Confirmation
of
minutes
of
the
previous
meeting
that
the
minutes
of
the
council
meeting
held
on
wednesday,
the
27th
of
april
22,
be
confirmed
as
true
and
accurate
record
of
the
meeting.
Have
someone
moved
that
councillor
davis
second
and
councillor
claridge
all
in
favor?
Thank
you
public
question
time.
B
First
question
is
from
billy
joe
hayes.
It
was
pleasing
to
see
councillor
hearn
at
the
recent
vanilla
community
response
to
homelessness
meeting
at
reminder.
House
will
council
commit
to
support
the
establishment
of
a
night
shelter
for
people
who
are
homeless
in
vanilla
and
as
discussed
at
the
meeting.
How
will
council
respond
to
the
immediate
need
to
provide
storage,
lockers
and
vanilla
for
people
experiencing
homelessness
to
store
their
belongings?
B
We
will
take
that
question
on
notice.
The
mayor
has
mentioned
that,
but
we
just
need
to
do
some
background.
Work.
Second
question
is
from
david
bloor.
It
has
come
to
my
attention
at
the
proposed
cinema
and
cafe
forming
part
of
the
visitor
information
center
redevelopment
project
in
may
street.
Vanilla
is
a
prohibited
use
of
the
land
under
the
planning
scheme
zone,
public
park
and
recreation
zone
clause
36-02.1.
B
I
note
that
this
option
of
seeking
enforcement
order
from
vcat
is
open
to
any
person
under
section
120
were
under
section
114
for
an
interim
enforcement
order
and
is
not
limited
to
responsible
authorities.
Under
what
legislative
authority
is
the
council
pursuing
a
project
which
includes
an
element
clearly
prohibited
by
its
own
planning
scheme?
I'll.
Take
that
question.
A
A
Item
seven:
are
there
any
petitions?
No
item.
Eight
is
record
of
committees
I'll.
Take
that
you
it's
the
finance
and
operations
committee
meeting
on
wednesday,
the
11th
of
may
I'll.
Take
it
as
read.
Can
I
have
someone
move
the
recommendation
that
the
report
and
recommendations
from
the
finance
and
operations
committee
meeting
held
on
wednesday,
the
11th
of
may
2022
be
adopted?
Sorry,
councillor,
davis
seconded
councillor,
king,
all
those
in
favor?
A
Thank
you.
That's
fast,
8.2
planning
and
development
committee.
The
report
and
recommendations
are
attached,
I'll,
take
them
as
read,
and
could
somebody
please
move
the
recommendation
that
the
report's
recommendation
of
planning
and
development
community
meeting
held
on
wednesday,
the
18th
of
may
2022
be
adopted?
A
B
B
B
It
is
one
that
it
is
one
that
I
think
most
of
the
community
will
be
really
interested
in
providing
feedback
towards
we're
very
fortunate
that,
through
the
working
for
the
victoria
program,
we're
able
to
obtain
the
services
of
a
young
landscape
architect
who
worked
for
the
council
for
about
nine
months
as
part
of
this
project,
the
initial
stages
was
essentially
to
do
an
audit
and
a
stock
take
of
all
the
council
assets
in
and
around
the
cbd
and
surrounding
streets.
All
the
way
up
to
the
railway
precinct.
B
We
increased
that
scope
of
work
to
come
up
with
concept
plans
or
landscape
concept
plans
and
bridge
street
and
the
surrounding
and
connecting
streets
as
well.
The
document
that
is
included
with
the
report
tonight
is
for
community
consultation,
and
I
think
it
will
be
an
interesting
process
as
we
move
through
the
next
six
weeks
or
eight
weeks
obtaining
that
feedback.
I
think
I
have
a
sense
of
counsellors
before
I
think
it
is
incumbent
on
councils
to
put
a
vision
before
their
community
seek
their
feedback
and
amend
it.
Based
on
the
feedback
that
we
do
receive.
B
We
have
spoken
to
some
of
the
government
agencies
such
as
the
department
of
transport
we've
got
their
feedback
and
based
on
that
quite
pleased
to
release
this
document
to
the
community
this
evening
and
as
the
report
indicates,
it
will
go
out
for
a
minimum
of
28
or
at
least
28
days,
but
we
can
extend
that
period
based
on
the
feedback
that
we
do
receive
and
the
community
consultation
we'll
take
many
forms,
but
in
the
next
week
to
two
weeks
we'll
find
sharing
that
exact
engagement,
which
may
include
some
one-on-one
and
some
workshops
and
some
individual
meetings
with
stakeholders
as
well.
B
So,
as
I
said
counsellors,
it's
an
exciting
project.
It's
visionary,
a
bit
contentious
with
some
of
the
items
that
we
are
proposing,
but
I'm
really
interested
to
see
what
the
benefits
come
back
from
the
community
report
and
recommendation
is
on
page
15.
Madam
share,
but
I'm
happy
to
take
any
questions.
Thank.
A
D
Thank
you,
mr
jeff
story.
As
you
said,
it's
an
exciting
project.
A
couple
of
the
few
questions
I
have
number
one
is
she
proposed
the
mayor
street,
the
precinct
and
the
area
at
the
business
we
were
meeting
discussions.
We
spoke
about
doing
a
traffic
evaluation,
the
impact
on
that
closure.
What
is
the
impact
to
the
street,
the
nun
street
church
street
and
the
mitchell
street
from
that
design
proposal?
D
Have
you
obtained
any
traffic
plan
and,
if
so,
white's,
not
part
of
this
report?
Thank
you.
B
Thank
you
just
through
the
chair.
Thank
you,
council
for
the
question.
I
think
the
the
question
of
that
particular
assembly
was
have
we
done
a
traffic
couch.
I
believe
the
traffic
camp
has
been
carried
out
some
time
ago
to
understand
the
vehicular
movements
down
main
street
and
that
we.
E
B
Obviously
mention
that
as
part
of
the
community
consultation
as
well
and
obviously
as
I've
mentioned,
that
there
are
some
contentious
parts
of
the
plan,
the
closing
of
may
street
is
obviously
one
of
those,
but
people
do
need
to
understand
the
intent
behind
it.
What's
the
purpose
of
it
and
really
understand
what's
being
proposed,
but,
as
I
said,
that's
the
good
thing
about
community
consultation.
D
Discussed
was
the
the
pedestrian
crossings
on
bridge
street
and
the
partners
to
the
future
project.
The
priority
one
bridge
street
actually
suggested
to
make
and
upgrade
the
current
informal
crossings,
three
zebra
crossings
with
flat
top
pumps,
which
means
long
back
crossings.
D
B
D
E
Looking
the
wrong
way-
and
my
question
is
just
dom-
this
is
really
just
a
concept
plan.
It's
not
a
plan.
Is
that
right
concept
versus.
B
Different
plan
yeah.
Thank
you.
Thank
you
for
the
council
through
the
chair.
It
is
a
it
is
a
vision,
it's
a
concept,
and
obviously,
through
this
process
we
will
get
feedback
both
positive
and
negative,
and
we
will
assess
that
similar
to
the
feedback
that
we
have
got
through.
Departments
such
as
the
department
of
transport
that
they've
cast
their
eye
over
it
from
a
legislative
perspective
and
a
traffic
movement
perspective.
So
we'll
take
that
on
board
and
obviously
any
other
comments
that
come
back
through
such
as
the
previous
question,
an
informal
crossing.
B
A
C
F
F
My
question
is:
will
you
from
public
consultation
work
out
what
areas
should
be
starting
on
or
have
you
got?
Will
you
prioritize
that
or
there's
a
certain
area
should
be
looking
at
starting
on
and
the
next
question
I'd
like
to
answer
too
is:
do
we
have
any
funding
to
start
anything
after
they've
done
the
public
consultation
in
the
near
future?
Thank
you.
B
Thank
you
just
through
the
chair.
Thank
you
for
the
question.
Counselor.
It
will
be
a
staged
project.
I
would
assume
just
given
this
scope
of
it
from
obviously
the
monash
bridge
down
to
the
wood
street
roundabout,
so
fairly
large
area
and
obviously
all
the
cross
streets
as
well.
I
think,
through
the
consultation,
we
will
be
able
to
ascertain
what
people
view
as
the
priority
areas
and
then
additional
to
that.
We
actually
have
the
sum
of
about
350
000
dollars
to
do
an
initial
project,
essentially
next
financial
year.
B
So
through
this,
it's
not
just
about
coming
up
with
that
vision
and
that
plan
we
will
target
a
first
stage.
It's
not
a
large
sum
of
money.
350
000,
don't
get
much
for
that
these
days,
maybe
a
couple
of
bricks,
but
I
think
that
first
injection
into
the
project
will
really
set
the
scene
for
future.
A
Us
because
I
would
think
it's
in
some
10
to
15
million
dollars.
Thank
you.
Thank
you.
Councillor,
king.
C
Thank
you.
I
know
I
was
mentioned
before
around
the
28
days
for
the
scout
for
community
consultation.
I'm
just
wondering
whether
we
can
extend
that
by
an
extra
seven
days
just.
C
B
You
through
the
chair,
thank
you
for
the
question
councillor
the
report.
It's
actually
been
written
the
way
it
has
been
to
keep
it
open-ended
of
at
least
28
days
so,
and
I
didn't
put
a
start
date
then,
because
we'd
like
to
really
design
design,
the
consultation
really
step
that
out
if
it
goes
to
60
odd
days,
I'm
not
too
concerned
about
that.
I'm
more
concerned
about
getting
it
right.
B
C
B
Thank
you
through
the
chair.
Thank
you
councillor.
I
would
like
to
think
that
the
the
bones
of
the
document
or
the
backbone
of
the
document
stays
the
same.
I
think
over
the
next
few
years,
as
the
project
starts
to
get
rolled
out,
you
could
look
at
new
technologies
and
new
designs
on
the
way
we
do
things.
Obviously,
when
we're
doing
streetscape
and
landscape
work
these
days
you
have
to
cast,
you
know
the
lens
of
climate
change
on
this
as
well.
B
But
the
elements
may
change
from
from
year
to
year.
I
would
hate
to
lock
it
in
and
that's
what
it
is.
I
think
we
lock
in
the
backbone
but
be
very
aware
that
we
can
fine-tune
elements
you
know
as
it
starts
to
get
rolled
out.
So
it's
a
it's
a
great
question
because
I'm
very
fearful
I
don't
want
to
that-
was
designed
25
years
ago.
That's
what
manchester
built
today.
I
think
that
wouldn't
serve
the
community
very
well.
D
Thank
you
chair
part
of
this
community
consultation
process.
Could
we
run
this
plan
to
the
local
safety
and
traffic
nursing
committee
if
you
haven't
run
through
it
already?
Thank
you.
B
Thank
you
through
the
chair.
Thank
you
councillor
for
the
question.
We'll
engage
a
range
of
stakeholders,
both
internal
and
external
I've
already
spoken
to
one
community
member
today
with
the
view
that
we'll
catch
up
next
week,
assume
that
this
would
have
been
passed
this
evening
to
talk
about
other
groups
in
the
community
that
are
keen
to
be
part
of
this
consultation.
So
I
really
would
like
to
make
sure
that
as
many
stakeholders,
as
we
can
communicate
with,
have
been
given
the
opportunity
it's
an
important
project
for
vanilla.
B
We
know
the
fabric
of
vanilla's
changing.
We
know
the
apple
penelope
has
changed.
The
demographics
of
vanilla
was
changing
and
I
think
it's
incumbent
on
us
to
deliver
a
a
project
such
as
this
to
a
very
high
standard.
A
C
Thank
you,
madam
chair,
just
to
briefly
congratulate
the
ceo
and
his
team
on
getting
this
document
to
where
it
is
now.
This
is
a
very
exciting
time
for
vanello
and-
and
I
think
that
what
we're
proposing
to
do
tonight
and
putting
this
document
out
for
community
consultation
is,
is
a
step
forward
in
banel's
future
and
I'm
very
excited
to
see
what
the
community
have
to
say
to
get
their
feedback
to
get
their
ideas,
and,
as
the
council
of
clarity
has
mentioned,
this
live
document
we
can
amend.
We
can.
C
We
can
make
changes
too,
based
on
that
feedback,
and-
and
I
really
think
that
this
is
putting
vanilla
taking
vanilla
forward
into
the
future
and
it's
an
exciting
time
for
our
community.
We've
got
a
new
government,
that's
just
been
elected,
and
if
we
get
this
document
done,
who
knows
what
funding
could
be
proposed
and
sent
our
way
to
get
this
thing
shut?
Already,
we've
been
really
in
a
driver's
seat
to
put
our
best
case
forward,
to
get
some
funding
and
get
some
of
this
done.
C
But
I
would
encourage
anyone
in
the
community
whether
you
live
in
town
or
within
one
of
our
hamlets.
To
get
a
hold
of
this.
To
write
in
a
submission,
be
a
part
of
the
discussion
and
be
a
part.
E
Speak.
Oh,
yes,
thank
you,
madam
chair.
Yes,
I
think
it's
really
good
that
dom
and
his
team
have
been
able
to
take
advantage
of
their
funding
during
covert
when
everything
was
locked
down,
but
still
to
have
that
forward-thinking
view
of
looking.
You
know
using
the
people
that
we
had
on
hand
through
extra
funding
over
funding
and
to
get
this
concept
planned
up,
and
I
think
it's
a.
E
For
us,
as
a
council,
and
also
for
the
community
to
improve
traffic
and
pedestrian
flow
throughout
our
city
and
also
accessibility,
which
I
think
is
a
really
big
thing,
so
we
can
actually
improve
all
of
those
things.
At
the
same
time,
I
think
it
will
definitely
be
around
vanilla.
Thank
you.
C
Thank
you,
madam
chair
I'd
like
to
commend
the
ceo
and
the
staff.
C
Work
that
they've
done
and
as
councillor
o'brien
said,
this
was
brought
us
through
the
working
victoria
fund.
So
it's
not
a
big
outlay
of
money
as
yet,
and
I
like
to
remind
people
that
this
is
not
set
in
comfort.
It's.
E
C
Fake
complete
by
any
means
it's
a
way
of
starting
a
conversation,
and
I
think
it's
really
important
that
the
community
as
part
of
this
conversation
and
tell
us
what
their
vision
for
vanilla
is,
and
it's
really
important,
that
people
driving
into
banelo
get
a
fantastic
first
glimpse
of
what
to
expect
as
they
continue
through
town.
So
it's
really
important.
F
We
couldn't
get
a
better
time
to
release
this
project
after
consultation,
the
pro
the
project
or
the
consultation
is
really
going
to
drive
the
project,
I'm
just
hoping
that
everybody
that
wants
to
have
a
say
has
a
say
in
the
development
of
the
project.
The
ceos
mentioned
that
the
fabric
of
vanilla
and
the
demographics
are
changing.
F
We've
got
some
wonderful
icons,
we've
got
the
art
gallery
and
we've
got
the
botanic
gardens.
We've
got
the
bridge
the
lake,
but
when
you
come
over
the
bridge,
the
town's
very
tired
we
need
to
it
needs
an
update
and
we
should
have
done
it.
It
should
have
been
done
earlier,
but
now
it's
probably
a
better
time
to
do
it,
no
better
time
it's
going
to
cost
a
lot
of
money
and
we'll
definitely
have
to
be
staged,
but
I
just
hope
that
our
community
have
some
input
into
it.
F
Fantastic.
I'm
looking
really
really
looking
forward
to
it
and
I
hope
we
can
get
on
with
stage
one
as
soon
as
all
the
consultations
been
done
and
congratulations
to
the
ceo
and
the
staff
and
the
government
for
helping
us
find
find
this
project
to
get
it
off
the
ground,
because
when
you
look
at
the
drawing
so
far
it
opens,
it
opens
up
a
scope
of
what
we
can
do
and
then
it
gives
some
vision
for
what
the
rate
from
what
their
weight
process
stitch
responds.
Thank
you.
D
You
chair,
I
would
like
to
speak
in
support
and
I
agree
with
the
fellow
councillors
saying
now.
The
first
statement
is
this
is
not
set
on
concrete.
This
is
open
and
the
conversation
started.
So
that's
a
good
conversation
started
and
as
you,
if
you
listen
to
the
meeting
today,
the
ceo
mentioned
there
are
contingent,
starts
in
the
plan
and
especially
there.
D
Big
things-
and
this
is
an
opportunity
to
get
back
to
the
council
and
provide
the
feedback
on
those
things.
If
you
see
any
things
that
we
don't
see,
and
I
could
also
see
the
watch
contentions
as
well
but
we'll
see
in
the
community
engagement
part,
I'm
grateful
that
you
understand
this
will
take
more
than
28
days
and
keep
it
open.
That's
that's.
D
A
key
principle
in
the
deliberative
engagement
principles
give
enough
time
for
the
community
to
get
back,
so
I
acknowledge
counsel
the
skills
but
also
to
acknowledge
that,
and
there
is
this
giving
information.
I
enough
information,
so
there's
sufficient
information
here
and
I
would
appreciate
if
you
can
improve
the
traffic
impact
support
or
what,
if
you've
got
any
reports
to
say,
what's
going
to
happen
with
the
main
street
closure
to
the
other
streets
and
the
council
is
always
listening
and
open
to
the
community.
D
We
have
formed
a
small
committee
from
the
mural
neural
footpath
and
because
there
are
so
many
objections
or
opinions
on
it,
so
whatever
I
said
today
and
ceos
as
ceo
said,
there
will
be
opportunity
to
improve
this
community
engagement
and
we
it's
not
safe.
On
a
store,
so
in
two
weeks
time
we
will
refine
might
be
how
we're
going
to
do
the
community
engagement
as
well.
D
So
that's
open,
and
I
would
like
to
see
to
include
the
recommendations
given
in
the
pathways
to
the
future
project
to
this
plan
as
well,
but
that's
the
communication
and
that's
the
consultation.
Probably
we
can
engage
when
we
haven't
documented
a
conversation
start
with
other
government
agencies,
so
that's
positive.
I
would
like
to
support
this
recommendation
and
endorse
this
plan
to
go
to
the
community
for
their
feedback.
A
Thank
you.
Thank
you.
Councillor
gunnery,
I'd
just
like
to
congratulate
the
staff
and
our
ceo
on
a
visionary
project
that
actually
inspires
people
to
be
involved
to
get
out
and
look
at
their
town
with
open
eyes
and
let's
bring
it
out
of
the
doldrums,
which
I
think,
councilor
davis
said
that
it
is
getting
tired.
A
G
G
Tonight's
first
policy
is
our
facility
higher
sub
to
the
program
policy.
This
is
particularly
designed
to
if
we
have
a
friends
group
or
a
user
group
who
wants
to
come
and
approach
us
for
a
subsidy
on
a
facility
higher
cost
that
there's
actually
a
fairly
set
criteria
on
how
we
go
about
it.
So
the
policy
is
attached
there
and
proposals
that
get
sent
out
for
community
consultation
for
a
period.
So
to
come
back
to
the
council
meeting
on
the
29th
of
june
2022.
E
D
Chad
one
question,
mr
baba:
thank
you
for
presenting
the
policy
good
policy
to
have
good
for
the
community.
My
question
is:
does
this
policy
apply
to
short-term,
one-off
higher
of
council
facilities?
If
someone
wants
to
hide
the
town
hall,
if
it's
an
after-profit
organization,
and
if
it
fits
all
these
criteria
in
the
policy,
can
they
apply
for
that
subsidy?
G
D
G
Yes,
it's
one
or
higher
or
more
than
one
up
higher,
so
it
covers
all
community
group
higher
on
our
facilities.
Thank
you,
mr
grabber.
A
C
Had
a
mayor
just
to
say
great
work
on
the
development
of
this
policy,
we
want
to
encourage
people
to
hire
our
facilities
and
use
our
facilities.
They
have
great
facilities
and
it's
great
that
we've
got
a
policy
in
place
to
direct
them
with
respect.
A
D
You
thank
you,
chair,
I'd
like
to
support
the
policy.
It's
a
very
good
policy
and
a
good
good
principle
to
have
something
like
that
to
support
our
community
organizations
in
town
and
very
good
I'd
like
to
support
that.
A
C
This
policy-
and
I
think
it's
great-
that
community
groups
who
do
a
lot
of
work
for
the
community,
have
the
opportunity
to
to
approach
council
and
get
a
subsidy
from
you
know
higher
about
facilities
without
having
to
come
to
a
council
meeting.
It
can
be
done
through
this
policy,
so
I
think
it's
a
great
policy.
A
G
Very
much,
madam
chair
very
much
along
similar
lines.
Another
policy
presented
this
policy
is
an
existing
policy
which
seeks,
when
people
come
approach
council
when
they
do
want
to
make
some
kind
of
recognition
or
memory
of
an
individual
or
a
family,
but
we
actually
have
some
rules
and
principles
around
it.
G
When
we,
when
we
get
obtained
those
final
requests,
the
policy
presented
tonight
hasn't
been
changed
from
the
existing
policy,
but
once
again
the
the
proposal
is
that
the
policy
be
put
out
for
community
consultation
then
will
be
brought
back
to
council
in
due
course.
Thanks.
Madam
chair.
A
The
recommendation
is
one
that
the
vanilla
rural
city,
council,
commemorative
memorial
guideline
policy
be
endorsed
for
public
exhibition
and
the
manila
rural
city
council,
memorial
commemorative
memorial
guideline
policy
be
considered
for
adoption
at
the
council
meeting
wednesday,
the
29th
of
june
tonight,
someone
moved
that
place
councillor
gunnaratney
seconded
councillor
o'brien.
Would
you
like
to
speak
councillor
gunner
at
me?
Well,
thank.
E
Yes,
thank
you
chair.
It's
good.
This
is
we're
just
putting
this
out
there
so
that
people
are
aware
of
it
again,
even
though
it's
been
in
all
of
the
policies
for
a
while,
I
guess
too.
I
just
have
a
question
she's
a
bit
late
in
asking.
Can
I
just
ask
that-
and
it
was
that
is:
does
this
also
incorporate
robert
repairing
memorials
that
already
out
there
within
the
community
that
are
a
bit
run
down
and
you
see
family?
You
know
the
people
putting
up
the
park.
Are
they
responsible
for
it
today?
E
G
Through
your
madam
chairs,
it
probably
is
more
to
do
with
the
establishment
of
plaques
and
such
or
memorial,
but
it's
not
that
you've
raised
it's
not
a
bad
point,
actually
that
maybe
the
policy
could
actually
be
expanded
and
consider
issues,
who's,
who's,
responsible
for
maintenance
and
ten
years
down
the
track.
A
memorial.
It's
a
bit
shabby
what
happens
to
us,
so
we
might
need
a
chance
to
add
those
kind
of
stuff
to
us.
Thanks.
B
A
G
Thank
you,
madam
yeah.
This
is
quite
a
policy
for
people
who
do
want
to
have
some
kind
of
memorial
for
anyone
who
was
lost
in
a
car
accident
or
something
on
our
roads.
We
don't
get
them
very
often,
but
when
we
do
get
them,
they
are
obviously
quite
a
sad.
C
F
G
Time
when
people
do
need
some
assistance,
so
this
policy
will
help
us
make
decisions
and
pretty
clear
everyone
exactly
what
we
can
can't
do,
but
once
again
with
the
council
or
the
previous
example
with
the
the
other
policy,
it
may
be
time
to
perhaps
looking
to
consider
in
regard
to
maintenance
and
other
issues
about
when
they
do
start
to
become
dilapidated
or
in
need
of
refresh.
So.
A
F
To
say,
I
need
to
say
that
it's
good
to
have
to
put
this
out
and
see
if
we
get
some
proper
content
content
to
it
and
then,
as
mr
barbara
alluded
to
it's
very
sensitive
and
very
sensitive
at
the
time
when
something
happens
and
it'd
be
good
to
get
it
out
and
see
what
something
comes
out
of
it.
Thank
you.
D
I
would
like
to
support
that
policy
and
what
mr
bible
said:
it's
a
difficult
time
for
family
when
something
like
that
happens
and
as
much
as
we
don't
want
to
see
any
of
those
memorials
on
the
roadsides.
Unfortunately,
it's
happening
sometimes
so
it's
good
to
have
something
in
writing.
The
staff
can
refer
to
and
support
those
families
at
those
difficult
times.
Thank
you.
A
G
This
tonight
is
just
we
have
a
bill.
We
have
to
pay
to
the
environment
protection
authority,
that's
in
excess
of
the
ceo
delegation
of
300
000.
We
take
money
on
that
on
the
epa's
behalf.
When
people
deposit
waste
into
the
landfill
and
every
quarter,
we
have
to
pay
it
back.
We
fill
out
a
return
and
we
pay
it
to
them
for
what
we've
taken
their
sets,
amount
that
are
collected
on
the
epa's
behalf.
G
This
account
we
received
from
the
epa
probably
highlights
a
bit
of
a
short
form
in
our
procurement
policy,
in
that
we
will
bring
it
to
council
laws
over
the
coming
cycle
about
amending
the
procurement
policy.
So
the
ceo's
delegation
automatically
includes
step
payments
such
as
this
that
we
don't
have
to
bring
in
the
council
for
payment,
because
this
is,
we
don't
have
a
choice
of
this
one.
This
is
revenue
in
and
we
pay
our
bills.
So
we
will
bring
something
to
council
laws
over
the
next
cycle.
G
We're
just
asking
tonight
that
the
council
approved
a
payment
of
three
hundred
and
sixteen
thousand
eight
hundred
and
five
dollars
and
seventy
cents
to
the
epa
with
the
payment
due
by
july.
Thanks.
Madam
chair.
C
Thank
you,
madam
chair.
I
note
that
we
expect
next
year,
possibly
to
pay
950
thousand
dollars
or
collect
950
000
to
the
youth,
for
the
upa,
which
the
rates
payers
and
so
forth.
Consider
that
it's
money
that
that
we
that
they're
paying
to
us,
can
you
tell
me,
mr
barber,
how
much
the
npa
have
delivered
back.
G
To
banana
council
from
that
levy,
thank
you
very
much
councillor
through
you,
madam
chair.
At
the
moment,
not
a
significant
amount
councils
will
be
aware
that
there
is
quite
a
large
environmental
fund
that
the
epa
or
sustainability
victoria
does,
and
I
know
that
the
mav
is
speaking
to
them
in
regarding
how
they
can
help
councils
with
that
quite
a
big
pool
of
money,
what
they
can
do
to
to
improve
landfills
and
do
other
work
that
may
be
of
benefit.
G
D
So
is
that,
due
to
the
levy,
change
your
increase,
or
is
there
a
third
increase
in
the
landfill
what's
going
into
landfill?
What's
the
drive
for
that?
Thank
you.
G
Three,
madam
chair,
it
is
probably
a
combination
of
both
both
the
increase
in
the
epa
and
we
have
also
had
more
over
the
way
bridge
and
we
did
budget
for
so
that's
going
on
indication.
So
far
we
had
that
big
first
quarter,
so
we'll
see
what
happens
for
the
the
remaining
three
months
of
the
financial
year.
Thank
you,
mr.
A
E
A
C
Just
to
say
that
we
really
don't
have
any
choice
on
whether
we
pay
this
or
not.
I,
I
think
we
you
know
bother
if
we
didn't
but,
as
I
said
before,
would
be
nice
to
see
some
return
for
what
we
collect
on
their
behalf,
but
I
agree
with
the
recommendations.
Thank
you.
Thank
you.
D
Thank
you,
chair
yeah,
the
agreement,
counselor
carried
it's
something
we
got
to
pay
and
we've
got
to
pay,
there's
an
option,
but
it's
good
to
have
the
conversation
today
and
going
forward.
As
mr
piper
said,
I
think
it's
good
to
I
mean
the
procurement
policy
to
allow
to
go
ahead.
Is
this
ongoing
payments
with
the
ceo's
authority?
Thank.
F
You
siri,
madam
chair.
Sometimes
I
don't
know
whether
our
landfill
is
an
asset
or
a
liability.
We're
paying
this
money
out
sure
it's
a
levy
we
pay
out.
We've
got
to
work
out
whether
it's
we
should
have
a
landfill.
We
shouldn't
have
a
landfill
and
we
we
have
a
landfill
which,
which
is
supported
by
or
used
by
towns
around
us
we're
fortunate
enough
to
have
it
when
we
pay
this
money
out,
I'd
like
to
see
where
it
goes
and
what
contribution
can
be
put
back
to
towns
that
actually
have
landfills.
F
I
might
comment
you
more
than
that
to
bring
up
anything
about
when
I
went
past
the
big
hill
at
summer
the
other
day,
but
I
think
we
run
a
very
good
landfill
and
over
the
last
few
years
I
haven't
really
been
a
favor
and
supportive
of
what
the
epa
has
done
to
us.
So,
unfortunately,
council
clary
checked,
we
have
to
pay
the
levy
and
that's
where
it
stands.
A
B
B
Obviously,
the
report
tonight
sets
out
the
statutory
process
that
we
will
undertake
to
release
an
expression
of
interest
to
the
market
over
the
next
couple
of
months
and
then
obviously
we
will
assess
what
those
expression
of
interests
do
come
back
like,
but
as
I,
as
I
have
said,
it's
it's
great
to
see
that
there
is
a
lot
of
interest
in
panel.
At
the
moment,
industrial
land
in
the
northeast
of
victoria
is
at
a
premium
at
the
moment.
B
From
the
council's
perspective,
I
always
say
we're
not
land
developers,
but
we've
got
some
land
and
there
are
a
lot
of
developers
out
there
that
are
very
interested
at
the
moment.
So,
madam
chair,
I'm
happy
to
take
any
questions.
The
recommendation
on
page
32
does
step
out
the
process,
obviously
to
appoint
a
local
real
estate
agent
to
develop
the
expression
of
interest
released
out
to
the
market
and
then
obviously
to
assess
what
that
expression
of
interest
does
come
back
like
so,
but
I'm
so
happy
to
take
any
questions.
C
I
have
one
which
you
possibly
will
have
to
take
on
notice.
I
would
think
in
the
plan
of
subdivision
on
first
page,
that
indicates
that
there's
an
easement
that
is
held
by
the
commonwealth
of
australia.
E
D
Thank
you,
chair
from
the
suggestion.
Could
you
please
explain
the
community
engagement
part
of
it
we're
going
for
the
consult
on
the
community
engagement,
another
recommendation.
D
I
can't
really
see
how
does
that
and
the
expression
of
interest
process
goes
together
if
you're
trying
to
explain
that
process.
Thank
you.
B
You,
madam
chair,
thank
you
council
for
the
question
with
this
particular
case.
Once
it
does
get
released
to
market,
it's
obviously
open
for
interesting
parties
to
express
their
interest
in
buying
parcels
of
land
or
the
land
at
its
entirety,
but
the
community
are
able
to
obviously
respond
and
put
their
comments
forward
as
well,
just
in
a
general
nature,
whether
in
support
or
against
the
sale
of
the
land.
B
A
C
Yes,
I
would
thank
you,
madam
chair,
I'd,
just
like
to
congratulate
the
ceo
on
pushing
this
forward.
Enterprise
partners
been
with
the
council
for
a
long
long
long
time,
possibly
been
one
of
the
biggest
drains
we've
ever
council
are
not
developers;
no,
they
should
be
so
I
I
think
it's
great
that
we
hand
this
on
to
a
developer,
who
can
go
ahead
and
develop
the
land
and
make
vanilla
a
better
place.
Thank.
F
F
It's
probably
no
better
time
to
do
it
than
now,
because
we've
virtually
used
up
most
of
our
industrial
land
around
vanilla,
that's
been
sold
off
and
I'm
looking
forward
to
seeing
that
land
developed
and
changed
and
buildings
carpeted
and
small
businesses
go
in
there,
employing
people
and
growing
vanilla,
so
the
quicker
we
can
get
it
done
through
the
right
channels.
I
mean
there's
some
consultation
processes
that
we
we're
alluding
to
tonight.
The
ceo
has
to
go
through
it's
very
stringent
with
state
government
and
I'm
looking
forward
to
it
and
thank
you,
mister.
A
C
Very
happy
to
support
the
recommendation
proposed
tonight.
As
my
fellow
councillors
council
davis
has
said,
it's
the
right
time
to
do
it.
The
market
is
good.
The
business
is
good.
There
is
interest
in
vanilla
and,
as
the
ceo
said,
we're
not
developers.
So
let's
allow
someone
else
who
is
a
developer
the
opportunity
to
do
it
and
continue
to
grow
banalis,
so
really
look
forward
to
seeing
the
results
of
the
expression
of
interest,
I'm
very
glad
that
will
be
put
out
for
local
real
estate
businesses
defender
for
it.
D
Thank
you
ted.
I
like
to
support
this.
I
would
like
the
request
to
include
some
information
to
say
why
or
how
we
identified
this
as
surplus
or
demand
it
is.
You
know
we
all
know
that
it's
something
a
land
that
we
haven't
used,
but
probably
a
possible
question
from
the
community
how
we
identified
or
why
we
identify
it
as
a
surplus
of
demand
when
they
go
to
community.
As
I
said,
they
deliberately
engage,
they
provide
the
information,
so
they
know
what
we
talk
about
and
they
have
enough
information
to
get
back
to
us.
D
A
You,
if
no
one
else
has
any
would
like
to
speak
all
those
in
favor.
Thank
you.
That's
passed,
move
on
to
9.8,
mayor
and
councillors,
attendances
at
committee
and
civic
functions
councillors.
Are
there
any
alterations
to
any
of
these?
C
E
Yes,
thank
you,
madam
chair.
I
did
sent
an
email
about
this
because
I
was
laid,
but
I
did
not
attend
the
meeting
with
the
individual
candidate
pre-election
ross
linen,
but
I
did
attend
on
the
13th
of
may.
The
opening
of
the
art
gallery
of
the
oculi
international
photo
festival.
E
A
E
F
You
shouldn't
be
up
standing
up
a
bit
tonight.
Unlike
counseling
clarity,
I
did
attend
the
dawn
service
and
I
think
I
might
have
seen
spotted
you
there
as
well.
Yes,.
C
Unlike
council
required,
I
also
did
attend
dawn
service
on
that
day,
as
well
as
the
anzac
day
march.
Thank
you.
I'm
glad.
A
Thank
you.
Is
there
any
other
changes,
I'm
sorry.
Okay,
can
I
have
someone
move
the
record
that
the
report
be
noted?
Thank
you
councillor,
king
secondary
councillor.
O'brien.
Would
you
like
to
speak?
Would
you
like
to
speak
councillor
if
any
anyone
else
likes
people
can
I
have
a
show
of
hands
all
in
favor?
Thank
you.
That's
fast.
A
I'll
take
that
as
read
and
can
I
please
have
someone
move
counsellor
king
moves
at
the
recommend.
The
report
be
noted,
counts,
laguna,
ratney
seconds
it.
Would
you
like
to
speak
counselor?
C
Thank
you,
madam
chair.
I
have
one
very
brief
report.
Today
I
attended
the
the
agm
of
the
van
alexander
history
groups,
who
was
a
very
active
little
group
down
at
the
end
of
may
street.
They
had
a
good
turnout
as
they
always
do.
There
was
possibly
20
people,
I
suppose,
for
their
agm
they've
got
a
full
contingent
for
their
committee.
So
that's
always
a
good
thing.
C
In
an
agent
they
they're
only
concerned,
which
I
think
the
county
are
aware
of
is
the
church
is
some
providing
that
the
passive
land
down
there
and
and
their
home,
which
is
the
old
church,
is
possibly
going
to
be
sold.
So
they
are
very
concerned
about
their
future,
but
we
have
mentioned
it
before
and
I'm
sure
that
there
will
be
a
site
found
for
them,
but
it
was
great
to
see
that
all
the
positions
were
filled
and
they're
off
and
running
for
another
year.
E
You,
madam
chair,
I've,
just
got
a
couple
of
things
actually
that
I've
been
to
this
last
month.
On
the
29th
of
april,
I
attended
a
meeting
in
my
capacity
as
a
member
of
the
community
health
and
wellbeing
group,
and
this
was
a
really
interesting.
This
is
an
extraordinary
meeting
and
it
was
conducted
for
us
by
deakin,
university
and
they're
approaching
canal,
rural
city
and
other
well-being.
People
within
our.
C
E
About
a
project
that
they
are
running
called
respond
now.
The
reason
that
I'm
mentioning
this
is
that
this
is
a
project
that
is
trying
to
improve
the
health
of
our
children.
It's
been
running
for
quite
a
few
years
in
other
local
government
areas,
and
it's
also
what
they
d
community
is
actually
working
in
collaboration
with
the
world
health
organization
for
and
as
part
of
their
global
centre
for
preventative
and
health
nutrition.
E
So
the
idea
is
that
leaders
within
the
community
are
trained
by
deep
community
to
go
out
and
they
they
work
with
school
children
in
grades
two
four
and
six,
and
it's
all
about
monitoring
those
kids
making
some
kind
of
adjustments,
possibly
to
their
sleep
patterns,
eating
patterns
and
activity
patterns,
and
that
will
give
us
a
better
outcome
for
education.
E
E
Project
we
just
have
to
get
leaders
within
the
and
within
our
vanilla
rural
city
to
be
wanting
to
be
involved
in
this,
but
I
think
it's
really
a
good
opportunity
and
well-respected
and
ongoing
research
project.
E
That's
going
on
and
then
the
other
thing
that
I've
been
to
is
the
hands-on
trade
career
expo,
and
I
know
that
you
were
there
as
well,
which
was
our
raceway
with
all
the
high
school
students
with
loads
of
information
about
apprenticeships,
great
young
people
within
our
area,
speaking
about
what
they
can
and
can't
do
through
different
different
ways
of
getting
their
education.
So
that
was
really
very,
very
positive
afternoon.
Actually
and
then
again.
E
Another
positive
group
that
I
went
to
with
young
people,
which
is
the
live
for
life,
the
crew
launch,
which
was
held
on
the
11th
of
may,
with
22
fcj
students
and
18
people
year
11,
students
and,
as
we
know,
or
people,
may
not
know
just
revision
that
this
is
a
youth,
mental
health,
suicide
prevention
support
group.
I've
been
running
in
manila
for
five
years,
great
outcomes
and
over
a
thousand
kids
have
received
training
in
with
mental
health.
I.
E
Be
running
a
program
for
the
community,
I
think
in
june
running
over
four
weeks
for
other
people
in
the
community
to
do
the
youth,
mental
health
first
aid
course
and
then.
A
E
Is
the
opening
at
the
gallery,
as
I
mentioned
before,
on
the
13th
of
may,
vanilla
gallery
is,
was
involved
or
silly
is
involved
with
the
international
photo
exhibition.
The
opening
night
was
fabulous.
Young
and
old.
They're
really
really
out
there
program
very
positive
people
traveled
from
melbourne
to
attend.
It
was
really
really
a
great
night,
so
one-
and
I
know
that
other
councillors
were
there,
including
councillor
davis
and
council,
and
her.
A
C
As
the
chair
of
the
festival
committee-
but
he
isn't
here
tonight,
so
I
will
just
give
it
a
big
fight
to
say
it's
shaping
up
to
be
an
amazing
festival
program.
That's
currently
being
pulled
together
and
just
recently
the
committee
put
out
an
expression
of
interest
for
anybody
who
might
be
interested
in
joining
the
festival
community.
I
do
understand
that
the
applications
have
closed,
but
certainly
if
anyone's
interested
I'd,
encourage
them
to
speak
to
it
myself
or
to
counsel
first
and
just
another
one.
C
Madam
there
real
quick,
I
wasn't
able
to
get
there
this
year
out
to
the
lincoln
v8
on
saturday
and
sunday,
but
from
all
accounts
was
an
amazing
event.
Big
congratulations
to
the
winston
team,
and
it
was
just
our
town
was
buzzing
all
weekend
as
a
result
of
it,
so
so
some
really
great
work
there.
Thank
you.
D
You
chair,
I
was
at
vincent
on
sunday
and
as
councillor
king
said,
it
was
a
great
event,
a
lot
of
people
and
a
lot
of
tourists
in
town.
With
that
event,
congratulations
to
the
team
well
done
job.
Well
done.
I
would
say
I
have
a
truck
like
to
take
the
opportunity
to
report
on
the
churchill
management
committee.
D
It's
actually
connected
to
the
previous
report
about
the
action
pending
for
the
next
canadian
development
committee
meeting.
A
lot
of
sports
clubs
are
run
by
volunteers
and
their
lives
and
the
works
have
been
affected
with
the
calling
wave
and
the
shortages
of
staff
at
the
moment.
So
we
are
we're
a
bit
of
struggling
at
the
moment
to
set
up
a
meeting
to
discuss
the
matter.
That's
on
the
table
about
the
especially
the
dog
park,
and
the
atm
is
due
for
the
management
committee
as
well.
D
A
Thank
you,
councillor
gunnarity.
Would
anyone
else
like
to
speak
I'd
just
like
to
add
gail
stole
my
thunder,
but
since
I'm
not
going
last,
that's
fine.
The
hands-on
trade
career
expo
that
was
out
at
winton
all
not
only
was
a
fantastic
exhibition
for
people
looking
at
what
they
want
to
do
in
the
future,
but
it
was
also
they
did
a
really
good
promotion
on
women
in
trade,
and
I
spoke
to
a
man
from
wangaratta
that
runs
women
in
steel,
or
is
it
girls
in
steel.
A
It's
a
fantastic
program
and
they
had
a
couple
of
apprentices,
sit
up
and
speak
to
us
from
the
steel
and
as
well.
There
was
a
local
girl
who
works
with
cns
plumbing
and
it
it's
really
great
to
see
that
the
women
are
stepping
up
and
doing
these
trades
because
they
are
as
capable
as
the
men
and
I'd
also
like
to
add
that
I
gail
spoke
about
the
oculi
exhibition.
A
I
spoke
to
a
couple
of
the
of
the
photographers
who
actually
took
many
photos
at
winton
went
land
years
ago
if,
as
it
was
decommissioned,
so
they
got
it
as
the
water
was
going
down
and
I
would
have
loved
to
catch
up
to
them
again
before
they
left
after
the
weekend,
because
they
were
going
to
go
out
and
have
a
look
now
to
see
the
difference
and
they
were
very
excited
about
how
fantastic
our
town
and
our
gallery
is.
So
I
was
very
pleased.
