A
A
B
Mr
chairman,
I
would
move
for
the.
A
Got
a
motion
for
mr
tuck
a
second
for
mr
scott:
to
approve
the
agenda.
All
those
in
favor
say:
aye
aye
any
opposed
motion
carries
next.
We
have
the
citizen
comment
period,
I'll
remind
the
audience
that
you
have
three
minutes
for
speaker,
and
this
is
for
something
that
we
do
not
have
a
public
hearing
on.
So
we
have
a
couple
of
proclamations
and
we
have
a
public
hearing
on
firearm
prevention
and
protection
regarding.
D
A
A
E
F
A
All
right
you've
heard
the
motion
from
mrs
parker
is
there?
A
second
sounds
like
a
second
from
mrs
bainsley.
This
will
be.
G
A
D
A
A
A
You
might
have
to
double.
B
Now,
therefore,
we
hereby
proclaimed
in
recognition
of
this
event.
The
bedford
county
board
of
supervisors
do
hereby
proclaim
the
week
of
may
15th
through
the
21st
2022
as
emergency
medical
services.
Week
with
the
theme
ems
rising
to
the
challenge,
the
board
encourages
the
community
observed
this
week
with
appropriate
programs,
ceremonies
and
activities.
We
appreciate
you
fellas.
I
I
The
team
members
of
the
nursing
home
represent
a
dynamic
combination
of
clinical
skill,
talent,
enthusiasm,
commitment,
loyalty,
engagement,
teamwork
and
true
joy
in
supporting
the
residents
to
live
their
best
lives.
We
certainly
heard
that
the
other
week
didn't
we,
whereas
this
week
is
one
of
the
most
important
events
of
the
year
for
nursing
homes
for
another
reason,
as
it
provides
recognition
to
the
residents
and
their
families
residents
and
their
families
are
at
the
center
of
the
national
home
model
of
the
nursing
home
model.
I
We
are
entrusted
to
support
the
lives
and
people
and
to
take
care
of
this
responsibility
very
seriously.
So
now,
therefore,
be
a
proclaimed.
The
board
of
supervisors
of
bedford
county
does
hereby
recognize,
may
8th
through
14th
2022
as
national
skilled
nursing
home
care
week,
and
reaffirm
bedford,
county's
commitment
to
supporting
the
work
at
the
nursing
home
and
to
express
our
sincere
gratitude
and
appreciation
for
those
dedicated
caregivers
and
support
staff
and
to
acknowledge
the
residents
and
their
families.
Bedford,
cal,
nursing
home
is
truly
a
great
place
to
work
and
live.
J
E
Before
we
move
on
to
the
next
item,
mr
poff
and
I
were
talking
the
other
day
and
he'd
like
to,
if
you
don't
mind
just
a
minute
or
two,
he
wanted
to
say
a
few
words
to
the
board.
Sure.
K
K
You
allowed
us
to
test
for
covid
when
it
was
just
a
recommendation.
It
wasn't
a
requirement,
but
in
doing
so
you
helped
us
to
identify
cases
early
and
mitigate
the
risk
to
our
residents
and
our
staff
once
it
became
a
requirement.
Everyone
was
doing
that,
but
this
helped
us
to
prevent
from
having
the
tragedy
that
we
heard
about
on
the
news
that
we
read
about
in
the
papers
not
only
nationwide,
but
here
locally
there
were
tragedies
we
were
able
to
avoid
that
and
then
came
along
rapid
tests
and
the
inaccuracy
of
them.
K
Maybe
they
didn't
test
positive
that
day,
but
you
allowed
us
to
take
the
necessary
precautions
to
not
have
them
in
there,
possibly
spreading
the
risk
of
spreading
covert
throughout
the
facility.
They
were
able
to
be
honest
with
us.
We
were
able
to
pay
them
to
be
able
to
stay
home
without
fear
of
them
losing
their
paycheck.
You
allowed
us
to
do
that,
and
I
thank
you
and
that
kept
the
residents
safe.
K
The
recommendation
of
having
a
quarantine
wing
was
open.
Quarantine
beds
allowed
us
to
establish
a
10-bed
quarantine
wing
so
that,
in
the
event,
if
we
did
have
a
coveted
outbreak,
we
could
isolate
them
from
the
remainder
of
the
residents
in
there,
thus
preventing
these
tragedies
that
we
had
read
about
and
heard
about,
and
I
thank
you
for
that
when
we
did
have
outbreaks,
we
were
able
to
utilize
that
and
that
helped
us.
K
K
K
K
So
I
just
wanted
to
acknowledge
you
and
thank
you
on
behalf
of
myself,
the
nursing
home
residents
and
the
nursing
home
staff
for
all.
You
did
during
covet
to
assist
us
your
backing
and
support
was
tremendous
and
the
nursing
home
is
who
it
is
today
because
of
your
backing
and
support,
and
I
thank
you.
A
Thank
you
paul
for
your
kind
words,
but
all
I
would
say
it
was
your
leadership
that
helped
us
navigate.
F
A
Process,
you
know
you,
you
would
come
to
us
with
requests,
but
it
was
your.
A
L
Thank
you,
mr
chair,
and
I
would
classify
this
as
a
housekeeping
amendment
to
our
ordinance.
The
fire
and
rescue
ordinance
lists
out
the
volunteer
departments
that
are
part
of
our
fire
and
rescue
and
emergency
services
team.
There
were
two
units
that
had
been
in
the
ordinance
that
are
no
longer
active,
and
that
was
the
bedford,
life-saving
crew
and
then
the
good
volunteer
rescue
squad,
the
ordinance
that's
before
you
was
simply
to
remove
the
references
to
those
in
our
ordinance
so
that
they're
no
longer
active.
G
L
This
might
have
been
before
your
time,
especially
that's
how
outdated
kind
of
this
ordinance
is.
We
do
have
an
agreement
with
good
to
use
their
facilities.
L
Paid
staff
and
same
thing
with
the
bedford
life
saving
crew,
the
facilities
here
in
the
town
actually
transferred
to
the
county
several
years
ago,.
A
G
A
For
the
motion
for
mrs
parker
second
from
mr
tuck
voice
vote,
yes,
sir,
did.
A
All
right
there's
a
motion
from
his
second
from
mr
tuck.
All
those
in
favor
say
aye
aye
any
opposed
ocean
carry
unanimous.
Thank
you,
mr
chair.
Next
we
have
action
and
discussion
items.
First,
is
a
consideration
of
a
resolution
authorizing
a
contract
for
fire
alarm
replacement
of
the
bedford
county,
courthouse
resolution,
r050922-03.
J
Evening,
ladies
and
gentlemen,
tonight
I've
come
with
a
resolution
for
your
consideration
to
approve
a
contract
for
a
new
fire
alarm
at
the
bedford
county
courthouse,
the
existing
one
is
outdated
and,
quite
frankly,
on
its
last
legs,
we'd
like
to
upgrade
it
to
the
new
modern
code
compliance
system.
J
I've
come
before
you
previously
to
request
issuing
an
rfp,
which
we
did.
We
received
three
proposers
going
through
their
base,
primarily
upon
time
and
schedule.
We
have
scored
those
and
the
vsc
fire
and
security
was
our
successful
proposer,
and
I
ask
for
your
approval
to
move
forward
with
a
contract
in
the
amount
of
ninety
six
thousand
dollars.
Seven.
Ninety
six
thousand
seven
hundred
and
ninety
nine
dollars.
J
A
C
G
L
We
need
to
have
a
special
election
here
in
november
and,
in
the
meantime,
have
someone
appointed
as
an
interim
commissioner
of
revenue,
the
suggestion
being
tracy
patterson.
So
what
the
resolution
before
he
does
is
authorize
submitting
the
necessary
paperwork
to
the
circuit
court
here
in
bedford
to
process
both
of
those
requests.
G
Mr
chair,
if
there's
no
discussion
make
a
motion
to
approve
resolution,
r050922-04.
D
N
Thank
you,
mr
chairman,
in
front
of
you,
you
have
the
the
resolution
and
the
item
for
the
governor's
agriculture
and
forestry
industries,
development
or
aphid
infrastructure.
Grant.
This
grant
is
designed
to
support
agriculture
in
bedford,
county.
N
The
the
goal
for
this
is
to
have
the
funds
used
for
replacing
of
the
the
old,
the
old
boiler
that
is
currently
located
at
the
cannery.
The
boiler
is
pushing
20
years
old
has
constant
issues.
Mechanical
a
new
boiler
would
have
would
assure
that
the
facility
continues
to
operate
in
the
the
coming
future
and
allows
us
to
look
at
possible
upgrades
or
expansion
and
I'd
be
happy
to
answer
any
questions
you
may
have
any.
G
G
N
They're
they're
due
the
15th,
so
we
have
them
at
the
office
now
to
submit
as
we
give
approval,
that's
correct.
All.
D
G
G
A
F
G
F
A
H
H
Total
project
cost
for
the
xytel
project
alone
is
just
under
19
million
dollars
when
factoring
in
county
and
isp
matching
funds.
There
is
also
the
dhcd
requirement
that
these
projects
be
completed
in
18
months.
The
project
will
provide
broadband
access
to
over
4
100
serviceable
units,
including
166
businesses.
So
prior
board
and
authority
actions
include
the
issuance
of
rsps
number.
H
Two,
the
approval
of
granted
grant
application
number
three:
the
approval
of
use
of
county
arpa
funds
to
match
the
state
money,
so
all
of
which
brings
us
to
this
evening's
action,
which
is
contract,
approval,
the
county
review
team
and
I'd
like
to
thank
robert
and
amanda
ashley's
been
part
of
it,
patrick
skelly,
eric
smedley,
jordan,
mitchell
and
myself
began
meeting
in
january.
Wasn't
it
robert
january
and
began
identifying
county
priorities?
H
We
have
spent
march
april
and
may
going
back
and
forth
negotiating
these
contracts,
and
so
I'm
very
pleased
to
say
that
late
last
week,
zytel
agreed
to
the
last
iteration
and
we're
ready
to
move
forward
with
them.
So
there
are
still
some
other
contracts
that
we
have
to
work
through
with
shintel
and
river
street.
We're
doing
that.
I
hope
we
can
do
that
expeditiously.
H
There
are
still
some
remaining
issues
that
we
have
with
the
department
of
housing
and
community
development.
They
still
have
a
contract
that
we
have
to
execute
with
them
as
well.
We
are
waiting
on
the
latest
iteration
of
that
contract,
so
there
is
more
work
to
do.
We've
done
a
lot
and
again
I'd
like
to
thank
robert
and
everybody
that
helped
us
get
these
contracts
moving.
So
this
is.
This
is
a
long
time
coming,
but
this
is
a
good.
H
This
is
a
good
development,
so
I
don't
know
if
y'all
have
any
questions
for
me
or
robert
is
anything
else
you
think
about
anything.
I've
missed,
I
mean
you've
been
doing
this
a
lot
longer
than
I
have
so
he
knows
he
knows
a
lot
more
about
this
stuff
than
I
do,
but
I'm
happy
to
take
any
questions.
If
you
have
any.
A
Right
yeah,
I
think
we're
excited
about
moving
this
forward
and
just
just
to
be
clear
because
I'm
not
sure
we
did
it
at
the
very
beginning
and
we
want
to
be
official.
D
Since
I
don't
hear
anybody
discussing
anything,
make
a
motion.
D
C
Pto
meeting
they
talked
about
ken
king
spoke
about
the
infrastructure
funds,
the
bill
that's
coming
and
whatever
the
goes
towards
the
transportation
issues
in
the
counties
that
whatever
state
the
states
that
get
those
funds
they're
probably
going
to
be
distributed.
Instead
of
coming
straight
to
the
county,
they're
going
to
be
distributed
through
the
ptos,
which
doesn't
really
excite
you
that
much
and
then
you
gotta,
then
the
pto's
got
it.
You
gotta
go
go
into
that
arena
and
fight
for
it.
A
F
C
C
F
A
Right,
what
about
board
comments.
G
Mr
chair,
I
just
have
a
couple
of
the
potholes
at
the
bedford
library
still
exist,
I'd
like
to
see
if
we
could
jump
on
that
and
get
those
fixed
been
that
way
for
quite
some
time
now,
and
I've
heard
several
complaints
about
that,
the
second,
I
guess
inquiry
or
complaints
really
from
citizens
that
have
not
received
their
tax
bills
this
year.
If
somebody
could
address
what's
going
on
and
when
they're
coming
out.
E
G
Just
wondering
if
we're
cutting
it
kind
of
short
with
the
time
they're
going
out
to
the
time
they're
actually
receive
until
the
due
date.
Are
we
going
to
have
a
grace
period
of
extending
that
time,
because,
typically,
we
have
them
out
by
you
know
april.
That's
why
we
always
set
the
tax
rate.
They
want
to
know
what
the
tax
rate
is.
E
G
A
A
G
E
M
Two
things
also
the
in
fact,
I
think
I've
discussed
the
parking
area
at
the
album
butcher
shop
and
also
possibly
even
do
something
with
the
parking
lot
behind
the
administration,
building
and
adjacent
to
some
of
those
businesses
in
the
back
area
to
get
them
repaired,
and
in
you
know
we
were,
I
was
very
excited
and
guardedly
optimistic
and,
as
others
were,
that
we
could
get
the
montville
fuel
tanks
back
up
and
running,
and
you
know
in
their
heyday
they
were
producing
or
kicking
out
a
million
four
hundred
thousand
gallons
of
fuel
a
day
and
in
a
discussion
I've
had
with
delegate
austin
he's
pretty
certain
that
they
will
not
be
reopened.
M
It's
very
disciplining
news
to
me,
but
the
cost
of
repairing
them
now
is
the
pipeline
that
was
in
need
of
repair
is
on
virtually
double
of
what
it
was
before
and
colonial
has
no
interest
in
rejuvenating
that
and
to
me,
that's
really
disappointing
news.
D
F
F
C
C
D
D
L
L
L
L
L
A
All
right,
administrator's
report.
E
E
Staff
has
been
working
very,
very
hard
to
prepare
for
it.
The
it
staff
commissioner
revenue,
treasurer's
office,
finance
office
and
community
development
are
all
impacted
and
actually
all
the
all
internal
users
too,
so
anyways,
where
I
want
to
make
it
kind
of
public.
Is
that
we'll
be
having
to
shut
the
system
down
at
noon?
Well,
really
a
little
bit
earlier,
but
for
all
intent
for
all
public
purposes.
E
It'll
be
shut
down,
11
o'clock
noonish
on
friday,
so
a
couple
offices
will
be
kind
of
offline
friday
afternoon
and
the
upgrade
will
go
through
friday,
night
and
into
saturday
and
recording
if
everything
goes
according
to
plan,
knock
on
wood
will
be
operational
monday
morning,
but
that's
anyways
there's
been
a
lot
of
effort
behind
the
scenes
to
make
that
successful.
A
All
right
board
information-
we've
already
got
that
in
our
packet,
mr
hiss,
if
you
can
just
remind
us
of
the
board
calendar.
E
Yeah
may
23rd,
we
will
have
a
work
session
and
an
annual
dinner
with
our
cooperative
extension
office.
I
think
that's
always
a
good
event
that
we
have
every
year
we'll
learn
about
their
activities
and
their
their
their
foragers
and
other
participants
will
help
serve
food
that
evening.
So
we
can
break
bread
together,
of
course,
we'll
have
a
budget
public
hearing
that
night
on
may
23rd.
Also
june
13th
we'll
have
a
regular
meeting.
