run

same
post
several
times
over

past
few
days
regarding
the
proper
rearing
of
children.
It
mentions
what
children
really
need.
It
gives
some
examples:
two
parents
who
love
them,
siblings
and
cousins
to
play
with
a
grandmother
to
bake
with
a
trip
to
arlington
fireworks
on
the
fourth
of
july.
They
need
discipline
from
parents,
chores
summers
at
the
beach
and
dinner
with
home-cooked
food
each
night,
and
there
was
a
lot
more
there
and
I
scrolled
down
to
see
who
it
was
written
by
thinking.
Maybe
it
was
captain
obvious.

They
spend
hours
playing
on
a
device,
that's
not
monitored
by
a
responsible
adult
I'm
not
even
going
to
get
into
about
tonight
about
the
skewed
priorities
our
nation
has
in
terms
of
what
is
valued
in
our
society
and
how
jobs
and
child
care
and
education
are
an
afterthought
to
most
people.
My
point
is
our
children
as
a
whole
are
not
getting
what
they
need
and
deserve.

They
didn't
pick
the
family
that
they're
a
part
of
us.
None
of
us
did,
and
if
we
had
this
idyllic
childhood
full
of
love
that
captain
obvious
wrote
about
on
a
facebook
post,
then
it
was
only
by
the
grace
of
god
that
they
had
it.
But
what
about
all
the
other
kids?
They
need
people
who
can
support
and
encourage
them
too,
and
while
you
cannot
do
anything
about
making
sure
that
these
children
have
two
parents,
I
go
to
church
every
sunday
and
you
know
go
to
the
beach
every
summer.

You
guys
can
make
sure
that
they
have
qualified
teachers,
small
class
sizes.
You
can
ensure
that
those
children
who
have
special
needs
will
have
adequate
support
to
teach
them
necessary
skills
so
when
they
graduate
they
can
find
success
as
an
adult.
You
can
do
this
by
fully
funding
the
proposed
budget
from
bedford,
county
public
schools.
We
want
to
make
our
county
attractive
to
good
teachers,
who
will
work
here
and
will
stay
here,
their
entire
careers
and
while
low
property
taxes
may
be
attractive
to
some.

assure
you
that
it's
low
on
the
list
of
priorities
for
a
new
teacher
looking
for
a
job,
the
vdoe
standards
of
quality
fall
short
in
terms
of
providing
adequate
staffing
to
support
our
students,
all
of
our
students
and
it's
imperative
that
we
begin
the
work
of
making
all
of
bedford
county
the
place
to
live
and
go
to
school.
So
please
approve
the
budget
as
is
and
show
through
your
actions
that
you
support
and
trust
bedford,
county
public
school
employees
to
do
the
work
of
supporting
our
students.

budget
note.
This
public
hearing
is
just
to
take
citizen
comments.
The
budget
will
not
be
voted
on
or
discussed
this
evening.

the

the

gonna,
let
miss
anderson,
really
carry
most
of
the
comments,
but
I
will
say
this
has
been
somewhat
of
an
unusual
budget
process
for
us.
Typically,
we
would
have
had
this
budget
probably
would
have
adopted
the
budget
by
the
end
of
april.

Maybe
our
last
meeting
in
may,
we've
had
to
as
a
staff
and
as
a
board
and
really
for
that
matter,
as
a
community
have
had
to
adjust
due
to
some
of
the
unknown
factors
that,
with
the
general
assembly
still
in
session
and
still
working
out,
their
budget
kinks
and
operations
that
we've
had
sort
of.
We
chose
to
try
to
wait
them
out.

Some
other
jurisdictions
around
us
have
already
had
their
hearings
and
already
adopted
their
budget
and
will
need
to
amend
their
budget
if
need
be,
but
we'll,
and
we
may
have
to
also,
depending
on
what
the
what
the
general
assembly
ultimately
does.
But
this
is
our
best
guess.
After
many
work
sessions
with
staff
and
the
board
of
supervisors
and
anyways
I'll,
let
miss
anderson
cover
some
of
the
highlights
of
what
that
is.

The
contingency
fund
for
general
fund
is
set
at
about
1.16
million.
This
is
pending
the
state
decision
on
grocery
tax.
If
the
local
one
percent
for
grocery
tax
is
not
eliminated
or
if
the
county
is
held
harmless
on
that,
then
approximately
650
000
can
be
removed
from
contingency
and
used
to
further
address
the
pay
study
and,
finally,
cip,
appropriations
of
about
9.7
million,
which
is
approximately
2.1
million
more
than
fiscal
year.

better
than
it

Indications
are
that
if
they
do
in
fact
remove
the
one
percent
that
there
will
be
some
hold
harmless
formula
there,
but
we
also
don't
know
what
we're
hearing

you
know
it
could
end
up
being
that
it's
a
little
more
a
little
less.
How
long
will
it
last?
Is
it
temporary,
but
we
are
feeling
better
at
least

there

revenue

association

maintenance

that
some

property
owners
helped

for

portion
of
it.

houses

they're
gonna
be
the
larger

will
be

cheap

to

duplexes
on

provide
housing

damage
done

road
during
the
initial
phase,

cut
timber
off,

actually
we
have
some
video,

shaped

we
first
cut
the
timber
so
he's
going
to
address
all
those
issues.

no
way
to
do
this
without
the
waiver,
his
property
doesn't
touch
a
state
road,
hickory
cove
comes

certain
point

nicholas
lane
starts
the
end
of
the
state
main
maintenance
of
hickory
cove
ends
before
it
gets
to
my
client's
property.
It
would
be
a
hardship
and
he
wouldn't
be
able
to
do
this
development.
The
way
he
wants
to
do
it
and
rob
is
a
great
guy.

known
him
for
years
and
he's
going
to
do
it
right
and
that's
all
it

to
it
and
they're
going
to
take
care
of
it
and
he
said
he'll
do
whatever
he
needs
to
keep
that
road
up,
but
that
was
one

requirements

we
had.

think
that
addresses
most

your
concerns.

finding
good
full-time

housing

the
lake,
especially

impossible.

need
places
that
these
families
can
come

planning
commission
has
been
working

text
amendments

quite
some

think
we
started

of
these
in
the
very
first
part
of
2021
and
took
us
a
little
while

iron
out

districts

but
to
kind
of
run
through
the
the
changes
of
the
ordinance

restructure
the
non-conforming
section
