fall
of

aware,
the
covert,
19
safety
plans
have
been
brought
into
force
for
all
businesses,
in
particular
those
with
the
retail
space,
but
everyone
needs
to
be
abiding
by
the
infection,
control,
the
hand,
sanitizer
stations,

1.5
metre
marks
and
the
safety
screens
at
checkouts,
and
also
capturing
customers
details
as
per
the
chief
health
officer's
direction.

has
had
an
impact
and
you'll
see
on
the

the
jobs
and
skills
the
job
keeper
wage
subsidy
program
has
allowed
many
businesses
to
keep
workers
on
their
books
during
the
crisis,
with
the
fortnightly
payment

dollars.
This
has
just
recently
been
extended
until
march
and
there's
also
a
job
seeker
which
is
higher
than
the
old
new
start
allowance
was
so
in
terms
of
job
keeper
applications.

we've
been
able
to
gather
is
that
we've
had

24.8
percent
or
380
job
keeper
applications,
which
is
ranked
eighth
in
the
ovens,
murray
region
and
job
seeker.

applications
have
been
received
and
the
youth

project

the

two
solar
farms

up
and

west
has
had
10

employees

employees

expected
to
be

skills

operators
and
the
witness
solar
farm
is
also
going

and
they've
got

contractors

additional
eight
staff,

trainees

workers

that
that
has
happened
across
a
number
of
of
those
who
had
lost
their
jobs
in
terms
of
innovation
and
entrepreneurship.

now
have
five
northeast
victorian
councils,
alpine's
joined
the
startup
shake-up
group
and
have
confirmed
their
commitment
and
that
inc,
and
that
continues
with
charles
sturt
university
gotafe
and
the
northeast
tracks.
Lin
and
our
priorities
for
2021
are
to
continue
to
continue
strengthening
the
existing
partnerships,
offering
innovation
and
upskilling
for
both
businesses
and
startups,
looking
at
doing
things
differently,
and
also
we're
developing
a
regional
skills
network
and
expanding
the
website
and
other
opportunities
for
people
to
get
involved.

been
having
discussions
around
the
banala
business
innovation
hub
with
breed
australia,
and
I
believe,
they're
going
to
their
board
tonight
with
suggestions
for
who
their
preferred
partners

that
expansion

keep

come

as
one
of
the
two
that
they'll
be

project,

the
last
two
weeks

the
normally

most
visited
section
on
our

know
right
at
the
beginning
of
it
when
people
were
looking
for
a
lot
of
information-
and
I
know
we've
been
in
it
for
quite
a
few
months
now,
but
it
is
still
the
most
visited
part
of
our
website
and
particularly
as
things

so
you
know
that
we
went
out
of
stage
three
then
back
into
stage.

people
again
went
to
it
and
were
looking
for
more
information.

And,
even
through
all
of
the
disruption
and
everything
that
covert
has
bought
over
the
whole
period

the
reporting
period,
the
most
responded
to
social
media
posts
that
we
had
across
any
platform
anywhere
in
council
was
about
the
passing
of
jeff
oliver
and
ken
juan
so
yeah.
It
was
really
nice
to
see
all
the
comments
there.

The
other
piece
of
work
we've
been
doing
in
comms
is
around
the
better
approvals
process,
and
this
is
a
process
where
we
streamline
the
application
process
for
businesses
to
work
through
the
steps
they
need
to
within
a
council
perspective
and
it'll
it'll
move
to
an
online
application
process,
and
we
have
a
very
good
process
for
people
to
apply
for
events
within
council,
because
there
are
different,
legislated
and
non-legislative
requirements
that
they
need
to
satisfy.

So
it'll
be
a
similar
process
to
that
it's
we've
got
a
lot
of
proof
of
concept
with
the
events
process,
and
so
we've
we've
done.

Some
work
on
the
we've
got
the
better
approvals
process
online
component,
complete
and
so
we've
that's
been
quite
a
bit
of
work
with
regards
to
the
library
it
was
closed
for
quite
a
period
and
during
that
it
closed
on
the
23rd
of
march,
but
while
it
was
closed
we
had
click
and
collect
and
call
and
collect,
and
they
were
both
incredibly
popular
where
people
could
still
access
library
resources.

May
was
a
lot
lower
and
it's
just
everybody
decided
that
they
didn't
want
to
come
out
and
they
didn't
want
to
for
whatever
reason,
but
when
we
reopened
the
library
for
about
five
weeks
it
was
we
were
getting
about
90
people
a
day
which
is
quite
a
high
visitation
during
that
time.
Also
during
the
closure,
we
did
all
the
tagging
for
the
rfid
project
and
while
we're
open
rfid,
which
is
the
electronic
check-in
and
check-out
and
self-serve,
was
really
popular
and
it
was
very
well
picked
up.

So
when
we
do
get
to
reopen
on
a
more
permanent
basis,
we
know
it's
there.
It's
working
and
people
will
adopt
to
the
new
technology
quite
quickly,
which
is
great
because
you
know
initially,
we
were.
We
just
had
a
thought
about
how
quickly
people
will
our
patrons
in
banala
will
adopt
the
new
technology
and
they
all
have
very,
very
well,
which
so
they've
done
a
fantastic
job
with
the
gallery.
That
again
was
closed
by
on
the
23rd
of
march.

During
the
closure,
we
did
a
big
push
on
social
media
around
promoting
local
artists,
so
we'd
have
a
local
artist
for
a
fortnight.
We'd
promote
their
work,
we'd
talk
about
their
work
and
we
connected
to
different
aspects
within
the
region
and
for
this
to
come
from.
A
public
gallery
was
a
lot
of
kiosks
for
these
artists
and
also
provided
a
nice
connection
for
the
artists
back
to
the
gallery.

We
also
provided
virtual
exhibitions
and
gallery
pots.
One
of
the
big
pieces
of
work
we've
been
doing
while
the
gallery
has
been
closed,
is
on
the
collection
database.
We
know
the
gallery.
Collection
is
worth
25
million
dollars
and
we
have
been
working
hard
to
bring
the
collection
database
up
to
industry
standard,
and
it
also
means
that,
under
the
new
rebranded
website,
we
have
works
that
we
can
actually
show
through
that
platform
that
have
all
the
absolutely
accurate
information
there.

Throughout
the
tourism
function.
A
lot
of
work
has
been
happening
there
around
helping
operators,
so
businesses
move
to
an
online
environment,
and
we
do
that
in
tourism
through
what's
called
atdw,
which
is
the
australian
tourism
data
warehouse
and
what
it
does.
It
gives
the
businesses
an
online
presence
through
visit
victoria,
which
feeds
into
the
enjoyable
website,
and
then
they
can
access
a
much
larger
audience
and
they
can
retain
a
presence
even
when
visitors
can't
physically
get
to
them.

It's
interesting
that
some
visitor
centers
reopened
during
that
period
in
late
july,
early
august
and
then
re-closed
pretty
much
all
of
them
to
a
t
are
wishing
that
they
hadn't
reopened,
because
we
know
that
reopening
venues,
as
we
had
to
do
for
the
library
and
the
gallery,
is
much
much
more
complex
than
closing,
because
we
have
to
do
it
in
a
covered
safe
way.
So
we
all
we
have
to
make
covered
safe
plans
and
make
sure
that
we're
compliant
with
all
the
regulations.

But
you
know
we
worked
through
it
and
we
did
it
and
we've
got
the
system
sorted
out
now,
so
the
next
time
we
reopen
it
won't
be
as
complicated
as
it
was
for
the
first
time.

So
obviously
the
cafe
had
to
close
on
the
23rd
of
march
when
we
closed
the
gallery
doors
because
they
couldn't
operate
outside
you
know,
without
the
gallery
being
open
and
galleries
had
to
close
under
the
restrictions,
so
they
haven't
reopened.
Yet
we
were
starting
to
talk
to
them
about
when
the
gallery
did
reopen
for
those
few
weeks,
but
there
were
such
heavy
restrictions
on
the
cafe
that
they
didn't.
But
you
know
when
the
when
the
gallery
does
reopen
we'll
want
the
cafe
to
reopen
pretty
quickly
in
line
with
that.

huge

think
there
are
two
things
in
response
to
that.
One
is
that
people
realize
that
they
were
there
and
also
we
had
visitors
in
june.
There
were
people
coming
up.

think
people
have
been

home

coming
up
now,
wanting
to
be
away
from
they'll,
be
visiting
banala
so
and
also
it
was
in
line.
There
was
a
hidden
secrets
and
hidden
gems
in
victoria
feature
in
the
herald.

Sun
and
banana
was
listed
as
a
hidden
gem,
so
it
lined
up
with
that
feature
as
well,
but
now
we've
been
putting
packs
visitor
packs
out
the
front
of
the
visitor
center
just
with
the
official
visitor
guide
and
a
few
other
bits
and
pieces
in
them.

know
if,
because
the
visitor
center
has
been
closed,
then
we
have
retained
a
level
of
visitor
servicing
both
through
the
phone
through
our
online
and
also
through
the
visitor
packs,
and
they
were
very
popular
in
june
yeah.

it
dropped
away.

I
just
wanted
to
highlight
that
over
this
entire
period
of
the
pandemic,
the
vanilla
community
care
building
has
remained
open
with
staff,
many
staff
rostering
between
both
the
office
and
their
home
environment
and
some
teams
working
entirely
from
home.
H
It's
been
a
particularly
over
this
quarter
for
community
services
staff,
with
many
functions
remaining
as
busy,
if
not
busier
than
they
have
in
previous
times.
During
this
quarter,
we
did
receive
some
funding
from
the
government
to
start
the
community
activation
and
social
inclusion
initiative,
which
has
been
coordinated
by
natalie
phillips.
Our
volunteer
development
coordinator.
H
This
program,
which
has
only
just
started,
is
really
continuation
of
the
vanilla
vulnerable
in
a
pandemic
group.
So
it's
still
a
partnership
between
the
council
staff,
vanilla
health,
womenda
and
tomorrow
today
aiming
to
link
people
in
to
support
across
a
municipality
both
in
a
physical
sense,
but
also
you
know,
with
friendly
phone
calls
and
so
forth.
Another
pleasing
thing
in
the
quarter
was
that
we
did
again
receive
funding
from
the
tac
to
enable
us
to
continue
the
l
to
p
program.
H
As
you
all
know,
that's
been
an
extremely
successful
program
and
we've
once
again
been
funded
to
deliver
to
30
lunar
drivers
and
now,
whilst
that
program
did
recommence
for
a
short
time,
unfortunately,
it
has
had
to
stop
again,
but
it
was.
It
did
actually
recommence
for
a
little
while
another
highlight
over
the
quarter
in
the
community
development
area
has
been
the
setting
up
of
smarty
grants.
This
is
an
online
program
to
manage
councils,
grants
programs,
making
it
a
much
more
streamlined
approach
and
easier
for
all.
H
It's
actually
running
very
successfully
in
other
councils
and
we're
about
it
has
just
recently
opened
up
with
the
drought
funding
in
maternal
and
child
health.
We
have
had
117
births
for
the
year
and
it
is
interesting
to
note
that
46
of
those
were
for
first-time
mothers,
which
of
course,
in
this
time
when
there's
restricted
services
does
make
it
very
challenging
for
those
new
mothers.
H
And
it
is
unfortunate
too
that
of
one
of
the
biggest
issues.
And
many
of
you
would
recall
this
from
your
own
time
as
parents
is
sleeping
settling
of
babies
and
although
we
have
funding
for
that,
we
haven't
been
able
to
go
ahead
with
that
program
at
this
point
in
time.
So
we
are
eager
to
begin
that
as
soon
as
we
can,
because
there's
quite
a
high
need
for
that.
H
It
was
great
that
they
were
able
to
continue
to
do
that,
and
the
team
also
provided
a
number
of
survival
packages
to
clients
over
the
time,
and
I
think
it's
really
important
to
highlight
the
great
value
that
the
family
liaison
worker
has
given
to
the
family
support
team
over
this
time
because,
of
course,
she's
able
to
link
in
families
that
fall
outside
of
child
first
in
the
child
protection
channels
in
aged
in
disabilities,
the
service,
the
meals
on
wheels
service
transitioned
from
a
seven
day
a
week
service
to
a
three-day
week
service.
H
Now
this
was
in
normal
times.
This
would
have
taken
that
some
time
to
do,
but
of
course,
because
we
are
in
volunteers
in
the
current
time
and
it's
been
reliant
on
staff.
This
was
something
that
we
felt
was
really
important
to
do,
and
it
is
pleasing
to
note
that
we
did
do
follow-up
phone
calls
with
our
clients.
After
we
had
reduced
to
a
three-day
a
week
service
and
most
were
you
know,
the
results
were
still
really
very
pleasing,
which
was
good
to
know.

Our
social
support
team
have
maintained,
although
the
planned
activity,
groups
and
so
forth
haven't
been
happening.
They
have
been
maintaining
contact
with
all
of
their
clients
and
they
have
been
distributing
weekly
activity,
packs
to
clients,
so
they've
been
dropping.
H
Those
off
declines
and
they've
been
very
well
received,
and
I
think
it's
also
pleasing
to
note
that
targets
in
the
commonwealth,
home
support
program
have
been
met
to
95
and
given
there's
a
bit
of
flexibility
in
the
current
times,
and
perhaps
what
I
wanted
to
highlight
most
was
the
professionalism,
resilience
and
motivation
of
staff
across
the
department.

It's
been
an
extremely
trying
time
and
they've
worked
really
collaboratively
together,
sharing
workloads
taking
on
new
programs
working
with
partners,
they've
been
very
flexible
under
the
circumstances,
and
I
think
have
done
an
amazing
job,
made
much
more
difficult
by
the
fact
that
we've
had
to
staff.
Many
volunteer
programs
as
well
and,
of
course,
as
soon
as
any
staff
in
our
area
have
any
sort
of
symptoms,
they've
had
to
go
and
be
tested
which
again
has
some
implications
for
other
staff.

that
is
many
more
phone
calls
than

would
normally.

normally
averages
about
seven
visits,
but,
of
course,
he's
been
receiving
more
phone
calls
and
some
of
those
have

finance
report
is
outlined
with
some
interesting
facts
in
it,
our
debtors
have
gone
down
significantly
at
the
30th
of
june
to
a
level
of
570
000
which
in
the
prior
year
it
was
1.3
million,
and
that's
probably
one
of
the
most
significant
drops.
But
it's
pretty
much
due
to
the
prepayment
of
grants
and
the
way
people
have
changed
the
treatment
of
grants
and
these
days
they
won't
pay
grants
unless
you've
completed
the
criteria.

The
other
interesting
part
of
the
report
is
that
we
have
a
fair
bit
of
cash
in
investments
at
the
moment
and
that
again
is
attributed
to
the
victorian
grants
commission
paying
our
2021
contribution
early,
so
we're
sitting
with
quite
a
lot
of
money
in
our
investments
at
the
moment,
but
we
will
use
it
up
over
the
next
few
months.

assure
you
the
rates
and
charges
revenue
collections
have
gone
far
better
than
I
thought
they
might
have,
and
we're
only
about
twenty
thousand
dollars
difference
in
outstanding
rate
setters
at
the
end
of
the
financial
year.

everything

up

the
twenty
thousand
dollars
is
probably
because
we
didn't
raise
interest
for

last
quarter
of

impact

we're

working

customer
service
center
was
initially
closed
on
the
24th
of
march
and
reopened
on
the
16th
of
june.

close
again,
we
did
have
a
large
increase
in
both
phone
and
counteractivity
during
this
period,
and
it
was
very
challenging
for
the
staff
for
customer
relations
because,
because
we
had
two
staff,
one
staff,
member
working
from
home
and
one
on
a
period
of
leave,

we've
had
to
distance
the
staff.
