
with
this
2
million
one
hundred
thousand
dollars
of
extra
money
left
over.
Please
take
that
money,
listen
to
your
constituents
that
have
come
to
you
and
ask
for
these
repairs.
H
I
know
it's
not
going
to
be
enough
to
do
Stanton,
River
and
Liberty,
but
this
should
be
able
to
do
one
school
anyway,
and
then
you
you'll
get
maintenance
money
in
the
next
cycle,
which
is
what
up
to
either
2
million
or
two
and
a
half
million.
There's
there's
for
the
other
school.
So
it
comes
down
to
your
school
board.
Prioritizing
those
awnings,
not
this
board,
we've
already
been
told
we
don't.
We
can't
fund
a
project
we
can
only
fund
by
category.
H
H
Want
you
all
to
understand
that
I've
seen
it
on
Facebook
and
there's
a
lot
I've
I've
seen
a
couple
of
citizens
come
to
your
school
board
meetings
and
talk
to
you
about
these
two
pots
of
money,
but
somehow
it
gets
all
scrambled
in
the
details
and
then
we
have
people
come
here,
begging
us
to
fund
to
get
those
awnings
fixed,
I'm,
going
to
say
it
one
more
time
they
have
the
money
to
do
it.
They
have
to
prioritize
it.
H
J
A
Mr
Scott,
yes,
Miss
Parker,
yes,
Mr
Johnson;
yes,
Miss
bansley;
yes,
Mr
Sharp!
Yes,
chair
votes;
yes,
all
right
that
moves
us
down
to
our
next
item,
which
is
consideration
of
a
resolution
authorizing
the
acceptance
of
an
estate
donation
for
the
Bedford
County
Animal
Shelter,
which
is
resolution
r022723-07,
Mr,
Woody,.
M
A
resolution
requesting
the
acceptance
of
an
estate
donation,
so
the
Bedford
County
Animal
Shelter,
has
been
named
as
a
beneficiary
to
the
estate
of
Nancy
Kane
Newman,
25
percent
of
that
estate
will
be
brought
to
will
could
be
got
to
could
be
given
to
the
Bedford
County
Animal
Shelter.
Excuse
me.
M
No,
no
additional
restrictions
were
placed
on
these
donated
funds.
The
first
estate
donation
would
be
a
hundred
thousand
dollars
with
future
distributions
likely
but
unknown
in
terms
of
the
date
or
the
amount
they're
still
tying
up
the
rest
of
that
estate.
At
this
point,
staff
recommends
the
the
acceptance
of
the
hundred
thousand
dollars
in
any
future
donations
that
come
forth
I'd
be
happy
to
answer
any
questions
you
may
have
any.
G
Yes,
my
my
really
my
only
question
here
is:
is
there
some
insurance
that
this
doesn't
supplement
operations,
but
rather
it's
used,
for
you
know
one-time
kind
of
expenditures,
whether
it
be
expanding.
You
know
or
improving
the
facility
in
some
way,
rather
than
just
believing
it
off
in
into
operations
as.
M
G
L
L
Correct
so
we
have
a
separate
savings
account
for
the
animal
shelter
from
when
there
was
a
substantial
donation
in
previous
years.
It
only
has
about
11
000
in
it.
Now
we
will
put
that
money
into
that
account,
so
it
can
earn
interest
in
the
meantime
and
then
once
a
need
is
identified,
a
one-time
need.
Then
we
would
come
back
to
the
board
at
that
point
and
request
appropriation.
A
C
C
Nursing
home
committee
met
last
week
as
well.
There
will
be
a
couple
future
agenda
items
coming
to
the
board
similar
to
what
we,
what
the
board
vote
on
this
evening,
there'll
be
a
rate
adjustment
that
we
do
from
time
to
time
and
also
there
was
a
good
discussion
about
the
CIP
projects
that
are
needed
at
the
nursing
home
and
how
to
accelerate
some
of
those
and
and
get
those
projects
Advanced
within
the
nursing
home
fund,
which
funds
available
so
you'll
be
voting
on
some
of
those
projects
as
those
bids
and
so
forth.
Come
forward.
C
Running
back
yeah,
so
that's
been
so
the
Bedford
County
Nursing
Home
has
always
had
an
outstanding
reputation
for
a
while.
There
we
lost
our
five-star
rating.
The
five
star
is
the
best
rating.
You
can
get
credit
to
staff
working
so
hard
during
the
covet
pandemic
and
so
forth.
They've
reach
achieved
that
five-star
rating
and
that's
something
for
us
to
be
really
proud
of.
It's
not
something.
That's
given
out
lightly,
so
a
nursing
home
of
our
size
and
again
us
being
the
only
publicly
funded
or
operated
publicly
operated.
C
C
Now
it's
it
has,
and
we
talked
about
that
during
the
meeting
too
they
when
we
met
it
was
at
78.
They
were
having
an
intake
of
a
few
additional
people
over
next
week
or
two.
They
should
be
up
to
82
and,
of
course,
capacity
is
at
90..
There
is
we
talked
about
this
during
a
committee
meeting
too
the
I
forget
the
exact
date.
C
I
think
the
I
think
the
public
health
emergency
is
supposed
to
end
May
11th
I'm,
not
sure
exactly
how
we
know
that,
but
but
according
to
national
news,
it's
supposed
to
end
on
May
11th.
So
we
will
that
that
does
have
some
impact
for
the
nursing
home,
because
there
has
been
some
recommendations
that
either
they're
not
regulations
or
recommendations,
so
that
could
help
free
up
some
of
the
quarantine
beds
that
we've
had
in
the
past.
That
could
help
us
get
up
to
a
88,
89
90
capacity.
C
So
we're
we're
ready
to
go
we're
heading
that
direction
so.
A
I'll
just
mention
on
behalf
of
the
Broadband
subcommittee
for
residents
on
the
north
side
of
the
county.
You
probably
have
seen
Verizon.
They
have
been
laying
fiber
up
towards
Wheats
Valley
and
making
great
progress.
Zitel
continues
to
be
on
the
side
of
the
road
all
over
the
lake
area
and
headed
towards
Montvale
I.
Believe
so
good
progress
there
or
comments.
Anyone
have
anything
they'd
like
to
share
I'm.
E
I
I
attended
the
VDOT
meeting
or
the
VDOT
presentation
for
the
crossover
closures
in
Montville.
The
proposed
crossover
closures
and
I
I
couldn't
find
a
single
Montville
resident
there,
who
was
in
favor
of
the
crossover
closings.
There
was
much
opposition
to
that
and
and
I
personally
find
no
reasonable
explanation
for
closing
the
crossover
at
Camp
JC
Road
in
in
light
of
the
fact
that
they
want
to
spend
close
to
four
million
dollars
to
do.
This.
I
D
I
C
Yes,
okay
and
they
might
be
a
little
bit
further
than
preliminary
engineering
I.
Imagine
they're
getting
ready,
I!
Imagine
post
that
that
public
meeting
that
we
finalize
in
their
plans
and
getting
ready
to
bid
but
I,
don't
have
a
time
frame
for
that
necessarily.
I
A
D
I
E
D
I
I've
spoken
to
Ken
King,
who
is
the
engineer
in
Salem,
and
he
has
told
me
that
that
if
I
have
a
majority
of
board
members
approval
yes
vote
to
rescind
the
project,
then
it
would
next
go
to
the
Commonwealth
Transportation
board
for
them
to
hear
it
and
and
hopefully
ultimately
end
the
project
and
not
only
do
the
citizens
of
Montville
and
particularly
Kim
JC
Road
of
service,
because
they
are
all
opposed
to
it,
but
also
say
Virginia
and
local
taxpayers.
Almost
four
million
dollars.
C
G
G
G
E
C
A
A
C
A
G
E
A
G
Sent
you
back,
it
was,
you
know,
very
enlightening,
there's
a
lot
of
a
lot
of
things
going
on,
but
I
think
we
had
some
good
discussion
and
hopefully
we'll
see
some
good
things
going
forward.
C
Well,
so
we're
going
to
be
starting
to
meet
every
Monday
night
for
the
next
I.
Don't
know
six
seven
eight
weeks,
something
like
that
anyways
next
Monday
night
is
a
budget
work
session
it'll
be
downstairs,
we'll
mostly
concentrate
on
Capital
Improvement
plan
and
our
revenues.
So
it'll
be
a
a
lengthy,
not
five
o'clock,
five
o'clock,
so
we'll
have
budget
work
session
and
then
March,
6
and
March
13th
we'll
have
another
budget
work
session
and
a
regular
meeting
at
seven
o'clock.
